The development of the Ballarat goldfield and of the city of Ballarat are a significant part of the history of the Australian mining industry. Important developments in technology, legislation and labour relations made their first Australian appearance in Ballarat. The growth of the city and its survival after the closure of the mines provide an interesting case study in the benefits flowing from a vigorous mining operation. The failure of the mines can be attributed to rising costs of materials and labour and declining manpower productivity at a time when the price of gold was not free to respond to changing market conditions. The curtailment of exploration programs and increasing labour unrest resulted from this situation, and made the closure of mines inevitable.

This is the time of year tor the presidential address, and with the present incumbent engaged in the coal mining industry, it will therefore come as no surprise to you that the theme of my address this evening is concerned with coal.There are other reasons for this apart from my contact with the coal industry. At present, coal is supplying considerable overseas revenue at a time when the remainder of the mining market is in a somewhat depressed state. That times will change goes without saying, if history is to be believed.However, so far so good for coal. My first reaction when The Institute indicated its wish that I be president for 1976 was to become deeply conscious of the honour bestowed on me.On consideration, I realized that very few past presidents have been intimately connected with the coal mining industry to the extent of indulging in it for lengthy periods as a full time occupation or, conversely, a part time interest for a long time. It also appears that not one had started their career in the industry. In my case, 'also, there were 8 very interesting years ,as a gold miner and metallurgist before commencing in coal.It therefore seemed appropriate to endeavour to discover ,why this should be so, as coal mining is now a very important part of a very important industry. What were the reasons why the industry took so long to emerge when there were ample reserves of easily accessible coal?Frankie and Johnnie in their bar room epic of the depression years concluded, and I paraphrase, that "their story held no moral, their story told no tale". The Western Australian School of Mines (WASM), Kalgoorlie, has been performing dynamic testing of reinforcement systems as part of the Minerals and Energy Research Institute of Western Australia (MERIWA) Projects M349 and M349A sponsored by WASM, the Western Australian State Government and the mining industry. These projects have resulted in the construction and commissioning of the WASM Dynamic Test Facility and a program of reinforcement system testing. The primary purpose of the WASM projects is to evaluate the performance of complete reinforcement systems when subjected to an axial dynamic load. The test procedure, monitoring and associated analysis enable assessments for each component (ie the element, the internal fixing mechanism and the surface hardware) of the reinforcement system. The performance of a reinforcement system is usually defined by a static force-displacement response to axial loading. However, this static response may not be applicable to dynamic loadings associated with violent failure of rock due to overstressing as mines progress to greater depths. It was therefore appropriate that the responses of reinforcement systems subjected to dynamic loading be defined and evaluated. The key findings from the tests on a number of reinforcement systems are presented and recommendations made regarding their application for dynamic loading.

Mineral resource estimation is commonly based on the accumulation of a series of local estimates. At times, the distribution of these grade estimates is not appropriate to the grade distribution of the data on which the estimates are based. Mineral resource grade estimation has an increased potential of being in error as the grade variability increases. As the mineral commodity value increases, greater grade variability within the mineral resource is tolerated. This paper directs its attention to mineral properties where the data average grade is 20 per cent or more than the data median grade at a specific cut-off grade. A mineral resource estimate is enhanced if it is supported by graphs which demonstrate that the sample data have been separated into appropriate geological domains. Each geological domain has a unique grade distribution signature, which can be graphically demonstrated simply and objectively. This signature will usually be evident well before the Indicated mineral resource estimates are available. The paper looks at the use of the log probability and MedAve plots to assess how effective domaining has been. It further outlines how the MedAve plot can be used to assess the integrity of the mineral resource grade estimate within a geological domain with the data on which it is based. The paper suggests that the overall grade of a mineral resource at any cut-off grade will be closer to the data median grade rather than the data average grade. Tips are provided to ensure that the odds reflected in the data grade distribution are not ignored and hence the risk that the project is affected by unrealistic estimates of the overall mineral resource grade is reduced.

