The majority of the regulations in Part 75 for underground coal mines have been in effect since March of 1970, almost nine years now. Although there have been some additions each year in specific areas where the need became apparent or the statute required some action, the bulk was promulgated on March 28, 1970 for the purpose of clarifying the statutory provisions of the Federal Coal Mine Health and Safety Act of 1969. Many of those regulations were derived from the Federal Mine Safety Code, or from experience gained by the Bureau of Mines in the enforcement of Public Law 552. Upon passage of the Federal Mine Safety and Health Act of 1977, these same regulations remained in effect and the statutory requirements of the Act placed a responsibility upon the Secretary of Labor to promulgate additional regulations in specific areas not previously covered. The Federal inspectorate has received formal training at the National Mine Health and Safety Academy in the proper application of the regulations, as well as routine retraining and special training courses subsequent to the promulgation of new regulations. With some exceptions, the vast majority of these regulations are nothing more than good mining practice. Basically, the regulatory problems are two-fold. There are a few specific regulations that, under certain circumstances, compliance is nearly, if not actually, impossible. There is non-uniform application of enforcement of regulations by the inspectorate based on opinions developed from personal experience of inspectors or lack of experience. The record is replete with examples of overzealous inspectors applying regulations that either do not exist or have been stretched far beyond the intent of the regulations.

In the solvent extraction -electrowinning recovery of copper from oxide or sulfide ores there is a continuous transfer of iron and other impurities from the primary leach solution to the copper electrowinning electrolyte via chemical transfer or mechanical entrainment. Iron is the principal impurity that has to be controlled in the electrolyte by a "bleeding" of the electrowinning solution. This bleeding transfers copper and sulfuric acid back to the primary leach circuit along with the iron. Copper is recovered via the solvent extraction process and generally the sulfuric acid is used as a reagent in leaching. Unfortunately, cobalt, which is added to the electrowinning solution to modify the anodic process, is irreversibly lost through the bleeding operation. This cobalt loss represents a significant operating cost to SX-EW copper producers. DiphonixTM ion exchange resin contains diphosphonic acid and sulfonic acid functional groups on a polystyrene-divinyl benzene matrix. This resin has been found to strongly and selectively extract ferric ion from copper sulfate -sulfuric acid solutions containing cobalt. Thus, an ion exchange process using DiphonixTM resin for the control of iron has been developed to replace the conventional bleed stream process. The new process minimizes the loss of cobalt from the electrowinning circuit and strips the iron into a sulfate based solution suitable for leach solution makeup. In addition, this process can effect a lowering of the total iron concentration in the electrolyte circuit with an associated increase in current efficiency. In this paper, data on the loading and elution of iron are presented. Laboratory and pilot scale data will be discussed along with information on process design and comparative economics.

Most tailings storage facility (TSF) failures occur in active, upstream-type TSFs, often due to extreme and unexpected weather conditions—specifically, heavy rainfall and strong winds. This case study of a TSF in southern Arizona examines the use of the optimum safe beach distance (Doptimal, the optimum distance between the crest and decant pond) as a tool for monitoring geotechnical stability and reducing catastrophic failures. A digital model of the TSF was used to determine the critical beach distance (Dcritical) under normal weather conditions, and Doptimal was then determined by adding incremental distances to account for the effects of heavy rainfall (Drainfall) and strong winds (Dwind). To overcome accessibility issues, a drone was used to map the TSF geometry and create a digital model. This model served as the basis for conducting a coupled stress-seepage, finite-element (FEM) analysis with a safety factor of 2.0 to assess geotechnical stability (Dcritical). The safe beach distance increments were determined using the PMP (probable maximum precipitation) and possible maximum wind speed. Based on this analysis, the optimal safe beach distance at the study site was identified as 202.2 m. Since the current beach distance (371 m) exceeds this value, the TSF was considered to be stable and satisfied the design safety factor of 2.0. However, this distance should be reassessed periodically to account for changes in the TSF geometry and other conditions. Furthermore, it applies only TSFs that are well-managed and feature a smooth, non-undulating beach surface with a consistent slope.

