Conway’s Law states that unless we intentionally design automation tools around what we need, we will simply replicate our existing processes. While we may achieve some savings this way, there is an opportunity for greater benefits if we re-imagine the way we, as an industry, perform design. This paper examines current technology and shows how even small departures from merely encoding what we currently do could reap significant benefits. From these examples a framework is developed for a new and innovative approach tvo automation that will allow us to design more quickly, to a higher quality, and communicate outcomes more effectively.

Mineral property appraisers engaged in eminent domain actions on properties for which mining is the highest and best use must be fully competent in all phases of mineral resource estimation, mine project development, and mine operations (or retain the requisite competent assistance), as well as educated in eminent domain appraisal (USPAP Competency Rule). Failure to ensure such triggers the issue of appraisal competence and demonstrates a flagrant disregard of the myriad code(s) and guidelines to which the appraiser is subject. The cavalier assertion of some vague, undefined “latitude” in the valuation process does not exonerate the appraiser from a disregard of the USPAP Competency Rule. Lack of independence (i.e., “advocacy”) in mineral property appraisal is the usual result of a weak background in mining and/or appraisal theory. While it is readily apparent to those able to recognize it in reports and testimony, judges and juries cannot be expected to detect or recognize purposefully misleading (or even fraudulent) valuation concepts or testimony. Purposeful deception by the appraiser can lead to specious over-compensation of the property owner (thus victimizing the taxpayer); or, a failure to provide appropriate and just compensation to the property owner – yet, the purpose of an eminent domain proceeding is to leave the property owner no richer or poorer as a result of the taking. This paper highlights some of the deceptive practices encountered in litigation settings and raises issues of competency, professional ethics, and the effectiveness of the inherent enforcement capabilities within those institutions awarding professional certifications. INTRODUCTION The practice of eminent domain mineral property appraisal requires (particularly with respect to undeveloped mineral properties) that the appraiser possess the requisite level of competence in all phases of mineral resource estimation, mine project evaluation, mine development, and mine operation (through closure). To the extent the appraiser lacks such competence, it is incumbent on the appraiser not only to divulge this lack of expertise but also to seek competent assistance in the performance of the appraisal. This competence or expertise can only be obtained through a combination of appropriate and relevant technical education and direct mining industry experience. There exist a number of professional certification and/or credentialing authorities that speak to such competency. In a similar manner, eminent domain mineral property appraisal (as the term implies) also requires that the appraiser possess the requisite level of competence in the practice of eminent domain appraisal. This competence or expertise can only be obtained through appropriate and relevant education, direct knowledge of appraisal theory, particularly as it relates to the concept of eminent domain, and licensure.

