Haul truck fatal accidents and injuries continue to be a significant concern for the mining industry. However, the availability of high-quality training materials continues to be limited. Near-miss incident accounts, if packaged well, could help fill this gap, because for every fatality, there are hundreds of reportable accidents and thousands of undocumented near misses. Researchers from the National Institute for Occupational Safety and Health (NIOSH) collected detailed accounts of 21 near-miss incidents in virtual interviews with mineworkers at surface mining operations across the country. From these interviews, researchers created four simulation videos. The videos bring these events to life through first-person retelling and various visual perspectives of actual events. Each video exemplifies a critical safety message and a common haul truck hazard. This paper describes the process of taking narratives and turning them into impactful visual stories. NIOSH plans to co-release these simulation videos with the Mine Safety and Health Administration (MSHA) to the mining industry to raise awareness and ultimately help reduce haul truck-related accidents and fatalities in mining.

Interest in the western oil shales of the US began in about 1908, with the first retort in Colorado constructed in 1917. The most successful early developments were near Elko, NV, where the Catlin Shale Products Co. produced more than 1.9 dam3 (12 000 bbl) of shale oil during 1920-1924 and at Rulison, CO, where a US government operation produced about 570 in 3 (3 600 bbl) of shale oil during 1926-1929. Plentiful low-cost crude oil was developed about this time and shale oil was of little or no interest until after World War II. From 1944 to about 1972, several companies, and the US government, operated shale oil mines and recovery plants in Colorado. While technical successes were achieved and an estimated 40-56 clam' (250 000-350 000 bbl) of shale oil were produced, economics were not favorable and commercial production was not achieved. In recent years domestic production of crude oil supplies has not kept pace with US consumption. The growing shortfall has been met with imports. The cost of imported oil has continued to escalate and increased US dependence on petroleum imports are national concerns, because of the negative impact on US balance of payments and an increasing dependence on other nations for US energy needs. In 1978, petroleum imports equaled about 44% of demand, up from 23% in 1970, but down from 48% in 1977 because of availability of Alaskan North Slope crude oil. Reduced domestic consumption and other factors have reduced current imports to about 40-45% of de¬wand-but at ever increasing cost. The growing shortage of crude petroleum and its increasing cost have resulted in renewed worldwide interest in oil shales. In the past, the main obstacle to oil shale development (progress toward commercial production) has been economics-shale oil cost too much to develop and thus could not compete with conventional petroleum crudes. Even with today's inflated energy prices, some experts say the production of synthetic crude oil from oil shale is, at best, marginally economic. There is wide agreement that sustainability has multiple dimensions, but substantially less agreement on the appropriate balance among those dimensions. This occurs because peoples’ vision of a sustainable future, their goals for sustainable development, and their objectives for resource management are reflections of their values, culture, and life experiences. Even assuming agreement about the objectives of sustainable resource management can be reached; there is still a need for policy and decision makers to choose from among alternative courses of action, each of which has its own set of impacts and outcomes. One of several tools used to compare the consequences of alternative actions is the Computable General Equilibrium (CGE) model. This paper uses CGE modeling to demonstrate how policy decisions do not take place in a vacuum and how policy-makers must be aware that there are trade-offs involved in any decision.

The Bismark Mine is located in northern Chihuahua, Mexico, 150 km (95 miles) southwest of Ciudad Juarez (Fig.1). The ore deposit was discovered in 1979 and was placed in production in 1992. The production rate is about 2.4 kt/d (2650 stpd) from an ore reserve of 8.5 Mt (9.3 million st). Grades currently average about 8% zinc, 0.5% lead, 0.2% copper and 50 g/t (1.46 oz/st) silver. Substantial inflows of water into the underground mine complicate the operation. Complex metallurgy poses another challenge for the operators. Bismark is a joint venture with 90% participation by Minas Penoles, SA de CR of Mexico City and 10% participation by Promociones Industriales Banamex, S A de C V (PIB S A) of Mexico City. Anew company, Minera Bismark, SA de CV was formed to operate the property. Cyprus Minerals was a 40% participant in the joint venture but, in early 1993, sold its share to Minas Penoles. The Bismark Mine is one of the largest new underground mining projects built in Mexico during the last 10 years. It is the country's fifth largest underground metal mine and provides about 1 % of the world's zinc supply at about 50 t/a (55,000 stpy). Bismark is a trackless operation with overall productivities of 7.6 t/manshift (8.4 st/manshift). The 2.4-kt/d (2650-stpd) concentrator started up in March 1992.

