"The Stockman base metals project is situated in State Forest in the alpine area of East Gippsland, Victoria, adjacent to a National Park and within the headwaters of a major Ramsar-listed wetland catchment and the Murray-Darling River system. Site topography is steep, and elevated (650 m – 1200 m above sea level), and subject to circa 1 m annual rainfall, with occasional winter snowfall. The project consists of two volcanogenic massive sulfide (VMS) deposits to be mined by underground methods and treated in a 1.0 Mt/a central concentrator to produce copper and zinc concentrates for export over a ten year operational life. New resource projects are rare in Victoria. Recognising the sensitive setting, planning for the Stockman Project, which is now in the advanced permitting stage, has focused on balancing economic, environmental and social outcomes to ensure social licence to operate is secured and can be maintained. This has involved close attention to triple bottom line (TBL) risks and outcomes. Stockman has successfully gained State and Federal approvals via the Environmental Effects Statement process. The process of obtaining these approvals has required close attention to effective stakeholder involvement, and management of a lengthy and difficult approvals process, which is still to be finally concluded. This paper is a case study of the process of that permitting and the issues encountered to date. Key learnings from the experience have included: successful approvals require close attention to much more than just the project and its technical aspects and physical setting – effective stakeholder involvement and endorsement is critical the differing consultation requirements for local, regional and government stakeholders, to design and plan implementation of a project to meet TBL objectives, and to gain social licence to operate within the Victorian approvals process, the need for an effective lead government agency with policy authority dealing with material policy change requiring post-closure financial sureties estimating realistic permitting time and cost during the project evaluation phase. "After almost 100 years, since the first commercial application began in Australia, flotation has shown an extraordinary growth and nearly 2 billion tons of ore per year are presently treated by flotation processes. During this time flotation has promoted a wide scope of research activities ranging from fundamental chemistry and hydrodynamic studies to studies of industrial operations. In general, fundamental studies have been mainly related to ideal situations. In recent years, however, large efforts have been focusing on achieving a better insight into the actual sub-processes provided by the development of new and more sophisticated instrumentation. Since the massive incorporation of flotation columns, around 15 years ago, a renewed interest in flotation fundamental studies, process modelling and new cell designs have been observed worldwide. The key role of the froth has been recognized as an independent and sometimes rate limiting process step. Thus, separation of pulp and froth process stages seems the most appropriate in terms of process modelling, diagnostic, design and scale-up purposes.In relation to flotation equipment development, until the middle of the 1970’s, only the sub-aeration mechanical cells were dominant. Since the 1980’s, the use of pneumatic cells and forced air mechanical cells has emerged strongly. Also, in the last decade, flotation equipment has shown a dramatic increase in size, reaching values of 200m3 in unitary mechanical cells and more than 300m3 in columns. The general feeling, however, is that, despite the great advance observed in terms of process knowledge, the mechanisms and principles of industrial flotation cells design and scale-up are still not fully understood.Advances in process instrumentation and control now in use allow for more efficient operations, both in metallurgical performance and savings in operating costs."

Every oil well in the United States now must produce each day an average of four barrels of oil for war and combat jobs. More than fifty million gallons of gasoline, fuel oils, lubricants, and other petroleum products are now going directly to the fighting forces every day.

The mining industry is experiencing change in the governance of tailings facilities (TFs). Guidance and regulations across many jurisdictions contribute to this amorphous change. The Canadian Dam Association, Mining Association of Canada, Australian National Committee on Large Dams, and the Global Industry Standard on Tailings Management, produced by the International Council on Mining and Metals, are establishing guidelines for more rigorous industry governance. Evolving guidance regarding TFs is developing concurrently with a shortage of experienced tailings engineers, which adversely affects the resource base available to support new governance. This paper presents an updated semi-quantitative estimate of the impending resource shortage of qualified tailings professionals. Updates are provided herein for the estimated number of TFs worldwide, which included available data on active and inactive TFs, as well as the estimated labor resources required to service these facilities. The tailings labor shortage is discussed in the context of academic and professional training currently available to increase the quantity of trained personnel. This paper represents a discrete moment in time as contributions to the available information and inventories accessed continue to improve, but as of today are incomplete. However, the data and information included provide insight into the resource deficiencies currently within our profession, training and education opportunities to address those resource deficiencies, and a snapshot of a recent professional training course offered on mine tailings.

