The gold district of northwestern Quebec, though it has attracted such widespread attention during the past year, is still in the prospect stage throughout, and one must preface any remarks about it with the plain statement that its capacity to produce gold commercially is still subject to proof. However, this proof may be forthcoming any day, and from widely separated localities. Consequently it is of interest to note some of the features of the region and of the prospects now being developed. First I shall note the relation of this mining development to the province of Quebec and to the Dominion; then will follow a brief resume of the known geological facts; and finally I shall describe briefly some of the more advanced prospects developed during the past twelve-month. Those that have followed closely the fortunes of the new gold-field will find little that is new in what follows, but it may serve a useful purpose for others by bringing together scattered items of information and presenting them as a whole. GOLD MINING AND AGRICULTURE First let us consider the gold belt in its relation to the province of Quebec. Apart from the world-renowned asbestos camp south of the St. Lawrence, it is the only mineral development of major importance the province has experienced. It is the first important development in the province's vast area of Precambrian rocks, most of which remains as yet totally unexplored and unprospected. The relative importance of this first mining camp in northern Quebec cannot as yet be gauged, but it is bound to stimulate an active interest in the other mineral-bearing areas now known to exist, and in the vast unexplored spaces.

Ground control is critical to the success of a safe and productive underground stone mining operation. The primary focus of the ground control engineer is the stability of the roof or back; development and benched pillar stability; stability of the sill pillar between vertically adjacent mining levels; and floor stability. Roof stability begins with the selection of a stable back horizon based on the presence of a thin shale parting, stylolite or other discontinuity from which the production shot can easily peel away, leaving a stable back stratum. Bed thickness, fracture spacing, jointing and the material properties of the roof strata control the room width; the decision whether to bolt the roof; the bolt length, type and diameter; and the spacing of the roof support. Horizontal stress controls the header and crosscut azimuth. The mine operator should avoid driving perpendicular to the maximum horizontal stress direction. Where this is unavoidable, narrowing the opening width, narrowing pillar centers, increasing the support density and using three-way intersections are alternatives to remediate shearing along the roof-rib interface. Stable pillar dimensions depend upon the interaction of the vertical stress resulting from overburden thickness and multiple-level interaction of overlying level or levels; the mining height during development and the final mining height after floor shots are taken during benching; the presence of faults, folds or joints passing through the pillar; and limestone lithology, recognizing that the presence of oolitic bands, shale partings, joints and bentonite beds creates zones of weakness that can destabilize an otherwise competent pillar. Floor stability is typically not a significant issue for underground stone mines because the bearing capacity of the stone typically exceeds the vertical pressure transferred through the pillar. However, floor heave can be a ground control issue where shale partings, moisture-sensitive strata, weak stone bands or horizontal stress is present. Roof stability and pillar stability problems can be initiated as the floor heave enables the pillar and roof to settle. To illustrate these ground control issues, this paper presents four case histories that are a mix of ground failures and successful mining. The focus is on the geotechnical data required for roof, pillar and floor design and stability analysis.

The results of full scale plate load tests on stone columns on soft clay in coastal areas are presented in this paper. Four load tests were made, two of which were performed on the ground treated with stone columns, one on an isolated stone column and the last one on the untreated ground. For a given stress range, the settlement of the rigid plate, the stress concentration factor, and the excess pore water pressure were measured. It is found that the distribution of vertical stress beneath the rigid plate supported by the composite ground of stone columns is very different in shape from the one by the untreated ground, that the stress concentration factor has a relation with the stress level and time, that the stone columns increase the bearing capacity up to by 2 times, and that the ground stabilized by stone columns is of great advantage to keep the foundation stable.

"At first glance, the activities related to mining and mineral exploration appear to be local or domestic, rather than international, in nature. Minerals, as corporeal or tangible property, form an integral part of the land in which they are found until extracted and exploited commercially. Even in the latter phase, the tangible nature of minerals gives the impression that the law governing the commercialization of minerals is the law of their situs at any given time. The nature of minerals appears to negate the international aspect of mineral enterprises.The fundamental flaw in the above analysis is its focus upon the nature of minerals, rather than the role of persons in mineral enterprises. The high costs of mineral exploration and commercialization invariably require the involvement of international consortiums or joint ventures. Governments may not have access to the funds necessary to exploit the mineral resources that they control. Local or domestic enterprises may not have sufficient expertise for mineral exploration. Further, markets for various types of minerals are far from localized or static. For these and other reasons, the tangible and localized nature of minerals belies the fundamentally international nature of mineral exploration and commercialization."

