Coal mining is recognised globally as a hazardous activity, and as a result operates under high levels of regulatory and public scrutiny while managing a workforce operating in a high-risk environment. Mining companies have developed sophisticated risk assessment procedures, management systems and personnel competency requirements that facilitate the safety and health of employees, and Australia is a world leader in coal mining safety and health.RISKGATE is an Australian Coal Association Research Program funded online platform that delivers broad cross-industry knowledge about current practice in the identification, assessment and management of coal mining risk. Centennial Coal has engaged with the RISKGATE program, managed by the University of Queensland’s Minerals Industry Safety and Health Centre, since its inception in 2010, and contributed topic experts to many modules, including underground topics within the geological and geotechnical domain (strata underground, outburst, coal bumps and bursts, and inrush).In 2013, Centennial Coal experienced significant unexpected strata failure at the Mandalong mine without any personal injury or fatality. This paper presents a case study in the application of RISKGATE to management of this unwanted event, the steps that were implemented, the information that was sourced and the contribution that RISKGATE made to the final outcomes. Western Australian tin deposits are similar to those of other Precam- brian terrains in that they are mainly associated with rare-metal pegmatites, in which cassiterite is found with minerals containing any or all of the elements Ta, Nb, Be, Li, Cs, Rb and the rare earths.. They differ from Phanerozoic deposits where cassiterite occurs in quartz veins, greisens, dis- seminations in granite or sulphide lodes, and is associated with minerals containing W, Mo, Bi, Sb, As, Ag, or Cu. The main tin production in Western Australia has come from the Pilbara Block where the more important tin- bearing pegmatites are related to a younger granite phase, and from Green- bushes where large albite pegmatites intrude ?Proterozoic metamorphic rocks. The more important tin deposits in the Pilbara Block, and those in the Halls Creek and Murchison Provinces, are related to granites which are richer in Si and K and poorer in Ca, Mg, Fe and Ti than 'average granite'. The tin granites tend to have higher than average contents of Sn, Rb and Li.

The mining industry has been slow at adopting the latest management philosophies from other industry sectors, such as manufacturing, and in retrospect, with good cause. With the plethora of three-letter-acronyms such as TQM, JIT, TPM and now, BPR each touted as the panacea for profit improvement, you wonder if you must choose one or attempt to embrace them all! In truth, each new insight into organisational behaviour bears some investigation. This paper looks at the underlying principles and elements of successful change strategies, and how several mining companies, including coal mines, in Australia, Chile and Canada, are applying these principles to their operations. These examples illustrate the need to think radically, and to view mining as an overall process delivering value to the customer rather than a collection of functional silos. They also show that often, a continuous improvement initiative is not enough when a fundamental redesign, a paradigm shift, is needed for a performance breakthrough.

Blasting, particularly bench blasting, uses finite length cylinders of explosive close to two free faces. The rock to be blasted is usually intersected by a complex 3-D system of joints. To fully simulate a blast, a 3-D dynamic model is required. It is shown that the static stress distribution around a long cylinder can be reproduced by superposing the static stress distribution of a suitable chain of spheres. Thus, the dynamic results for individual spheres given by Favreau (1969) can now be substituted for the static results to give a dynamic model of the stress distribution around a long cylinder. Comparison of measured and computed waveforms show that the measured waveforms are much more attenuated and dispersed than expected. The consequences for explosive evaluation and design are Discussed.

The throughput of a HP-roller mill is determined by the acceleration of the feed material within acceleration zone and introduction into the compression zone. Both processes depend on the internal friction and the friction of the material on the roller surface which is influenced by the surface structure and adhering of material. The particle motion in the acceleration zone has been investigated with high speed videos showing the effect of the centrifugal force and the slip on the roller surface. The throughput is discussed in the term of the specific throughput which can be approximated by a linear function characterised by the throughput number and the throughput elasticity. The throughput number is a helpful measure for investigating the influence of the feed material and the surface structure. The experimental results give some guidance for chosing an optimum corrugation profile.

