This report describes the feasibility of mining the oil-shale deposits of the Piceance Creek basin in Colorado by an integrated open pit system. The study is based upon a comprehensive analysis of pertinent environmental, economic, and engineering factors. Ten mining cases are investigated, and the mine design and cost estimates for each case are presented in this report. Nine of the cases represent three cutoff grades, defining oil shale ore as equal to and above 15 gallons per ton (gpt), 20 gpt, and 25 gpt, at three ore production levels of 500,000 tons per day (TPD), 1,250,000 TPD, and 2,500,000 TPD. The tenth case is an alternate design of the 500,000 TPD production rate at the above 15 gpt cutoff grade. The report consists of Volume I, a technical and cost comparison of the ten cases; Volume II-Part I, a detailed explanation of the estimating methods used; and Volume II-Part 2, a more detailed discussion of the technical and cost features of the ten cases than is presented in Volume I.

Experimental results obtained from large-scale (7 ton), long-term (500 days) leaching of low-tenor copper sulfide ores were interpreted by a geometric model involving the movement of a reaction zone through the ore fragments. The postulated leaching mechanism involved mixed kinetics and included diffusion of the reacting species through the host rock and a chemical reaction at the surface of the mineral particles. Ore properties which were considered were Ore particle size and shape, grade of ore, and mineral content. Excellent agreement between the mixed kinetic model and the laboratory leaching results was obtained when -1/2-in. ore particles were not included in the leach. Also, a satisfactory prediction of copper recovery from +1/2-in. ore with a different particle size distribution was made; however, it was necessary to modify the shape factor in the model. Prediction of copper recovery from an ore sample which included the -1/2-in. fine fraction and leaching for 460 days was 56.5%, and the recovery from leaching was 47.0%. The presence of fines caused solution channeling and a deficiency of oxygen which inhibited the leaching rate. Also, compaction of fines around coarser particles interfered with circulation around the ore particles, and bulk solution transport probably was a rate controlling factor.

INTRODUCTION Coal is a solid, combustible mineral substance resulting from the degradation and alteration of vegetable matter largely in the absence of air. In this natural process of coalification, some non-combustible mineral matter is always associated with the combustible material. Coal preparation or cleaning is the process of removing this inert mineral matter from the coal. Preparation is highly successful in removing the large fragments of inert material, but is not very effective in removing the fine inorganic mineral matter intimately associated with the coal. Of the 600 million tons of coal produced in the United States every year, approximately one-half is produced by coal cleaning methods (1). The bulk of this tonnage is cleaned by coarse or intermediate gravity preparation methods (5 inches to 28 mesh, Tyler). Fine cleaning, say, -28 mesh, is done by shaking tables, washing cyclones, and flotation, or, until recently, the fines were either incorporated into the clean coal or simply discarded--not infrequently, the latter. In 1972, only 13 million tons of raw coal were cleaned by flotation in the United States, and from this 8.4 million tons of clean coal were produced (1). The percentage of clean coal produced by flotation in Europe (England, West Germany, Poland, U.S.S.R., etc.) is substantially higher. However, coal flotation has grown rapidly in the United States from only a few plants in 1950 to 31 in 1960 (2) and 66 in 1970 (1). Virtually all new preparation plants incorporate flotation into their basic flowsheet. This paper describes research conducted under the BuMines's Advancing Metal and Nonmetal Mining Technology Program, a major element being the application of new and improved technology to shaft design in deep underground vein-type mines. Two basic design parameters considered in shaft planning are configuration (shape) and ground support. The most common shapes are circular and rectangular. Ground support systems include concrete, timber sets, steel sets, rock bolts, and steel liners. The inherent advantages and/or disadvantages of various shaft designs such as ventilation and fire resistance, flexibility and ground support characteristics are well known. Circular concrete-lined shafts have minimal resistance to air flora and are virtually fireproof, an important consideration in deep hot mines. However, concrete does not yield significantly, and failure conditions and misalignment cannot be easily repaired. Timber-supported rectangular shafts predominate in the Coons d'Alene Mining District with its highly stressed and frequently heavy ground. The sets can be relieved and reblocked when out of alignment. However, the constant maintenance and repair requirements result in exposure to an inherently dangerous working environment combined with excessive operating costs. Obviously a dilemma exists--a circular, concrete-lined opening has many desirable features, provided it is strong enough to withstand the stresses involved. Rectangular, timber supported shafts have proven adequate in the Coeur d'Alenes; however, the implication of increased maintenance and repair requirements on ever-deepening shafts in this district and other similar areas will be an important design consideration in the future. This paper, then, presents shaft-configuration and ground-support guidelines to help remove some of the uncertainty concerning the stresses to be encountered in typical deep vein mining areas.