Within the national and international strategy of the German based construction company HOCHTIEF, the majority of its business units is equipped with the comprehensive software package ARISTOTELES. This software is a powerful business information system for all accounting and controlling related processes in medium-sized and large construction and other related companies. Due to the complexity of the software, time constraints, and limited financial resources an implementation of this software package requires thorough project management. In this paper the relevant elements of project management are outlined based on practical experiences gained during this international IT - implementation project. Special emphasis is directed to the identification and management of potential risks. In this case particular acknowledgement was given to the multinational nature of the project and modernization of the business. This includes thorough reorganization of the company, significant changes of job requirements, and substantial trainings for its employees. At the same time key success factors like knowledge transfer, adoption of Czech legal requirements, commitment of management, networked thinking, and integrated project planning come into play. The costs for implementation had to be carefully evaluated because the software was implemented in a country with a considerably low cost I price level. All these impacts to the business had to be managed within the scope of transformation of business and political environment from socialist to market driven economy.

Suggestions have been made that the appraisal of mining assets using discounted cash flow techniques should be based solely on proven and probable reserves in reliance upon the widespread international recognition of uniform resource definitions. Following a review of generally accepted valuation principles, a survey of the literature and, most importantly, a review of real transactions in the open market, it is clear that valuators should not be constrained by the growing acceptance of modern mineral resource codes. On the contrary, valuation practitioners should be encouraged to examine all classes of mineralization and, after making due allowance for risk, to utilize all mineral resources as a basis for determining fair market value.

Discussion by Dan Plazak The authors are to be congratulated for presenting a simple and practical tool for quick estimates of ground water flow rates. At the risk of detracting from the simplicity of the method, I would like to suggest a slight refinement to the equation as presented. As the authors noted, the Jacob-Lohman equation (1952) assumes confined-aquifer conditions. To use confined-aquifer equations in water-table aquifers, Jacob (1963) presented a correction to convert water-table aquifer drawdowns [Ahw] to equivalent confined aquifer drawdowns [Ah,: 2] [Ah Ah = Ah - w(1) Cw 2H where: Ah, = Drawdown in confined aquifer: Ahw = Drawdown in water-table aquifer and H = Original saturated thickness of aquifer] Substituting the above in equation ( I) of Hanna. Azrag and Atkinson [4nT Ah - 2H ) Qj2.25 T t(2) 1 nr2 S W] Since the above expression predicts lower pump rates, it causes the Jacob-Lohman equation to agree more closely with appropriate analytical and numerical models. Figure 1, adapted from Fig. 5 of Hanna. Azrag and Atkinson, illustrates the closer agreement of the modified equation to their numerical model, as reflected in Qm/QJL ratios closer to unity. The agreement improves particularly as drawdown [Ah] becomes large in relation to aquifer thickness H. An additional advantage of the modified equation is that Hanna, Azrag and Atkinson's correction factor C is much more stable as pit depth increases. One of the key elements of change in the mining industry has been the ever-increasing integration and coordination of previously highly segregated business disciplines, the extent to which the marketing and finance functions have evolved and merged within the mining industry. If one listens to the language of mine product marketers today, one hears terms like contango, backwardation, forwards, options, min/max, synthetics, swaptions, caps, collars, FRA's, spot deferreds, double bottom, head and shoulders. The list is endless and a glossary may be out-of-date even before the ink is dry. No longer can a marketer of mine products get through the day and, more importantly, keep his or her job merely by reciting statistics on supply, demand, prices and the jargon of quotational periods, delivery and payment terms. Walk into the office of any marketing department today, and computer terminals spewing on-line market prices and instantaneous news retrieval command the attention of all who enter. Traditionally, mining companies, particularly those in North America, took a passive view toward marketing their products and an even more passive view toward management of price risk. The typical, albeit simplified, gold producer of the 1970s and early 1980s spent all of its energy exploring, delineating, developing and producing a product that was placed by the mine gate. Like magic, anonymous buyers took it away and left piles of dollars in its place. No fuss, no muss and nothing to get in the way of more exploring, delineating, producing etc. The typical copper producer, meanwhile, was slightly more creative. Copper producers still spent most of their energy exploring, producing etc., but they at least acknowledged the identity of their customers. Many even went so far as to fabricate finished mine products into shapes and sizes that their ultimate customer needed. Wire, cable, sheet and extrusions were all in forms ready to be purchased by power companies, motor manufacturers and telephone companies. But, while production and costs steadily increased, research and development into new expanding markets was funded by little more than lip service. Competitors and competitive products steadily eroded market share and realized prices. The now-famous Business Week magazine cover that proclaimed "The Death of Mining" was an imminent reality.

