At the time of mine accidents one frequently hears the expression "there will be accidents as long as there are mines", or it may be varied to state that the accident in question was unavoidable, or something similar indicating inability to prevent accidents. However, it is the opinion of the writer, after over twenty-one years experience in both coal and metal mining, seven years being spent wholly in safety work, that by far the greater number of all accidents is due to carelessness or negligence. This carelessness or negligence may be on part of the victim of the accident or of one of his companions, or on part of his employer or possibly even of the inspector or safety man, and in some cases all of these agencies are involved. It manifests itself in various guises, one of the most serious being violation of state mining laws or regulations or of mine rules, and frequently the rules of ordinary common-sense. The cause very frequently is that trait in human nature to "take a chance" and it has been the writer's observation that the worst offender is the old-time miner who has come safely through many years experience, who was mining when the "safety man was a baby", and who clings to old-time ideas and practices and has "no use" for "newfangled" present-day "notions". Unquestionably, there are accidents, wholly unavoidable and many are caused by ignorance and by the new-comer in mining, yet as previously indicated, the writer's observation is that the old-timer is by far the worst offender, bringing grief to himself, companions and employer. Of the numerous manifestations of carelessness and negligence in connection with mine accidents, which have come to the notice of the writer, only one will be treated in this paper, viz: Violation of State Mining Law, and mention will be made only of explosions and major accidents in coal' mines with which the writer came in personal contact as investigator. In most cases, in addition to mine inspection after the accident, the writer heard the evidence given at Coroner's inquest and thus was enabled to for¬mulate fairly definite impressions as to events and conditions leading up to the occurrence.

DR. BANOWSKY: Thank you very much. That was the shortest introduction that I have had lately, and I didn't have time to get my coat on. But I appreciated it, and I'm delighted to be here with an industry with which 1 feel strong affinity. At the University of Oklahoma we have an energy history. We are a little more currently involved in oil and gas, and those of you who know the history of our state would be aware we have an early coal development back really before the turn of the century in the southeast part of our state what we call Little Dixie. How many of you have spent anytime in Oklahoma or are from the state of Oklahoma? I'm not going to ask how many are from OSU or the University of Colorado. We did send you a football coach here from Oklahoma, and 1 see you have exchanged him. Several of you were only interested in the lobby in asking about our football team this year. 1 would like to go somewhere where we can talk about something besides football. I'm just trying to build a University that our football team can be proud of. We're going to be strong again. 1 can assure you. We've got the best football team money can buy. It's not quite as bad as the college president who called the coach in and said, "Coach we're in trouble, you're losing games and the alumni is very unhappy." "What can we do?" the president asked. The coach said, "Well the football team is flunking the admissions test. We can't get them in with the standard achievement and SAT tests." The president said, "What can we do?" The coach said, "Well the coaching staff has substituted for the American College Test the simple fill in the blank questionnaire." The president said, "Let's use it. We have got to get the team in." The first question was, Old MacDonald had a (-). And a couple of the big tackles were taking it and one of them said, "Hey, what did Old MacDonald have?" His friend said, "Stupid, Old MacDonald had a farm." "Well how do you spell farm?" He said, "Stupid, e i e i 0." Now the gentleman who met me at the registration line from Lakewood, Colorado, was asking me about one of our great big tackles; and he is doing well. We call him Doctor Death; he is also a wrestler and that gentleman said, "1 don't know how bright he is." 1 said, "He is bright enough for our academic tutoring that he is going to get through all right." So I'm delighted to see you and be here with my very dear friend, Carl Terzian. Carl and 1 were in Los Angeles together for 10 or 12 years when I was president of Pepperdine University. He and I are exactly the same age. Born in 1935 and 1 a month or two later in 1936. Fewer children were born in that period than in any other period of time in this century. For those of you who remember anything about that period, you will know why no one was having babies during that period. But Carl called and said, "Bill do you know where Vail, Colorado is?" Well when you live in Oklahoma, you learn where Colorado is in a hurry. 