In the deep vein mines of the Coeur d'Alene mining district, rock bursts are a potential hazard to the mine structure and underground personnel. Damage repair costs are estimated by one company to exceed $1 per ton of ore mined. The Bureau of Mines, in cooperation with the mining companies, has conducted research intermittently over the past 10 years to help reduce bursts. Onsite inspections of major rock bursts were conducted, and reports were submitted to mine management; these included the geology and geometry of the affected area. The paper discusses the development and improvement of microseismic and surface monitoring equipment. The underground microseismic network, when operated on a regular basis and the results plotted daily, is capable of detecting stress concentration in certain areas. The surface seismographs record rock bursts, blasts, earthquakes, etc., throughout the district and show approximate location, time, and relative intensity of the event.

INTRODUCTION The Japanese dependency for mineral raw materials from foreign sources increased rapidly within the 20 years since the Korean war. During this 20 year period Japan has attempted to industrialize and develop her economy while depending mostly on heavy import of nearly all kinds of mineral raw materials. She has fabricated them using energy generated mostly by mineral fuel that are also imported. Fabricated goods are either used domestically to accelerate more fabrication industry or exported after adding more refinement or fabrication. In this paper iron ore as a major raw material for the Iron and Steel industry, three major base metals, copper, zinc and lead, and petroleum as a major energy source have been selected as examples to represent the general features of various kinds of mineral raw materials that are imported. Among other important mineral commodities for which Japan dependa upon foreign sources are: Aluminium, nickel and cobalt, potash and phosphorous 100 percent dependent and tin, tungusten, chromium and molybdenum over 95 percent dependent. IRON ORE Statistics for the important iron and steel raw materials, namely iron ore, coal and scrap iron are shown in Tables 1, 2 and Fig. 1. Iron ore is by far the most important and basic among these three commodities. There has been practically no steel or iron imported as a metal into Japan during this period. Iron ore, including aggregate such as pellets, and metallurgical coal are mostly transported in large ore cargo boats to the port where very efficient port facilities unload them directly at the steel mill site. Potash production from natural brines of the Bonneville Salt Flats has a comparatively long history dating back to the start of World War I. However, it vas sot until the late 1930's that a successful commercial potash operation was achieved by a firm known as Bonneville Ltd. While improvements in operating techniques, pond design and equipment have been incorporated as they became available it should he understood that the basic technology developed in the late 30's and early 1940's by Bonneville Ltd, for potash production has not been changed significantly. The purpose of this paper is to present a brief review of the history, geology and hydrology of the Bonneville Potash operations and discuss the cur¬rent methods employed for brine collection, solar evaporation and the recovery of potash and other brine chemicals. A detailed study of the hydrogeology of the Bonneville Salt Flats wan made by L. J. Turk,1 Ph.D. thesis for Stanford University in 1969, under the auspices, of Kaiser Chemicals the Industrial Chemicals Division of Kaiser Aluminum & Chemical Corporation. Turk's thesis furnished much of the information presented in this paper.

The computer program described in this user's guide provides for the static, three-dimensional, linear and nonlinear analysis of structural and geological systems by the finite element method. The guide describes the capabilities and general features of the program and shows how input is prepared. A number of recent advances in finite element theory and computer technology are incorporated in the program. Nonlinear material properties are provided for, including isotropic, anisotropic, and time-dependent material properties, gravity loading, simulation of a sequence of excavation or construction, and a slip or joint element. The finite elements include beam, rod, axisymmetric and plane quadrilateral, hexahedron, thick shell, and axisymmetric and plane joint. The program also has an automatic mesh generator to minimize user input preparation for continuum finite element meshes.

This report is mainly concerned with the modification and development of a users manual for the Open-Pit Materials Handling Simulator (OPMHS) developed at Penn State. Model Modifications included the introduction of a free-format input, the application of a Weibull random generator, facilities to stochastically simulate shovel-dragline operations, and routines to increase the flexibility in making truck assignments. At the same time, core storage requirements and execution times were minimized and all P.S.U. conventions were removed to allow operation on other computing systems.

