Mineral royalties are one of the oldest forms of mining taxation, and were initially introduced to extract economic rents from mining. Over time, the royalty regime has become more complex as it was identified as an important policy instrument that can achieve more multi-faceted outcomes. Such a multi-tiered approach in the use of the royalty instrument is also the case with South Africa. With South Africa’s new mineral royalty regime now in place for ten years, it is perhaps time to assess its impact and effectiveness. To carry out this assessment, an econometric evaluative study was undertaken using four major commodities in South Africa, namely gold, platinum, iron ore, and coal. The study explored five different policy options for government to consider and tested them to determine the most favourable one that will realize the regime’s policy objectives. After the assessment, two major options stood out. Hence, this paper seeks to highlight which of the two options is the most favourable for consideration by policymakers. Based on that study, we find that the current structure is effective, but also recommend that the factors in the formula for refined minerals be ‘modified’ to reduce the capped profitability ratio from the current 60% to 30% and the maximum royalty rate for refined minerals from 5% to 3%. The minimum rate of 0.5% during times of depressed mineral prices and no or low profitability will not be affected.

A spiral concentrator is a density separation device used for the beneficiation of coal and various minerals such as iron ore, chromite ore, gold, beach sand minerals etc. The flow pattern developed in the equipment is complex and unique, yet the operation is very simple, with low capital and operating expenditure. Spirals are applied for beneficiation of material in the size range finer than 2 mm and are capable of recovering heavy minerals as fine as .01 mm. The understanding of the unique flow pattern has kept researchers engaged over the last few decades and attempts are being made to explain such flow patterns so that they can be controlled and modified to improve the operating efficiency, Ep (Ecart Probable Error, also known as probable error in separation) and acceptability of spiral concentrators for processing of fines and slimes - currently being discarded and dumped in the tailing ponds. An attempt has been made in this paper to explain the generation of complex flow patterns with application to classical solid mechanics in the fluid and slurry system. The same has been used to explain the selective separation of particles in different zones in a cross-section on the spiral trough. The paper also discusses the application of a force balance model to explain the generation of secondary circulation. Due to the presence of laminar and turbulent flow regimes in the spiral concentrator, varieties of equations have been proposed in the literature, consisting of different equations for different zones. An attempt has been made to present a unified flow equation for calculation of flow velocity at different positions on the spiral trough. The production of sulphuric acid from sulphur generates heat. The majority of this heat is recovered as steam and is often used to generate electricity. Heat not recovered as steam is rejected to cooling water systems. The design of the turbine, condenser, and cooling water systems impacts the overall water, energy, and environmental footprint of the plant. This review considers a conceptual 2000 t/d sulphuric acid plant with several alternative cooling water systems. The review utilizes Hatch?s 4 Quadrant sustainable design tool to compare the alternatives on both an economic and a weighted sustainability scale.

The residues from mining and processing ores can often be considered as secondary raw materials. However, the material is only available in the form of fine particles (< 3 mm). In order to recycle these wastes, it is necessary to agglomerate it for transportation prior to reprocessing. The resulting agglomerates need to mechanically resist the stress of transportation and loading into the furnace. X-ray computed tomography (CT) is an established method for characterisation of internal structures in material science. This non-destructive technique can provide information on size and distribution of particles and grains. However, the information is not limited to the size, but also can yield structural features like orientation and position of cracks and fractures, which are important features indicating potential for deteriorating the agglomerates. Furthermore, deduced features such as contact conditions of inclusions or boundary surfaces can also be calculated. We studied binder-free tablets of manganese-oxyhydroxide, bentonite, kaolinite and slag powder using micro-CT. Inclusions of highly absorbing particles were identified using a watershed transformation with automatic segmentation by Otsu thresholding. Subsequently, the resulting data was analysed regarding their volume percentage, distribution in size and location within the sample. For the slag agglomerates, the volume fraction of iron could be determined. Furthermore, visible cracks were investigated with the goal to determine the long-term durability. It was shown that the data provided by micro-CT is reliable and helpful for the characterisation of industrial waste agglomerates. Gold has been demonstrated as a possible catalyst for oxidation reactions. Some evidence for a possible promotion effect of platinum has also been recorded. The influence of platinum as promoter for Au/?-Al2O3 prepared via anionic ion-exchange for the oxidation of glycerol was investigated in a batch reactor at 60°C. It is inferred that the addition of platinum reduces the catalytic activity and therate of deactivation, resulting in an overall higher final conversion of glycerol with increasing platinum loading. The addition of platinum to the catalyst favours the formation of the desired product, glyceric acid.

