"GENERAL STATEMENTThe purpose of this report, which is the first of a series of three covering mines in the Fairmont district of West Virginia, is to give the result of a' study conducted in seal mines to ascertain the nature of the safeguards employed to prevent injury to the workmen from falls of roof and coal. In presenting the subject matter, consideration must necessarily be given to factors, features, and conditions such as method of mining, timber regulations and practices, supervision and natural conditions; and, for comparative purposes, a certain amount of statistical matter bearing upon the relation of fatalities and injuries to their causes, tonnage produced, men employed, days worked, and time lost.Those features and practices found to promote safe protection are summarized and suggestions made for such additional safeguards and practices as appear to give greater protection against injury from falls of roof or coal.ACKNOWLEDGMENTSThis study of falls of roof and coal in mines in Harrison County has been conducted by the U. S. Bureau of Mines in cooperation with R. M. Lambie, chief of the Mining Department of the State of West Virginia who assigned L. W. "Quartz and silica not only occur in diversified forms in nature but find a multiplicity of uses in industry. The purpose of the present paper is to assemble brief summaries of the many widely differing industries engaged in the production and preparation of these minerals in their principal commercial forms. Due to the scope of the subject it was though advisable to divide the paper into three parts. Part I deals with the subject of quartz and silica in general. It also contains a flow sheet of silica from deposit to consumer (fig. 1). Part II covers the uses and other economic factors of quartz, quartzite, and sandstone, the varieties of silica found in consolidated form. Part III deals with sand and miscellaneous silicas such as tripoli and diatomite. A chart showing the major ramifications of these industries is presented herewith as an introduction to the more detailed discussion that follows.For a more intensive study of many branches of the quartz and silica industries the reader is referred especially to Bulletin 263 of the United States Bureau of Mines, Technology and Uses of Silica and Sand by W. M. Weigel. For annual statistics relative to silica and its products in the United States he is referred to the annual chapters of Mineral Resources of the United States, entitled ""Silica,"" ""Sand and Gravel,"" and ""Abrasives."" With respect to diatomite reference is made to Diatomite, by Paul Hatmaker, recently issued by the U. S. Bureau of Mines as Information Circular 6391. Eardley-Wilmot, Report 573, Mines Brand, Department of Mines, Ottawa, 1927.Acknowledgment is also made to the Foote Mineral Co., which has published in Foote-Prints (vol. 2 of 1929 and vol. 1 of 1930), comprehensive reviews of the uses of crystal quartz in the optical industry and as piezo¬electric crystals.The various forms of silica have attracted attention from the earliest times, and the water-clear crystallized variety was known to the Greeks as""krystallos"" (clear ice), being supposed by them to have been formed from water by the intense cold of the Alps; hence the name ""crystal"" or more commonly ""rock crystal,"" applied to this variety. The name quartz is an old German word of uncertain origin used by G. Agricola in 1529.Silica or silica dioxide (Si02) either free or in combination with other elements constitutes 59.08 per cent of the lithosphere, and quartz alone represents fully 12 per cent` of all rocks. Next to the feldspar group quartz is the most abundant mineral in the earth's crust; and it appears in a greater number of varieties and modes of occurrence than any other mineral. Silica or quartz occurs in crystalline, cryptocrystalline, microcrystalline, and amorphous forms. The most common, however, is the crystalline form, which occurs as three minerals, quartz, tridymite, and crystobalite, and of these three tridymite and crystobalite are quite rare in nature."

The law now in effect (January 30, 1931) in the Netherlands with respect to the prospecting for and the developing of minerals is regulated by , or based upon , the French Act of April 21 , 1810 , "Concernant les mines , les minières et les carrières ( Bulletin des Lois No. 285) . " A second edition of a compilation ( by Drs . Ccuvee and Ritter ) of the mining legislation of Holland , including this act with other legal requirements , was published in 1928 under the title of "De Nederlandsche Mijnwetgeving , " by H. T. Tjeenk Willink & Zoon , Haarlem. In this abstract reference is made to the Act of 1810 , the Royal Decree of September 18, 1818 , the Mining Act of 1903 , and the Act of June 20 , 1924 .