Discussion by A.E Agnew Strachan's paper summarizes a wealth of data on water-storage dam "incidents" published by USCOLD and ASCE in 1988, together with a review of tailings-dam incidents published by USCOLD in 1994. The data is summarized by text and 11 histograms. The histograms present a useful compilation of these data, although the patterns within the histogram blocks did not survive the Mining Engineering printing process - so their usefulness is impaired. Unfortunately, the text discussion is too cursory and does not highlight the significant relationships among the various causes of the incidents. Four paragraphs of text and Fig. 1 were devoted to water-storage dams, but the discussion is too sketchy, and Fig. 1 is unclear. Important statistics that could be uncovered are: •the total number of dam incidents tabulated were 500+, •earth embankments constituted 73% of those in operation and •incidents related to earth embankments were 75%, of which dam failures accounted for 24%, major repairs accounted for 42% and accidents accounted for 34%. Strachan concluded that "the majority of the dam failures are associated with overtopping (p. 49), and that the majority of incidents are associated with spillway and other facility structures" - although this is difficult to discern from Fig. 1. Confusion regarding Strachan's use of the terms "dam failures" and "incidents" is compounded by his use of "failures" and "accidents" in one paragraph of his Introduction section followed by his use of "incidents" in the next paragraph. Getting to the meat of Strachan's important paper, the tailings-dam incident survey (USCOLD, 1994), the connection between Figs 2 through 11 seems obscure. First, in the four paragraphs of introductory material, one learns that "incidents consisted of failures, accidents, seepage and other incidents of performance that did not meet design criteria" (p. 50). One does learn the helpful caveat that "structures not related to mill tailings were not included in the review" - so that the Buffalo Creek (West Virginia in 1972) and Aberfan (Wales in 1966) coal-mine failures, together with the ongoing metal-mine remediation work at Summitville (Colorado) do not muddy the waters of his paper. The all-too-brief discussion of the data shown in Figs. 3 through 11 (185 dams in USCOLD plus 26 dams in UNEP) reveals the following: •Figure 3: 57% of the incidents (failures and accidents) occurred with dams less than 20-m (66-ft) in height. •Figure 4: 63% of the incidents were due to failures alone (subset of Fig. 3). •Figure 5: Active dams had 82% of the accidents and 93% of the failures. •Figure 6: Types of dams (upstream, water-retention, downstream, centerline and "unknown") separated according to incidents. •Figure 7: Breaks out the incidents in Fig. 6 by failures, accidents and ground water. •Figure 8: Breaks out incidents by type (overtopping, slope stability, earthquake, foundation, seepage, structural, erosion, mine subsidence and "unknown"). •Figure 9: Separates Fig. 8 data into active and inactive dams. •Figure 10: Separates Fig. 9 data into failures and accidents. •Figure 11: Same as Fig. 8, but broken out by tailings-dam type (Fig. 6). Technical Papers, Mining Engineering Vol. 49, No. 12, pp. 70-75, Discussion by McIvor, R. and Fink, R. P. We must challenge what we consider to be dubious statements in the above-mentioned article. Much of what is reported was published elsewhere over a year ago (i.e., in their reference: Chi, G., Fuerstenau, M.C., Brandt, R.C. and Ghosh, A., 1996, "Improved comminution efficiency through controlled blasting during mining," International Journal of Min¬eral Processing, Vol. 47, p. 93). There is nothing unusual or significant about a 10% or more difference in grindability between two materials of apparently similar origin and other attributes (such as chemical assays, hardness and specific gravity). Consider also that: • the materials came from different locations in the pit; • only two sets of four blastholes were considered per blast: • spatial orientation with respect to the face and other blastholes was also altered; • only two pairs of data were collected; • the impact of sampling error and bias, • both of which could be significant in this case; and • normal experimental error in parameter measurement and calculation. It is clearly inappropriate to draw any conclusions with regard to cause-and-effect relationships without first presenting a thorough error analysis. A substantial number of randomly selected test and control areas might provide meaningful statistical evidence of the claimed effect of the variables being studied. Even that appears doubtful, however, because Figures 3 and 4 show about as much variation in crushing energy for the two "regular" conditions vs. regular and altered conditions. On a separate, but also important issue, broad experience with autogenous/semiautogenous milling has shown that smaller or weaker feed material results in reduced tonnage. ? Reply Thank you for the opportunity to respond to the comments of Messrs. Mclvor ant Fink. The points raised are addressed in the order of presentation. As the commenters noted, there are parallels between this article and a previous manuscript. The reason for these complementary articles is that the audiences for the two publications are different, although there is obviously some overlap. We believe that the different audiences each profit from the technical aspects of the two manuscripts. We are not in agreement that a grindability difference of 10% is insignificant. The laboratory work is corroborated by data obtained at plant scale, which confirms that an increase in throughput of the same magnitude (between 5% and 10%) is achieved when the blasting pattern is modified, i.e., reduced from 9 to 8 m (29.5 to 26.2 ft). This increase in throughput translates into substantial power savings for ore grinding. No differences in appearance in the rock were noted between the two adjacent areas. Rock in both areas belonged to the same rock mass/block, which was quite homogeneous and without geological features in between that could create drastic differences in comminution characteristics. Given the resources, we would have sampled from all of the holes. Additional data would certainly have been desirable, as would have been additional funding to expand the study. Their comment, "spatial orientation with respect to the face and other blastholes was also altered," is not clear. Figure 1 does not show the initiation sequence. Without the initiation sequence, we do not understand how the commenters concluded that spatial orientation with respect to the face and other blastholes was altered. The Afton property is located 180 air miles East-Northeast of Vancouver and nine miles West of Kamloops, a city of 60,000 people, in South Central British Columbia, Canada. The mine is adjacent to the Trans-Canada Highway at an elevation of 2,200 feet above sea level. The orebody is a porphyry, copper deposit that has undergone supergene alteration. The-major economic minerals in the supergene zone are native copper and chalcocite with chalcopyrite and bornite in the hypergene areas. The grade is one percent with an overall copper distribution: 70% native, 25% chalcocite and 5% chalcopyrite with bornite and covellite. The ore also contains important, but variable amounts of gold and silver.

