It is a privilege for me to participate in this vitally important discussion of The Role of Governments in the Management of Resources. The distinction of my fellow participants is evidence that this event is a matter of extreme importance and attracts international attention. In the management of natural resources, government and private enterprise share awesome responsibilities for the economic well-being of nations. Mining and its relation to the prosperity of nations is almost as old as recorded history. Copper was being mined and extractive metal- lurgy practised at Timna in Israel's southern desert as far back as 4000 B.C., and the rich mines of Laurium not only saved the Greeks from Persian domination 2500 years ago, but also provided Athens with a monopoly of silver in the Mediterranean world. This bolstered the economic power of Athens and led to the golden age of Greek commerce and culture.

Intorducing the hypothesis that the cause ,òi spontaneous combustion of coal is depending un the accumulation of heat produced by its oxidation, the authors derived the equation expressing the temperature change in a heap i fine coal. To solve the equation, thermal conductivity, specific heat and rate of heat ,eneration of fine coal (-48 mesh) were measured at various temperatures in the range _'0-65¦C. The equation was solved numerically and the volume of fine coal which would ignite spontaneously was estimated as the function of ambient temperature. Using 170 Kg of fine coal, everal experiments for confirmation were conducted. At the ambient temperatures of 60¦C nd 50¦C, coal began to fire spontaneously brut 00 and 110 hours later respectively. The technology applied by lonex Pty Ltd provides an important breakthrough in geochemical exploration, enabling the discovery of concealed mineral deposits to great depths below surface. Most mineral discoveries have been made in areas of outcrop or relatively shallow cover; deposits at greater depth have been beyond the range of conventional geophysical and geochemical methods. Quite apart from the need to explore to greater depths in regions of major current or past production, most continents have vast areas where prospective host rocks are concealed by more recent material. There are numerous case studies where Ionex methods have located deeply-buried metal deposits, up to 500 m below surface, beneath thick younger sedimentary, volcanic, or transported cover. Research leading to the development of this technology was initiated by Dr I S Goldberg at the Rudgeofizika Institute in St Petersburg (CIS), and the methods have been employed there - and in other countries - for many years. Ionex technology became available in Australia in 1993. It comprises: ò geochemical and geoelectrochemical sampling and ultra-high-sensitivity analysis for mobile and weakly-bonded elements (I S Goldberg); ò the delineation and interpretation of regional zones of enrichment and depletion of the prime elements within geoelectrochemical systems (GES) (I S Goldberg); ò the investigation and interpretation of the three-dimensional geochemical zoning within geochemical anomalies (G J Abramson); and ò multi-variate computer modelling of the geochemical fields and systems (V L Los). lonex technology has been adapted to the environmental conditions in Australia with the participation of C 0 Haslam.

A short term tyre study of trucks operating in a multiple pit surface coal mine showed significant potential for cost savings. The tyre study, conducted on-site over a three months period covered a mixed fleet of 18 trucks ranging from 27 tonne to 77 tonne capacity operating on overburden removal, coal haulage and watering duties. Some existing plant history records and a variety of tyre related measurements during the course of the study allowed the current state of tyre operations to be quantified. Specific attention was given to determining ger>ral trends from historical records and conducting detailed studies of individual lug damage, pressure monitoring and rectification, as well as tyre maintenance procedures. Important haul road parameters including camber, gradient, curve radii and superelevation, constructional materials and surface clean-up were appraised for their influence on tyre wear. Recommendations for achieving long term cost effective tyre utilisation included increased tyre maintenance, personnel development, compliance with haul road design parameters and more stringent clean-up Procedures.

Spray-on liners used in the mining industry for ground support and stabilisation applications are either cement based (æshotcreteÆ) or polymer based (æthin spray-on linersÆ). Some thin spray-on liners are a blend of both polymer and cement (eg Tekflex). A small number of thin spray-on liners (TSLs) have been trialled in Australia as potential replacements for steel mesh in roadways and other underground mining applications; however, they were found to cure slowly and the cured coatings became brittle after an extended time in place. The University of Wollongong in collaboration with the Australian coal mining industry has shown that a viable polymer-based alternative to steel mesh in underground roadway support applications can be developed to eliminate the use and handling of steel mesh. The work to date has: established the feasibility of developing polymeric alternatives to steel mesh in underground roadway support applications; identified the physical and material constraints to be endured by any new polymeric skin reinforcement system by measuring the mechanical properties of steel mesh; identified materials that can be spray applied; and demonstrated that polymer mechanical properties can be optimised to produce similar mechanical properties (elastic modulus, yield stress, elongation-at-break, etc) to steel mesh. The identified materials will: allow the face support cycle to be fully automated, or at least remotely operated and installed; remove personnel from the immediate face area; and substantially improve underground roadway development rates.