Of the sand and miscellaneous silica produced in the United States , ordinary sand and gravel are , of course , the most important, at least as regards volume of output . The building- construction industry absorbs approximately 75 per cent of the total value of all quartz and silica , as shown in Table 2 of Quartz and Silica, Part I, under "General summary . " Because of their unusual physical properties tripoli and diatomite find extremely wide uses in industry, and as the commercial deposits of these ninerals , especially tripoli , are scattered, large quantities enter into interstate commerce . Whereas ordinary sand and gravel are bulky commodities , these specialties have a fairly high unit value and hence can be transported relatively long distances .

Except for optical purposes and a few other special uses quartz and quartzite are to a considerable degree interchangeable. This also may be said with respect to pulverized quartz and ground silica sand, which are discussed in a separate paper of this series. All these materials, except perhaps quartz crystals of optical grade, are abundantly available in many parts of the United States. The precious stones rubies and sapphires are transparent varieties of the mineral corundum . Essentially they are aluminum oxide , but the aluminum is often replaced. by small amounts of chromium , titanium , or iron . The chromium is said to give a red color , titanium a blue , and iron a yellow . True rubies range from rose to a somewhat purplish red and are sometimes termed " oriental rubies " to distinguish them from spinel rubies , stones of inferior hardness , density , and value . " Oriental rubies " are very rare , and the so-called " pigeon's blood" variety is the most valuable . Sapphires normally range in color from palest blue to deepest indigo , but actually all precious varieties of corundum of any other color than red are called sapphires . The most esteemed tint is like that of the blue cornflower . Colorless corundum of gem quality is called white sapphire ; the yellow variety is described either as yellow or as golden sapphire ; and the pale pink is classed as pink sapphire . The word " oriental " is also used as a prefix in naming varieties of corumdum of less popular colors . For instance , oriental emerald is used for green corundum, oriental topaz for yellow , and oriental amethyst for violet to purple varieties . The chief physical characteristics of rubies and sapphires are hardness , adamantine luster , and moderately high specific gravity ( 3.9 to 4.1) . Next to the diamond, corundum is the hardest of all minerals ; in fact , the sapphire is number 9 on Moh's scale , ranking between the topaz and the diamond. Rubies crystallize in 6-sided prisms terminated by flat faces and other varieties of corundum with twelve inclined faces , six above and six below , meeting in a girdle . Corundum is doubly refractive , with a direction of single refraction running parallel to the edge of the prism . The refractive indexes are very constant, the ordinary index ranging from 1.766 to 1.774 and the extraordinary index from 1.757 to 1.765. The double refraction always remains the same.

Although it may be impracticable to adopt standard methods of safe working in all branches of mining, and although it may be impossible to establish a standard for each class of work at each mine, some of the iron-mining companies in the Lake Superior district have found that by adopting certain standard ways of performing certain of their operations they insure both more efficient and safer working conditions. Many companies have adopted the idea that the safe way of doing things is also the most efficient and economical way, and, through the medium of their safety conferences they are trying to find the safest way, and the most efficient way, of performing practically every operation about the mines. This activity will, undoubtedly, be continued at every operation which uses this method of doing safety work, because in the advance of industry changes must be made in the results required from time to time. A review of the safety standards and safety suggestions which have been arrived at by some of the companies in this the greatest iron-mining district in the world, will be of value to companies who are interested in improving the safety of their working conditions. So that attention may be directed to the methods in use, rather than to individual companies, all names have been omitted and companies are referred to only by letter.

"INTRODUCTION The general program of the investigation of coal mine drainage which the Bureau of Mines is making includes, among its many phases and objectives, a study of the fate of the acid, content of drainage after it enters natural streams, and the effect of seasonal variations on the degree of contamination of streams. Opportunity for studying these under comparatively normal conditions and variations can readily be found, but there is only a chance opportunity for studying than under extreme conditions. The unusual drought that prevailed during the summer of 1930, however, created a condition of low water favorable to a study of one of the extremes.This report gives the results of an investigation of Bennett Branch of Sinnemahoning Creek, Pa., made under this condition.ACKNOWLEDGMENTSThis work was conducted under the direction, and with the advice, of Dr. R. There are nine towns along the stream that have an average population of about 350. There is no industrial pollution other that from coal mines and very little. domestic, pollution."