There have not been many opportunities to date for comparison between laboratory and commercial neutralization rinse data. Homestake Mining Company's Santa Fe project is one such comparison. This paper discusses laboratory procedures and results from a 100' leach pad height simulation column neutralization rinse test and compares principal data with that achieved in actual commercial leach pad neutralization rinsing procedures. Principal comparisons include the rate of WAD cyanide neutralization, decrease in effluent pH, stabilization of dissolved silver and copper, and the quantity of dissolved gold recovered during rinsing.

"The history of the mining industry is littered with in-pit crushing and conveying (IPCC), which should not be confused with the International Protocol for Carbon Capture, projects that failed. The failure is not the technical one of “did it achieve the desired tonnage rate for a longish test period” but, rather, the far more important one of “did it provide return on the investment in the manner that was promised?” While quite a few can claim the former, very few system installations can claim the latter.The reasons for the many failures are numerous, but they are all characterized by a combination of an element of engineering optimism in any, or all of the production rates, the productivity, or the operating and maintenance costs and in predicting the continuity of operating conditions. In these days of big data, propagating such a situation is rapidly becoming unforgivable.In this article, the three most common scenarios put to the corporate board for approval, and the logic as to why they were selected, are examined (with the irony included intentionally).• Fully mobile crusher, fed by a shovel and conveyed out of the pit to a waste dump / process plant.• Semimobile crusher (much more expensive than a fixed crushing station but which apparently allows trucks to short haul inside the pit and improve productivity), which moves when the face moves.• Relocatable crusher (more expensive than a fixed crushing station but which gets relocated at great expense after all the fixed infrastructure impeding relocation is demolished) fed by trucks that don’t leave the pit mostly.This paper will also consider the truth about their operational performance and associate costs."

Laramide porphyry copper deposits are large, low grade (<0.8% Cu) deposits that contain disseminated copper minerals, breccias, and stockwork veinlets of copper and molybdenum sulfides associated with porphyritic intrusions in Southwestern New Mexico. Critical minerals, such as PGEs, tellurium, indium, germanium, and gallium are recovered from the anode slimes remaining after copper is refined. Detailed age dating, mineralogy, geochemistry, along with geologic mapping could refine the location of critical minerals within specific systems and could identify porphyry systems with elevated critical minerals that could become economic, in addition to the already produced copper, gold and molybdenum.

El Abra has mining concessions granting the right to exploit minerals in more than 130 km2 (32,122 acres). SCM El Abra owns “rights to occupy” the surface of these claims. The company also owns the surface rights over the process plant area and over land conveyor route. The project has procured all material easements relating to the mine area, processing facilities and access rights of way. Engineering, procurement and construction Figure 1 sets out the development and construction schedule for the project. Development is already well under way. As of early January 1996, about 70% of the project was complete and more than 80% of the capital expenditures were committed.

The mineral price assigned in mining project design is critical to determining the economic feasibility of a project. Nevertheless, although it is not difficult to find literature about market metal prices, it is much more complicated to achieve a specific methodology for calculating the value or which justifications are appropriate to include. This study presents an analysis of various methods for selecting metal prices and investigates the mechanisms and motives underlying price selections. The results describe various attitudes adopted by the designers of mining investment projects, and how the price can be determined not just by means of forecasting but also by consideration of other relevant parameters.

High Pressure Grinding Roll (HPGR) technology has been evaluated to replace tertiary cone crushing at Coeur Rochester operations (Coeur Rochester, Inc.) as an opportunity to improve silver recovery. In 2016 and 2017, onsite and third-party pilot programs were initiated to evaluate the impact of metallurgical recovery and heap leach performance of crushed product generated by an HPGR. In 2018, Forte Dynamics evaluated the HPGR laboratory metallurgical data from Coeur Rochester and all third parties to develop field-scale leach curves based on new crushing scenarios. The laboratory recovery test work data was consolidated and scaled to field conditions to determine projected heap leach performance. Based on the metallurgical testing conducted, the replacement of current tertiary cone crushers with HPGR technology has the potential to increase Coeur Rochester’s silver recovery rate by 8%, from 61% to 69%, and shorten the overall timing of silver recoveries from 20 years to just over two years. INTRODUCTION The Rochester mine, and associated valley fill heap leach facilities is an open-pit silver and gold mine located in Pershing County, Nevada, approximately 26 miles northeast of the city of Lovelock. In 2017, Rochester produced approximately 4.7M troy oz silver (Ag) and 51k troy oz gold (Au). Ore mined at Rochester is either fed directly to the primary X-Pit crusher, crushed at an in-pit crusher system, or placed directly onto a heap leach pad as run-of-mine (ROM). Both crushing circuits are comprised of three stages of crushing to produce a nominal 3/8” ore. Primary crushing consists of jaw crushing while secondary and tertiary crushing are composed of varying cone crushers. Historical recovery rates of crushed Rochester ore average 61.4% Ag and 95.9% Au over a period of 20 years [1]. These rates were derived from third party verification of in-house metallurgical test results, crusher production and heap leach production results from 1986 through 2004 in a private report for Rochester produced by KD Engineering Co., Inc. Recovery rates are regularly verified by compositing daily samples of ore delivered to each leach pad from the X-pit crusher, in-pit crusher, and/or ROM. A proportionate split of each sample is used to generate monthly composites for metallurgical analysis utilizing column leaching and bottle roll leaching. These tests are run in a manner analogous with production conditions and deliver test results that provide expected heap leach performance. As the Rochester oxide deposit has been mineralogically and metallurgically consistent, the gold and silver recovery trends have also been consistent over the life of the project. In 2016 and 2017, onsite and third-party pilot programs were initiated to evaluate the impact of HPGR technology to metallurgical recovery and heap leach performance of crushed product in an open circuit configuration, as a potential replacement for the currently in place tertiary cone crushers. During these years, HPGR was evaluated in three phases of test work.

