The proposed classification scheme is based on two primary parameters, one for petrographic composition and the other for rank, both being determined with microscopic techniques. The scheme has been applied to a wide range of Australian coals and found to provide a useful means of relating their inherent properties to properties such as volatile-matter yield, crucible swelling number, and calorific value, which will determine how these coals might be used commercially.

Under the Town and Country Planning Act 1977 the Ministry of Works and Development has a responsibility for providing information to local and regional planning authorities on public works and matters of national development and importance, for the exercise of their responsibilities under this Act. One such matter which has recently become a source of concern is the development of South Island lignite. In 1979 the Ministry of' Energy produced a position statement outlining a programme of' research leading to the possible extraction of lignite in Southland or Central Otago for conversion into about 50 per cent of New Zealand's liquid fuel requirements by 1995. Understandably this possibility has caused considerable concern at the local level, expressed particularly by bodies such as Federated Farmers and the local authorities. In the absence of any factual knowledge short of mere conjecture been able to recommend to local authorities is that they limit their planning period to ten years. After this time more information regarding the size, nature, location and certainty of the proposal will permit a more accurate assessment of the implications of the York. While on holiday earlier this year I took the opportunity to visit opencast mining areas in Germany and England to gain an appreciation of the scale of impacts involved and discuss with those concerned the procedures used in planning for such operations. What follows is a brief description of these operations, a comparison with the likely development in this country and the extraction of what may be some relevant principles of' operation for the planning of an environmentally acceptable project. Conventional hand drawn isopach maps of the cover of the Bulli Seam are too eomplex for use in the delineation of large domains of similar cover. Isopach maps prepared from trend surfaces fitted to the cover data are much simpler in form and so provide a convenient method of delineating broad domains of similar cover.

Considerable improvements in diamond drilling equipment have been made since the early 1950s. A recent drilling programme, however, at Williamtown, near Newcastle, carried out by the Joint Coal Board on behalf of the Electricity Commission of New South Wales, emphasized deficiencies in existing equipment when particularly diflkult coring conditions were encountered.Spurred by unacceptably low recoveries in coal seams in this area, the Joint Coal Board devised and developed, with the assistance of the Electricitv Commission, a new typc core lifter and a special 26 ft triple tube core barrel, designed to operate in conjunction with it in bad coring conditions.The core lifter, whieh is propped open clear of incoming core during drilling, is activated by fluid impulses generated inside the core barrel. It can be used with double tube barrels when drilling firm rocks whichdo not change diameter by compaction inside the barrel.Softer rocks. such as clayey types, require the use of a rriple tube barrel.Results from testing carried out to date in difficult areas in New South Wales coalfields have shown that greatly improved results can be obtained with the new equipment. Although developed essentially for coaldrilling, the new core lifter and barrel could be adapted to other fields of diamond drilling. Even in areas where no great coring difficulty is encountered the cost advantage deriving from the greatly inereased life of the core lifter and the adaptor in which it is housed could justify its use.

