Once exploration is complete, "winning" of the ore can be viewed as fundamentally a bulk handling proposition. Whether it is to strip, break, size, extract, load, haul, or even process, the success of each of these phases will depend upon how effectively one can utilize-the methods and tools that are available in bulk handling. Since as much as 30 to 60% of the total delivered price of raw materials can be attributed to handling and shipping (ref. 1), this expenditure may spell the success or failure of an entire mining venture. In fact, it has become increasingly evident that handling and shipping are so intimately associated with mining that only when they are duly considered throughout the mine-to -smelter master plan as an integral part of a total system can an optimum operation be expected and the most economical ton of ore obtained, this total systems approach should not only take in handling and haulage in and out of the mine, but also storage and transfer at the terminals (ref. 2,3,t), including ship and barge loading and unloading which are likewise a major consideration (ref. 5). Much has been developed during the past century in bulk handling, particularly in its expanding use in the mining industry. In view of the major role bulk handling has played and will continue to play in mining, in commemorating AIME's centennial, this paper will attempt to outline the state-of-the-art at this three-quarter point of the 20th century - one that is marked by its industrial revolution and rapidly accelerating technological advances. Bulk handling systems Although many developments in bulk handling are worth noting. The most significant during the past three-quarters of a century are: the total systems approach to solving problems, automation, the increase in speed and capacity.

In 1985 the Pittsburgh Energy Technology Center (PETC) of the U.S. Department of Energy (DOE) conducted a study to evaluate the emerging selective agglomeration processes (Killmeyer, 1985). This paper covers a recent similar study evaluating an associated technology, the emerging advanced froth flotation processes. This study has goals similar to those of the 1985 study: to evaluate the emerging froth flotation technologies collectively and determine how far they have progressed in their ability to clean ultrafine coal, and to assess the differences among the participants. The major concern again in this study was not the level of development, nor the economics of each individual process but only the current technical performance.

An engineering endeavor involves the creation of an expansive, environmentally conscious reinforced sloped MSE wall system. The objective is to enlarge a flat mining work area. Situated in southern Arizona, this mine is dedicated to extracting essential resources such as Manganese, zinc, silver, and lead, crucial for advancing clean and renewable energy initiatives. The project necessitates the implementation of a Mechanically Stabilized Earth retention system. This system aims to both expand the mine’s working area and facilitate access to underground tunnels. The expansion pad must be robust enough to endure the substantial loads exerted by heavy mining machinery. The wall’s reinforcement components are strategically designed to counteract the challenges posed by aggressive soil conditions with low resistivity. Furthermore, they must be resilient against potential damage during installation. The system’s ease of transportation is crucial due to challenging access conditions, and its design must allow for efficient drainage. A significant consideration is the integration of a face system that fosters vegetation growth and seamlessly merges with the existing flora of the area. In addition, plans include the construction of an access road downslope from the wall. The chosen solution involves a reinforced sloped system with a 70-degree incline. The wall’s surface is adorned with an erosion control mat, intended to promote the proliferation of vegetation. For added durability, the wire basket units are equipped with galvanized wire featuring a polymer coating. High tensile strip bonded geogrids, featuring a robust polyester core, provide essential reinforcement. The completed wall is an impressive feat, spanning 1500 feet in length and soaring to a height of 45 feet. It stands as a testament to innovative engineering in harmony with environmental and functional considerations.