Washington?s King County is constructing a new regional wastewater treatment facility, called Brightwater, in response to growth in the greater Seattle region. Planning conducted in the late 1950s identified the need for two regional treatment facilities. Constructed in the 1960s, these plants have served the region well. However, an eventual need for a third facility was also recognized. The Brightwater project implements the final phases of the long-term plan. The project includes a new treatment plant and an extensive conveyance system. When completed in 2010, the Brightwater facilities will treat sanitary sewer flows from growing populations living in northern King County and southern Snohomish County. The new system will fulfill commitments to provide wastewater services to local jurisdictions and sewer service providers in the King County Service Area. It will also provide more flexibility in the operation of the King County regional wastewater system. The Brightwater wastewater treatment plant will provide secondary treatment capacity using membrane bioractor technology in 2010 for 36 million gallons per day (mgd), with anticipated expansion in 2040 to 54 mgd, using membrane bioreactor technology. These capacities are for average wet-weather flows. The plant will also accommodate peak hourly flows of 130 mgd by 2010 and 170 mgd by 2040. The automation (robotization) of coal mining activities at the face offers improvements in worker safety and productivity. The evolutionary introduction of autonomous, intelligent robotic machines to perform the most hazardous tasks may become a reality within the next 10 years. The U.S. Bureau of Mines Robotics and Automation research program is aggressively pursuing the development of the enabling technology necessary to achieve this goal. This program consists of both core and applications research, each focused on the fundamental issues of robotic technology. In the short term, the research is directed specifically to the robotization of present-day underground equipment and is being performed in a manner that can make incremental improvements in safety and productivity. The long-term goal is the development of intelligent autonomous mining systems.

It is an honor to present the lecture in honor of Daniel C. Jackling, the developer of the technology of copper mining that we continue to use 100 years later. He made a dramatic breakthrough in the early part of this century in the development of bulk-mining methods for large, low-grade porphyry copper-sulfide ore bodies. At Magma Copper, we are particularly proud that the Jackling Award states we have "made significant contributions to technical progress." Before Jackling's time, copper mining had exploited with primitive equipment very high-grade underground ore bodies and high-grade open pits. During the 20th century, the situation changed. Three significant innovations occurred within about 10 years around the turn of the century. In 1903, Jackling's concept of large-scale mining with steam shovels and rail haulage was implemented at the Bingham Canyon mine in Utah. Eighty years after the introduction of rail haulage, the mine converted to truck haulage with large-capacity high-efficiency haul trucks and reduced the stripping ratio from 3.5:1 to less than 1:1.

Sludge obtained during production of magnesium (Mg) metal from electrolyzing of molten MgCl2 contains entrapped magnesium particles. The sludge material containing the magnesium particles is a friable, continuous matrix of frozen salt mixture which may also contain some oxides and impurities. A dry process was developed for recovery of magnesium metal from the sludge, utilizing minerals beneficiation unit operations. The steps included selective comminution, screening, attritioning and tabling. Recovery of the high grade (+90 percent) metal was in the 70 percent range. The process is being commercially used in the U.S. The novel process was also successfully applied to a magnesium-alloy for recovery of metal from the sludges.

Automation and robotics are the keys to new intelligent autonomous mining systems which can remove operators from the hazardous and stressful mining environment and provide the tools for greater productivity. This pa-per presents the components necessary for a mining Intelligent Task Control System (ITCS) in dynamic unstructured mining environments. The proposed concept is applied to develop the ITCS for an autonomous excavator. The design and implementation of a fuzzy logic controller for an excavator that uses force/torque sensor feedback to complete excavation tasks is presented. Initial experimental results are also given.