A novel triple action load cell assembly (LCA) was developed to determine three index parameters reflecting compressive, tensile and shear characteristics of mudcakes. The results indicate that the tensile, compressive and torsional behaviour of mudcakes are strongly influenced by the physics and chemistry of the mud additives. Eine neuartige dreifach wirkende Druckkammer zur Bestimmung der drei Indexparameter Druck, Zug, und Scherung von Spülungskuchen wurde entwickelt. Die Ergebnisse weisen auf einen starken Einfluss der physikalischen und chemischen Spülungszusätze auf Druck, Zug, Scherung hin. Un assemblage d&apos;une nouvelle cellule a triple action (LCA) a été développée pour déterminer trois paramètres caractérisant la compression, la contrainte en traction et la résistance á la fracture des cakes. Les résultats indiquent que les comportements tensile, compressif et de torsion des argiles sont fortement influencés par la chimie et la physique des additifs des boues.

International Solvent Extraction Conference 1971 ISEC &apos;71, which will be held in The Hague, The Netherlands, from 18th to 23rd April, 1971, is being sponsored by the Society of Chemical Industry in association with the Koninklijk Instituut van Ingenieurs, the Institution of Chemical Engineers and the Koninklijke Nederlandse Chemische Vereniging. The Working Party on Distillation, Absorption and Extraction of the European Federation of Chemical Engineering is participating in the Conference, which is the 101st event of the Federation. The scope of the Conference covers the entire science and technology of liquid-liquid extraction as applied in all branches of industry. Thus sessions will cover both chemical and chemical engineering aspects of the subject as applied to both inorganic and organic solutes. The conference aims to bring together academic and industrial workers in the field from all parts of the world. The programme includes over 100 papers by authors in 26 countries. In order to meet this need, this Department has for some years run one year M.Sc. courses. Engineers, often sponsored by their employers, have a choice of three courses which are respectively devoted to mining, applied rock mechanics or mineral process design. The course in Mining is divided into five subjects, which are treated from the business management point of view. It is intended to provide middle management with a knowledge of those techniques that are required by the mining engineering function in the preparation of modern projects. The course in Mineral Process Design provides a systematic use of mineral sciences, engineering and economics for ore testing and process design, so as best to balance the technical and financial requirements for specific mineral resources. The course in Engineering Rock Mechanics is designed to provide a specialized training in the engineering applications of rock mechanics for engineers and geologists, so that they are equipped to treat a wide variety of problems in mining and civil engineering. Prerequisite qualifications are a good first degree in a related subject, plus industrial experience: The rewards include an M.Sc. of the University of London and the Diploma of the Imperial College (DIC). The AMIRA Code of Practice and Guidelines for Metal Accounting was developed in response to demand from a number of sponsor companies, including one major platinum producer. Since its publication in 2007, the Code has become widely accepted in the mining industry world-wide as a guide for best practice in metal accounting. With the changes in the structure of the platinum mining industry in South Africa over the last 10?15 years, in particular, the starting up of a number of small platinum producers who must have their concentrate smelted and the contained valuable metals refined by third parties, the need for metal accounting systems that are accurate and have an acceptable level of precision has become even more critical to the success of a platinum-producing operation. The current state of metal accounting in the industry is discussed, and possible areas for improved accounting and associated metallurgical efficiencies are identified.

One of the most important factors leading to the success of a cement plant is its location. A multicriteria decision-making method is used to rank alternative plant locations. The set of criteria is established and corresponding criteria should be established for each case study, although this multicriteria decision-making approach has broader applicability. In this paper, the analytic hierarchy process (AHP) with 5 criteria is used to develop a location evaluation hierarchy for an alumina?cement plant in East Azerbaijan province of Iran. Five alternatives for the plant location are evaluated. The main criteria are transportation, water supply, power supply, fuel supply and land. Other criteria have the same importance as these five alternatives. The alternatives are ranked by a multicriteria method and the best site is proposed. Vanadium-based sulphuric acid catalyst has been utilized to oxidize SO2 to SO3 since the early 1900?s. This versatile product displaced the expensive and easily-poisoned platinum-based catalyst in nearly all applications by the 1930?s. MECS has been manufacturing the vanadium-based catalyst since 1925 and today is the leading supplier in the world of sulphuric acid catalysts in a variety of forms. Currently, MECS has world-wide customer/technical support for the catalyst as well as a dedicated catalyst manufacturing plant in Martinez, California. MECS also has a strong technical and research and development program dedicated to creating new and improved products and services. This paper will describe some of the technical details of vanadium-based sulphuric acid catalysts as well as offering a unique look into how caesium-promoted MECS catalysts can be used in single and double absorption acid plants, and off-gas plants running on irregular gas feeds, to reduce emissions and pre-heater run times. An update on MECS technical services extended for use in characterizing converter performance is also presented.