Complete Bouguer and isostatic anomaly maps compiled for Costa Rica provide new insights into the crustal structure and mineralization. Terrain corrections were approximated from the station to a radial distance of 167 km by computer using a 3- minute digital elevation model of Costa Rica and surrounding areas. Isostatic corrections, based on Airy-Heiskanen compensation, were also calculated from 0 to 167 km using the 3- minute elevation model and from 167 km to 180 degrees using combined topographic and isostatic reduction maps. Costa Rica can be divided into four main terranes based on gravity data: a Pacific coastal region, a Pacific inland area, a central region, and a Caribbean coastal region. Negative gravity anomalies along the Pacific coastal margin correlate with an offshore sedimentary basin, and large positive anomalies correlate with mafic and ultramafic igneous rocks on the Santa Elena, Nicoya, and Osa Peninsulas, and at Puerto Quepos. Pacific inland anomalies are separated from the Pacific coastal region by a steep gravity gradient, and over the Coast Ranges a major gravity low overlies a thick section of low- density sedimentary rocks. In the central region, a major gravity low occurs over a thick low-density Quaternary volcanic complex in the Cordillera Central, north of San Jose. A prominent feature of the Caribbean coastal region is an interrupted gravity low over the Limon Basin that reflects a thickening of low-density sedimentary rocks. A conspicuous gravity lineament, trending northeast separates northern and southern Costa Rica. The lineament is defined by the termination of several major gravity anomalies including those over the Coast Ranges, Cordillera Central, Puerto Quepos, and Limon Basin. In addition, the lineament correlates with other geological and geophysical data including: northeast-trending faults, the southern limit of large Quaternary volcanoes, the segmentation of the middle America volcanic belt, and a seismicity gap. This lineament may be the expression of a previously unrecognized major northeast- trending fracture zone in central Costa Rica. An important economic implication of the gravity lineament is a correlation with the termination of gold and porphyry copper deposits in Costa Rica.

An on-stream iron ore analyser has been developed in collaborationwith Hamersley Iron Pty. Limited for determining the iron content ofboth lump (- 30+ 6 mm particle size) and fines ( - 6 mm particle size)on conveyor belts. The analyser, which is called IRONSCAN, is basedon pair production, and is now commercially available from Mineral ControllnstrumentationLimited (MC!) in Adelaide. It can be mounted underexisting conveyor belts with minimal modifications to the conveyor structure,and the presence of steel cables in the belt does not interfere oncethe analyser has been correctly calibrated. The analyser has been extensivelytested on both lump and fines on the shiploading conveyor at Dampier,and typically the root mean square (Lm.s.) deviation between singleIRONSCAN measurements and conventional chemical analyses is betterthan 0.5070 Fe. It is currently being evaluated on - 150 mm ore from theprimary crusher at Mount Tom Price, and initial result are encouraging.The principal advantage of IRONSCAN is that it provides rapid informationon ore grades. But perhaps its greatest potential is at the primarycrusher where conventional sampling and analysis is very expensive toimplement.

West Cliff Colliery mines Bulli Seam occurring at a depth of approximately 480 m. The Seam is intersected by a number of small shear zones and faults. While the faults have caused displacement of the seam, the shear zones are strike-slip structures with small apparent displacement of seam. Outbursts at West Cliff Colliery occur while driving through these shear zones. Few outburst wave occurred where faults have been intersected. In the last 3 years, over one hundred outbursts have occurred at West Cliff Colliery. The size of outbursts varies from a small bump to exceeding 140 tonnes of coal. A number of studies have been undertaken at West Cliff Colliery to control outbursts and predict Outbursts in advance of workings. These include: geological investigations, microseismic techniques, gas adsorption studies and gas drainage. The investigations to date suggest that outbursts of gas at West Cliff Colliery are more a gas phenomenon similar to what occurs in overseas mines. The results of various investigations are reported. West Cliff Colliery is located in the mid- west of the southern coal fields of N.S.W.

