Zircon is extensively used as moulding sand in the production of steel and high-duty iron castings. To achieve a satisfactory grade of zircon concentrate, the zircon particles may need ,to have surface coatings removed, as such coatings can hinder electrostatic and magnetic separation of zircon from associated minerals. Xn addition the presence of surface coatings on the zircon. particles can cause sinterins and fusion of the zircon to the east metal resulting in "burnt-on" sand or fritting of the casting. "Burnon" necessitates cleaning of the casting by grinding or chipping, which is expensive and results in loss of definition on the casting face.Hudson (1966) has pointed out ,that some coatings on mineral sands are lightly-adhering clays which can be removed quite readily by agitating the sands in water for a few minutes-thus their removal constitutesno problem. However, the heavy gingery coloured coating which adheres strongly to the surface of the particles in some deposits, and which has generally been considered to be a form of iron oxide (Baker, 1962; Hudson, 1966), cannot be removed effectively by attrition cleaning in water (Hudson, 1966). Such coatings limit the usefulness of these concentrates in the foundry industry.An investigation of strongly-adhering coatings on "ginger zircon" concentrates from the Yoganup deposit of Westralian Sands Ltd has shown that the stain consists of a cemented mixtvre of hydrated iron and aluminium oxides and kaolin minerals, and that it can be removed by a relatively low cost treatment.IDENTIFICATION OF THE STAIN BY XRDX-ray powder diffraction (XRD) patterns were obtained from small samples of stain scraped, individually, from the surface of hand-picked zircon and ilmenite crystals. These scrapings were mounted on quartz fibres and exposed to CoKa radiation in a 57 mm Debye camera. To avoid heavy fogging of the x-ray films, a substantial amount of the iron oxides was preferentially leached from the scrapings (before mounting) with an ammonium oxalate-oxalic acid solution (Rooksby, 1961). Some thirty ore minerals occur in the Mount Morgan orebody. Pyrite is the dominant mineral with chalcopyrite, magnetite and pyrrhotite major components. Gold and gold tellurides, in accessory amounts, are economic- ally important. The prevalence of volcanic rocks in the mine area and the presence of trace amounts of such minerals as cassiterite, gold, native bismuth and rutile suggest a voicanogenetic origin for the ore. The ore occurs in a breccia pipe which cuts through the volcanic and associated strata but the former existence of a syngenetic stratiform ore bed is evidenced by the presence of occasional masses of perfectly banded sulphide ore including a barite-rich "black shale" with sulphide layers exhibiting slump structures. Mineralization is thus both _ syngenetic and epigenetic. The orebody (breccia pipe) is intruded by small stock-like bodies of quartz latite which is believed to have been the upward rising magma invading the orebody of which it is the parent. This has resulted in the annealing recrystallization of the ore minerals and the quartzose gangue with a low strain rate due to magma drag and dilation during intrusion.

The Mineral Resources Act 1989 was assented to on 25th October, 1989 after more than two years of consultation and negotiation between Government, the mining industry and other affected parties particularly the major rural organisations.The legislation proposes major conceptual changes in a number of areas and adopts a totally new approach to the definition of land and the mechanisms available to the mining industry for accessing such land.Unfortunately the passage of the legislation through Parliament coincided with the lead-up to the State election. Ultimately it became an election issue generating much adverse comment in the media particularly from rural and landholder groups. It was obvious that much of this anti-mining propaganda resulted from a lack of understanding of the legislation and the benefits that flow to the majority of landholders as well as the mining industry.It is essential that the contents of the Mineral Resources Act be thoroughly understood by all parties. Only then will all the State's resources be able to be developed in a multiple land use environment.This paper outlines the philosophy behind the new Act and the more important provisions contained therein.

The Olympic Dam deposit is located some 600 km north of Adelaide in South Australia. It was discovered in 1975 by Western Mining Corporation and in 1979 a joint venture was formed with British Petroleum for the evaluation and development of the project. Studies were completed and construction started in 1986 with the plant being commissioned progressively between April and August of 1988. In 1993 Western Mining acquired BP's interest and are now owners of the whole deposit. The scale of the initial development was 1.5 Mtpa of ore for the production of 45 000 tpa of copper cathode, 900 tpa of uranium oxide and some gold and silver. Two expansion programs have occurred in 1992 and 1995 and current performance is at the rate of 3 Mtpa of ore for the production of 84 000 tpa of copper cathode, 1500 tpa of uranium oxide, 24 000 oz per year of confined gold and 380 000 oz per year of confined silver (Table 1). The benefit of diversifying into the production of more than one product is undoubted and the flexibility of being able to produce variable quantities of copper and uranium also allows advantage to be taken of a change in market conditions.