Barrick Goldstrike Mines, Inc. Betze-Post open pit operations, located in northeastern Nevada, have experienced slope instability attributed to the presence of generally weak rock mass conditions, local adverse structural geology and perched groundwater. Ground movements are monitored with acombination of optical survey, extensometers, inclinometers, and time domain reflectometry (TDR).The slope monitoring system at Goldstrike includes two robotics theodolites, which provide real-time coverage for all highwall areas. Survey instruments are housed in specially designed climate controlled shelters in locations where all slopes can be observed. A “remote” computer housed with each theodolite collects data. The “base” computer, located in the mine offices, is used to access data from the remote computers via radio modem.

In 1986, the US Bureau of Mines (USBM) embarked on a major research effort to develop technology that could substantially reduce worker exposure to face hazards by simply relocating the equipment operators to an area of relative safety. This reduced-exposure mining system (REMS) research effort enhances the USBM&apos;s ongoing health and safety efforts aimed at reducing and controlling dust and noise and reducing accidents through training and better mining practices. This paper reports on the progress made on the developing research and demonstrates the technologies required for the computer-assisted teleremote operation of continuous mining machines, haulage systems and roof bolting machines.

"Hecla Limited has been investigating the potential benefits of using a Spendrup/Compact Filter Technic (CFT) diesel filtration system to remove diesel particulate matter (DPM) from the mine atmosphere to optimize use of the available air. The National Institute for Occupational Safety and Health (NIOSH) has evaluated the scrubber efficiency for dust and DPM which is to be presented in another report. This paper reports on a new mining application of a carbon particulate sensor’s ability to continuously monitor long-term mine DPM levels in conjunction with the scrubber evaluation. Magee Scientific is the manufacturer of the Aethalometer®, a continuous black carbon monitor which has been used extensively in worldwide ambient air quality monitoring networks. Two Aethalometers were used at the mine to assess their potential to continuously track underground DPM levels. In this first underground mine application, the Aethalometers were used to continually monitor black carbon (BC) in the intake and exhaust of the CFT scrubber system. Results showed that an off-the-shelf Model AE33 Aethalometer could continually track underground BC levels for extended periods of time over the course of the six-week trial. Data at the scrubber intake over 14 days of testing showed that DPM filtration would be required less than half of the time to maintain BC levels below 50 µg/m3. If the Aethalometer BC data output were “smart coupled” to control a 200-HP in-mine scrubber, significant electrical cost savings would be realized. INTRODUCTION Mine ventilation airflow quantities are calculated to maintain a safe and healthy environment for miners. Dilution of diesel particulate matter (DPM) is often a key factor used to determine the required quantities of ventilation air (Bugarski et al. 2011). DPM emissions and exposure levels are highly variable depending on mine schedules and activities (Janisko & Noll 2010); however, lacking technology to continuously monitor levels, mine ventilation systems are often over-designed in order to handle worst-case scenarios to ensure that DPM levels are maintained at or below regulatory limits. As mines go deeper it becomes more difficult to supply air, and the development of new shafts for air is not economically feasible (Basu et al. 2008). Cleaning and reuse of available air then becomes an attractive option to maintain good air quality."

