With the advent of the environmental "green" movement of the 1960s, eventually leading to Earth Day 1970, Congress responded by passage of the National Environmental Policy Act (NEPA), 1970. NEPA gave impetus to a flood of federal acts and laws in the subsequent three decades. Many of those protecting man's environment, health, and well-being also affect mining. For purposes of this chapter, a current mineral law summarization lends itself to a division into two parts: viz., Part I, General Mining Law, and Part II, Enviromining Law. The word enviromining has been coined by the author and is defined and used herein as those federal and state statutes and regulations that were created to provide protection and preservation of man's environment, health, safety, and welfare, and they have particular application to and affect on mining activities. They are listed and treated under Enviromining Laws in Part II. Mining, as a basic industry to provide the essential minerals for mankind's necessities and well-being, truly reflects the mining industry's slogan, "If it can't be grown, it must be mined." Without the basic minerals and rocks won from the earth by mining and mineral processing for their valuable physical properties or chemical constituents, man would soon be forced to revert to the cave-dwelling age. Unfortunately, for man to survive in the "manner of life to which he has become accustomed," he is caught between the demands of cleaning up his deteriorating environment and a continued supply of his basic requirements and amenities for daily living supplied by mining of the earth's minerals. He must have "clean living" at the same time with "good living;" neither is expendable. A very high pricetag accompanies this essential and critical choice which must be paid by society. The United States is internationally recognized as the world leader in environmental matters. Many countries are following suit, principally the other Anglo nations. Because US law is founded and based on English law, on occasion, Anglo-American law is referred to and cited as authority in litigation anywhere in the Anglo-American world of jurisprudence. For this reason, and because mining and the industry is international in nature and operations, some British Commonwealth cases will appear in various topics. If the case is of interest to the reader, further inquiry at a law library may be made through use of the case's style and citation given. "Style" refers to the name of the litigating parties. "Citation" refers to the law publication in which the case and decision may be found, as well as the jurisdiction and court of decision. Citation of cases from the United States and British Commonwealth nations is explained under Case Citation Explanation. Space and time limit exhaustive treatment of subjects and covering all geographic and jurisdictional areas. This chapter is intended as a broad outline and is based on the author's master's thesis at the University of Missouri-Rolla, 1992. A great amount of aggregate is utilized in civil engineering applications such as road construction, railway infrastructure, concrete production, etc. Igneous rocks are the preferred raw material due to their high strength and abrasion resistance. Rock quality assurance is a key factor and has great influence on the quality of constructions in civil engineering. One of the major problems encountered by both the producers and users of igneous aggregate rock is the fact that, with the passage of time, some specific rocks lose their strength, up to a complete loss of structure, i.e. disintegrate and degrade. This phenomenon has a great influence on the quality, strength and durability of aggregates. In the last decades, different methods and procedures such as the glycol test, the methylene blue dye test, as well as the Los Angeles test, have been introduced to distinguish rock properties, and to identify these problems. However, as these wet-chemical methods are time consuming, hard to perform, only to be applied to hand-piece samples, requiring special laboratory equipments, and are only possible to be accomplished under laboratory conditions, their application has always been severely limited. To address this widespread quality management problem of the quarry industry, a relatively quick, easy and user-friendly approach is necessary. It calls for a systematic solution with a device that can simply be used in the day-to-day routine of a mine for quality control of the quarry´s daily production. Our research is concentrated on developing a systematic method for early recognition and diagnosis of rock quality, in order to control and manage the quality of the quarry production in advance. Our new approach is based on two rock parameters: magnetic susceptibility and loss on ignition. The measurement of these parameters provides reliable information on the quality of the rock and allows the quality control process to be accomplished and performed at the borehole location. Our new approach has been assessed through extensive field and laboratory studies and has been implemented on the drill-cuttings of a basaltic andesite quarry. The results of the experiments are discussed in detail, including their impact on increasing resources and environmental protection.

Most of the steel welding done at the present time is in material containing not over 0.3 per cent. carbon, and the tests here described were in similar material. These tests are not as yet completed but it is hoped that more results and more reasons for the conclusions may be presented at the meeting in February. From the time the author found the peculiar structure in electric welds referred to in a previous paper,' that is, needles or plates in the grains and similar material, in larger spots, at the grain boundaries, he has felt that these plates which may be iron nitride and probably contain some carbon, were at least partly responsible for the brittleness of electric welds. He has found but few traces of similar lines in oxyacetylene welds until the last 2 mo., he has since found large numbers under certain conditions. In the top of these welds, they are quite numerous. In the body of heavy oxyacetylene welds, they appear at times, but not nearly to the extent that they do in electric welds; the author has never seen them in the body of welds in material less than % in. (19 mm.) thick. They are shown in Fig. 82. The reason they were not noticed before is undoubtedly due to the fact that in making tests of welded pieces the weld was always ground off level with the plate, and as this structure only appears in the top 1/16 in (1-5 mm.) of the weld, they were removed by the grinding or machining; also, welds 3/4 in. thick had not been examined. It did not appear, in making bending tests, that this structure had much influence on the strength of oxyacetylene welds; while electric welds are noticeably brittle. Further, oxyacetylene welds made with certain special materials were exceedingly brittle even after the tops of the welds were removed; this was true in cases where there was no sign of the plates whatever and where the welds were remarkably free from oxide and the other usual defects. It appeared, therefore, that this brittleness did not depend on any variable that had been noticed so far, and it was decided to find where the rupture occurred in various kinds of welds made

