This paper outlines the steps that are being taken to close the gap between training and industry and indicates areas in which more work needs to be done. Although based on experience in the Maritime Provinces, it is applicable to industrial and educational studies across the length and breadth of Canada.

The value of processed materials of mineral origin was estimated to have exceeded $310 billion in 1990. U.S. raw nonfuel minerals mine production in 1990 was estimated at $33 billion, a 3.1 % increase over that of 1989. The value of minerals production increased in all but 3 of the last 30 years. The metals component of production value has fluctuated much more than the industrial minerals component. This reflects the greater volatility of metal prices. In 1990, total employment in metal mining continued the increase that began in 1987. This growth was partially offset by a slight decline in employment in industrial mineral mining, resulting in an overall in-crease of 1.1 % to 179,100 in 1990. Continuing high (by historical standards) metal prices led to expansions at some mines, as well as opening or reopening of additional mines, resulting in increased employment.

A field experiment was performed in a production unit of an operating copper room and pillar mine to compare the support capabilities provided by resin and mechanical roof bolts. Resin and mechanical roof bolts were alternately installed in eight intersections in a single entry. Rock mechanics instrumentation was installed to measure roof sag, bed separation, convergence, bolt pullout, torque, and strain. Bolt cost and installation time are included. Two analyses of the test were made. The analysis of the rock mechanics data showed there was no definite difference between the two bolting systems. From a broader analysis on a mine-wide basis it was concluded that resin bolts gave better support. A critical view of the experiment is given in the appendix.

INTRODUCTION Preparation of this article, at the request of the Committee on papers, has been undertaken in the hope that it may stir up helpful discussion and constructive criticism. The Canadian mining industry is in the dumps and there is no use trying to deny the fact; nor does it help to say that other industries are in as bad or a worse condition. Let us face the situation honestly and see just how serious it is. The entire financial and industrial world is in a state of depression. The gravity of the case is no doubt exaggerated by contrast with the wave of optimism and false prosperity which pre-ceded it. The prevailing gloom and pessimism are just as irrational as was the former super-optimism. As far as we mining engineers are concerned, the causes are quite beyond our control, and it is the effect upon our own industry which interests us most. This effect is an accumulation of mineral products with consequent depression in price to a point where profits have almost, if not quite, disappeared. Whether this accumulation of stocks is the result of over-production or under-consumption is difficult to say, but it would seem likely that there is a combination of the two. The introduction of selective flotation has brought about a large increase in the production of zinc, a moderate increase in the production of lead, and a comparatively small increase in copper. It has turned relatively small mines into great producers, as in the case of the Sullivan, revived expiring mines like La Cananea, and brought-in new ones like Flin Flon

The austenitic and ferritic stainless steels do not undergo any phase transformation that induces very fine grains in the product through thermomechanical processing as practiced in most other steels. Considerable grain refinement can be achieved by intense multistage deformation descending through warm to cold working; notably multi-axial forging of bulk material can attain high strains with diminished risk of cracking. Hot working to improve ductility yields finer grain sizes as the T is reduced and strain rate E raised; increased strain has limited effect due to the steady state regime. Ferritic steels develop subgrains with size diminishing as E rises and T falls with the advantage of retained strain hardening; recrystallization delivers grains several times the cell size. In austenitic steels, dynamic recrystallization (DRX) provides finer grains at higher E and lower T with a lower limit due to intergranular cracking. The DRX grains contain a strengthening substructure that can easily be retained by quenching; if static recrystallization is allowed to occur the grain size rises markedly. Multistage rolling with diminishing T is able to provide grain refinement to the same degree as straining at the finishing T yet provides better ductility. grains on recrystallization. As a result of the strain induced transformation to martensite, small subzero deformations of austenitic or duplex steels produce very high dislocation densities that yield marked grain refinement when they revert upon reheating.

In the grand scheme of things, the 9.5-t (21,000-lb) shipment of molybdenum concentrate that left Freeport-McMoRan?s Climax Mine site on May 10, 2012 was not unlike the thousands of others that have been hauled away from the site during the last century, except for the fact that this shipment marked the official rebirth of one of America?s greatest mines. For nearly two decades, 17 years to be exact, there was no production from the mine that was once the largest underground mine in the world and was so important to the Allies? effort during World War II that it was assigned the highest priority of any mine in the United States by the War Production Board. The economic recession in 1980 put an end to the mine?s success, and the Great Recession of 2008 nearly derailed the mine again. But, like the nearby town of Leadville, CO, the mine survived thanks to an investment of more than $700 million by Climax Molybdenum Co., a Freeport-McMoRan company, to bring the Climax Mine back into production.