Ground support performance is critical to the safe and economical extraction of ore. This is particularly important for mass mining extractions at great depth, which are currently being considered by a large number of mining companies worldwide. As the in situ stresses concentrate around critical excavations, failure occurs at the excavation boundaries and ground support is required for the excavations to remain safe and accessible for their intended lifespan. Ground support consists of reinforcing elements that are installed within the rock mass to modify its internal behaviour (generally to within one excavation radius) and surface support elements that are installed at the exposed boundaries to retain the failed pieces of rock. For surface support to be effective, the loadings need to be transferred to the reinforcing elements; however, the combined performance of rock bolts and mesh is poorly understood in terms of the energy dissipation capacity available for a typical ground support scheme implemented at most mass mining operations.Over the last 15 years or so, a large number of large-scale laboratory experiments have been completed at the Western Australian School of Mines (WASM) Dynamic Test Facility for reinforcement systems and surface support systems loaded separately. The objective of more recent testing has been to establish the combined energy dissipation capacity of typical and enhanced reinforcement systems combined with mesh surface support. Total energy dissipation has been separated into energy dissipation attributable to the reinforcement and to the mesh. In 1801, Hatchett discovered the oxide of a new element while he was examining a heavy black mineral from Haddam, America, which had been presented to the British Museum. He named the mineral Columbite and the metal Columbium. A year later a Swedish investigator, Eckeberg, while working with a new mineral resembling columbite-yttrotantalite discovered a new element, to which he gave the name of tantalum.In 1844, Rose announced the existence of two new elements in a sample of columbite from Bodenmais. One was similar to Eckeberg's tantalum and the other was called Niobium. Wollaston, in 1909, attempted to show experimentally that columbium and the tantalum were identical, but it was soon proved that they were two separate elements. Subsequently a number of investigatiors found other "new elements" in tantalum and columbium bearing ores, but these were shown to be mixtures of the twin metals.Since Hatchett's Columbium and Rose's Niobium are identical, it is more fitting to use the name assigned to this element by the earlier investigator. However, the term niobium is still retained in Germany and England.The separation of tantalum and columbium has been one of the major problems for analytical chemists since the discovery of the two elements and it is only in recent years that tantalum of a high degree of purity has been produced. High purity columbium metal is probably still to be obtained.Until 1903 tantalum was merely a laboratory curiosity, but about this time its use in incandescent electric light bulb filaments was discovered. Eight years later it was replaced by tungsten, which was better and cheaper. For a time the electrolytic valve action of tantalum was used in the charging of storage batteries, but the chief uses of the metals' to-day are for corrosion resistant apparatus, in vacuum tubes and as carbides in the manufacture of hard cutting and shaping tools.Most of the recent work on the metals has been done by C. W. Balke, in America. Tantalum has been studied more than columbium. OCCURRENCE OF TANTALUM AND COLUMBIUMI. The reduction of geological risk for planning of high production longwall faces is essential. Geological and geophysical techniques applied at Huntly West Mine before 1989 were unable to reduce the geological risk to an acceptable level. The success of a trial long-hole directional drilling programme at Huntly West Mine (Fowke et al, 1989) has encouraged the Coal Corporation of New Zealand to use the technology long-term, for seam definition. Initial drilling in 1989 completed a total of 3543 metres, with the longest borehole length being 369 metres (limited by number of rods available). A major re-interpretation of seam structure resulted from the drilling, which was able to fill in seam details between surface exploration boreholes. The undulating thick seam conditions at the mine require a refinement of drilling strategies used overseas. Long-hole directional drilling also displays potential for inseam gas drainage. Gas flows of the order of 1000 L/min were initially indicated in individual boreholes. Other gas parameters of the seam have been studied by Beamish et al (1991), and highlight the significance of the natural gas resource in the Huntly Coalfield.   The continued development of drilling technology will be of major benefit sustainable development, particularly in policy.

'The politics of mining in New Zealand' is a topic I chose myself because of its importance in the future of the New Zealand mining industry. There are many people in the industry who are cynical about politics, cynical about politicians and definitely cynical and often critical of political decisions. In fact, many industry people say they don't want to get involved in politics, they just want to get on with the business of exploration or mining. The point of my address is that politics is important and the industry cannot afford not to participate in the political process.

The size by size batch flotation behaviour of copper activated sphalerite from synthetic mixtures with quartz was determined. In terms of recovery of sphalerite, the size fractions could be grouped into coarse, intermediate, and fine ranges. The behaviour of the coarse and fine ranges was significantly poorer than that of the intermediate range in both the extent and rate of flotation.Each size fraction had a fast and a slow floating component.The main effect of changing the copper sulphate addition was to alter the proportion of any size fraction which was fast floating. No correlation could be found, between the amount of copper on the spha:lerite andeither the flotation rate of the mineral or the amount of copper added to the system. It was found that fine particles did not appear to consume greatly disproportionate amounts of copper sulphate during conditioning. A modified conditioning procedure was found to lead to a higher rate of flotation and recovery of coarse sphalerite and to make poss1ble substantial savings of copper sulphate.

Copper, sulphur, nickel, cobalt, palladium, silver, and gold can be recovered from the copper sulphide precipitated from the "copper boil" of the Sherritt-Gordon nickel process used at Western Mining Corporation's Kwinana nickel <refinery. The method is based on an oxidative ammonia leach of copper, nickel, and the precious metals at temperatures below 40°C to produce, in part, elemental sulphur, in the residue. This is followed by heating to decompose thiosulphate and remove some ammonia with precipitation of some of the copper, palladium, gold, and silver. Addition of sulphur dioxide to pregnant liquor precipitates copper, as either Chevreul's salt or copper(I) ammonium sulphite, together with the remaining gold and silver. Less than 10 per cent of the dissolved palladium and less than 1 per cent of nickel and cobalt precipitate to this stage.In one option, the Chevreul's salt is dissolved in a solution of copper(II) sulphate, acetonitrile, and water to generate a solution of copper(I) sulphate. Gold and silver do not dissolve. The solution of copper(I) sulphate is thermally disproportionated by distilling acetonitrile to give exceptionally pure copper powder, with desirable characteristics for powder metallUrgy. Nickel, cobalt, and ammonium sulphate are recovered from the motherliquor of the Chevreul's salt precipitation by return to the Sherritt-Gordon process, where recovery procedures already exist. Palladium is recycled for eventual removal as a sulphide with the gold and silver.In the other option, solid copper(I) ammonium-sulphite is <thermally disproportionated in water at 150°C to copper powder.