The electrodes of a Submerged Arc Furnaces carry a high current and are subject to enormous stresses caused by both the electric arc itself, and the current distribution within the electrode. The external effect of the arc on the electrode is treated in a different paper at this conference, The purpose of this paper is to analyze the thermal effects of ohmic heating within the electrode at the arc attachment on the carbon based electrode, using data for Søderberg electrodes. The thermal conditions are then used to examine stress conditions in the vicinity of an arc. Two types of models of an electrode are presented in the paper. The first type is an accurate finite element model, based on both two and three dimensional elements and the second type is an one dimensional model, providing better insight into the problem. For the second type, a spherical model of thermal conditions in a semi-infinite solid has been developed. Results show that the electrode surface is heated quickly up to a maximum temperature and for a specific test case, the surface can only withstand the load for about 10 seconds. Also, the thermal stresses on the surface are very high which will increase erosion on the surface in addition to normal evaporation.

"SynopsisThe last commodities supercycle (2003 to 2011) was characterized by a belief in volume at any cost, where absolute output was deliberately prioritized over productivity considerations. This practice fuelled overoptimistic forecasting and planning, which in turn contributed to the economic crisis that followed. The sudden collapse of commodity prices has resulted in mining companies scrambling to find the right balance between optimizing current operations and preserving sufficient flexibility to grasp future opportunities. The runaway costs of building and operating mines have almost squeezed out profit margins, while lower ore grades are inflating production costs. Mining companies therefore need to look at the business with fresh eyes, and develop strategies to attract equity capital as traditional approaches are simply not working anymore. This is especially so in the context of a dwindling investor base that continues to demand greater returns, despite a significantly lower appetite for risk. This paper revisits the micro-economic concepts and demonstrates how pressure from shareholders to prioritize output contributed to spiralling costs and value destruction. Practical techniques are described to model cost curves to optimize a Mineral Resource endowment and address the need to rightbalance a business and preserve agility.IntroductionHenry Lazenby (2014) for the Mining Weekly writes, ‘Bruised and battered, the global mining industry today is undergoing a sea change. Practices and policies that might have worked wonders in the past are not as relevant today, and new approaches to running profitable mining operations need to be found.’ One significant practice the mining industry had during the last commodities supercycle (2003 to 2011) was chasing volume at any cost; absolute output was deliberately prioritized over productivity considerations (Goldsmith, 2013). Confined bed comminution in High Pressure Grinding Rollers (HPGR) and Vertical Roller Mills (VRM) is gaining substantial attention in many applications. Previously used mainly for milling coal or construction materials, HPGR and VRM have started to complement or even replace tumbling mills in ore beneficiation. Materials like coal or clinker are relatively homogenous, however, in comparison to metal ores and wall rocks. This characteristic poses a new challenge to the confined bed comminution but also an opportunity. Fuerstenau and Abouzeid have investigated the selectivity in comminution of a mixture of particles of different strength in a particle bed. The median particle size and particle size distribution (PSD) of the two constituents used were kept constant. Only the proportion of the two constituents was modified. The competence of a material is, however, also a function of particle size. Smaller particles tend to be more competent than larger ones of the same material. If selective comminution is applied on ores, this size influence has to be understood. The paper presents research results on this topic based on experimental investigations with model materials as well as with natural particles, which were stressed in a piston-die press. It appeared that the comminution result depends substantially on the material characteristics and the composition of the mixture. X-ray Computed Tomography (CT) is a nondestructive imaging technique, and its efficiency is widely recognized. In the present paper, X-ray CT is successfully applied for the visualization of water permeation process in rock. A new experimental technique using a tracer, which mainly consists of Potassium Iodide (KI), is proposed, together with the analysis method of the velocity field. The permeation process and the velocity field in rock are concretely visualized and analyzed by considering the conservation of mass of the tracers. La tomographie calculée aux rayons X est une technique de la prise d&apos;images non-destructive et son efficacité est largement reconnue. Dans le présent exposé, la tomographie calculée aux rayons X Radio est appliquée avec succès à la visualisation du procédé de perméation de l&apos;eau dans la roche. Une nouvelle technique expérimentale, se servant d&apos;un identificateur principalement constitué d&apos;iodure de potassium (KI), est proposée avec la méthode de l&apos;analyse du champ des vitesse. Le procédé de perméation et le champ des vitesse dans la roche sont visualisés concrètement et analysés en considérant la conservation de masse des identificateurs. Röntgen-Computer-Tomografie (CT) ist eine nicht-destruktive Bildverarbeitungstechnik, deren Effizienz weit anerkannt ist. In der vorliegenden Arbeit wird Röntgen-CT erfolgreich für die visuelle Darstellung des Wasser-Durchdringungsvorgangs im Fels eingesetzt. Eine neue experimentelle Technit mit einem Tracer, der hauptsächlich aus Kaliumiodid (KI) besteht, wird vorgeschlagen, zusammen mit der Analysemethode des Geschwindigkeitsfelds. Der Durchdringungsprozess und das Geschwindigkeitsfeld im Fels werden konkret visualisiert und analysiert, wobei die Bewahrung der Masse des Tracers berücksichtigt wird.