INTRODUCTION.-This paper gives the results of our micro-graphic determinations of the position of Ae3 in a series of 14 hypo-eutectoid steels of varying carbon content, one of them very rich in phosphorus, and of SEe for one hyper-eutectoid steel. We have pro-ceeded chiefly by noting the temperature -at which the reabsorption of the pro-eutectoid element is found to be complete after a 30-min. holding, but in part also by noting the temperature at which its precipitation begins. Observations on these same steels by Messrs. Burgess, Crowe, and Rawdon, of the United States Bureau of Standards, are given in a paper' issued simultaneously with this, while in a third paper s one of us compares these data with those of earlier observers. These three papers are treated as one whole by numbering their sections, tables, and illustrations continuously, and by setting the folding plates of micrographs at the end of the last paper. This report revises an earlier publication by the Bureau of Mines on tungsten analytical procedures and expands the coverage by including appropriate procedures for the critical impurity elements that commonly occur in tungsten ores and concentrates (13).3 The basic methods described are not original, but many of the modifications to improve reliability and sensitivity were developed by the Bureau. Gravimetric and colorimetric methods currently used for the determination of tungsten in ores, mill tailings, and concentrates are described. Colorimetric procedures are preferred for low concentrations of tungsten, whereas either procedure is satisfactory for moderate concentrations. Conversely, a gravimetric method is preferred for the determination of tungsten in concentrates.

"Complex facilities which provide for the collection, management and treatment of effluents emanating from the Sullivan mine and concentrator tailings were made operational in October 1979. Key features of the system are the use of upgraded tailings ponds for the storage of up to 800 million litres of metals-contaminated effluents, a treatment plant employing lime in a high-density sludge process and a sludge-impoundment facility designed for maximum long-term environmental safety. The completed works are capable of satisfying a difficult range of operating requirements imposed by highly variable weather conditions, drainage flows and soluble metals loadings. Final capital expenditures for the project approached $10 million and annual operating costs are about $0.8 million.This paper discusses the Kimberley effluents treatment project and the major considerations in its development. The treatment process, major plant equipment and initial operating experience are also described.IntroductionCominco Ltd. has worked the Sullivan orebody at Kimberley, B.C. since 1909 and has operated a concentrator some 5 km distant from the mine since 1923. Over the last 70 years, in excess of 120million tonnes of ore have been mined, and production continues at an average rate of 6,500 tonnes per day. It is a well-known fact that the contribution of this operation to Canada's mining industry and, in particular, Cominco's development has been significant. However, this success has not been without some undesirable side effects.Unfortunately, the Sullivan is one of only a few major Western Canadian orebodies which may be classed as ""acidic"" in nature. That is, the primary economic minerals, galena and marrnatite, are enclosed in a siliceous host rock with abundant pyrrhotite, but with little or no accompanying alkaline gangue minerals such as calcite and dolomite. The unavoidable consequence of mining such an ore is that contact with air and water generates an acid mine drainage containing various soluble metals orginally present as minerals.This problem also arises in the concentrator's tailings ponds, which, in the case of the Sullivan, are two separate impoundments of different materials. The 1,100 tonnesl day of ""iron"" tailings are primarily pyrrhotite which is surplus to the requirements of a separate operation that produces sulphuric acid as an intermediate to phosphate fertilizers. Inert gangue minerals with only a minor sulphide content are the main constituents of the 1,200 tonnes/ day of siliceous tailings. Corresponding to the relative proportion of sulphides in the solids, the decant from the iron tailings is substantially more contaminated than that from the siliceous pond."

