Introduction Research concerning all phases of hoisting practice, but more particularly the causes and prevention of hoisting rope deterioration and the improvement of safety dogs 158 for shaft conveyances, has been carried on intensively for the past three years in the Province of Ontario. Prior to the hoisting accident at the Paymaster mine on February 2nd, 1945, there had been no fatalities in the Province due to a hoisting rope failure. It was probably on this account that little original research on hoisting problems had been undertaken here and that the mining industry had been content to look to British, South African, and United States investigators for new developments in this field. Except for the Paymaster accident this might still be the case since, in any industry, it is apparently necessary for a serious accident to occur before any extensive programme of preventive research is launched. When this accident occurred, the Government of Ontario, with the close co-operation of the Paymaster officials and the mining industry as a whole, took immediate steps to determine the cause. A five-man, non-industry committee, selected from the Faculty of the University of Toronto with Dean C. R. Young as Chairman, was appointed by the Government, and a three-man Committee consisting of R. D. Parker, General Superintendent of the International Nickel Company of Canada, Limited, R. L. Healy, General Manager of Wright Hargreaves Mines, Limited, and R. E. Dye, General Manager of Dome Mines, Limited, with the latter acting as Chairman, was appointed by the Ontario Mining Association.

Oil sands petroleum coke (OSPC) is a by-product of coking - a high-temperature process that converts the mined bitumen to the synthetic crude oil (SCO). For every barrel of the SCO produced, about 20 kg of OSPC are generated. Over 70 million metric tons of OSPC have been produced and stockpiled as a result of the development of oil sands industry in the past few decades. Unlike conventional petroleum coke, OSPC has uniquely high impurity contents, particularly sulphur (~ 7 wt%) and metals (e.g. vanadium at ~0.15 wt%), which has hindered its large-scale applications as a solid fuel. Vanadium is a valuable metal that is widely used as an alloy for strengthening steels. The stockpiled OSPC contains about 100,000 tons of vanadium, while the world’s production in 2013 was only 75,600 tons. At the current price of $25US/kg, the OSPC-bound vanadium represents a total value of $2.5 billion US dollars. In this work, we investigate the technical feasibility of extracting vanadium from OSPC. The work focuses on the characterization of vanadium in OSPC and the conditions for effective extraction of vanadium from the OSPC.

ABSTRACT Although closure sureties cover works that are carried out during the existence of a mining company, certain liabilities are not known when the surety is established and become apparent only in a late stage of the closure phase, or even after the site has been relinquished. This paper supports the concept that these financial risks lend themselves to insurance solutions. Making insurance for unknown liabilities mandatory while defining unambiguous legal conditions could create a viable market for insurance products, provide a sufficient statistical basis for the calculation of premiums, and reduce costs.

"Abstract -The Magino gold mine is located 45 km northeast of Wawa, Ontario. There was limit­ ed gold production in the Iate thirties. The present operation was officially opened in October 1988 and produced gold until September 1992. It was a 635 tonnes per day, decline-accessed mine, with ore coming from several small blast hole and shrinkage stopes.The host for the gold is the Webb Lake granodiorite stock which was intruded into the Goudreau Lake Deformation Zone. This east-northeast-striking deformation zone overprints the generally east­ west-striking isoclinally folded metavolcanic and metasedimentary rocks, which make up the east end of the Michipicoten greenstone belt. The ore-shoots are controlled by dextral delatancy associated with the Goudreau Lake Deformation Zone. Shearing, bleaching and silicification accompanied the gold emplacement."

