Producing oil, gas, and coal in sufficient amounts to satisfy U.S. demands for fuels, electrical power, and chemicals promises to be one of the country's major challenges during the 1970's. Adding significantly to this challenge is the urgent task of satisfying soaring fuel and power demands without destroying the natural environment or jeopardizing long-range requirements for resources. The Bureau of Mines, U.S. Department of the Interior, is engaged in a comprehensive program of research to help industry meet this challenge. This report reviews the aims of the research program and accomplishments in 1970; the first 11 sections cover coal programs, nine sect ions are then devoted to petroleum, and the concluding five sections deal with oil shale research. Figure 1 shows the nationwide distribution of Bureau of Mines energy research installations; Full addresses are given in appendix A. Many of the publications resulting from the Bureau?s energy research efforts are discussed throughout the report; others are listed in appendix B.

This Bureau of Mines publication identifies the significant environmental issues associated with the potential development of strategic and critical minerals in the Stillwater Complex, MT. The Stillwater Complex contains deposits of Cr, platinum-group metals (PGM), and Ni. Issues that must be addressed prior to minerals development include the effects mining, milling, and smelting will have on the land, water, and air, and methods of minimizing the environmental impacts.

There is a saying, ?If it moves, it vibrates.? This is especially true in our modern industrial environments, where workers use powered tools, machinery, vehicles, and heavy equipment. How workers are affected by these elements of the industrial working environment is a concern of health professionals, govern­ments, and scientists around the world. How to adequately assess the effects of human vibration exposure is an equally important issue. The human body comprises a dynamic structure that is living, intelligent, and complex. Consequently, it is not unreasonable to consider that exposing the body to an array of vibration environments would result in outcomes that are not necessarily simple or easily predictable. Sensations caused by vibration may include nausea, annoyance, discomfort or pain, and exhilaration or pleasure. Many factors contribute to the effects of vibration on humans, including the characteristics of the motion and the exposed indi­vidual, the activities of the exposed individual, and various elements of the environment. There have been attempts to summarize the effects of occupational vibration exposures by simply recommending the avoidance of certain frequencies of vibration or by providing a graphical method, i.e., a single curve displaying all human responses to all frequencies. However, such efforts have not withstood the scrutiny of scientific research and analysis. Thus, attendees and participants at this professional gathering now have the rare opportunity to benefit from the technological advances and new scientific research to enhance their understanding of human responses to vibration that suggest more than a simplistic approach. In the tradition of the First American Conference on Human Vibration (1st ACHV) held in Morgantown, WV, June 2006, the 2nd ACHV provides a forum for scientists, engineers, medical doctors, industrial hygienists, and educators to learn and advance research and education in the specialized area of human body vibration. The conference was organized by the Mechanical and Industrial Engineering Department, University of Illinois at Chicago, with support from the National Institute for Occupational Safety and Health (NIOSH), Pittsburgh Research Laboratory. As with the first conference, the 2nd ACHV provides the unique opportunity to learn about the current activities of peers and colleagues and to exchange information on topics of interest such as human response, human modeling, experimental design, sensors, new technologies, and epidemiological studies of human responses to hand-transmitted and whole-body vibration. The conference organizers hope that the publication of these conference proceedings continues to foster new research and technological advances to reduce health hazards associated with occupational vibration exposures.

The Nation's mining and quarrying industries have again met the annual challenge to their ingenuity--that of reducing disabling work injuries among their employees. The effectiveness of management in facing this problem and in meeting this responsibility from the results of the 1961 National Safety Competition. Three hundred ninety-three or 45.3 percent of the mines and quarries participating in the competition established a new record number of participants operating throughout the competition year without a disabling work injury. Another record established in the 1961 contest was the number of participants (868) enrolled in the competition. This annual safety competition was begun in 1925 and is conducted by the Bureau of Mines, U.S. Department of the Interior. It provides for six bronze Sentinels of safety trophies which are awarded each year to the winning participant in each group. Since its inception, the competition has exerted a strong influence in the field of safety promotion. The statistical record of its accomplishments over the years gives strong support to the theory that well-organized and well-administered safety programs are effective tools to be used to reduce the number of disabling work injuries. It stimulates and holds the interest of employees and management in accident prevention. Because of this, mines and quarries participating in the contest have a more favorable safety record than those operations not enrolled.