The Tayoltita Unit of Minas de San Luis, S. A. is situated in an isolated corner of the state of Durango, Mexico. The ore deposits in the region were first worked by Indians, but by 1757 the Spaniards had discovered them, and the first systematic exploitation of the mines commenced. By the early 1900's most of the mines had been acquired by American interests, and the San Luis Mining Company was organized. The modern period of exploitation, uninterrupted for the last 74 years, began. In 1962 the company was fully "Mexicenized" in compliance with the modification of the mining law, and the name was changed to Minas de San Luis, S. A. Tayoltita continues as one of Mexico's most important silver and gold mines. The ore is extracted in en extensive underground operation, mining epithermal fissure veins by selective methods. The ore is milled and treated in an efficient counter-current cyanide plant, where 95 % of the silver and 96 % of the gold is recovered. Current annual bullion output is 55,000 kg (1.7 million troy oz) of silver and 1000 kg (31,000 troy oz) of gold from milling 165,000 try (181,900 stpy). Rough, 33-kg (1000-troy oz) bullion bars are smelted at the mine, shipped by air to Mazatlan, Sinaloa, and are thence sold to the Met- Mex Peñoles smelter in Torreon, Coahuila. Ore reserves, blocked by very conservative methods, are currently at 540,000 tons (595,000 st). Ore reserve grade is 425 g of silver and 6 g of gold per ton (12.4 troy oz Ag and 0.18 troy oz Au per st).

The Bibliographic Data Base is the result of a literature search con-ducted as one task of the technology assessment of current and advanced logging techniques, sponsored by the United States Bureau of Mines. After compilation, the bibliography was converted to an automated form for ease of utilization, and to allow for maintaining and updating the data base. The data base covers articles, symposia, books, patents, corporate and government reports, and other literature concerned with some aspect of borehole logging from January 1969 through December 1975. Periodic up-dating will be necessary to keep the data base contents in step with developments in the rapidly advancing field of application of borehole logging to mining. Many bibliographic indexes were scanned for entries relating to the subject of interest, and those entries which were included in our data base contain a reference to the bibliographic index in which they were listed (see Section 2.4.7). With the aid of these indexes, a vast number of publications, including foreign reports and publications, have been scanned for works relevant to borehole logging technology.

The Department of Interior, U.S. Bureau of Mines performs the task of estimating the quantity of coal reserves existing in each state on a county by county basis. As a part of Information Circular 8655, the Bureau of Mines established the criteria for the uniform estimations of coal reserves and listed the most recent estimates of coal reserves by county and by seam. At the same time however, the Bureau recognized that these figures represented the upper bound with regard to the estimated actually usable or obtainable reserves. Recovery of these reserves are subject to the mining methods used and to the resolution of such problems as the use of poor quality coal and competition provided by conflicting land use. These problems, in practice restrict the recovery of the estimated quantities of coal reserves listed in IC 8655. Another impact, the subject of this manual, is the impact resulting from previous mining activities. In particular, many of the reserve seams included in the reserve estimates overlie or underlie mined-out coal beds. Portions of these reserve seams may therefore be unmineable or at best may have a reduced quantity of extractable coal. In order to improve the accuracy of the coal reserve base estimates, the Bureau of Mines funded an effort1 to develop a systematic methodology for estimating the coal loss associated with the impact of previous mining activity. The coal loss calculation model (CLCM) described in this manual is a result of that effort and addresses the percentage of coal loss in reserve seams due to previous overmining or undermining.