My "outside exploration" began in November 1908, only 16 months after I had come to Bisbee as a raw engineer. The well publicized reputations of eminent engineers up to that time, including John Hayes Hammond, Herbert Hoover, James Douglas, D.C. Jack- ling, J. Park Channing, and a few others had been due to new mines they had found or brought to successful operation. And here was I, a mere youngster, given a chance to join the group. I knew there would be disappointments but I had no idea how many of them. In spite of the many prospects that turned out to be worthless I never looked at a new one without the feeling that this one might turn out to be the big success. This confidence, blind as it was, gave every arduous examination a zest and it made me climb every mountain on which the owner said there was something worth seeing, or on which T could see a distant staining that might mean ore. If I looked at every showing the owner suggested he at least would think I was honest and would bring other properties to our attention. This reputation of never refusing to go to see an outcrop, no matter how hot the desert sun or how rough the terrain, was probably one of my best assets. High as my hopes were at the start, they proved not to be exaggerated and if I were given a chance to do it again I would not hesitate, in spite of the jaundice, rheumatic fever, and other maladies that beset some of the expeditions. On the whole the results have equaled all my hopes. Toward the end of my years of active exploration I totaled up the score. Out of the prospects submitted to us about two out of three were eliminated after questioning the owner or prospector, without an examination. This left about a 1000 mines or prospects that seemed worth at least a preliminary look. One out of seven of these was worth a little development and a seventh of this seventh turned out to be a modest success or better. And nine or ten in all, or one out of 1000

Mining companies have been very interested in the presence of a number of small but high-grade ore bodies of base metals in northern Wisconsin and the west/central section of the Upper Peninsula (UP) of Michigan. The region is rural with outdoor recreation/tourism and lumbering being the key industries. The economy of the region is based on the use of its natural resources, and mining is not a new activity to the region, especially the UP. The western UP was historically a key mining district for copper and iron, and today the central UP has a significant iron-mining district. However, all efforts to develop the base metal ore bodies have been met with a storm of controversy involving the local community, regional activists, Native Americans, and the state government, and only one mine has gone into operation. There is concern by some stakeholders about the sustainability of mining in communities that depend on the environment for tourism, recreation, and other commercial activities. There have been four attempts to get the necessary approvals to mine in this region: the successful Flambeau Mine effort (Wisconsin), the failed Crandon project (Wisconsin) and Lynne project (Wisconsin) efforts, and the continuing effort to get the Eagle Project (UP of Michigan) approved. The cases are presented to illustrate the project situation, the history of the permitting effort, and the opposing parties and their concerns. The case of the Eagle Project is looked at in detail by using the method of discourse communities and discourse analysis. Results of the analysis provide insight into the communication efforts to address community concerns about sustainability and what more can be done to improve this dialogue.