"Field inspections and data relative to the use of rubber—sheathed trailing cables in mines show that much cable is ruined or its probable life shortened by being overheated in service.The length of cable required to make connection from a source of supply to a machine at the face workings may be 100 to 500 feet. As a rule, the cable is carried on a reel and unreeled as required; and thus in most cases some of the cable is not removed from the reel. The overheating generally occurs in that part of the cable which is left on the reel.Factors that determine the heating of trailing cables are:1. The size of the conductors in the cable.2. The maximum energy to be supplied through the cable, based upon the horsepower of the motor and the degree to which the motor is loaded.3. The voltage of the supply and the variation of the voltage at the receiving4. The time length of current flow and whether continuous or intermittent.5. The kind of current (direct or alternating).6. The amount of cable left on the reel.7. The type of cable used.8. The basic mining law of Cuba is contained in the basic Spanish mining decree having the effect of law December 29 , 1868. This legislation has remained substantially unchanged , with the exception of a few minor administrative changes made by the present Government . These changes provide for the register of mines , oil wells , and operations of such nature , and also provide for the keeping of records showing the value of minerals taken out . By Royal decree of April 17 , 1883 , the law of mines enacted for the Peninsula ( Spain ) on July 6 , 1859 , and the General Bases of December 29 , 1868 , were declared in force in Cuba . In order to encourage the mining of iron org , in 1883 the Crow of Spain issued a royal decree to the following effect.

Masurium and rhenium are two elements known only to a few scientists and known to them for scarcely more than five years . The existence of two members of the manganese family was long suspected , and places were left for them in the orderly table of the periodic systemas developed by Mendeljeeff . The empty spaces left in this table some 60 years ago were for elements numbered 43 and 75 , respectively , and since it was evident these were related to manganese they were sought for in research laboratories under the names of ekamanganese and dvimanganese . This nomenclature is in harmony with that usually employed in describing hypothetical elements , and the prefixes are taken descriptively from ancient Sanskrit wherein the word " eka " means one and " dvi " ( also spelled dui or dwi ) means two . Ekamanganese or element 43 was once removed and dvimanganese or element 75 was twice removed from manganese . It was further possible to predict that these elusive elements would not only be related to manganese but would have a great deal in common with certain other elements . It was reasonable to suppose that element 43 , merely because it stood in numerical sequence between element 42 and element 44 , would likewise prove to be intermediate in many other respects . Since its next neighbors were molybdenum ( No. 42 ) on the one hand and ruthenium (No. 44) on the other , ekamanganese could be given in advance what would correspond among persons to a social and economic rating . Similarly , the properties of dvimanganese were likely to be in simple harmony with those of tungsten and with those of osmium , which latter , like ruthenium , is a member of the platinum group of metals . Another inference , although one which could not be stated with scientific certainty , is that these new elements because they have odd instead of even atomic numbers , would be even more sparingly distributed than their near neighbors , none of which is abundant in nature . This inference has been amply supported by available evidence . These elements eluded discovery until 1925 and never have been found except as minute traces in complex association with relatively rare minerals . In 1930 , for the first time , rhenium became available in quantities which give promise of commercial possibilities , but masurium still stands on the border of the unknown , like some distant star speck photographed and identified by vigilant astronomers but invisible without the aid of the powerful tools of science . The telltale flame of element 43 has been charted by its spectrum lines ; but beyond that , little more can be said except perhaps to repeat the forecasts made for ekamanganese before the Noddacks captured it and gave it a definite name . Certain rare - mineral dealers will furnish molybdenite samples from Norway which are said to contain masurium as well as rhenium , but except for a few highly technical statements as to its behavior in the spectrograph , nothing in the way of concrete information on masurium has come to the notice of the present writer . The literature of rhenium is a little less meager and a brief résumé of the data available in the files of the Bureau of Mines may be of interest not merely because of the novelty of the metal but because its unique properties and increasing availability afford a prospect of its finding employment in industry .

Bismuth is a useful metal and rather an uncommon one . The element probably constitutes much less than one-millionth part of the earth's crust , but the potential supply - to no small extent as a by-product of the production of lead and copper with which it is associated in nature has tended for many decades to exceed the demand. A single mine in Bolivia could readily flood the world's markets , and considerable quantities of bismuth are allowed to escape recovery at many smelting plants .

