While the installation of mine bulkheads to retain water under high pressure is by no means a rarity, the following points which arose in the designing and placing of two of these bulkheads may be of interest: The Hibernia magnetite mine, located about 40 miles west of New York, in the State of New Jersey, is partly fillcd with water. This mine is located on an ore lens, the outcrop of which is over a mile long. The ore has been mined from this lens from the surface to a depth of more than 1,500 ft. It was held desirable to separate the old workings from the new, and to allow the former to fill to the 850-ft. level. Two weak places existed between the new and old workings below this Ievel: namely, a temporary bulkhead on the 10th level and a rock bulkhead of indeterminate thickness on the 16th level. When the matter of allowing the old workings to fill was investigated, the fact was developed that if these old workings were filled, the bulkhead on the 10th level would be subjected to a water pressure of about 50 lb. per square inch, and that 200 lb. per square inch would act on the 16th-level bulkhead. As the above-mentioned barriers were not deemed of sufficient strength to permit of these pressures, it became necessary to design and install new bulkheads. Design As the 16th-level bulkhead was required to withstand a pressure of 200 lb. per square inch, it presented some difficulties. A careful consideration of the various types of mine dams now in use led to the adoption of a design of the form of a truncated wedge. In this, the pressure side of the dam is of greater area than the hack, so that the resultant action is similar to driving the wedge. By cutting generous skewbacks in the walls, roof, and floor, this type in reality becomes an invisible arch. The wedge feature tends to compress the materials in the bulkhead, thereby adding to its imperviousness.

It is the purpose of this paper to review somewhat in detail the literature on the subject that is extant, which ought to provoke considerable beneficial discussion. The value of 1 per cent. ash in blast-furnace practice was brought to the attention of the writer when he was connected with the U. S. Steel Corpn. Various groups of blast furnaces in the Pittsburgh district compiled a statement in which the average saving was about 6 c. per ton on pig iron for every 1 per cent. of ash reduction. Later, the same groups of furnaces, when materials had reached a higher price, compiled a statement in which there was a 30-cent saving on pig iron for every 4 per cent. ash reduction in the Pittsburgh district, which was equivalent to 7½ c. for every 1 per cent. ash reduction. In the Chicago district, on long freight hauls of coal and coke from the Pocahontas district, the set-up was 30 c. per ton of pig iron for every 2 per cent. ash reduction, or 15 c. for every 1 per cent. Some years ago, Ralph H. Sweetser, of the American Rolling Mill Co., presented a paper which provoked considerable comment.' For many years mine surveyors and exploration engineers have sought an accurate means of transferring meridian underground by using the gyro-compass. These efforts have generally failed, either because they were inaccurate or because the size and cost of the unit were prohibitive. During the past ten years, however, great strides have been made. Autonetics in California has developed a comparatively light-weight (100-lb) gyro-theodolite, and the Institute for Mine Surveying at Clausthal Mining Academy in Germany has developed an instrument that is accurate to within 20" to 30" of arc. Concurrently, Minneapolis-Honeywell has produced an astounding gyro, the size of a salt shaker, that weighs less than 0.5 lb and compares favorably in performance with the 50-lb gyros of conventional design. This unit, designed for missile guidance, should be adaptable for surveying small boreholes. Given the proper interest and approach from the engineering fraternity, excellent gyrocompasses could probably be available for accurate underground survey work at nominal cost within the next three years. Principles of the Gyro-Compass: The gyrocompass, used for 50 years as a navigational instrument in ships and aircraft, senses the turning axis of the earth and points out true polar north. It does this by employing the earth's rotation, the force of gravity, and the precession characteristics of a gyro. For further details the reader is referred to several excellent publications'"3 covering the principles and application of the gyroscope. The heart of the gyro-compass is the gyroscope, or rapidly spinning wheel, which rigidly maintains its angular orientation in inertial space. Free gyros employ universal joints to allow the wheel axle to maintain its rigid spatial orientation independent of base motion disturbances. Free gyros are independent of the earth's turning and are not north-seeking. Only as they might be initially oriented parallel to the earth's turning axis could any north indication be obtained. In practice, the free gyro tends to drift off its set position and lose its accuracy. The Sperry-Sun Well Surveying Co. instrument (5M in O. D.) is of this free gyro type. It is counterbalanced, however, against the rotational effects of the earth, so that orientation of the spinning axis will be maintained throughout the survey.