On Thursday, March 18, 1937, the country was shocked by news of a terrific explosion at the New London, Tex., school, which caused the death of 280 pupils avid 14 teachers. The explosion occurred at about 3:05 p.m. in the largest of the 11 school buildings on the campus. Fire 1 shows this building, marked "Main high school building", with respect to other buildings, pipe lines, oil wells, and gas lines or the property.

"Most of the minerals employed in Canadian refractory production are imported; in fact, most of the refractories consumed in Canada are imported. Whereas this situation is partly due to a definite shortage of suitable raw materials, e.g., fire clays, it is possible that the potential of certain mineral deposits which could be usefully exploited has not been recognized. There are exceptions, notably magnesite and dolomite, from which refractories are produced in Canada.In many cases, known mineral deposits are located either in inaccessible areas or in areas where transportation would be a major economic factor. This paper lists some minerals and their respective known deposits which could be employed in the production of refractories, irrespective of economics."

Current trends into mining iron ore have seen an increase in the exploitation of problematic orebodies that would typically be disregarded. These bulk materials cause problems within all facets of the material handling stream, from remains left in train wagons to transfer chute blockages, which can cause costly downtime to mining operations (Roberts, 1998). These problematic bulk materials are referred to as wet and sticky material (WSM) due to the adhesive and cohesive nature they possess. Their characteristics can be computationally expensive to model. With the development of discrete element modelling (DEM), in conjunction with advancement in computational power over the past decade, it is now more feasible to model WSMs into the DEM technique.This research will couple two different contact models that can represent the characteristics of a WSM. These models include the Simplified Johnson-Kendall-Roberts (SJKR) and the Easo liquid bridging contact models. The SJKR contact model is an expanded form of the classic Hertz model. This model includes the tensile forces that are in the contact zone between two bodies when they are separated, which the Hertz model failed to capture (Johnson, Kendall and Roberts, 1971). The Easo liquid bridging contact model accounts for the capillary effects and surface tension that will form between two bodies, such as that of a WSM (Soulié et al, 2006). Both of these models were coupled to give the best representation of a WSM, which was simulated using MoleculeX™ (Chen and Williams, 2017) as the software platform.Additionally, this research also investigated the adhesion of problematic iron ore samples onto impact plates under dynamic conditions. An experimental set-up consisting of an apron feeder and inclined impact plate was utilised, to gain an understanding of the way the material builds-up and the possible modes of failure that could be experienced. This was undertaken for different wall liner materials, wall liner angles and moisture contents of the iron ore samples. From this, a series of DEM calibration simulations were conducted on the experimental set-up and particle size distributions (PSD) of the iron ore samples. In 2003, Independence Group NL purchased the Long Shaft Nickel Mine complex (Long) in Kambalda, Western Australia. Lightning Nickel, the nickel operating arm of Independence Group, faced considerable challenges operating the mine, with the most significant challenge being able to prove that the remnant ore at Long and the associated orebodies could be mined safely and efficiently. Given the seismic history at Long, the magnitude of these challenges could not be underestimated. In an effort to achieve 100 per cent extraction of the flatter orebodies, traditional methods such as room and pillar were dismissed. A method consisting of transverse sills, butting into each other was proposed. To stop fill material from the first sill rilling into the adjoining sill, it was proposed to backfill the sills with pumped cement fill. The capital cost of the fill plant was estimated to be in excess of $1.5 million and the cost for cement alone was $1.0 million per annum. Shotcrete was already an extremely useful tool in dealing with the widely variable stress environment, but was to be used in an innovative manner that would enable the full extraction of a tabular section of the Victor South orebody. A layer of shotcrete, approximately 100 mm thick, was to be sprayed on the up dip wall of the initial development sill. The sill was to be backfilled with ænormalÆ development waste and ætoppedÆ with sand backfill. The next sill, ie slightly up dip and alongside, was to be mined along the shotcrete boundary wall. With respect to wall stability, the premise was that the shotcrete wall would stay in place and prevent the backfill (development waste and sand) from rilling into the adjoining development. It was also proposed that any breaches of the shotcrete wall would be repaired using shotcrete before substantial inflow of backfill into the ænewÆ development. This paper describes the development and implementation of this mining method, as well as some of the associated financial aspects.