Chalk is defined as a noncrystalline, soft, friable, fine-grained, light-colored type of limestone. It consists essentially of calcareous shells of minute organisms known as "foraminifera," although skeletal remains of molluscs, corals, and sponges are also present. Flint balls which are found so commonly in the chalk cliffs of Europe are regarded as segregations of the remains of certain organisms, such as radiolarians and sponges, that secrete siliceous shells or spicules. The famous chalk beds of northwestern Europe are of Upper Cretaceous age, a geological period that was particularly favorable for the develop- ment and multiplication of foraminifera. The distinguishing physical characteristics of true chalk never have been fully defined; probably its noncrystalline and colloidal properties are most important. The properties of chalk, whiting, and whiting substitutes are not well understood, and much re- search is necessary before definite reasons may be ascribed for the behavior of these materials under various conditions of use. The Bureau of Mines has undertaken a detailed study of chalk and similar materials to determine their exact properties and to establish a basis for classifying formations loosely designated as chalk occurring in various parts of the United States, but the results of this study will not be available for some months. Whiting is a pulverized, purified, and carefully sized chalk. Whiting substitutes consist of finely ground limestone or dolomite, ground marble (marble flour), white marl, and chemically precipitated calcium carbonate.

Along with other phases of mining , the ventilation of metal mines has been affected by the business depression of 1930. As might be expected , some of the results are favorable , and some are distinctly disadvantageous to progress . Probably the worst effect of the recession of mining activity is that , as usual , one of the first departments of almost any industrial establishment ( and this is especially true of mining ) to be curtailed is that which concerns what might be called welfare work , such as safety , health , etc. , and ventilation : in consequence , a number of men who were employed mainly on ventilation work in metal mines are now out of employment and their former duties either are being handled by others as only part of a crowded routine or are being allowed to lapse . On the bright side of the picture is the following paragraph from a letter by the ventilation and sarety engineer of the United Verde Copper Co. , Jerome , Ariz . , indicating that money and effort expended on ventilation during " flush " times give results which aid in money savings when depression comes : The desirability of absolute control over the ventilation system has again been demonstrated at this mine . Under full operation we have been using approximately 500 hp . to drive our big fan . Under curtailed operations we naturally do not require as much air , so by sending the air only where needed and airing out all other places periodically to keep timber , etc. , in good condition we have been able to economize in the quantity of air required . The fan speed has been reduced and the power dropped to 300 hp . , thus effecting a material saving in the power bill , and still maintaining an efficient ventilating system . "

The emerald is the most costly of all gems , due to the scarcity of flawless stones . This fact gave rise to the ancient axiom , " As rare as an emerald without a flaw . The finer gems not only command the highest prices at all times , but when flawless are considered the most highly prized of all gem stones . George F. Kunz divides emeralds into two distinct classes : " Exceptional specimens , " which bring as much as $ 6,000 a carat ; and " fine- quality specimens , " which bring about $ 1,000 a carat .

Iceland spar is a variety of calcite ( calcium carbonate ) characterized by its purity , transparency , and perfection of crystalline structure . It takes its name from the country in which it was discovered . The actual demand for it is small , but the supplies of high - grade optical spar are so meager that the search for it has become international in its scope . Iceland spar is a scientific necessity , for without it research precision and technology would be hampered considerably . The earliest students of mineralogy were familiar with calcite , but the transparent variety was not discovered until early in the seventeenth century , when crystals of it were found in the bed of a stream in Iceland . It received little attention until 1669 , when Erasmus Bartholinus first recognized its powers of double refraction . The results of his investigation were published in a book , " Experimenta Crystalli Islandici , " which appeared in 1670. The law governing the action of the rerracted rays was discovered by Christian Huygens eight years later . The polarization of light rays in passing through Iceland spar was discovered in 1809 by Etienne Louis Malus , a French physicist , who published a paper describing the phenomenon . His work was closely followed by that of William Nicol , who in 1828 designed the Nicol prism which is still used as the source of polarized light in most optical instruments .

