INTRODUCTION Optimization, as measured by productivity gains, is being achieved in our nation's preparation plants principally by automation, economy of scale, and reducing maintenance. Increased tonnage per unit of investment, a1 so a measure of optimization, is being achieved by breaking with tradition and increasing plant utilization, while simultaneously improving on equipment re1iabi1ity. Improved qua1ity, another measure of optimization, is being attained through technical innovation. This review will concentrate on state-of-the- art unit operations and processes, and will not discuss emerging new technologies which are covered in detail in other presentations of this symposium. It is recognized that much of what will be discussed in this paper is not unique to the fine coal circuit, but is equally applicable to the entire preparation plant. However, the areas reviewed are the principal means being used today to optimize an existing preparation plant's fine coal circuit. Prior to designing and optimizing a fine coal cleaning circuit, the question that must first be answered is, "Do we even want a fine coal circuit? This is a much more complex question than is readily apparent, as most of you recognize. It can be argued either way. In the final analysis the "bottom line" will hold (Blackmore, 1982). If your sales contract a1 lows it, and the selling price can justify it, you most assuredly want to build a fine coal circuit into your preparation plant. In general today, most new preparation plants do have fine coal cleaning circuits. The purpose of fine coal cleaning has changed with time. Some of the early applications of fine coal cleaning were to prevent stream pollution rather than to prepare a product for market (Merrill a Pennington, 1962). During the 50's, 60's and into the 70's the principal thrust of fine coal cleaning was in metallurgical coal preparation. More recently, the emphasis of the 80's is on steam coal processing. There is no consensus on what is fine coal. Traditionally, fine coal would be anything below 1/4" in size. Because of the advances being made in intermediate coal cleaning processes, i.e. heavy media cyclones and jig cleaning, this discussion will define fine coal as -28 mesh (Aplan, 1987). Figure 1 is a plot of the size ranges of a large number of U.S. bituminous coals. In general the -28 mesh fraction of a bituminous coal will be between 7% and 18% of the ROM feed with reported ranges of 5% to 40% (Aplan, 1987). Consequently, traditional fine coal cleaning is general 1 y involved with a re1 actively mi nor portion of the coal feed. Every effort is taken both in terms of mining and preparation to keep it that way because of the high cost of cleaning fines. The move away from this posture, namely, the techniques to fine grind coal to liberate pyrite is probably the biggest challenge facing fine coal processing today.

Two major events highlight recent developments in US ore and coal ports: completion of the last series of modern taconite pellet transshipment facilities on the Great Lakes; and modernization and construction of coal ports, particularly on the East and Gulf Coasts. The New Taconite Transportation System To reduce raw material transportation costs, a fleet of new generation high-capacity 304-m (1,000-ft) self-unloading vessels were built to carry iron ore pellets from the Minnesota-Michigan iron ranges to the steel plants on the lower Great Lakes. Existing port facilities had to be modernized, revised, or completely rebuilt to accommodate these large vessels. Some of these were Burlington Northern's Allouez, WI, loading dock; Duluth, Missabe & Iron Range Railway Co.'s Two Harbors, MN, facility; Republic Steel's Lorain, OH, facility; and Chessie's Toledo, OH, dock. Allouez and Two Harbors receive taconite pellets from unit trains and load them onto large vessels either after dumping or via a large stockpile and reclaim system. The Lorain facility receives iron ore pellets from self-unloading vessels' discharge boom conveyor and reloads the pellets into rail cars or small vessels destined to inland steel mills. The Toledo facility receives Armco pellets from vessels, stockpiles them through the winter, and reloads into unit trains destined for Armco's mills along Chessie's rail tracks. Burlington Northern's $75-million Allouez pellet dock, completed in June 1977, was built to receive pellets produced by Hibbing Taconite Co. and National Pellet Plant in Minnesota, stockpile them through the winter when the lakes are frozen, and load them into 304-m (1,000-ft) vessels in the shipping season. As much as 10 Mt (11 million st) of pellets may be stockpiled within the loop track. A 6-km (4-mile) long conveyor system connects the stockpile area and the dock. Thirty-six new concrete silos were built on the dock to house 2 kt (2,000 st) each of pellets before shiploading. The $35.5-million expansion of the Two Harbors transshipment facilities began shiploading in July 1978 after ground breaking in Aug. 1974. Particularly noteworthy is the first application of the Orboom system-a breakthrough in technology for the modernization of the century-old pocket docks on the Great Lakes to accommodate the new generation of super vessels. The pocket-type loading dock has been a standard on the lakes for nearly a hundred years. Bottom-dump rail cars fill the ore pockets on top of a finger pier. Gravity chutes matching standardized ore ship hatch spacings are lowered to fill the holds of a 20.3-kt (20,000-dwt) ship. The construction is simple and the loading swift. In spite of advances in technology elsewhere, most of these docks continue to serve the iron ore and coal trade in the same manner they did in the 19th century. Although performance of the pocket docks on small vessels remains outstanding, the new 304-m (1,000-ft) vessels are beyond the reach of the old docks. After extensive development, the Orboom system (Patent No. 4,065,002) for pocket docks was successfully developed. The heart of the Orboom system is the retractable shuttle loading arm which loads the wide beam vessels. The Orboom shuttles are fed by existing pockets of the dock that, in turn, are charged by a tripper conveyor along the length of the dock. The Two Harbors shiploading system is supported by a 0.9 Mt (1 million st) storage-reclaim network. Unit trains are bottom dumped. New Zealand has been a significant producer of gold for over a century. Total recorded production is over 850 tonnes. There were three major periods of production: the first and biggest was between 1860 and 1880, the second was between 1895 and 1920 and the third was between 1930 and 1945. After 1945 gold production fell continually until 1980 when the major upward adjustment in gold price led to renewed interest. There have been important new developments in each of the known gold-rich areas: Westland, Otago and Coromandel and exploration for gold in these areas and in previously unprospected regions has reached unprecedented levels. In Westland over 140 gold processing plants are each producing between two and six ounces a day from low-grade placers. A major gold dredging operation will soon be producing over a tonne of gold annually and other new dredges are proposed. There are still vast reserves of gold-bearing gravels in Westland and prospecting is continuing to reveal new resources. In the Reefton area there is renewed interest in gold-bearing quartz reefs which were the source of over a million ounces of gold between 1900 and 1951. New large opencast reserves are now defined.

