Aruba, formerly a. part of the Netherlands Antilles, separated on January I, 1986, and became an autonomous part of the Netherlands. Full independence of the island from the Netherlands is scheduled for 1996. In this chapter, however, Aruba's statistics are included with those of the Netherlands Antilles. Tourism continued to be the main industry of the island, which continued to depend heavily on imports, mostly from the United States. During the year, the Government was preparing legislation to regulate the exploration of oil deposits in the relatively shallow sea around Aruba.

During 1982 and 1983, the Bureau of Mines concentrated its fugitive dust control research on haulage road dust suppression by newer chemi-cals relatively unknown in the mineral industry, innovative dust control designs for haulage trucks, chemical tailing basin stabilization, and combined chemical and vegetation tailing basin stabilization. Relatively unknown dust suppression chemicals and innovative aerodynamic modifications to haulage truck fender designs were tested on a Minnesota sand and gravel operation haulage road. Magnesium chloride salt at 95-pct control efficiency and a petroleum derivative at 70-pct control efficiency were effective in suppressing dust generated by haulage vehicles; however, none of the fender modifications were successful. Commonly used dust suppressant chemicals were tested on a Minnesota taconite tailing basin to reduce the dust lift-off during the spring and fall dry seasons. The most successful chemical was lignin sulfonate with a seasonal cost of less than $200 per acre to achieve 90-pct dust control. When chemical treatments for immediate dust control were com-bined with revegetation for permanent control, the most promising chemical treatment based on vegetation response was lime-neutralized lignin sulfonate.

"PURPOSE OF REPORTThe purpose of this report, which is the third of a. series on the coal mines of the Western States, is to give the findings of a study of the causes and methods of prevention of accidents from falls of root and coal in the mines of Lincoln County, Wyo. The three mines covered in this report, referred to as A. B. and C, account- for 9 per cent of the coal production in the county and nearly 9 per cent of the State's total production. For comparative purposes some statistical data are presented bearing upon the relation of injuries to their causes, to tonnage produced, to men employed, to days worked, and to days lost as the result of injuries.FATALITIES IN WYOMINGTo show the necessity for this study, Table 1 given the fatalities that occurred during 1928 in the bituminous—coal mines of the United States, of the State of Wyoming of Lincoln County, and in Mines A, B, and C, followed by a brief description of the Kemmerer coal dis-trict, its coal beds and immediate roof, thickness of cover, dip of coal beds, methods of mining timbering for roof support, roof testing, and supervision. Accident rates continue to show that underground mining jobs areamong the most hazardous occupations in the United States and roof bolter operators continue to have one of the highest accident incident rates (MSHA, 1991) despite efforts by labor, government, and industry to reduce and eliminate work-related hazards. In the last two decades we have seen technical innovations such as the ATRS, and there has been an increased emphasis on hazard awareness through programs such as MSHA's REAP, but bolter operators continue to be injured and killed. Researchers at West Virginia University examined risk in the roof bolter's job and developed new approaches to accident and injury prevention. The study concentrated on the workers' job performance, machinery and the work environment to identify miner's risk and hazard exposure while bolting.

Methods for the direct spectrochemical determination of impurities at the parts-per-million level in tungsten metal and oxide are presented. Several published procedures were investigated and numerous modifications were made in establishing procedures with improved precision and extended lower levels of determinability. Details of standards preparation are presented, experimental work is described, and three preferred methods are described in detail. A germanium carrier-distillation procedure is applicable to the determination of 13 elements in tungsten powder; a silver chloride carrier-distillation procedure provides for the determination of 24 elements in tungstic oxide, and a sustaining ac arc method is applicable to 26 elements in tungstic oxide. The choice of methods to be used depends upon sample form, elements and concentrations to be determined, and the precision and accuracy required. The investigations reported here were undertaken to develop direct spec-trochemical methods with increased accuracy and precision to determine impurities in high-purity tungsten and tungstic oxide, to define the lower concentration levels of detectability and measurement for the common impurities in tungsten by direct spectrographic means, and to present the details of the developed or modified methods that have proved applicable.