1 not only know this beautiful area, but have made too much of an investment here at a place called Beaver Creek. The real estate is cheap over there. 1 play regularly in the Gerald Ford Invitational Golf Tournament here. Hope you will visit Beaver Creek. It's just 10- 12 miles to the west. The sight of the 1976 winter olympics until the people of Colorado voted them out. And now Vail Associates and I are good Oklahoma families. Bass family, Harry Bass of course, many of you know this story, who is chairman of the Board of Vail Associates, is making quite an investment in that year-round resort area. Secretary's Apology: Although every effort was made to secure efficient stenographers, the railroad conditions at the time made it impossible to get stenographers from Salt Lake City. Practically all of the discussion was therefore lost, and the Secretary's apologies are offered to those whose names and remarks we are unable to record. 'We are indebted to R. Dawson Hall of Coal Age for what we have been able to print. The question was asked why belt conveyors are not more generally used. BENEDICT SHUBART: Belt conveyors lack the ruggedness of metal conveyors and require more accurate alignment. They are much used in England though comparatively scarce here. The H. C. Frick Company's belt installation at Colonial mine is an unusual installation for unusual purposes. It is hardly main haulage, but is more comparable to railroad transportation. The belts are in long sections,, nine hundred to twenty-three hundred feet, there are no particular grades, only two turns, and the immense tonnage handled justifies a quality of installation that at this day would not prove economical in most mines. EUGENE McAULIFFE, Union Pacific Coal Co., Omaha: Was much impressed on learning at the American Mining Congress that the Hudson Coal Company had mined last year 1,500.000 tons of coal from a 36-inch bed and had transported this coal to the mine cars by scrapers and conveyors. He did not believe that because one or two percent of the men around the mines were opposed to loading machines, that it should be said that the mine workers were inimical to such labor saving means. He believes that when duly explained to them they could see the advantages of the equipment offered and would be friendly to its introduction. The Sheridan-Wyoming Coal Company at Sheridan have eight Goodman Hydraulic loaders in operation in rooms .with Joy loaders driving the headings. It is not possible for the mines which had to pay high wages to compete with those whose wage scales were lower unless by the introduction of loading machines. He received a letter from Dr. L. E. Young of St. Louis, general manager of the Union Collieries Company, that his two Goodman Hydraulic machines were loading an average of three hundred tons each daily. THE SECRETARY: H. N. Taylor, president, Sheridan-Wyoming Coal Company, said Mr. Green of the American Federation of Labor told him he would have no trouble with Union Labor, and, if any local disturbances were created, they would be stopped. The Union nationally is with the introduction of labor saving equipment. J. B. FORRESTER, General Superintendent. United States Fuel Company, Hiawatha. In his opinion metal conveyors are preferred because they can be lengthened and shortened at pleasure, and so can be operated with greater flexibility than belt conveyors. W. C. HOLMAN, Chief Engineer. Phelps Dodge Corp: The Phelps Dodge Corporation have two Jeffrey belt conveyors in tandem which obviates brushing where the coal is low. MR. E. O. WIEDERANDERS, Jeffrey Mfg. Co.: Says he has seen belt conveyors in use in England and is much taken with the idea. MR. WM. MOORHEAD, Phelps Dodge Corp.: Our conveyors are in twenty-foot sections, each with a motor. Three of them tandem make a sixty-foot face. GENERAL: There was discussion regarding the size of the coal produced by conveyors. It was said that when the Gunn-Quealy Company started their operations, the coal was very large, but now there is not so much care taken to produce large coal as the market is now demanding smaller coal. The Secretary said that the use of conveyors at the Kemmerer Coal Company's mine had almost doubled the percentage of lump coal. Mr. McAuliffe questioned

He is a member of Air Pollution Control Association, American Society of Safety Engineers, Instrument Society of America and the American Industrial Hygiene Association. He is certified by the American,' Board of Industrial Hygiene in Compre¬hensive Practice of Industrial Hygiene and also by the Bureau of Mines to be an Instructor in Noise Measurement and Control.