Soda ash is the trade name for sodium carbonate, a chemical refined from the mineral trona or naturally occurring sodium carbonate-bearing brines (both referred to as natural soda ash) or manufactured from one of several chemical processes (referred to as synthetic soda ash). It is an essential raw material in glass, chemicals, detergents and other important industrial products. Production U.S. soda ash production during 2004 increased to10.9 million Mt (12 million st). Five companies comprised the domestic soda ash industry. Four were in Wyoming operating five plants. One was in California with one plant.

INTRODUCTION The Raleigh-Durham International Airport (RDU) in North Carolina is the fourth largest airport in the southeast region of the United States. The Raleigh-Durham Airport Authority is currently underway with planning, designing and constructing are placement Passenger Terminal as part of the Major Capital Improvements Program at Raleigh Durham International Airport. The Terminal C Expansion and Renovation Project will replace the existing Terminal C structure with a new processor building and concourse. The project is separated into several contracts. The early stage contracts are constructing a west side storm water management facility, relocating taxiways, installing new drainage systems, installing new aircraft apron pavement, Demolition, the Central Energy Plant and Early Foundations. The later projects are the Terminal Building, Passenger Boarding Bridges, Information Technology Systems and Integration, Furniture, Furnishings & Equipment and Specialty Millwork. The Terminal Building will be constructed in two phases. Phase 1 constructs the north half of the new terminal. Airline operations will move to the new terminal at the completion of this phase. Phase 2 completes construction of the south processor building. The full build out of the project, subject to funding availability, will replace the remainder of the south concourse. The Program’s primary focus is to replace the existing passenger Terminal C with a new terminal that will provide more passenger gates and larger passenger screening, ticketing and baggage handling facilities. The planning for the New Terminal C Program began in 2002 with construction starting in March, 2003. The continuing growth of passenger airline travel in the Raleigh/Durham metropolitan area requires RDU to expand its facilities to keep up with the present and future growth within the Region. In October of 2002, the RDU Airport Authority selected Parsons Transportation Group as the Program Manager/Construction Manager to help assist in the development of the Terminal C expansion program. RDU Airport Authority selected the Seattle Washington Office of URS Corporation as the Engineer of Record for the West Side Storm Water Management Facilities. The Westside Storm Water Management Facilities Project became one of the early critical path activities of the overall RDUAA Terminal C Expansion Program. The Briar Creek Reservoir had been constructed to accommodate storm water runoff to the west of the Airport. The existing 1.5 m culvert that drained runoff from the airport terminal (area) to the reservoir was insufficient in supporting the additional flows

The Spokane Research Laboratory of the National Institute for Occupational Safety and Health has demonstrated a prototype hydrogen-fueled mining vehicle as an alternative to diesel equipment in underground mines. Safety and control systems were added to allow a 70-kW rubber-tired hydrogen vehicle, originally developed by the U. S. Bureau of Mines and Hydrogen Consultants, Inc. (now Hydrogen Components, Inc., of Littleton, CO), to be tested. This work began in late 2000 and culminated with a Mine Safety and Health Administration fire safety review and field tests at the Stillwater Mine in Nye, MT, in 2004.

The Iron Ore Company of Canada mines, processes and ships crude iron ore, concentrate and pellets from the rich ore bodies of the Labrador Trough area in the extreme north-eastern part of Canada, some five hundred miles from Montreal (see figure 1). There are three main sites of activity. At Schefferville, approximately 12 million tons a year of crude ore (chiefly limonite) are mined, crushed, screened and shipped to Sept-Iles. At Labrador City, 40 million tons of specular hematite are mined annually for processing into 17 million tons of concentrate. Of this, 9 million tons are converted into pellets. All product 1s shipped to Sept-Iles. At Sept-Iles, on the north coast of the St. Lawrence, a six million ton per year concentrator and pellet plant process much of the Scheffervllle ore into high-grade pellets. Also at Sept-Iles are the company's administration offices stockpiles and shipping facilities. The Terminal facilities can berth and load a 250,000 ton bulk carrier at 19,000 tons per hour.

