To the members of The South African Institute of Mining and Metallurgy I have audited the annual financial statements of The South African Institute of Mining and Metallurgy set out on pages 641 to 644 for the year ended 30 June 2006. These annual financial statements are the responsibility of the Institute?s Council members. My responsibility is to express an opinion on these annual financial statements based on my audit. Scope I conducted my audit in accordance with International Standards on Auditing. Those standards require that I plan and perform the audit to obtain reasonable assurance about whether the annual financial statements are free of material misstatement. An audit includes: ?examining, on a test basis, evidence supporting the amounts and disclosures in the annual financial statements, ?assessing the accounting policies used and significant estimates made by management, and ?evaluating the overall financial statement presentation. I believe that my audit provides a reasonable basis for my opinion. Changes in the pattern of computer systems for mine planning and geologic evaluation are occurring as a consequence of the introduction of 3-D high performance graphics terminals. The VULCAN system is described and an outline of its functionality is discussed. Increasingly, the integration of both database systems and graphics and databases will occur, allowing a greater degree of information access to mine operators. The system covers areas of database, drillhole graphics, mine design and layout, surface and solid modelling as well as reserve inventory generation. The design of the software is such that it is fairly commodity-independent and entirely menu-driven, to enable non computer-trained personnel easily to access the system.

SYNOPSIS Planning for the Finsch opencast mine is described with particular reference to the proposed stages of mining, the method used to determine the limits of surface waste rock stripping and the derivation of the waste rock mining rate. Actual mining practice is described and the possibility of installing a skipway into the open mine at a later date is discussed. In addition, the waste dumping policy is referred to: this includes the cutting of slots through the hill on the west side of the pipe to increase tramming speeds. The crushing, washing and recovery sections of the treatment plant are described together with the various changes being made to the circuit. The most important of these are the installation of X-ray sorters for the final recovery of + 7 mesh diamonds, and the vibrating grease belt for the recovery of - 7 mesh diamonds. INTRODUCTION The Finsch Mine, a subsidiary of De Beers Consolidated Mines, Limited, is situated approximately 90 miles west of Kimberley, and some two miles from the village of Lime Acres, in the Northern Cape. Lime Acres is a company village shared with the Northern Lime Company which operates a limestone quarry and works near the township. The mine is near the southern end of a well mineralized belt producing limestone, asbestos, diamonds, manganese and iron ore, and the whole area has developed rapidly in the last 20 years. Power for mining operations is drawn from the Electricity Supply Commission. The mine is conveniently close to the main Kimberley-Postmasburg railway line. Water is drawn from the Vaal River through a 57 mile State-owned pipeline at present temporarily operated by mine staff. DISCOVERY AND PROSPECTING OPERATIONS The diamondiferous orebody is situated on the farm Brits, which is State-owned ground that has been leased to the Company for the period of mining operations. There are indications of interest in the area by prospectors (Richter, de Bruin and others) over a period of some 30 years and the discovery would possibly have been made years earlier but for a law preventing prospecting for precious stones on State-owned land. Although the pipe formed a clear depression on the hill where it was situated, it was overlain by some 5 to 40 ft of banded ironstone rubble which was washed into the depression from the hillside above the pipe and obscured the deposit. In 1958, Mr Allister Thornton Fincham applied for, and was granted, the right to prospect for base minerals on the farm Brits. Asbestos is known to occur in the area and, initially, was Mr Fincham's primary interest. Electrostatic separation is employed in the concentration of zircon and rutile. The zircon concentrate undergoes an acid treatment to remove impurities from the surface of both the zircon and rutile. The purpose of the acid treatment is to increase the difference in the resistivities of the two minerals, thus ensuring the best possible electrostatic separation efficiencies. Previous test work suggested that these impurities are not removed, but only modified; the surface modification seemed more prevalent in the case of the rutile. The resistivity of the rutile changes with pH and thus the electrostatic separation of the rutile is influenced. X-ray photoelectron spectroscopy (XPS) indicates that there is an increase in the OH and adsorbed H2O concentrations on the rutile surface. XPS also showed significant differential charging on the rutile surface, which indicates that the species on the rutile surface have different resistivities. The zircon particles from the conducting and non-conducting streams have similar resistivities and no major differences in their surface species. Zircon losses during the final electrostatic separation appear not to be due to surface effects, but due to shielding of particles during the separation.