Data on world-wide geophysical activity in mining exploration programs are collected annually by the Society of Exploration Geophysicists' Geo-physical Activity Committee as part of a continuing service to the industry. The data are obtained by sending out questionnaires to all organizations which are known to be carrying out mining geophysical work; the organizations canvassed include mining companies, contractors, government departments and universities. The questionnaire is divided into three sections; namely, ground methods, airborne methods and research. The data compiled from the questionnaires show that world-wide utilization of mining geophysical methods reached a new high in 1967 with total expenditures of (U .S.) $32,323,240. This was divided as follows: ground methods, $18,106,785; airborne methods, $10,-123,405; and research, $4,093,050. For the ground methods, most money was spent on the induced polarization technique ($5,681,780); electromagne-tic methods were second in reported expenditures ($2,010,900). The total reported geophysical line mileage flown was 1,275,072 line miles, with aeromagnetic surveying being the most popular airborne method. The total amount spent on aeromagnetic surveys was $5,832,564 for 895,420 line miles. This gives an average cost of (U.S.)$6.50 per line mile.

"This paper discusses energy use and conservation in the primary copper industry and illustrates eco-efficiency considerations, using select examples of practices at ASARCO LLC, an integrated primary copper producer and others in the industry that promote eco-efficiency. The World Council for Sustainable Business Development first publicized the concept of eco-efficiency at the Rio Earth Summit in 1992. Eco-efficiency is a management concept linking environmental and economic performance and is aimed at generating added value for a business through, among other things, increased resource and energy conservation and reduced environmental impacts throughout the life cycle of the product or service. This concept differs from sustainable development in that focus is only on economic and environmental factors and does not include social considerations. In the metal mining and processing context, this added value can be realized by implementing practices that promote conservation of water and mineral resources, conservation of energy, minimization of waste, reduced emissions and effluents and increased recycling. The examples from the primary copper industry used to illustrate eco-efficiency considerations include: water and energy conservation in mineral processing, adoption of flash and bath smelting processes, emission reduction and process improvement associated with fire-refining, implementation of green chemistry in electrorefining, promoting product stewardship initiatives and fostering renewable energy project on disturbed mined lands.INTRODUCTION ASARCO LLC (Asarco) was organized in 1899 as the American Smelting And Refining Company. Originally a consolidation of several lead-silver smelting companies, it evolved over the years into an integrated producer of primary non-ferrous metals, including copper, lead and zinc and associated co-products. Grupo México, S.A.B. de C.V acquired Asarco in 1999. Today, Asarco is a vertically integrated producer of primary refined copper and associated co-products such as gold, silver, molybdenum, selenium and tellurium. Asarco operates three open-pit mines and mills, two leach, solvent extraction-electrowinning (SX-EW) plants and a copper smelter in Arizona and a copper refinery in Texas."

"The principles involved in the use and application of mathematical models as an aid to the development of advanced process control computer systems are described briefly. This is followed by a brief survey of known models of this kind for the simulation of mining industry processes.The main part of the paper describes a dynamic model of the flotation process developed by Canadian General Electric. Using flotation rate constants for each species of mineral and gangue, the model provides a numerical solution of the differential equations describing cell behaviour. The cell mode] is used repeatedly as a subroutine in the •over-all-plant model. The features of the cell and plant models are described.Simulation runs from the plant model show stream .assays and other indications of plant behaviour printed typically in 1-to 10-minute steps for several hours of •Operation following typical disturbances such as changes in feed rate or reagent addition rate. "The ocean has served humanity as a source of raw materials for thousands of years, but only on a minimal scale relative to its potential. Exploration programs have shown the ocean to contain a large number of mineral deposits of great extent and attractive grade. Recent research has indicated that a number of these deposits can be economically exploited with present-day technology and that the cost of winning many industrially important minerals from the oceanic deposits is potentially much less than that of winning similar minerals from land deposits. Although the finding of mineral deposits in the sea is a relatively simple matter at the present time, the exploitation of many of these deposits has lagged due to the lack of the availability of specific mining techniques for the individual deposits. Within the past two years, however, several developments have taken place in the design and testing of ocean mining systems in depths of water as great as 12,000 feet which indicate that the problem of mining in the ocean may soon be solved.Within the next decade, the ocean should prove to be a major source of many minerals for society and should come to dominate as a source of such metals as copper, nickel, cobalt, manganese, etc. Within a few years of the initiation of the mining of the deep-sea metalliferous nodules, land sources of such metals as nickel, cobalt, copper, manganese, etc. will be seriously affected and it is conceivable that the present structure of the world mining industry will undergo a substantial change in character."