In 1929 the Standard Oil Company of California commenced the development of a device for obtaining temperatures and pressures in flowing and shut-in wells and of suitable running equipment for such a recorder. Although simple in principle, the recorder has required much experimental work in its development. The various problems have now been solved to such an extent that it is believed that the apparatus affords a sturdy and reliable means for obtaining information regarding depth pressures,—apparatus that may be turned over to a well gang for routine operation. As an example of the rough usage the device will withstand a recent incident may be cited. Owing to failure of the lowering line at the conclusion of a run a recorder was dropped some 6300 ft. through 2 1/2-in. tubing filled with gassy oil. The device was fished out undamaged and with the pressure record intact, although the instrument had been subjected to a pressure greater than 2300 lb. per sq. in. for some 24 hr. after impact at bottom. Description of Recorder The instrument is of the continuous recording loaded spring type (Fig. I). Temperature is not recorded continuously but is obtained by maximum recording thermometers in an auxiliary thermometer well. The entire instrument assembly, from bottom of the recorder to top of the socket, is 6 1/2 ft. long and weighs less than 25 lb. The maximum outside diameter of the recorder shell is 1 1/4in., and all attachments need be no larger. This permits lowering the device inside 2-in. tubing. The operating principle is simple. The well pressure acts upon a piston A resisted by the extension of spring B. The spring deflection is recorded by a stylus C upon paper within the recording drum D. Springs.—To improve accuracy at lower maximum well pressures five interchangeable spring assemblies are used. These have maximum pressure ranges of from 250 to 5000 lb. per sq. in. Piston diameter is the same in all cases, and each spring is designed for a deflection of about 5 in. for maximum pressure loading. A complete spring assembly there-

There is a wide difference of opinion among rifle experts in the matter of barrel steel, and the relative importance to the life of the barrel of the steel's composition, heat treatment, structure, and physical properties. In order to promote discussion, which it is hoped may' lead to the discovery of the source of some of the traditional beliefs on the subject, the results of some tests are presented here, with data on heat treating, physical tests, and erosion. The detailed metallographic study of this steel is given in another paper.l The conclusions from these tests should be capable of wider application than their direct bearing on the barrel-steel problem. The Government specifications for barrel steel for model 1903 rifle (Springfield) call for carbon 0.50 to 0.60 per cent., manganese 1.00 to 1.29 per cent., silicon under 0.25 per cent., sulfur under 0.06 per cent., phosphorus under 0.08 per cent. The minimum physical requirements are: Tensile strength, 110,000 lb. per sq. in. (7733 kg. per sq. cm.); yield point, 75,000 lb. per sq. in (5472 kg. per sq. cm.); elongation, 20 per cent.; reduction of area, 45 per cent. Material fulfilling these requirements gives practically no failures when proof-fired, with charge of 70,000 lb. per sq. in. pressure, which is 40 per cent. in excess of the service charge. The turning and drilling operations show up any seams or laps such as accidentally occur even in the best heats of open-hearth steel, so that faulty stock is practically all eliminated before proof-firing. These physical requirements are met either by rolling billets at a proper temperature down to the form of tapered barrel blanks or by heat treating bars that have been upset to cnlarge the breech section. The transformation temperature of this steel, on heating, is around 1350" F. (732' C.), varying somewhat with the composition and the rate of heating. The actual treatment of the barrel blanks, as carried out by different manufacturers, gives four kinds of barrels, which will be called A, B, C, and D, for convenience. In preparing this paper it has been the aim of the writer to keep the problems of both producers and consumers in mind. Until now, no attempt has been made to familiarize each group with the other's practice and limitations. This paper is an effort to acquaint the readers with some of the factors pertaining to the problem and cost of mining and preparing steam coal, and also to the economics of producing steam with such coal. In recent years all lines of endeavor have turned to intensive mechanization in order to lower the unit cost of production. The average fuel consumption in steam electric generating stations has dropped in 20 years from 4.0 lb. to 1.4 lb. per kilowatt-hour; while the modern power station can generate 1 kw-hr. on a fraction under 1 lb., or 13,000 B.t.u. coal. Also, the amount produced per man has in that same period risen from 3.8 to 8.2 tons, owing to the use of modernized equipment below ground for coal cutting, drilling, shooting, loading, hauling and hoisting. Unfortunately, the rapid speed of 5 tons per minute of operation at which the coal is loaded mechanically precludes any appreciable removal of impurities at the coal face, so that the raw coal is hoisted containing a markedly higher percentage of impurities than the hand-loaded coal, which was subjected to the scrutiny of the miner during loading. Also, during the past 20 years, certain seams of coal lying close to the surface have been made economically available by the improved design of electrically operated shovels and draglines for the removal of overburden running as high as 56 ft. This strip coal frequently contains so much ash in the raw state (Table 1) that it would have no sales value. Therefore, coal preparation must be adopted to beneficiate the raw product. Some seams in the United States have a decreasing ash content with decreasing size, owing, in all probability, to the fact that the coal is friable while the impurities are hard, causing a concentration of the low-ash material in the fine sizes. Illinois No. 6 coal being rather hard, naturally the reverse is true.