This report describes the study of factors which affect medium voltage (661 - 1000 volts) trailing cable splices used in underground coal mines. Improvements in quality, dependability, and design of splice kits and shop splices are presented in the study results and recommended guidelines and regulations. Recommended research programs are included which describe approaches for development of the recommended guidelines and regulations for medium voltage trailing cable splices. The basis for the conclusions and recommendations presented in this report is included in three appendices which describe a survey, splice examination, and general requirements development prepared during the progress of this study.

"Dynamic soil-structure interaction (DSSI) analyses are becoming more common in bridge designs, especially in seismically active areas. Because of its proximity to two active fault zones, the Evergreen Point west approach bridge replacement will be base isolated, and will be designed using DSSI. The project team completed two independent bridge designs to satisfy peer review requirements. The designs required substantial characterization of the soil dynamic behavior using both laboratory and in-situ testing. The analyses made use of earthquake time histories spectrally matched to conditional mean spectra. This led to reduced, and more realistic seismic demands on the structure, compared to conventional uniform hazard spectrum matching. The bridge analyses suggest that the preliminary bridge design is relatively conservative. This will allow the design team to potentially reduce shaft/column diameters and reinforcement. The design team estimates that the dynamic analysis design could represent a net savings of around $60 to $90 million compared to a conventional design.INTRODUCTIONThe Evergreen Point Bridge conveys State Route (SR) 520 2.6 miles (4.2 kilometers [km]) from Seattle to Medina across Lake Washington. The bridge is located in a seismically active area, and the Washington State Department of Transportation (WSDOT) has determined that the western half of the 1960s-era bridge (the “west approach”) is vulnerable to earthquake damage. WSDOT has begun preliminary design to replace the west approach bridge.The west approach extends about 6,100 feet (1,900 meters [m]) east from Seattle’s Montlake neighborhood, over Union Bay and Foster Island, then into Lake Washington proper (Figure 1). Approximately 5,600 feet (1,700 m) of the replacement bridge would be constructed over water. Subsurface conditions along the bridge alignment consist of 5 to 80 feet (2 to 24 m) of very soft peat and clay, over very dense/hard sand and clay. Multiple pile supported columns support the existing bridge. The new bridge would be supported by 8- to 10- foot-diameter (2.4 to 3.0 m) drilled shafts that extend about 50 feet (15 m) into the underlying very dense/hard soil. To reduce seismic demands on the bridge superstructure, WSDOT has decided to incorporate a base-isolation system into the bridge design."

The Mount Carlton project in Queensland's North East sits on a high-sulphidation epithermal style deposit rich in gold, copper and silver. Mt Carlton is an open pit mining operation with ore processed using a primary crusher, single stage SAG mill and flotation to produce a concentrate for sale. Orway Mineral Consultants (OMC) was involved in the original design of the comminution circuit and the project was commissioned in late 2012, with first concentrate shipped in March 2013. When Evolution sought to optimise the project in 2015, OMC was invited to assist by undertaking a circuit review to identify opportunities for the optimisation. During 2016, the Mt Carlton site team implemented the optimisation strategies developed in conjunction with OMC. These included reconfiguring the SAG mill discharge arrangement, reducing the average ball diameter and allowing the mill to operate at higher speed and under more autogenous conditions. Cyclone operation was changed to constant pressure and the vortex finder size was decreased. The combined strategies improved energy efficiency and allowed higher SAG mill power utilisation. The additional power has been used to increase throughput by 2.4 per cent while achieving a 27µm reduction in product size (P80) to gain downstream recovery improvements. The reduction in grind size has been achieved with only 6.8 per cent increase in specific energy consumption because of a 6.5 per cent increase in grinding efficiency. The circuit product size is also notably more consistent due to the improvements made to the cyclones, providing benefit to the downstream flotation circuit. A significant decrease in ball consumption was also gained, saving hundreds of thousands of dollars a year in operating cost.This paper will discuss the circuit design, start up and will detail the changes made during the optimisation and why these were successful.CITATION:Putland, B, Lovatt, I, Cervillin, A and Schwann, D, 2018. Investigation of an extensive deposit of chromite-bearing actinolite-talc schist situated on the summit of Casper Mountain, 10 miles south of Casper, Wyo., was one of the first projects Undertaken by the Bureau of Mines under the Strategic Materials Act (Public 117, 76th Cong., Ch. 190, 1st sess.), for which an appropriation became available August 9, 1939. During the previous summer; the Geological Survey? made? a magnetometrical survey of the area in which the schist occurred. It was exposed in several small lenses and two larger ones aggregating about 19?acres in area. Although the occurrence of chromite here had been known for many years, the only work done on the deposit was the digging of? a few shallow pits on some of the more promising outcrops. From August 23 to December 3, 1939, the Bureau of Mines investigated the larger of the two main schist bodies. Twenty-four trenches having a total length of 8,073 feet were dug across the deposit, and its subsurface extension was explored by 3,623 feet of diamond drilling. Over 32 tons of samples were shipped to the Metallurgical Division of the Bureau of Mines at Reno, Nev., for reduction, analysis, and ore testing. In all, there were 853 individual samples. Geological maps, based upon examination of outcrops, trenches, and drill cores, as well as a contour map of the area were made by the Geological Survey.

