The JORC Code, which has been in existence as a Code incorporated in the listing rules of the Australian Stock Exchange and New Zealand Stock Exchange since 1989 and 1992 respectively, has been revised and will be re-released in 2003. This revision followed a call for submissions in December 2001, the publication of an exposure draft in late-2002 and an exposure period during which a large number of constructive comments were received. These comments were reviewed and a further exposure draft released as part of the current exposure draft of the ASX listing rules. It is anticipated that the final Code will be incorporated into the stock exchanges listing rules in late-2003. The 1999 JORC Code has been the standard on which other reporting Codes have been based, each of which has contained refinements. Three in particular, the Reporting Code from the United Kingdom/Ireland/Western Europe, the new Canadian Reporting standards and the SAMREC Code from South Africa, influenced JORC in the preparation of the 2003 JORC Code. Whilst there are differences between the 1999 Code and the 2003 Code, these changes are mainly in the guidelines. The Code definitions, which are largely in accord with agreed international definitions, remain substantially unchanged. The two main changes in the 2003 Code are the requirement for a Competent Person to be responsible for the documentation relating to the reporting of Exploration Results, and the introduction of æRecognised Overseas Professional OrganisationsÆ as overseas organisations to which Competent Persons may belong. Other changes include: clarification of the reporting of exploration targets or potential; the rearrangement of the diamond reporting clauses; the introduction of guidelines for the reporting of Industrial Minerals; modification of the coal clauses and recognition of the new Coal Guidelines; and the introduction of a guideline encouraging the discussion of relative accuracy and confidence in resource/reserve estimates. Other lesser changes to the Code are listed and discussed briefly. The release of the 2003 JORC Code maintains the standard set by JORC as a world leader in the development of mineral reporting Codes and their adoption by industry.

It is a commonplace of our industry that prices of most minerals have been historically weak during the 1980s. The International Monetary Fund's index of prices of metals fell 25 per cent between 1980 and 1982, rose slightly in 1983, and has since fallen further. In December last year it was 37 per cent below its 1980 average. The few temporary exceptions to the mineral industry's malaise highlight the excess capacity, which largely explains the weakness of prices. The industry has painfully come to recognise that more satisfactory prices will not be restored until supply capability and demand move back into better balance. Mine capacity was installed in the expectation of much faster growth of demand than has occurred. For a variety of reasons mine and plant closures have been insufficient to restore equilibrium to the market-place. The industry may, therefore, have to resign itself to continued weak prices for some years more, at least by the yardstick of the 1970s. Growth rates of demand have slackened off in line with economic activity, and in response to continuing substitution and technological improvements. To the extent that the recent weakness of oil prices stimulates the industrial countries' activity, demand for non-fuel minerals may grow faster than most forecasters now predict. It is, however, much too early to say how long the weaker oil prices will persist, and even more difficult to estimate their probable effects. In typical post-war business cycles the usual response to recession was to batten down the hatches, and ride out the storm. Sooner or later, and probably sooner, demand resumed its previous trend path, and prices recovered. The market, in effect, bailed mines out of trouble; the more efficient could make attractive pre-tax profits whilst even the poor to mediocre could earn a satisfactory living. Prices rose at least as fast as general inflation, and in the early 1970s much faster. In retrospect those price rises of the early 1970s were historically abnormal but they did not appear so in the prevailing inflationary climate of the time. When the market failed in the early 1980s many of the hardest hit companies looked for scapegoats.

Why is it so difficult? Why are there differences throughout the resources industry in how reconciliation factors are reported and calculated? Why is there no standard formula to use? These are common questions asked when mining companies try to compare reconciliation results across operations or attempt to undertake internal or corporate governance reporting processes. For many mining companies the calculation of reconciliation factors is often a very time and resource intensive part of mandatory reconciliation reporting. Some major mining companies, that move millions of tonnes of material per annum, dedicate full time resources to the calculation of reconciliation factors. The willingness of these companies to set aside resources demonstrates the value that operations place on good reconciliation reporting. Reconciliation is about measuring the variance between two like measures at different points along the mining sequence. It can be undertaken between predictive models, forecast plans and actual measured performance. Calculations are used to derive a variance between two sections within the mining sequence, with the result being commonly known in the resources industry as a æfactorÆ. Mining companies use the calculation of reconciliation factors as key performance indices (KPIs) to provide a æhealth checkÆ of their operation, with variances often pointing to issues either with the accuracy of the original estimate or the quality of the measurement being used in the comparison. There are many reconciliation factors that can be calculated and reported. This paper will set out, clarify and provide a recommended standard means of calculating each specific factor that, where adopted by a company, will ensure compliance with the international reporting codes, such as JORC. Using case studies from Rio Tinto Group (Rio Tinto) and BHP Billiton Mitsubishi Alliance (æBMAÆ), and the authors experience across a wide range of mine sites, the outline of a generic solution for tracking a parcel of material from the pit through to the port along with appropriate reconciliation factors is provided. The intention of proposing standardised reconciliation factor terminology and methodology is to provide the foundations of a system to enable communication and comparison across different commodities, companies and mines sites.

