The Wednesday Morning Session of the Rocky Mountain Coal Mining Institute was called to order by Albert Keenan of the Thompson Creek Coal and Coke Company, Denver, Colorado, in the absence of the President. He introduced Edward Prostel of the University of Wyoming Natural Resources Research Institute, Laramie, Wyoming, who spoke on "Coal Utilization Work at the University of Wyoming." (Please refer to the index for printed text of the paper.) Following Mr. Prostel's talk, R. Park Lamborn of the National Mine Service Company, Pittsburgh, Pennsylvania asked Mr. Prostel two questions: (1) What -has been done in tar research? and (2) Has there been large scale research on brickets? Mr. Prostel stated that he could not say too much about the first question as this research was done in the petroleum department and he would prefer to have a chemist talk about it. As to the second question, the system of carbonization is a big project. There are many possibilities. At the University they are trying to do that in the same unit that produces the char. This system was introduced in Canada. The brickets are bound with sulphite liquor. Mr. Schloss asked Mr. Prostel to report on a project that they have been working on at the University, and Mr. Prostel stated that some time ago they began to experiment to see if it would be economically possible to dry coal at the mine (coal containing 30% moisture) and then ship it a distance of 130 miles to be used. Results are that it would be possible, but will require a considerable quantity. He felt it might be possible to operate such a scheme in a few years.

Pebble grinding was used at Lake Shore Mines in 1949. A full description of experimental evidence and test plant results was published in 1952 1 and further operating details in 1954.2 In more recent years the term autogenous grinding has been coined and is now frequently seen in the technical literature. Autogenous crushing and/or grinding covers any grinding mill in which the larger of ore are made to grind the fine pieces; the crushing and grinding may be either dry or wet. This discussion deals only with wet autogenous grinding, and only in the fine grinding part of the circuit, i.e., from 6 mesh to 92 pct -325 mesh. The term pebble milling could apply to fine autogenous grinding in which the pebbles are made from the ore itself, or it could also refer to grinding with pebbles, such as flint pebbles, from a source outside the mine.

The 1999 edition of the Australasian Code for Reporting of Identified Mineral Resources and Ore Reserves (the æJORC CodeÆ) became effective in September 1999 and is the latest revision of a Code which was originally issued in 1989, but which has an ancestry dating back to the first JORC report released in 1972. The modifications introduced in 1999, which are briefly discussed in this paper, substantially improved the document, but did not materially alter the fundamentals of the Code, these being the Mineral Resource/Ore Reserve classification framework and terminology, and the requirements and guidelines for public reporting of Resources and Reserves. Codes or guides similar to the JORC Code exist or are under development in other countries, including the United States of America, Canada, the United Kingdom and South Africa. It is pleasing to note that the 1999 JORC Code has been used as a model by these countries in developing their latest standards, and has been a major influence in the formulating of international reporting standards. The JORC Code is primarily a document covering the reporting of the results of mining companiesÆ activities to the public. However, mining geologists are interested in practical assistance and guidance in carrying out their duties. The JORC Code provides this in four ways. It establishes a framework within which those preparing and publicly reporting Mineral Resource and Ore Reserve estimates must operate, by setting standards for the classification and reporting of Resources and Reserves and for qualifications of Competent Persons. It establishes the division of responsibility between the companyÆs Board of Directors and Competent Persons with respect to the preparation and reporting of Resources and Reserves, and empowers Competent Persons to materially influence how their Resource/Reserve estimates are reported to the public. It provides an extensive, detailed and practical check list of criteria to be taken into account in the preparation of Mineral Resource and Ore Reserve estimates. Finally, it provides a strong measure of due diligence protection in the event of litigation if it is followed with diligence and honesty.

The investigation of mine shafts and underground workings at Leadville, Colo., was started in May 1946 and recessed in November 3, 1946. Thirty-eight shafts and connecting accessible underground workings, comprising about a third of the accessible shafts in the district, were investigated. The Leadville district, a former important producer of lead and zinc, was considered by the Bureau of Mines to be capable of bolstering 'the waning domestic output of .these important metal. Accordingly, the investigation was initiated for the purpose of. .obtaining more definite data on sulfide and oxide reserves, evidence to justify completion of the Leadville drainage tunnel, representative large samples of the complex oxidized and mixed ores for testing to determine methods, beneficiation factual data to be supplied to property owners in order to stimulate production, and to determine the more favorable areas for development by the Bureau.