The past full year of war has increased greatly the demand for virtually all kinds of fuel, and the Bureau of Mines research and service facilities have been extended to meet these unprecedented requirements. Liquid fuels, such as aviation and motor gasolines, are fundamental to modern warfare. Bituminous coal and anthracite are needed, not only to servo the expanded industrial program for which coal normally is used but also to replace natural gas, wherever possible, and fuel oil in the Eastern States, New England, and the Pacific Northwest. Railroad transportation with energy derived from coal is replacing much of the motor-vehicle transportation that has been stopped or curtailed to conserve rubber. Pulverized coal hoe been sound to be a satisfactory and cheaper substitute for fuel oil in metallurgical heating furnaces. Celloidal fuel - a mixture of coal dust and oil - may offer a partial substitution for curtain coal-burning equipment. Several industrial experiments have been made with this type of fuel. The expansion of the steel industry in connection with the war program has required a corresponding increase in the production of metallurgical coke and its associated byproducts - light oil, tar, ammonium sulfate, and surplus gas. If the war is of long duration and new reserves of petroleum are not discovered, wartime trends from fuel oil to coal probably will not be reversed.

One aspect of a program to improve the chances of survival following coal mine disasters is the development of a communications system which will allow surviving miners to make their circumstances known to rescue teams. At present, it appears that an electromagnetic system may be most practical. The development and design of an effective electromagnetic communications link for signalling between mine workings and the surface requires knowledge of pertinent physical properties of the rocks overlying the mine workings and the characteristics of the ambient noise against which a communications signal must be recognized. Knowledge of the overburden electrical transmission properties is useful not only for determining a practical operating transmitter frequency at a given mine, but also for ensuring the best possible electromagnetic coupling for routine or emergency communication purposes. Field studies of the electrical transmission properties of the overburden of coal mines in Colorado, Illinois, and Pennsylvania generally show that a rela- tively uniform and unimodal electrical conductivity distribution exists provided that the region has not been subject to considerable structural or metamorphic deformation such as that observed in the Gary District of West Virginia. Measurements of ambient surface electromagnetic noise levels at several mines in Colorado, Illinois, and West Virginia were taken and analyzed and are presented in the form of amplitude histogram plots both as a function of frequency and time of day. These amplitude histograms may be used in conjunction with overburden resistivity data in implementing an uplink communications beacon system which will yield a specified signal-to-noise ratio at the surface. Numerous C.W. field transmission tests were made in various coal mining environments with use made of either a buried vertical-axis transmitting loop or a short insulated grounded current line. These transmission tests were made from 20 Hz to 20,000 Hz in frequency and at several geographic surface receiving sites. The results of these field measurements show, in general, good agreement with theoretically calculated results. Since the produced surface magnetic field from a buried vertical-axis loop source or the produced surface horizontal electric field from a buried horizontal current line show better agreement with theoretical results, they could be used for beacon location system. One criterion would be in detecting the equatorial and polar null lines of the horizontal electric field component which is normal to the direction of emplacement of a buried transmitting line current source. A second criterion would be in the surface mapping of the maximum in the vertical magnetic field directly over a vertical-axis loop transmitter and the associated null in the vertical magnetic field at a horizontal offset distance which is about 1.4 times the depth of burial of the transmitter. Finally, a third criterion would lie in the surface mapping of the null in the horizontal magnetic field directly over the vertical-axis beacon and the associated maximum in the horizontal magnetic field at an offset distance from the transmitter axis of half the depth of burial of the loop transmitter. In mapping the vertical magnetic field over a buried vertical-axis loop transmitter, the size effect of the transmitter loop must be taken into account when the separation distances between the transmitter and receiving sensor are less than ten times the effective radius of the source loop; increasing the size of the transmitting source relative to the source-receiver separation distance shifts the null in the vertical magnetic field to greater offsets. In mapping either the vertical or horizontal magnetic field over a buried vertical-axis loop transmitter, care should be exercised in ascertaining that measured nulls and maxima are along radials through the axis of the buried source loop. For the main part, coupling experiments show that ambient electromagnetic noise in coal mining districts is less of a problem above 1000 Hertz. But secondary and perhaps undesirable maxima and null phenomena (as well as penetration problems) would occur in many coal mine provinces in the behavior of the surface horizontal magnetic field (over a buried vertical-axis loop transmitter) if transmission frequencies as high as 10 kHertz were used.