"The People's Republic of China could very well be considered the largest untapped mineral and metal resource in the world. The proven reserves of antimony, barite, bauxite, fluorspar, graphite, lithium, magnesite, mercury, molybdenum, phosphate, pyrite, rare earths, talc, tin, titanium, tungsten, vanadium and zinc are among the largest in the world.Any company involved in the purchase or supply of industrial raw materials has undoubtedly followed the phenomenal growth of some of the Chinese mineral commodities, where growths in production of more than 200010 have occurred during the past ten years, for commodities like barite, cement, gold, gympsum silver and talc. Others, like bauxite and phosphate, experienced production increases in one year alone of over 45%, from 1986 through 1987!A popular rationale in the United States during the past two years has been the acknowledgment by Professor David Calleo, of Johns Hopkins School of Advanced Studies, that ""America is not sinking-the rest of the world is rising"". While we recognized this rise to be that of economic power for Japan, Korea, Brazil, Taiwan and, more recently, the newly-combined Germanies, China has also successfully completed her own modern five year development binge. But with each boom there is also a bust, and the start of the 1990sfor China shows signs of economic distress. China posted a budget deficit equivalent of US$1.9 billion in 1989 coupled with official inflation at 18010. Projections for 1990 are for US$1.8 billion deficit and inflation as high as 24%. However, government spending in the first seven months of the year climbed 16.4%, outpacing an 11.6% rise in revenue. Spending increases have been related to the government policy to keep prices on domestic goods artificially low, through subsidies, and to bailout inefficient state companies."

"In 1989 and 1990 abnormally high levels of arsenic in ore from the Thompson Open Pit Mine threatened Manitoba Division's electro-nickel production. The paper will discuss our development of a flotation process to separate pentlandite and gersdorffite (the prime nickel and arsenic bearing minerals).The presentation will focus on the development of the process from conception, through lab and plant test work, to plant optimization and full scale production. The paper will conclude with the benefits and cost of the completed project.INTRODUCTIONRejection of arsenic from nickel sulphide ores was not a primary concern in the Manitoba Division until 1989. At that time increased production in the Thompson Open Pit mine, which contains high arsenic ore zones, resulted in excess amounts of arsenic in the Thompson Refinery affecting electro-nickel quality. This problem was resolved through extensive efforts by Mill personnel. During the past 10 years, research work to improve the survey of stope limits after mining supplied useful information, particularly for large open and sub-level stopes, regarding waste dilution caused by differences between final production limits and planned stope limits. However, the efficiency of this information to improve the overall efficiency of the mining process is limited, given that the impacts of inaccurate ore limits leading to dilution (sensu stricto) and ore losses haw not been considered adequately. Geological/sampling information should be optimized in terms of quantity and/or quality for the deposit characteristics and the constraints of the mining method used. As industry practice regarding the definition and recording of dilution is flexible and as ore losses frequently am poorly doc-umented, the use of these terms is reviewed. Simulations were carried out on two typical narrow gold deposits, based on an earlier study at Inco's Thompson mine regarding the impacts of wide to narrow delineation grids using recorded variations of vein geometry. Vertical to sub-vertical deposits of 3 m and 6 m widths mined by long-hole open stopes were considered. Deposits delineated by 7.5 m (25 ft) grids were taken as a base case and the impacts of less accurate limits in conjunction with long hole mining based only on a 15 m (50 ft) delin¬eation grid. The impacts of overestimation (dilution) and underestimation (metal losses) were considered separately, using the average error of +/-0.62 m recorded in the Inco study. The impact of less accurate information was much stronger on the narrower deposit: both dilution and ore losses diminished the net present value of the 3 m wide deposit by 39.27% and 45.41%, respectively, and that of the 6 m wide deposit by 12.84% and 11.55%. As the impacts of ore loss and those of dilution on the net present value am almost identical in these simulations, we could, in practice, assume a 50/50 split between dilution and ore losses in such a case. These results do no take into account the effects of local optimization measures taken at the mine production level (blasthole sampling near stope limits, etc.) The potential impacts of geological and sampling uncertainties in terms of lower NPV justify and require more systematic efforts to ensure that deposit appraisal work and feasibility studies are adequate to optimize company revenue and competitive returns to investors from mine production activities.