The morning session opened at 9:00 a.m. and was presided over by Mr. Don Ross, Manager of Mines, Kaiser Steel Corporation,- Sunnyside, Utah. The first speaker was Mr. S. W. Zanolli, Partner in Law Firm of Webster and Kilcullen, Washington, D.C. Mr. Zanolli was born and raised in a coal mining community of Fredericktown, Washington County, Pennsylvania. He was educated at Washington and Jefferson College and graduate schools of the University of Pittsburgh. He served as an infantry officer in the European Theatre of operations during World War 11. He worked as' a handloader at Vesta No. 5 Mine of Jones & Laughlin during summers while attending Washington and Jefferson College. He worked at a variety of production jobs at No. 7 Mine. of Island Creek Coal Co. of Holden, West Virginia. Assigned to a variety of industrial relations assignments at Island Creek Coal' Company during 1949-51, attaining position of Supervisor of Personnel and Labor Relations. Served in many industrial relations assignments at U.S. Steel Corp. headquarters during 1953.-1967, attaining a position of Personnel Director-Heavy Products Operations. In January, 1968" he became a member of the Bituminous Coal Operators Association-as Executive Vice President. This past year he went back to practicing law and is a member of the Law Firm of Webster and Kilcullen, Washington, D.C. He is married and has five children.

The largest TBM (Tunnel Boring Machine) tunnels are typically along modest slopes, but not always. Occasionally high slope angles are required beyond the capabilities of conventional open trough trailing conveyors. A 2019 project required a large TBM to ascend to an incline angle of 25°. A Sandwich Belt high angle conveyor could easily solve the high angle conveying problem but such a system must include all of the features of the conventional trailing conveyor, particularly the ability to extend with the TBM advance. The writer responded to the challenge and developed a TBM trailing Sandwich Belt high angle conveyor with all of the needed features. The invention (U.S.A. patents awarded October, 2021 and November, 2022) however goes beyond the 2019 project requirements and extends to any high angle incline. This writing first presents the broad Sandwich Belt high angle conveyor development, then its use in various construction and tunneling projects prior to this TBM Sandwich Belt trailing conveyor invention. Finally we present the new TBM Trailing Sandwich Belt high angle conveyor with all of its features and implications.

The purpose of this study was to assess the various aspects of public safety related to the thousands of abandoned or inactive underground mines found throughout Western Colorado. Review of available published mine inventories yielded data on over 8,000 abandoned underground mines. A random sample of 200 mines was then selected for field visits representative of mining activity in Colorado. Inspections of the openings at two hundred abandoned underground mines were performed recording descriptive information regarding the opening, the mine site, the surrounding area, the primary opening hazard, secondary hazards related to structures or dumps, other openings to the same mi ne, available construction materials, possible safeguard methods, and any special observations such as apparent activity, previous closure attempts, environmental constraints on construction, and access problems. Of the 200 mines visited, twenty mine openings representative of varying geologic, environ-mental, access, and mining conditions were selected for detailed low-cost safeguard application. Description of these safeguards is presented in narrative, itemized labor-materials equipment tabulations, and illustrations. Research into the regulations of mine closure and safeguards was also undertaken to determine jurisdiction of public lands. Recommendations were suggested to improve the awareness and ability to continue this program into an implementation stage.

Since the first occupation of New Zealand in 800 - 900 AD, various useful minerals, rocks, and energy resources have been identified and extracted. The Maori prized greenstone for ornaments, tools, and weapons, used argillite and obsidian for tools, and decorated their carvings and bodies with colours made from clays, limonite, and vivianite. They were aware of coal (waro), but are not known to have used it for fuel. Before 1840, visiting whalers used coal from Shag Point to heat their trypots. Mining activities got underway in the 1840s, with the finding of manganese oxide deposits in the Bay of Islands, Kawau Island, Waiheke+ Island, and Taieri Mouth. Secondary copper ore was mined on Kawau Island (1846 - 1869), and native sulphur was exported from White Island to Europe. The discovery of gold at Coromandel in 1852 and a few years later in Northwest Nelson and Otago opened the way to gold rushes in these areas and subsequently in Marlborough and Westland. Mining of alluvial gold evolved through sluicing to the invention of gold dredges; first (1863) was the simple spoon design, but later (1881) large steam-powered bucket-ladder machines weighing around 3800 tonnes were built. Most of the gold dredges had gone by the early 1960s, following a revival in the 1930s, but one large dredge operates today on the Grey River. Other mining events included: underground mining of coal from 1849 and underground mining of lode gold from 1863 in the Coromandel, Reefton, and Otago fields. Most outcropping coal deposits had been discovered by 1870. Building stones were used by the early settlers for construction of houses, churches, banks, public buildings, and some universities from 1836. Aggregate for roads, railway ballast, and concrete, and limestone for cement and fertiliser, and clays for bricks and china have been quarried for many years.