BHP's newest colliery on the Southern Coalfield Is Tower Colliery. It is situated near Wilton some 60 kms south west from Sydney. It commenced its operations in 1978 and since that time has experienced considerable roof problems. In its eight years of operations, production has been 936 687 tonnes to December 1985. To a certain extent this is a reflection of the ground control r,,b1cros present in the colliery. paper out Iines the signif mt g,, logical features that are known to exist in the colliery and their influence on roadway development. Faulting has hindered the mine's development and an igneous intrusion has had outhursting associated with it. The prevailing roof rock has also had an impact on the roadway conditions. The paper will look at intersection deformation in present workings. Extensometers have been installed in these areas and provide measurements to verify visual observations. The results show a significant increase in roof movement as the roadway is developed from a single heading, to a T-intersection and then Into a four-way intersection.

The paper describes a new process for filtration which combines the continuous operation of conventional vacuum filters with the low final moisture contents hitherto only achievable with plate and frame presses. The increasingly high portion of fine particles causes several problems in the filtration of copper concentrates. One drawback is that remarkable quantities of liquid are attached to the very fine particles because of their specific surface area. Furthermore, fine particles also reduce the size of the capillaries in the filter cake, thus increasing the critical pressure which any filtration system has to exceed to achieve the desired final cake moisture. The maximum filtration pressure of conventional vacuum filters is limited by nature itself and by practical aspects to approximately 0.75 bar. The hyperbaric filter combines the continuous operating principle with an increase in filtration pressure of up to 6 bar simply by placing the entire disc or drum filter inside a pressure vessel. The major machine components and process features are explained in the details of the paper. After extensive research and field testing, 23 ANDRITZ hyperbaric filters, with a total filtration area of 1968 m2 have now been sold. Seventeen of these units (1440 m2) are in commercial use and more units are, on order. Performance data on copper concentrates from plants in Australia, South America, Poland, Africa and North America are outlined in detail. Compared to vacuum filters, generally hyperbaric filters will reduce the final cake moisture of concentrates with 75 per cent

Most text books on rock blasting claim that the relationship between burden and borehole diameter is linear. The statistical calculation presented here with real values from one hundred open pit and underground mines indicates that the relationship is exponential. For underground mines the burdens are consistently lower than those for open pit mines because of higher ore densities, greater confinement in blasting, and finally greater demand for well fragmented rock. The results shown in this paper are recommended to be considered in basic teaching of rock blasting technique. The formulas can be used for a first rough estimation of practical burden and spacing. The formulas do not however give any information about the fragmentation. For that purpose it is necessary to use other formulas not described in this paper.

Polyurethane resin (PUR) is extensively used in almost all coal producing countries. On the local scene, PUR components suitable for underground application were selected and subsequently, trials were carried out at several coal mines. This paper describes the work at Pikes Gully Colliery (B.P.3Coal), where water flow rates of up to 4.5 m (1000 gallons) per minute, were reduced to 1-1.5 m /minute at the tirst stage of application. Subsequent trials were carried out at West Cliff Colliery (Kembla Coal and Coke). A variety of PUR chemical mixtures were tested in coal ribs and in the roof of intersections and roadways. The trial results are presented with all particular details. Using the PUR injection method, the roof, at the most difficult intersection, was stabilised and 'de-bonded' roof bolts were re-sealed. At Pikes Gully and West Cliff Collieries, 2 tonnes and 3 tonnes of PUR chemicals were injected, respectively. The technique, primarily based on German experience (Bergwerksverband), was used by Delta Control Systems Pty. Ltd. ACIRL was closely associated with the trials, which were monitored by installation of the measuring Stations.