For several years the Fansteel Products Co. has been engaged in e production and development of various of the rarer metals. It is at present engaged in the commercial production of tantalum, tungsten, and molybdenum in a very high state of purity. The information contained in this paper is partly a general compilation from various sources and partly information obtained as a result of recent years of work in the laboratory of this company. Tantalum, tungsten, and molybdenum form a group peculiar to themselves among the commercially available metals. Their very high melting points (tantalum 2770' C., tungsten 3350' C., and molybdenum 2550" C.) set them apart so far as the metallurgical processes for their production are concerned. Further, when properly prepared and treated they will stand a somewhat unusual degree of cold work, that is work below the temperature at which marked crystal growth takes place. Such cold-worked metal may show a high tensile strength; tantalum to 130,000 lb. per sq. in., tungsten to 490,000 lb., and molybdenum to 260,000 lb., in the form of fine wire. In physical appearance, these metals are not unlike some steels; they may be better described by saying that polished tantalum somewhat resembles lead; polished tungsten, iron; and polished molybdenum, nickel. The polished surfaces of all three remain untarnished in ordinary air. Air containing corrosion-producing impurities will, in general, show molybdenum the least resistant to corrosion and tantalum the most resistant. Molybdenum has, however, a high degree of resistance to corrosion by hydrochloric acid, a property that should render it of commercial interest. On the other hand, it is markedly attacked by some of the weaker organic acids. The three metals oxidize rapidly when heated at or above a dull red in air. This feature limits their use in many applications where their high melting point and strength make them appear usable. Tungsten and molybdenum, at red heat, are quite inert to hydrogen and nitrogen; while tantalum has a rather remarkable affinity for all the ordinary gases, which results in its becoming embrittled in their presence. "Fracture propagation process in brittle rock is investigated by means of numerical simulations performed with an adapted formulation of the discrete element method. The progressive failure mechanism is simulated through the breaking of the bonds making up the cohesion between the elements constituting the simulated medium. The use of appropriate contact laws associated to a near neighbor interaction feature provide the model the ability to reproduce fundamental characteristics of brittle rock behavior such as, for example, high values of the tensile to compressive strength ratio. Great attention is given to accurately describe the properties of the pre-existing joints or faults in the model. A specific joint model gives the possibility to define a tailor-made behavior of the discontinuity surfaces without suffering from discretization bias.Compression test simulations are performed on pre-flawed samples and compared to experimental results in order to validate the numerical approach for describing the initiation and propagation of fractures in brittle rock under mode I+II loading. It is shown that the crack mechanical parameters can greatly influence the fracturing pattern, in particular its frictional properties. Overall, the numerical simulations reproduce fairly well the failure patterns that are obtained experimentally.The discrete model is then used to study mode I+III loading to give an insight into fracturing problems occurring at the scale of the continental crust. The ability of the model to support mechanically the physical modelings performed with wet clay or sandbox is shown. As an example, the model is used to track the development of a twist crack system (wrench fault) through the nucleation and coalescence of microcracks."

