In addition to the geologic risk of a particular project, the criteria that an international exploration company (æIECÆ) utilises when making an investment decision in a particular country should also include a critical analysis of the political, judicial and fiscal regime of the host country. A key investment criteria of an IEC is mineral tenure and the security and continuity of that mineral tenure under the host countryÆs existing legal system as well as the host countryÆs overall legal, political and fiscal framework, the latter of which can affect the projectÆs overall economic viability in a number of ways. The authors, Steve Vaughan and Michael Bourassa of Aird & Berlis, Toronto, Canada, have taken the position that developing an understanding of a countryÆs legal tradition is a crucial first step in analysing the mineral regulatory regime of a particular country. This paper continues their efforts to overview the most recent legal trends affecting the worldÆs mineral industry and attempts to analyse, categorise, compare and contrast differing legal systems, cultural backgrounds and economic philosophies relating to the development of mineral rights in Pacrim countries and the resulting commercial, legal, and political framework which ultimately drives the relevant mineral legislation. For the convenience of organisation of this analysis, the authors have divided the Pacrim countries into four smaller groups, firstly, on the basis of their legal tradition and, secondly, by their geographic location:Common Law Countries: USA, Canada, Australia and New Zealand; Spanish Civil Code Countries: Mexico, Central America (Panama, Nicaragua, El Salvador, Guatemala), South America (Chile, Peru, Ecuador, Colombia). Communist or Former Communist Countries: Mongolia, China, Russia. Countries of the Pacific Southwest: Phillippines, Indonesia, Malaysia, Indo-China (Vietnam, Laos, Cambodia, Thailand), Papua New Guinea. The discussion starts with an analysis of the various types of legal regimes, attempts to classify or categorise them, reiterates the necessity for the rule of law and those factors which encourage mineral exploration and development and discusses and recommends the expansion of a practical country competitiveness rating system developed by the Fraser Institute. In addition to the fundamental issue of mineral tenure û what it is and how secure it is û the paper discusses how different legal systems have shaped different approaches taken by individual nations to attract foreign mineral investment. The paper analyses the best practices and experiences accumulated in different Pacrim countries with varying legal traditions and identifies a practical country competitiveness rating system which the authors believe should be expanded to cover all minerally endowed countries. This rating system will permit countries to identify their mineral regime weaknesses and adjust their legal systems to better attract mineral investment and will also permit exploration and mining companies to compare their jurisdictional choices with those selected by their competitors.

In the geologically prospective nations which rim the Pacific Ocean, mineral deposits offer great potential to create wealth for social and economic development. The paper first examines the geological and economic attributes of potential mineral wealth based on current outlook assessment of all significant base metal deposits discovered to 1988 in two Pacific Rim nations - Australia and Canada . The variability of mineral wealth among the economic deposits evaluated and the major contribution of the few world-class discoveries to total mineral wealth are highlighted. Then, the essential but too often neglected linkage between the makeup of potential wealth and its actual realization is analysed. The impact of taxation and the role of exploration are crucial in this regard. Finally, the ingredients of exploration success, prerequisites for realizing the mineral wealth of nations, are examined.

Characterising ores in-pit and in real-time presents a significant value opportunity for the mining industry. Hyperspectral imaging systems are proposed as an enabling technology to achieve this real-time characterisation. This paper considers the application of a hyperspectral imaging spectrometer mounted on a shovel. We define the performance requirements for such a spectrometer and associated subsystems during a typical dig-load cycle. The relatively high swing rotation speed of the shovel requires approximately video-rate exposure times to achieve good spatial resolution. We analyse a selection of components against these requirements and find that suitable commercial spectrometers, detectors and optics appear fit-for-purpose. Automated, real-time spectral classification systems are also available, with only relatively modest requirements for processing power. Southland contains over 70 per cent of New ZealandÆs recoverable coal resources, and an investigation into the potential effects of coal mining on SouthlandÆs water resources is therefore of interest. This paper investigates pit-lake water quality in relation to current mining activities within the sub-bituminous coal and lignite deposits of Southland.   Water quality data was collected from pit-lakes in sub-bituminous and lignite deposits from October 2005 to March 2006. After periods of settled weather, turbidity increased with depth at the sub-bituminous pit-lake (10 - 21 NTUs from 5 - 30 m). In the stratified sub-bituminous pit-lake in March 2006, heavy rainfall caused higher turbidity in the epilimnion than the top of the hypolimnion (20 NTU vs 13 NTU) reflecting surface water runoff (up to 1993 NTUs) and epilimnion mixing. In contrast, turbidity at the lignite sites was variable due to the shallowness of the lakes, but noticeable increases following disturbance and adverse weather were recorded. High turbidity at the sub-bituminous deposits was attributed to the presence of clay minerals such as kaolinite whereas turbidity at the lignite sites was more likely short term and a result of heavier minerals such as quartz.   Trace element concentrations at both sites were low when compared to mine waters in other coal areas in New Zealand and no samples exceeded ANZECC water quality trigger values for 80 per cent species protection. Pit-lake water pH levels were lower and more variable in the lignite deposit (4.18 - 7.30 vs 7.24 - 8.98 in the sub-bituminous deposits). In the lignite pit-lakes, higher concentrations of trace elements (eg Dissolved As - 0.034 ppm and Dissolved Mn - 1.09 ppm) and lower pH (ÿ4) were observed at the bottom of active pits compared to inactive pits. It is possible that quartz pebble conglomerates containing sulphide minerals within the lignite seams are responsible for this.   Further investigation into the mine waters, waste rock and lake sediments will help get a better understanding of the results observed and long term processes that occur.