The southern African coal industry is facing the reality that coal reserves are becoming deeper and harder to mine than before. Alternative visions need to be considered to offset the impact of these challenges on productivity, cost, and profitability. One of the main challenges is to maintain current production levels under more difficult conditions, and improve productivity where conditions allow. There is a need to move from the reactive event-based management system towards the more adaptable and flexible process-based management system. This paper focuses on underground coal mining, but the principles are also applicable to other commodities and mining methods. This paper is based on research undertaken by the personnel from Mining Consultancy Services Pty Ltd (MCS) on trends in the underground coal mining sector, as well as practical experience over a period of 16 years in the field of electronic monitoring of mining machinery and productivity optimization.

Reduction of Groote Eylandt (Australia) and Wessels (South Africa) manganese ores using CH4-H2-Ar gas mixture was investigated in a fixed bed laboratory reactor in the temperature range 1000?1200oC. The extent and kinetics of manganese ore reduction as a function of gas composition and temperature were determined by on-line off-gas analysis using mass-spectrometer and dew point sensor. Morphology of ores and its change in the course of reduction was examined by optical and scanning electron microscopy. Phases of raw materials and reduced samples were analysed by XRD and EPMA. Manganese oxides were reduced to carbide Mn7C3. High extent and rate of reduction by methane-containing gas in comparison with carbothermal reduction were attributed to high carbon activity in the reducing gas, which was in the range 15 - 50 (relative to graphite). The reduction rate of Wessels manganese ore increased with increasing temperature. Reduction rate and extent of Groote Eylandt manganese ore achieved maximum at 1050oC. The decrease in rate and extent of reduction of Groote Eylandt ore at higher temperatures, particularly at 1150-1200oC, was due to sintering and formation of semi-liquid silicate slag. The optimum conditions for the reduction of manganese ores were established as follows: a) temperature: 1150-1200oC for Wessels and 1050-1100oC for Groote Eylandt ores, b) methane concentration: 10-15 vol%, c) hydrogen concentration: above 30 vol%, (d) size: 1-3 mm. An addition of lime (10-15 wt% CaO) to the Groote Eylandt manganese ore increased melting temperature of slag and significantly increased the rate and extent of reduction at elevated temperatures.

Penetration and dissolution mechanisms are reviewed for predominantly single-phase oxide, two phase oxide and oxide-carbon composite refractories by liquid silicate slags. Theoretical models of these processes, as well as static (sessile drop, dipping and crucible) and dynamic (rotating finger and rotary slag) experimental tests, along with their practical limitations are considered. Direct (congruent or homogeneous) attack is controlled by the reaction rate at the slag-refractory interface or the rate of diffusive transport of species to it through the slag leading to active corrosion. Indirect (incongruent or heterogeneous) attack is controlled by diffusive transport through the slag or through a new solid phase, which forms at the original slag-refractory interface. This may lead to passive corrosion. Examples of direct and indirect attack in a range of refractory/slag systems are described highlighting the critical influence of the composition and hence viscosity of the local liquid slag adjacent the solid refractory. Penetration and corrosion can be controlled either through the local slag composition via the refractory or the bulk slag or by microstructural control of the refractory by e.g. internal generation of dense layers or external deposition/generation of passive coatings, so-called in situ refractories.

The economical analyses of different Chuquicamata open pit mine planning scenarios, indicate that the pit closure should occur at latest in the year of 2017. However, about 60,000 m of drill holes have demonstrated that below the pit bottom there is a potential of 2.3 billion tons of ore. Hence, Division Codelco Norte developed the scoping engineering for a large underground panel caving operation, similar to El Teniente mine. This project considers the exploitation of a 2500 m 300 m footprint, with three 250 m lifts. The plan considers to initiate the construction in the year 2009, to begin the production in the year 2015 and achieve a production rate of 45 million tons per year in the year 2021. A large-scale transition from open pit to underground mining like this one presents three main challenges: (1) to include the geotechnical aspects relevant for mine design and mine planning, (2) to define the proper surface and underground infrastructure, and (3) to fulfil the project deadlines and to achieve the production targets. This paper summarizes this transition project and discusses these three main challenges.