Within the mining industry computers have made their most significant impact with 3D design, visualisation and resource modelling/ optimisation. Recently, the application of computers to data gathering and accounting functions has also started to reap benefits. These two areas of application cover the beginning and end of the mining process. There has been limited use of computers on the middle section, the actual mining process. This is interesting when considering the relative proportion of overall mining costs that this section produces. There is a certain amount of irony in the lack of mining application software for developing accurate budgets compared to the systems/software then used to review performance against budget. Computers have been used extensively in the manufacturing industry to design, model and simulate the manufacturing process. This has not been extended to the mining process. But, we all strive to have an open pit that replicates a manufacturing plant û smooth, efficient, optimal production. If we could model mining operations with the confidence of plastic box makers we would reduce risk by an order of magnitude, improve planning and focus on value drivers. Cost û benefit analysis would be easy. The extrapolation of manufacturing to mining process models is difficult. The variables in the manufacturing process are fewer in number, have low volatility and are highly predictable. The time between a box falling on a conveyor belt and falling off is very consistent. Mining is quite the opposite. It has large numbers of variables, some of which are unpredictable and volatile. The time to fill an excavator bucket could vary by 30 per cent and the frequency distribution is unlikely to be a mathematically simple normal distribution. Further, each of these variables can be distorted by one-another û they are interrelated. The mining process is a disjointed flow of parcels whereas manufacturing is a controlled continuous feed. A loaded truck might join a ramp and follow a slow water cart up. This is the equivalent of a localised voltage drop on equipment in a manufacturing plant. The manufacturing plant is quite likely to rapidly recover to full capacity. Whereas the slow truck might throw the mining fleet cycle out of balance for hours û trucks queuing at the ROM bin and so on. A mining process simulation has been created that addresses these mining variable issues to produce a highly accurate model of the open pit mining process. The number of uses for such a model is growing rapidly as it is being utilised for a variety of projects within the industry. Although we have access to a wide range of sophisticated process design and improvement tools in combination with a significant range of case studies, the mineral resource industry still manages to be plagued by the negative publicity surrounding operating plant failures because they were neither smart nor safe, together with proposed projects that fail at the first or second hurdle. The general public and the finance industry are generally totally uniformed about projects that ramp-up to name plate capacity on time and on budget and even more so when ahead of schedule and under budget. As the saying goes, good news does not cut the mustard.The following is a summary of the author’s sometimes jaundiced view about why metallurgical plants do not live up to their technical and commercial expectations. In no way should the summary be construed as a negative reflection on the skills of the metallurgical profession. Rather, it is to be taken as a positive acknowledgement of those skills and is intended to highlight some of the major considerations that need to be assessed as a potential project transforms into a sustainable technical and commercial reality.While a considerable portion of the summary is directed at developing hydrometallurgical flowsheets, the general principles are equally important to all aspects of extractive metallurgy.For convenience, the summary covers the following five basic discussion points – project, people, process, patents and politicians.

To improve the understanding of the reactions and mechanisms occurring during the leaching of sulfide ores at high temperatures a range of advanced characterisation and sensing tools have been combined to provide a sophisticated and powerful methodology to examine sulfide leaching systems. These include advanced electrochemical methods, surface chemistry and materials characterisation techniques such as synchrotron X-Ray Absorption Spectroscopy (XAS), X-Ray Photoelectron Spectroscopy (XPS), Scanning Electrochemical Microscopy (SECM), and in situ X-ray diffraction (XRD), together with new robust solid state chemical sensors for in situ real time monitoring of key aqueous chemical parameters. The methodology was employed to investigate various sulfide mineral leaching processes. For example, oxidation of arsenopyrite at elevated temperature involves complicated multiple reactions and the process is strongly influenced by the solution conditions, component speciation and mineralogy. The methodology was used to study this system both ex situ and in situ to gain a detailed understanding of the complex chemical reaction mechanisms operating. These mechanisms are discussed in terms of the observed leaching efficiency. The application of this methodology enables complex sulfide leaching systems to be understood more fully such that process efficiency can be improved.

