Long before recorded history, man began to dig into the earth's crust in a never ending search for useful materials. It is well known that more than half of the earth's crust is composed of silicon dioxide (SiO2), also known as silica. Silica and silica-containing material have a great many uses in modern society. This material, however, is potentially an extreme health hazard. Silicosis: Not a New Disease Centuries before the Christian Era, Hippocrates wrote of a lung disease common to those who mined in hard rock. He was obviously describing silicosis. It is also apparent from ancient writings that the Egyptians were aware of this malady. Dioscorides also wrote on this subject in the fifth century B.C. It is undoubtedly the oldest and best studied of the occupational lung diseases. Silicosis was certainly described by Agricola in his De Re Metallica published in 1556. Here he described lung disease among hard-rock miners. The original document was written in Latin and then translated in 1912 by Hoover and Hoover. One of these translators was Herbert L. Hoover, a former US president who once made his living as a mining engineer. More recently, there are numerous references in medical literature in the 19th and 20th centuries relating silica exposure to silicosis. There are specific references to mining in hard rock, as well as to sandblasting and a host of other industrial exposures. In 1919, Winslow described standards for measuring the efficiency of exhaust systems in polishing shops using sandblasting. These standards were equally applicable in the mining industry. As early as 1920, Winslow explored the efficiency of certain devices used to protect sand-blasters against the dust hazard. These devices were equally applicable in the hard-rock mining industry. The medical community recognized the silica health hazard in the early 1900s. Middleton described the illness in the British Medical Journal in 1929. He noted the danger to health at that time. D. Hunter mentions in his book, The Diseases of Occupations (1969), the monumental work of Merryweather in 1936, in which he surveyed the silicosis risk in Great Britain. He showed statistically that the average employment length of sandblasters who ultimately died of silicosis was 10.3 years, compared to 40.1 years for all fatal cases, irrespective of occupation. Sandblasting and hard-rock mining and drilling, obviously, are very hazardous occupations. Weil and Zisking of Tulane University wrote in 1975 that "it was known as early as 1935 that the course of silicosis is much more rapid in sandblasters than in miners or foundry workers. This can be explained by the fact that sandblasters are exposed to an almost pure siliceous dust containing high concentrations of respirable particles within the range of 1 to 3 micron size." Protecting the Worker The medical community recognized in the early 1900s the need for proper protective equipment for all of those who worked with siliceous materials. Middleton, writing in 1929, said: "The worker is then protected by a close fitting helmet with an air feed, much as in the case of an underwater diver. In spite of these precautions, cases of silicosis among sandblasters are being met with today. It is a matter for serious consideration whether a substitute, such as steel or iron grit, could not be used to replace the siliceous grit as the abrading material." C. E. A. The US Constitution provides for regulation by the states for protecting the public's safety, health, and welfare. Hence, in the eyes of the law of all states today, this is the sole justification for registration of professional engineers. Wyoming was the first state to register professional engineers in 1907, to correct abuses of incompetent or fraudulent practices in surveying and real estate. Public safety and health are most directly affected by civil, electrical, and mechanical engineering. Other branches of engineering have a profound effect on the public welfare, including investors, and safety and health of employees. No arguments, pro or con, are valid except in relation to the registration laws of various states. Code of Ethics Few would argue the desirability of requiring conformance with a code of ethics. A major problem lies in enforcing compliance, since protecting the public demands a high standard of competence, yet assessing competence gets confused with restraint of trade. Bidding engineering work on price competition can lead to pressure to cut corners on engineering quality, and was therefore discouraged by codes of ethics. The Supreme Court, in a suit against the National Society of Professional Engineers (NSPE), barred any engineering society from such bidding restriction. It has, however, upheld the right of states to impose codes of acceptable practice as part of registration laws. For example, Texas Canon I reads, "The engineer's paramount professional responsibility should be the safety, health, and welfare of the general public." Anything less makes the code practically meaningless, but there are potential conflicts of interest in many engineering organizations. How can conflicts be handled? Any corporation could improve its public image by adopting a policy that each employed PE should, without fear of recrimination, record in writing over his seal any problem or flaw in any design that comes to his attention. The policy should further require that his superior provide him a written reply pointing out that the "flaw" is accepted as requiring correction or as a calculated risk, or overruled as erroneous or as a difference of opinion. Errors in calculation of judgment are inevitable. Despite this, there are limits to how much time and money should be spent to eliminate them. It is difficult, however, to see any excuse for failure to conscientiously evaluate the opinion of a PE. This may be an impossible ideal, but how else can the profession or the industry have credibility? The National Council of Engineering Examiners (NCEE) has a code of ethics one presumably subscribes to by signing an application to write a Principles and Practices examination. However, NCEE has none of the power of enforcement that is available through state boards of registration. Registration Qualifications Qualifications are set by the laws of the states. In general, they require passage of an eight-hour examination in fundamentals, preferably at graduation, and, later, one in principles and practices. The examinations are compiled and distributed by NCEE. This system provides for a high degree of uniformity and reciprocity. States set the education and experience levels (typically four years after graduation) required by those desiring to write the principles and practices examination. Examinations The principles and practices examination calls for answering eight of 20 equal weight questions; one on engineering economics, 19 on engineering. Economics may enter into engineering questions, but only provided the question is not answerable by an economist without engineering training. In preparing examinations, NCEE strives to use questions that require some judgment and can be more effectively answered by someone with four years experience beyond college. Silicon is the second most abundant element on earth, exceeded only by oxygen. Silicon dioxide forms a crystalline structure of repeating SiO2 molecules which form characteristically hard, durable crystals. As a result, crystalline silica is Ubiquitous in the crustal rocks, sediments and the mineral products derived from mining. An examination of the history of studies that identify silica as a human and animal carcinogen is presented in the context of the development of a public health policy in California. The implications for the cost of conducting aggregate and other mining operations in the state are discussed.

