In planning the operation of a new mine or new sections of an operating mine, due provision must be made for the ultimate recovery of as much of the seam as is consistent with safety and economic principles. Each mining district and, indeed, each seam, especially in mining under submarine conditions, has individual problems which render hard and fast rules under all conditions of mining impossible. However, certain basic principles can be applied to all seams under specific conditions. In all mines, the two basic methods of mining, 'longwall' and ?room-and-pillar? or their variations, can be adopted, but certain fundamental factors must be analyzed before either method is finally applied to the extraction of the seam. The factors which enter into the successful, safe, and economic extraction of all seams are, briefly stated, as follows: (1) Character and thickness of the seam. (2) Character of the floor and immediate roof of the seam. (3) Composition, strength, and thickness of the overlying beds to the surface. (4) The depth of cover to the surface or sea bottom. (5) Conditions under which the seam is mined (land or submarine area). (6) Pitch of the seam. (7) Economic value of the seam. (8) Mining laws.

"THE OPERATION of the Potash Company of America, Ltd., at its plant near Saskatoon, Saskatchewan, is the result of many years of exploratory and development work, culminating in the construction of a shaft, milling, concentrating and other facilities necessary to the production of potash in a marketable form.The possibility that potash existed in •commercial quantities in Saskatchewan was first indicated in 1943, although it was not until mid-1946, when Bata Petroleums penetrated a potash bed at its Verbata No. 2 well near Unity that substantial in-ter.est was developed in the possible exploitation of this important mineral product.The Potash Company of America, which is the largest producer of pot-ash in the Carlsbad, New Mexico area, a district that has been sup-plying about 90 per cent of the North American potash demand, be-came interested in the Saskatchewan deposits •at an early stage. Its engineers made an intensive study of the western Saskatchewan area in 1947 and continued their review of operating problems throughout the next three years.""Potash"" is the commonly used general term applied to the minerals of potassium, of which there are several. The most common mineral forms in which it is produced are potassium chloride and potassium sulphate. The potash content of potassium compounds is ordinarily ex-pressed in terms of potassium oxide (K20) equivalent."

THE DEVELOPMENT by the Iron Ore Company of Canada of the Quebec-Labrador mining project, which eventually led to 'Iron Ore in 1954', involved, from the start, several distinct undertakings. Among them, the most important were: The construction of a 360-mile railway, linking Knob Lake with Seven Islands. The erection of a railway terminal, and harbour facilities, at Seven Islands itself. The building of an entire townsite at Schefferville (formerly Knob Lake) The construction of two hydroelectric plants; and, finally, The development of a sufficient number of orebodies to enable a production of 10 to 15 million tons of ore a year. Since these phases of the project have already been the subject of previous discussions, this paper will not elaborate further on them but will rather concern itself with a brief outline of the Company's current mining practices.

Shore Gold Inc. (Shore) is presently designing a diamond processing plant for the Star and the Orion South kimberlite deposits in the Fort à la Corne (FalC) area in central Saskatchewan. The first step in the plant is diamond liberation and occurs in the comminution section. Diamond liberation is the process of breaking up the kimberlite rock, as gently as possible so as not to damage the diamonds. Autogenous grinding mills (AG mills) use a combination of impact crushing, abrasion and attrition to break up the kimberlite. The forces that occur during the actions of abrasion and attrition cause the kimberlites to break up preferentially along lines of weaknesses which offers a ?diamond friendly? method of comminution. Hard competent kimberlite is commonly found in the diatreme zone as well as the root zone of the volcanic pipe and is the source of kimberlite for most of the Southern African diamond mines. Softer kimberlite is typically found in and around the crater area of a volcanic pipe and it is this kimberlite that makes up the majority of kimberlite for both the Star and Orion South deposits. These softer kimberlites can be readily broken up using abrasion and attrition imparted by AG mills. In order for Shore to benefit from the softer kimberlite found in the Star - Orion South diamond project, two large (10.97 m diameter x 7.10 m long) AG mills were designed for the comminution section based on extensive test work and simulations by Metso Minerals (Metso).

WHEN 1 was assigned by the Director of the United States Bureau of Mines to present a paper at this annual meeting of the Mining Society of Nova Scotia, 1 was grateful, honoured, and elated to realize finally a life-long desire to see your beautiful land and visit with you who have the good fortune to live and work here. Naturally, in preparing for this important event, 1 wanted to give you something of special interest within the limits of the subject so I chose an area dose to my heart -the operation of our Federal coal mine inspection service, which has, as its fundamental purpose, the prevention of accidents in and around ?Coal mines. In 1957 the United States had 10,879 active coal mines scattered throughout 28 States and the Territory of Alaska. The production of coal for the year was about 515,472,000 tons, including 2.5,472,000 tons of anthracite and 490,000,000 tons of bituminous coal and Hgnite. Anthracite is mined principally in a comparatively small area of one State. AU the 28 States and the Territory produce bituminons coal and/or lignite. The beds mined range from 18 inches to more than 100 feet in thickness and from the horizontal to the perpendicular.