Researchers at the U. S. Bureau of Mines conducted investigations to evaluate the potential for ground water contamination by mine waste used as backfill. Samples of cemented waste backfill and water discharging from drillholes and seeps were collected to use in chemical analyses and laboratory tests to determine the physical and chemical factors that control release of heavy metals to ground water. Greater water retention by cemented backfill (as compared to uncemented sandfill) reduces the surface area exposed to oxidation, which in turn reduces the amount of acid produced. The acid is neutralized by the cement and minerals contained in the backfill. The grain-size distribution of tailings used for backfill affects the structural integrity of cemented backfill under attack by acidic water; breakdown of the backfill structure releases neutralizing materials faster. Backfilled stopes in rock with low hydraulic conductivities will constitute preferential flow paths after mine flooding; however, the rate of flow through backfill will be much slower than when the stope is partially saturated during mine operation. Considering all factors, acid generation and release of metal ions from cemented backfill should be less than in uncemented sandfill.

The past 40 years have seen the sand and gravel industry grow from small roadside pits and holes in farmers' back yards to giant corporations selling millions of tons of sand and gravel each year and owning plants representing huge capital investments in land and equipment. The days hen a man could "work out" his taxes by providing the materials for nearby roads are gone forever. In addition to the hundreds of privately owned and operated plants, Government agencies operate sand and gravel pits and plants to supply aggregates for the tremendous road-building and public-works programs in progress during the past few years. EXPANDING PRODUCTION In 1940 the send and gravel industry produced almost a quarter of a billion short tons valued at more than 110 million dollars. This compares with less than 2 million short tons worth 1 1/2 million dollars produced in 1902. The practice of screening sand and throwing away the gravel in the early days of the industry's growth has stopped, and in 1940 gravel constituted two-thirds of the total production. A deep cutting continuous miner, HH456, was tested under production-mining conditions at the Joanne Mine, Rachel W. Va., for about 1 ½ years (226 production days). The miner was run in two modes: a low head-rpm, deep cutting and high rpm, shallow-cutting mode. These tests confirmed that deep cutting and slow cutter speed reduce respirable dust significantly under production mining conditions. Quantitative reductions in dust, in deep vs shallow cutting, were 73°; in return air and 63% at the operator's location. Production rate, (tons/shift), and bit consumption rate did not show any relationship to deep or shallow cutting. Reliability and maintainability of the miner were worse in deep cutting mode due to cutter drive shaft failures; the cutter shaft problem was solved through improved material and design. The objective of this program was to select approximately 100 acoustic materials for flammability evaluation. Noise control programs have been initiated on several types of mining equipment and vehicles which can be used in underground coal mines. Often, the materials which are used in these noise reduction programs have not been tested for flammability properties according to the same reference standard. During this program a variety of materials were selected for measurement according to ASTM E-162 procedures. A radiant heat energy source was used to measure flammability properties of 15.2 x 45.7 cm. samples. In the absorptive materials category, 45 percent of the materials tested had a flame spread index of less than 25. For barrier, damping, and isolation materials the corresponding values were 40, 43, and 9 percent.

Hydrogen sulphide associated with the gasps and vapors from certain crude oils now produced in the United States has forced a serious health and safety problem upon the petroleum industry. Although the presence of hydrogen sulphide in or occurring with Mexican crudes has been known for some time, it was not until recently that crude oils which give off poisonous amounts of hydrogen sulphide have been produced to any extent in the United State. The injurious effects of this poisonous gas were first recognized by the refiners along; the Atlantic and Gulf Coasts upon receiving shipments of crude petroleum from Mexico. The problem of combating the hazards of the gases and vapors given off by this petroleum become more important as the use of Mexican crude increased. In 1925, the Bureau of Mines and Public Health Service under cooperative agreement with the American Petroleum Institute, studied the causes rend effects of hydrogen sulphide poisoning. Bureau of Mines Bulletin 2312 is report of this investigation, and although written with special reference to refineries, it nevertheless contains much information that is of value to the producer of petroleum.

Before the various States began to enact workman's compensation laws accidents were considered inherent in many industries, and little or no effort was made to prevent or reduce them. The hazard was accepted by the employee with the job, and the avoidance of accidents by mental alertness or physical agility was largely his responsibility. After the employee had given evidence of enough skill inn performing his allotted task efficiently the responsibility of the employer apparently ceased with respect to the personal safety of the employee. However, following the enactment of workmen's compensation laws, at least two facts that had not before been fully appreciated soon became apparent: (1) The majority of accidents can be prevented if the management firmly determines to prevent them; (2) frog a monetary point of view alone accidents are decidedly expensive, both to employer and to employee. It is now evident that savings effected by conscientious safety effort add substantially to net profits of operation.

During the present study of lubricating oils in the San Francisco laboratory of the Bureau of mines it became desirable to distill oils used in the experimental work at pressures as low as 10 mm., (mercury column) absolute. In the effort to overcome difficulties and eliminate sources of error the apparatus described below was finally developed. The distilling flask is essentially the Hempel flask used by the Bureau of Mines for the analytical distillation of petroleum3. The complete apparatus is shown in Figure 1. As air leakage at connections is an ever present or potential source of difficulty and error in vacuum apparatus, the, mouth of the flask is drawn down to one cm. internal diameter which materially simplifies obtaining an air-tight seal at this point. Before reducing the mouth, the spray screen is inserted and adjusted in position.