INTRODUCTION In exploration for rock tunnels, the geology should not only be described, but its effect on excavation and support assessed. It is not an easy task to correlate exploration results with support and excavation requirements, even when the exploration program is detailed and geologic conditions are relatively well known. Many of the significant geologic features are subtle and their effect is difficult to interpret from exploration results. However, in similar geologic settings, there are specific geologic features which will cause recurring support problems. Such features should be actively sought out when exploring in a given geologic setting. In blocky and seamy rock, the primary features controlling performance are the joints, shears, and shear zones. This paper describes the effect of such features on the formation and movement of rock wedges in tunnels driven in foliated metamorphic rocks in Washington, D. C. and New York City. In both areas the foliation commonly forms a N-S striking plane of weakness along which major shear zones, shears, and joints have formed. In addition, the structural history of the two areas has been similar, so that there are similarities in the orientation and character of the other major joint sets and shear zones in the rock mass. The observations were made in tunnels ranging from 10 to 70 ft in width and excavated at depths ranging from 80 to 800 ft. Most of the tunnels described were deep enough to be located in unweathered rock, or in rock only slightly weathered along joints and shears. INTRODUCTION Optimization, as measured by productivity gains, is being achieved in our nation's preparation plants principally by automation, economy of scale, and reducing maintenance. Increased tonnage per unit of investment, a1 so a measure of optimization, is being achieved by breaking with tradition and increasing plant utilization, while simultaneously improving on equipment re1iabi1ity. Improved qua1ity, another measure of optimization, is being attained through technical innovation. This review will concentrate on state-of-the- art unit operations and processes, and will not discuss emerging new technologies which are covered in detail in other presentations of this symposium. It is recognized that much of what will be discussed in this paper is not unique to the fine coal circuit, but is equally applicable to the entire preparation plant. However, the areas reviewed are the principal means being used today to optimize an existing preparation plant's fine coal circuit. Prior to designing and optimizing a fine coal cleaning circuit, the question that must first be answered is, "Do we even want a fine coal circuit? This is a much more complex question than is readily apparent, as most of you recognize. It can be argued either way. In the final analysis the "bottom line" will hold (Blackmore, 1982). If your sales contract a1 lows it, and the selling price can justify it, you most assuredly want to build a fine coal circuit into your preparation plant. In general today, most new preparation plants do have fine coal cleaning circuits. The purpose of fine coal cleaning has changed with time. Some of the early applications of fine coal cleaning were to prevent stream pollution rather than to prepare a product for market (Merrill a Pennington, 1962). During the 50's, 60's and into the 70's the principal thrust of fine coal cleaning was in metallurgical coal preparation. More recently, the emphasis of the 80's is on steam coal processing. There is no consensus on what is fine coal. Traditionally, fine coal would be anything below 1/4" in size. Because of the advances being made in intermediate coal cleaning processes, i.e. heavy media cyclones and jig cleaning, this discussion will define fine coal as -28 mesh (Aplan, 1987). Figure 1 is a plot of the size ranges of a large number of U.S. bituminous coals. In general the -28 mesh fraction of a bituminous coal will be between 7% and 18% of the ROM feed with reported ranges of 5% to 40% (Aplan, 1987). Consequently, traditional fine coal cleaning is general 1 y involved with a re1 actively mi nor portion of the coal feed. Every effort is taken both in terms of mining and preparation to keep it that way because of the high cost of cleaning fines. The move away from this posture, namely, the techniques to fine grind coal to liberate pyrite is probably the biggest challenge facing fine coal processing today.

BP Minerals America (BPMA) has completed its $400 million modernization of Kennecott Utah Copper's Bingham Canyon mine. Modernized facilities include the in-pit crusher, conveyor, ore storage area, concentrator, ore pipe-line, and tailings pipeline. With modernization, Kennecott will achieve substantial cost reductions. Bingham Canyon is now one of the lowest cost copper producers in the world. And the mine will continue to provide jobs and income in Utah for another 30 years or more. The Modernization Project began in February 1986. The work took 33 months. In late 1987, the construction force peaked at 1100 workers. Kennecott Utah Copper now employs a permanent work force of 2100 employees. Less equipment and more efficiency The modernization work has increased the scale of the facilities that transport and process copper ore. A large, continuous transport system has replaced multiple haulage units. Fewer but larger pieces of equipment have replaced many crushing, grinding, and flotation units. The result is less maintenance, fewer employees, and improved metal recoveries. About one-third of the $400 million modernization project is directed at improving ore movement by eliminating rail transport. The new concentrator accounts for the remaining two-thirds of the modernization investment. The modernized plant was started up in stages. In February, ore was fed to the crusher. By the end of March, the three grinding lines were operating and the flotation circuit was producing copper concentrate. In July, the design through-put rate of 70 kt/d (77,000 stpd) was reached. October saw the achievement of targeted metal recoveries that corresponded to the fully modernized operation. It is estimated that Bingham Canyon will annually produce 181 kt (200,000 st) of refined copper, 9.3 t (300,000 oz) of gold, 71 t (2.3 million oz) of silver, and 5.4 kt (12 million lb) of molybdenite. Current Bingham Canyon production is about 97 kt/d (107,000 stpd) and a similar amount of overburden. Some 70 kt/d (77,000 stpd) of ore are processed through the in-pit crusher and 27 kt/d (30,000 stpd) of ore are transported by rail. The Bingham Canyon mine has yielded more than 11 Mt (12 million st) of refined copper. In 1863, precious metals - silver-bearing lead - were first discovered in Bingham Canyon. What was once a mountain is now a huge open pit. In fact, the mine is the world's largest man made excavation. The pit is some 4 km (2.5 miles) wide and 0.8 km (0.5 miles) deep. Since the pit began operating in 1906, more than 4.5 Gt (5 billion st) of material have been removed. Modernized facilities Electric 21 m3 (27 cu yd) or 23 m3 (30 cu yd) shovels are used to load the haulage trucks. Both 154 t (170 st) and 181 t (200 st) trucks are used to haul the ore to a mobile, in-pit crusher. The crusher replaces three crushers located at the old concentrators. There are two dumping locations at the new crusher, which can handle two trucks a minute. The 1.5 x 2.7 m (60 x 109 in.), 745 kW (1000 hp) Allis-Chalmers gyratory crusher reduces the ore to 254 mm (10 in.) size or less and delivers it to the conveyor. The crusher and conveyor systems are capable of handling 9 kt/h (10,000 stph) of ore.