Many rock sass classification systems exist&apos; to assist the engineer in assessing the rock support requirements for underground design. Our ongoing research in this area is directed at attempting to utilize the fractal dimension and the acoustic emission&apos; response of the tuffs at Yucca Mountain, Nevada to further aid in rock mass classification. The Topopah Spring&apos; member, the proposed nuclear waste horizon, is characterized by welded and partly welded tuffs, exhibiting a wide range in moduli, strength, porosity and degree of fracturing. Differentiating between the different&apos; types of porosity can be extremely difficult if not impossible. An attempt was made to correlate the acoustic emission response with the porosity of the sample. Events and the peak amplitude may offer a means-to distinguish between, fracture porosity and pore porosity. In addition-, fractal dimension were calculated for several fractures in densely welded tuffs. Two techniques for calculating fractal dimension were-applied&apos; to describe-fracture geometry and roughness. Fractures in-welded-tuff were-found to be relatively smooth.

"Pareto analysis was used to investigate the failures database of a Hitachi EX1900 hydraulic shovel over one year of continuous operation. The hydraulic system and hydraulic links, hoses and piping were identified as the most critical system and subsystem, respectively. A three-parameter gamma distribution function was identified as the best fit for a probabilistic modeling of the time between failures (TBFs). This distribution was used in a Monte Carlo reliability analysis of the hydraulic system. Autoregressive integrated moving average (ARIMA), within the context of a time series analysis of the TBFs, was proposed as a viable alternative to the traditional technique of distribution fitting. The mean absolute percentage error (MAPE) metric was used to compare the two models. The MAPE value that resulted from the ARIMA was 66 percent smaller than that from the traditional technique in predicting the TBFs. Resumen ¦ Se usó análisis Pareto para investigar la base de datos de fallas de una pala hidráulica Hitachi EX1900 durante un periodo de un año de operación continua. Se identificó al sistema hidráulico y a los enlaces hidráulicos, mangueras y tuberías como el sistema y subsistema más importantes, respectivamente. Se identificó una función de distribución de tres parámetros gamma como el más apto para un modelado de probabilidades del tiempo transcurrido entre las fallas (Tabes por sus siglas en inglés). Esta distribución fue usada en un análisis de confiabilidad Monte Carlo para un sistema hidráulico. There is pressing need for better means of exploring ground conditions ahead of mining. Exploration drilling has the drawbacks of high cost and a seriously restricted sampling zone. Traditional geophysical exploration methods including gravity, magnetic and resistivity techniques have been used with some success underground, but all give poor target delineation relative to range, since they depend upon minor distortions of a potential force field. Much greater ratios of resolution to range can, in principle, be obtained by employing electromagnetic or seismic radiation as the exploring agent. This is because propagation time delays can be used to measure range accurately, and to separate the small effect of a distant target from the much larger effects of nearer targets and of the transmitter. Seismic waves have long been used with great success in exploration for petroleum, and recent research on their application underground is promising. Electromagnetic (radar) waves have been very successfully used for detection and location through the air and outer space, and have also explored through polar icecaps more than a mile thick.l It is not generally realized that below the soil many rocks are also somewhat radar-transparent, and that radar can be used for exploring such rocks, once a quarry, a mine, a borehole, or other means of access has been opened. Radar waves are reflected by any boundary or object where they encounter a large change in electrical properties.2 The usual cause of such a change is a difference in moisture content. Conventional round tank thickeners have been widely used in the mining industry for many years. The mining industry was well satisfied with the ability of conventional thickeners to improve minerals beneficiation operations. However, development of improved flocculants (the polyacrylamides) made possible much more rapid settling rates, since polyacrylamides produce large flocs rapidly (unlike starch or inorganics). Traditionally considered to be a slow operation if maximum underflow density was achieved, and therefore there was some justification for the expense. Thickeners required large volumes to permit sufficient time for settling. The oversize not considered a drawback but the initial capital cost was. In high rate thickeners, a bed of thickened material is allowed to build around the feedwell, even above the bottom of the feedwell. The slurry is fed directly into the bed at a velocity that allows the material to be evenly dispersed over the thickener area This more efficient use of settling area allows a higher solids throughput per unit surface area (rise rate). In this paper, high rate thickener rise rates and polymer consumption are compared.

Elevation of surface charge density on colloidal particles in the presence of a high potential electrostatic field is demonstrated as a viable technique for preventing the accumulation of solids in solvent extraction circuits. The effect of the technique is manifest by relative turbidity measurements between pregnant leach solution and raffinate, by changes in the character of the sludge accumulations, by alteration of the zeta potential of particulates, and by a general reduction in the mass of solids.