As you know, NIOSH is the part of the United States Public Health Service with responsibility for conducting and supporting research leading to prevention and control of occupational diseases and injuries. Some years ago, NIOSH went through a process of identifying and leading occupational health and safety problems in the United States. Candidate problems were evaluated in terms of the number of people affected, the importance of the effects, and how amenable the conditions are to preventive interventions. Lung diseases were ranked first on the resulting list. Diseases from mining continue to contribute substantially to this unfortunate position of prominence. The work of the Generic Center is one of many answers to this critical problem. Although the research is often expressed in terms of dust characterization or dust control, the reality is that high dust levels are much like high blood pressure. No one cares about hypertension per se. We are concerned about the consequences of exposure to untreated high blood pressure--heart disease, kidney disease, and stroke. Similarly, if dusts were truly only a nuisance, there would be little justification for the diverse research program supported by the Bureau of Mines or by NIOSH. But mineral dusts do cause a range of significant health problems: pneumoconiosis, bronchitis, and emphysema. The research supported by the Center is aimed at doing something about them. Within a public health approach to occupational health, we have a hierarchy of interventions. Primary prevention of problems is prevention at the source: solving a problem before it affects a worker. What we call secondary prevention is an attempt to identify health problems at a sufficiently early stage that some intervention will interrupt the disease process or the development of significant impairment. Tertiary prevention refers to rehabilitation of the worker who has already suffered significant loss of function. At NIOSH, and in the Generic Center research programs, the focus is on primary prevention. Basic investigations into those things about specific dusts that promote or reduce toxicity is critical for our understanding of how to prevent disease. Also, the search for engineering solutions to reduce or control dust generation is essential to solving problems of dust over-exposure. But until the engineers create the foolproof safe environment, it will also be necessary to discover better ways to identify the earliest markers of disease. To do this, we must explore and explicate the basic mechanisms of disease through laboratory investigations as well as human observation and physiologic testing. The unique opportunity provided by the Generic Center program and highlighted in this diverse program over the next few days is that these efforts are being carried out in multiple disciplines concurrently. Also, there are periodic small and large gatherings such as this one where investigators have the chance to get together, formally present papers, and informally stimulate each other's progress towards disease prevention. To ignore the potential for this cross-cutting interaction would be a significant loss. To take full advantage of it is potentially revolutionary. I recently pulled out a book I hadn't read since I was an undergraduate. It specifically concerns the nature of intellectual ferment surrounding the development of the concept of a sun-centered rather than an earth-centered universe in the sixteenth century. The book is about more than developments in astronomy: it is a discussion of the nature of scientific revolutions. Scientific revolutions result from the brilliance, insight, and good fortune of the few superimposed on the evolutionary work of the many. They both cause and reflect significant itellectural and social ferment. For example, the revolutionary work of Copernicus in recognizing the limitations of the concept of an earth-centered universe reflected contemporaneous developments in optics, mathematics, physics, economics, and philosophy.

Jigging is a process of particle stratification in which the particle re- arrangement results from an alternate expansion and compaction of a bed of particles by pulsating fluid flow. The vertical direction of fluid flow is reversed periodically. The rearrangement results in layers of particles that are arranged by increasing density from top to bottom of the bed. This response, developed from the many and continuously varying forces acting upon the particles, permits a solid-solid separation more related to particle density and less to particle size than any other "hydraulic-type" process. The stratification is usually carried out in a rectangular, open-top container called a jig, in which the mass of particles (termed a "bed") is supported on a perforated base through which the water flows in alternating directions. The coal particles, in addition to the vertically expanded and compacted bed motion, move continuously, horizontally across the supporting screen. Following the particle stratification, the particle bed is physically "cut" at a desired horizontal particle density plane to separate the desired clean coal product from the more dense refuse. The jig system includes means for continuously introducing the raw coal and for moving the water through the coal bed in a controllable manner, as well as for separating and removing the stratified particles from the system as two or more product streams. In coal preparation, this highly versatile unit operation is applied preferably to a wide size range of particles with top sizes up to 8 in. (20 cm) rather than to a closely sized fraction. In gravity ranges, the process has been applied to gold particles with a density of 19.3 and to coal particles having densities less than 1.30. Single jig washers have capacities from 5 (4.6) to greater than 700 tph (637 t/h) of feed coal. The separation results attainable by jigging have favored this unit operation as optimum for creating a clean coal product as required by steam coal specifications. Al- though the jig is used in preparing coals which are difficult to separate, its limitations to achieve both quality products and high recovery are being recognized in comparison with heavy media-based processes which make sharper separations from feeds having high "near-gravity" contents. The accu- racy of the densimetric stratification in the upper portions of the jig bed are less precise. It follows that coals with more than 10% near-gravity material