Coal bursts are typically associated with highly stressed coal. Most bursts occur during retreat mining (longwall mining or pillar recovery) in highly stressed locations like the tailgate corner of the longwall panel. Others are associated with multiple seam interactions. However, a small but significant percentage of coal bursts have occurred during development or in outby locations unaffected by active mining. Most development bursts have been relatively small, but some have been highly destructive. No theory of coal bursts can be complete if it does not account for this type of event. This paper focusses on the development mining coal burst experience in the US, putting it into the context of the entire US coal burst database. The first documented development coal burst occurred almost exactly 100 years ago during slope drivage at the Sunnyside Mine in Utah. Sunnyside subsequently had a long history of bursts, mainly during retreat mining but also during development. Several Colorado mines have also experienced multiple development bursts. Some, but by no means all, of the development bursts in these western US coalfields have been associated with faults. In the Central Appalachian coalfields, most development bursts have occurred in multiple seam situations. In some of these cases, however, there was no retreat mining in either seam. The paper closes with some lessons from this history, with implications for preventing such events in the future.

I have been asked to speak briefly about recent progress in the mining industry of the United States, and to touch on the general advancement of en- gineering science as applied to mining. By recent, I shall mean within the past 20 or 30 years. Such a period includes a great many of the changes which are of particular interest to the present generation of engineers, and the undergraduates of today will hardly turn back farther than the beginning of the present century in their study of develop- ment of methods and processes. Also, my own professional life spans this period, and I have seen or have been aware of most of these developments as they were taking place. In my review of developments, for the sake of simplicity and clarity, I shall deal separately with improvements in metal mining, coal mining, mechanical and electrical machinery for mines, metallurgy, petroleum engineering, and safety practices. Under each of these headings I have set down what appear to me to be the outstanding changes brought about during the past 2 or 3 decades. Other points will occur to other engineers; I do not represent that the following re- view is complete; it is only intended to be suggestive. In general, improvements in mining and metallurgical practices have come gradually, the charges being effected little by little, simultaneously in widely scattered places, and through the experience and inventive genius of many men. These changes have has small beginnings, and are generally the cumulative result of many steady and unsensational progressions, which still continue. What we today might be inclined to consider the culmination of a series of betterments in mining is, of course, but an instantaneous phase of developments which will continue in the future at even a more rapid pace than they have in the past. We are looking at but a flesh of a moving picture, with an endless reel to come after we finally leave the theatre. The Multilateral Investment Guarantee Agency(MIGA) is part of the World Bank Group, and has as its mission the facilitation of foreign direct investment by providing political risk insurance (guarantees) to foreign investors and lenders. As a development institution, MIGA is required to ensure that the projects that it insures will bring development benefits to the host country. Demonstration of this includes review and analysis of the environmental and social soundness of a prospective investment. Environmental guidelines and policies developed by the World Bank Group are important components both in analyzing the environmental and social soundness of a prospective investment and in risk management. MIGA has recently formalized and adopted environmental assessment and disclosure policies. The approach taken by MIGA to environmental review of investments and implementation of these policies is described in this paper.