Several new techniques. which may be applied with advantage to the search for uranium are described. Scintillation type gamma spectrometers are now available for airborne', ground and borehole use. These can distinguish in a broad way between anomalies due to uranium, thorium and potassium. Gamma spectrometers based on semiconductor detectors now under development should be capable of much greater resolution. These should also make possible rapid, accurate and cheap radiometric analyses of samples containing uranium and/or thorium, whether in radioactive equilibrium or not. Another valuable prospecting aid, particularly in areas of tropical leaching, is systematic sampling of soil for radon content. Equip- ment for this purpose is currently available and it will be possible to extend the method when development of an alpha probe suitable for use in deeper holes is completed. Variations in the concentration of certain trace elements'in soil (e.g. mercury) also offer promise in the search for mineralized zones which may contain economic eon¦- centrations of uranium.

With mining development on hold and other underground works in a slowdown, the develop- ment of nuclear waste repositories takes center stage on the American rock engineering scene. Three repositories for commercial spent fuel -- in salt, tuff, and basalt -- are in the phase of site characterization and conceptual design, and one pilot project for defense high-level waste in salt is under construction. A repository design for crystal line rock has recently been postponed. Because of strict quality assurance requirements throughout design and construc- tion, and because of the need to predict and ascertain in advance the satisfactory perfor- mance of the underground openings, much intellectual energy has been expended to analyze underground openings in the unusual circumstances of the repository environment. In the long term, these efforts will lead to an improved understanding of rock behavior and improved methods of underground analysis and design. For the shorter term, a formalized ground control plan was developed, the princi- ples of which may be applied to other types of projects. This paper summarizes the status of underground design and construction for nuclear waste repositories and presents some details of the ground control plan and its individual elements.

"Approximately 32 per cent of the worldÆs total gold production has come from greenstone belts (Frimmel, 2008). In these regions numerous small to large, quartz vein-associated gold deposits are hosted in metamorphic rocks ranging from lower greenschist to granulite facies. Historical exploration has focused its efforts on rocks of greenschist to lower amphibolite facies because these seem to contain the most deposits. Consequently, these regions are now reaching mature brownfield status, particularly in developed nations, and finding new deposits is becoming progressively more difficult. In comparison, regions of similar tectonic setting, but instead containing high-grade metamorphic rocks of mid-amphibolite to granulite facies, have received little attention because the first explorers found fewer deposits there.However, these regions certainly do contain some very significant gold deposits such as Hemlo in Canada (~684 t Au), Renco in Zimbabwe (~31 t Au mined since 1980), the very profitable Challenger deposit in South Australia (~36 t Au; recovered + reserve + resource), and the most recently discovered Tropicana deposit in Western Australia (~182 t Au; reserve + resource). High-grade metamorphic terrains therefore offer explorationists an excellent opportunity to move onto relatively green fields within developed nations, which carry less risk associated with development. However, explorationists have comparatively little knowledge of the geological controls on gold distribution in high-grade terranes because: industry experience lies in traditional lode-style gold deposits these gold deposits are geologically more complex there has simply been minimal research conducted on these deposits as a holistic group.Furthermore, research conducted in the last five years has shown us that the previous widely accepted model for gold genesis in these terranes, the crustal continuum model, is incorrect. Here, I discuss features from several gold deposits hosted in high-grade metamorphic rocks and use these to define two categories for explorationists to consider: deposits that formed prior to peak metamorphism (metamorphosed gold deposits) deposits that formed well after peak metamorphism (post-metamorphic gold deposits). This paper is a preliminary report of research on the Mount Morgan gold-copper deposit being done at the Division of Mineralogy, CSIRO. Fluid inclusion and sulphur isotope measurements were made on a suite of 11 samples collected by the staff of Geopeko Ltd. This suite contained representatives of the main ore and rock types of the deposit. Homogenization temperatures of fluid inclusions measured on quartz from 8 of the 11 samples, ranged from 172¦C to 276¦C and to this must be added a pressure correction (in this case, up to 50¦C) to obtain the formation temperature of the mineral. Sulphur isotope measurements were made on 34 sulphides from 8 of the 11 samples. The 6S values form a well defined group ranging from -0.5%oto +3.6%owith a mean of +2.4%c. Although the preliminary data do not indicate unequivocally the origin of the deposit they do impose restraints on the wide ranging suggestions that have been put forward. This work is complementary to the paper of Dr G. Gibbons who has described other mineralogical aspects of the Mount Morgan deposit, based on a more extensive suite of Samples.

Financial risk of environmental problems is the key to many important business decisions within the mining industry. Massive uncertainty makes it difficult to choose a strategy for managing environmental problems to reduce corporate financial exposure to environmental impairment. A correct and practical method exists to clarify the risks and help make decisions. A case study on an insurance problem illustrates the method.The approach used is to translate existing data on environmental problems into probabilistic expressions of financial risk, and organise the expressions to reveal alternative solution strategies for the insurance problem.