Zirconium, formerly distinctly a rare element, is rapidly becom- ing of rather extensive commercial importance. Economic features of the zirconium industry, together with general information regarding the metal and its compounds, are discussed in a separate paper, to which this paper is a supplement. In addition to giving a brief discussion of the four or five de- posits that so far have proved to be commercial sources of the element, this circular summarizes available data (including some hitherto unpub lished material from the files of the Bureau of Mines) upon other occur- rences, including many of scientific interest only, of the two commercial. minerals, zircon and baddeleyite, and also data upon some of the minor minerals, such as eudyalite and cyrtolite, which have attracted addition- al interest in recent years because they are frequently richer in hafnium than the more common zirconium minerals.

The mining laws referred to by those who furnished the reports mentioned in the preceding paragraph are : General Austrian Mining Law of 1854 and the Law of 1868 , which prescribes for Hungary (as well as for Transylvania ) the full text and decisions of the General Austrian Mining Law; Government Decree 18346 , 1859 ; Parliamentary Decree of 1861 ; the Law of 1871 ; the Commercial Code , Law 37 of 1875 ; the Industrial Lar of 1884 ; the Law of 1386 ; the Decree of the High Court of Justice , 5540 , of 1399 ; Laws 6 and 7 of 1911 ; Law of 1921 ; Laws 23 and 24 of 1922 ; Laws 5 and 21 of 1927 ; and Law 40 of 1928. ( Lev 21 of 1927 and Law 40 of 1928 are labor laws . ) A compilation of the mining laws of Hungary , " Magyar Banya Jog , " or the " Hungarian Mining Law, " was made use of in part . This volume is the second edition of a school textbook , which ras prepared by Dr. Bela Balkay and Dr. Imre Szeoke , and which was published by the Apollo Press ( V. , Sas -utca 13 , Budapest ) in 1909 .

Before the World War the use of zirconium and its compounds was largely experimental and confined almost wholly to Germany and Austria . Occasionally small lots of zirconium ore had been produced in the United States ( 1,000 pounds in 1869 , 26 tons in 1883 , and 3,000 pounds in 1903 ) and used (with monazite ) in the manufacture of various lighting devices , especially incandescent gas mantles ; but it was not until 1906 that the discovery of the natural zirconium oxide in large quantities near Sao Paulo , Brazil , first gave promise that a zirconium industry eventually might be developed . Edward Rietz , who worked the Brazilian deposits , interested German chemists in extending the use of zirconium , and by 1911 trade journals were listing German firms as manufacturers of compounds or products derived therefrom . For a time zirconia was one of the various oxides used in the Nernst lamp . It was used also for crucibles and hearths as refractory material ; in the manufacture of chemical utensils ; in enamels ; in the place of bismuth subnitrate for defining Röntgenray pictures of the stomach ; as a pigment ; in medicine ; and in a number of other ways . The Germans were credited also with producing a remarkable zirconium steel , which , it was claimed , was much superior to other alloy steels . During the World War the United States Government investigated the possibilities of zirconium , as well as those of other steel -hardening elements , and a large automobile manufacturer actually purchased a substantial quantity of ore with the purpose of employing zirconium in automobile steels . Immediately after the armistice the Government ceased its investigations ; but despite the difficulties experienced by various investigators in reaching concordant results , interest in the use of zirconium as a steel -hardening agent , as well as in other uses of the element and its compounds , continued . In 1918 the Foote Mineral Co. , which had been interested in zirconium for several years , was exploiting the deposit in Brazil formerly worked by the Germans and was supplying zirconia in the form of ore , brick , and cement for refractory and other purposes . About the same time the Electro Metallurgical Co. , which before the entrance of the United States into the war was experimenting with zirconium alloys , supplied in tonnage quantities the demand for these alloys . In 1919 it was reported that American manufacturers , after several years of research, were producing in commercial quantities pure zirconium oxide , which was finding a place in the manufacture of small refractory articles , scorifying dishes , crucibles , tubes , and one- piece furnace linings . In 1920 the lowering of the price of zirconium metal powder ( because of improved metallurgical methods ) promised the production of the metal on a semicommercial scale . In 1924 the Titanium Alloy Manufacturing Co. introduced a new opacifying agent , " Opax , " made from zircon . A year or two later some of the large pottery manufacturers became interested in the use of zirconium oxide as an opacifying agent , the increased production of titanium pigments having resulted in the production of zirconium as a by-product at a price that could compete with tin oxide . In 1928 it was reported that the industrial use of zirconium oxide was increasing steadily in the manufacture of brick , crucibles , and other refractory products , such as high- temperature cements .