This paper describes major events in the design, construction, camtissioning and operation of the Elura concentrator. It covers the period fran September, 1974 when laboratory testwork on drill core cotmenced to March, 1983 when the concentrator catmenced operation on run of mine ore following successful completion of initial ccnmissioning tests. The concentrator was designed to treat 1.1 million tonnes of lead-zinc-silver ore per year with a plant availability of 89 per cent. This treatment rate has been achieved for test periods.

BHP World Minerals (BHP) commenced development of the Cannington exploration decline in 1993 using Peabody Resources LimitedÆs Mining Services Division (PRL) as the contractor. Approval was given in 1996 to complete the mine development and bring the mine into production in 1997. The total mine development at Cannington by PRL has included 14 km of headings, 1040 m of shaft sinking for ventilation and ore hoisting and 990 m of raise boring for ore passes and vent rises. Hard money schedule of rates contracts were used for mine development from 1993 until early-1997. This took the mine development down to 570 m below the surface and developed six levels. Because of significant risks, the final phase of the mine development was completed in 1997 under a partnering agreement. This paper examines the factors considered in making the change to partnering, the issues involved in negotiating the partnering agreement to complete the Cannington mine development and the outcomes of the agreement.

Over the last 15 years the contract mining concept has developed into an integral part of the Australian mining industry. Today it is a $2 billion per annum industry with the potential to continue to grow at a rate of between ten and 20 per cent. Australian contract miners have also exported the concept overseas where growth prospects are unlimited. The industry today is at a cross-road where both contractors and mine owners must consider the current state of the contract mining industry and where it is heading. To look at the present and the future, it is necessary to look back at the history of contract mining and why it has developed. Current industry concerns can then be summarised and the areas that need to be considered to enable the industry to prosper, reviewed. The ultimate goal is to reach solutions with benefits to both the mining companies and the contractors.

A bewildering array of process control instrumentation is currently available for mineral processing plants. For sequencing control, special purpose microprocessors or the process control computer can be used. Where continuous control is required, then the choice is between pneumatic controllers, electronic controllers, shared display micro- processor systems and direct digital control. The benefits of each system are discussed and the advantages of using direct digital control in mineral processing plants are outlined. The factors which need to be considered when selecting control systems for new plants are listed. Instrumentation systems designed by Fluor Australia are used as case studies to illustrate the selection process. For established plants, conversion to direct digital can be advantageous, and case studies are given. However, replacement of existing systems requires justification based on a productivity improvement which will allow the control equipment to be paid for within a specific time period. A suite of software programs has been written to provide the field engineer or geologist with the capability to collect and store data directly into small, portable handheld computers. This allows the engineer and geologist to collect data in a more efficient manner as the data is collected in sequence and is verified at the time. Typical applications for this software include geological and geophysical logging, trucking surveys, mine surveying, condition monitoring, ventilation surveys and maintenance systems. The software allows the user to construct his own electronic notebook by structuring data input to the computer in a similar manner as is now done on pre-printed forms. The user can store all valid entry codes or numeric ranges in a dictionary and all data inputs made are validated against this dictionary. Once constructed the user may call the electronic data sheet into the unit and collect data which will be stored into the unit which has the memory capacity to record data for up to periods of 60 hours. The data can then be automatically transferred to mini/microcomputers for immediate analysis and report generation. The software may be used on a variety of handheld computers.However the generally rugged environments found in the mining industry limit the choices. In particular the authors have selected a unit weighing a little over one kilogram, which is rugged enough to fall off an underground survey vehicle, and survive when accidentally immersed in water,without losing data. This paper describes the software developments in detail. The project development work to produce this system has been funded by a grant from the Australian Mineral Industries Research Association and is supported by a number of large Australian mining companies.

The efficient and profit-maximising daily and long-term management of the Vera Nancy resource depends on decisions based upon assay data. This paper examines the range of sample sources, the methods of sample collection, assay techniques and Quality Assurance used by the mine. The orebody has a relatively low nugget effect for a gold mine (around 25 per cent) and this greatly assists in reducing sampling error and producing reliable assay data for production decision-making. Reconciliation between mine and back-calculated mill grades generally sees the mine under-calling mill grades by around four per cent.