By American tradition, if not by rational decision, publicly owned natural resources have been transferred to private industry for processing. The process of transfer requires specific determination of the price which the patentee, buyer, or lessee must pay to the government in exchange for the right to develop a resource, and selection of the patentee, buyer, or lessee from among several possible contestants. Pricing of natural resources owned by the government presents a set of problems quite different from ordinary commodity pricing. Natural resources in situ are not homogeneous commodities. Within any class of natural resources, specific leasable parcels will differ in value by reason of location and accessibility, as well as quality and quantity. Thus, there is no "going price;" every lease within a specific resource class will have a different value. To complicate further the pricing and buyer selection problems, competition may not be reliable. Natural-resource markets are characterized by oligopsony conditions. In a significant number of cases, as will be shown later, there has been only one bidder for a given lease, and in most lease sales the number of bidders is equal to or less than three. As a further complication, there is great uncertainty regarding the value of specific resources, even among the best-informed buyers, as well as within the leasing agency. In some instances, particularly with regard to oil and gas resources, there may be uncertainty about the presence of resources, as well as the quantity and quality of any resources contained in the tract offered for lease. In other cases, such as oil shale and some deep ocean minerals where new technologies are involved, the presence of the resource is clearly established. There may be a relatively high degree of knowledge about the quantity and quality of the resource, but there is great uncertainty concerning the cost of production. These problems in total make it difficult for the leasing agency to appraise accurately the resource to be leased, as well as for the potential bidder to calculate a bid price that will yield him a normal profit. The pricing goal of the federal government as the seller or lessee may be to capture the economic rent; that is, the price of a resource might equal its discounted present value. A required price substantially above this amount would either generate no bids, or, in the long run, would bankrupt the buyer. A price below this amount is a disguised subsidy to the lessee. A subsidy to mineral lessees, as to any other economic interest group, as a minimum should be justified by a clear showing of net external benefits from the economic activity. In the case of timber sales by the U.S. Forest Service, the Forest Service Handbook asserts that "the aim in national forest stumpage appraisal is to determine market value,"8 and "market value" is equated to "fair market value." This report provides concepts for two automated longwall mining systems; one for operation in a 42 to 57-inch thick section of the Lower Kittanning coal seam, the other in a 57 to 72-inch thick section of the Pittsburgh seam. The Lower Kittanning concept uses a single-drum bidirectional shearer and 500-ton capacity 4-leg chocks and the Pittsburgh concept uses a double-drum shearer with 500-ton shields. Each concept is designed to produce in excess of 2,500 tons of clean coal per shift with a 6-man face crew. The automated longwalls consist of off-the-shelf control system hardware attached to standard longwall equipment. Control hardware includes a control and display console; prime and backup mini-computers; multiplex data transmission, power, and control lines; several remote terminals which serve as interface junctions; and various sensors and actuators located on the longwall equipment. The system can be operated either fully automatically, remotely or manually.

The contribution of minerals to the growth and development of the United States is best demonstrated by the uses which have evolved during the past two centures. During pre-Revolutionary days the colonies were essentially agricultural in character, producing cotton, tobacco, rice, indigo, grains and flour, fish, livestock, dairy products, and timber. Shipbuilding was the major manufacturing industry. In 1763, the total value of exports for Virginia, Maryland, New York, Pennsylvania, and Massachusetts was £2,722,000, of which £55,000, or 2 percent, was for "copper ore, and iron in pigs" (3)1 and £49,000 was for 21,000 barrels or hogsheads of "pot-ash." The value of 75 ships built for sale in 1763 by the colonies was £61,500.

In this two-year study, an evaluation of mining and reclamation practices at 159 randomly sampled surface coal mines in the United States was conducted. It is concluded that reclamation practices in most of the 22 coal-producing states were adequate during 1975, but that improvement in reclamation performance was desirable in the acid area of the central U. S. and in mountainous southwestern Virginia. Productivity improvements should result from research to determine efficient or optimal operating procedures for dragline stripping of single and multiple seams, surface mining of lignite, multicut and multiseam haulback mining on steep slopes, mountaintop removal, and surface mining in swampy or deeply glaciated areas. Specific candidate research projects are discussed in this report.

Sulphate concentration in groundwater is a good measure of the extent of oxidation of sulphides, provided that sulphide minerals are the primary source of the sulphate. A study was conducted near the Eustis Mine in Quebec to determine where and how the sulphate in groundwaters originated. Atmospheric precipitation is the only source of sulphate other than oxidation of sulphides, and in this study area it is equal to 0.01,. millimole per litre. The oxidation of sulphides can be divided into subsurface oxidation (mainly inorganic processes) and surface oxidation (including both organic and inorganic processes) . The maximum sulphate concentration due to subsurface oxidation of sulphides depends on the solubility of 0 2 in water and is 0.25 millimole per litre. Surface oxidation is, therefore, responsible for any amount greater than atmospheric plus subsurface contributions (0.29 millimole per litre). Surface inorganic oxidation occurs in waters with a pH greater than 15 and is controlled by the kinetics of the oxidation processes. Organic (bacterial) surface oxidation is dominant only in acid (pH< 1.5) waters. The bacterial action accelerates the oxidation of sulphides, and large quanttties of sulphate may be introduced into solution.
