This report is the 20th in a series summarizing Bureau of Mines research and technologic work on coal and related investigations; it is the second4/ to be issued on a calendar-year basis. Previous reports related largely to publications by Bureau authors during the reporting period. This one discusses the publications issued during 1955 and in addition describes briefly the work in progress during the year. Further details on the published work may be found by referring to the publications cited in the footnotes. The Bureau continues to direct its research and technologic work on coal toward safer and more efficient mining, improved preparation, and more effective utilization, with the ultimate twin goals of promoting conservation and insuring that coal will make its maximum contribution to the Nation's industrial capacity. Significant advances toward these goals were made in 1955.

From September 1978 to December 1983, ESD Corporation (formerly a Division of FMC Corporation) undertook the development and testing of a bidirectional auger under contract with the U.S. Department of Energy. Underground testing began in August 1981 at Peabody Coal Company's Marissa Mine near Marissa, Illinois. The auger was developed to increase mine production and coal recovery without increasing land subsidence. It bored 4-foot-diameter by 10-foot-deep holes into pillars on 7-foot centers (each hole recovering 5 tons). All operating during this test was performed by maintenance personnel with the goal of finding ways to increase the machine potential. The maximum excavation rate achieved was 1.4 tons per minute. It was concluded that the concept of drilling short holes to extract coal from underground pillars without surface subsidence was practicable with a wheel mounted auger, but that more power was desirable for this mine, and that the hydraulically driven augering system that provided experimental versatility was not sufficiently reliable for production use.

"INTRODUCTIONThe U.S. Bureau of Mines (USBM) was established in the public interest to conclude inquiries and scientific and technologic investigations on mining and the preparation, treatment, and utilization of mineral substances; to promote health and safety in the mineral industries; to conserve material resources and prevent their waste; to further economic development; to increaseee efficiency in the mining, metallurgical, quarrying, and other mineral industries; and to inquire into the economic conditions affecting those industries. The organic act of the Bureau, as amended by Congress and approved February 25, 1913, made it the province and duty of the U.S. Bureau of Mines to ""disseminate information concerning these subjects in such manner as will best carry out the purposes of this Act.""In accordance with this directive, USBM reports the findings of its research and investigations in its own series of publications and also in articles that: appear in scientific, technical, and trade journals; in "" proceedings of conventions and seminars; in' reference books; and in other non-USBM publications. The number of these reports, the wide range of subjects they cover, and the variety of mediums in which they appear make this kind of list both necessary and valuable.This edition describes reports and articles published during calendar years 1992 and 1993. Toolbox training is often described as short, informal training conducted at a worksite by technically competent persons for the benefit of a work team. The key feature of toolbox training is the focus on a work team and what is important to that group in its workplace. Toolbox training conducted by peers can connect miners and establish the feeling that the hazard is a real threat to them. This feeling can bridge the gap between delivery of a safety message and behavioral changes that can prevent an accident. Toolbox training is a popular form of "maintenance" training that should not be used to teach a new skill. The 10- or 15-minute toolbox session is simply too short a time to teach or learn a new skill and test for skill development. However, the toolbox format is an excellent way to inform workers of changes in workplace rules, conditions, or hazards by bringing the discussion of change to the level of the work group and suggesting how a change will affect the way workers perform their jobs. Toolbox training should be structured to address a very specific hazard. That is, the hazard source should be identified and the effect of the hazard on the worker described. The temptation to discuss a safety subject in broad terms will result in an equally vague result. For instance, discussing "equipment guards" is inappropriate for a 15-minute training session. There simply is not enough time to cover all the hazards and their remedies. A more appropriate topic would be "placing guards on a conveyor return roller" or "hazards of cleaning a conveyor return roller." Each topic is concise enough to allow the trainer time to define a particular threat to the safety of miners and discuss ways to defend against that threat. The clearest way to a safe workplace is to identify hazards methodically and eliminate them. This cannot be done with sweeping, generalized training. Some best practices that will protect a worker from the hazard should be presented, and the hazard should be located at the specific worksite. Toolbox training is an opportunity for the work team to participate in learning and share experiences and knowledge, often through storytelling. Storytelling is an ancient form of passing along information in an entertaining way. It is entertaining because it draws the listener in with imagination and creativity. Stories told within work groups are a way for miners to exchange experiences in which they made mistakes that resulted in an accident or a near-miss and learned a valuable lesson. Thus, co-workers can learn from others without the pain or fear that accompanied the storyteller's learning path. To encourage these shared experiences, the people in the group must be comfortable with one another. Participation doesn't stop with listening to a near-miss story or informing the group of an unsafe work practice. Participation by sharing experiences, knowledge, and skills should lead toward action in changing the unsafe tool, practice, or machine (Wallerstein, 1992). This power to change is called empowerment. Empowered workers use toolbox training sessions to discuss a problem; direct their own knowledge, experience, and talents in the context of their work environment to solve the problem; and put into practice what they have learned by sharing (Baker, 1992). A worker is much more likely to implement changes they have contributed to creating than changes forced upon them. Toolbox training functions best when the group size is small (under 20) and composed of workers with similar job functions. While combining all workers on a shift or multiple shifts may be convenient, the level of participation will drop dramatically as group size increases and participants are less connected. Similarly, when the work group participants are from different job functions, keeping the materials relevant to the individual becomes more difficult. The role of management in the toolbox training system is to communicate among various groups so that all groups at a mine site are hearing the same message. In very small operations, combining work groups can be productive if the trainer can promote open discussions and lead the group to solutions that address the needs of all and not let one group or individual dominate the discussion. WHY USE NARRATIVE METHODS An effective communications tool is to use stories as a means of describing a hazard and its consequences. Historically, using stories to transfer knowledge between individuals of the same and different generations is well established. All good stories share the same elements required to communicate safety principles. Stories require a setting (the part of the workplace), a plot (the circumstances that lead to a hazard), the solution (best practices), the lesson (what can happen), and the result (what will be done to prevent the hazard) (Dennehy, 1999).