The Picher Mining District, located principally in north-eastern Oklahoma, was one of the world's largest lead-zinc mining areas during its 55 year life. The field covers an area of approximately 72 square miles (186 km.-); an estimated 1.6 x [103 yds3 of material (1.22 x 103m3)] worth in excess of one billion dollars, has been mined. Mining activities were typified by surface exploratory drilling identifying ore distribution and extension of underground workings to the lead and zinc deposits outlined. Exploration holes were either left unplugged or plugged at the surface with a section of a telephone pole. Low grade ore and waste rock were discarded in mined out portions of drifts. These waste piles containing pyrite and marquisette were left underground and oxidized during the many years of active mining. Upon cessation of mining activities in the mid-1960's, the drifts and shafts of the abandoned workings began to flood as the cone of depression filled in, leading to the dissolution of the oxidized sulfides and the formation of large volumes of acid mine water in the mined out openings. The resulting poor quality water, with high concentrations of cadmium, iron, lead and zinc, began discharging at the surface in 1979. Contamination of the underlying aquifer supplying local residents was first detected on a localized scale in 1980. The present surface water and ground water contamination have lead to the area being classified as one of the top ten hazardous waste sites in the U.S. by the EPA under the superfund program.

Recent sinkhole activity in carbonate terranes of Alabama has resulted in damage to transportation lines, structures, utility lines, and property in general. Active sinkhole development and subsidence has been well documented in Alabama, Florida, Pennsylvania, and South Africa. An excellent example of the potential danger resulting from this activity is the spectacular collapse under a South African gold ore crusher plant that resulted in the death of 29 men in 1962. Due to the severity of the problem in certain localized areas in Alabama, a detailed investigation is being undertaken by the Geological Survey of Alabama and the U. S. Geological Survey. One of the most promising techniques is the application of aerial photography and thermal infrared imagery. Conventional and modern remote-sensing techniques are being used in Alabama to locate and define areas of sinkhole activity and to determine which areas are most prone to its occurrence.

An application of goal programming (GP) in evaluation of proposed purchases of major mining machinery is presented. It incorporates historical operating data compiled on mechanical delays to production time. The goal programming technique, which is an extension of integer programming, is used to maximize an objective function. The objective function combines the capital budgeting evaluation methods of net present value, payback period, profitability index, and total net earnings as goals weighted according to a management preference. The GP method gives an optimal solution to a multiple-goal problem. A sensitivity analysis is performed to determine the effect of an increased production forecast or a tightened budget on proposal selection.

The effect of selective dispersants as wet grinding aids for ores is demonstrated on laboratory scale batch and continuous grinding equipment. A complete characterization of behavior is performed on a given ore to demonstrate correlations involving torque, % solids, net production rate, and slurry weight and volume loading. The relationship between such laboratory data and industrial scale testing results is very consistent.

The coal industry in South Africa is briefly outlined. Test- work carried out on bulk samples of coal in the laboratory and used in the design of the Van Dyks Drift washery are described. Factors affecting the selection of equipment and the designed capacity of the plant are discussed. A description of the crushing plant, washery and load out section is given together with performance data obtained in the final acceptance tests. New features incorporated in the Van Dyks Drift plant and in more recent plants of the Group are outlined.

Shallow underground voids resulting from early coal mining and other resource recovery activities over the past several decades are now being recognized as a significant cause of ground subsidence problems. Uncertain knowledge of abandoned coal mines also imposes potential hazards in current mining operations since water inundation or the release of methane gas is a serious hazard when mine excavation operations break into an abandoned mine. Requirements for detecting and mapping subversive man-made tunnels in previous work has led to the development of a surface- operated automatic earth resistivity survey system and associated computer data processing system for military applications. Field demonstration tests of this system have resulted in successful detection of tunnels at depth-to- diameter ratios greater than ten to one. Under the sponsorship of the Bureau of Mines, a similar high-resolution earth resistivity system was designed and constructed for use as a potential means of detecting coal mine workings. The hardware and software aspects of the new system are described together with applications of the method to the survey and mapping of abandoned coal mine workings. Field tests are presented showing the detection of both air-filled and water-filled mine workings.