Covers on waste rock and tailings remain the primary choice for closure planning where the purpose is to create an environment where water ingress into reactive material can be controlled and/or prevented. In semi-arid and arid environments, dry cover systems are the preferred option with the design intention to absorb rainfall and to prevent deep drainage. Although the average amount of rain typical for semi-arid environments is relatively low and evaporative demand is high, the seasonal and annual distribution may vary greatly. Rocky substrates are often the only choice for the construction of covers due to economic constraints or availability of suitable materials. While the water holding capacity may be suitable for the application of a dry cover design in arid and semi-arid climates, some of these covers bear the risk of preferential water flow when rain events are intensive or occurring at high frequency. The objective of this presentation is to demonstrate the occurrence of preferential flow through rock containing dry cover systems. A regional classification for the applicability of dry covers is attempted to delineate those regions of Australia where the characteristic of the rainfall pattern increases the risk of failure for dry cover designs. This presentation will cover: the importance of high-quality safety leadership; insights from a Safety Climate Survey that includes responses from 7903 employees working at 19 Australian mining organisations; the results of a critical control verification (CCV) coaching intervention; and recommendations for improving safety leadership in high-risk work settings. Safety climate is a representation of the deeper culture that exists in an organisation. Safety climate is predictive of behaviour, performance and reporting in organisations. Leaders play an important role in the establishment and maintenance of culture. Perceptions of safety climate were collected from 19 Australian mines (n = 7903 employees). These results indicate that the Australian mining sector is doing well in team support for safety and supervisor safety commitment. There were negative perceptions of willingness to report errors, employee involvement in safety initiatives, psychological safety and emergency readiness. Perceptions of safety leadership were in the fair range, with recognising behaviours perceived lowest, falling in the poor range. The underreporting rate was at 25 per cent indicating that 1 in 4 incidents are not being reported. Analyses exploring climate, leadership, safety behaviour and well-being will also be discussed. The integrity and success of critical risk management systems is often determined by the quality of safety leadership. Leaders need a mix of technical safety knowledge and interpersonal skills to be able to support the workforce to build critical control knowledge that invites open and collaborative discussions to find new or improved solutions. Forty leaders at a major mining operation completed training and 5-weeks of coaching focused on developing critical control verification competencies. The follow-up evaluation demonstrated significant improvements in relationship building, observation of controls and overall capability. Overall, insights from multi-organisation climate data and a prepost coaching intervention will be discussed and recommendations and practical guidance for leaders will be provided.

Answers to many questions arising in the different phases of exploration, estimation and production of a mineral deposit, can be found in the geostatistical theory of G. Matheron. It is shown that all these questions regarding sample size, number of samples, shape of drilling pattern can be answered as soon as the continuity of the mineralization is quantitatively characterized by means of a variogram. Next a formula which gives the variance of the error associated to any estimation procedure (i.e., any method and any sampling pattern) is given. Applications to the computation of the standard error of the'mean for various sampling patterns are shown, as well as how to use the formula to simulate several possible sampling strategies and choose the best one. Altogether it is shown how to answer the often heard question, "what happens if such and such sampling procedure is used?", rather than giving an hypothetical "optimal" solution.

Flotation behaviour can be controlled, due to diminishment of granula quality and extension of specific surface area, by adding coarse particles (high- grade concentrates) to condition pulp. It has been substantiated that coarse particles can intensify fine particle flotation and its mechanisms are effects of carrier, intermedium and assistant aggregation of coarse particles. Calculation and analysis of Reynolds numbers and their variation for different size particles, under specific turbulent dynamic conditions, reveal that agglomeration among granulae is subject to specific turbulent dynamic conditions. Furthermore, sizes and adhesion strength of flocculated particles are the function of specific physical and chemical factors. Based on this research an innovative ramification carrier flotation process has been developed, which has been applied to Fankou Lead- Zinc Mine, Guang Dong province, China, etc, with satisfactory results. These results shed light on distinction between conventional flotation and fine particle flotation, meanwhile, provide a basic approach for further solution of fine particle flotation problem.