During the past decade geopolymer technology has emerged as a possible solution for the effective stabilisation and solidification of waste materials. Amorphous to semi-crystalline geopolymers form by the co-polymerisation of individual alumino and silicate species, which originate from the dissolution of silicon and aluminium containing source materials at a high pH in the presence of soluble alkali metal silicates. It has been shown previously that geopolymerisation can transform a wide range of waste alumino-silicate materials such as fly ash and blast furnace slag into building and mining products with excellent chemical and physical properties, including high compressive strength as well as fire and acid resistance. These chemical and physical properties suggest that geopolymeric matrices derived from waste materials are well suited for environmental and other applications such as the encapsulation of mine tails, the immobilisation of heavy metals and also the fabrication of structural products. The current challenge is to demonstrate that a wide variety of natural Al-Si minerals could serve as potential source materials for the synthesis of geopolymers. Moreover, it should be shown on a large commercial scale that it is possible to encapsulate waste materials into the geopolymeric structure without compromising the chemical and physical properties of the final product for the desired application.

There are continuing developments in underground narrow vein mining, from innovative mining methods using low-profile equipment to adaptations of current mining methods using equipment such as road-headers. The development of new mining methods and mining equipment has one purpose in mind û to extract narrow reef orebodies keeping dilution to a minimum, whilst maximising mining recovery. Achieving this will increase the head grade of the ore mined and reduce the tonnes delivered to the mill. Narrow vein mining in Australia has been limited to traditional hand held or mechanised drill and blast methods using existing æoff the shelfÆ equipment. Numerous trials have been undertaken using rock cutting technology and lower profile equipment, but these mining trials have not resulted in the full implementation of any new mining method or the adoption of low profile equipment in narrow vein mines as an accepted mining methodology. Mine operators in Canada and South Africa have teamed up with a number of equipment manufacturers and have taken steps to further mechanise and automate the mining of narrow vein orebodies, in particular to increase safety and productivity. The challenge to Australian narrow vein mining projects is to capitalise on work undertaken by overseas mining companies and equipment suppliers and to investigate the adaptation of low profile coal mining machinery to specialised metalliferous mining. With the inevitable fall in metal prices, it is necessary for Australian mine owners and mining contractors to apply these specialised methods and equipment to make narrow vein mining profitable.

King Island is situated at the western approach of Bass Strait and approximately mid way between Victoria and Tasmania. The scheelite orebodies lie within the south east of the island. Ore bearing horizons from 10 m to 40 m thick occur in south and east dipping stratiform deposits. The orebodies occur in skarn formed by contact metasomatic replacement of carbonate rocks by granite intrusives. The scheelite is deposited as fine disseminated grains in and along the margins of andradite garnets in the skarn. King Island Scheelite operates two under- ground mines from which 350 000 tonnes per year are obtained. The Dolphin mine produces almost two-thirds of the total. See Figure 1. The Dolphin orebody lies beneath the sea and an area of reclamation. The orebody is inter- sected by zones of major dislocation. A chequerboard post pillar cut and fill stoping system has been chosen to provide the necessary support to the hanging wall. Because the stability of the pillars is critical to the economic welfare of the mine, considerable attention is given to the reduction of overbreak.

Acid mine drainage is a serious and chronic environmental problem of mining. This paper discusses the factors affecting the rate of acid generation by mine rocks and illustrates the relevance of these factors to the mines of the Northern Territory, Australia. The factors may be divided into two groups: internal factors and external factors. The first group covers characteristics of ores, mine waste rocks, tailings, etc and the second group covers surrounding conditions. The latter is further divided into four sub-groups, viz surrounding temperature and pressure, chemical conditions (ferrous/ferric adsorption ratio, total iron concentration, oxygen concentration and pH), surrounding biological conditions and mechanical conditions. Special attention is given to the surrounding P-T conditions, especially water partial pressure, and its relevance to the Northern Territory mines.

The mining and exploration industry is governed both directly and indirectly by a complex and constantly changing regulatory and legal system, yet few technical professionals realise the extent to.which they are affected and that they are personally liable for any breaches. These breaches may result in criminal or civil prosecution that could involve significant financial penalties (to the extent that all personal assets are at risk) and even imprisonment. Generally, a professional at risk should be able to mount a due diligence defence in order to avoid or mitigate these consequences. Mineral property and company owners, directors, managers and employees are at risk, as are consultants, contractors and suppliers of equipment or consumables. Whilst all are liable for their personal decisions to act (or failure to act) in managing operations or carrying out directions, as well as for the actions of others under their control, the focus here will be on the exposure of the consultant. Consultants are usually driven by an internal desire to perform to a high standard because of personal pride in their work and concern for their professional reputation. However, there are an increasing number of external requirements for them to be able to demonstrate, if necessary, that their actions were based upon reasonable grounds and that their work conformed to current best practice standards. If they cannot do so, they may face potential personal Liability.