The Little Rocky Mountains host epithermal gold-silver bearing vein and stockwork deposits in a syenite intrusive complex. Pegasus Gold Ltd. is currently mining the oxidized deposits by open-pit methods and recovering gold and silver by heap-leach processes. A geologic program has been designed to effectively determine the basic ore characteristics; 1)mineralization; 2)oxidation; 3)structural setting; 4)lithology; 5)alteration; and ultimately, 6)the leachability of the ore. Geologic mapping, sampling, drilling, assaying, and testing are routinely used in exploration, development, production control, mine planning, and ore reserve estimations. Timely and accurate assay results are essential for the program's success.

"The current paper presents the results of a study designed to explore the types of practices that are fundamentally important to developing and maintaining comprehensive risk-based health and safety management systems (HSMS) in mining organizations. Eighteen practicing health and safety (H&S) executives, managers, and professionals from a variety of mining commodities were asked to assess the fundamental importance of 20 distinct elements and 133 different practices assembled from a review of several HSMS consensus standards. The research approach assumes that developing and maintaining a robust HSMS requires unwavering attention to activities designed to either: 1) directly contribute to a risk management system’s plan-do-check-act cycle; or 2) build an organization’s internal infrastructure without which the cycle cannot be sustained. The results of this study suggest that the following areas require consistent focus and attention: Leadership Development; Accountability; Knowledge, Skills, and Abilities Development; System Coordination; Culture Enhancement; Behavior Optimization; and Risk Management Studies. Each element and its corresponding top-ranked and top-rated practices are discussed.INTRODUCTION Since the time of the Industrial Revolution, occupational health and safety (H&S) management has been a topic of practitioner thought and academic inquiry (1). In the U.S., decades of regulation and research have resulted in a surplus of prescriptive information (techniques, tools, approaches, standards, programs, practices, policies, etc.). With an abundance of such information, a simple H&S solution to address a problem in the U.S. mining industry may seem straightforward. Counter to this assertion, however, some evidence suggests that the abundance of information may create complexity and cause confusion in the minds of organizational leaders and H&S managers, ultimately discouraging the voluntary pursuit of a sound approach (2). In line with this perspective, in 2006 the U.S. National Mining Association (NMA) formed an independent commission to examine H&S management issues within the mining industry. The findings of the commission called for the mining industry to adopt a risk-based management paradigm. In the presentation of its findings, the commission stated that “…every mine should employ a sound risk-analysis process, should conduct a risk analysis, and should develop a management plan to address significant hazards identified by the analysis” (3). Grounded in the well-known plan-do-check-act cycle, the recommended risk management system allows for mines to ground strategic management choices in their mine-specific hazards and risk profiles"

"Sustainability is a concept that involves several aspects like social, economy and environment. For the concept of sustainable mining is an action that involves to do more in social acceptance, distribution of welfare, an stable economy and the environment. Understanding the mining operation that creates a new state that is necessary to prepare and conduct searching for the best results in sustainability. The results of sustainable mining could be directed to achieve less net environmental impacts, more economic development through the transformation of the natural capital and the social acceptance as the result of good negotiations with the communities in the surroundings. To do that, one option is to create frameworks to planning the regional mining developments that allows the stakeholders to decide and develop different strategies to addresses the sustainability in a mining environment. Strategies based on the understanding of the whole mining business, the environment in which it operates, composed for a natural resources network that interact in a complex system, social system composed by different groups, communities and economies that could be subject to big transformations. INTRODUCTION The mining sector represents one of the most significant challenges for sustainable development, given the magnitude of the impacts that it has on the social and natural systems and the potential to generate welfare associated with its exploitation. Some of the main challenges of mining to contribute to sustainable development are the reduction of the environmental and social impacts of mining operations, to advance in the distribution of benefits in the community and the investing in the development of substitutes. To help in this direction it is necessary to integrate more actors than those who have been considered traditionally in the development of the mining business, and consider the natural environment, communities and the several dynamics generated by the interaction of these elements that contribute to sustainable development. This work provides some useful considerations for sustainable development of mining operations in regions with mining vocation, through the convergence of objectives and the finding of synergies between the existing conditions in the territories and the potential conditions that are generated by new mining developments. A DEFINITION FOR SUSTAINABILITY IN MINING The definition of the Brundtland Commission in 1987 established that sustainable development is ""the ability to ensure that it meets the needs of the present generations without compromising the ability of future generations to meet their own needs""."