THE object of this paper is to present the various facts that l1ave been revealed during lengthy investigations into the performance of all types of ropes on different hoisting installations. "A tunnel project poses many challenges; the operation of the Tunnel Boring Machine (TBM) being one of them. Mechanized tunneling is known as a safe and effective alternative to other methods in terms of schedule and cost; however, efficiency can be severely affected by a bad TBM selection and qualification and employment of inexperienced operators. The success of a mechanized tunneling project involves a comprehensive and interdisciplinary consideration of all contributing factors such as TBM technical specification and selection, TBM design and procurement including ancillary equipment and tunnel linings. The tunnel equipment selection along with the operation can make or break the project. The objective of this paper is to address the importance of the skills and qualifications of the TBM crew with particularity to the TBM Operator. The study includes the Owner and Consultant involvement in the selection and pre-qualification of the TBM crew and specifically the TBM operator as well as the role of Contractor and TBM manufacturer in TBM operator training. This paper also analyzes the possibility of issuing a TBM operator certification, and discusses the benefits and significance of periodic training and certification programs. INTRODUCTION Training in the tunneling industry is not a new topic. The industry continues to evolve and become more complex with technology advances and expansion of mechanical tunnelling to mechanized shaft construction, large diameter drilling and mining industry applications. The need for professionals trained to operate mechanized tunnelling equipment is ever increasing, while there is a significant number of veterans who will be ageing out in the next 5 years. Consequently attracting young professional is a very important aspect of sustaining a qualified pool of professionals. For any given tunnel project, the owner and the engineer spend up to several years, studying the ground conditions during preliminary and final design. Post contract award the contractor spend additional months studying the ground again to develop the optimum means and methods for construction. All this time and money spent at the beginning of the project has the purpose of developing the optimum tunnel design, assessing the risk associated and implementing mitigation measures to reduce risks to acceptable levels. Following the tunnel design process, sophisticated TBMs are being specified and sourced to ensure the best tool for the job. The question raises here: Are there available experienced/trained professionals capable of operating these sophisticated machines?"

The so called Bublon®-process is an innovative process for the controlled expansion of volcanic glasses such as Perlite and for thermal treatment of other minerals. In this manner, functional light fillers with astonishingly altered physical properties can be manufactured. In contrast to conventional Perlite expanding processes no fossil fuels are burned in order to achieve the expansion. Instead, the feed material is heated electrically mainly by radiation based on heat transfer from heating elements. The main advantage is the better controllability of the production process. Therefore, the heating elements are segmented along the flow of the particles, hence in direction of the ongoing expansion. Overheating of the particles, which ultimately leads to the destruction of the particle surfaces and consequently decreasing the quality of the expansion product, can be reduced significantly. Due to flow characteristics and settling behaviors of fines the lower particle size limit of the feed in this process is restricted to not less than 100 µm. Otherwise process instabilities are to be expected. Manufacturing industry demands light and fine hollow microspheres. Therefore, a proven cooperation between Montanuniversität Leoben and Bublon GmbH was formed to develop a new process called ‘Bublite’. This issue was addressed by changing the conveying principle into a pneumatically conveying system transporting particles from the bottom to the top of the kiln by the means of a drag flow. This approach makes it possible to handle the difficult flow patterns in the kiln and to control the retention time of the particles in the heat transfer zone. As a result, it is now possible to expand very fine Perlite particles into a high quality functional lightweight filler with a glazed-closed surface. The dependence of the polymer industry on importing this kind of fillers from overseas can be reduced by producing it close to sites of demand. Also the Perlite mining and processing companies benefit from this technology because the mine lifespan and the output of the processing plant can be increased.