"Underground structures such as square/arch steel sets, king beam structure, etc. are widely used for the roof support in underground mines. In designing and calculating the required carrying capacities of these underground structures, how to identify the potential rock loads on the structures over long term is a challenging question for ground control engineers. Based on design practices of both surface and underground structures, the authors have designed and applied appropriate load factors in underground structural design projects to accommodate different rock types, entry/intersection dimensions, roof geologic conditions, availability of roof bolts and water, etc. Classification of load (reduction) factors for large-span underground intersections are presented for reference. Success of designed underground structures in effectively controlling roof stability over years indicates the applicability of the load factor concept for underground structural design, and its same significance as of the load factor specifications in ASCE/SEI 7-10, ANSI/AWC NDS (2015), and AASHTO LRFD Bridge Design Specifications (2012). The load factor concept will facilitate ground control engineers to appropriately utilize popular structural design software, such as RISA-3D or -2D to efficiently design and analyze underground structures.LOAD FACTORS IN STRUCTURE DESIGN APPLICATIONSIn structures, loads cause stresses, deformations, and displacements. Assessment of their effects is carried out by the methods of structural analysis with the help of load factors. Loads can be increased or decreased by load factors to meet the requirement that design strength be higher than maximum loads. For example, in designing a staircase, a dead load factor may be 1.2 times the weight of the structure, and a live load factor may be 1.6 times the maximum expected live load based on the Load and Resistance Factor Design (LRFD) method. Anthracite barley is considerably cheaper than rice. Its use, therefore, is attractive from a cost standpoint, - but its smaller size (through 3/16 inch over 3/32 inch round-mesh screen) makes it more difficult to use on some equipment when fairly high combustion rates are necessary to carry plant loads. Tests wore made in one plant to determine the performance of rice and various types of barley on a chain-grate stoker in a two-arch refractory furnace. In general, the efficiency and capacity increased with increased fuel size and volatile content. This performance is presented in tabular and curve form, together with a short review of the ignition and burning process on chain-grate stokers and a discussion of the operating procedures and limitations during the tests. In this particular installation, higher combustion rates and efficiencies could have been obtained with barley if the grate links had been designed for more uniform air flow through the grate surface. Careful maintenance and operation are particularly necessary for satisfactory results with barley on equipment not especially designed for its use.

Companies in the mining industry have been involved in a range of controversies over planning, siting, permitting, environmental, and enforcement issues. Through the use of conflict resolution case studies, this paper will present approaches and procedures that can help companies and other involved parties to successfully manage and resolve differences in a mutually acceptable manner.

The investigations set forth in the following pages were made in the field in Newfoundland during the summer of 1927, and later in the laboratories and library of McGill University, and in the library of the Canadian Geological Survey at Ottawa, with the purpose of collating and adding to our knowledge of the geology of an area roughly wedge-shaped in outline, and nearly nine thousand square miles in extent, stretching across the centre of the island of Newfoundland, from the southwest to the northeast coasts. To the description of this district, which contains most of the known mineral occurrences of Newfoundland, the term mineral belt is here introduced.

The Bureau of Mines demonstrated a technique for electrowinning titanium from titanium nitride and titanium dioxide. Titanium-nickel-copper metal solutions containing 26 to 61 weight-percent titanium were prepared by electrolyzing titanium nitride in molten mixtures of potassium fluotitanate) and sodium chloride or barium chloride and depositing titanium on nickel-copper cathodes. A titanium-nickel alloy was prepared by electrolyzing titanium dioxide in an electrolyte of potassium fluotitanate) sodium fluoride) and calcium fluoride and depositing titanium on solid nickel cathodes. This alloy contained 21 weight-percent titanium and had a combined oxygen-carbon content of less than 0.1 weight-percent. A compartmented cell confined the oxide feed near the anode and inhibited oxygen contamination of the metal.

Blasting operations produces gases and fumes that may be toxic or non-toxic in nature. A detonation of commercial explosives such as ANFO, emulsion, and dynamite would ideally produce only nontoxic products such as steam (H2O), carbon dioxide (CO2) and nitrogen (N2). However, in the real world, the detonation of explosives produces toxic products such as nitrogen dioxide (NO2), nitric oxide (NO) and carbon monoxide (CO). The focus of this study is the blast fumes entrapped in the muckpile. Fume clearance and workplace re-entry time studies performed in the past have overlooked the toxic gases entrapped in the muckpile. Studies show that as much as 60% to 70% of the fumes or gases produced during blasting underground can remain entrapped in the adjacent rock mass or in the muckpile. The toxic fumes trapped inside the muckpile are slowly released and could be fully uncovered during the mucking process. Exposure to these gases or fumes is hazardous to mine workers. In this study, author have analyzed the nature of fume flow, i.e. accurately predicting where and how the fumes flow after an underground development/tunnel blast. This will help in determining i) precise re-entry times for the workers ii) rate and direction of the fume flow. Computational Fluid Dynamics (CFD), a mathematical simulation technique that predicts fluid dynamics phenomena is used for this purpose. CFD is preferred over physical models because it is inexpensive, once the accuracy is established, a wide range of scenarios can be simulated quickly, and the toxic gas flow patterns through underground openings can be analyzed efficiently. For this study, CFD is performed using SC/Tetra software owned by MSC software company.
