The Brazilian Regulation NBR 9653 is a guide intended to evaluate mine and quarry blasting effects in urban areas. The first version, written in 1986 by the Committee of the Brazilian Associate of Technical Norms, is currently being revised. Current regulations specify a maximum PPV limit of 15 mm/s (0.59 in/s) without consideration of frequency or type of structures being protected. The present regulation is still a draft and it is not validated. Several different agencies and institutions have participated in the Committee such as the Environmental Agency from the State of São Paulo (CETESB), University of São Paulo (POLI-USP), University of Rio Grande do Sul (UFRGS), National Department of Mineral Resources (DNPM), Aggregate Industry (ANEPAC and SINDIPEDRAS), besides a number of industry representatives, explosives manufactures and independent consultants. The present regulation proposes to modify the limits of particle velocity and introduces new definitions and criteria for evaluation of vibrations, as well recommendations to address blast vibration complaints.

A new Safety Library Publication (SLP), SLP-27, which is titled “Security in Manufacturing, Transportation, Storage and Use of Commercial Explosives” was recently released by the Institute of Makers of Explosives (IME). SLP-27 makes recommendations for both general security and enhanced security at explosives sites when security risk levels, declared by the Department of Homeland Security (DHS) using its Advisory System, have temporarily increased.

The bombing of the Murrah Federal Building in Oklahoma City, Oklahoma, on April 19, 1995, has once again renewed public debate surrounding the availability and use of explosives in the United States. In the past, Congressional review of explosives regulation has generally followed tragic events such as the bombing of Pan American World Airways Flight 103 over Lockerbie, Scotland on December 21, 1988; the February 26, 1993, bombing of the World Trade Center in New York City; and the delivery of six package bombs to members of one family in several western New York communities, killing five people, on December 23, 1993.

The authors were responsible for a series of large scale multiple chamber charge blasts conducted in the granite mountain area for making construction space on the southeast sea coast in China during 1993-1996. This paper describes the blast design and damage control of one mountain blast 320m in length and 280m in width in the vicinity of two wharfs and a dam. In order to obtain better rock fragmentation and muckpile, the explosive charge should be well-distributed in the mountain. The charge pattern, therefore, was designed with mainly 5 rows of tunnel charge in regular terrain in combination with a chamber charge in irregular topography area and the maximum burden was limited to be less than 38m. In order to protect the dam and wharfs the firing sequence was carefully arranged in 29 intervals and the distance between different charges of the same delay to the dam or wharf was taken into account as an additional delay interval based on the difference of p-wave propagating times. The maximum charge fired in an interval was also limited to less than 34t explosives through dividing the larger charge by a stemming deck.

There are several ways to get a positive reaction from abutters to blasting projects. When you need to enter structures to conduct a blast-blast inspection, the impression you make on the structure owner must be positive from the very start. Your public relations with neighbors is the key. The purpose of all communications with persons residing near planned blasting operations is to educate structure owners as to what will take place during the blasting operations, to explain that safe blasting practices will be followed and vibration and airblast limits will be imposed to protect surrounding structures from damage. Once access into structure is obtained, the structure owner can be shown, by careful documentation, all existing cracks and defects in the structure prior to blasting and construction. The objective of your visit and all communications is get your foot into the door and win the confidence of the structure owner so that he or she understands blasting will not compromise the structure.

In this paper, the model of optimizing selection on preparation of Powdery Emulsion Explosives(PEE) is established by the Neural Net Theory(NNT). On the basis of some data in the study of PEE, the training, prediction and optimizing selection of the Neural Net (NN) model are finished by a compiling procedure. This paper reviews the potential hazards posed by the toxic fumes produced by detonating explosives in surface mining and construction operations. Blasting operations produce both toxic and nontoxic gaseous products; the toxic being mainly carbon monoxide (CO) and the oxides of nitrogen (NO x ). The quantity of toxic gases produced by an explosive is affected by formulation, confinement, age of the explosive, and contamination of the explosive with water or drill cuttings, among others. Techniques to protect workers and the public from the potential hazards of explosive-related toxic fumes are discussed.