"Dialkyl dithiophosphinates are a unique class of collectors used in the flotation processing of Cu- Au, complex polymetallic, and precious metal ores. They are known to exhibit higher selectivity and flotation rates for Cu sulfides, galena, and precious metal values in the presence of other gangue sulfides, than the traditionally used collectors such as dialkyl dithiophosphates and xanthates. They also have an attractive HSE profile. Historically, for most reagents used in flotation, practical methods of chemical usage have preceded detailed scientific understanding of how they work; this applies also to dithiophosphinates. Recently, however, the research community has shown significant interest in this chemistry, and numerous studies have been conducted to understand the fundamentals of interactions of dithiophosphinates with several base metal sulfides and precious metals. A critical overview of fundamental studies, laboratory ore flotation, and plant practice of dithiophosphinates is given in this paper. The findings from these studies are rationalized by drawing on concepts and insights from coordination chemistry. A comparison between the interactions of dithiophosphinates and dithiophosphate analogues with various minerals and metals is also made throughout. We believe that such a critical analysis/overview will be invaluable in identifying gaps in knowledge regarding this important set of compounds, which in turn may provide a basis for the design of studies that can advance understanding of their flotation performance. INTRODUCTIONDialkyl dithiophosphinates are an important member of the class of thiophosphorus compounds that are widely used in flotation beneficiation of base metal sulfide and precious metals ores. Ore flotation studies and plant practice experience have demonstrated their unique properties compared to the traditionally used sulfide collectors such as dialkyl dithiophosphates (their closest analogues) and xanthates. The predominant dialkyl dithiophosphinate used in the industry today is sodium diisobutyl dithiophosphinate (a.k.a. DIBDTPi; AEROPHINE® 3418A1 introduced by American Cyanamid in the late 1970s; Figure 1). The widest application of AEROPHINE 3418A is found in complex polymetallic ores of Cu-Pb-Zn-Ag, Pb-Zn-Ag, and Cu-Zn where it has demonstrated improved recoveries (and flotation rates) of sulfide minerals of Cu, Pb and Ag and selectivity against sphalerite, iron sulfides, and penalty elements (Mingione, 1991). More recently, it has also been used as a collector in the processing of Cu, Cu-Ni, and Ni ores (Guitard et al., 2015) and Cu-Au ores (Dunne, 2005). In general, it is considered to possess the collecting power of xanthates together with the selectivity (against pyrite) of dithiophosphates (Hope et al., 2003a, 2003b), while requiring lower dosages than those reagents (Guitard et al., 2015). AEROPHINE® 3418A has also found an important place in several targeted formulations to improve flotation performance. Other benefits of this reagent include higher flotation rates, having a better HSE (health, safety and environmental) profile2 compared to xanthate, and exhibiting resistance to hydrolysis and oxidation (Guitard et al., 2015). Compared to diisobutyl dithiophosphate (DIBDTP), which is known to contribute significantly to frothing (often leading to over-frothing), AEROPHINE® 3418A is observed to be froth neutral (i.e. it does not alter the existing froth characteristics). As is the case for other flotation reagents, the design and application of AEROPHINE® 3418A has preceded understanding of its behavior at a fundamental level. Recently, there have been numerous fundamental and application studies designed to develop a better understanding of its interaction with sulfide minerals and precious metals. The complex system has been developed for long-term assessment of world prices and sale volume of primary aluminium when using the analytical model of the market and market supply forecasts as well as economy development in the Western countries characterized by the industrial production indices as correct data of Western World aluminium consumption are absent, The important part of this system is the model developed for forecasting the degree of capacities utilization of smelters and refineries depending on the price level, The model contains a statistic part corresponding to the capacities distribution by the production cost, and a dynamic part determining the deviation from the static depending on the price variation dynamics, The developed complex system has been identified by the actual data of the world prices of smelter grade alumina and primary aluminium, conservation and reactivation of refineries and smelters in the Western countries within the period from 1992 to 2003. The system was used for primary aluminium and alumina price forecasts till 2020.