The Bureau of Mines designed a down-fired refractory-lined combustor that efficiently burned pulverized coal to produce a gas suitable as working fluid for an open-cycle gas turbine. The gas contained relatively little carbon, so the load on the ash-separation equipment was significantly reduced. Moreover, reduction in carbon content of the gas increased the average density of the solid particles making them more amenable to removal by centrifugation. Centrifugal-type separators failed to remove sufficient ash; however, to limit blade wear enough to achieve operating periods generally deemed necessary for commercial practicability.

"INTRODUCTION The future of oil production in the part of the Appalachian region included in southwestern Pennsylvania; West Virginia, and southeastern Ohio is directly dependent on the maintenance of existing wells. This report presents an analytical study of the methods used in oil-well reconditioning in this area. The study is part of a research program designed to evaluate those means of stimulating oil production that can effectively and economically maintain present oil-production rates and make it possible to keep existing wells in operation. Well-reconditioning work was curtailed during the war; therefore, an abnormally large number of wells in the Appalachian Region is now in need of repair. Because the lubricant content of Appalachian crude: oils is high and the refined lubricating oils an; particularly suited to use in high speed, high-temperature engines, the demand for these crude oils during the war exceeds, the maximum rate of production obtainable under wartime operating conditions. Increases in operating, expenses, inability to meet war-time reconditioning costs, and inflexible price structures caused the abandonment of an alarming number of wells during the past 4 or 5 years.As a means of increasing regional oil-production rates, new drilling in the older fields for primary production generally is uneconomical because reservoir pressures in most of the fields have virtually been depleted and the production rates of newly drilled wells are small."