This report has been prepared by Lockheed Missiles & Space Company, Inc. (LMSC), under United States Bureau of Mines Contract No. H0220040 dated 21 June 1972 for the design, development, fabrication, and certification of the One-Hour Self-Rescue Breathing Apparatus (PBA). The PBA is a self-contained, oxygen-generating, CO2-removing closed-loop breathing apparatus that provides a minimum of 1 hour of breathable atmosphere during escape from a mine with a contaminated or oxygen-deficient atmosphere. This Cost-Plus-Fixed-Fee (CPFF) contract has been successfully completed in a three-phase program. The Phase I tasks included the design, development, and fabrication of prototype units developed at LMSC in accordance with the requirement of the Code of Federal Regulations (CFR) Title 30, Chapter 1, Subchapter B, Part 11 (Appendix A), and was submitted to the National Institute for Occupational Safety and Health (NIOSH) for joint NIOSH and Bureau of Mines certification testing.

The tungsten potentialities of the Combination mine were examined by a mining engineer of the Bureau of Mines in 1947. A report based upon his personal knowledge of the mine and the results of the examination contained recommendations for further investigation. This report presents factual data from Bureau of Mines field investigations begun in August 1947 and continued until December 1948, except for a 5-month recess during the first winter. The Combinat.ion mining property of 52 patented claims and 15 patented mill sites is in the Black Pine mining district, Granite County, Mont., 11 miles northwest of Philipsburg. The altitude in the mine vicinity is approximately 6,500 feet.

We present an analysis of the propagation in a uniform tunnel of semi -circular cross section that contains two axial conductors. In particular, we show that, even if one of these conductors has high ohmic loss, one of the two propagating modes has relatively low attenuation. This corresponds to the situation where an unloaded dedicated wire is used to improve radio frequency communication in a mine tunnel that contains a heavily loaded trolley wire.

Endless lines at service station gasoline pumps, limited travel at reduced speeds, thermostats set at an uncozy sixty-eight degrees in the dead of winter-these are but a few of the inconveniences and discomforts that awakened Americans to a realization that our domestic minerals resources, traditionally taken for granted, are not boundless. We begin to accept and practice principles of conservation, yet we are aware that this alone cannot appreciably forestall the inevitable depletion of our minerals, metals, and fossil fuels-resources critical to our Nation's economy. The key to warding off shortages is the development of technology that will insure a continuing, adequate supply of minerals and energy from reliable sources at the lowest possible costs to society and the environment. The mission of the Bureau of Mines is to develop this improved technology. Established in 1910, the Bureau of Mines of the Department of the Interior is the Federal Government's primary research arm in the minerals and fossil fuels fields. In addition to its research role, the Bureau keeps the Government informed of the Nation's mineral posture. The Bureau also seeks to stimulate private industry, through the awarding of grants and contracts, to produce minerals and fuels at a rate compatible with the country's increasing demands.

"INTRODUCTION In the State of Alabama few mines produce coal clean enough to be marketed directly without being washed. This is particularly true where the coal is to be used for the production of metallurgical coke. In washing plants where single-compartment jigs alone are used to treat a large range of sizes, it has been found that the washed coal finer than 1/4-inch contains a large proportion of free impurities and is much higher in ash content than are the coarser sizes. To reduce the ash content of this fine material with jigs usually entails a greet reduction in capacity and a loss of coarse coal in the refuse. This investigation, conducted by the Southern Experiment Station of the United States Bureau of Mines in cooperation with the University of Alabama and the Alabama By-Products Corporation, was undertaken to determine whether the fine washed coal from jigs could be economically re-treated on coal washing tables.COALS TESTEDThrough,the cooperation of the Alabama By-Products Corporation, samples of fine-sized washed coal were obtained from their washeries at Bradford and Gamma.The Bradford mine, on the Black Creek bed, yields a low-ash, medium-volatile coal with fairly good coking properties. This coal is blended with coal from the Mary Lee bed for coking purposes and compensates for the high ash content of the latter. The Black Creek bed is about 30 inches thick and seam analyses show an ash content of from 2.0 to 4.0 per cent. In the Bradford mine the undercut is about 6 inches high, so that a large proportion of fines is produced."