The Cal-Sag Relief Sewer is a 2.6 m (8 ft 6 in.) diameter 9.1 km (5.7 mile) rock tunnel bored in dolomite for the Metropolitan Sanitary District of Greater Chicago. Included in the project are 18 shafts varying in depth free 70 m (230 ft) to 41 m (135 ft). This paper discusses how Healy/Vanessa reduced costs by eliminating conventional hand excavation by hoisting muck from a high production Robbins TBM (Tunnel Boring Machine) through small diameter drilled shafts and using a trailing rail-utility backup system.

Kennecott Copper Corporation's Chino Mines Division concentrator is located in Hurley, New Mexico. Construction of the concentrator was started in 1910 and its capacity was progressively increased over the years to the present nominal 20, 425 t/d of ore (22, 500 stpd). The principal copper minerals present in the ore are chalcopyrite and chalcocite with much of the chalcotite intimately associated with pyrite. Lime is used to depress pyrite, and flotation at a high pH or alkalinity is required for optimum recovery of chalcocite with good rejection of the pyrite. Regrinding is also required to liberate chalcocite-pyrite middling grains. Accurate control of the lime addition is necessary to obtain both optimum metallurgy and minimum lime usage. At low pH levels, flotation cell control is difficult due to excess froth, but excessively high pH levels can go unnoticed because froth characteristics do not change from those experienced at the deisred pH. With manual control of the lime addition, the desired pH can be exceeded for periods of up to two hours. In 1972 a major renovation of the flotation and regrinding circuits was com¬pleted and at that time a new lime distribution and control system was placed in operation. Limestone is obtained from a nearby quarry west of Hurley. The limestone is crushed, sized and fed to a rotary kiln and the quicklime product is stored prior to slaking. The lime is slaked, as required, in a mixing tank-classifier type slaker and the lime slurry is pumped to a concentrator storage tank from which it is distributed through a conventional closed loop system. The current average lime usage rate is approximately 6 kg/t of ore (12 lb per st).

The limited lifespan, ever-growing demand, and significant lithium and cobalt content are responsible factors for the immediate recycling of discarded lithium-ion batteries. Discharged batteries were dismantled, segregated, and size reduced to recover cathode and anode material. The active cathode material comprises LiCoO2 (65.8%) and LiMn2O4 (34.2%) and was carbothermal reduced with recovered graphite in a microwave furnace followed by water leaching and magnetic separation. A Box Behnken statistical experimental design is used for process optimization. Both cobalt and manganese report to magnetic fraction, whereas graphite and lithium carbonate report to non-magnetic fraction and solution crystal respectively. The final product comprises of cobalt 73% and manganese of 14% with process yield of 36% and saturation magnetization of 76 emu/g.

The geologic modeling of multiple domains is required for the prediction of mineral resources and reserves. In general, explicit methods have wide acceptance among modelers due to the ability to manually add deemed important trends and geological features into the models. As an alternative, implicit geologic modeling techniques are increasingly adopted to reduce professional time requirements. These methods aim for objective, repeatable and flexible models by replacing the manual time-consuming interpretation of sections with the interpolation of signed distance values. These techniques, however, have been developed for the binary case of two domains at a time. The current paper presents an algorithm that extends the binary case to multiple domains. The method is able to transfer large-scale geological features from data to geologic models. A case study illustrates the benefits of the algorithm and practical implementation considerations.