Over the past few decades the commercial application of heap bioleaching technology for the extraction of base metals has become increasingly important, due mainly to the depletion of high-grade ore reserves. Heap bioleaching is widely used for the extraction of copper from secondary copper sulphide ores. The design and engineering aspects of the process have received considerable attention, but issues related to the microbiology of the process have been subjected to less rigorous scrutiny. The major role of micro-organisms in bioleaching processes is to catalyse the regeneration of ferric iron and protons, from ferrous iron and by sulphur oxidation respectively. It is accepted that even the most carefully engineered heaps are heterogeneous in terms of temperature, pH, the presence of anaerobic pockets, irrigation efficiency, and dissolved solutes. Since interactions between solution chemistry, mineralogy, and microbial populations exist in heaps, a better understanding of the correlation between microbial numbers and types with changes in these chemical and physical profiles with time would be beneficial during process design and operation of heaps, and could result in faster start-up times and higher metal recoveries. This paper reviews the role of microbiology in heap bioleaching processes. Aspects such as microbial diversity, identification and monitoring of cultures, inoculation strategies, colonization behaviour, and tolerance to metals and salts are discussed, and the potential contribution of the knowledge to the improvement of the operation and design of heap bioleach processes assessed. Conclusions are drawn with respect to the role of genetic engineering, heap inoculation practises, and remaining areas for future heap bioleaching research and development.

The development of a cyanidation route for the treatment of gold-plant gravity concentrates is described. This work was carried out as a natural consequence of earlier improvements to the recovery of gold in the gravity sections of existing gold plants. Concern about the environmental aspects of the conventional amalgamation process was further motivation in the development of an alternative procedure. It was found that the partial pressure of oxygen in solution was the most critical reactionrate determining factor. The rate of gold dissolution was shown to be controlled by the reaction rate below approximately 25°C and by diffusion above that temperature. Thus, the efficiency of pulp agitation and oxygen partial pressure permitted a high degree of control over the rate of gold dissolution. The use of oxygen rather than air significantly increased the dissolution rate of both gold and silver. The solubilities of sodium, calcium, and potassium aurocyanide complexes under simulated reaction conditions were studied, and it was established that the values for the sodium and calcium complexes were limited, requiring the use of lower pulp densities and higher reaction temperatures for the treatment of very high-grade concentrates. The presence of excessive amounts of tramp iron in such concentrates of up to 25 per cent by mass was found to result in poor gold dissolution owing to the cementation of gold under certain reaction conditions. The maintenance of high oxygen partial pressures, together with high cyanide concentrations, high pH levels, and the presence of calcium in the system, all aided in passivating the tramp iron. Copper, gold, and iron were shown to be the main cyanide-consuming elements. Optimum gold dissolution was obtained in a closed bench-scale reactor incorporating a flotation-machine type of agitator for effective pulp agitation and oxygenation, the oxygen being recirculated. The reactor was designed to operate under a very small positive pressure. After reaction times of 2 to 6 hours at temperatures in the region of 30°C, both the gold and the silver dissolution averaged 99,S per cent. In the case of very high-grade concentrates, it was shown that gold could be floated in the same reactor by drawing off the flotation concentrate through a port in the reactor. A flotation recovery of 87,4 per cent of the gold in 3,9 per cent by mass was obtained. The recovery of osmiridium from cyanide-leach residues and the electrowinning of gold from the pregnant liquors were also considered as processing aspects in the treatment of gold-plant belt concentrates. Final table tailings with a gold concentration of 10to 12 gft were obtained. The results of the investigation strongly suggested that an alternative cyanidation route for the treatment of gold-plant concentrates was technically feasible, provided the system included effective agitation and oxygenation. In the case of lower-grade concentrates, cyanidation followed by the electrowinning of gold appears to be the simplest route, while, for high-grade concentrates, flotation and smelting of the concentrate followed by cyanidation of the flotation tailings are suggested. The use of oxygen rather than air for sparging the pulp would depend largely on the grade of material to be treated. A preliminary comparison of the costs related to the amalgamation and cyanidation processes for the recovery of gold from such concentrates indicated very similar capital and operating costs. It was concluded that other considerations, e.g. toxicity, safety, and lower labour requirements, were more important than such small cost differences. Furthermore, the 'opening' of the gold-plant gravity circuit, which would be made possible by a cyanidation route, would further reduce the operating costs because of the subsequent decrease in the tonnage to be treated.

