Mining, metallurgical and engineering consultants have made a considerable contribution to mining industry development in Australia. Expertise has been developed locally to a high level during the last decade which has contributed to the success of many recent mining projects. The services available'cover the whole spectrum from the evaluation of ore reserves, through feasibility study and financial evaluation to design, project management and commissioning. Using these services effectively and economically is an objective which client and consultant both must pursue but which is not always achieved. This paper discusses some aspects of the use of consultants which the experience of the authors has shown to be of prime Importance

I stand here as a financial advisor who has been particularly close to the whole concept of reporting, independence and all the issues that are brought together in Release 149. However, I was asked to introduce this session by dealing with matters of Prospectuses, Part B's, 3J3's, 12G's and other requirements to report. Now I find it very interesting that one of the keynote issues is whether or not one should have a panel from which one chooses the so-called expert, and this is to deal with the question of independence.

Using a small scale laboratory pilot plant a series of tests have been conducted with the aim of investigating the influence of the zinc/acid ratio on the efficiency of zinc electrodeposition from an acidic sulphate solution. The results have shown that current efficiency is increased as the zinc/acid ratio is increased with no evidence of an optimum zinc/acid ratio. However the choice of a zinc/acid ratio for full scale operations must be a compromise between other parameters, spent electrolyte acidity and power efficiency, which also impact upon plant performance. The effect of various impurities has also been monitored and antimony, nickel and tin have been shown to be deliterious to current efficiency.

The Olympic Dam Project constitutes a major resource of Copper and Uranium and has been under intensive evaluation since the discovery in 1975.A 500 metre deep rectangular shaft has been sunk into the deposit and this has been followed by 8400 metres of level, incline and decline development. 5 surface ventilation raises have also been constructed.Large scale trackless equipment is used to carry out the development, and productivity statistics are given.The paper describes the functionalised system used in the development program and discusses the maintenance support, and services required to carry out these works.The objectives of the Exploration Development program and the satisfactory results obtained from this work are also discussed.

The Savage River Mines concentrator treats magnetite ore at about 300 tonne/h, and produces feed for a pelletising plant. The plant incorporates two parallel grinding lines, each consisting of an autogenous mill, in closed circuit with a screen, a rougher mag- netic separator, a ball mill in closed circuit with parallel cyclones, and a finisher magnetic separator. Significant fluctuations in ore grade and grindability make it difficult to maintain pro- duct size in the narrow range desired, and to achieve maximum possible throughput at the same time, using the present largely manual control system. The present paper describes the develop- ment of a control system based on a mini- computer. It has been possible to implement a scheme of on-line estimation of product size which is sufficiently accurate for use in an automatic control system. The size estimation is essentially derived in terms of plant variables which control the ball mill cyclone cut size. Three control functions have so far been implemented and tested. These are control of the feed rate to the autogenous mill, control of water addition to the autogenous mill, and control of the ball mill sump level.

The mining industry is beginning to adopt quality systems based on the requirements of International Standards for quality assurance, such as the ISO 9000 series. Indications from similar industries are that considerable benefits are to be had from their adoption. This paper describes the use of the International Standard ISO 9001 for quality assurance within BUKA Minerals Limited. This provided guidance for the development of a clear statement providing agreement on the processes to be followed and the outputs required when dealing with outside service providers. Discussion focuses on the interaction with BUKAÆs consultants and contractors during the specification stage, resulting from the application of quality assurance techniques. Risk analysis was used to identify and manage the risks associated with the companyÆs contract for geotechnical and mine design services and the tender for a mine development program of work during the feasibility stage of the project. Setting acceptance controls for the deliverables from such contracts is traditionally fraught with difficulty. BUKA used Failure Mode and Effect Analysis for exposing underlying risks that were not effectively being countered. The briefs were reviewed and additional controls were developed to manage the risk. These controls have provided clearer instructions to the consultants and contractors, indicated audit points for the company and defined the deliverables. There exists within the company, and among its outside service providers, a clearer understanding of what is to be achieved and how it will be measured. The process has imparted considerable confidence to both parties on how the work will proceed and what outputs are to be provided. Some discussion is provided on how quality principles are being applied throughout industry and commerce, generally, and how they may apply to the mining industry. The paper argues that, far from being an appendix to the tendering process, Risk Management should be a mandatory step integrated into the definitions of the work.