The main variables are: belt cleaner blade materials, cleaning pressures, cleaning angles, belt speeds, and belt top cover grade. The bulk material used is a standard test-grade silica sand. The measured results include: blade mass loss, belt mass loss, and cleaning efficiency.

During the past decade, approximately 5 billion pounds of explosives were used annually in the United States. Most of this quantity of explosives was used by the mining industry, with coalmining being the dominant application for explosives. Considering the large amount of explosives used, the accident safety record for the mining industry has improved significantly over the past several decades. Although blasting accidents usually represent a small percentage of the total number of mining accidents, they continue to occur and the severity of these accidents is disproportionately high compared to the other mining accidents. This paper is an analysis and summary of mine blasting accidents over the past several decades as they relate to surface coal mine operations. A compilation and review of surface mine blasting accidents from1978 through 2001 was made. The accident data was examined to identify the trends and primary causes, which continue to be blast area security, fly rock, premature blast, and misfires. Approximately 46percent of the causes of surface coal mine blasting accidents are attributed to blast area security, while fly rock, premature blast, and misfires represented an additional 50 percent of the causes. Accident categories were established based on the cause of the accident or the activity that was taking place when the accident happened. A discussion of the accident data is presented to increase hazard awareness and to emphasize safe blasting practices and MSHA requirements concerning mine blasting operations.

Two separate constructed treatment wetland (CTW) systems receiving the same metal contaminated, acid sulfate water over different lengths of time and at different rates were evaluated for metal attenuation. Both wetlands are the alkalinity generator portion of a succesive alkalinity producing system (SAPS). Sequential extractions are employed to determine phases of metal removal. Results indicate that Fe, Al, Zn, Ni. and Cu accumulate in the organic substrate over time. Manganese accumulates initially, but is not retained in the system over time.

Greens Creek is a high grade Ag/Au/Pb/Zn deposit located in southeast Alaska. Maximizing the Net Smelter Return revenue from the fine grained mineralization is a dynamic process given changes in metal prices, smelting terms, ore grades and flotation characteristics. This paper discusses the evolving concentrate production strategy, and how it is affected by such factors as ore and concentrate specifications and by market conditions. Also described is the development of an on-line computer program that provides the mill operators with real time NSR data and a means for optimizing Net Smelter Return.

All gold occurrences in Tanzania are of Precambrian age and in geological settings similar to gold deposits in other parts the world. The three main areas of interest are perhaps the least prospected of areas of gold mineralization in Precambrian rocks in non- aligned, or market economy nations. Historic production exceeds 77.660 kg (2.5 million oz). Current results by small scale workers go unreported, but have been estimated to be as high as 11.000 kg (350.000 oz) annually. Gold occurs in both lower and upper Precambrian rocks. In the older. gold is associated with greenstones and iron formations typical of many cratonic areas of Precambrian age. The Tanzanian Craton lies in the north west quarter of the country where it is flanked on both east and west sides by mobile belts involving upper Precambrian rocks of high metamorphic grade. Gold occurs in fractures in the western belt within two distinct areas.

In deposits with highly skewed grade distributions, such as precious metals deposits, proper handling of the outlier high grade data is very crucial to the ore reserve estimation. Although some recent geostatistical techniques are available to handle the estimation problems with these outlier data, ordinary kriging or conventional methods are still widely used to estimate the ore reserves for such deposits. One reason for this is the fact that the alternative methods offered are either too complex or too exhaustive for the mine engineers and geologist who often do not have the expertise or the time to apply these methods. This paper presents a new 2-step kriging algorithm "Outlier Restricted Kriging" (ORK) which can be a simple and a practical tool to use where the ordinary kriging will fail to handle the outlier high grade data properly in block grade estimation. The paper details the methodology and discusses the results of its application to a gold deposit.