They are used in the speakers and vibrator motors of cell phones. Rare earth magnets spin the hard discs within the drives and rare earth magnet voice coil motors position the read/write head over the spinning platter. Rare earth magnets are the heart of motors and generators used on airplanes – they are smaller and lighter weight than alternative materials/devices. Now rare earth permanent magnets are being introduced into electric vehicles and wind power generation.Rare earth minerals are difficult to extract from the ores and to separate from one another. The increase in use of rare earth magnets has placed a severe strain on established sources of supply. The establishment of new mines and processing facilities is costly and requires upwards of 15 years to become productive. The combination of rapid rise in use of rare earth minerals coupled with supply shortages has caused rapid price increases and threat of non-delivery of product. The result of this disruptive situation has been a profound response at several levels: corporate, industry-wide and governmental. Let’s learn more about why rare earth magnets are so important to modern society."

Fatigue failure and accompanying brittle failure occurs frequently in heavy mining equipment. This paper discusses how fracture mechanics can be applied as a tool for crack control and crack management. Information is provided to determine if particular components are prone to brittle failure. By using existing fracture mechanics formulae, an estimation of the critical crack size can then be made. It is explained that for a successful application of fracture mechanics, both the actual engineering stress in the component and the mechanical properties of the applied material must be known. The importance of toughness at low temperatures is quantitatively illustrated by calculating critical crack sizes at room temperature and at below-zero temperatures. Understanding the possibilities of fracture mechanics will also produce a climate in which the purchaser of equipment can more precisely analyze the relative quality of components with respect to crack tolerance and failure prevention. In this manner, communication between the user and manufacturer of equipment may also become more precise and effective, leading to improved design.

In this paper, the author offers a personal view of what the next 30 years holds for mineral processing. Restating that mineral processing will remain a vibrant industry in raw material production, growth opportunities in waste management are identified. The processing sequence familiar now (mining ?mineral processing ?extraction) will become more interwoven. In situ processing (i.e., milling underground) will evolve from concept to demonstration. Opportunities to exploit physical properties altered in chemical (pyro- and hydro-) processing will present themselves. In primary grinding, the path to AG/SAG milling will progress with little deviation but opportunities in regrinding are wide open. Flotation will see the trend to designing bubble/particle reactors accelerate simultaneously with a vigorous response from mechanical cell suppliers. Gravity separation remains a bastion of the lone inventor but this author anticipates that the new lines will come from the waste management business. The paper concludes with the examination of the “research cycle” and identification of growth in small “high tech” companies and university research centres

ONE of the problems encountered in any mine is the effect of increasing pressure manifested by increasing depth. Although the depth at which excessive pressure assumes serious proportion, and the manner in which it appears in underground workings, are influenced by a variety of factors, nevertheless the difficulty is present in all mines and its gravity increases with increasing depth. In the Kirkland Lake camp, as far back as seven years ago, mining had proceeded to depths sufficient to result in the formation of pressure great enough to cause violent disruption of masses of rock. It is proposed in this paper to deal with the effect of pressure caused by mining as observed at Lake Shore Mines, and to describe some of the methods which have been adopted to counteract it. There are many contributing factors in a study of the problem, and results vary widely in individual mines and in different localities. One feature common to all, however, is that there is ground subsidence, evidenced either by a gradual settling accompanied by crushing and shearing of the ore and wall-rocks, or the disruption of the ground surrounding the periphery of an excavation may take place suddenly, attended by more or less violent shattering of the rocks. Such violent failure of a mass of rock has been designated by the term rock-burst. The history of rock-bursts extends over a great number of years. They have occurred in some form or other in practically ali places where mining operations, at all but very shallow depths, have been carried out. Since the theoretical aspects of the subject have been dealt 'with at great length by capable and experienced writers (1), the present paper will give only a brief résumé of the theories propounded by those engaged in deep mining operations in various parts of the world.