Coal mining safety and health legislation is more than typical of safety legislation which has been born of adversity. Indeed, in the main it has been the child of disaster. Requirements which now appear obvious were indeed only occasioned by either social injustice or more commonly by great disasters. Even then changes were often made only after months or years of deliberation by committees. Early mining legislation in New South Wales benefited from the experience in Great Britain. The pioneers of our industry were miners from there and brought with them the basic British legislation, so we started with knowledge gained the hard way. A review of accidents statistics provides a measure of the effectiveness of mine safety legislation, but unfortunately rules cannot control human nature. Miners, managers and inspectors must work as a team to make mines safe and new legislation in New South Wales is planned to this end.

This paper examines the interplay between longwall support design/geometry features, operational controls and geological features on ground response. Experience from several investigations is used to demonstrate the influence of factors such as longwall support capacity and geometry, setting pressure, coal seam strength and stiffness, tip-to-face distance and hydraulic supply and control system parameters on longwall ground response. These factors are then used to outline the requirements on key controls such as retreat rate and cutting height and their influence on allowable roof convergence. The ground response curve concept as a means to provide graphical representation of longwall support and strata interaction processes is presented. The approach was developed to address the requirement for a practical longwall support evaluation and selection tool that can take account of support load influences such as changes in roof geology or cover depth. An example of the comparison between single pass longwall and top coal caving in a thick seam environment is given to demonstrate the influence of the various factors discussed.

The Argyle deposit in the Kimberley region of Western Australia was the world’s largest accumulation of natural diamonds. Following its discovery in 1979, the mining of associated alluvial diamonds commenced in 1983, followed by the pipe in late 1985. Over the life of the mine to its closure in November 2020, Argyle produced approximately 900 million carats of diamonds. Argyle diamonds are distinctive in having a predominance of brown colours and rare highly-prized pink diamonds, which are a signature of the deposit. The 3D geological model developed from mining and deep drilling shows that Argyle is a composite pipe formed by the coalescence of several steep-sided diatremes, each with their own feeder zones at depth, that were erupted along a NNE-trending fault. The ~1.2 Ga Argyle pipe is comprised of diamondiferous olivine lamproite volcaniclastic rocks and intruded by sparse olivine lamproite dykes. The volcaniclastic rocks are predominantly comprised of unconsolidated quartz-rich lapilli and coarse ash deposits formed by numerous phreatomagmatic eruptions of olivine lamproite magma through Mesoproterozoic water-rich sands and silts. Post-emplacement deformation has tilted the orebody 30° to the north and regional strike-slip faulting has offset, segmented, and elongated the orebody. Recent significant modifications of the geological model resulted from underground block cave operations, producing several critical lessons learnt. Diamond grade and quality reconciliation issues warranted a geological investigation which resulted in the recognition of new volcaniclastic olivine lamproite domains with a broad range of diamond grades, including some very high-grade units. The new lamproite domains had a significant effect on the block cave mining and resultant recovery of diamonds. The new findings enable a more coherent and detailed geological understanding of the volcanic emplacement and paragenetic sequence of the Argyle AK1 pipe. Structural modelling of the deposit also played a major role in the block cave mining tonnage recoveries and daily operations. The re-examination of the geology of the Argyle pipe and the results of this new information reinforces the need for ongoing robust geological work both in the early stages of mining a deposit and continued during the life of the mine.