The past decade shows record increases in global demand for minerals and metals with an accompanying significant decline in skilled personnel. Mining companies today are examining new technologies to maximize production, reduce costs, and create safer work conditions to deal with this shortfall. Automation of an open-pit mine haulage system is receiving attention as a beneficial option since it provides more consistent and efficient operation of mining equipment, it removes workers from potential danger, it reduces fuel consumption significantly reducing greenhouse gas (GHG) emissions, and it can help optimize vehicle repairs and equipment replacement because of more-predictable and better-controlled maintenance. This paper describes a simulation model under development using the EXTENDSIM software package to examine scale-up issues and constraints of autonomous vehicles in comparison to a manual system. The software can predict and manage Key Performance Indicators (KPIs), such as productivity, safety, cost, equipment failures, fuel consumption, and tire wear under different road and load conditions. By breaking-down the various systems of an autonomous haulage truck and simulating the overall haulage system using a Monte Carlo approach, the model becomes a flexible and powerful tool to use within a mining organization. Direct comparison to a manuallyrun system can be done to show the cost and operational benefits of automation. Project managers can use this tool to guide decision-making about possible application of autonomous haulage trucks at a specific mine site.

This report is a compilation of all information obtained in accordance with the requirements of contracts S0122076 and H0232056. A series of eight coal mines were visited to determine their communications usage and requirements. Presently available equipment was surveyed and evaluated to determine its applicability to the needs of the mines. We are indebted to the Consolidated Mining and Smelting Company of Canada Limited for the several pictures in this issue showing the progress made in new construction at Tadanac and at Bonnington Falls, B.C. Plate No. 1 shows the down-stream side of the No. 1 hydro-electric station of the West Kootenay Power and Light Co. Limited at Bonnington Falls, on the Kootenay river, at which 17,500 k.v.a. will be developed to meet the requirements of the enlarged zinc and lead refineries at Tadanac. The generators, exciters and switch apparatus were supplied by the Canadian General Electric Company and the step-up transformers by the Canadian Westinghouse Company Limited. The plant throughout was designed, manufactured and erected by Canadians. Plate No. 2 shows the casting room of the new lead-plant and plate No. 3 the new tank-room of the electrolytic lead refinery at Tadanac. These additions will increase the capacity of the lead refinery by some 150 tons daily. The extensions also include practically doubling the zinc plant, and the gold and silver refineries. With the exception of the new stack, all designing construction and installation of the various plants is being done by the Company's own employees at Tadanac. Plate No. 4 shows the progress made in the construction of the new reinforced concrete stack at Tadanac. This stack, of 21 feet inside diameter at the top, will be brick lined and when completed will rise 400 feet above its foundations: the tallest of its kind in the world. The construction is in charge of the Rust Engineering Company of Pittsburgh, Pa. Plate No. 5 is a panorama of the Tadanac smelters and refineries. The photograph was taken from the roof of the lead smelter and gives an excellent idea of the size of the plant and its surroundings. Tadanac produces electrolytic lead, zinc and copper and fine gold and silver. During 1924 the company treated 1,333,523 tons of ore and produced: 161,400,- 769 pounds of lead; 92,197,824 pounds of zinc; l,382,750pounds of copper; 4,074,044 ounces of silver, and 26,976 ounces of gold.