Two column flotation cells have been installed as single-stage rougher cleaners at Batu Hijau. The objective was to provide additional residence time in the cleaner circuit to maintain maximum recovery during high mill throughput and high feed grade periods. Installation of the columns has allowed the relatively coarse, well-liberated rougher concentrate and the relatively fine, low-grade scavenger concentrate to be treated separately, improving metallurgical performance in the cleaner circuit. Plant results show that the columns produce a high-grade concentrate at an average stage copper recovery of approximately 80 per cent. There is also indication of increases in both overall plant copper recovery and final concentrate copper grade. In addition, the operability and stability of the cleaner circuit has greatly improved.

Bacterial leaching of museum grade chalcopyrite and chalcopyrite concentrates at low sorptive relative humidities (55-91 per cent rH) was demonstrated. Optimum release rates were 13 and 27 mg/gram/100 days copper (Cu++) at 91 per cent and 80 per cent rH and 12 and 33 mg/gram/100 days iron (Fe++) at 80 per cent and 73 per cent rH for concentrate and "pure" chalcopyrite respectively. The optimum copper release rates occurred between 73 per cent - 86 per cent rH and 30-40 mM acid concentrations. Bacterial copper leaching rates were some twenty times slower for emersed copper concentrates, at low relative humidity, compared with submerged cultures. Bacterial copper solubilization was almost quantitatively inhibited above 150 mM acid levels (< pHO.8).

In the early stages of the rift it is thought.that submarine basalts may have extruded up the .'tension .scar and spread across the floor of the opening rift. Thick clastic muddy sediments derived almost exclusively from the rifted block were then spread across the floor of the opening rift. Later ~ertiary lateral movements from east to west along the Markham-Ramu Fault appear to have bent the northern end of the Morobe Arc towards the.east,,causing the intense folding in the sediments of the Aure Trough.

A research program was conducted to determine the relationship between operating conditions and medium losses in Mt Newman Mining's Beneficiation Plant. It was found that major medium losses were adherence losses and losses fran the overflow from the water recovery cyclones. Operating density and medium blend were found to have a significant effect on the medium consumption. Viscosity was thought to be the underlying factor. This viscosity problem was overcame by adding dilution water to the cyclone spigot discharge to reduce viscosity. Australia has an extremely large total hot dry rock (HDR) resource above a depth of 5 km, equivalent to 7500 times its present annual energy consumption, of which 80 per cent underlies the Great Artesian Basin. The resources most likely to be exploited first are those residing in homogeneous granitic bodies beneath sedimentary basins containing insulating rocks such as shales and coal measures. In the Sydney Basin south of Muswellbrook, an area of high geothermal gradient corresponds to a gravity low thought to be a buried granite body at a temperature of possibly 250¦C. This locality is suspected to have the ideal geological characteristics for Australia's first hot rock test facility. Australia's high HDR potential is possibly unique in the world, in that the potential sites satisfy four independent, geological conditions, each considered as favourable for the creation of a resource, and for the ease of extracting that resource. They are: ò Higher crustal heat generating capacity than that of normal continental crust. ò Much of the Australian continent is covered by sedimentary basins which contain a high proportion of shales and coal measures that have low thermal conductivities, thus providing an insulating blanket for the heat being generated beneath. ò The sedimentary basins are in many places underlain by large untectonised granitic bodies that are not only a major contributor to heat generation, but also ideally suited to the establishment of HDR reservoirs. ò The crustal shortening stress field that is found in the majority of the Australian continental crust results in a vertical minimum principal stress orientation which should result in the development of favourably oriented horizontal stimulation cells necessary for maximising an HDR resource.

Cleaner Production stands for a proactive and preventive approach to industrial environmental management and aims for process- and/or product-integrated solutions that are both ecologically and economically efficient (æeco-efficiencyÆ). Pioneers in the field were large manufacturing and processing industries in the USA (since the late-1970s), but it took until the early-1990s before Cleaner Production was generally recognised as a valuable approach for large and medium sized enterprises. The application of Cleaner Production in mining and minerals, metals and energy production appears to lag behind other sectors, such as manufacturing and processing. This paper starts with a discussion of the Cleaner Production concept and provides examples of its application from a few selected Australian mining and minerals processing industries. This evidences that Cleaner Production can achieve significant reductions in environmental impact, in terms of reduced waste and emission generation and in terms of conservation of materials, energy and water, while simultaneously reducing operating costs. The paper then investigates a number of key issues pertaining to the implementation of Cleaner Production; ie organisation and management of Cleaner Production activities, effective tools for mastering the Cleaner Production concept as a way of life, and performance measurement.

The Golden Cross is the first large precious metals mine to be both commissioned and closed in the æmodernÆ era in New Zealand. This paper discusses the life cycle of the Golden Cross mine, with emphasis on the closure process and post closure management.   The closure process has generally been very well managed, and successful, but in spite of that some on-going issues remain unresolved. Nearly nine years after the end of mining the mine owners are still actively managing the site, with no immediate end to that in sight.   The site has been described as atypical, due to the identification of a deep seated landslide below the tailings and waste rock storage facilities. However that should not be given too much emphasis when addressing the overall closure and post-closure management issues, which could well apply to other existing and future mine sites in New Zealand.   The Golden Cross can provide valuable lessons for other miners, and the issues arising at this site should be watched closely by the industry as a whole.