Kaolin is mined from extensive sedimentary formations in the eastern Amazon River Basin of Brazil. Production began about 25 years ago from 30 meter thick beds of ultra-fine particle clay of superior viscosity along the Jari River north of the Amazon. Operated by CADAM S.A., capacity now exceeds 750,000 tonnes per year ot high glossing paper coating kaolin product. South of the Amazon on the Capim River are two new operations: Para Pigmentos S.A. and Rio Capim Caulim S.A. The purity , and large coarse plate-shaped particles of these Capim kaolins support production of superior brightness and whiteness paper coating and filling grades. Annual capacities are reported to be 150,000 to 300,000 tonnes each, with expansions planned. Most of Amazon area kaolin production is shipped to western European, Asian, and North American markets.

The training program developed at Sierrita over the last twelve months has led to several significant improvements in both safety performance and productivity. Our most easily quantified results have been in truck productivity, where we have also experienced a 6% decrease in truck cycle times. We feel this is due to increased skill levels and awareness on the part of our operators due to our new training effort. The cycle time improvement has resulted in an increase in Truck productivity of 6%. Costs associated with productivity training have been $160,300. This includes program development and execution costs, as well as lost productivity during the training itself. These costs are offset by $1,400,000 in savings directly attributable to the increased skill levels of our technicians due to our training effort. As such, this represents a solid, high return investment at Sierrita.

The flotation of diaspore, kaolinite, pyrophyllite, illite and the diaspore-kaolinite mixture were studied with a new cationic organosilicon quaternary ammonium collector entitled QAS222. The acting mechanism of the collector with the four minerals was analyzed by Zeta potential measurement and FT-IR spectrum analysis. The results indicate that the QAS222 was effective in the reverse flotation of the diaspore-bauxite mixture of different Al2O3 -to-SiO2 mass ratios (A/S ratio) at an optimum pulp pH of 11. The potentials of the four minerals increased when they were conditioned in the QAS222 solution; however, the potentials of the three aluminosilicate minerals increased faster than that of the diaspore, especially at pH>9. Furthermore, they were positive in a wide pH range, indicating that QAS222 has a strong adsorption on the surface of the aluminosilicate minerals and thus that these minerals can be floated. The FT-IR spectra analysis further indicates that, besides electrostatic adsorp-tions, formation of the hydrogen bond and ammonium absorptions, chemical adsorptions occur between QAS222 and the aluminosilicate minerals, which allow for the QAS222 to be strongly adsorbed on the aluminosilicate minerals. However, these reactions between QAS222 and diaspore at pulp pH=11 are weaker than those of the aluminosilicate minerals. Thus, surface adsorptions cannot be formed effectively, resulting in reduced floatability.