This report presents the results of analytical studies made on two series of oil-shale samples from the Mahogany ledge of the Green River mine the character of the various grades of oil shale that are being mined and processed into shale oil and refined products at the Bureau of Mines Oil-Shale Demonstration Plant at Rifle, Colo. The analytical work was part of a synthetic liquid fuels program being conducted at the Petroleum and Oil-Shale Experiment Station, Laramie, Wyo. The 16 oil shales ranG6d in color from a gray brown ( or a sample that assayed 10.5 gallons of oil per ton to a very dark brown for a sample that assayed 75.0 gallons of oil per ton. In general, the samples were similar as to the types of organic and inorganic matter that they contained but varied widely in the amounts or these constituents. The principal constituents were calcite, dolomite, illite, and yellow organic material, while the minor constituents were quartz, feldspar and plagioclase feldspar, pyrite, marcasite, analcite, opal, black organic material, and small woody fragments. Some micro-fossils, spores and pollen grains were found also.

In addition, the stakeholder expectations are growing along with challenges associated with highly complex mine permitting processes and changing demographics of mining jurisdictions. The dynamic metals market adds to these challenges impacting the long term development and sustainability of mining projects.These challenges are compelling mining companies to look at various innovations with an integrated approach focusing on meeting the needs of various stakeholders. Mining companies are slowly tapping into some successful concepts that have transformed other industries such as manufacturing, chemical, pharmaceuticals along with oil and gas.This paper provides an overview of various innovations and technology developments in mineral processing that have shaped the current mining industry. A glimpse of the present and future challenges in mining is also presented. An integrated approach to problem solving involving various stakeholders is gaining momentum and this has been reflected in this paper. Various developments that are being pursed in mineral processing focusing on a change in the existing mining paradigm are also presented in this paper.INTRODUCTIONAs mining is evolving, so are the challenges associated with mining. A test series of small, precisely-controlled and thoroughly-monitored production blasts was conducted at two quarries. In each series, all variables except delay were kept constant, as much as practically possible. The first aim of the study was to determine the effect of local geology on ground vibration. The second aim was to test several hypotheses relating the effect of millisecond delay intervals to fragmentation and ground vibration. A resonant frequency of ground vibration was shown to be related to the thickness of the overburden, in accord with a model proposed by Gupta (1961). Since the overburden geology creating this resonant vibration cannot usually be changed, two methods were tested to choose delays such that blast vibrations would destructively interfere. These were shown to be effective in modifying both the peak particle velocity and response spectra of ground vibration. The delay interval chosen also affects fragmentation, primarily in massive rock, with an optimum relief between holes of 2 ms/ft. Strain gage records indicate a possible mechanism consistent with this information.

"In the last few decades, microwave energy has been widely employed in food processing, rubber and plastics curing, and in ceramic sintering. Recently, the application of micro waves as an energy source in extractive metallurgy has received considerable attention from a number of researchers. During the period from the mid-1960s to about 1988, the majority of the research was focussed on the behaviour of materials in microwave radiation. These research activities will continue to be important, since fundamental data on the interaction of microwaves with materials are vital for the successful application of the technology. Since1990, a number of potential applications of microwave processing have been investigated.These include: pretreatment of ores and concentrates, leaching, reduction, preheating of refractories, heating of slags and waste treatment. In this paper, the interaction of micro -waves with materials of interest in extractive metallurgy are reviewed and potential applications are discussed.IntroductionMicrowaves were first used in 1946 for the heating of materials, shortly after radar equipment was invented during the second world war. It was evident that microwaves were very effective for heating water and the technology was quickly adopted for drying and cooking. Since the introduction of the first microwave oven by Raytheon in 1952, many millions of domestic microwave ovens have been sold annually (National Research Council,1994; Atomic Energy of Canada and Voss Associates Engineering, 1990).In extractive metallurgy, microwaves are in the early stages of development (National Research Council, 1994; Atomic Energy of Canada and Voss Associates, 1990; McGill and Walkiewicz, 1987; Bradhurst and Worner, 1990;Peng et al., 1993). However, there are several reasons for the growing interest in the use of this technology in the field of metals extraction. These include the following potential advantages of microwaves: (1) rapid and selective heating of materials; (2) reactions can be catalyzed because the heating occurs on a molecular or atomic level; (3) clean and controllable energy source; (4) the gas volume is reduced and the atmosphere can be controlled as there are no gaseous combustion products; (5) the material is heated internally in comparison to external heating with conventional methods; (6)the temperature of the refractory can be minimized; and (7) the working environment is improved."