"Sherritt Gordon Mines Limited utilizes pressure hydro-metallurgical techniques to recover nickel, copper and cobalt from su1phidic concentrates, mattes and various other metal-bearing materials.A brief description of the nickel refinery operation is given. In the nickel refinery process, an ammonia pressure leach is employed to treat the feed materials to dissolve the non-ferrous metals as their respective ammine complexes. The resulting leach solution goes through a series of steps which removes copper as copper sulphide and further purifies the solution prior to nickel precipitation by hydrogen reduction. The reduction end solution, containing the cobalt which was originally present in the leach solution as well as residual nickel, is treated with hydrogen sulphide. The resulting nickel-cobalt sulphide precipitate feeds the soluble cobaltic ammine process, which separates the nickel and cobalt and recovers the cobalt as a pure powder.A detailed description of the cobalt recovery process is given. Included are the various steps, comprising: acid leaching of the mixed sulphides, solution purification, ammine complex formation and cobaltous oxidation, two-stage nickel precipitation, cobalt conversion and reduction. A brief description of cobalt powder handling is included, along with typical physical properties and chemical analyses of the cobalt product. In general, the purpose of this paper is to describe the present plant practices employed in the recovery of cobalt as a by-product of the nickel refinery operations."

The influence of niobium addition and very low temperature (`cool') deformation on the microstructure and properties of low carbon microalloyed steels was investigated. In this work, the specimens were heated at 1200°C and held at this temperature for 20 minutes. Some specimens were aged at 400°C for times ranging from 10 minutes to 10 hours followed by air-cooling. Others were subjected to deformation at 400°C (`cool deformation') prior to aging. It was observed that the proportion of acicular ferrite was increased as the amount of Nb was increased. It was found that cool deformation increased both yield and tensile strengths significantly compared to that of the aged only specimens.

Present-day interest in the question of "dirty steel" has arisen primarily from the increasingly rigid specifications on various grades of steel and from the growing conviction that non-metallic inclusions are the source of many of the difficulties in meeting these specifications. The importance of inclusions has unquestionably been over-emphasized in many cases, but on the other hand many unpublished instances could be recorded where all evidence pointed to inclusions as the primary cause for the failure of steel in rolling or in service. The solution of the problem of dirty steel is not a matter of a few years. There are almost numberless types of inclusions. They segregate in steel ingots in an entirely different manner from other impurities, and, at best, only a start has been made in developing correct analytical methods for their determination. Most of the writers in the field have expressed opinions rather than given facts, and so many variables enter into the manufacture of steel that a study of plant conditions is difficult unless definite facts on certain phases of the inclusion problem are available. This statement is not intended to convey the idea that little work has been done on this problem. On the other hand, the number of investigations has been large, but in most cases too many variables have been present to allow definite conclusions to be drawn. In the body of the text, reference to previous investigations is made at suitable points. Rather than burden the reader with a lengthy review of the literature on the general subject of inclusions, reference to the particular works pertinent to the subject matter of the bulletin has been discussed. During the search for deposits of soluble potash salts in the United States, carried on by the United States Geological Survey, much infor- mation was collected on the salt resources and industry of the United States. The more important features of the information thus gath- ered, compiled, and digested may be classified under five headings, as follows: 1. Geology of the salt deposits of the United States. 2. Theories relating to the origin and formation of salt deposits. 3. Chemical composition of saline materials in the United States, principally rock salt and natural and artificial brines. 4. Statistics of salt production in the United States. 5. Technology of salt production. The first four items are not discussed in this report, but their treatment will comprise a separate report published by the Geologi- cal Survey, which will supplement this report, relating to salt- making processes, and will describe comprehensively the salt resources of the United States. Persons desiring a copy of that report should apply to the Director of the United States Geological Survey, Wash- ington, D. C. In addition to the discussion of processes, this report gives a brief description of the more important sources of salt in the United States. This description has been abstracted from the much length- ier description contained in the report to be published by the Geo- logical Survey.