Christmas Island "C"-grade phosphate consists essentially of the minerals crandallite and millisite. Although containing over 25% P205, this material is not suitable for the manufacture of water-soluble phosphate fertilizers by conventional processes, because of its high iron and aluminium content Cover 25% total R203). In order to produce a water-soluble fertilizer from such material it is necessary to separate the iron and aluminium from the phosphate, which must report in a product acceptable as a fertilizer. Several processes were studied in detail. The first used ion exchange for dissolution and separation and yielded diammonium phosphate; processing costs were high compared with conven- tional processes based on apatite. The latter processes have basically simple flowsheets and cost of processing is low when compared with the costs of the raw materials. The need to separate iron and aluminium from the phosphate introduces additional complexity into the treatment of the C-grade material. The higher processing costs might be justified, however, if alumina could be produced as a byproduct. Two proposed processes have been developed in which: 1. hydrochloric acid is used for dissolution, and solvent extrac- tion for the separation of ferric chloride from phosphoric acid. Aluminium chloride is precipitated and hydrolysed to recover alumina and hydrochloric acid. 2. sulphuric acid is used for dissolution and aluminium is crystallized as ammonium alum. The phosphate is produced as an ammonium phosphate-sulphate fertilizer. High purity alumina can be obtained by treatment of the recrystallized alum. The technology of these processes is described, and their broad economics discussed briefly.\

In order to maintain an accurate survey underground, it is first necessary to connect all shafts used for the transferring of the survey to the levels below by a precise surface survey.This has been achieved at Mount Isa by a careful triangulation survey with stations adjacent to those shafts most suitably located for transferring the survey below.The precedure used is described herein.The Weisbach triangle commonly used is obtained by reading to swingirig wires, the theodolite being placed in line with them as nearly as is possible. The surveyor at the surface places the wires in the shaft as far apart as the size of the shaft will permit, with sufficient space between the wires and walls to ensure their swinging freely. The far wire is fixed in position, while the near one is movable by means of fine adjusting screws to facilitate its being brought into line with the fixed wire and the theodolite. When this is done the surveyor at the lower level is advised by pre-arranged signals and the survey can then commence.The surface portion of the survey is simple; all that is necessary being to read the angle from the backsight to the wires, measure their distance from the theodolite, and keep a check on them throughout the survey to make sure that no movement takes place.The lower portion of the survey is more difficult, the surveyor first qf all having to place his theodolite as nearly as possible in line with the wires.

Completely dry or completely wet materials are comparatively easy to screen, but materials with moisture contents between these two extremes can present varying degrees of difficulty. The presence of moisture can impair the performance of a dry screening plant in a number of ways: ò agglomeration of fine undersize particles onto larger oversize particles, resulting in the fine particles being misplaced to the oversize; ò increasing attractive forces between particles that hinder stratification and particle presentation to the screen; and ò blinding of the screen apertures caused by fine moist particles clinging to the screen which reduces the effective aperture size and the open area of the screen. Test work on full-scale screens has shown that the agglomeration of fine particles onto larger particles only occurs once the equilibrium moisture content of the ore is exceeded, and that the quantity of adhering fines present is proportional to the surface area of the larger particles. An -adhering fines screen model has been developed from this work, and by using relationships derived between the model parameters and feed moisture content, the effect of changes in feed moisture on both product quality and operation of iron ore dry screening plants is predicted.

The New South Wales Department of Mineral Resources has, since 1974, administered the Derelict Mines Rehabilitation Program (DMRP) to reduce the environmental impacts of abandoned and orphan mine sites. The application of the DMRP is presented in case studies of sites from the South Maitland Coalfield featuring residual drainage of acidic and saline water in a semi urban and rural community setting. The acidity here is typically derived from iron oxidation in shallow underground coal mine workings and in surface emplacements of coal washery reject materials. This paper presents summary information on AMD investigation, monitoring and rehabilitation. The experiences of community expectation, stakeholder consultation and peer review are discussed.