North American mining companies are lagging behind their global competitors in participating in the outstanding opportunities in India. The Indian government has liberalized foreign equity participation in the mining sector by up to 50% and, in some cases, even higher. Delegates from Europe, North America and South Africa learned this at an information seminar held in London, England, Attendees were welcomed by L.M. Singhvi, the UK's high commissioner for India. He introduced a government of India delegation headed by B.P. Baishya, minister of steel and mines. Singhvi is an eminent jurist and leading constitutional expert. He reiterated the soundness of India's legal system. He also outlined the recent Investment Protection Treaty between India and the United Kingdom. Baishya emphasized thee geological diversity and strengths of India's domestic market with its population of more than 920 million people the second largest in the world after China and its reservoir of skilled labor. He also outlined the potential of India's untapped natural resources. The private sector is the backbone of the Indian economy. It accounts for 75% of gross domestic product (GDP). The current minimum program of the new United Front government envisions 12% growth in the industrial sector, 7% in GDP and direct foreign investment of US$10 billion a year. "Mining is an area that can attract a sizable part of this investment," Baishya said. "Projected growth of the Indian economy will require increasingly large quantities of basic raw materials, such as coal and base- and precious-metals to meet the needs of domestic and export markets." Administration of India's mining sector is divided into the Ministry or Mines for regulating and developing the country's mineral resources, five public sector Mining Enterprises, the Geological-Survey of India (GSI), the Indian Bureau of Mines (IBM)and 25 states and seven Union Territories. The GSI is the second oldest (founded in 1851) and the third largest organization of its kind in the world, Baishya said. It has geologically mapped more than 90% of India's 3.2 million kmz (1.2 million sq miles) at a scale of 1:50,000. Several promising mineral projects have emerged from regional exploration programs conducted by GSI and the Mines and Geology State Governments. IBM recently completed a national mineral inventory. It covers 13,000 deposits/prospects of 61 nonferrous minerals. GSI also compiled a similar inventory on 61 coal fields. India is attractive to exploration companies for several reasons. These include favorable geology, accessible locations and a large mineral database. India also has many experienced geoscientists with well-equipped and efficient laboratories, Baishya said. Secretary to the Ministry of Mines A.C. Sen emphasized the largely untapped-geological and mining potential of India. He also discussed the new vistas that have opened up opportunities for exploration and mining. India has large quantities of mineral reserves, Sen said. Its vast Precambrian Shield - like those in Canada and Australia - is endowed with gold, platinum group and base metals, as well as coal and industrial minerals. Annual mineral production is valued at more than US$7 billion. Sen pointed out that India is the largest single consumer of gold. And domestic gold prices command at least a 20% premium above international prices. Recent diamond, gold and base-metal discoveries and prospects uncovered by GSI have generated investment interest from abroad, he added Delegates heard that the Indian Constitution gives the central government the job of framing legislation and the regulation and development of minerals. This ensures that mineral laws are uniform throughout the country. However, the right to grant mineral concessions, such as prospecting licenses and mining leases, rests with the minerals' owner. In India's case, that is the state government. The Indian government has formulated several guidelines that regulate the granting of prospecting licenses for large areas. ? The central government will consider the requests of state governments for the granting of prospecting licenses for areas exceeding 25 kmz (9.6 sq miles). But the license must include a provision to conduct aerial prospecting of the area. ? Any prospecting licensing area should not exceed 5,000 kmz (1,930 sq miles). for a single license. And the total area held by one company should not exceed 10,000 km2 (3,861 sq miles) for the whole country. ? The absence of coal face particle management practices heavily penalizes coal transportation from initial loading to final consumption. Penalties include dust problems, significantly reduced mine loading cycle productivity, mine belt spillage, excessively high coal preparation costs and chute and dangerous pulverizer blockages at the final point of utilization. The common environmental and economic enemy is fines. Everyone knows that fines cause safety and environmental dust problems, but few understand that fines also swell broken coal to a point where 5 to 15 percent more time and capacity must be used to deliver the same tonnage. In this paper, methods and rewards for reducing and/or managing fines at the mine face are discussed. Computer-based loading cycle model productivity estimates, viewed from a new perspective, are made on the basis of material volume rather than on the long established and frequently misleading basis of tonnage. After all, it is typically the volume of broken material being transported that defines the capacity of a given transportation system, while the corresponding tonnages are merely a reflection of the specific material densities. Published evidence suggests that the swelling of broken coal can be decreased very significantly using small quantities of certain non-frothing chemicals added to mine face spray water and/or by employing improved mine face breakage practices. In a future paper, the effects on transportation productivity beyond the coal mine will be discussed.