This paper on the out-and-fill method of mining is one of a series on mining methods published by the United States Bureau of Mines. It has been compiled chiefly from recent publications of the bureau describing in detail mining methods and costs at various mines. Other sources of information were the technical press, the Transactions of the American Institute of Mining and Metallurgical Engineers, the Mines Haudbook, and company reports. References other than those mentioned in Table 1, which lists the mines entering into this discussion and gives general data regarding them, are given in the body of the paper. The authors wish to acknowledge the kind assistance of many operating officials, either through correspondence or in the course of numerous visits to their mines. DEFINITION OF CUT-AND-FILL STOPING The out-and-fill method of stoping is that method in which relatively small sections or slices are taken successively from the lower surface of a block of ground by open-stoping methods, the broken ore being removed and each section filled with waste material before the next is mined. This definition excludes shrinkage stoping, even with subsequent filling; it excludes square-set and fill methods; it excludes the Mitchell slice method, which may be classed as underhand square-setting; it excludes the systematic use of stull sets and filling, which is a variation of square-setting; it excludes any method involving the caving of the ore, walls, or overburden during the process of extraction, although caving may be allowed to take place when the waste fill is withdrawn for use in other stopes; and it excludes any open-stope method without filling. Through variations, which will be discussed later, the cut-and-fill method merges into shrinkage stoping, open stoping, or square-setting. The use of casual timber support, such as props, stulls, or timber cribs for holding up weak portions of the back does not constitute a change from cut-and-fill to square-set mining.

"INTRODUCTION For the last several years the oil industry has been turning more and more toward conservation arid the study of related production problems. It is generally conceded that ultimate recovery is increased by holding the natural gas in thy sand which is net needed in lifting the oil. The retained gas lowers the viscosity and surface tension of the oil and helps flow the oil from the sand. Lewis states that ""while the operator can not control the original conditions of energy and resistance in the sand, he can partly control the efficiency of expulsion. As it is the energy contained in the compressed and absorbed gas rather than the oil that is exhausted, it is but logical to judge the efficiency of a producing method largely by the relative quantities of gas produced with each barrel of oil. If by a change in method the producer lessons the proportion of gas with each barrel of oil, he should increase the total recovery- of oil correspondingly, even if the rate of production is temporarily reduced somewhat.""The effect of ""pinching in"" or controlling the flow of oil wells in an effort to lessen the proportion of has never been definitely known. The general belief has been that ""pinching"" a flowing well causes the oil and gas volumes to be reduced proportionately, maintaining the same gas-oil ratio as before the reduction in flow was made. Studies of gas-oil ratios in many fields have shown that much gas has been wasted, insofar as its effectiveness in oil production is concerned. Swigart and Bopp carried."

"INTRODUCTION The property was first examined by an engineer 3/ of the Bureau of lanes in December 1942 and was later investigated by the sane engineer in January and February 1943. Prominent outcrops and underground exposures of high-grade iron ore, together with mention of sizable intersections of hematite in logs of four widely scattered churn—drill holes, indicated the possible occurrence of a substantial tonnage of iron ore at this old copper producer.From March to May 1943, detailed topographic and geologic mapping of the property was done by the Federal Bureau of Mines, the Federal Geological Survey, and the Arizona Bureau of Mines.Funds were allotted for exploration of the property by churn and diamond drilling. This work was started in December 1943 and completed in June 1944.ACKNOWLEDGMENTSIn its program of exploration of mineral deposits, the Bureau of Nines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. It is the policy of the Bureau to publish the facts, developed by each exploratory project as soon as practicable after its conclusion. The Mining Drench, Lowell B. This report describes the engineering feasibility and economic advantages of using a mobile bridge-type cross-pit belt conveyor system in conjunction with a large dragline to excavate and transport spoils in a typical Western surface coal mine. The studies show that such a system could be built to survive operational and climatic mining conditions, and that its implementation would offer a reduction in both acquisition and operating costs versus conventional mining units of comparable rapacity. Reclamation costs can also be significantly reduced, and the total reclamation process accelerated, making the cross-pit conveyor system attractive to mine Owners and environmentalists alike.

This Final Report describes a program whose objective was to design, develop, fabricate, and test an airborne mass monitor for unattended and recording measurements of the concentration of dust in mining environments. Sensing collection are performed by beta-radiation attenuation and inertial implementation respectively. The instrument is portable, battery or line operated provides a digital printout of the mass concentration during each selection sampling period, as well as the accumulated mass of dust, and the elapsed sampling time.

A new series of reports called ?Mineral Perspectives" (MP's) has been initiated by the Bureau of Mines with the publication of MP-1 titled, "Far East and South Asia" by K.P. Wang and the staff of the Bureau of Mines. This new series parallels the creation of the recently announced "Minerals Commodity Profiles" (MCP?s). Both series are designed to provide current information on important sectors of the mineral economy to assist professionals in government, industry, and education in monitoring supply-demand relationships that have significant impact on our domestic economy as well as on the international scene. The orientation of the "Mineral Perspective" series is a geographic one which examines the mineral situation of a region or a country. The "Mineral Commodity Profile? series examines individual mineral commodities. They are in this sense complementary.