Mining is essentially a materials management process where materials are classified, excavated, moved to a desired location, processed at a cost and sold for a price hopefully to generate a profit. ?How much is that cost and can it be reduced?? is the age-old question. The requirement for a paradigm shift with regard to materials movement in search of low-cost production has not just happened by chance but, rather, has been driven by agents of change that include mining companies, consultants, governments and equipment suppliers. During the past 100 years of mining, surface mining technology has involved humans with hand tools, humans with machinery and unmanned automated equipment. In the past 50 years, surface mining technology has evolved and now takes the form of trucks and loaders (TL), in-pit-crushing conveying (IPCC) and autonomous haulage equipment (AHS).

This paper describes the successful management and construction of the 5.18 m (17 ft) diameter, segmentally lined, North Dorchester Bay CSO storage tunnel in Boston, MA. This 3,300 m (10,830 ft) long tunnel was mined through variable soft ground with only 6 m (20 ft) of cover, using an earth pressure balance tunnel boring machine. These extensive data collected from the projects unique automated and internet accessible geotechnical and TBM monitoring system, will be examined and used to explore the relationships between geological conditions, TBM operating parameters and measured settlements. The paper will also discuss the use of screw revolutions as an indicator of muck volume.

Neutron activation analysis for mineral identification has attracted the attention of numerous investigators, judging from the publications on this subject in the past few years. 1-9 The appealing aspect of this method of mineral analysis is its proven sensitivity in the laboratory. In principle, activation analysis is one of the few petro-physical methods whereby a direct analysis for a mineral itself is possible in a borehole. The successful application of activation analysis requires the use of particular neutron reactions, measurement of selected gamma-ray energy intervals, and optimum bombardment and detection times. For copper analysis, Labanov et al., 10,11 using a low-energy PuBe source, reported an acceptable logging means. On the other hand, Pradzynski12, in analyzing ores and process tailings, used high-energy neutrons and photons for surface measurements of process samples. The work of Labanov et al. was based on measuring the rate of decay of the activated copper and hence was not as definitive as might be desired. Equipment is commercially available to carry out activation studies in the field 13,14 Gamma-ray spectra can be successfully transmitted over ordinary logging cables and, with borehole high-energy neutron accelerators and lower-energy chemical neutron sources, a variety of neutron activation methods can be studied. The purpose of the study discussed in this paper was to determine the feasibility and practicability of logging for copper using neutron activation techniques and commercially available equipment. The laboratory study showed that Cu could be detected in rock samples in the laboratory by high-energy neutron activation of 63 Cu. In the field, however, due in part to the large volume irradiated, the direct detection of copper using high-energy neutrons was not as promising. Detection of copper by measuring both the direct gamma-ray emission and the excessively strong low-energy gamma-ray absorption appears promising. Copper was not detected either in the laboratory or

It was estimated in Chemical Week1 that the uranium fuel requirements for the U.S. Electric Utility Industry by the mid 1980's would be about four times that-of what it is today. This corresponds to approximately 45,000 tons per year of 'yellow cake' - of which a good portion is represented by ammonium diuranate - vs. the 11,700 ton total estimated for 1975. Perhaps just as significant is the 40-fold increase in thirty years projected for the entire world since 1970. Thus by the year 2000. 'yellow cake' production could be in the order of [3]50.000 short tons annually.2 'Yellow cake', so named because of its inherently bright yellow color, is a finely divided precipitate that can be formed after the leaching step when refining uranium ores. Feed solids enhancement then occurs to at least 50% by weight using filters or centrifuges This is followed normally by drying and then calcining with the conversion of ammonium diuranate to triuranium octoxide represented by the following equation: [9 (NH4)2 U2 07 heat 14 NH3 7 + 15 H2O7 + 2N2/ + 6 U308 4] Theoretically, assuming 100% conversion every 100 kgs. or 100 lbs. of ammonium diuranate will result in 90 kgs. or 90 lbs. of triuranium octoxide.