FINANCE The annual accounts which are attached to this report show an excess of income over expenditure of R21 519. It is very gratifying to be able to report that Council's efforts to stop the depletion of our accumulated funds are meeting with success. The most important contributors to our surplus this year are symposia and colloquia, sales of publications, Company Affiliate subscriptions and the profit on the journal. While we do not expect continued profits from all these sources in the future we do feel that we are now in the process of accumulating a substantial financial foundation. This will give the Council the necessary confidence to initiate the new developments in the activities of the Institute which are now under consideration. The decision to create a new grade of membership, Company Affiliate, is dealt with elsewhere in this report. There has been a generous initial response from companies and this is the cornerstone of our improved financial expectations. The MacArthur Forrest Memorial Fund shows an excess of income over expenditure of R91 and the total fund was, therefore, increased by this amount to R4 502. The balance sheet shows that the market value of quoted shares and debentures increased during the year from R9 160 to RH 331, which is R2 134 in excess of the book value. Accumulated funds now amount to RH 529 compared with R23 010 a year ago. MEMBERSHIP Sixteen Fellows, twenty Members, six Graduates, nine Associates, twelve Students and twenty-four Company Affiliates were elected during the year. One Member and two Associates were reinstated. Twelve members were admitted to retired membership. Transfers: Member to Fellow, three. Graduate to Member, seven Associate to Fellow, one. The paper on automated ventilation control at a mine in Finland was then presented and the session was closed with several contributions to this paper.By and large the papers and discussions which followed in this session showed how a classic tie-up had developed between the use of computing techniques in important fields of mining, and their practical application. In fact, the dis-cussion following the rock mechanics papers showed clearly that without the aid of high-speed digital computers the rate of progress in applied research in deep-level hard-rock mines, would have been severely hindered. Furthermore, it became apparent from the comments made by several contributors that the rock mechanics techniques and computer progress described in Deist's and Cook's papers could be used to provide useful data in the solving of rock mechanics and design problems on mines other than flat dipping deep tabular deposits.The paper by Niskanen, which described an automated ventilation control system at a mine in Finland, showed how effective computers could be in areas where the reversal of mine ventilation occurs due to severe seasonal temperature ranges. Although the system described in the paper could not be introduced easily in complex underground mines, several contributors gave examples of similar ventilation problems that could be solved mechanically,In introducing his paper, Dr Deist said that the purpose of the paper was to give a brief account of some of the programs designed by himself and his co-authors to aid in the solution of rock mechanics problems,The first system presented by Dr Deist was known as MINSIM in the South African mining circles. This system was designed specifically to aid in the solution of rock mechanics problems in the South African gold mining industry. It was particularly designed to handle tabular deposits at great depth but it has been used satisfactorily on a number of occasions to obtain at least approximate solutions in other mining situations. Dr Deist said that the principles embodied in the programs were easily extended and, in fact, there was a project in progress at that time which was aimed to do this. He said that the principles could easily be extended to shallow-depth mining at steep or very steep inclinations."

Orebody modelling and reserve estimation are now subject to sophisticated procedures, but folded stratiform and stratabound deposits present particular problems in transforming coordinates of samples and blocks into their correct relative positions prior to deformation. In this paper an approach is taken whereby a geologically interpreted reference plane is used as a control. The study area is the Rio Tinto Minera copper mine near Santiago de Compostela, Spain. The transformation procedure on the 'unfolded' state is described, its limitations assessed and advantages considered.

"Flotation plant design, construction and start-up can be challenging tasks, because multiple factors and disciplines have to be combined in an efficient manner, in order to execute a project that meets the technical, financial and timeframe expectations. Key considerations that need to be addressed when designing a flotation plant are process requirements, equipment integrability, automation, and up- and downstream processes/designs. Furthermore, several other lifecycle factors need to be considered, such as servicing and maintainability, operational costs, future expansions and decommissioning, among others. To address these challenges, Outotec has developed a new approach to designing flotation plants that targets eliminating most of the inherent risks that can be found in these types of projects. The new Outotec® plant is a fully modular approach in which the above-mentioned challenges have been taken into consideration in the design phase. As a result, the cPlant concept can give several benefits for new and experienced companies involved in the minerals processing business, such as lower risk investments, fast and cost-efficient flotation plant delivery, faster ramp-up period, easy plant expansions, fully automated processes and operation and maintenance ease. As well, dismantling and transportation of the cPlant to a new location is easy and fast, hence the new cPlant concept makes possible to exploit small, short-lifespan ore deposits and also retreat old tailings ponds that might contain valuable minerals and where the ore quantities are limited. Furthermore, cPlant is easily implemented for brownfields and temporary expansions during bigger expansions."