The challenge of managing geological uncertainty in mine planning is central to optimizing resource extraction while minimizing risks and costs. This paper introduces a novel approach to coal mine planning by integrating chance-constrained programming to address the uncertainty inherent in mining operations. The main takeaway from this work is the demonstration that focusing on reducing the variance of high-quality coal blocks, rather than low-quality ones, can lead to better blending outcomes, higher profitability and more efficient resource utilization. The study presents a case study of a coal mining operation, using chance-constrained programming to manage the uncertainty surrounding coal property predictions, specifically the predicted coke strength after reaction (CSR).

IN 1942 the Bureau of Mines began to develop the Kroll process for use in the large-scale production of titanium. Titanium and titanium alloys are now commercial metals. These metals are relatively expensive, but It is now evident that they will have important industrial uses and that in many instances these will be related to their remarkable corrosion resistance. This bulletin presents the known corrosion properties of titanium and its alloys in useful form. In marine environments titanium is highly resistant to corrosion and does not pit, or undergo crevice corrosion, stress corrosion, or corrosion fatigue. Titanium is also highly resistant in many salt solutions, including most chlorides. It is very resistant to corrosion in nitric acid solutions. It is also resistant to white fuming nitric acid. However, it may react violently with red fuming nitric acid. In phosphoric acid solutions titanium has rela¬tively good resistance to corrosion, but it has less resistance to sulfuric acid and still less to hydrochloric acid solutions. Titanium corrodes very rapidly in hydrofluoric acid Solutions. It is very resistant to corrosion in many organic chemicals. However, it has only moderate resistance to formic acid solutions and poor resistance inn oxalic acid solutions. Titanium does not corrode in dichloroaretic acid but, corrodes rapidly in 100 percent trichloroacetic acid at 100° C. Titanium is resistant to barium, calcium, magnesium, ammonium, and sodium hydroxides. Titanium is inert in wet chlorine, bromine, or iodine gases. However, in dry chlorine gas titanium reacts rapidly enough to ignite. It also reacts rapidly with dry bromine gas, but, it is resistant to dry iodine gas. When titanium is exposed to red fuming nitric acid solutions with high nitrogen dioxide content and low water content, it corrodes, undergoes stress-corrosion cracking, and becomes pyrophoric. This occurs more readily with some titanium alleys, such as titanium-8 percent manganese. A fresh titanium surface immersed in water or in an aqueous solution and in contact with an oxygen-rich atmosphere under sufficientt pressure is unstable and will ignite spontaneously. Inherently an active metal, titanium has a tendency to become less active in environments containing oxidizing agents such as air, oxygen, chlorine, or ferric, cupric, or platinic ions. Titanium is more noble than most structural metals in roost, environments and its excellent corrosion resistance is generally not, affected by contact with these metals. However, some of the other metals corrode faster because of contact with titanium. Titanium undergoes anodic polarization readily, so that even when it is the less noble member of a galvanic couple it may corrode less because of the contact. Titanium alloys often have corrosion properties and electrochemical characteristics similar to those of commercially pure titanium. Titanium alloys containing noble metals, zirconium, molybdenum, vanadium, tantalum, or copper sometimes have better corrosion resistance than pure titanium.