In Tunisia, the Paleocene-Eocene series has an important socio-economic interest. It contains profitable oil and water accumulations. Moreover, it encompasses phosphate reserves. The present study uses seismic reflection prospection and borehole data for the reconstitution of the Paleocene-Eocene deposit structure in the Jerid area (southwestern Tunisia), a crucial step for the phosphate exploitation. Firstly, lithostratigraphic correlations incorporating water and petroleum wells were established according to different directions for a tentative approximation of the Paleocene- Eocene deposit geometry by following their lateral evolution. To give more details, seismic reflection profiles were interpreted in the second step. The Paleocene-Eocene formations were associated with their corresponding reflectors on the closest seismic profile using the relation of time and depth in petroleum wells. Analysis of lithostratigraphic correlations shows notable variations in the Paleocene-Eocene series thickness and depth. Seismic profile interpretation explains these variations by highlighting different buried tectonic features. The results confrontation reveals that the phosphatic deposit geometry in the Jerid area is mainly influenced by the (1) emergence of the Saharan platform and the Chott northern chain since the Late Cretaceous, (2) syn-sedimentary normal activity of E-W and NE-SW faults during the Paleocene-Eocene epoch, (3) reverse-reactivation of these faults, and (4) major Tortonian folding phase. This study can enormously enhance the Jerid area socio-economic development by presenting useful findings that may orientate the phosphate exploration.

Pennsylvania has ample reserves of high-alumina clays which are potential sources of alumina, but many of these clays contain large amounts of iron, which makes them unsuitable for treatment by acid processes(1). The purpose of this investigation was to determine the optimum conditions for the selective hydrochloric acid leaching of iron (2-4) prior to the sulfuric acid extraction of alumina from Pennsylvania ferruginous high-alumina clays. This was accomplished by first testing the iron-bearing minerals and the clay minerals most often encountered in Pennsylvania clays to determine their rate of dissolution in hydrochloric acid solutions. The results of individual minerals were then based for leaching Pennsylvania clays with a 19% hydrochloric acid solution at the boiling point of the acid for approximately 30 minutes to achieve as high as 90% iron removal and only 2-5% alumina losses.

"SUMMARY While the basic elements of risk management, including probability, consequences, risk registers, mitigation measures, etc., are now well understood, the process to include correlation, dependencies and linkage of risks and risk scenarios is less well defined and not well understood. To perform accurate and complete risk analysis and risk management, it is necessary to include correlation, dependencies and linkage between risk events, as well as risks that may occur multiple times. In this way, owners and contractors can more accurately determine risk-based costs, risk impacts and risk mitigation strategies. This paper will outline methods to deal with correlation, dependencies and linkage and will consider risks that may occur multiple times. Practical result comparisons – with or without these elements – will be presented. INTRODUCTION We believe the reader is familiar with basic concepts of risk, risk management and mitigation and the use of probabilistic cost-risk processes versus deterministic ones (Reilly et al. 2015; Sander et al. 2015). The probabilistic approach, compared to the simpler and more common deterministic approach (unit prices times unit costs plus a contingency), offers more useful information with respect to the range of probable cost as well as cost “drivers” and better quantifies the effects of risks, opportunities and variability – which improves understanding, leading to a better potential for profit (or loss) for contractors and added value for owners. In this context, a valid and sufficient quantification of correlation, dependencies and linkage of risk events, plus the impact of risks that may occur multiple times, is essential. Components of Cost Estimates – Base Cost, Risks and Other Uncertainties The components of cost that need to be correctly addressed in an estimate include (Moergeli et al. 2015): •,Base costs – the costs that will result if “all goes according to plan” (Reilly 2004) •,Risk costs – the resulting costs of threat and opportunity events, if they should occur •,Escalation costs – costs resulting from normally expected inflation with variability •,Other uncertain costs – costs that result from other events, normally external to the project team’s control, which may include unanticipated events, politically related changes and “black swan” events (Talib 2007)"

This paper will present the results of an analysis of several abandoned coal mine projects and includes field data for over a dozen different reclamation projects recently completed in the state of West . Virginia. The analysis was performed with the objective of summarizing and or classification of the environmental consequences with reference to the characteristics of the mining facilities (surface, underground, etc.). The analysis also addressed the itemized cost of remediation with respect to procedures, environmental concerns and time. The results of the analysis are that each abandoned coal mine site in West Virginia have/had many unique features and in most cases include a combination of environmental concerns that complicate comparisons. The study also revealed that the abandoned mine land program for mines abandoned prior to 1977 that is being financed by a tax on the production of coal, has produced many benefits for the state of West Virginia. This grant program administered by the Office of Surface Mining, has resulted in a high quality methodology of remediation that has been successful for many years in greatly minimizing and/or eliminating environmental concerns from abandoned coal mines.