Scrap printed circuit boards were selectively smelted at 1 200°C to produce a metallic alloy having three phases. These phases were identified as a lead-rich phase, a low tin content alpha bronze phase, and a high tin delta phase. Electrochemical leaching studies on this alloy were done in 1 mol/dm3 sulfuric acid or in 2 mol/dm3 hydrochloric acid (adjusted to an ionic strength of 3 mol/dm3). The lead rich phase was more strongly passivated in sulfate media, and in this medium the high tin content delta bronze was more resistant to corrosion than the lower tin alpha bronze phase. In chloride medium the lead phase and both bronze phases corroded readily, but with current densities about an order of magnitude lower than in sulfate medium (static conditions) for the bronze phases. The high tin delta bronze phase was found to form a passivating layer in sulfate media. A similar layer was not seen in chloride medium. The leaching studies in sulfate medium also showed the existence of an alpha bronze phase of lower tin content in the centres of the alpha phase grains. This phase was quite resistant to leaching in sulfate medium.

The assessment of backfill as a support medium in gold mines has been based generally on its ability to reduce the amount of potential energy available to cause damaging rockbursts. While this regional support effect is very important, the methods of analysis commonly used to quantify it predict that, owing to the very compressible nature of the fill, the support provided in areas of small convergence will be negligible. This prediction, however, is contrary to the conditions observed in practice, namely that weak fill does provide a discernible beneficial effect. In addition to the regional support effect, several mechanisms of secondary support, particularly those applicable to areas of low convergence, are identified and discussed. These include the mechanism of deformation of the detached hangingwall beam, rotational and shear effects on bedding, joints and fractures, joint infill, the continuous support effect of the backfill under static and dynamic conditions, the preservation of the integrity of the hangingwall beam, and the potential modification of local stress fields. Confidence in the validity of some of these mechanisms is afforded by the results of theoretical investigations into the behaviour of backfill- supported stopes. The results dealt with are: ? the behaviour of the hangingwall as a beam on an elastic foundation; ? the behaviour of stope/backfill, modelling the surrounding rock as a jointed rock mass.

In the chloride process for Ti02 pigment production, various titania feedstocks (i.e. rutile, synthetic rutile, slag, and upgraded titania slag (UGS)) are chlorinated in a fluidized bed reactor with petroleum coke at temperatures between 1000°C and 1100°C to yield gaseous metal chlorides. Although feedstock preference is largely based on Ti02 content, feedstock physical properties (i.e. density, sphericity, size distribution, and porosity) differ; these differences will affect fluidization behaviour and can inadvertently affect conversion efficiency. For example, a high carryover from the reactor reduces particle residence time and decreases conversion rates. Owing to dwindling rutile reserves in the world, most chloride producers are forced to feed blends of feedstocks to their chlori¬nators; and so it becomes important to understand whether blends have an effect on the hydrodynamic properties of the bed. This paper describes the physical characterization of different feeds and the determination of the elutriation constants for slag, rutile, synthetic rutile, and a blend (i.e. 50 wt% rutile, 50 wt% slag). A common feature of the tests was that particles finer than 75 Km tended more than any other size to be elutriated. The tested rutile, classified as a Geldart Group B material, had the lowest carryover, whereas the slags had the highest. Interestingly, the elutriation constant (ki) of the blend is lower than those of either of its individual components.

Rock mechanics benefits of stope support in deep-level mining originate principally from the ability of the support to resist relative movements between the hangingwall and the footwall. While the role of stabilizing pillars and backfill on reducing the energy release rate (ERR) at the face is well understood on the basis of elastic behaviour of the rock mass, the effect of support on controlling movement of fractured ground around deep-level stopes has not yet been thoroughly studied. As part of a programme of studying the behaviour of this fractured ground, geophones were placed 10 m from the face on the roof and floor of a longwall stope in which packs were used as supports. It was found that differential movement between the roof and floor generally exceeds average stope movement during a seismic event. Conventional support therefore transmits very little seismic energy; this is expected to remain true until complete convergence occurs. In backfilled stopes, backfill can become at least as stiff as the fractured wall rock. This will have the effect of reducing the length of the hanging- wall beam. Amongst other rock mechanics considerations, a shorter hanging- wall beam should: (i) increase the resonance frequency of the hangingwall and thereby decrease the levels of vibration for seismic events with M > 1,0; (ii) reduce absolute vibration levels by increasing the mass of rock immediately adjacent to the stope which is shaken by seismic waves; and (iii) reduce differential movement between the roof and floor and thereby reduce cyclic strain on the backfill and on gully support.

A modified germanium recovery process in conventional zinc metallurgy, based on the understanding that ferric hydroxide has strong ability to coprecipitate germanium element, was presented. The relaxed lab-scale experiments were conducted to evaluate its technological feasibility. The experimental results obtained show the new process has great competitive advantage over the conventional one.