NIOSH researchers conducted a study to compare seat designs on underground coal mine haulage vehicles. The objective of the study was to support prior findings that NIOSH-designed seats, which incorporated ergonomic design features (e.g., viscoelastic foam padding and low-back support), are improved designs. Based on measured levels of vehicle jarring/jolting and perceived discomfort, researchers evaluated four different designs - two in-use and two NIOSH-developed, ergonomic designs. Researchers collected data using a short questionnaire, a linear, visual analog scale, and accelerometers with a data recorder. Results showed that vehicle operators favored the NIOSH seats with added adjustability, low-back support, and improved seat padding over the existing seats. In addition, the measurements indicated all NIOSH seats performed better than the existing seat, under the no-load (worse of two) conditions, in reducing peak acceleration, crest factor, and RMS acceleration. The authors summarize the data collected and operator preferences for seat designs and different foam padding arrangements.

Mine seals are used extensively in underground coal mines to segregate mined-out areas and to isolate fire zones or underground areas that are susceptible to spontaneous combustion. Over the years, 30,000 mine seals have been erected in underground coal mines in the United States. Mine seals, along with rock dusting and ventilation, represent the fundamental means of preventing underground coal mine explosions. In this study the National Institute for Occupational Safety and Health (NIOSH) used ground penetrating radar (GPR) technology to determine if each of three test mine seals were uniformly constructed. Three mine seals representing different construction methods and materials (cast-in-place foamed cement; solid block, polyurethane foam and gravel; and wire mesh, rebar and gunite) were erected at the NIOSH Lake Lynn Laboratory’s underground mine as part of an on-going research program. The seals were imaged using GPR with 400-, 500-, 900-, and 1,000-MHz antennas. We found that variations in uniformity existed in the material for the cast-in-place foamed cement seal. Variations in uniformity also existed in the seal made from solid block, polyurethane foam and gravel. The post-processed radar records correlated closely with recovered core samples (areas of gravel and polyurethane foam, and areas containing only polyurethane foam). Finally, the radar records of the seal made of wire mesh, rebar and gunite showed the various components. The results of this work suggest that GPR could be used as a tool to evaluate mine seal characteristics and construction uniformity.

A surplus of vanadium has resulted from the tremendous output of uranium, of which vanadium is a byproduct. More knowledge of the properties and characteristics of vanadium as a pure metal has been needed so that industry can take advantage of its availability and use it according to the best principles of conservation. Besides the problem of utilization, there is the ever present need of finding new materials which will satisfy specific and demanding requirements of science and engineering; vanadium or one of its alloys may possess the latent potential for filling some of these needs. Thus this? research project was undertaken by the Bureau of Mines to determine and examine some of the physical and mechanical properties of pure vanadium. A corallary investigation was the determination of the effect of the interstitial contaminants, oxygen, nitrogen, and carbon, on unalloyed vanadium. The vanadium used for these determinations was principally the product of experimental production of the Bureau. The evaluation of this material, as small quantities became available, provided most of the data that have been obtained.

"PURPOSE OF REPORTThe purpose of this report, which is the third of a. series on the coal mines of the Western States, is to give the findings of a study of the causes and methods of prevention of accidents from falls of root and coal in the mines of Lincoln County, Wyo. The three mines covered in this report, referred to as A. B. and C, account- for 9 per cent of the coal production in the county and nearly 9 per cent of the State's total production. For comparative purposes some statistical data are presented bearing upon the relation of injuries to their causes, to tonnage produced, to men employed, to days worked, and to days lost as the result of injuries.FATALITIES IN WYOMINGTo show the necessity for this study, Table 1 given the fatalities that occurred during 1928 in the bituminous—coal mines of the United States, of the State of Wyoming of Lincoln County, and in Mines A, B, and C, followed by a brief description of the Kemmerer coal dis-trict, its coal beds and immediate roof, thickness of cover, dip of coal beds, methods of mining timbering for roof support, roof testing, and supervision. A review of the practices of analyzing for precious metals at the Reno Research Center, U.S. Bureau of mines, is presented. A general description of fire assaying, the physical layout of a fire assay laboratory, and the use of fire assaying in combination with atomic absorption, induction coupled plasma, and emission spectroscopy is reviewed. The combination of techniques significantly decreases the detection limits for precious metal analyses and simplifies the analysis of the platinum-group metals. Methods of protecting personnel from ingestion of lead are also discussed.