This study provides recommendations for improved safety in underground blasting procedures based on in-mine observations of blasting practices in 30 underground metal, non-metal, and coal mines, and the analysis of blasting accidents since 1970 and existing state and federal regulations pertaining to the storage and use of explosives. Results of these analyses and observations indicate that 1) blasting accidents have declined but are an important contributor to the hazards of underground mining; 2) existing regulations are essentially adequate; 3) greater emphases should be placed on human errors and unsafe practices and the enforcement of existing regulations; and 4) future revisions of these regulations and standards should be organized, and their intent coordinated to eliminate ambiguities.

Accidents involving underground rail transport were analyzed to quantify the magnitude and the operational requirements for individual mine car braking systems. The results showed that the brake preventable accidents represent only 2% of the total underground fatal accidents and less than 1% of the total underground nonfatal accidents. In addition, the brake preventable accidents are expected to decline over the next decade. The costs of accidents involving deaths and Injuries were determined using various well accepted methods. The costs of a brake retrofit program for all operating underground coal cars were developed separately for small and large coal mines. Costs of retrofit brakes, new car brakes, maintenance, inspection and repair facilities were included in the esimates. The analysis showed that a retrofit program would not significantly increase safety, and that the program cost would greatly exceed the corresponding expected benefits.

Never known as a conference to shy away from its share of off-color jokes, the Colorado Mineral Processing Division?s Annual Meeting returned to the Broadmoor Hotel in Colorado Springs, CO April 26-28 for its 62nd edition, this one held under the theme ?Does size matter (is bigger always better).? With the predictable jokes sprinkled in here and there, and a few unpredictable ones as well, the three-day conference featured a healthy mix of talks about some of the latest technical developments in the field of mineral processing, as well as insightful looks at some new operations in the western United States. This year, the Colorado MPD also launched the Wagner Equipment Student Scholarship program.

By arrangement between the Ontario Mining Association and Messrs. John Taylor & Sons, Mining Engineers, 6 Queen Street Place, London, E.C.4, the writer was engaged for a period of not more than three months to report on the rockburst situation in Ontario mines. This was later amplified, by mutual agreement, to include, at the expense of detail, visits to the larger camps where rockbursts had not occurred, to get a general picture of conditions and to discuss the subject with operators in their respective areas. A uniform hoisting-signal code for mines hoisting from more than one level, if adopted by all mining States, would be beneficial to employees and owners alike and should largely reduce the number of hoisting accidents. Misunderstood hoisting signals cause many shaft accidents involving injuries to men, damage to equipment, and loss of production from the resultant delay. Many of the metal-mining States have adopted codes for hoisting that are effective within the borders of that State but usually entirely different from the signal code, if any, in use in an adjoining State. For many years safety engineers have recognized this lack of uniformity as a distinct hazard, but a uniform code has never been adopted by the States or by the mining industry in those States that have not incorporated signal codes in their mining laws or mining regulations.

"The Cortez SAG mill liner design was recently modified to improve the mill operating energy efficiency. In addition to the expected benefits, the design change unexpectedly played a significant role of verifying the proposed grinding circuit expansion for the Cortez Hills project as well as illustrating current SAG mill bottlenecks. This paper will discuss the evaluation that addressed operator and maintenance observations, historical PLC data, and “crash stop” observations to calculate charge motion, packing between lifters, and slurry transport through grate and pulp lifters. The performance of the new shell and discharge end liner design will also be discussed as well as their role in the possible grinding circuit expansion.INTRODUCTIONCortez Gold Mines commenced operation in 1969 with its Mill #1 rated at a nominal 2,000 tons per day. Mill #1 was a conventional rod mill/ball mill circuit followed by an 8-stage CIP circuit. In the early 1990s the Pipeline deposit was discovered and subsequently Mill #2 was built to process the increased ore volume. Mill #2, commissioned by mid-1997, was a nominal 10,000 tons per day SABC circuit followed by an 8-stage CIL circuit for oxide gold ore. Operating and commissioning details of this plant have been published elsewhere (Powell, 1998). By late 1998, there was not enough ore volume to support both mills so the smaller, higher operating cost Mill #1 was put under its current care-and-maintenance status. A simplified flowsheet of the current mill is shown in Figure 1."