The Divide mining district occupies the center of a Tertiary caldera hosting the famous Divide silver lode and the crosscutting Gold Mountain mines. The northwest-southeast trending silver lode hosted ore with typically a 100:1 silver:gold ratio, high molybdenum content and argillic alteration dated at 16.5 m.y. within the Fraction Tuff. The east-west trending Oddie Rhyolite flow dome at Gold Mountain experienced possibly several periods of resurgence with repetitive silicification, brecciation and attendant precious metal deposition forming stockwork type mineralization. Silver-gold ratios average 10:1 for the mineralization phase of this 16.4 m.y. intrusive event. Similar chalcedonic mineralization registering a 3:1 silver:gold ratio cements conformable breccias within the Oddie Rhyolite basal flows unconformably overlying the Siebert Tuff on the northern flanks of Gold Mountain. Gray and red chalcedonic breccia matrix in the King Tonopah member of the Fraction Tuff contains a 50:1 silver :gold ratio.

The management of risks associated with slope instability is an essential process in the safe and economic operation of open cut mines. The ?slope stability radar? (SSR) has been developed to better manage those risks. The SSR remotely scans rock slopes to continuously measure any surface movement and can be used to detect and alert users of wall movements with sub-millimeter precision. The high level of movement precision and broad area coverage of the rock face can allow for a better understanding of the geomechanics of slope deformation, including magnitude of potential failures and additional warning time of impending instability. Additionally, radar waves adequately penetrate through rain, dust and smoke to give reliable measurements, 24 hours a day. SSR systems have been deployed in many metalliferous and coal mines throughout the world. Over 80 systems are currently being used with current operations in 17 countries. Greater than 200 rock slope collapses and waste dump failures (from several to millions of tones) have been monitored, with ?warning? precursor movements recorded by the SSR. This technology enables a radical change in the management of risks in open cut mining. This paper will present recent case studies of the SSR operation in coal and metalliferous mines. Slope Stability Hazards and Rock Slope Monitoring in Open Pit Mines Surface mining often creates excavation boundaries which are steeper than those would be created under natural processes in the same rock type. They are also undertake quite rapid stress changes during mining and are influenced by significant external forces such as blast vibrations and changes in groundwater. These conditions are likely to allow some degree of instability to develop in the pit slopes. The hazards associated with this instability of pit slopes can be extremely variable in character; ranging from small cobble sized rocks dislodging and falling from mine benches to complete collapse of entire pit walls. It is usually the position of mine geotechnical or geological staff to assess these hazards for mine operations. The assessment of hazards due to unstable slopes can be done by visual observation of precursor signs such as fracturing or rilling of loose material. A more reliable indicator of instability involves the quantitative measurement of outward movement and acceleration of material as an instability mechanism develops. There is strong evidence that small precursor movements of a rock wall occur for an extended period prior to rock slope collapse (Hoek and Bray, 1981). Development of a monitoring system, adopting acceptable slope deformation criteria coupled with warning systems and design of stabilization or risk reduction measures if appropriate has become a standard method of dealing with slope instability. Framework for Slope Hazard Management using the SSR A framework for the management of slope hazards is shown in Figure 1 (discussed in detail in Harries, 2007). Although this framework is specifically for use with the Slope Stability Radar, a similar framework could be developed for other monitoring technologies for monitoring slope deformation. An important point to consider is the sequential nature of the hazard management framework from selecting the context ? identifying hazards ? analysing hazards ? evaluating hazards ? treating hazards. [ ] Once the context of the system has been developed (for example ? to monitor for rapid bench scale collapse), the identification of hazards is the next stage in hazard management. Identification of slope hazards can be relatively straightforward due to the visual nature of the information that the SSR system produces. The areas of excessive wall deformation are highlighted in color maps of the mine slope with a co-aligned photographic image to review the actual site of interest. The responsible personnel must then analyses this data, usually reviewing the deformation style and rate, as well as the size of area that appears to be failing. This information can then be evaluated against organisation protocols (for example it may be only a small sub-bench failure that will be ?caught? by existing benches and hence can be categorized as a lower risk). Once these hazards are evaluated they can then be treated if required. Two major options are available to reduce the risk during this treatment option. We can reduce the likelihood of failure ? for example by buttressing the failure or de-pressurising of water pressures in a slope. However, the most likely plan of action is to reduce the consequence of the failure. One of the most successful opportunities to reduce the consequence of a slope failure is to ensure that no personnel or mining equipment is present at the location of a slope failure when collapse finally occurs. This has been the major benefit of the SSR system to the different mining operations around the world.