The Favona low-sulfidation epithermal deposit in the Hauraki Goldfield is less than one kilometre southeast of the world-class Waihi deposit. The veins are hosted by Miocene andesite of the Waipupu Formation, have a total strike length of over 900 m, a vertical extent of at least 350 m and are on average 1-3 m wide. Individual veins have been traced for 200 m with vein widths up to 25 m. The dominant vein textures are massive, crustiform and colloform banded veins and vein breccias, with subsidiary textures including comb, zonal, flamboyant, lattice-bladed, ghost-bladed, microbotryoidal, feathery, ripple and dune, and mosaic. Quartz is the dominant gangue mineral in the veins at Favona. Accessory gangue minerals include pyrite, chlorite, adularia, illite, calcite, and apatite. Electrum is the only gold-bearing mineral and is associated with acanthite, tetrahedrite, pyrite, sphalerite, chalcopyrite, and rare galena. Whole rock geochemical analyses indicate that gold grades correlate with textures/vein types. The highest gold and silver grades are associated with vein breccias and banded veins, with the former containing 28 g/t Au and 136 g/t Ag on average. To date, veins with significant base metal sulfide minerals, and massive and crystalline quartz veins lack significant precious metals (Au and Ag), except for one banded base metal sulfide-rich vein at Favona. An overall zonation of the veins exists, with base metal sulfide minerals dominant at depth (1050 m RL) of the system are characterised by massive quartz veins.Fluid inclusions from a total of 31 quartz, amethyst, and platy calcite veins reveal homogenisation temperatures of ~190-250¦C, with final ice melting temperatures between 0.0 and -0.8. Ice melting temperatures correspond to apparent salinities of 18O value of the water that formed these veins is approximately -4.3 per mil, which is similar to meteoric water-dominated, near neutral chloride fluids in geothermal systems in the Taupo Volcanic Zone.

Currently an Australian Standard for tunnel fire safety is being developed for road and rail tunnels. Other local guidance relating to tunnel fire safety that has recently become available includes publications by both the Roads and Traffic Authority and RailCorp of New South Wales. Internationally, the World Road Congress has completed its 2004 - 2007 cycle, which has resulted in a number of publications. International developments in rail guidance include a new European Standard regarding fire safety in railway tunnels that will come into effect in July 2008. In addition, the National Fire Protection Association committee NFPA 130 are in the process of revising their standard for fixed guideway transit and passenger rail systems, which is due for publication in late 2009. This paper outlines the status of these and other recently published relevant local and international fire safety guidelines and their implications for tunnel projects in Australia.

Management of information systems for data collection is essential to maintain data integrity and continuity, and manage loss control on a large world-class mine such as Telfer Gold Mine. This paper aims to describe the individual systems and protocols of geological data capture at Telfer, then focus on Quality Assurance Quality Control data as an example of loss control in practice. Loss control systems are required to provide capacity, flexibility, structure and management tools to enhance data interrogation. The data that have been collected can then provide geological, financial, environmental, and contractual information to optimise management of business best practice. Telfer Gold Mine is a wholly owned and operated subsidiary of Newcrest Mining Limited. The mine is located in a remote area of NW Western Australia, and has been operating for 20 years. Geological data have been collected at Telfer since 1973. The data include drilling, assay, geological, survey, structural and geophysical data. Data management has evolved through many systems with data stored on many different hardware and software platforms. Commencing in 1995, collation, standardisation and validation of the historic data was completed. This has resulted in the first Access based drill hole database incorporating all available drilling data. This drill hole database, now hosted in SQL Server, is the hub for all geology related data management systems. The Telfer Gold Mine Geology Department has developed a series of inter-related database systems in order to manage the core geology business issues. Databases relating to drill hole planning, drill contract management, geological logging, accounting (standard costing, forecasting, invoice reconciliation), quality control (QAQC), and environment rehabilitation have all been developed to manage loss control. Management effort to provide adequate data systems and protocols has driven the system from concept to utilisation. The improved productivity, data integrity and data analysis capabilities provided by the new database systems at Telfer have allowed for greater confidence in decision making. Systems such as the drill hole and QAQC databases, when utilised in the proper manner provide up-to-date data analysis for resource audits and contract negotiations. The loss control systems are essential to maintain confidence in data integrity and hence directly effect the future of mining at Telfer.