The morning session opened at 9:00 a.m. and was presided over by Mr. George A. Nugent, Manager Mining Division, Peter Kiewit Sons' Company, Sheridan, Wyoming. The first speaker was Mr. Jack Huebler, Vice President Research, Institute of Gas Technology, Chicago, Illinois. Mr. Huebler joined IGT in 1961 as Director of IGT's contract research program, a major part of which is IGT's extensive coal gasification work. He is also an adjunct associate professor at Illinois Institute of Technology, teaching gas utilization. Before joining IGT, Mr. Huebler spent 20 years with Surface Combustion Corporation where he was chief research engineer. He developed, designed, and constructed a wide variety of heat processing equipment and the associated chemical processes and was involved in applied research in heat treating, gas chemistry, and gas-solids reactions. He has carried out extensive research on the heat treating of ferrous metals, oil gasification and gas combustion, and has made major contributions to the development, construction, and operation of large-scale industrial furnace equipment. He received B.S. degrees in 10th chemical engineering and mathematics from the University of Michigan in 1941. He has 60 publications including 15 patents. MR. DICKINSON: There is an increase of dust in machine loading, especially with the McKinlay loading and cutting machine which was extremely dusty. MR. FORRESTER: Declared more dust must be expected because when loading by machinery, the coal is shot harder in order to make it easier for the machine to pick it up. He believes however, that there was less hazard because of the closer supervision possible by reason of the concentration of operation. MR. McAULIFFE: Machine loading more dusty than hand loading. D. HARRINGTON: The hazard is greatly increased by modern methods of loading. Not only do the methods increase the quantity of dust, but they also increase the rapidity of mining and the increased quantity of coal broken down causes large quantities of gas to be released. The number of motors on loading machines and conveyors add to the hazard. No more dangerous places can be found for such motors than at the working face where there is excessive quantities of pure coal dust and where there is more gas than along any other point. Regarding Mr. Herres remarks that the machine loading was safer on account of the concentration and possibility of close supervision, Mr. Harrington said he believed concentration likely to prove a source of danger rather than its preventive. At Dolomite, Alabama, a number of men had assembled, and as a result what was a relatively small explosion killed a large number of men. Concentration is not without its dangers to mine operations. MR. McAULIFFE: These arguments do not appeal to me. Few places are better sprinkled than the working places in a machine loading mine. There is. more effective supervision, and there can be more ventilation. I believe machine loading will increase safety by that very concentration that Mr. Harrington deplores.

Dear Sir: Yours of July 23rd, relative to my appointment on the Safety Committee in connection with the Rocky Mountain Coal Mining Institute. As you say in your letter, "The duty of this committee is to draft suggestions as to safer mining practices with the idea of preventing disasters in coal mines." Much has been written and many suggestions made on this same subject, and it is very hard to put up further recommendations than have already been made. The disasters you mention in your letter unquestionably have direct reference to coal mine explosions, which from time to time still occur in this and other countries. As far as our Western mines are concerned, you know that sprinkling and shot firing by electricity have been very extensively carried out. Notwithstanding these precautions; we have had a few rather serious disasters in the past in these mines. I do not care to place any blame or responsibility on the companies having these disasters, but it is a fact that in each and all of them, after careful investigation has been made, that the human element has had more or less bearing on the accidents happening. From most reports that we gain, either directly or indirectly, it is very evident that investigation shows after an explosion that the rules governing one or both of the above safety measures have been somewhat carelessly or negligently carried out. Much has been written and read about rock dust sprinkling, but it is questionable if this method is doing a great deal toward the eliminating of disasters. While it is true it may have the effect of preventing propagation, still I do not believe anyone claims for it a sure preventative against initial explosions. I had occasion not long ago to visit a mine, after an explosion, in which dust barriers were supposed to be hung, and from indications it was quite evident that the dust barriers had been in operation, but they