Traditionally X-ray diffraction (XRD) has not been significantly used by the cultural heritage sector, as the most commonly used technique, X-ray powder diffraction (XRPD), requires sample removal from the artwork or artefact, followed by grinding of the sample to a fine powder. With the development of micro-X-ray diffraction (micro-XRD) and other associated advances, non-destructive, in situ analysis of crystalline pigments on micro-areas of paintings and artefacts has become possible. This is illustrated with the application of this technique to the in situ analysis of propriety paints, paint cross-sections and small paintings. However, workers have noted that XRD can be insufficiently sensitive with pigment mixtures, due to matrix effects. This study obtained X-ray diffractograms of 17 single pigment preparations and determined relative amounts of crystalline content. The purity of single pigments was compared with Joint Committee on Powder Diffraction Standards (JCPDS) database diffractograms. The impact of pigments with high X-ray absorption coefficients on the detection limits of pigments with low X-ray absorption coefficients was further investigated by building on work done with the chromium oxide-zinc oxide series with the preparation of a second series of binary mixtures of zinc oxide (which has a high absorption coefficient and is almost fully crystalline) and ultramarine blue, which has a lower absorption coefficient but which is more crystalline. Semi-quantitative analysis, where baseline and absorption factor corrections are made, confirm detection limits as low as five per cent for chromium oxide and ultramarine blue when in a binary matrix with zinc oxide. However, this type of analysis is very time consuming. So in order to theoretically simulate issues that will be encountered with binary pigment mixtures, the single phase diffractograms were used to theoretically investigate the matrix effects of the three white pigments with the various coloured pigments. This illustrated that detection limits can be as low as five per cent or in non-ideal conditions, such as with partial peak clashes or where there are large differences in relative peak intensity, as high as 50 per cent. These results have significant implications for the analysis of painted surfaces on artworks or artefacts. It has been demonstrated that ideally this method is more suited to the investigation of surfaces where there is minimal mixing of pigments or where there is not a significant difference between the absorption coefficients of the mixed pigments.

The published safety policy of Mount Isa Mines Limited, together with details of the organisation and control techniques adopted by management to pursue an active safety programme within the company, is presented. The importance of communication by management through the organisational hierarchy and procedures instituted to ensure rapid and concise feedback on safety concerns are detailed. The paper also describes the role of the occupational health department and safety committees in assisting management to monitor the safety effort of supervisors and employees. Current safety performance levels are tabled together with details of some aspects of the programme on which safety effort will be concentrated in the future.

In the introduction to a recent paper dealing with, the relationships of magnetite and hematite in the banded iron formations or "jasper bars" of the Western Australian pre-Cambrian(17)t the author made a brief mention of these interesting rocks, of the principal series in which they occur and of a few of the rock and mineral types to be found within them.He drew attention to the essential shnilarity of these Western Australian banded iron formations to those of the pre-Cambrian of such other countries as the United States Lake Superior region, Sweden, South Russia, India, South Africa and Brazil, and gave a brief summary of his views as to the origin of the formations in Western Australia. Furthermore he stated that the banded iron formations have proved of considerable direct economic importance in the goldfields and other' regions of Western Australia, and he referred to the assistance they have provided the field geologist in geological mapping and the determination of geological structures.It is in elaboration of this last statement that the present paper has been written. In the following pages will be found some examples of the use to which the jasper bars have been put in the determination of the geological structure of critical areas in the goldfields of the State.Firstly, however, it may be as well to recapitulate the features of interest in these rocks. The true jasper bars or banded iron formations including the types jaspilite, banded hematite quartzite and banded magnetite quartzite or chert, together with their higher grade metamorphic derivatives such as banded magnetite-gruneri~ quartzites, magnetitegrunerite schists, fayalite ,and hedenbergite bearing handed magnetitegrunerite quartz rocks and' to 'a lesser extent magnetite-hypersthene grunerite quartz rocks, are abundant in the older series of the Western Australian pre-Cambrian. They are best developed in the older Greenstone or Kalgoorlie series of the goldfields districts, interbedded with metamorphosed basic lavas, tuffs and sediments. The mineralogy andpetrology of these rocks, the history of their metamorphism and their origin have been discusseq elsewhere in some detail by the author(19), (20). In one of the papers(20) it was clearly demonstrated that in the light of the true facts the old silicified shear zone theory of the origin of the jasper bars is quite untenable and that the formations undoubtedly represent sedimentary horizons as was recently pointed out by McKinstry(14).It has also been shown that banded ferruginous cherts, quartzites and cherty carbonate rocks of much lower metamorphic grade are well developed...