To aid in winning the recent world war, the Bureau of Mines conducted a National Fuel Efficiency Program, directed to commercial plants throughout the Nation, to save greatly needed fuel, a basic resource vital to industrial production. In planning this program it was realized that to accomplish a satisfactory reduction in fuel consumption in any plant, it would be necessary to reach, enthuse, and usually educate to some extent the actual operators of the various types of plant equipment. A major part of the programs consisted, therefore, of visits to plants and work with the operators, including a review with them of their operating conditions and of educational and guiding literature pertinent to the operating problems involved. Through a Nation-wide organization, local volunteer engineers served in making visits to local plants. Each cooperating plant appointed an employee as the "waste chaser," who headed the work of saving fuel in that plant. The educational literature was designed to interest the operator, as well as serve as a guide in eliminating waste of fuel. Volumes have been written on many subjects relating to the saving of fuel. Writings of the treatise type contain considerable good information but do not have wide appeal and probably will be read only by a few studious operators. The problem is not one of getting clown on paper everything that the experts know and would like to have the operator know, but rather to write something that will actually interest the operator and stimulate him to action. Past experience led to the adoption, therefore, of the "quiz-sheet" type of writing, using a quiz sheet of not more than two pages for any principal item. The results obtained during the National Fuel Efficiency Program in many types of plants further demonstrated that the short quiz sheet is satisfactorily appropriate and does accomplish results. "The Alpha Foundation for the Improvement of Mine Safety and Health, Inc. (Foundation) was established as part of a Non-Prosecution Agreement (Agreement) entered in December 2011 by the United States Attorney's Office for the Southern District of West Virginia, the United States Department of Justice and Alpha Natural Resources, Inc. (""Alpha"") and Alpha Appalachia Holdings, Inc. This Agreement was related to the explosion at Upper Big Branch Mine, an underground coal mine owned by Performance Coal Company, a former affiliate of Massey Energy Company, which Alpha acquired in June 2011. Pursuant to that agreement, Alpha agreed to establish a trust to fund projects designed to improve mine health and safety by providing $48,000,000 into the trust. The mission and vision of the Foundation are as follows:Mission: To improve mine health and safety through funding research and development projects by qualified academic institutions and other not-for-profit organizations.Vision: To enable miners in the future to be free of work-related injury or disease by the implementation of the results of the projects funded by the Foundation and undertaken by the best researchers from any discipline that can contribute.The focus of the research effort is not limited to coal mine explosion prevention, and in fact encompasses the entire spectrum of health and safety, addressing issues in both underground and surface mining operations in all mining sectors. Four major focus areas are identified (see Figure 1): 1) Health and Safety Interventions; 2) Mine Escape, Rescue, and Training; 3) Safety and Health Management and Training; and 4) Injury and Disease Exposure and Risk Factors.The Foundation is seeking to expand the knowledge base of mining safety and health information that can lead to resolving complex mining problems. To that end, the projects funded by this effort are designed to provide a spectrum of knowledge potentially encompassing the following:• Surveillance data - Collect and analyze surveillance data that better documents the prevalence and trends of occupational safety and health across the mining industry."

It is with great pleasure that we announce the availability of this fourth issue of the IPMI Journal, a publication of the International Precious Metals Educational and Scientific Foundation. This digital peer reviewed publication has been created as a vehicle for the sharing of technical information related to the science and technology of precious metals. Since 1976, the International Precious Metals Institute has championed the exchange of information of critical importance to the precious metals scientific and commercial communities through its various communications vehicles. This has included instructional videos, annual conference symposia, special topic committee meetings, regional seminars, and professional and student achievement awards. Due to the breadth of important topics related to all aspects of precious metals, it has been the vision of the IPMI to provide a publication available to the general public that would become a key source of pertinent topics containing high quality publications by experts in their fields of study. Historically, the IPMI has attracted world renowned experts in many fields (including Nobel Laureates Henry Taube, Ei-ishi Negishi, Robert Grubs, Professor Ben Feringa, and David MacMillan) in the dissemination of discoveries, inventions, and industry proven practices. Such information has a total value greater than the sum of its parts as seemingly unrelated innovations from distinct focus areas can be adapted to solve problems. Because of this important characteristic of information exchange, we have decided to create a digital journal, available to the general public, that will not only communicate state of the art discoveries and sound practices, but will also review historical communications from the IPMI’s archives that have value and use even in today’s environment. On behalf of the members and leaders of the IPMI, we hope you will find value in this new publication.

It is probably safe to say that, as the economic well-being of the mining industry goes, so goes the fortunes of mineral explorationists. And in 1977 the industry was not well at all. The year-long depression of the copper industry, marked by layoffs, temporary shutdowns, and mine closures, provided an appropriate background for the collapse of the nickel market, passage of a surface mining law that will affect the hard-rock industry in ways that are yet unclear, and the threat of operating under a new set of rules brought on by reform of the Mining Law of 1872.

