This paper represents one of a series of digests of foreign mining legislation that is being prepared in advance of a general report relative to the rights of American citizens to explore for minerals and to own and operate mines in various foreign countries . This interpretation of the mining legislation of Tunisia was prepared from a copy ( in French ) of the Mining Decree of Tunisia promulgated December 29 , 1913 , by the Resident General of France in Tunisia and effective January 1 , 1914. It is released subject to correction and amplification , if necessary , by the proper American diplomatic and consular officers , to whom it will be referred through the courtesy of the Department of State .

The mining law of British North Borneo is entitled " The Mining Ordinance , 1927. 113 The only mining regulation or rule available is " Rules 313 , 114 passed in accordance with article 26 of the ordinance of 1927. Before the passage of this legislation , the country had no specific law governing the granting of mineral rights , although the land law contained provisions relating to mining lands . The land ordinance of 19135 still controls in a few details . All references in this paper , unless otherwise specifically designated , are to the mining ordinance .

This paper is one of a series being prepared for the United States Bureau of Mines to disseminate technical information retarding the methods used in mining nonmetallic minerals. The cost tabulations represent operating expenditures only and not total costs. It is recognized that publication of total costs might in many instances cause embarrassment to individual operators as well as to the industry as a whole. On the other hand, operating costs are essential to the technical discussion and study of the methods employed. The attention of the reader is specifically called to this differentiation in order that no misunderstanding of the scope of the cost tabulations shall ensue. This paper deals particularly with methods and costs of dredging, classifying materials, and transportation at the plant of the Ross Island Sand & Gravel Co. of Portland, Ore. Syria is a federation of States under French mandate , comprising the Republic of Syria , the Lebanese Republic or Great Lebanon ( Grand Liban ) , the State of the Alouites , and the Djebel Druse Territory . Beirut is the center of government for the whole area , about 60,000 square miles . Syria is essentially an agricultural country . There is little manufacturing ; and with the exception of the production of asphalt and salt , the mineral industries have not yet risen to commercial importance . Whether this condition is due to a dearth of workable deposits or merely to insufficient exploration is not apparent . The mineral resources , as reported by various authorities , include asbestos , asphalt rock , bitumen , chromite , coal , copper , gold , gypsum , iron , lead , magnesite , manganese , marble and other building stones , nickel , ocher , pandermite ( a hydrous borate of calcium) , petroleum , phosphate rock , pyrite , salt , silver , sulphur , tin , and titanium ( ilmenitic beach sands ) .

The mining law of Chosen, which was made effective April 1, 1916, was promulgated as ordinance 8, December 24, 1915, in accordance with the provisions of articles 1 and 2 of law No. 30 of 1911. The new le repealed the mining law, Fo. 3 of 1906, and the placer mining law, No. of 1906, and in effect annulled all prior mining legislation. An amendment to the mining law of 1916 (by virtue of law No. 30 of 1911) vas. passed December 16, 1918, as ordinence o. 17. The detailed regulations, which were to supplement the law proper, and rich in all probability follow closely the regulations in force in the Empire, were not available. Unless otherwise indicated, references in this paper are to the mining law of 1916.

This digest, based upon a translation" of certain portions of the 1930 law, covers the pertinent points of what has been termed "The New Mining Law of Luxemburg," the Grand Ducal Order (Arrêté) of April 26, 1930, concerning the exploitation of "mines, minières, and carrières, 4 and abrogating the order of January 2, 1891, concerning the same subject." The Duchy of Luxemburg, which between 1735 and 1815 was French, adopted as its basic mining law the French Law of April 21, 1810, and an Imperial Decree of January 3, 1813. The Luxemburg Government later supplemented and modified this legislation by the laws of June 12, 1874, April 30, 1890, and May 10, 1898, which, with article 36 of the Constitution, are to be taken into consideration in a complete survey of mining legislation. The mining law of May 16, 1884, is still the basic mining legislation in Smeden. To satisfy a demand for a revision of the entire mining law, special commissions have been at work for a number of years; but present indications are that the work will require several more years for its completion. The changes contemplated would affect mainly the relations between the nine operator and the landemer, as the present law, according to general opinion, tends unduly to jeopardize the landowner's right in favor of the miner. The socialist party desires additional changes, especially in the direction of giving more direct control of the industry to the State, a control that it now seems to exercise through individual agreements with mining companies. Its control of the Lapland iron mines comes through its sharing the ownership with the Luossavaara-iirunavaara Altb. The colony of French Guiana ( or Cayenne ) is administered by a governor , assisted by a privy council of five members . A council - general of 16 members is elected by French citizens resident in Guiana, and the colony is represented 3 in the French parliament by one deputy . The area is about 34,740 square miles . French Guiana is the largest gold producer of the French colonies , producing nearly $ 1,000,000 worth annually . Considerable prospecting has been done on the bauxite deposits , which are extensive . Copper , iron , lead , and 4 mercury deposits are also reported . In 1931 , 10,000 prospectors for gold were reported as working . The French Government is taking an active interest and has sent a committee of mining experts to explore the region ; no permits are to be issued to individual prospectors while the committee is in the colony . Plans for development of mining industry include consideration of 4,500 convicts and 2,500 natives already in the colony and available for labor .