"In response to a severe regional drought and in preparation for the further decline of water levels in Southern Nevada’s Lake Mead, the Southern Nevada Water Authority (SNWA) built a new intake system to ensure water supply to Las Vegas and its surrounding communities. In 2015, design began on the Low Lake Level Pumping Station (L3PS) that will move the water from this lower intake, ensuring operability of the water delivery system despite these declining lake levels. The L3PS Project includes a 159-meter-deep shaft, a large underground chamber, and 34-each 152-meter-deep, 2.4-meter-diameter drilled well shafts to be constructed in highly faulted and fractured ground. The Construction Manager at Risk (CMAR) delivery method was chosen to facilitate early contractor involvement in the design process to address the significant challenges and risks anticipated on this US$650 million Project. This paper describes the CMAR selection process; the CMAR involvement during design and benefits resulting from that involvement; and the unique collaborative effort among the owner, engineer, program manager and CMAR used to evaluate and select the best design approach, preferred underground construction methods, and coordinated geotechnical baseline report. PROJECT BACKGROUND AND NEED Seven of the United States’ western states rely heavily on the Colorado River and its tributaries for their water supply. The primary source of water for the Colorado River is winter snow that falls in the mountains ringing the Colorado River Basin. Flows in the Colorado River vary significantly from year to year, depending on the amount of snow and rain deposited in the basin. Beginning in the year 2000 and continuing to the present, snowfall has been well below documented historical averages and Colorado River flows have diminished."

Between 2005 and 2021, a NIOSH internal review showed that haul trucks were involved in 54 incidents at surface mines in the United States. Haul truck collision warning and avoidance systems (CXS) can assist in preventing accidents at surface mines. CXS use technologies to detect people or objects and alarm to alert haul truck operators. Robust testing can help ensure that they detect objects without excessive false positive alarms. Testing and validation would increase confidence in and encourage implementation of a CXS. Researchers from the National Institute for Occupational Safety and Health (NIOSH) reviewed documents related to the evaluation and validation of CXS with two objectives: (1) to identify methods and parameters used to evaluate detection performance and (2) to identify gaps in CXS test methods and in detection performance. Stakeholders can use the findings from this research to guide implementation of CXS to improve safety at surface mines.

The Washington, DC Water and Sewer Authority (WASA) has implemented facility planning for the Anacostia River Projects portion of a program to bring its Combined Sewer System (CSO) into compliance with federal water quality regulations by 2025. The program includes approximately 19 kilometers (12 miles) of deep CSO storage/conveyance and flood relief soft ground tunnels, construction, vortex drop, overflow, maintenance and air release shafts, as well as near surface diversion structures and conveyances. The Project encompasses major technical and non-technical challenges including completion under a federal consent decree schedule, construction within the confines of heavily developed urban areas, difficult ground conditions, major infrastructure crossings, and close coordination with several major public agencies. This paper discusses the planning stage considerations related to the geotechnical investigation program, discusses obstructions that influenced alignment selection, and provides two examples of preliminary estimates of settlement induced ground movement due to the tunnel and shaft construction.

This paper presents various design and construction considerations involved in developing an underwater installation of lined, large diameter shafts not known to have been previously accomplished for the diameter size, depth or ground conditions identified with the Seabrook Power Station. Outlined approach provides for driving tunnels independent of shaft sinking operation, permits the use of prefabricated shaft lining and incorporates a safe dry tap method for connecting the shafts to the tunnels. INTRODUCTION The Seabrook Power Station, located two miles inland from the Atlantic Ocean, at Seabrook, New Hampshire, is a two unit, nuclear powered, electric generating plant, each unit having a capacity of 1150 megawatts (electric). Typical to all steam driven generators is the requirement for large quantities of water. Requirements for the Seabrook Plant will be met by intaking and discharging approximately 850,000 gpm of ocean water at a considerable distance from the shore line in water depths that render the environmental impact inconsequential. Obtaining, conveying and discharging such large quantities of water represents a major undertaking, particularly under today's environmental controls. Tunnels are well suited to reducing the environmental impact at the Seabrook site by conveying the water about 250 feet deep under the salt marsh (a valuable ecological feature) and under the beach well out into the ocean without any noticeable ground surface disturbance. An alternate approach utilizing trenched piping would have created some disturbances and was environmentally less desirable. The tunnels connect to intake and discharge