PT Newmont Minahasa Raya (PT NMR) is an Indonesian joint venture subsidiary of the Newmont Gold Company of Denver, Colorado, USA. PT Newmont Minahasa Raya operates a 700 000 tonne per annum gold plant in the Minahasa region of North Sulawesi, Indonesia. At full capacity the plant is expected to produce an average of 150 000 to 180 000 ounces of gold per year until the year 2007 based on current existing reserves.Exploration began in 1986 and high grade mineralisation was discovered in 1988. Subsequent drilling defined a resource of approximately 2000 000' ounces. Reserves as of 1 January 1997 were 7 035 000 tonnes grading 8.46 grams per tonne, for 1 913 000 contained ounces. Metallurgical testwork commenced in 1991. Construction of the plant started in late-1994 and the first gold was poured in March 1996.

Oxygen is required for the leaching of gold ores in cyanide solutions. The source of this oxygen demand and the effect of dissolved oxygen concentration on the rate of the process are briefly reviewed.A method of measuring the oxygen consumption rate is described and some experimental results reported.Fundamental aeration theory and rating of aerators is summarised to show how this type of experimental work provides the basis for full-scale design of aeration equipment.

Mercury is precipitated from weakly acidic sulphuric acid plant waste liquor at the Risdon Works of the Electrolytic Zinc Company of Australasia Limited. Factors determining the choice of process and reagent, as well as details of process development including scale- up, and the time scale of implementation are outlined. The plant is designed for a maximum flow of 120 m3/h.of liquor containing mercury and saturated with sulphur dioxide. Mercury is precipitated by fluidised beds of aluminium pellets contained in lead columns. Liquor is then clarified with plate and frame presses. Experimental work on the mercury precip- itation reaction was conducted in three phases involving a scale-up of 100 times in equipment size. Extensive pilot filtration work was carried out on a 1 m2 press. Scale-up of 120 times was required for specification of plant filters. The basis of scale-up is outlined.

However, mining can cause damage and pollution of the environment and therefore we must manage our resources wisely accounting for the physical, biological and social environments. Contrary to the view of some people not conversant with the facts mining has in many cases improved the environment. This paper described how two sand dune systems that were unstable prior to mining have been stabilised by revegetation after mining.

The Hunter Valley Rail Project (HVRP) represents most of the coal producers using the Hunter Valley Rail System in NSW to haul coal to the port of Newcastle. This system carries over 70 per cent of NSW's coal exports, comprising over 30 per cent of total Australian coal exports. Hunter Valley coal is the largest export industry in NSW, and one of its largest export growth opportunities. However, the industry is under intense pressure in international markets from existing and new coal producers and from other energy sources. Whilst potential growth in demand is substantial, particularly for thermal coal in Asia, excess world supply has pushed prices down, and this underlying trend may well continue. The industry has lost international competitiveness and as a result, investment has dropped 44 per cent over the last two years. The industry must be rapidly structured to compete and attract investment on the basis that these pressures will continue. Substantial productivity improvement and cost reductions must be made for the industry to regain competitiveness, otherwise growth will not occur and the industry will decline, with serious implications for the Australian and NSW communities. The introduction of internationally competitive rail freight rates is an urgent and essential part of this process. It is the key objective of the HVRP.

Previous studies on the blast furnace raceway zone have been undertaken at three levels of scale, namely: laboratory models at low temperature, hot models which simulate coke combustion in the zone, and tests performed on operating and dismantled blast furnaces. For all mineral resource-based companies, it is important to reach the right balance of investment between acquisition and exploration to allow the best chance of achieving long-term corporate goals. The Broken Hill Proprietary Company Limited (BHP) provides an excellent example of success from generative exploration and supports the belief that exploration can be justified, not only in terms of investment criteria, but also because it is essential to a company wishing to build a dynamic profitable growth path based on world-class deposits as cheaply as possible. BHP was incorporated in 1885 to mine a lead/zinc/silver discovery at Broken Hill. The Company has since gone through a steel development phase (1911-1965) and is now in a major phase of growth partly based on exploration success. This third phase was marked by decisions taken in the 1950's to search actively for mineral and energy resources above and beyond the requirements of the steel industry. The commercial successes of this period have been Bass Strait oil and gas, Groote Eylandt manganese, Deepdale iron ore, Gregory coal and Carnilya East nickel. In total at least 22 new resource discoveries have been made in the last 25 years, of which 11 have been developed and several are undergoing feasibility studies. A financial analysis shows that the real value of the returns seeded by discovery covers the real exploration cost many times over. Moreover, the major discoveries have had a spectacular impact on the growth and development of the Company. BHP's present exploration effort is directed towards geological targets which most frequently meet attractive financial criteria and also promote diversification from steel-related earnings.

Underground airways are characterized by irregular shape and uneven surfaces including large-scale natural roughness, fractures, and a super-imposed sand roughness. Swirls in the grooves of the wall and separation because of the periodic variation of the open cross sec- tion, due to the blasting patterns, make it almost impossible to calculate average con- vective heat transfer computationally on the bases of the geometrical description of the surface. However, dimensionless friction factors can be used to characterize the surface effect of an airway and an analogy between heat and momentum transfer can be applied to calcu- late an average convective heat transfer Coefficient.

Lastly, the overall objectives and mine geology requirements are listed in terms of the various mine development stages; exploration, feasibility-design and operating.