[This paper, which describes the milling practice at the San Guillermo concentrator of the Compania Industrial "M Potosi", S.A., located at Chihuahua, Chihuahua, Mexico, is one of a series of similar papers being prepared by the United States Bureau of Mines. The concentrator treats lead-zinc-silver ore at the rata of 2,300-2,400 tons of dry material daily and produces lead concentrate and zinc concentrate by selective flotation methods. The lead concentrate is smelted at the Chihuahua plant of the American Smelting & Refining Co., and the zinc concentrate is shipped to various European smelters.]

This paper, the first of the series, describes the general practice at the United Verde mine during the last ten years; specific instances cited in the paper refer to 1930, the last year of full operation. The adjacent towns of Rouyn and Noranda, centers of the Rouyn mining district of western Quebec, are 360 miles by air line almost duo north of Toronto. Rouyn is reached from the main lines of the Canadian National Railways and the Canadian Pacific Railway at North Bay, Ontario, by the Temiskaming & Northern Ontario Railway and its subsidiary, the Nipissing Central Railway. Noranda is the southwestern terminus of a branch from the Canadian National Railway between Winnipeg and Quebec. The Rouyn mining district is a part of a mineralized zone that has been traced for a distance of 140 miles from Kirkland Lake in Ontario eastward into the Province of Quebec to the Pascalis district. From Rouyn the mine is 5 miler almost duo south over a gravel rend built by the company with assistance from the Province of Quebec.

This interpretation of the mining laws of specified French possessions in Africa has been prepared from the best information available in Washington, but is released subject to correction and amplification, if necessary, by the proper American diplomatic and consular officers, to whom it is being referred through the courtesy of the Department of State. France controls large areas on the African continent, but the various Colonies and Dependencies are administered more or less independently. Algeria is under the direct jurisdiction of the Ministry of the Interior, and its mining laws are essentially the same as those of the mother country. Tunis and Morocco are attached to the Ministry of Foreign Affairs; separate digests of the mining laws' of these respective colonies have already been prepared by the United States Bureau of Mines. The present paper covers all other French territory on the continent of Africa except Somaliland, a rather small Colony including the port of Djibouti near the point where the Red Sea joins the Gulf of Aden. Available information indicates that the prospects of mineral production in this Colony, apart from salt and gypsum, are not at all encouraging.3]

This interpretation of the mining legislation of Madagascar was prepared from the best information (in French) available in Washington, but is released subject to correction and amplification, if necessary, by the proper American diplomatic and consular officers, to whom it dill be referred through the courtesy of the Department of State. INTRODUCTION The basic mining law of Madagascar is the decree of 1923, signed at Rambouillet by the President of France on July 19, and published in the Journal Official de Madagascar et Dependances. It has been modified by a number of subsequent laves and regulations, generally of minor importance.

Barnes, First Secretary, American Legation, Sofia, Bulgaria, dated June 10, 1932, which was transmitted through the courtesy of the Department of State. CLASSIFICATION OF MINERAL SUBSTANCES Mineral deposits are classed either as mines or quarries. (Art. l.) Tunes are deposits, the products from which must be processed. Under this class specific mention is made of the metals (gold, silver, copper, lead, zinc, iron, chrome, titanium manganese, tungsten, tin, mercury, platinum, cobalt, nickel, cadmium, aluminum, molybdenum, bismith, uranium, antimony, arsenic), sulphur and other "analogous" mineral substances, phosphate rock, iron pyrites, sulphates, saltpeter, alum, boracic acid and its compounds, talc, asbestos, amber, graphite, merschaum and precious stories of all kinds, reek salt and other salt, peat, coal, petroleum, ozocerite, asphalt and all other bituminous substances. Among petroleum refinery employees and officials throughout the United States there has been marked effort to reduce accident frequency and severity. For the interest and benefit of refineries both in Louisiana and in other petroleum-refining States it has been possible to obtain from five refineries, representing 70 per cent of the production of Louisiana, tae accident experience for the past 3 to 6 years. The companies concerned have requested that their names be not used. For tide reason the four plants listed and discussed are designated as refineries A, E, C, and D. The size of the plant as regards largest to smallest number of employees is indicated by the alphabetical order.