The "Old Reliable" four million pound blast in March of 1972 marked the opening, as far as is known, of serious efforts to commercialize the In Situ concept. That was a coyote shot, and it was followed by three blasts at McAlester Fuel's "Zonia" operation which were surface hole shots. As the only individual who had a principal part in all four shots, it seems to be appropriate to present experiences in the developments and evolutions of the in Situ method of ore extraction. Some of the problems will be described, along with proposals for management of such projects in the future.

Laboratory results from an initial study on the removal of SO2 from gas mixtures are reported using air-sparged hydrocyclone (ASH) technology. Tap water and alkaline solutions were used for absorption and the influence of gas flow rate, water flow rate and length of the ASH unit were investigated. Complete removal of SO2 was possible with very favorable kinetics. The efficiency of sulfur dioxide absorption from air using the ASH is compared with the efficiency of conventional technology.

The Doyon Mine in Quebec, Canada, evaluates the possibility of desulfurizing its tailings to produce material to be used as cover for the acid-generating tailings disposal site. Laboratory tests showed that a single-layer cover made of desulfurized tailings placed over reactive tailings can prevent the generation of acid mine drainage. Modeling with the software Vadose/W was used to optimize the design parameters, namely, cover thickness, water table position and residual sulfide content of desulfurized tailings following laboratory work. It was found that the optimal configuration includes a 1-m (3.3-ft) desulfurized tailings cover containing 0.8% S, with the water table kept at the interface between the reactive tailings and the cover. To maintain the cover performance to reduce oxygen flux toward acid-generating tailings even in the event of a long dry period, a sand layer is suggested to protect the cover from excessive evaporation. It is possible to reach the environmental objective for oxygen flux chosen for the Doyon Mine (10 mol/ m2/year) with the protective sand layer, even in extremely dry conditions.

Most mines using backfill routinely carry out quality control (QC) testing of backfill mixes with unconfined compression test cylinders. This is true for paste operations, hydraulic fill operations, and cemented rockfill operations worldwide. However, a large number of mines simply do not prepare and test the backfill samples in a consistent manner and fail to properly analyze or interpret the test results. Conventional concrete test criteria are not applicable given the differences in the mix constituents and the fact that a large number of the backfill QC test cylinders typically fail to achieve the target strength. Standard industry practices are needed to improve the analysis and interpretation of QC test results and to provide a better means of determining if the backfill is achieving its intended target strength. This paper will attempt to lay the groundwork for standard industry practices and will address several key questions raised by operators, such as how laboratory test data compares to in-stope performance, and how many QC tests should fail before a red flag should be raised. INTRODUCTION Although paste backfill is widely used throughout the mining industry, cemented rockfill (CRF) remains as the backfill of choice in places like Nevada where very poor ground conditions mandate the use of underhand mining. The safety and stability of undercut entries beneath backfill is a function of the quality of the cemented fill, which is typically assured through routine quality control testing. In the absence of a backfill quality standard, most mines rely on concrete standards to design and interpret their backfill quality control programs. In the USA, these standards are developed and published by organizations such as the American Society of Testing and Materials (ASTM) and the American Concrete Institute (ACI). However, the application of these standards to cemented backfills can be very difficult owing to the high degree of variability in backfill mixes and the resulting variability in test results. To illustrate, the concrete industry standards denote that an acceptable (passing) test result occurs when the average strength of the duplicate test cylinders exceeds the target strength and no single test result deviates from the target strength by more than 10% (ACI 214R). Remedial measures must be taken if three consecutive tests fail. With mine backfills, it is safe to say that these criteria are rarely achievable. A further, more dramatic example is the accepted coefficient of variation for concrete QC cylinders. According to ACI 214R, the coefficient of variation (CV) should range from below 3% (excellent rating) to above 6% (poor rating). However, if this analysis method is applied to several backfill QC databases from operating mines, coefficients of variation are calculated on the order of 50%. Clearly, there is a need to develop better industry practices for assessing the quality of mine backfill and to assist mine operators with the interpretation of test results and the development of action plans in the event of undesired outcomes.