Certain blasting applications are more prone to the generation of significant levels of nitrogen dioxide post blast fumes, more commonly referred to as after blast smoke, generally ranging in color from dark yellow to bright red. This paper reviews basic background chemistry defining the observed fumes and attempts to correlate geology, blast design, and explosive composition effects on the level of nitrogen dioxide that can be observed in various blasting conditions. Additionally, a test setting for evaluating the generation of post blast fumes is presented with pertinent test data detailing generic explosive formulation modifications which effect the overall level of post detonation generation of nitrogen dioxide.

A new strain-based criteria is being adopted for rock blasting in New York City (NYC). This criteria is based on several years of research involving vibration measurements of tall structures during blasting within several feet from buildings designated historic and Landmarked. This research has demonstrated that tall, heavy structures show little upper-structure vibratory response during hard-rock, urban blasting carried out in NYC. The Fire Department of New York City (FDNY) permits rock blasting and regulated limits for ground vibrations using the U.S. Bureau of Mines (USBM) safe blasting criteria. However, these regulations are often superseded by a 0.5 in/s (12.7 mm/s) limit imposed by the New York City Department of Buildings for historic and Landmarked buildings that are adjacent to the majority of blasting projects in the City. A study of a static demolition agent that can be used underwater has been carried out. A new type of granulated static demolition agent with rapid reaction has been tested in several hundred experiments. It can be used conveniently and simply in the field. It demonstrates a fast reaction rate with high expansion pressures. The important characteristic of the new type of granulated static demolition agent is the ability to function underwater. It will destroy rock and the other brittle material without flyrock, vibration, shock wave, toxic gas or noise. The reaction rate can be controlled within 30-60 minutes. It is difficult to use these products when the reaction rate is less than 30 minutes and it is less efficient when the reaction rate is longer than 60 minutes. The reaction rate is slightly increased after the material is kept in storage for two years. A new type of the hydraulic device that is used to measure the expansion pressure of solid materials has been designed. The expansion pressure of the granulated static demolition agent has been tested with the device. It is shows that the expansion pressure of the granulated static demolition agent can get to 80~120MPa in 60 minutes. Also included is a discussion of the thermodynamics of the static demolition agent.

The Hamersley Province is located 1000km to the North of Perth the Capital City of Western Australia and is of major economic significance due to the mining of extensive deposits of Haematitic Iron Ore for both domestic and export use. A small but significant proportion of the waste associated with these deposits presents problems due to its ability to spontaneously combust and react with explosives resulting in premature detonations.

A series of small scale tests, simulating multi-hole blasts have been performed to establish the effect of delays on blast fragmentation. The blasts were performed in high quality granodiorite blocks, which were cut from stone prepared by dimensional stone quarry operations. The pattern used was equilateral triangular, with a distance of 10.2cm between boreholes, which had a diameter of 11mm, were loaded with detonating cord and the coupling medium was water. The delays used were achieved using different lengths of detonating cord for the cases of delays between 0 and 100 microseconds between holes and a sequential blasting machine firing seismic detonators for larger delays up to 4ms. All fragments were collected and screened. The experiments showed that the coarsest fragmentation was achieved with simultaneous initiation of all charges. Fragmentation became finer with delay time between holes up to 1ms between holes. The results show that in moderate to competent rock, similar to the granodiorite of the experiments, fragmentation optimization requires delays of few milliseconds per meter of burden. In view of the findings, which agree with previous published work, the current trend of selecting fast firing times for fragmentation optimization is questioned.

In recent years, many individuals looking into the future of the blasting industry have predicted that the most likely next technological breakthrough would be the use of high precision, digitally controlled detonators. This seemed logical since not only was there much room for improvement in this area, but any significant improvement in delay timing could yield great benefits in productivity and control of adverse effects. And in fact, within the past two or three years, such electronic detonators have been introduced in the field by a number of different manufacturers. These systems are currently being used in many routine blasting operations around the world which are being closely watched and evaluated.