Develop tools that mine personnel can use to comply with 30 CFR,Part 47. Background The new MSHA rule, 30 CFR, Part 47 (also known as the HazCom rule), requires all mines to develop a written program to track hazardous chemicals at their sites. More specifically, the rule requires that mines list all chemicals and determine which are hazardous; develop a written Hazard Communication Program; label all containers used to store hazardous chemicals; obtain or develop Material Safety Data Sheets (MSDS) for all chemicals stored or produced; provide miners with training in working around hazardous chemicals; and make information about hazardous chemicals available to all workers. All mines with six or more employees must have complied with the new rule by September 23, 2002, and mines with five or fewer employees will have to be in compliance by March 21, 2003.

A major focus of ground control research presently being conducted by the Spokane Research Laboratory of the National Institute for Occupational Safety and Health (NIOSH) is to incorporate weak rock masses (such as are associated with operations in the Carlin Trend in Nevada) into existing design relationships. The original database that led to most of the empirical design relationships presently employed in hard-rock mining was derived from fair-to-good-quality rock. In this study, the relationship between weak rock quality and opening design (nonentry/entry methods) is being investigated. The common factor in all mines is a weak back or wall. This work attempts to provide tools that will enable a mine operator to make economic decisions that will also ensure a safe working environment.

A survey of pillar conditions was carried out at 21 operating limestone mines that use the room-and-pillar method. The surveyed pillars were all located in rock that was classified as “Good” to “Very Good” using the RMR rock mass classification system. The average pillar width was 14.5m and the width to height ratio varied between 0.53 and 3.52. Pillar conditions were rated using a visual rating system that accounts for the effect of geological structures as well as stress related fracturing. Nine cases of pillar instability were recorded. Pillar instabilities were typically limited to individual pillars or small groups of pillars within an otherwise stable layout. Local geological structures such as inclined discontinuities or weak bedding planes contributed to instability in seven of nine cases that were observed. Elevated pillar stresses contributed to instability in the two remaining cases. All the unstable pillars observed had width-to-height ratios of less than 1.5. It is concluded that pillar instability is most likely to be caused by unfavorable geological structures in pillars with width to height ratios of less than 1.5. Stress related instability such as rib spalling becomes more prevalent when the average pillar stress approaches approximately 20 MPa.

"It has long been recognized that the properties of polycrystalline substances are not the same as those of single crystals. These differences are especially marked in metels and metallic minerals, and are of greatest practical importance in metal working and ore treatment. The property changes encountered in passing from a metal single crystal to a poly-crystalline aggregate are the same as are produced by cold-working a metal or by the precipitation of a disperse phase. Hence, we may logically assume that the property changes are all due directly or indirectly to the formation of interfacial area or internal surface. Our problem, then, is to ascertain the physicochemical state of the metal atoms at such internal surface and show how this physicochemical condition accounts for the pronounced changes of mechanical, magnetic, and electrical properties that accompany increased internal surface.GENERAL CONCEPT OF INTERNAL SURFACEIn 1678, Huyghens attempted to explain the double refraction of calcite by postulating that crystals were built from a regular arrangement of ellipsoidal particles. Over 100 years later, Abbé Hauy concluded from his studies of cleavage that crystals might be built from small units, but the units were of the same shape as the entire crystal. This idea, which was prevalent in mineralogical thought before the advent of X-ray spectrometry, was discarded when the great success of Bragg made it appear that the chemical atoms were in reality the elements of structure. In the further development of X-ray technique, however, C. G. Darwin, in England, and P. P. Ewald, in Germany, found it necessary to postulate crystal units con¬taining many atoms. The latter gave the name of mosaic crystals to those so constituted. The individual units are supposed to Possess the ideal atomic arrangements revealed by the X-ray but are not oriented with respect to one another."