A forecast of energy demand in the non-commu- nist world to the year 1990 is presented with com- ments on the expected effectiveness of conservation efforts in achieving more efficient utilization of energy. A forecast of energy supply for the same period is presented showing the contribution of oil, gas, hydropower, coal, and nuclear fuels, with brief comments on the factors constraining the rate of growth of non-oil energy supplies. The role of `synthetic fuels', i.e. liquid or gaseous fuels produced from coal, oil shale, and tar sands, is reviewed with brief discussion of factors affecting the development of this industry. In somewhat greater details, the growth of demand for oil by geographic regions is analyzed. Particular attention is directed to the source of the oil supplies which will be required. The anticipated rate of discovery of new oil reserves is discussed with comments on lead times required in the development of new discoveries in hostile environments such as the Arctic and deep oceans. The continuing importance of oil supplied from countries which are members of the Organization of Petroleum Exporting Countries (OPEC) is illustrated. Oil will continue to be the marginal ('balancing') source of world energy supply throughout the forecast period and although it now appears that oil supplies will be sufficient to balance the energy equation during the 1980s, little flexi- bility will exist to cope with unexpected growth in demand or slippage in supply. Prudent energy re- source management will require major efforts to stimulate conservation and also to stimulate the rapid development of conventional and new forms of energy supplies and changes in energy consump- tion patterns to utilize the new supplies. Because of the long lead times and the massive capital require- ments involved, governmental policies are needed soon which will stimulate conservation and which will encourage businesses to move rapidly to assure the energy supplies the world will require in the 1990s.

æSustainabilityÆ is one of those words that has gained more usage in popular discourse than in the dictionary. In fact it is not in many dictionaries at all. Typically, given this, it also seems to mean different things depending on whose lips it emerges from. It is now like a code word in that if people say it, you donÆt have to think about its meaning; it is just æthereÆ and is taken for granted. This is a problem for the mining industry as we are now using the term too and to be effective in what we do, we need to have a reality check and see how those outside who have views on us (æstakeholdersÆ maybe) use it. The core issue seems to be æsustainability of whatÆ: the industry?, a company?, the global environment?, particular ecosystems?, the community? At these levels, the term seems almost meaningless. If we do not even agree on what it is, at least broadly, our communication and possible partnerships for going forward will be difficult to say the least. One reference to æsustainÆ in my thesaurus is: æTo keep from failing during stress or difficultyÆ. This may be a clue to something approaching a common notion. I suggest that to use æsustainabilityÆ we make the following assumptions:that we are talking about human activity aimed at making a living that has an impact on the natural and social environment; that humans must make a living (though what this needs to include is problematic); that the impact of particular activities has been problematic to date and needs to be monitored, altered, stopped, etc; that there is stress on both social and natural environments; and that change can be effected in order that particular activities such as mining minimise their negative effects and maximise their positive. This is why we are taking part in sessions such as this one today. Two more initial observations: First, it strikes me that even with the above assumptions laid out, æsustainabilityÆ and æsustainable developmentÆ are too abstract and general as concepts. We have to break these high and mighty ideals down into workable, bite-size chunks, into practical ways of dealing with the world outside our sites and companies. Second, sustainability, on both sides of the fence, too often focuses on nature and environment as though they are independent of people and community. I would argue, perhaps provocatively, that sustainability is primarily a people issue and has to be tackled as such. I want to look at the overall climate for business today and how it has responded before I return to what we can and need to do as the mining industry to make æsustainabilityÆwork.