Flotation works very well for particles that are typically in the range 20 to 150 µmin diameter, for base metal ores. In this range, it is possible to get quite high recoveries in conventional flotation machines. Outside this range, the recoveries decline progressively, whether it be with the very fine or the coarse end of the size spectrum. In this paper, the reasons for the drop-off in recovery are briefly reviewed, together with strategies for future work. Recent progress in the author's laboratory will be described. These include the Concorde Cell, which takes advantage of the high dissipation rates in the shock wave created when a gas-liquid mixture reaches supersonic velocities. The environment thus created is very beneficial for the flotation of ultrafines. For coarse particles, the reasons for the drop-off in recovery can be related to the highly turbulent nature of the pulp in a conventional flotation cell. To improve recovery, it is necessary to find a way of bringing particles and bubbles into contact in a quiescent environment. A new process for coarse particle flotation will be described, in which a fluidized bed is created in the flotation cell. The flow conditions are very gentle, and the high solids concentration leads to rapid rates of capture of the particles. Experimental results are presented. It is apparent that the maximum floatable size for coal and minerals can be increased by a factor often over the limits found in current practice. Advances

"The 1994 Quebec Budget included a significant overhaul of the mining duties sys-tem in that province: broadening the base and lowering the rate, all in the name of “ensuring the integrity of the taxation system"" and ""enabling the State to collect fair compensation "". The reforms hit hardest on the small, lightly-capitalized producer, by repealing the basic annual exemption, limiting the refund for losses, and significantly reducing the investment and processing allowances. There is some relief provided in the form of faster depreciation rates and a lower nominal tax rate, but the thrust of the overhaul is clear -higher taxes on the mining sector.IntroductionAlthough Quebec's mining tax regime represents under 10J0 of the province's revenue base, and was significantly reformed in 1979 and 1985, the May 13, 1994, provincial budget introduced further significant changes to the Mining Duties Act, The hope (on the part of the province) is to reduce the provincial ""subsidy"" for mining by $20 mil· lion per year by 1996."

The feasibility assessment of a mineral deposit requires the construction of a geo mechanical model of rock mass properties, for the purpose of preliminary mine design. The Noranda Technology Centre has been involved in the development of geomechanical models for several mineral deposits at the feasibility stage. Each model is constructed through intact rock testing, geotechnical core logging, geotechnical mapping and rock mass classification. Rock mechanics principles are used to develop conceptual stope designs and propose possible mining sequences. This methodology is applicable to both new mining projects and to the development of new areas within anoperating mine. This paper explains how the geomechanical model is developed and reviews its application to several case studies.

Slag fuming has remained a key process for the recovery of Zn, Pb, and minor elements in the integrated flow sheet at Teck Cominco's Trail Operations for more than 75 years. Since the start-up of the KIVCETTM process and the #3 slag fuming furnace in 1997, a range of process intensification projects have been completed to improve metals recoveries and throughput based on improved process control, mechanical modifications, and, most recently, the implementation of oxygen enrichment of the blast air. This latter project, initially named 'nitrogen depletion' and now 'nitrogen oxygen performance enhancement' (NOPE), is the primary focus of this paper. NOPE reduces the amount of heat required to heat the inert nitrogen gas, and therefore more of the energy input can be used for reduction. It also frees up boiler capacity because the inert nitrogen gas does not then have to be cooled down. A dynamic METSIMTM model was developed to determine the opportunities to improve the process capacity and heat balance to both assist with justifying the project and to verify the observed furnace behaviour. Several process safety management issues were also addressed and a few key minor mechanical modifications were made to allow the project to proceed to commercial implementation at 25% blast air oxygen enrichment. Short term plant trials have confirmed the model predictions. The first three months of a long term, continuous trial showed a 6% increase in zinc fuming rate from average furnace performance despite the implementation of a KIVCETTM fluxing change to assist with minor element recovery that was expected to negatively impact the zinc fuming rate by 3 to 5%. This encouraging result is also in line with the model predictions.

An open-pit mining operation can be viewed as a process by which the open surface of a mine is continuously deformed. The planning of a mining program involves the design of the final shape of this open surface. The approach developed in this paper is based on the following assumptions: 1. the type of material its mine value and its extraction cost is given for each point; 2. restrictions on the geometry of the pit are specified (surface boundaries and maximum allowable wall slopes); 3. The objective is to maximize total profit-total mine value of material extracted minus total extraction cost. Two numeric methods are proposed: A simple dynamic programming algorithm for the two-dimensional pit (or a single vertical section of a mine), and. a more elaborate graph algorithm for the general three-dimensional pit. Although the title of this paper focuses attention to the Winnipeg coal market the following remarks should be considered applicable not only to conditions in Winnipeg but to the whole western coal industry. Technical descriptions of coal and coal-burning have been omitted. These details are already covered in other numerous publications. In discussing a market the first consideration must be the product which is required to be sold. The class, quality and price at the point of origin must be taken into account and therefore this feature will be discussed before proceeding to outline conditions in the Winnipeg local market. The writer thinks of coal as a manufactured article, not, as it is generally considered, a fuel to be dug from the ground and dumped into the consumer's bin. The work of manufacturing must be considered in detail:- 1. Consider first the coal as it is in the ground: (a) What is its fuel value? (b) Where is its market? © With what will it be in competition? 2. Consider secondly: (a) What it will cost to mine the coal. (b) What has to be done to prepare the coal for market after it is mined. This must be considered in conjunction with the answer to question 1 ©. 3. Thirdly, consider the method of business to be adopted by the producer:- (a) Is it proposed to build a market on price? Or (b) On quality?