did not prevent the explosion from reaching. all open parts of the mine. It is also true that profuse scattering of rock dust throughout a mine would have a beneficial effect, but there is a question arises here as to whether the sprinkling by rock dust or the spraying by water, if available, is the most effective. I am satisfied that if all coal mines are kept well sprinkled and all open workings maintained in a thorough moist condition, that the biggest factor in a coal mine explosion is in this way eliminated. There is no doubt but what the use of permissible powder, particularly if shot by electricity, has had a very marked effect on the number of dis¬asters in mines, and if this method of shooting was energetically carried out there would be a difference in the number of explosions, both minor and Major, all over the country. Some of the recent explosions have taken place where no shooting was being done, but there is no denying the fact that the other ingredient, namely, coal dust, entered in the elements very extensively. Coal is the basic necessity of our present-day civilization, and those engaged in the industry, whether miner, day-man, pit boss, tipple boss, superintendent, salesman or operator, have a direct responsibility to the public at large. Our country is blessed with a great supply of Bituminous coal, upon which it must largely depend for its industrial prosperity. Anthracite coal, in its relation to our economic situation, is a small factor, as its ratio of production to Bituminous coal is only about one-sixth. However, within the last ten years, electricity and oil have largely displaced the use of coal in industry, so that the use of Bituminous coal is decreasing, relatively, and the potential production of Bituminous coal has largely increased since the war. High wage scales and high freight rates make the delivered price of coal to the consumer so out of proportion to the cost of electricity and oil -and strikes make the supply of coal so uncertain-that industry is rapidly turning to electricity and oil. The energy in a ton of coal can be transported, by electric current, a distance of 250 miles for 78% of what it costs to ship the coal in bulk, by rail, in the East-and, for about 60% of what it costs in our section of the country. The use of fuel oil, distillate and gasoline, in industry, has increased by leaps and bounds. Especially was this noticeable during the strike this year, as the large packing plants in Kansas City, Omaha and Sioux City (that formerly used nothing but coal) are now practically all using oil. This also supplies to other industrial plants throughout our territory in Texas, Oklahoma, Kansas and Nebraska. Many railroads are using oil, as are also the smelters, cement plants, etc., etc. Ten years ago, 100% of the threshing in the state of Kansas was done with coal-today not over 25% of it is done through that means-and so it goes all along the line. The use of our coal is being yearly more restricted in industry. In the case of domestic consumption, the circle is also ever decreasing.' In small towns and on farms, kerosene, gasoline and wood are largely utilized for cooking. For the past four years, along any country road, it is a common occurrence to hear a buzz-saw cutting old fence posts or timbers taken from creek bottoms. Many thousands of tons of coal are displaced each year through the use of corn and cobs. In larger towns, gas plants have been installed, and many housewives use gas-in communities contiguous to natural gas, that is used for industrial and domestic purposes. The time has gone when industrial and domestic consumers or dealers are satisfied to buy anything that is black-competition among the coal-producing states is keen, and will become more so. Eastern and southern fields are turning out splendidly prepared coals of high quality, and with their lower freight rates to competitive territory, will entirely nullify the use. of our Western coal unless-

In a discussion of the personal dangers that may arise from mine gases, it is necessary to take into consideration the gases which may result from an underground fire, or a fire in or about the downcast shaft, and the methods of avoiding or minimizing the danger arising therefrom. In all cases of the combustion of carbonaceous material such as coals and timber, carbon dioxide and water vapor are formed. In cases where the air supply is limited, some carbon monoxide is produced, the quantity varying with the readiness with which the oxygen from the air can get into intimate contact with the consuming carbon; in addition to these products there may be produced large volumes of irritating fumes consisting of unconsumed vapors' distilled from the burning material. Apart from the physical distress that may be caused by the irritant action of the fumes, the chief danger to life underground arising from a fire in or about the downcast shaft or intake airways is due to