This paper is one of a series dealing with mining problems and summarizing the data contained in the Information Circulars on individual mines that have been prepared by the managers or superintendents and published by the Bureau of Mines. The purpose of this paper is to present the problems encountered in the development of an efficient mine organization and to show the means used by certain mining companies in promoting efficiency. There is also a discussion of the advantages and disadvantages of the various systems of paying and handling labor and a description of their application at the individual mines.

"This paper presents the final wall blasting practices at Eldorado Kisladag Gold Mine in Turkey. Benchmark and improved wall control designs were explained in detail. Kisladag Mine has been implementing a high quality slope stability program on-site. The quality of pit walls is generally considered excellent, with very few wall failures being evident and with presplit hole barrels prominent in most areas of the pit. However, a minor scale slope failure occurred recently at the north-east section the pit. A project was initiated to diagnose the cause of the crest loss and evaluate ways to limit its effect on final walls. Final wall blasting practices and geotechnical designs were evaluated. The work presented in this paper showed that changes to the blasting and geotechnical parameters are required atthe north-east section of the pit. Geotechnical design changes were 10 m bench heights with 70 ° slope face angle at that specific area. Having implemented several geotechnical and blast design changes (elimination of the subdrill for the catch bench, appropriate primer location, more favorable blast tie-up and delays), the crest loss was minimized significantly (<1.5 m) (<5 ft)."

"INTRODUCTION The Bureau of Mines was established in the public interest to conduct inquiries and scientific and technologic investigations concerning mining and the preparation, treatment, and utilization of mining substances; to promote health and safety in the mineral industries; to conserve material resources and prevent their waste; to further economic development; to increase efficiency in the mining, metallurgical, quarrying, and other mineral industries; and to inquire into the economic conditions affecting those industries. The organic act of the Bureau, as amended by Congress and approved February 25, 1913, made it the province and duty of the Bureau to ""disseminate information concerning these subjects in such manner as will best carry out the purposes of this Act.""In accordance with this directive, the Bureau reports the findings of its research and investigations in its own series of publications and also in articles that appear in scientific, technical, and trade journals; in proceedings of conventions and seminars; in reference books; and in other non Bureau publications. The number of these reports, the wide range of subjects they cover, and the variety of mediums in which they appear make the kind of list and index presented in this special publication both necessary and valuable. Electronic waste (e-waste) is a collective name given to discarded electronic devices such as Television, Cellular Phones and Personal Computers. Among the heterogeneous metals present in the e-waste are the base metals: copper, aluminium, nickel, tin, zinc, iron and precious metals: gold, silver, palladium, platinum apart from several hazardous and halogens metals. Hence there is a need to recover these metals from electronic scrap by recycling and then re-use, which can meet large amount of metals demand. Hydrometallurgical processing was employed for the recovery of metals from television printed circuit board (TV PCB). Different lixiviants such as hydrochloric acid, Sulphuric acid, and nitric acid were used to understand the dissolution behavior of copper, iron and lead present in the TV PCB. Effect of increasing concentration of nitric acid was also studied. Selective recovery of tin over 95% in the form of tin oxide was precipitated. The precipitated tin oxide was identified by X-ray diffraction technique. Tin oxide of purity more than 99.9% was obtained.

"ALTHOUGH Canadian metallurgists have long been active in research, the scope of the work was somewhat limited until the be-ginning -of World War II. The rapid industrial development of Canada during the past ten years has been accompanied by .a similar upsurge in research. However, the wide geographical distribution of the research centres has made it difficult for the individual research workers to meet together and to exchange ideas or even to learn what projects .are being investigated or the nature and extent of the facilities available for work of this kind.The purpose of the present symposium is to assemble data relating to projects under investigation and the facilities employed at the various metallurgical research laboratories in Canada, thus providing some measure of correlation so that workers in different locations may learn what kind of work •is being .done at other points throughout the country.In reporting the symposium it has not been possible to reproduce the papers in full, but excerpts have been selected that give the essentia1 data."

On November 9, the Reynolds Metals Company cut production by 12 at its primary aluminum smelters at Troutdale, Oreg., and Longview, Wash., as a result of an earlier 25% power cutback by the Bonneville Power Administration due to lower than normal stream flow in September, the Aluminum Company of America had closed one potline at its Vancouver smelter because of the power cutback. Nearly 700 union workers at Anaconda Aluminum Company&apos;s primary aluminum smelter at Sebree, Ky., walked off the job when their contract expired or, November 15, after rejecting a proposed 3-year contract. The smelter has an annual capacity of 180,000 tons mid accounts for 50% of Anaconda&apos;s aluminum production. No talks are scheduled.