The Jabiluka One and Two uranium deposits occur in Lower Proterozoic metasediments of the Cahill Formation, which is part of the Pine Creek Geosyncline in the East Alligator River area, Nothern Territory. The Jabiluka One deposit coincides with a "window" through unconformably overlying Middle Proterozoic sandstone of the Kombolgie Formation; Jabiluka Two is completely covered by that sandstone. The observed part of the Cahill Formation exhibits four horizons which are favourable hosts for uranium mineralization. These have been folded into an east-southeast-striking, gently plunging, open asymmetric syncline-anticline structure. The host rocks are mainly chlorite and/or graphite schists and their brecciated equivalents which have undergone initial regional prograde metamorphism to the amphibolite facies, then retrograde metamorphism to the greenschist facies. Mineralization consists of pitchblende, mainly filling open spaces and to a lesser extent in disseminated form. Chlorite, pyrite and quartz are commonly associated with the uranium mineralization. A portion of the Jabiluka Two deposit contains economic concentrations of gold. Structural preparation with low-pressure conditions at these sites appears to be the most significant ore control. Genetic hypotheses favour initial deposition in Lower Proterozoic sediments, followed by remobilization during later orogenic events. The deposits bear a marked similarity to some pitchblende deposits in central Canada.

Introduction The purpose of this paper is to discuss, in a general way, the application of geological principles in the exploration for, and development of, deposits of industrial minerals. Mention of geological factors pertaining co specific minerals will be by way of illustration only. Since many prospectors are little acquainted with the geological setting and mode of occurrence of deposits of these minerals, some prospecting possibilities in the field will be pointed out. Geology is a tried and proven tool in the search for and exploitation of metalliferous deposits and of oil and gas fields, but, so far at least as Canada is concerned, only very rarely has a directed, intensive search been made for deposits of industrial minerals. Examples might be cited, however, where, in other countries, such investigations have yielded rich rewards. Thus, development of the vitally important potash deposits of New Mexico was the result of a deliberately planned programme of geological investigation, first by United States Government agencies, and later by private interests. War or the threat of war, or peace-time industrial expansion, can render concentrated exploration for specific minerals desirable or even essential. Such exploration is, primarily, a geological problem. Admittedly, there is in general less scope for the application of geology in the search for, and development of, deposits of industrial minerals than of metalliferous minerals, oil, etc. Where the latter are concerned; the objective of exploration is to find a material that is valuable, within broad limits, no matter where it is located or how it occurs. The unit value of the material is limited only by the amount of the valuable constituent in the formation- its possible upper limit is tremendously high. On the other hand, many industrial minerals constitute in themselves 90 per cent or more of the formation- their amount cannot increase and their unit value is commonly low. Moreover, for commercial exploitation, the deposit must, in general, be reasonably close to markets or to plant or other facilities for processing the raw material, since, owing to its low value, this cannot be transported any great distance. As a consequence, intensive geological search for and investigation of such deposits has been restricted to industrialized areas. Obviously, however, it is good insurance for any operator to understand the geological background of his deposit, particularly in the case of new developments.

AT the present time we hear a great deal about organization of labour, collective bargaining, workmen's councils, and company unions; about C.1.0. with its principle of vertical unions and A.F.L., largely based on craft unions; and about provincial and federal laws for protection of labour's right to collective bargaining. What we perhaps hear too little about is corresponding organization of the employers, although it recently is mentioned more frequently. I will only mention W. H. Davis, Chairman of the United States War Labour Board, who has had and is having plenty of experience in this field and has also studied labour conditions in Europe-in Sweden for instance. He has repeatedly expressed the opinion that where employer-employee problems are involved, a thing badly needed in America is organization of employers as well as employees to get some order in the present chaos. With this I agree. I believe a strong organization on one side necessitates a correspondingly strong organization on the other side; that has at least been the experience in the industrialized countries in Europe. I happen to be fairly familiar with conditions in Norway, where they have struggled with these problems for fifty years, and a talk on the history, development, and present state of employer-employee relations in that country might perhaps be of interest as giving a general picture of the development of such relations in the northwestern European countries as a whole. The talk was originally given to the Fourth Year students in Mining and Metallurgy at the University of Toronto. I have changed it somewhat to fit a different audience, but I hope you will make allowances if you now and then are reminded of the school auditorium. I will try to be as objective and factual as possible, but it is probably unavoidable that some of what is said is coloured by personal opinion.