Lightning Ridge, Australia, is the largest opal producing area in the world. Most opal is mined from shallow underground mines by individuals or small partnerships with the industry having been protected from large-scale development to date. The safety performance of opal mining has lagged both general mining industry standards and community expectations. The application of geotechnical analysis to the opal fields has the potential to considerably reduce injuries and fatalities. With consideration of the local culture, preliminary geotechnical analysis has been applied to some current methods of work utilised at Lightning Ridge. Practical solutions have been advocated and are presented in this paper. Improvements to safety generated by these practical solutions indicate that further geotechnical research at Lightning Ridge is warranted and would be beneficial.

The concentrations of methane and coal dust vary from one location to another in underground coalmines. In the presence of an ignition source, such as static electricity, these mixtures can initiate explosions and consequently cause massive destruction. Research data can help in understanding the level of hazards and associated risk these flammable mixtures can produce. For instance, the level of peak explosion pressure and flame speed can be well understood from experimental and numerical research data. With this aim, methane–air mixtures and methane-coal dust-air mixtures were employed in a ducted spherical vessel. According to literature, the maximum value of peak explosion pressure can be obtained in vessels of spherical geometry when compared to vessels of other geometries. Thus the values of explosion parameters generated from spherical vessels can be incorporated in understanding the highest level of hazard that can occur in a real world scenario.In this study, the duct integrated with the vessel resembles any channel or pathway connected to a methane and/or coal dust rich area in the mine. Experimental investigations emphasise that the severity of explosion in the explosion zone transmits to the channel or pathway. The length of the channel or pathway also plays an important role on the values of explosion parameters. The greater the length of the channel or pathway, the higher the explosion pressure is and therefore the higher the destruction. Ignition energy and concentrations of methane and coal dust were varied in collecting experimental data. The concept of a magnetic hydro-cyclone is undeveloped, possibly because studies by Bragard (1965) and the Royal School of Mines in London (Robinson, 1965) were not encouraging. Its role for the concentration of ironsands is attractive in that the classifying effect within a hydrocyclone may be comparable to the classifying effect in the gravity concentration of ironsands, and thus two steps may be achieved in one. Furthermore it should be a very simple and cheap process. The idea has been explored intermittently since 1976 but more energetically since the offering of a magnetic hydro-cyclone thickener by Boxmag Rapid (1983). This paper summarises the development and test work which are detailed elsewhere (Fricker, 1984).

The aim of this study was to investigate the possibility of leaching zinc from the tailing (-2 mm) of Angouran flotation plant using sulphuric acid. The tails were first calcined at 800¦C for one hour. The effect of factors such as stirring rate, temperature, initial acid concentration and solid/liquid ratio, on zinc extraction were studied. The results obtained show that at the best conditions, about 91 per cent of zinc were leached using a stirring rate of 800 rpm, a reaction temperature of 50¦C, a 30 minute reaction time, a 100 g/L initial sulphuric acid concentration and solid:liquid ratio 1:6 g/ml. The P85 of the feed material was about 150 ¦m and acid consumption was 600 kg/t.

The Brunswick plant is located in Costerfield, approximately 40km east of Bendigo in central Victoria. Crushing, grinding, gravity gold concentration and flotation methods are used to produce a saleable gold concentrate and an antimony-gold flotation concentrate. This paper discusses the improvements made within the processing plant which have resulted in a 99% increase in throughput over nameplate capacity of 6 250 average tonnes per month to 12 445 average tonnes per month and increases of 12% gold (from 2007 average of 78% to 2014 average of 90%) and 16% antimony recovery (from 2007 average of 79% to 2015 average of 95%). "An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. The Southern Alps of New Zealand and the mountains of Taiwan are both young transpressive orogens characterised by rapid uplift and exhumation, high heat flow and vigorous surface processes. Comparing and contrasting the two provides an ideal framework through which to explore the structural and lithological controls on fluid and gold mobility during collisional deformation. Both have two fluid flow systems centred about their drainage divide with shallow topographically-driven meteoric water above a deeper flow system dominated by mineralising rock-exchanged fluids. Despite similar tectonic settings, the distribution of heat flow, hot springs and veins in the two orogens are different. Taiwan has higher heat flow, distributed hot springs and localised veining whereas the Southern Alps have a narrow heat flow anomaly, localised warm springs and widespread veining. We use three-dimensional numerical models to evaluate key parameters that affect fluid flow and gold mineralisation. Models show that differences in crustal strength and thickness affect the locus, scale and rate of crustal fluid flow and hence influence gold deposition at a variety of scales. We explore how surface topography can lead to localised changes in the stress state, facilitating the switching of principal stresses and hence vein orientations.CITATION:Upton, P and Craw, D, 2015. Gold rush histories are usually written as though they were unique events in the development of a region or nation. While this is a valid way of looking at gold rushes, it is not the only way. This paper is a brief attempt to relate the West Coast rushes to a wider context. During the second half of the nineteenth century the lure of gold transformed the Pacific Rim. Gold rushes drew more than half a million Europeans and Americans to lands bordering the Pacific. By 1900 a chain of mining, industrial and urban centres ran from California to Alaska; from Ballarat to New Guinea, and on to Western Australia. The New Zealand rushes were a significant chapter in this story. People, cargo and information passed from rush to rush. Techniques learned on earlier goldfields were imported; those developed in New Zealand were, in turn, taken up elsewhere. Administrative systems and regulations developed in Australia were implemented in New Zealand, improved and passed on to Canada. This interconnectedness was so strong that gold-seekers thought of the mining regions as a distinct culture, 'the whole digging world'. Much can be made of the similarities shared by rushes. But comparison can also highlight the individuality of each rush. +The early days of the West Coast rushes were perhaps the strongest assertion of a diggers' culture. A brief period in which a remarkable orderliness was created through mateship, self-regulation, and the occasional threat of rough justice. The West Coast rushes were both a unique experience and an integral part of a process which transformed the Pacific Rim during the nineteenth century. Understanding their part in that bigger story highlights just how unique they were.