The tailings disposal and water utilization problems at Strathcona are described in this paper, with sections devoted to the Moose Lake watershed system, tailing impounds, the construction of dams and the operation of the Moose Lake neutralization plant for the elimination of acidity, including the equipment used.

The nature and distribution of radiation-induced defects (RIDs) in quartz from the Maw Zone, a yttrium- and rare-earth-element-enriched sandstone breccia complex exhibiting intense hydrothermal alteration, have been investigated by electron paramagnetic resonance (EPR) spectroscopy. EPR spectra show that detrital quartz in sandstone, from five diamond drill holes intersecting the Maw Zone and one above the crest of the so-called Quartzite Ridge, contain only background-level RIDs, indicating that Ubearing fluids were absent in this area. However, close to the sandstone-basement unconformity, in hole WR-194 immediately west of the Quartzite Ridge, the concentration of RIDs in detrital quartz is significantly above background but at least an order of magnitude lower than those at the Key Lake and McArthur River deposits. Widespread drusy quartz at the Maw Zone, which signifies intense hydrothermal alteration, is associated with hematite-, sulfide- and carbonate-bearing mineral assemblages, which exhibit complex crosscutting relationships. EPR spectra of drusy quartz in all three types of mineral assemblages are low in RIDs as well, supporting the EPR evidence that fluids at the Maw Zone did not carry significant U. These EPR results suggest that, in spite of intense hydrothermal alteration and favorable structural geology, the Maw Zone is unlikely to host any significant U mineralization. Moreover, this study shows that the EPR technique is potentially a useful exploration tool, capable of determining whether individual alteration zones in the Athabasca Basin were associated with U-bearing fluids or not.

ABSTRACT The Saskatchewan Ministry of Environment recognizes the importance of environmental protection as an important contributor to Saskatchewan’s economy, with the environmental performance of industry closely monitored. Unfortunately, environmental regulation is often accompanied by significant process that does not always add value to environmental protection activities. The Saskatchewan Ministry of Environment has embarked on a visionary restructuring of its regulatory framework from conventional command and control regulation to a results-based regulatory framework. This new regulatory framework will provide for establishing clear environmental protection and resource management objectives; streamlining the environmental acts and regulations; developing an environmental code of practice; relying on qualified persons; enhancing compliance and enforcement tools; eliminating of many permits; and developing greater certainty in environmental assessment decisions. Results-based regulation promises to deliver enhanced environmental protection with less process. The uranium industry in Saskatchewan will be used as an example of the potential effects of results-based regulation.

It is hoped that the current policy makers will have learned from the lessons of the seventies, and will realize that mining companies need to keep a reasonable share of profits realized during the good years in order to prepare for the inevitable downturn in the cycle.INTRODUCTION"", «. We have made clear to industry that super profits... will no longer be tolerated "".With that assertion, the Honourable David Barrett , Premier and Minister of Finance of the Province of British Columbia, announced the introduction of a new mining tax regime in his February 17, 1974 bud get papers . British Columbia producers would face a basic royalty and a royalty on so-called ""super profits"", resulting in some instances in tax rates exceeding 100070 of pre-tax profits.The ball started to roll. Mining tax changes knew no political or geo graphical boundary. On April 9, 1974, Ontario's Treasurer John White stated in his budget speech:""Increased demand by major industrialized countries has resulted in sharply higher metals prices and substantial wind fall gains for the mining industry in Ontario. With the prospective demand for minerals likely to sustain current price trends into the future, it is only fair that we secure for the people a higher return from our natural resources""."