The mining of iron ore is a high volume low margin business because the value of this commodity is significantly lower than that of base metals. The main metallurgical challenges in most of the iron ore projects proposed for treatment nowadays have been in finding the optimum flowsheet for the treatment of magnetite ores, mixed magnetite-hematite ores and even ores that have banded ironstone formations (BIF). The associated plant designs incorporate very high capacity milling systems to grind the ore down prior to magnetic separation and in being highly capital intensive requires substantial investment in mega processing plants with associated infrastructure to mill down the run-of-mine ore to the desired treatment size for upgrading.To minimise the cost of infrastructure, better beneficiation techniques and technologies are being sought to assist in reducing upfront ROM feed to allow for reduction in overall treatment plant footprint necessary in extracting the desired downstream product. This paper discusses such beneficiation techniques and advancement in technologies for the upgrading of coarse and fine iron ore utilising dense media separation (DMS), jigging, wet magnetic separation, dry magnetic separation, flotation and x-ray processing.Another group of iron ore projects involve the mining of hematite ore below the water table. Often the mined ore is wet and sticky. This combination requires high capacity processing of feed material utilising large scrubbers or attritioning units to effectively remove the slimes component present in the feedstock. The fines removed, usually below 1 mm, are then discarded in large tailings storage facilities. Approaches to recovering the saleable material contained within these fines will also be investigated in this paper. This not only implies possible reduction in slimes discard footprint, but also holds potential benefit in augmenting overall yield and recovery of hematite product.CITATION:van Niekerk, L M, 2013. The Luzon arc extends for about 900 km from Taiwan to the island of Mindoro (central Philippines); in this area late Tertiary to Recent volcanism is considered to be the result of eastward subduction along the Manila Trench. The arc is composed of five segments, all of which have individual characteristics with respect to tectonic setting and magma chemistry (Defant et al., 1989). From the north to the south these are (Fig. 1): (1) the eastern Coast Ranges of Taiwan and the islands Lan-Hsu and Lu-Tao (Taiwan Segment), (2) the islands off the north coast of Luzon (Babuyan Segment), (3) the Northern Luzon Segment, (4) the Bataan Segment, and (5) the Mindoro Segment. Defant et al. (1988) suggest that the Bataan and Mindoro segments of the arc, both of which are characterized by different isotopic compositions and levels of large ion lithophile element (LILE) enrichment in the lavas, are separated by a 'pull-apart' zone, the Macolod Corridor.We are currently studying the mineralogy and petrochemistry of Late-Miocene to Pliocene volcanism in the Northern Luzon Segment (NLS), which comprises the geographic area of the Cordillera Central. This area has so far received limited attention, inspite of its wealth of porphyry copper, skarn and epithermal gold deposits. In this contribution we report the first results of our study of igneous rocks from the Mankayan Mineral District (MMD) which is located in the centre of the arc segment under consideration.

Froth flotation is the most commonly used separation technology in the mineral industries. Given the complexity of the pulp and froth phases as well as the multitude of operational parameters that influence flotation performance, purely fundamental models with strong predictive capacity are limited. As a result, accurately modelling modifications to an existing flotation circuit are challenging, particularly when using empirically-derived models from a different operating configuration. Despite these complexities, a recent publication by the authors (Huang et al, 2022) has shown that flotation rates can be accurately predicted from a first-principles model that incorporates hydrodynamic parameters (eg pulp density, superficial gas velocity, feed flow rates etc), surface chemistry parameters (eg contact angle, zeta potentials and surface tension), and size-by-class liberation data. Circuit simulations using this model were shown to be effective in predicting experimental graderecovery curves from the size-by-class mineral liberation matrix. Since the model is derived from fundamental characteristics of the flotation system, it can be used to simulate alternative circuit configurations with varying degrees of recycle. Conventional flotation circuits are operated in a closed-circuit configuration by routing the cleaner scavenger tails (CST) back to the rougher feed to provide an additional opportunity to recover the slow-floating particles. This widely-used flotation strategy has been under constant debate, and several researchers have provided evidence that open circuit configurations provide higher separation and better circuit control (Konigsman, 1985; Bulatovic et al, 1998; Thompson, 2016). Recently, Finch and Tan (2021), used linear circuit analysis to show that open circuit configurations have a fundamental advantage when stage recoveries are high. Given the limitations of these prior studies, the objective of the current work is to further evaluate the merits of the open circuit configuration through a detailed circuit analysis and simulation study incorporating the first principles model described above.

Water is becoming an increasingly valuable commodity in Australia and the mining community is finding itself competing with pastoralists, domestic consumers and industry for access to what is an essential but finite resource. This paper will provide an overview of various legislative regimes in Australia governing water resources, and will review some of the fundamental issues which should be considered by mining companies when contracting with other parties for the supply of water. The paper will focus on mechanisms to secure access to water for mining purposes, and will deal with the following issues: Grants of water entitlements under legislation û (navigating the legislative requirements necessary to facilitate the taking and use of water for mining activities) The paper will focus on the key legislative requirements for securing access to water in Queensland, Western Australia, New South Wales, Victoria, South Australia, Tasmania and the Northern Territory, and will examine: compliance with regulatory processes for securing water entitlements through the grant of water allocations, licences and permits, etc; and dealings with water entitlements (ie statutory mechanisms for transferring water entitlements on a temporary or permanent basis). Securing access to water under water entitlements through contractual means. The paper will also review of some of the fundamental issues which should be considered by mining companies when contracting with holders of water entitlements for the supply of water from both groundwater and surface water sources. These issues include (inter alia): securing appropriate rights to take and use water in compliance with relevant legislation, the necessity to protect the validity of underlying water entitlements, ensuring the security of supply for the contract term, access rights affecting water entitlements and other important issues relating to the security of water entitlements for miners.