The Bureau of Mines' Tuscaloosa Research Center has developed a field test unit (FTU) which dewaters mine and/or mineral processing by-product slurries. The feed material (by-product slurry) is mixed with a known quantity and specific type of synthetic polymer (usually a polyacrylamide) to induce flocculation in a continuous operation. The flocculated material passes over a specific number and size of slotted stationary screens which separates the flocculated solid material from the "clean" water. The "static screens" are positioned at a fixed angle to maximize flow capacity and capture of the solids content. An investigation was conducted at an industrial crushed stone operation located near Birmingham, AL, to determine if the Bureau's FTU could successfully dewater the waste slurry generated during grinding and sizing operations at this facility. The investigation showed that waste slurries could be dewatered to 50 pct solids, at a polymer cost of approximately $0.85/ton of dry solids treated, and resulted in approximately 85 to 95 pct solids recovery. The dewatered material continued to consolidate and reached 69 pct solids in 24 h. Presently, the waste slurry generated at this facility is discarded into impoundments. However, this research has identified the recovered waste as an economically marketable product.

The Minera Ojos Del Salado (?MINOSAL?) concentrator is located 20 kilometers southeast of Copiapo, Chile and processes copper ore provided by its Santos and Resguardo mines at a capacity of 4,200 tip (4,620 stpd). Phelps Dodge acquired the majority interest in MINOSAL in 1982. The principal incentive for this purchase was the exploration potential of the property. At that time, the concentrator plant was a small, antiquated installation with a capacity of 674 t/d (740 stpd). In 1982, the majority of the ore was produced from the Santos and Resguardo mines, but custom ores of copper, silver, and gold were also treated. The acquisition occurred at a crucial time in the copper business, since the price had fallen to nearly $0.50 per pound. In 1985, Phelps Dodge purchased the outstanding interest in MINOSAL and acquired 100% of the property. Today, after numerous improvements and two expansion projects, the concentrator is an interesting combination of old and new equipment. The regrind mills, for example, have been in service for about 50 years, while the ceramic concentrate filter represents the latest technology.