"This paper discusses the experience of Noranda Mines Limited, Matagami Division, with the vertical crater retreat (VCR) method in the mining of narrow-vein stopes. Although limited to only one stope, the viability of this method at the Radiore No.2 Mine has proven that further use of VCR in narrow-vein mining will be made.IntroductionThe Radiore No.2 property is located east of the Bell River in the southeast quadrant of Isle-Dieu Township, approximately 4.5 km east of the town of Matagami. The new James Bay Highway is 2.5 km north of the property and access to the mine is by a 2.5-km logging road.The property was staked by Radiore Uranium Mines in March 1961 and the sulphide body was first indicated by an E.M. survey. Diamond drilling commenced in the fall of 1961 and was completed by the end of 1962. As per an agreement in 1970, the claims were sold and assigned to Orchan Mines Limited. Subsequently, the property was transferred to Bell Allard Mines Limited, a wholly owned subsidiary of Orchan Mines. Early in 1979, Noranda Mines Limited acquired the property and it is now part of Noranda's Matagami Division.Geology and MineralizationThe deposit is in a band of volcanic rocks north of the Bell River complex. The lens of massive sulphides dips almost vertically and strikes almost east-west. The north contact is essentially sharp against andesite material; the south contact is less well defined, as the massive sulphides tend to grade into more disseminated material.The orebody varies from 5 to 20 feet in width, by 350 feet long and 200 feet in height. The overburden is composed of sand, gravel and clay, varying from 0 to 26 feet in depth. The ore reserves were 153,340 tons grading 1.97% copper and 1.01% zinc including 10% of dilution at zero grade."

The low-volatile, or smokeless, coal field of southern West Virginia is in Fayette, Raleigh, Wyoming, Mercer, Summers and McDowell counties, in the extreme southern portion of the state, and extends into the adjacent counties of Tazewell and Buchanan in Virginia. McDowell County is the largest producer, with Fayette and Raleigh counties next. The total area of the field (Fig. 1) is approximately 1600 square miles, or 1,024,000 acres. The percentage of volatile matter in the various seams ranges from 15 to 26 per cent, The upper limit of true low-volatile coal is usually considered to be 23 per cent volatile matter; above this point, the coal usually is classed as medium volatile. This limit will be used in this paper. Geological Position of Seams The smokeless seams are among the oldest coal seams in the country, as the Pocahontas group of rocks is the lowest member of the coal-bearing series and rests on top of the Mauch Chunk red shale, in or below which no coal seams of any importance occur. The Pocahontas group, or Lower Pottsville measures, has a thickness of 750 ft. in southern McDowell County, which decreases to about 350 ft. at Prince, on the New River, in Fayette County, 50 miles to the northeast. In this group, at various points, 12 coal beds have been found, of which 4 have been found in workable thickness and are now being mined. The New River group, or Middle Pottsville measures, is just above the Pocahontas group and varies in thickness from 1300 ft. in southern McDowell County to about 700 ft. along New River. At various places, 16 beds of smokeless coal have been identified in this group, of which 5 have been found in workable thickness and are now being mined. A general columnar section of these strata is shown on Fig. 2. The workable seams in these strata, arranged in geological sequence, are as shown on page 77.

This paper discusses the significance of the changing energy situation in Canada as it affects the industry. It is apparent that the importance of energy as a management concern has increased considerably since 1973. The importance placed on energy management today will undoubtedly be an important factor in determining company and industry sector strength and profitability tomorrow.

(Canal Zone Meeting, November, 1910.) THE death of Professor Blake removes the oldest of American economic geologists and mining engineers, and deprives this Institute of one of its, earliest and most illustrious members. To many of us it brings a personal loss also, the loss of a friend. William Phipps Blake was born June 21, 1826, in New York City. -His father, Elihu Blake, was a surgeon-dentist of eminence, a direct descendant of William Blake, who settled in the Massachusetts Bay Colony about 1630. He was prepared for college at private schools in New York, and entered the Sheffield School of Yale, where he was graduated as Ph.B. in the chemical course, class of 1852, the first graduating-class of the institution. In the same year he became chemist and mineralogist of the New Jersey Zinc Co., and chemist of chemical works at Baltimore, Md. In 1853, lie started the Department of Mineralogy of the World's Fair at New York City. In 1854, 1855 and 1856, he was mineralogist and geologist of the United States Pacific Railroad Surveys of Williamson, Pope, and Whipple, and for the War Department at Washington. His writings, during this period comprise reports on the geology and mineralogy of California and other parts of the Southwest, and constitute well nigh the earliest scientific accounts of the regions described. One of them. was a translation of the Resume and Field Notes of Jules Marcou, of Whipple's expedition. From 1856 to 1859, he was engaged in explorations of the geology and mineral deposits of North Carolina, :and other parts of the country. In 1859, he became editor and proprietor of The Mining Magazine. This was a monthly periodical, founded in 1853 by W. J. Tenny, who conducted it until 1858, when it passed into the hands of Thomas McElrath, a New York publisher, and appeared in May of that year as The Mining and Statistic Magazine, with the name of