The eastern Asia island-arc systems are regarded as specific marginal structures having the common features of geological development and deep structure. The notions on deep structure of island- arc systems are based on the data of studies of the mantle and low-crustal xenoliths. Analysis of location of deposits and ore occurrences of different ages within island arcs in comparison with, the processes of deep heat and mass transfer allows us to develop a-model of mobilization, migration and accumulation of ore substance in the "crust-mantle" system.

The issues which are the subject of this paper cover an extremely broad field. In themselves the components of the topic could be the theme, in considerably greater detail, of a two day seminar. Indeed a full course in an academic year would probably not do justice to the topic. I have therefore experienced considerable difficulty in condensing such a broad subject range down to a 30 minutes address and in doing so have tried to, hopefully, provide a little bit of everything for the wide range of professional interests and different levels of commercial, professional and legal expertise represented at this conference. Perhaps my address could best be described as a "bird's eye" view rather than a "worm's eye" view of the subject.

Extensive personal experience in the USA and Australia has shown that Australians working in suitable work environments are capable of world-class performance. To build such work environments, mining leaders need to ditch two common management approaches that have not succeeded. Firstly, stop relying on traditional methods of trying to change people's behaviour simply by using communication alone to change attitudes and then change behaviour. Analysis of human behaviour explains why this approach fails in all industries. Secondly, stop trying to improve productivity by just running harder and increasing capital investment. Understanding work processes explains why this approach has limited success.

The rnunber of Cenozoic volcanoes which has already been found in China surpasses 600. An ancient Chinese tourist, Xu Xiake (1587-1641 in the Ming Dynasty), mentioned in his travel notes the volcanoes and hot 'springs in Tengchong, a country of the Yunnan Province, 400 years ago. In 1927, the geologist, Yun Zhanli, expounded generally on the recent volcano distribution in China. In the '70's, China not only accomplished aerial photography and produced topographic and geological naps covering the whole country, but also obtained a new understanding of the geographic distribution and process of development of the Cenozoic volcanoes through Landsat imagery; interpretation and ground verification, together with C14 isotope dating and analysis of volcanic rocks.

Since the days of mandatory high cost pilot plant testing in 6 ft + 2 ft SAG mills autogenous griding/semi-autogenous grinding (AG/SAG), mill specific energy is now calculated by various empirical formulae and pilot testing carried out in small laboratory mills. Barratt (1989) described a method using Bond Indices than adding a single factor of 1.25 to arrive at the AG/SAG specific energy. In 1991 the Canadians developed the SAGPower Index (SPI), test using 2 kg of material in a 300 mm diameter mill. This test has been further developed by Starkey, Hindstrom and Orser (2006). This test now includes a Bond Ball mill work index test.The Macpherson test is still being offered by some testing facilities. This dry test requires at least 180 kg of material.Morrell (2004) formulated an AG/SAG specific energy generator based on a drop weight index Value (DWi). This DWi value is related to the Ab parameter and the material specific gravity. Morrell reconfigured the BondÆs Third Theory formula to cause extra power requirements to be inputed. This technique incorporates the material specific gravity (SG). The AG/SAG specific energy values produced using this method are susceptible to higher values of crushing and rod mill work indices.This paper offered describes a more simple method to generate AG/SAG specific energies. This programme incorporates Bond work indices, the JKMRC parameter Ab measuring impact breakage and the parameter ta measuring the abrasion rate, then employs a series of efficiency values nominated for each transition size (AG/SAG T80). These efficiency values have been compiled over the years from actual operating plants and documented reports.CITATION:Burgess, D, 2012. Eleven years ago I addressed delegates to the Whyalla Meeting of this Institute on the subjects 'Oil in Australia?' -- a title which was followed by a large question mark.My purpose at that time, which was before Rough Range, was to interest members of this Institute in the possibility of oil in this country because I considered that exploration for mineralwealth was our concern.I doubt if I made much impression.but.I recall that the Chairman at that Meeting, Mr Ian McLennan, asked me pointedly to name the areas I-would select and I nominated the Northwest of Western Australia,'Gippsland and the Roma District