The Grasberg is a large copper and gold open pit mine operated by PT Freeport Indonesia and located in the high equatorial mountains of Papua Province, Indonesia. The climate is alpine/sub-alpine with little seasonal variation in temperature and rainfall. The annual precipitation varies from about 3000 to 5000 mm over short distances around the Grasberg, but in general, an average daily precipitation of 10 mm per day applies and leaching of the overburden is continuous throughout the year. Mining commenced in 1988, and almost all of the overburden mined up to 2003 was potentially acid forming. From 2003 to the end of the Grasberg pit operation in 2014, approximately 70 per cent of the overburden will be potentially acid forming and 30 per cent limestone. A major focus of the investigations is developing strategies to maximise the beneficial use of the limestone that will be mined. Laboratory columns and field test pad investigations have been ongoing for six years examining limestone blends. Trial dumps utilising truck placement and conveyor/stacker placement and blending of limestone and acid generating rock have recently been constructed. In addition, based on initial results, investigations aimed at further evaluating the performance of limestone covers in this high rainfall environment have commenced. A significant finding has been the identification of strong armouring layers on sulfide surfaces within well-blended material and under limestone covers. These layers effectively isolate sulfides and thus progressively slow the oxidation rate to a level where the alkalinity load from the limestone exceeds the rate of acid generating. ARD is controlled and neutral low metal drainage results. The results have demonstrated that although limestone blending is effective, it is necessary to ensure that all size fractions within the blend receive adequate acid neutralising capacity to buffer the potential acidity. Because the sulfur content generally increases and the acid neutralising capacity decreases with decreasing particle size in limestone blends, the amount of limestone required greatly exceeds the stoichiometric requirement. This paper describes the development of limestone blending specifications for potentially acid forming overburden and presents the results of the ongoing limestone cover trials at the Grasberg mine.

The analysis of rock fragment sizes plays a pivotal role in various stages of geotechnical and mining engineering. Traditional case-based methods often falter in addressing the variability in rock fragment images due to fluctuating geological conditions and imaging environments. To counter this challenge, AI-based models necessitate training on expansive and diverse data sets, encompassing a wide range of conditions and fragment types. However, the creation of such data sets is often hampered by financial and environmental constraints. This paper introduces a novel approach for rock fragment recognition, which leverages the power of AI for data augmentation, automated annotation and prediction. The methodology integrates three key components: Style-Based Generator Architecture for Generative Adversarial Networks (StyleGAN) for data augmentation, the Segment Anything Model (SAM) for automated annotation, and the multiscale version of you only look once (YOLO-MS) real-time instance segmentation model. The proposed method begins by training a new StyleGAN model using the original data set. It then delves into exploring the latent vectors of different rock fragment images to generate specific ‘style representations’. These latent vectors form the foundational elements of each image in a high-dimensional space, encapsulating critical features such as size, shape, texture, and colour variations. The next step involves conducting quality checks on the generated images to ensure their realism and suitability as training data. Subsequently, the augmented image set is annotated using modified SAM module, followed by training the YOLO-MS real-time instance segmentation model. The performance of this model, trained on the augmented data set, is compared with a model trained on the original data set, particularly in terms of generalisation abilities in new scenarios. The results exhibit a significant enhancement in accuracy, robustness, and generalisability of the model trained on the augmented data set, underscoring the potential of StyleGAN as a powerful tool for data augmentation in geotechnical engineering image analysis.

A resource rent taxation scheme is based on the concept of taxing the rent or surplus profit generated from primary industry activity. Rent has been defined as profits that remain after deduction of company income which corresponds to the minimum return necessary to attract private investment to a new project.Rent taxation schemes on the mining industry within the Australasian region have been examined and widely discussed during the decades of the 1970s and 1980s. Forms of resource rent taxation schemes have been imposed on Papua New Guinea mining, some sectors of Australian petroleum, the Roxby Downs venture and are being discussed for the New South Wales coal industry. While no introduced applications have been pure rent taxation schemes, the concept has generally come to encompass arrangements which tax rent at a partial rate which may or may not vary with the level of profitability or return.An examination is made of a number of the more recent schemes. Aspects which should be considered in implementation of new forms of this taxation are discussed. It is concluded that there is an increased acceptance for this form of taxation on the Australian mining industry.