As natural gas is a waning resource in many places, increased interest has attached to the use of gas for the manufacture of carbon black. Because of a large number of requests for information on the subject, the Bureau of Mines has undertaken a detailed study of the carbon-black industry, covering the mechanical details of commercial methods, with the purpose of increasing the recovery of carbon black by such processes. A study has been undertaken of the economic factors governing the carbon-black industry, the uses and properties of carbon black, the dE)velopment of more Itccurate methods of testing carbon black, microscopic examination of different grades of black, physicochemical study of methods' of mQ.nufacture now in use, and research on new methods of manufacture. Part I of this paper covers the engineering and economic side of the industry; the other phases of the investigation which have been under the direction of G. St. J. Perrott, of the Pittsburgh station.of the United States Bureau of Mines, are discussed in Part II.

A field experiment was performed in a production unit of an operating copper room and pillar mine to compare the support capabilities provided by resin and mechanical roof bolts. Resin and mechanical roof bolts were alternately installed in eight intersections in a single entry. Rock mechanics instrumentation was installed to measure roof sag, bed separation, convergence, bolt pullout, torque, and strain. Bolt cost and installation time are included. Two analyses of the test were made. The analysis of the rock mechanics data showed there was no definite difference between the two bolting systems. From a broader analysis on a mine-wide basis it was concluded that resin bolts gave better support. A critical view of the experiment is given in the appendix.

This paper describes the development of a process for producing manganese and iron pellet concentrates from low-grade manganiferous iron ores of the Cuyuna range by a two-stage sulfatization-reduction roast. First, the manganese minerals (7.5 percent manganese) were converted to water-soluble manganese sulfate by roasting in sulfur oxide gases at 700° C, then, the hematitic iron minerals (31 percent iron) in the hot sulfatized are were reduced to magnetite with simulated reformed natural gas in the temperature range of 350° to 425° C. Batch tests were made in a 3-inch-ID by 6-inch-long, gas-heated, stainless steel retort, and continuous countercurrent experiments were performed in a 2-inch-ID by 10-foot-long, electrically heated shaft furnace. Manganese sulfate was removed from the roasted product by leaching with water, and over 90 percent of the manganese was recovered in an oxide product (65 percent manganese) obtained by precipitation, drying, and thelmal decomposition of the sulfate. An iron oxide concentrate (60 percent iron) with an iron recovery of 75 percent was obtained from the water-insoluble residue by magnetic separation.

The objective of the Diesel Emissions Evaluation Program (DEEP)-sponsored project at Inco's Stobie mine was to conduct a long term field evaluation of diesel particulate filter (DPF) systems available to the underground mining industry. Some of the major issues studied were criteria for selecting the filter media, means of DPF regeneration, efficiency of DPF systems and the occurrence of unwanted secondary emissions, and reliability and durability of DPF systems. Nine state-of-the-art diesel particulate matter (DPM) filtration systems have been retrofitted to heavy-duty and light-duty vehicles and have been subjected to extensive long-term in-mine evaluation. Periodic efficiency tests were conducted at various stages of the study (2001, 2002 and 2004) to establish in-use efficiencies and durability of the tested DPF systems. The results were used to assess the effects of the filter systems on the concentrations of particulate matter, nitric oxide, nitrogen dioxide and carbon monoxide in the vehicle exhaust. The variety of filtration systems and regeneration concepts used in this study offered the opportunity to investigate their advantages and disadvantages. This paper also offers a review of selected experiences with the installation and operation of the DPF systems on underground mining vehicles at the Inco Stobie Mine.

This Bureau of Mines study was made to obtain and present facts concerning the production and marketing of rare-earth metals and thorium in the Central and Southern Rocky Mountains (Arizona, Colorado, New Mexico, Utah, and Wyoming, referred to in this report as the region) and to review the current demand for these elements in the United States. Little or no published information was available on the marketing practices for these commodities. As a result of many inquiries from industry, potential prospectors, and the general public, the various factors of resources, production (present and potential), marketing, and consumption have been investigated, and the results are set forth in this report. Material concerning occurrences and deposits is from published references detailed in the bibliography.