The mines which I am about to describe are all situated in the northern part of the States of Nuevo Leon and Coahuila, Mexico, between the twenty-sixth and twenty-seventh degrees of latitude. They might be grouped, orographically, into four classes: 1. Those in the Sierra de la Ygnana chain; 2. Those in the Sierra de Gomez chain; 3. Those in the Cerro Mercado; 4. Those in the Sierra de San Marcos chain. (See large map.) The first two of these may be further arranged in one geographical district, to which the name, "the Villaldatna. district," may be applied, and the last may be ascribed to the geographical district of " Monclova." Geologically described, the country rock, in which four of the six mines occnr, is a limestone, concerning which a few words will be said further on, to wit.: The Arroyo (gulch), the Montanos and the Pinitos (pines), in the Villaldama district, and La Paloma (the dove), or Iron Mine, in the Monclova district. The San Rafael appears to lie in granite, or a heavy-bedded gneiss, presenting most of the characteristics of the latter, though the contact plane of the limestone is not far off. It is certainly worthy of attention that the ore occurs in that portion of the crystalline rock, which is nearest to the limestone, and it has been thought by some observers to be a true contact vein. It is well known that veins of this character are very often distinguished for constancy and richness. Although the undersigned cannot entirely free himself from the impression that this proximity of different formations has had an important influence in the origin of the part of the vein on which this mine is situated; still he was unable to establish it actually at the contact of the limestone and granite, but rather a short distance within the latter. Computational fluid dynamics (CFD) has been used to model gas compositions in underground longwall coal mine gobs to study oxygen ingress and the development of potentially explosive methane-air mixtures that may form in the gob. The scenarios studied involve various headgate and tailgate ventilation and inertization schemes and controls. In a project sponsored by the National Institute for Occupational Safety and Health (NIOSH), researchers at Colorado School of Mines have used an innovative meshing approach, allowing easy adaptation of the CFD model to adjust to a variety of bleeder and bleederless mining geometries, with gob porosity and permeability scalable over a wide range. This paper presents the methodology of the meshing and scaling approach along with recommendations for using CFD modeling in longwall gob ventilation applications. The new meshing technique was utilized to evaluate the function of a back return in a progressively sealed gob. The back return was successful in maintaining sufficient oxygen concentrations in the tailgate corner of the longwall face.

Southeast Asian countries cannot maintain their economic growth rate without the development of their mining industries. To make this development as sustainable as possible requires sound fundamentals securing not only economic progress and environment protection but also improvements in occupational safety and health (OSH) for the miners. Mining in South East Asia is still very labor intense and dangerous. Tremendous achievements from world class mining operations in advanced mining countries can be used as role models to improve the status quo of the Southeast Asian countries in OSH management. Know-how transfer, therefore, is a key factor for major improvements. Effects of this transfer based on a multi-level approach will be discussed based on a case study. It describes the transfer from German to Vietnamese hard coal mining industry. Crucial requisites for excellent achievements in OSH in Southeast Asian mining countries are also mentioned.

"The Matheson area of northeastern Ontario is of great interest for mineral exploration because of its geological similarities with the adjacent Timmins, Kirkland Lake and Larder Lake gold camps. Exploration in the area, however, is hampered by the presence of an extensive and thick cover of glacial sediments. For this reason, till geochemistry has become an important exploration method. The Ontario Geological Survey&apos;s Black River-Matheson (BRiM) reconnaissance till sampling project, carried out between 1984 and 1988, was designed to aid exploration in the Matheson area by documenting the Quaternary stratigraphy and providing a database of till geochemistry. Till samples were collected by backhoe trenching of surface pits in areas of thin drift (< 5 m) and by sonic overburden drilling in areas of thicker drift. This paper summarizes the results from the shallow till sampling component of the BRiM project.Two hundred and eighty-two surface samples were collected from Matheson Till, the youngest till sheet in the area, which was deposited during the Late Wisconsinan. For each sample, the non-magnetic heavy mineral (> 3.3 S.G.) and fine (- 250 mesh) till fractions were analyzed geochemically. In addition, visible gold grains were recovered by panning the heavy mineral fraction. Five areas that display multi-element anomalies in both till fractions warrant further investigation: (1) western Egan Township, overlying the Bradley Lake Syenite; (2) around and south of the Munro and Croesus mines, in Munro and Guibord townships; (3) central Garrison Township overlying the Garrison Stock; (4) south of Ore Car Lake in northern Thackeray Township; and (5) southeastern Harker Township. In these areas, Matheson Till has a local provenance and the bedrock sources for these anomalies are nearby in the up-ice (north northwest) direction. Due to the fine-grained nature of gold in bedrock deposits in the BRiM area, the small size of most gold grains recovered from till samples (< 50 um) and the variable distribution of gold in the heavy mineral concentrate and fine fractions, the fine fraction in addition to the more commonly used heavy mineral concentrate should be used for gold exploration.Surface till samples have been affected by weathering to a depth of = 3 m. Weathered till is characterized by a very low carbonate content in the matrix fraction, the absence of sulfide grains in the heavy mineral concentrate and higher concentrations of copper, nickel and zinc in the fine fraction than in the heavy mineral concentrate. As a result of the weathered/ oxidized nature of the surface till samples, the fine fraction is a better sampling medium for base metal exploration."