The theme of this paper is the development of-the project feasibility study which includes discussion of the work which is carried out in preparing the project feasibility study, the necessary evaluations and structures that are employed to ensure that not only does the feasibility study itself stand up to scrutiny and is sound, but also that the investment the company is proposing to develop, "the project", is an investment decision which will represent good returns to the company. This theme is particularly relevant when there are competing divisions within the company and only limited cash resources are available to make the correct investment decision. Thus various potential investments may be evaluated against each other to determine which project will be given the go ahead for development. This paper will particularly focus on the various investment analysis techniques that are used and discuss the work that is required in preparing the project feasibility study and specifically the interaction of the project team members and the thought process that must be undertaken to complete the project feasibility study. Finally comments will be made on tax planning issues particularly with respect to taxation of gold production to be introduced in January 1991. Some ideas are presented which may help and possibly improve the financial position of the projects being reviewed. Further, it is suggested that the thought process which goes with the financial engineering aspects of a resource project can be widened to take account of taxation issues and tax planning to ensure the rise of the project feasibility and hence the decision to proceed to development by the project sponsors.

The theme of the conference is "excellence", an epithet of special significance in tertiary education. It appears in the mission statements, goals and plans to achieve them of most, and quite possibly all, tertiary institutions in Australia. In the context of excellence, this paper examines the current statue of professional education in the principal mining industry related discipline of Mining Engineering. It furthermore, identifies and discusses a number of special problems in mining education that the tertiary sector has long endured. Some of these problems are becoming acute, and solutions will have to be found soon in order for the industry to be assured of the supply of well motivated and appropriately qualified young engineers and scientists necessary to achieve and maintain the excellent to which it aspires.

The iron ore deposits of the Port Hedland district of North Western Australia are associated with band'ed sedimentary iron formations that form part of the local succession of folded and faulted Archaean volcanic and sedimentary rocks. The iron formations are regarded as the protore beds or sources of the iron which became concentrated by supergene processes to form commercial grade iron ore deposits.Iron oxide deposits occurring in situ within the protore beds are considered to be of residual-replacement origin, due to supergene leaching of gangue minerals and' deposition of secondary iron oxides in their place, Two types of deposit have been recognized. Lode deposits are deep lenses of massive hematite located adjacent to major faults. These deposits are thought to be very old and to have originated by supergene processes during the long period of erosion represented by the major unconformity between the Archaean rocks and the overlying Proterozoic beds. The other type, known as crust ore deposits, are shallow cappings of hematite and goethite on hills formed by the outcrops of steeply dipping protore beds. These deposits could have originated as far back as the early Mesozoic and it is possible that the ore-forming process is continuing at a slow rate at the present day.Deposits formed by erosion and re-deposition of material derived from pre-existing residual-type deposits are known as derived deposits. These include conglomerates and scree accumulations of various types and ages and pisolitic deposits formed by supergene leaching of transported detritus. Derived deposits range in age from early Proterozoic to Recent. The adsorptive and granulate forming MetClean™ process has been used at many locations in Northern Sweden, Norway, Denmark, France, Spain, Mongolia, Japan and Australia. It has been pilot tested and used in full scale treatment plants to remove metals from:mine watersleachate from solid waste in incineration flue gasleachate from fly ash damsleachate from landfill and waste ponds.The following paper provides details of pilot and plants tests on the effectiveness of MetClean™ in removing arsenic, antimony, barium, cadmium, copper, molybdenum, nickel, radium, uranium, vanadium and zinc. Results show that MetClean™ may reduce the concentration of these metals in treated effluent water to the one part per billion (ppb) range.The paper also finds that, for specific metals, the optimal adsorption condition depends on the:pH levelmolar relation between the specific targeted metal and the addition of iron (II) or manganese (II)type of oxidation agentssalinity levelpresence of other metals.The most effective pH level varies according to the targeted metal but falls within the pH 5 to pH 11 range. A compromise pH level may be set when more than one metal is targeted for removal at the same time and through only one process step. The removal efficiency of one or both metals may be affected by operating at a compromise rather than optimum pH level.The MetClean process generates non-hazardous solid waste. The principal dirnensions of the chimney were fixed as follows: Height from formation to coping, 328 ft. 8 in.; inside diameter concrete shell, 13 ft. Gin.; inside diameter of the 4~-in. brick lining. 11 ft. (j in. ; shell thickness above flue inlet at a point 39 ft. above formation, 1 ft. 8in.; shell thickness at coping, 6 in. That is, the inside of chimney is cylindrical, wldst the outside is gradually stepped inwards with of 1 in. and less until the shell is 6 in. thick only at the top. With these dimensions in mind, it will be seen that some close thought was necessary to ensure a satisfactory of fonn which could be kept rigid and plumb to a height and at the same time provide safe working conditions for the labourers employed.FOUNDATIONSThe spread base of the chimney is 45 ft. in diameter, and foundations were carried down to a depth of 8 ft. 6 in. below natural surface into good hard clay which was known to be the best foundation obtainable in the vicinity being capable of withstanding, when dry, a load of 3 tons to 4 tons per square foot, whereas dead load is 1A tons per square foot and the maximum load expeeted under the most severe wind condition is 2 tons per square foot to ensure the foundation being kept dry and unaffected by ground water, the site was surrounded by a ring drain at a distance of six feet from edge of concrete foundation and at a minimum depth of one foot below bottom of concrete. Open-jointed pipes were laid in the bottom ofthe drain and graded to a pipe drain with outfall clear of the site.