"The tax reform process marches on. The December 16, 1987 measures tabled by Finance Minister Michael Wilson represent one more step toward the objective of total reform of Canada's income and sales taxes. While the income tax changes are taking shape, much work still needs to be done on the sales tax side of the coin.IntroductionOn December 16, 1987 Finance Minister Michael Wilson tabled measures to implement the changes to Canada's income tax system that were proposed in the June 18, 1987 White Paper on Tax Reform. The measures were set out in a Notice of Ways and Means Motion; draft legislation relating to preferred shares, research and development expenditures; and draft regulations regarding capital cost allowance, certified films, flow-through shares, and the resource sector. The reaction of the government to the recommendations made by the Finance and Economic Affairs Committee Report on Tax Reform (the Blenkarn Committee), the Report of the Standing Senate Committee on Banking, Trade and Commerce and through consultations with interested groups and organizations, business, labour and individual Canadians is set out in a booklet of supplementary information.The basic features of the reformed income tax system set out in the White Paper remain. However, a number of significant changes have been incorporated in the Notice of Ways and Means Motion and other material. The following comments address those area s where changes have been made to the original White Paper proposals."

Then, too, the geologists are the story-tellers of our tribe - I am only a hard rock miner.Members of the Cobalt Branch and Cobalters everywhere will agree without question that this Cobalt camp has been the greatest of all influences on Canadian mining. To those who do not know Cobalt, our opinion may seem prejudiced and our statement exaggerated.Be that as it may, discussion on this subject can be profitable, since it is worthwhile now and then to think on 'whence we came' and 'where we are going'.In the revival of interest in the Cobalt camp, we hope our guests may feel some of the old Cobalt Spirit, which has become the Spirit of the North.Visitors may even, while here, catch a glimpse of that whimsical little guardian spirit of the camp - the original goblin, the Kobold - for which Cobalt was named.While Kobold brings that good luck which plays so important a part in mining, he can have his evil moments, as in his original German home. There, when he made the silver disappear from their good ore, they cursed the grey ore, calling it Kobold.Although this little goblin bas frequently upset our best mining plans and geological calculations, be has played the game as well. He placed •some silver on the surface, and when he hid ~t at depth he left dues .for its finding. The first paper in this series1 outlined practical methods for applying the theory of steady-state flow of an ideal Bingham plastic liquid through a circular pipe and axially through a stationary concentric annulus to the enginekring analysis of friction loss problems. In the present paper the properties of another useful rheological model, the pseudoplastic generalized Newtonian liquid, are considered. The terminology applied to the rheological models is derived from the following classification of rheological models. The term "generalized Newtonian" is a class designation applied to models which do not have yield points but which exhibit a dependence on shear rate. The term "pseudoplastic" applies to a sub-group of models within this class which exhibit a decrease in "viscosity" with increasing shear rate. The term "power model" refers to a mathematical model proposed for describing the behavior of the pseudoplastic liquid. This model is of interest since certain of the salt saturated, oil emulsion, and "low solids" drilling fluids, inverted emulsion- and oil-base drilling fluids, aqueous gels, gelled crudes and blocking agents employed in hydraulic fracturing operations are of this type. The present treatment considers the equations describing steady-state Poiseuille flow through a circular pipe and a stationary concentric annul us, and Couette flow between concentric rotating cylinders for a particular pseudoplastic model. As in the previous paper' it is demonstrated how these equations can be applied to engineering calculations of friction losses. Graphical procedures for recovering the various flow curves and cxample calculations are included. A method for simplifying turbulent-flow correlations is also proposed. PROPERTIES OF PSEUDOPLASTIC GENERALIZED NEWTONIAN LIQUID In contrast to the Bingham plastic the generalized Newtonian liquid is yield point-free. However, in the flow region the relation between stress and rate of shear is not linear as it is with ordinary Newtonian fluids. If the stress increases with shear rate at a less than linear rate the system is called pseudoplastic. While there is no yield point in this system, the Bingham advocates' coined the term pseudoplastic to distinguish this kind of behavior from Bingham plastic behavior. For the pseudoplastic a plot of flow rate vs friction loss or rpm vs torque, from pipe flow or rotational viscometer measurements, respectively, generally has three qualities: (1) it can be clearly extrapolated toward the origin; (2) there is very little slope at the origin. This accounts for the high apparent viscosities at low mixing and pumping rates; and (3) the flow curve possesses a continuous curvature which gradually diminishes as the shear increases. Rheological measurements on a pseudoplastic liquid can be easily misinterpreted as indicating Bingham plastic behavior. A typical case in point is illustrated in Fig. 1. These data were obtained from measurements on an oil-emulsion mud using a commercially available rotational-type viscometer (Model 35 Fann V-G meter). Applying the "two-point"* method3 gives a plastic viscosity of 17 cp and a yield point of 24 lb/100 ft2; at the same time weighting material settles very easily in this system. This illustrates that it is not possible to distinguish between the pseudoplastic and the Bingham plastic from only two data points. It is possible to determine qualitatively which model is more appropriate by a combination of dynamic and static measurements. Experience indicates that the simplest criterion for the Bingham plastic liquid is that the calculated dynamic yield point should be of the same magnitude as the measured gel strengths. For the oil-emulsion drilling fluid illustrated in Fig. 1, a value of 4 lb/100 ft2 was obtained for gel strengths measured