The development of computers is examined in the context of the mining industry. The risk element is given as a reason for the slow introduction of the computer into mining. Dealing with mining's uncertainty is seen as a major role for computers. The use of computers is traced from early accounting applications to current involvement with all aspects of mining. The problems associated with increasing use of computers and their impact on management is discussed in depth. Disenchantment of management is thought to arise from unfulfilled expectations. Contributory causes are given as overselling of computers, reaction against change, speed and growth of computer technology. The solution is seen to lie in a more dominant role for user management in the development of computer systems and greater emphasis on education. The computer of the future will then become integral to the mining process as an extension of management's planning and control function.

This paper details the approach adopted to develop an integrated asset management system for a GreenfieldÆs Metallurgical Plant during a recently completed feasibility study. The proposed asset management system deals with general aspects related to metallurgical operations and includes the following:plant operation and control, human resources, security systems, stores, and maintenance management. The paper deals with the establishment of requirements for the asset management system, the interfaces required, available systems in place and cost estimations for implementation. Every effort was made to integrate the system into existing corporate installations to create an integrated and effective management tool from both a plant operation and support perspective.

The estimation of particle liberation is important in the study of mineral concentration. With simple systems, where the densities of the components are low, the liberation can be studied directly by density fractionation. For most practical systems, and particularly for the dense, complex sulphides, the only method known is by measurement in polished section. There are two major difficulties with such measurements. Firstly, the measurements themselves are difficult and considerable care is needed before reproducible results can be achieved. Secondly, a well known stereological problem arises which gives the estimates an inherent bias. The paper discusses both aspects of the problem. The practical features of measurement are treated in detail and a method described which has been developed and proven to give reproducible estimates of the liberation in the section. This discussion relates to automated measurements by QEM*SEM and presents a way of estimating the confidence limits within which measurements lie. Comparisons are shown between measurements made by the traditional manual optical technique and automated equipment. Stereological reconstruction is also discussed briefly. Several methods have been presented in the literature but all are complex and none is yet widely accepted. Area measurements are less biased than linear estimates so a practical approach is to use area measurements in uncorrected form. The topic is still being actively researched so it is expected that one method will soon emerge as the standard technique.

The passage of a vast array of new State and Federal environmental legislation over the last couple of years has required many mine operators to sharpen their focus on environmental requirements. Established requirements, such as environmental impact assessment, minimising disturbance and rehabilitation must now be complemented by mine environmental management plans. These may not only require regular monitoring of mine operations and detailed forward planning to prevent or reduce environmental harm caused during mine operation, but annual updating. It is likely that in future these plans will be required to incorporate general principles such as pollution prevention, sustainable development, waste minimisation and conservation of biodiversity and ecological integrity.

This paper reviews the history of environmental assessment in New Zealand with reference to mineral developments. Emphasis is given to larger more controversial projects particularly metal mines. The changing role and application of the Environmental Protection and Enhancement Procedures is examined in the context of changes in the government's environmental administration and the response of the Ministry of Energy's resource allocation group. Conclusions are drawn on the effectiveness of the present environmental assessment activities and on the allocation of administration of priorities in the Ministry. The Ministry of Energy has effectively ceased to exist.

The mining industry internationally seems on the verge of a major underground support revolution as suppliers, mines, consultants and researchers develop, test and use thin support (structural) membranes (or superskins as they are commonly called) mainly as a replacement for screen/wire mesh. Thick membrane support in the form of shotcrete (sprayed concrete) has been used since the 1950s in underground mines. Shotcrete, in mines, is generally applied at a thickness between 25 and 100 mm depending on the need. Thin membranes are however applied at a typical thickness between 2 and 6 mm. Certain thin membranes have been available for several years (Tannant et al, 1999), but the intense interest in such supports has only grown in the last few years. The interest lies mainly in the potential to safely reduce the mining cycle time and hence improve productivity. There is however considerable confusion concerning such supports, and this paper attempts to clarify certain aspects and dispel certain misconceptions and myths about thin support membranes.

New Zealand's Land and Income Tax Act 1954 contains unique incentives for companies engaged in mining certain specified minerals or petroleum. Sections 152 and 153 provide for the taxable income of such companies to be based not on profits made but on dividends paid to shareholders. A significant saving in tax results, particularly where profits are not distributed: but the Act attempts to ensure that undistributed profits are used for further mineral exploration and development. To encourage investment in the mining industry, persons taking up shares in a company mining for the specified minerals or petroleum are entitled to a one-third deduction in respect of monies paid on the shares and used by the company for its purposes; and company shareholders may make loans to the company and write-off such loans for tax purposes to an amount of up to half their taxable income. Maximum utilisation of the tax incentives calls for careful consideration as to whether a mining or petroleum company should be financed by way of loan capital or share capital.