The design of soil covers as part of the remediation initiatives for mine waste facilities is common practice and more and more engineers are faced with designing these facilities. The design issues associated with these soil covers are complex and requires a good understanding of unsaturated flow. More engineers are making use of numerical models to predict how cover designs would perform, and this has been necessitated by the high non-linearity associated with solving unsaturated flow problems. There are numerous numerical models available to the prospective users and they are all simplifications of reality using different assumptions. The users of these models often do not understand the limitations of the models but rather select a model based on ease of use, and that lends to increasingly erroneous designs being proposed for construction. This paper describes a comparative evaluation of a cover design using four different codes available today; SoilCover, SWIM, HYDRUS-2D and HELP. The paper does not propose to measure these codes up against each other and make statements about which is better than the other but rather illustrates how the assumptions in each code affect the outcome. The data set used for the comparative study is a well calibrated data set that that has been collected over a long period in time and that has been collected according to strict controls. The authors present the pitfalls of numerical modelling of the surface flux boundary conditions, as well as present guidelines towards appropriate use of these modelling tools.

The Maddingley brown coal seam at Bacchus Marsh, where mined and bored, tends on the whole to a higher content of volatile matter than the Latrobe Valley brown coals, and this masks the presence of lignitic or earthy coal bands in the bore core analyses. Visits to the Lucifer Open Cut, at Bacchus Marsh, during 1948, revealed, however, a banded condition in the coal seam, as shown in Fig. 1. This banding showed in a face that had been exposed for a considerable period of time, permitting partial drying out and oxidation of the surface coal. The bands consist of different coal types, ,comparable with those found in the Yallournand Latrobe brown coal seams(l).The' light coloured bands in Fig. 1 consist of a buff to light-brown earthy coal of low specific gravity, that closely resembles the pollen coal, that occurs, as similar thin bands in the Yallourn and Latrobe seams. The 40 ft. of coal above the uppermost of these light coloured bands dries out on exposure to a black, closely cracked surface, composed of small dice-like fragments of a lustrous vitrain-like substance, and in every respect resembles the lignitic coal bands of the Yallourn and Latrobe seams.The coal between and below the light-coloured bands develops fewer and more widely spaced shrinkage cracks on drying out, and remains brown in colour and earthy in appearance, resembling the earthy coal of the Yallourn and Latrobe seams.Representative samples were cut of these coals, taking care to exclude surface coal, and analyses were made of them by the Metropolitan Gas Company, through the kindness of Dr. R. The detailed engineering of a coal preparation plant is important from the point of view of optimum constructibility, operational security, ease of maintenance, operating costs, meeting environmental goals, safety, plant housekeeping and reduced corrosion and erosion. This paper reviews the several large coking coal preparation plants engineered by Fluor Australia in the past 10 years, and changes and trends apparent for detailed engineering of future plants. Areas of engineering to be covered are coal feed preparation, conveyor design, plant layout, electrics and instrumentation, noise attenuation, erosion and corrosion protection, magnetite handling, rejects and tailings disposal and coal stockpiling and blending.

The development of novel technologies capable of real-time, high-accuracy, automated analysis of gold, other precious metals and mineralogy, both in ore samples and directly on process streams is reported.X-ray fluorescence (XRF) analysis is widely used for process stream monitoring of base metals. However, detection limits are generally a few parts-per-million (ppm) or larger, precluding the use of this method for monitoring precious metals. Complex interferences with other elements also limit accuracy. An XRF slurry analyser that uses advanced data-analysis techniques to resolve overlapping fluorescence lines, achieving detection limits in the parts-per-billion (ppb) range has been developed. This allows feed, concentrate and tailings streams in precious metal applications to be monitored in real-time. An extended trial of our technology in a platinum group element concentrator and laboratory tests on gold process slurries in the 0.1 - 2.0 ppm concentration range is discussed.Analysis of process stream mineralogy can provide useful information to supplement conventional elemental data. An on-stream X-ray diffraction analysis technique that provide real-time mineral and elemental measurement of process slurry streams has been developed. Both X-ray techniques can be combined into a single on-stream analyser to provide simultaneous elemental and mineralogical information. The successful trial of a combined XRDF (X-ray diffraction and fluorescence) slurry analyser is also reported.It is widely recognised that rapid, accurate analysis of grade is an essential prerequisite for optimising the efficiency of exploration, mining and processing of metals ores. The low grades of precious metals ores, such as gold and the platinum group elements, have led to fire assay becoming the predominant analysis technique. Significant drawbacks of fire assay include long turn-around times, limited absolute accuracy, high costs and requirement for skilled operating staff. For rapid measurement of gold samples, a technique that allows the gold content of large samples to be determined absolutely with high accuracy in less than two minutes using activation with high-energy X-rays has been developed. The method is non-destructive, has detection limits in the low ppb range, is capable of measuring slurries, ground or crushed solids with minimal preparation and can be made fully automatic.