"Flotation circuit of the Sarcheshmeh copper mine, which processes 40,000 t/d of ore at 0.9% Cu, consists of rougher, cleaning and recleaning stages. To study the stage recovery of copper, one of the eight identical flotation banks was selected for sampling. It was observed that 17% of copper goes to the tailings and the lowest copper recovery was for particles coarser than 105 microns. The third five-cell unit of this bank not only did not recover appreciable amount of copper but also decreased the concentrate grade. The grade of the last five cells was lower than the feed grade suggesting that mixing of the concentrates of the three units was not beneficial. To alleviate the problem, the concentrate of the first four-cell unit was directed to the cleaners feed box (i.e., by- passing the regrind mill). This increased the overall copper recovery by 1.7 %. Also rather than the current practice of adding the reagents only at the feed tank (i.e., 100-0-0%), various combinations of stage addition were examined. It was found that 75-25-0% addition regime could increase the total copper recovery by 1.3%. At the recleaning stage in order to increase the final copper concentrate grade, a froth washing system was used. To ease the maintenance of the system, a shower type washing system was installed. The optimum wash water superficial flowrate was found to be 0.06 cm/s. Continuos sampling of the recleaners with and without wash water over a period of two months showed an increase of 1.5% in the final copper concentrate grade at constant overall copper recovery.INTRODUCTIONThe Sarcheshmeh copper ore body that may rank as third or fourth largest in the world contains 1 billion tonnes averaging 0.9% copper and 0.035% molybdenum. It is located in southeastern Iran and has been processing 40 000 t/d of ore since 1982. The mine produces 100 000 tonnes of copper and 2200 tonnes of molybednite concentrate per year.After three stages of crushing, the ore with a F80 (80% passing size) of 12.7 mm is fed to eight parallel ball mills in closed circuit with cyclones to produce a product 70% finer than 75 microns. The concentrate of rougher flotation circuit is ground; rougher tails constitute the main component of the plant final tailings. A concentrate with an average grade of 31% Cu (chalcocite and chalcopyrite) is obtained after cleaning and re-cleaning stages. Total recovery of the plant varies between 83% and 87%, depending on operating conditions and ore type."

"SYNOPSISA discussion of the importance of flotation rate in the analysis of mineral flotation is presented. In particular, the highly interactive nature of the flotation ""system"" is emphasized where there are components of chemistry, equipment, and operating conditions simultaneously involved. It is further shown that: 1) flotation rate must be measured in order to economically optimize the performance of an industrial flotation circuit, 2) that consistent patterns exist in both flotation rate and equilibrium recovery when changing various settings of the system components, 3) that knowledge of these patterns is necessary in order to avoid making system changes that are either self-compensating or dramatically re-enforcing in some particular aspect of performance, and 4) the rate related role of the chemistry component (e.g.frothers and collectors) is often much bigger than is sometimes realized (especially in a negative sense involving overdosing of reagents). INTRODUCTIONFroth flotation is widely usedl-6 in mineral beneficiation processes as a method for separating different types of finely divided solids present in a liquid (usually aqueous) suspension. The approach is based on the contacting of solids with upward moving air bubbles in an agitated vessel where the solids are exposed to chemicals (collectors) which create a condition favoring the attachment of a certain portion of the solids to the air bubbles. This selected portion is then removed in a froth stabilized by chemicals (frothers) and subsequently recovered from the flotation vessel. Depending on the settings of the various components of the flotation ""system"" (see Figure 1) it is possible to achieve a wide range of flotation performance."