the carbon monoxide which the smoke is almost certain to contain. The physiological effects of this gas have already been discussed in mining papers and ref¬erence should be made to this. The prevention of fires at the surface near to the mouth of the downcast shaft, or in the shaft itself, or at the bottom of the shaft, usually lies outside the duties of the fireboss. An outbreak of fire at such places would, however, immediately foul the air current passing into the mine, and, assuming the men were in the mine, create a situation demanding urgent attention of the fireboss. As a rule, each case of fire creates its own problems, but in all cases the guiding principle should be to restrict the poison-laden 'air to the smallest part of the mine that is practicable, by opening separation doors, or breaking down selected stoppings at the most accessible points near the seat of the fire, so that the gases and smoke may pass directly into the return and so to surface. In the case of a shaft fire it will have the effect of fouling both shafts and in the case of a fire in an intake airway, both roadways leading to the shafts. It requires the use of some judgment. Therefore, in circumstances as to whether men inside the mine should attempt to escape to the shafts or should remain in the mine, and attempt to protect themselves from the poisonous air by suitably short circuiting the air-current and retiring from the main air-ways. In order to make such restraint easier, it is very desirable that all mines should be equipped with telephone communication from all sections of the mine to the surface so that men in the mine may be informed of what is being done at the surface to secure their safety, or instructed as to what they themselves should do. In cases of fire in or about the shafts, the question of the reversal of the air-current will probably arise. Albert M. Keenan, President, Thompson Creek Coal and Coke Corporation, Denver, Colorado, opened the third session of the Fifty-ninth Regular Meeting of the Rocky Mountain Coal Mining Institute at 9:30 a.m., and introduced the first speaker of the morning. Raphael J. Moses, Attorney, Colorado Water Conservation Board, Boulder, Colorado, spoke on "The Opportunity for Coal in Colorado River Basin Development." (For the printed text of Mr. Moses' paper see index.) Stephen F. Dunn, President, National Coal Association, Washington, D. C., was introduced by Mr. Keenan, and he addressed the Institute concerning "Coal and the Washington Scene."

Preceding the regular meeting, "Harvest from the Sky" was shown, an action-packed movie demonstrating how man and machines provide Denver with water. This vividly colored picture illustrated the magnitude of the job, highlighting the construction scenes at the 23-mile Harold D. Roberts tunnel, many scenes of which were taken underground at the face. Presiding was Mr. John Peperakis, Alanager, Sunnyside Operations, Kaiser Steel Corporation, Sunnyside, Utah, who called the regular meeting to order at 9:30. Mr. Peperakis introduced Mr. Otto A. Wiesley, Chairman, Industrial Commission and Utah Labor Relations Board, Salt Lake City, Utah, who spoke on "Functions and Policies of the Industrial Commission of the State of Utah." It was with obvious pride that he discussed the Medical Panel in use and the successful operation of the Indus- trial Commission in Utah, stressing the fact that the most important word in their vocabulary was "cooperation." On Monday, June 27, 1921, at 6 p. m., twenty-four members of the Institute from. Colorado and New Mexico, left Denver on the Union Pacific for Rock Springs, Wyoming, arriving there at 9:42 a. m., June 28th. The party was met at the depot by the Rock Springs committee and a large number of the local Institute members. The day was spent in visiting the Central Power Plant of, the Union Pacific Coal Company and adjacent mine, the new 'E Plane, the Reliance, Dines, Winton and Sweetwater coal properties in the district. At noon a very elaborate lunch was served in the First Aid Building at the Reliance mine, which was most heartily enjoyed by all. In the evening the members and friends visited the new Rialto theater and saw the pictorial exposition of the' "Sky Pilot". The evening terminated with a dance in the ballroom of the Masonic Temple from 9:30 until midnight, concluding one of the most enjoyable days which the Institute has ever spent in Rock Springs. At 12:3o a. m. the original party, augmented by six members from Rock Springs, were again enroute to Salt Lake City, arriving there at 8:30 in the morning of Wednesday, June 29th. The Hotel Utah had been selected by the local, committee as the headquarters for the convention, and the majority of the -members at once proceeded to that place where the books were opened and the paying of dues and registration of the members were carried on until 11:45 a.m. At noon a majority of the members were entertained at the L.