From July 1, 1949, to July 1, 1950, the Bureau of Mines conducted the research and technologic work on coal and coal products that is summarized in this report. The research, described in this fifteenth of a series of resumes, is presented in more detail in publications (see footnote references) that appeared during the fiscal year, though in some cases research data are given that have not been published elsewhere. Results of research in the experimental coal mine, on explosives, and on gas and dust explosions will be found in Bureau of Mines Report of Investigations 4228, Annual Report of Research and Technologic Work on Explosives, Explosions, and Flames, Fiscal Year 1950. An over-all view of our coal, oil, end natural-gas reserves was presented, and the future possibilities for the, production of synthetic liquid fuels from coal were delineated.3/

The purpose of this report is to bring to the reader a resume of the work of the fiscal year. The material presented herein is based largely upon publications. In a few instances the results of research that would not otherwise be available in the immediate future are presented. For details concerning the research, it is suggested that the readers consult the publications given in the footnote references." Collected references to all Bureau of Mines publications on coal are published in a series of bibliographies. According to reports in August, Botswana RST's copper- nickel-cobalt smelter at Selebi-Pikwe produced 7 percent above the rated capacity of about 3,500 metric tons of matte per month. This record production occurred after 2 years of plant production difficulties and was brought about by a new management team. A shutdown for furnace maintenance had been planned for this year, but was postponed because of the improvements in production and operations. However, the mining operation continued to face problems relating to higher costs and some outstanding claims. COPPER: Effective December 1, ASARCO, Inc. and Phelps Dodge Corp. reduced their domestic copper prices by 54 per pound. Within a period of 3 days, a11 other producers (Kennecott Copper Corp., Newmont Mining Corp., Cities Service Co. , Copper Range Co. , Duval Corp., and Inspiration Consolidated Copper Go. ) had either lowered or discounted their market postings by 5¢ to 65.625¢ per pound on electrolytic wirebar and 65$ on cathode plate. Between November 29 and December 3, New York merchants decreased wirebar quotations by 1.8¢-2¢ to within a range of 57.8¢-58¢ per pound. New York Commodity Exchange (COMEX) spot-contracted copper in the week was priced at 57. 1¢ on Monday, 56.7¢ on Wednesday and Thursday, and 57.4¢ on Friday, resulting in a 5-day average of 56.9¢, London Metal Exchange (LME) cash (prompt) wirebar averaged 56.3¢ last week, opening Monday at 56.6¢, falling from Tuesday?s high of 57.2¢ to Wednesday?s low of 55.6¢ and closing Friday at 56.1¢. Foreign producers, guided by LME market transactions, lowered wirebar quotes to 56¢ per pound. Copper stocks as of December 3 totaled 187,702 short tons at COMEX warehouses and 654,573 tons at LME depositories, compared to 97,413 and 537,481 tons, respectively, for the corresponding 1975 period.

Many mine samples of coal are analyzed each year in the laboratories of the Bureau of Mines. The analyses are made in connection with investigations relating to fuels belonging to or for the use of the United States Government, the causes of accidents in coal mines, the geologic relations of coal beds, and the character and the value of the coal and lignite in the public lands. The systematic collection and analysis of such samples in connection with fuel investigations was begun in 1904 at the Government fuel-testing plant at the Louisiana Purchase Exposition, and was under the direction of the United States Geological Survey for six years. Descriptions of the coal samples collected between the beginning of this work, July 1,1904, and the transfer of the fuel-testing and mine-accident investigations to the Bureau of Mines, July 1, 1910, were compiled and published in Bureau of Mines Bulletin 22.a Descriptions and analyses of samples collected during the fiscal years 1911 to 1913 were published in Bureau of Mines Bulletin 85.b The present bulletin presents analyses and descriptions of samples collected during the fiscal years 1913 to 1916. In order that the material in this bulletin may be used to supplement that presented in Bulletins 22 and 85, the same plan of geographical classification has been followed, the analyses and descriptions of the samples being grouped in alphabetical order according to the State, county, and town near which the mines or prospects sampled are situated.