Crude-petroleum pipe lines in the United States on May 1, 1941, had a total length of 118,350 miles - an increase of 7,770 miles since Jun, 30, 1936, then the last previous survey was made by the Bureau of Mines. The expansion was due almost entirely to trunk-line construction, as the mileage of gathering lines was virtually unchanged from 1936. The greatest mileage of gathering lines, 53,640, was recorded in the survey of May 1, 1931. Both trunk and gathering-line mileage decreased moderately, in the interval from 1531 to 1936, but the present survey indicates that trunk-line facilities have expanded since 1936 to new high levels. Truck-line mileage equaled 55 percent of the total mileage of all crude lines on May 1, 1941, and 52 percent is 1936. The total length of gasoline pipe lines on May 1, 1941, was 9,001 miles this does not include several hundred miles of life under construction at that time or several hundred additional miles now being laid. No detailed surveys of gasoline mileage were made for 1, 1931, and June 30, 1936, but the mileage for those dates was about 1,400 and 4,600, respectively.

This report discusses the waxes made from shale-oil wax distillate, a specific fraction obtained- from crude shale oil. The plate wax crystals Were exceptionally well suited to solvent extraction. Methyl ethyl ketone was the preferred dewaxing solvent.' The quantity of wax recovered at 32°F was 18.8 percent of the wax distillate, or 6.6 percent of the crude shale oil. The laboratory batch processes used for separating the wax from the distillate and subsequent refining were based .upon conventional petroleum methods. Three grades of shale-oil waxes were made and designated as crude, semirefined, and fully refined. The solvent-extracted wax consisted mainly of paraffin and olefin hydrocarbons. The physical Properties of the fully refined shale-oil wax were the same as er corresponded closely to those of Billy refined petroleum paraffin wax. Inasmuch as the crude and semirefined shale-oil waxes can be separated and refined in much the same manner as petroleum waxes, the cest of manufacture should be about equal to that for making petroleum paraffin wax. The cast of making a fully refined shale oil wax will be somewhat greater than for making .a fully refined petroleum paraffin, due to the loss of the oleofinic material from the shale-oil wax by acid treatment and the increased quantity of acid required for its removal. An analytical method for the determination of wax in shale-oil dietillates, a list of the physical properties that wore determined for the waxes, and the method for testing those properties are given in the appendix to this report

In the commercial evaluation of coal tars, a distillation analysis properly carried out is of considerable importance. Close attention must be given to this operation in order to obtain consistent results and to secure the minimum decomposition of the tar compounds, which in many cases are sensitive to undue heat effects. Low-temperature tars in particular contain compounds of this nature, while in the case of tars produced at high temperatures the large proportion of pitch present has an adverse influence during a distillation. If excessive cracking takes place, the composition of the distillate will naturally vary from the normal, with the result that all the analytical criteria subsequently obtained are affected. Where tars, produced over vide ranges of carbonization temperatures are investigated as in the survey of gas, coke, and by-product making properties of American coals nor being conducted at the United States Bureau of Mines Pittsburgh Experiment Station, the method of distillation must necessarily be the sane for all of the tars studied. Also, it must function equally well for both low and high temperature tar, permit accurate fractionation, and reduce adventitious decomposition to a minimum.

This paper describing the practice at the tungsten concentrator of the Nevada-Massachusetts Co., Inc., at Mill City, Nev., is one of a series being prepared by the Bureau of Mines on milling practices, methods, and costs in the United States. The ore, which contains about 1.10 per cent of scheelite (CaW04), is concentrated on tables and by means of a magnetic separator and roasters. A product containing 70.43 tungsten trioxide is shipped. The plant was designed for a capacity of 100 tons per 24 hours, but at present 142 tons of ore are milled per day. The author acknowledges the assistance of William O. Accurate determination of moisture in coals of various ranks has long been a subject of intensive investigation. Excellent reviews of methods developed over many years are given by Brown (9)4/ and, with experimental comparisons, by Goodman, Gomez, and Parry (11). As pointed out in these and other writings, one of the principal difficulties in assigning absolute merit to one or another procedure is the multiplicity of conditions under which water may exist in coal and the difficulties involved in obtaining sharp separation and distinction between these classes. Gauger (10) states: Water recoverable from coal is obtained from the following sources: (1) Decomposition of organic molecules (sometimes called combined water), (2) surface adsorbed water, (3) capillary condensed water, (4) dissolved water, and (5) water of hydration of inorganic constituents of the coal.