For conventional applications, there is limited demand for rare earth elements as well as yttrium and scandium. But the emergence of new high technology applications such as supermagnets, lasers, and superconductors should result in significant demand for some of these elements. This article examines the anticipated applications and demands for rare earth elements over the next decade. It also looks at the implications on the use of available resources. In the context of a growing demand, process methods are reviewed for the recovery of rare earth elements from conventional and unconventional resources. And the article also discusses the challenges facing the mining industry in meeting this opportunity. Reserves and reserve base The rare earths (RE) are a homogeneous group of metallic elements occupying the area from lanthanum to lutetium in group IIIB of the periodic table. Yttrium and scandium are also included with the rare earths because of their chemical similarities and common existence in nature. These 17 elements and their atomic numbers are shown in Table 1. The rare earths are widely distributed in low concentrations throughout the earth's crust (Hedrick, 1985). They occur in many rock formations including basalts, granites, shales, and silicate rocks at concentrations of 10 - 300 ug/g. They also occur in more than 160 discrete minerals. Most of these are rare, but may contain as much as 60% rare earth oxides (REO). More than 95% of the REO occurs in three minerals: monazite and bastnasite for the light rare earths and xenotime for yttrium and the heavy rare earths. Apatite and multiple-oxide minerals, such as euxenite and loparite, are also commercial sources of the lanthanides and yt-trium. Rare earths do not occur in nature in the elemental state. And, except for scandium, they do not occur in minerals as individual compounds. Bastnasite and monazite are the two major minerals used commercially to supply most of the rare earths (Hedrick, 1985). Bastnasite is a key raw material source for the cerium subgroup elements. The largest known bastnasite deposit occurs with iron ore minerals in China. The second largest deposit is situated in California. Typical rock analyses of the fluorocarbonate mineral bastnasite deposit in California show about 15% bastnasite. The REO content of that is about 50%. Introduction Men like physical power because it gives control over nature and over other men. Physical power comes in two common forms: explosive and non-explosive. In both forms, the most powerful devices yet invented make use of nuclear energy: on the one hand, the hydrogen or fusion bomb, and, on the other hand, a nuclear power plant. For some nations, nuclear power offers a measure of independence not otherwise available in a time of diminishing and unevenly allocated fossil fuels. Consequently, it has great attraction. Unfortunately, the application of nuclear energy (especially fission energy) to either explosive or electrical power entails a singular risk, that of injury from ionizing radiation, both natural and induced; this risk is found in all stages of the nuclear-fuel cycle, from mining of fissionable materials to the disposal of wastes produced in the "burning" of nuclear fuels. The health costs of nuclear power were not fully assessed in the early stages of the development of nuclear technology and some of them were not properly guarded against, either in the USA, which led the world into the nuclear age, or in Canada, which followed an independent path. What I shall do in this paper is to sketch the history of nuclear regulation in our two countries, to point out what I consider similarities and differences, and to suggest that regulatory history, as perceived by a concerned public, has a great deal to do with what is possible today and probable tomorrow, in other words, with public acceptance or rejection of the nuclear option. The U.S. situation As we sow, so shall we reap. In the USA, further expansion of the nuclearpower industry has been almost stymied by government actions that reflect mounting public concern. There is no national storage facility for spent reactor fuel and it has been decided not to reprocess it; consequently, existing power plants are about to choke on their own wastes. Since the Three Mile Island accident, no new nuclear plants have received operating licenses, although several are ready to start up. The uncertainty of future government action has caused the abandonment of plans for a number of new nuclear plants. In addition, many research projects related to medicine and agriculture, which produce low-level radioactive wastes, are about to be shut down for lack of licensed disposal facilities. The comminution laws The grindability of the ores or minerals is an important factor that could not be deduced from their mineralogical characteristics (Testut, 1958). Many theories have been proposed to determine the amount of work required in a comminution operation as a function of the nature of material, size and shape of the minerals before and after of comminution. The most important laws are proposed by Rittinger, Kick and Bond. According to Rittinger (1867), the work is directly proportional to the new surfaces produced during the comminution. Kick (1885) believes that the work needed to produce similar modification is proportional to the volume or mass of the material. Bond, during his 25 years of experience and research, reached to the conclusion that on the average the energy required for a known comminution is between the Rittinger's and Kick's laws (Bond, 1952). According to Bond's Third Theory, the work input is proportional to the new crack tip length produced during the particle breakage, and equals the work represented by the product minus that represented by the feed. There are some problems with the Standard Bond Grindability Test: •Requiring a special mill. •Requiring a relatively large amount of sample. •Being relatively time consuming and tedious. [ ] During the recent years, numerous attempts have been made to install faster and easier methods to determine the Work Index. A complete description of these methods is presented by Yap et al. (1982). Determining the Bond Work Index by a new size ball mill During the recent years, researchers at the University of Tehran determined the Bond Work Index, using the Anaconda simplified methods by its Denver 305- x 127-mm (12 x 5-in.) laboratory wet ball mill.
