The pit slope angle dictates the economics as much as the depth of the pit. Steeper slope provides more ore reserves, at the same time, the steeper slope presents higher probability of instability and associated maintenance problems. While large open pit mines mostly belonged to nonferrous metals in the past, other mines are becoming deeper as the mine economics permits deeper mine operations, Such minerals include coal, uranium, phosphate, and others. There are some basic differences between an open pit slope and slopes that are encountered in usual civil engineering work such as dam embankments and highway cuts (Figure 1). The stability of the civil engineering slope changes continuously with time due to ground-water movements, weathering, etc. But the stability of the open pit slope (Figure 2) changes more drastically day-to-day or even hour-to-hour, These changes occur because not only is the slope geometry being continuously changed by the mining operation, but also different geology and geologic structures are being exposed on the slope. Even when a particular slope area is not presently being mined, excavation in adjacent areas can affect the general condition of that slope area. A pit will experience some slope failures during its life.

A patent-applied-for process has been developed in which zinc chloride is extracted by tributyl phosphate in kerosine, and stripped with ethylene glycol or ammoniated ethylene glycol. The anhydrous zinc chloride is precipitated from the glycol as the ammine and zinc chloride is prepared by thermal decomposition with recycle of ammonia. The process permits the production of high grade zinc from scraps and drosses. Its applicability to the recycling of zinc will be illustrated.

US coal consumption reached new heights in 1985, but production was constrained by excess consumer inventories. Domestic consumption of coal reached a record 742 Mt (818 million st) during the year. This is a 3.4% gain over the previous consumption high 718 Mt (791 million st) in 1984. An additional 84 Mt (92.7 million st) of US coal were shipped abroad in 1985, up 13.7% from exports a year earlier. Coal production in 1985 totaled 804 Mt (886 million st), 1.1% below the record 813 Mt (896 million st) produced in 1984. The slight decline in coal output is attributed primarily to a 13% drawdown of large consumer stockpiles built up in 1984 in anticipation of a miners strike that never occurred. Coal demand, and hence production, were also restrained by slower economic growth in 1985 and additional gains in nuclear generation of electricity. Domestic market requirements for coal in 1985 were mixed. Electric utility consumption rose 4.4%; coke plants consumed 6.7% less coal; coal requirements in the other industrial sector expanded by 2.1% and consumption in the residential and commercial sector fell 14.8%. The 2.2% increase in electric power generation in 1985 resulted in a 4.4% rise in utility coal consumption, totaling 630 Mt (694 million st) for the year. Twenty-nine of 45 states where coal-fired electric power plants were operating shared in the 26.7 Mt (29.5 million st) increase in 1985. Coal receipts at utilities fell by 16 Mt (18 million st) as these facilities worked off 21 Mt (23.4 million st) from stockpiles during the year. Electricity generation at coal-fired power plants similarly climbed 4.4% to 1.4 trillion kWh in 1985. This gave coal a 56.8% share of electricity generated from all energy sources compared with 55.5% in 1984. The average price of coal delivered to these facilities remained essentially unchanged during the year. It declined on 1.5% from $38.26/t ($34.71 per st) during the fourth quarter of 1984 to $37.70/t ($34.20 per st) in the fourth quarter of 1985. Coal consumption at coke plants continue to reflect a depressed steel industry. After rebounding 18.9% in 1984 for the first time in five years, coal consumption at coke plants again declined 6.7% to 37 Mt (41.1 million st) in 1985. Coke consumption 26.5 Mt (29.3 million st) exceeded production, 26 Mt (28.7 million st), in 1985. This resulted in a 1-Mt (1.2-million st) decline in coke stocks at producer and distributor levels during the year. The average price of coal delivered to coke plants decreased 7.6% from $64.30/t ($58.34 per st) during the final quarter of 1984 to $59.42/t (53.91 per st) in the last quarter of 1985. Coal consumption in other industries, including all manufacturing and industrial consumers except coke plants, totaled 68.3 Mt (75.3 million st) in 1985. This was the highest level attained in more than a decade. But the lower percentage rise last year (2.1% compared to 11.8% in 1984) reflected slower growth in the nation's economy in 1985. The average price of coal delivered to industrial firms declined 4.5% from $42.32/t ($38.39 per st) in the fourth quarter of 1984 to $40.39/t ($36.65 per st) in the last quarter of 1985. Coal-producing states in Appalachia mined 9.8 Mt (10.8 million st) tons less in 1985 than in 1984 for a 2.4% loss. The largest contributors to the region's production decrease to 393 Mt (433 million st) were Pennsylvania, down 14.7% to 60 Mt (66 million st); Ohio, down 8.3% to 32.6 Mt (36 million st); and West Virginia, down 2.9% to 115 Mt (127 million st). Conversely, eastern Kentucky production was up 4.8% to 111 Mt (122.8 million st) in 1985, while production in Tennessee climbed 9.7% to 40 Mt (44 million st). No coal was mined in Georgia last year. Coal production in the interior region in 1985 declined 3.9% to 173 Mt (190.4 million st). Substantial production losses occurred in Indiana, down 8% to 31 Mt (34.5 million st); and in western Kentucky, down 7.9% to 36 Mt (40 million st). Coal production in Texas rose 5.7% to 39 Mt (43.5 million st) in 1985. Louisiana began mining lignite 140 kt (151,000 st) during the year. Production in the western region increased 3.4% to 238 Mt (262.5 million st) in 1985. Wyoming, up 5.3% to 125 Mt (140 million st); and North Dakota, up 16.5% to 23.5 Mt (26 million st) contributing the largest amounts. Production gains were also shown in Washington, Utah and, notably, in Alaska where coal output climbed 72.9% to 1.3 Mt (1.5 million st) in 1985. Most of the additional coal produced in Alaska last year was shipped abroad. Coal stocks held by consumers totaled 154 Mt (170 million st) at the end of the year. This was 27 Mt (30 million st), or 13.7% below the inventory level at the end of 1984. Stocks held by producers and distributors declined by 868 kt (957,000 st), or 2.8% in 1985 to 30 Mt (33 million st). A drawdown in stockpiles occurred in each consumer sector during 1985. Stocks held by electric utilities totaled 142 Mt (156 million st) at the year's end, 13% lower than stock levels at the end of 1984.