Detailed examination of the Sloan Ranch diamond prospect has shown that the Sloan 1 diatreme, the Sloan 2 dike, and the Sloan 3 horizontal sheet complex are all parts of the same kimberlite complex. Geologic mapping, geophysics, soil chemistry, test pitting, and drilling all helped to delineate the structure. Bulk sample testing yielded moderate grades with encouraging gem-to-industrial ratios, but no large stones were recovered. These test results, along with supporting mineral chemistry data, suggest that the Sloan Ranch complex is analogous to sub- economic occurrences located near the margins of the Archean cratons in southern Africa.

A control technique is described for enhancing the efficiency of materials handling and other mining operations. The concept involves human-operator and robotics control interactions to assist in mining operations. Many mining tasks require a human operator to coordinate the motion of several machine links by simultaneously manipulating multiple joysticks or other control devices. The new control architecture allows for automatic coordination of multiple machine joints. The machine movement may follow a computer-optimized, learned coordination pattern, while the operator still retains the master control of the overall trajectory and velocity parameters. Examples are described for a surface mining front shovel.

Sampling data from large mined out areas of, existing Witwatersrand mines is split into areas accepted as 'mines' and used to provide for each mine the equivalent of a number of sets of borehole values as well as the follow-up 'actual' value. This data is used to establish the spatial structures on a macro scale between 'mines' for grade as well as variance and the suitability of the three-parameter lognormal model Is tested for the borehole and 'mine' frequency distributions. A comprehensive range of borehole valuation techniques is then applied to a large number of borehole sets on an individual mine basis. The results for each technique are then compared with the corresponding follow-up 'actual' values for these mines. After normalisation via the three- parameter lognormal model the estimates are also correlated with the 'actuals' to define any conditional biasses and to establish the observed error distributions and error variances of the estimates. On this basis the various techniques are rated for their relative efficiencies and the significance of the advantages gained.

More efficient classification with a single hydrocyclone through equipment and/or operating design changes does not appear possible. However, improvement in classification efficiency by increasing the sharpness index and decreasing the apparent by-passing while changing the cut size is possible through proper staging of inefficient hydrocyclones. But feasible multistaging requires achieving the necessary material balances around the units. Because of the interactions among the units, these balances require extensive iterations. The final step before commerical installation should be a laboratory demonstration, in order to define the control algorithm required to maintain stability. However, eventually a sufficient knowledge base should be developed that will permit simulation in place of laboratory testing as well as the incorporation of a feed forward strategy.

The problem relating to the use of insoluble anodes in acidic and highly aggressive environments has still not been definitely solved, and it is therefore a recurring subject of discussion. The fields of application in which insoluble anodes play a fundamental role are mainly in the electrolytic extraction of metals, in cathodic protection with impressed current, and in the production of oxidized halogenated salts. Based on the foregoing, B.U.S Engitec Servizi Ambientali (BESA) developed an electrode suitable for the use in the above-mentioned system. The basic component of the BESA anode is a bimetallic wire made of a copper rod (core) covered by a thin layer of valve metal, to be chosen between tantalum (Ta) and niobium (Nb). The wires, coated with suitable catalyst (PbO2, Pt or others) are inserted in a plastic frame and fixed to a current feeder by means of a screw, ensuring an optimal contact. Experimental data on the operating conditions, such as kind of electrolyte, current density, electrode potential, corrosion tests and fields of possible application, are described.

The Caribbean islands, with their very diverse geology, are a source of several industrial minerals both for their own domestic consumption and for export. The geology of the Greater Antilles, which comprises Cuba, Hispaniola, Puerto Rico, and Jamaica has a Mesozoic or pre-Mesozoic basement overlain by sediments and volcanics, the latter being dominantly island arc in character. Later granitoid intrusions were emplaced. Obduction of ophiolites also occurred variously from the mid- Cretaceous to the Palaeogene. Thick accumulations of limestones surround the older strata, along with Neogene and younger sediments. The Lesser Antilles islands form an arcuate chain, mainly of volcanic rocks of calc-alkali or sub-alkaline affinity with some younger limestones and siliciclastic sediments. Trinidad and Tobago have closer similarities with the South American continent in their geology. Tobago has a metamorphic complex, juxtaposed with a volcanic-plutonic complex, and limestones. Trinidad has very thick Cretaceous to Recent exposed sedimentary sequence. The current exploitation of industrial minerals in the Caribbean is dominated by construction raw materials (mainly sand and gravel, limestone, and cement), although there is extraction of gypsum, silica sand, marble, clay (almost entirely for construction use), pumice, and natural asphalt. Salt is obtained from solar evaporation of seawater. Limestone of high purity and high brightness, gypsum, pumice, and high-density igneous rock have potential for further development of their markets, particularly ex- ports. Potential new and undeveloped industrial-mineral resources include residual and sedimentary kaolin, bentonite, zeolites, magnesite, and talc. Cuba could be a source for many industrial minerals in the future.