At 11 am Monday 8 September 1997, the successful detonation of the 5/9 Mass Blast at Pasminco - Elura was signified by the subsiding of æMt KevinÆ (a 15 m high earth fill mound). The blast was in response to earlier mine subsidence, which holed through to the surface affecting future stability of underground workings. The blast was a first for Elura which fires small tonnages regularly to avoid rapid oxidation of the ore. This paper discusses the strategy and the considerable planning that went into EluraÆs first blast of this magnitude in order to succeed first time round.

The availability of coal resources of selected 7.5-minute quadrangles of southwest Indiana was examined in this study. Resources were defined as original coal in place, remaining after mining, and currently available considering land-use and technological restrictions. The amount of coal mined from each study area varies depending on the mining practices of the companies operating within the area. Of the three quadrangle investigations, the available resources range from 50 percent to 79 percent of the original resources. Most of the coal resources under deep-minable category were not available because of technologic restrictions, such as insufficient coal thickness.

This paper describes the test work, process design, commissioning and operation of a processing system at the Ergo gold operation that improves the extraction efficiency from gold tailings material. The improvement in recovery is derived from the separation of the gold contained within the sulfides of the tailings material and a dedicated process stream to recover that gold.The sulfides are separated by means of a flotation circuit and that resulting concentrate is subjected to a regrind of below 20 ¦m to enable a greater liberation of the gold. With the expansion of copper leaching of the various mine wastes at the Kennecott properties, additional copper recovery facilities have been required. A research and development program has been pursued to determine a suitable economic approach to the processing of the additional leach solutions contemplated. lnvestigations on laboratory and pilot plant scales covered electrowinning, solvent extraction, launder and vat type cells, activated launders, precipitation drums, and precipitation cones. This paper contains information on the development and use of a new precipitation-cone-type copper recovery plant, which provides many advantages over older systems. The application of research findings to the old art of leaching copper from copper-bearing mine waste has resulted in a significant contribution of copper to over-all copper production. For example, at the completion of the current expansion program at the Kennecott properties in the United States, copper produced from waste dump leaching will amount to about 25% of the total production. Formerly only 2% was derived from this source. This planned expansion of copper leaching focused attention on the problem of developing more efficient methods for the recovery of copper from greatly increased volumes of copper-bearing solutions.1 The detailed investigations which have been made in laboratory pilot plant and plant tests for the recovery of copper from copper-bearing solutions have included electrowinning, solvent extraction, ion exchange and cementation with iron in launders, precipitation drums, activated launders, and precipitation cones. The results of these investigations have led to the development of a new precipitation cone-type copper recovery system providing many advantages over older methods. ELECTROWINNING OF COPPER FROM COPPER-BEARING SOLUTIONS The direct electrowinning of copper from relatively dilute solutions of copper-bearing mine water, namely solutions containing 10 to 20 lbs of copper per 1000 gal, has always been an attractive possibility.2,3 By this method, high-purity copper powder can be recovered with a power consumption of 3.5 kwh per Ib of copper. The Anderson Dam Tunnel Project is a high-priority, urgent project under construction by the Santa Clara Valley Water District in California. The project will provide a new low-level outlet for the Anderson Reservoir enabling the seismic retrofit of the Anderson Dam as mandated by the Federal Energy Regulatory Commission. This paper describes planning for construction of the tunnel through the dam’s right abutment crossing several faults in challenging and variable soft and hard ground conditions. The construction methods include SEM, hard rock drill and blast techniques, and a mechanized 8-foot (2.5 m) diameter microtunneled lake tap.

The 3.5 km long Ashbridges Bay Outfall in Toronto, Ontario, Canada was a challenging drive set below Lake Ontario. After a remote machine acceptance due to the global pandemic, an 8 m diameter Single Shield machine launched in March 2021 from an 85 m deep shaft and began its bore in shale with limestone, siltstone and sandstone. During excavation, the TBM and its crew bored a city-wide record of 30 rings in one day, or 47 m of advance. This paper will cover the unique project, from TBM acceptance through to launch, tunneling in difficult conditions, and completion in 2022.

Examples of nonmetal mining operations include, but are not limited to, the mining of clay, shale, barite, potash, trona, phosphate rock, rock salt, gypsum, talc, gemstones, mica, perlite, and pumice. • Nonmetal mines comprised 5.1% of all mining operations. • Nonmetal mining operations are located in all states and territories except Alaska, Delaware, Maine, New Hampshire, Rhode Island, Puerto Rico, and the Virgin Islands. • Mines producing common clay comprised 28.6% (n = 210) of all nonmetal mining operations.