A specially built "hard" tensile machine with characteristics permitting the precise detertnination of the drop of the load at the yield point has been used to study the magnitude of the yield-point phenotnenon in prestrained martensitic 4340 steel. A new phenonzenon, the appearance of a secondary yield point, has been observed by holding the specimen at constant strain in the plastic region. Furthermore, it has been found that a series of yield-point drops could be introduced by successive constant strain holds in the plastic region. The isothermal kinetics of the development of the secondary yielding point lave been studied at four temperatures: 24° 0° -18°, and -79°C. From the results of the kinetic investigation, equations for the In a previous investigation1 it was shown that, contrary to generally held opinion, steels of medium carbon content, such as 4340, 4140, and 86B30, in the as-quenched martensitic condition, can be cold-drawn through a die with reductions in area of up to 10 pct without cracking. Tensile specimens of 4340 machined from bars quenched and prestrained in this manner exhibited tensile strengths of about 400,000 psi coupled with 30 pct reductions in area. In addition, it was found that each sample of such steels exhibited a yield point in the quenched, cold-drawn condition. Since these studies were conducted on a commercial hydraulic testing machine of a type which is not well-suited to detailed study of yield-point behavior, it was decided to study this phenomenon more thoroughly on a rigid straining machine. In this new investigation, use of such a "hard" machine not only allowed study of the magnitude of the yield-point drop but also revealed a new phenomenon—secondary yielding of the martensite introduced by stopping crosshead motion after plastic deformation of the sample had begun. The present paper is a report of these findings. MATERIALS AND PROCESSING The material used was a commercial 4340 steel of the composition shown below: 0.41 0.80 0.013 0.019 0.31 0.85 1.76 0.28 1 0.42 0.77 0.015 0.024 0.30 0.84 1.69 0.28 0.08 2 1 = Ladle analysis. 2 = Laboratory analysis. Bars of this steel were processed in the following way: 1) machined to predetermined diameters; 2) austenitized at 870°C for 1 1/2 hr; 3) oil-quenched; 4) cooled to -115°C for 1/2 hr; onset and increase in magnitude of the secondary yielding in this temperature region have been found to fit the relationship ?Ys = Atn where ?Ys is the magnitude of the secondary yield Point in psi, t is the time in seconds, and A and n are parameter characteris-tics of the material. Although the occurrence of the primary and secondary yield points could be rationalized qualitatively on the basis of stress-induced ordering of carbon atoms in the stress fields of dislocations, as postulated in an earlier paper, the kinetics of the secondary-yield-point development were interpreted to indicate that the ordering involves more than just single jumps of carbon atoms from high-energy to neighboring low-energy sites. 5) pickled and lime-coated; 6) drawn through a carbide die. The predetermined diameters were chosen so that drawing through the same die gave the various reductions desired. Tensile specimens of 0.252 in. diam with a 1 1/4 in. gage length were then prepared from the drawn bars and tested. In order to study the stress-strain behavior at the yield point in detail, a rigid tensile machine with a high spring constant was constructed. Columns of large cross section (relative to the specimen cross section) constituted the machine frame. A dc motor was used to drive a screw via a gear reducing train and a "crane" thrust bearing. In this relatively simple device small deformations could be observed un-blurred by the slow response and lower spring constant inherent in hydraulic machines.' A strain-gage dynamometer permitted load changes as small as 8 lb to be read. RESULTS Tensile test samples machined from bars in the as-quenched condition with no subsequent drawing and samples from bars with 3.8 pct reduction after quenching gave stress-strain curves typified by those shown in Figs. I and 2. The time lapse between predrawing and tensile testing varied but usually ranged between 3 to 6 days at room temperature. The strain rate during testing was 0.003 in. per in. per min. The as-quenched curve is seen to have a broad serrated maximum whereas the stress on the specimen prestrained 3.8 pct rose linearly to point A, Fig. 2, fell abruptly to B, and then gradually to C. The abrupt drop to B was accompanied by evidence of incipient necking. The drop of the stress at the yield point in the prestrained samples (A to B in Fig. 2) changed with the percent prestrain, as illustrated on Fig. 3. Although the tensile strength increased continuously with the amount of previous cold drawing, the magnitude of the yield point drop first increased—up to about 6 pct prior reduction—and then decreased. Specimens from bars predrawn more than 8 pct broke in a brittle fashion in the elastic portion of the stress-strain curve.