FOR some years past it has been usual to specify high-grade copper for use for many purposes, but the practice of specifying zinc of a high degree of purity for certain purposes is of comparatively recent origin. It is a practice, however, which is extending ag the effect of the impurities in zinc on products manufactured therefrom becomes widely recognized.The notes hereunder are intended to briefly survey the principal uses to which high-gr.ade zinc is being put, and, wherever possible, to indicate the effect of the impurities normally present in the lower grades of zinc.In the United States zinc is graded into five divisions, known respectively as "High-grade" "Intermediate" "Brass Special" "Selected," and "Prime Western." The maximum amounts of impurities allowed in the various grades are indicated in Table I,which is compiled from data published by the American Society of Testing Materials:In addition, it is specified in an cases that the slabs shall be reasonably free from surface corrosion or adhering foreign matter. A study of the effect of nickel on the cupellation process has shown that a very low "nickel limit" must be imposed for cupellation (0·08 grams nickel or 0·05 grams when copper is present). In the presence of slightly greater amounts of nickel, lead tends to spreadon the cupel with detachment of drops from the main lead pool. In crucible fusions nickel contaminates the lead button to a small extent, and this contamination is increased.in the presence of either iron or copper. Nickel also causes "shotting" of the lead, this effect being more apparent in the presence of iron.Both the spreading during cupellation and the shotting during crucible fusion are considered to be caused by adsorption of insoluble NiO at the Pb-PbO interface, lowering the interfacial tension.Excess litharge crucible charges are' fused at 116boC. to eliminate shotting. A brief· soaking in molten basic litharge slag effectively reduces the nickel content of lead buttons. The solubility of silver in litharge slags is considerably decreased in the presence of nickel. Corrections can be applied for silver losses in slags but these corrections are not as accurate as with copper ores.INTRODUCTIONThis paper on the effects of nickel on fire assays for silver is the second of an intended series describing investigations into the fire assaying method.In the first paper, discussing the effect of copper on fire assaying processes (Guerin, 1957), it was shown that certain elements, because of their relatively low affinities for oxygen, will tend to contaminate the lead button during crucible fusion and scorification. Nickel, having a slightly greater affinity for oxygen than has lead, would be expected to be oxidized and slagged readily, and would not be expected to appear in the metal phase (lead button) to any appreciable extent. The Electricity Commission of New South Wales is the largest single user of coal in the State, burning some 8.5 million tonnes during 1972-73. This coal is converted in power stations into electrical energy which is then distributed throughout the State and supplies the electricity requirements of 99% of users in New South Wales. Barring any major change in energy consumption growth, or change in the current mode of power generation, the consumption of coal by the Commission is estimated to have a doubling period of from 10 to 14 years. Coal is used to generate up to 87% of the electrical energy sold, the balance being obtained from hydro gen- eration, mainly in the Snowy Mountains, and, to a much smaller extent, from diesel generation at Broken Hill. A very large proportion of this coal is consumed in pulverised fuel boilers in the Commission's power stations, located mainly on the various coalfields of New South Wales. Coal supplies are drawn from a large number of mines, some owned or controlled by the Commission, others being owned by public companies. The coals used, originate from at least ten different seams located in the northern, western and southern coalfields of New South Wales, and therefore have a wide variety of properties and characteristics. To ensure an adequate fuel supply well into the future, the Commission is continuously engaged in coal prospecting in various areas. Bore data is used in assessing coal reserves and is also the basis of economic studies for their possible future exploitation. The numerous coal cores obtained during drilling operations are carefully tested and analysed in order to assess their suitability for power generation purposes, and to provide data for the design and operation of boiler plant using these coals. In existing power stations coal deliveries are systematically sampled and tested for quality control, for pay- ment of purchases based upon certain quality parameters and to check for any possible plant operating or main- tenance problems that might arise from the use of the particular coals. Almost all the properties of coal that may be necessary in the Commission's work are obtained using standard testing procedures carried out by the Commission's chemists, in laboratories located at the various power stations or at its Central Laboratories in Pyrmont. Where specialised analysis or testing is required, this is ordinarily undertaken on a commercial basis by outside bodies, expert in the particular field. The significance of the various properties of the coal for use in p.f. boilers is outlined and related to their proper application to boiler plant design and to plant operation.