There is a saying, the greater the gratitude, the shorter the speech. That puts me in a quandary, because while I am grateful for the honor you do me today, I also want to talk about a subject very important to all of us. A few months ago, when I was asked to submit a title for my talk, I chose "Quality where it counts." I did so because perhaps the most important thing we at Amax did in our restructuring was to commit to quality in all our businesses - quality people, assets, and operations. Together, they create quality performance, which produces quality growth and increased shareholder value - our prime corporate mission. We are dedicated to quality. At Amax, quality means everything. Today, I want to discuss quality in another context - the need for it in American education and what we have to do to achieve it. If we ignore this need, we will all suffer the consequences. And they will be upon us far sooner than the next century, barely a decade away. I think almost everyone in this room works for an organization that had to restructure in the 1980s. Mining companies that did not, just didn't make it. Well, we did. As an industry, we are seeing improved profits, positive cash flow, and a more competitive position in the world marketplace. But all the restructuring we have done, all the hard work, and all the pain that was part of it, will be in vain if, down the road, we do not have the educated people we need as workers. We need them to design, manufacture, and market the products that use the basic materials produced by the mining industry. Simply put, we are at a crisis point in education today. That is no new revelation. Nearly six years ago, the National Committee on Excellence in Education published its report, "A Nation At Risk." Since then, things have not gotten better. The Wall Street Journal, Business Week, US News & World Report, and Fortune have all recently published stories about the sorry state of education in the United States. The subject has become the topic of TV talk shows as well as national commissions, and for good reason. The pool of young people entering the US labor force is dwindling. In the next decade, 10 million fewer will enter the job market compared to the 1970s. But fewer of them will be qualified to do the jobs available to them. Here's why: • 20% of today's high school students drop out before they are 18 and another 20% graduate functionally illiterate; 40% of today's fourth graders think the world is flat; • 20% of today's sixth graders cannot locate the United States on a world map; • one of every three ninth graders cannot figure the change for a two-item meal - and I'm talking about a Big Mac and fries. These are not just problems of minority kids in big city ghettos. Fully 40% of all young working Americans cannot add up their lunch bill. Three out of every five college freshmen need some kind of remedial work. These statistics are frightening. Particularly so because, while the work force is becoming less qualified and our public education system is getting worse, our products and technologies are becoming more complex. We are approaching a time when we will have machines that recognize handwriting but people who cannot write. We will have technology to take voice commands, but people who do not know what they are talking about. The accelerating pace of technology is changing the nature of the job market. The fastest growing jobs now, and in the years ahead, are in professional, technical, and sales positions requiring the highest education and skill levels. Most of these jobs will require the use of a computer. Yet, 95% of today's graduating high school students have never laid a finger on a computer keyboard. Many large (refractory) sulfide gold resources exist in Nevada and other parts of the world that are not amenable to conventional flotation concentration using air as the flotation gas medium. Over the past five years Santa Fe Pacific Gold Corporation (SFPG) has investigated flotation process options to economically treat refractory ores and resources of this type at its Lone Tree and Twin Creeks mines. Conventional flotation technology applied to the original high-grade gold resources at Lone Tree and Twin Creeks was initially unsuccessful. Review and analysis of auriferous (gold-bearing) iron sulfide mineralogical characteristics and flotation ..:hemistry provided a fundamental understanding that led to the development of a new flotation process that SFPG refers to as N2 TEC. This paper discusses the development of this technology and compares N TEC results with conventional flotation practice.

This paper is based on two recently (2002) published reports: - "Breaking New Ground". Final report on the Mining, Minerals, and Sustainable Development Project (MMSD). - "2002 Sustainability Reporting Guidelines". Published by the Global Reporting Initiative (GRI). The GRI guidelines can be applied in all kinds of industries and other organizations, whereas the MMSD project report is sector specific. However, both reports center on the three pillars of sustainability. The performance indicators as they are presented in the GRI guidelines have been assessed and compared with the sector specific arguments in the MMSD report. Based on this evaluation, the paper points at some indicators that may be useful in the start-up phase of sustainability reporting, seen from the perspective of the aggregate industry in an industrialized North European country with increasing environmental awareness and pressure on natural resources.