A survey of selected West Coast Streams was undertaken in Summer 2001, Summer 2002 and Winter 2002 to establish the degree of arsenic (As) contamination in waters and sediments downstream of old coal and gold mine workings on the West Coast. Of the catchments studied, Soldiers/Ford Creek and Rapid Stream showed the most significant elevated As concentrations, predominantly in dissolved form, and evidence of AMD or ARD contamination (high sulfate concentrations and/or acidity). The rate and processes of removal of dissolved arsenic from the water column (attenuation) have been studied in these catchments. The Rapid Stream and Soldiers/Ford Creek catchments are directly affected by adit drainage from the Sullivan and Blackball coal mines respectively. Both catchments have high As concentrations in the sediments, with up to 770 mg/kg in Soldiers Creek and 490 mg/kg in Rapid Stream. Dissolved As concentrations are significantly elevated in the neutral pH waters of Soldiers Creek; typically as high as 100 - 200 ¦g/kg, up to 500 m downstream of the main adit discharge (800 ¦g/kg As). Adit inflows to Rapid Stream were acidic and contained 20 - 30 ¦g/kg dissolved As, with relatively high concentrations of arsenic in the stream water in winter (up to 18 ¦g/kg), but not in summer. Analysis of concentration trends and As:SO4 ratios downstream of these obvious As sources confirmed that dissolved As had been actively removed from the water column, but varied seasonally with greater removal evident in summer. Adsorption of arsenic onto iron oxide in the stream sediments is the most likely mechanism of removal. The Snowy River catchment, on the other hand, has relatively high As concentrations in both the sediments and the water column, but there was little evidence of a distinct AMD or ARD input from the Blackwater gold mining area. Preliminary investigation suggests that dilution rather than attenuation is responsible for decreasing As concentrations downstream.

Pilot-Plant Testing of Ammoniacal-Cyanidation for Gold Recovery from Copper Gold-Bearing Ore The results of pilot-plant tested ammoniacal-cyanidation of gold recovery from copper gold-bearing ore are presented in this paper. This ore is from a deposit of Russian Federation with gold and copper grade 9.5 g/t and 0.4 per cent, respectively. Copper is largely present as malachite and azurite. The presence of chalcopyrite and bornite is also observed. In order to recover gold, gravity is recommended. Two options of ammoniacal-cyanidation using leaching of gravity tails, CIP and filtration, were tested. It was found that ammoniacal-cyanidation using filtration of leaching tailings and recycled solutions is the most optimal option. The proposed flow sheet provides for 89.7 per cent gold recovery from gravity tailings at the consumption of NaCN 0.9 kg/t and (NH4)2CO3 7.5 - 9 kg/t. Compared to conventional cyanidation, this technology decreases the consumption of sodium cyanide from 4 up to 0.9 kg/t at the same gold recovery. It can be recommended for the treatment of copper gold-bearing ores with the similar composition.

In coal mining, geophysical techniques have an established application in determining the location of seam boundaries ahead of the face so that underground mines can be planned to avoid any geological structures that might disrupt production. Geophysics can also be used in geotechnical studies to determine the in situ properties of the rock mass and the response of the rock mass to the mining. The use of geophysical logs and microseismic monitoring in these geotechnical applications are discussed in this paper.