The objective of this paper was to determine if recent advances in numerical electromagnetic wave propagation modelling techniques could be used to study the propagation of GPS signals over arbitrary terrain. Specifically the effects of diffraction and multipath were to be modelled accurately for propagation over arbitrary terrain surfaces defined by a digital terrain model. Ideally the model was to be in three dimensions and cover an area of a few square kilometres with a simulation height of a few hundred metres. Simulations were to run on current technology PC's with run times less than a few hours. A relatively new technique that involves a numerical solution to the Parabolic Equations can be used to solve for two-dimensional propagation over any type of terrain. The PE provides a direct solution of Maxwell's wave equations by approximating the Helmholtz scalar wave equation. This technique does not rely on the study of individual ray paths as used in the Geometrical Theory of Diffraction (GTD). It was decided to develop a two dimensional Parabolic Equation code, using the Fourier Split/Step method that allowed propagation over arbitrary terrain (; ; ). The model boundary conditions assumed that the satellite transmission was a plane wave, and that the lower boundary was a perfect reflector. Propagation simulations from the model accurately provide the amplitude and phase of the propagated plane wave at all points within the model domain. The PE model was used to study the effects of diffraction and multipath caused by various types of terrain commonly found in an open cut mining environment. The study of diffraction errors was relatively simple, because we are simply concerned with amplitude of the signal as it diffracts about an obstacle. If the amplitude is above the level receivable by a GPS receiver then the diffraction error can be obtained from the geometry of the terrain obstacle. The study of multipath is more complex, as the computed phase from the PE model is ambiguous and the presence of multipath can only be inferred. Thus the absolute magnitude of the nmltipath error is not currently determinable, though the results of some new work is shown here. This paper shows that diffraction effects can cause significant errors in range. It also shows the effects that multipath has on the received amplitude of the signal and the received phase of the signal. A discussion is made of further work that is presently underway that will allow the direct determination of the multipath error by comparing the ambiguous phase with a reference phase.

Since 1980, the Department of Mining Engineering at Kyushu University, in co-operation with the Ikeshima Colliery, Matsushima Coal Mining Co. Ltd., has been conducting a research project into longwall gateroad designs applicable to deep and poor strata conditions. During this period, the economic environment has drastically changed the situation of the domestic coal mining industry. Conventionally, the retreat longwall method, with re-use of gateroad, has been employed as it achieves higher recovery. However, from the view point of production efficiency, this method is not suitable because it requires intensive work in side packing and roadway maintenance. Therefore an interpanel-pillar system, or a two-entry gateroad system, was adopted to identify the factors responsible for excessive vertical closure in longwall gateroads. Field measurements and non-linear finite element analyses were undertaken to confirm the performance of this system. Study results indicate that the stability of the gateroad employing the rib pillar system is comparable to that of the conventional system of re-using Gateroads.

The development of a softwood alternative to the hardwood chockpiece used to build the waste-edge breakers commonly incorporated in gateroad packs is described. The results of laboratory tests on softwood prototypes and two underground trials are presented. The results of the last trial suggest that a viable alternative chockpiece has been designed, offering advantages over availability of wood, weight and given reduced wood content, price.

The Hunter Valley Rail Project (HVRP) represents most of the coal producers using the Hunter Valley Rail System in NSW to haul coal to the port of Newcastle. This system carries over 70 per cent of NSW's coal exports, comprising over 30 per cent of total Australian coal exports. Hunter Valley coal is the largest export industry in NSW, and one of its largest export growth opportunities. However, the industry is under intense pressure in international markets from existing and new coal producers and from other energy sources. Whilst potential growth in demand is substantial, particularly for thermal coal in Asia, excess world supply has pushed prices down, and this underlying trend may well continue. The industry has lost international competitiveness and as a result, investment has dropped 44 per cent over the last two years. The industry must be rapidly structured to compete and attract investment on the basis that these pressures will continue. Substantial productivity improvement and cost reductions must be made for the industry to regain competitiveness, otherwise growth will not occur and the industry will decline, with serious implications for the Australian and NSW communities. The introduction of internationally competitive rail freight rates is an urgent and essential part of this process. It is the key objective of the HVRP.