The stability of a raise bore is often assessed using the rock mass classification system published by McCracken and Stacey as a modification of the Q system. Often the assessment is done using a spreadsheet to manipulate geotechnical log(s) of boreholes. This paper discusses the inherent difficulties with this approach. Recent work by others to provide guidelines to the classification system is discussed. A recent example of the design and raise bore performance at Macraes Gold Mine, New Zealand is presented. A key issue is that a visual assessment of the drill core and/or core photographs is necessary to æground-truthÆ the classification.

THOUGH the literature on the chamber process is considerable, it mostly refers to European conditions. Owing to the demand for acid for flotation and leaching at the mine, it may be necessary to work the process under other conditions. Consequently, some results obtained during the chlorination days at Mount Morgan, within the Tropic of Capricorn, may be useful for reference when working in a similar climate. Though the chambers must be protected against tropical storms, thorough ventilation should be provided, with plenty of space between the chambers, which are almost invariably crowded together. Not only does the space assist in the cooling of the chambers, but it is very desirable during repairs, when lead andtimber have to be hoisted up. The connecting flues between the chambers, which are fairly efficient mixers and condensers, should be round, supported from above, and with the least possible timber about them. Their position and arrangement deserve careful attention. Lattice work will be sufficient protection for the sides of the chambers, and the roof should be high and well ventilated. The Mount Morgan plant, crowded and not well situated, consisted of seven chambers (four over 50 ft. in length), one Glover tower 7 ft. 2 in sq. x 20 ft. high, one Gay Lussac 9 ft. sq. x 30 ft. higb, also one 5 ft. diam. x 25 ft. high. There was one pipe column 4: ft. sq. x 14 ft. 6 in. high. The chambers were run as one unit, and were much lower than those usually constructed in Europe-less than 15 ft. high. Provided that suitable timber can be obtained, 20 ft. is quite low enough. It should be quite satisfactory to use round poles for the studs, and so admit more air space between studs andlead.

On-stream determination of xanthate concentrations can be made by photometric measurements at 313 nm.A simple double-beam instrument was developed for this purpose. A mercury lamp is used as the light source and a composite filter of UGll glass and chromate solution is used to isolate the required spectral region. The light beam is split into two components of approximately equal intensity. One component is passed through a reference cell containing water to a photo detector; the other component is passed through the xanthate solution to a second photo detector. The reference signal controls amplifier gain to eliminate effects of lamp intensity changes and the amplified sample signal can then be used to measure xanthate concentration.Plant trials showed that provided a clear solution free of air bubbles was obtained from an on-stream filter, the instrument indicated the xanthate concentration and operated satisfactorily for long periods.