INTRODUCTION Coal workers' pneumoconiosis and sili- cosis are only two of several diseases which are rlassed as pneumoconiosis. These are respiratory diseases caused by dusts which are inhaled and accumulated in the lungs. The individual particles of dust cannot be seen by the human eye. They are so small that they escape the natural cleansing mechanism of the nose and air passages and make their way down to the terminal air sacs of the lung where they injure the cells and cause the formation of scar tissue. Consequently, if there is exposure to high concentrations of dust over a period of time - usually, a number of years - the amount of scar tissue increases and begins to impair breathing. As a result, the miner develops shortness of breath, coughing and wheezing ad-if exposure continues - this progresses to permanent disability and frequently to death. Death is often due to pulmonary heart disease, the effect of stress on the heart 2s it tries to compensate for the weakened lungs. Specifically, silicosis is an occupational lung disease caused by the accumulation of free silica (quartz) in the lungs. Silicosis is considered the most important form of pneumoconiosis, not only because of its seriousness as a respiratory crippler, but also because of the large number of workers who risk contracting it in a variety of occupations. Quartz is one of the most common substances of the earth's crust, estimated at about 60 percent. Silicosis has been found in coal, metal and granite miners, as well as in other workers, such as sandblasters and pottery makers. Silicosis is also known to predispose the lung to tuberculosis and to increase the chances that a worker will contract chronic bronchitis and emphysema. The seriousness of silicosis was tragically brought to public attention about 50 years ago. During 1932-34, workers were involved in digging a tunnel through rock at Gauley Bridge, West Virginia. While their exposure time was relatively short, they developed silicosis because of the high concentrations of quartz. By 1936, 476 workers had died of silicosis and about 1500 were believed to have the disease (Washington Post, 1982). It is difficult to tell how many coal miners have silicosis. In 1995, Congress abolished the Bureau of Mines in the Department of Interior but preserved the safety and health research functions being performed at the Pittsburgh and Spokane Research Centers. These functions were transitionally housed in the Department of Energy before permanently merging with the National Institute for Occupational Safety and Health (NIOSH), Department of Health and Human Services, in October 1996. Since the merger of the former Bureau with NIOSH, there has been an active evaluation of ongoing research activities, significant interaction with stakeholders, and the development of a process leading to "data informed" priority setting. This presentation will review current surveillance information concerning the level of injury and disease from mining work and will discuss how research priorities are evolving to improve the contribution of research to the prevention of injury and disease.

Chlorite veins in the Silver Star district (40 km southeast of Butte) were of little interest to those who were mining gold and silver in the late 19th century. It wasn't until 1975 that unusually pure magnesian chlorite of the variety clinochlore was identified from a ?talc? claim in this district. In 1977 tests by Cyprus Industrial Minerals showed that this chlorite was suitable for use in ceramics. Mining begun in that year continues. These replacement veins of chlorite in Precambrian quartzofeldspathic gneiss differ from the metalliferous veins to the northwest in both attitude and mineralogy.

The unit costs of dry crushing, within the efficient reduction ranges of equipment now available, are considerably less than those for the reduction of the same material in the same size range by wet mills using grinding media. This is a commonly recognized fact which cannot be disputed; still we find considerable imbalance in costs between the crushing and grinding sections of many operating mills. In other words, there are many instances where more reduction could be accomplished in the lower cost area of dry crushing. In addition, equipment is now available which enlarges this area and makes it possible to consider much finer crushing than has been heretofore economically feasible. There has been a tendency for the past two decades to utilize wet rod-¬milling in the reduction step. This actually amounts to a fourth stage of crushing in a size range formerly served by roll crushers which have fallen from favor on account of high operating costs, Some investigations have indicated that there is not sufficient difference in the operating costs of rolls and rod-mills to give a clear cut advantage to either method, There has for some time been a need and an opportunity for a dry crushing process to improve costs in the range now served by these two systems.

This paper describes uses of sodium sulfide in the flotation of oxide and sulfide minerals of copper, lead, and zinc. The activation and depression effects of sodium sulfide are of particular importance because of their applications with oxidized lead and copper ores. In spite of its industrial importance; however, the nature of the heterogenious reactions between sulfide ions in solution and the surface of oxidized minerals has not been fully understood. Hence, proposed mechanisms of the sulfide action in flotation, methods of measuring and monitoring of sodium sulfide in flotation pulps, and variables influencing the sulfide addition are analyzed. A review of recent studies shows that sodium sulfide addition to flotation pulps can be monitored and hence the optimum dosage controlled using the platinum and/or sulfide specific ion electrodes. The use of these electrodes for improved reproducibility of bench-scale experimental data and plant implementation of laboratory results is described.

Open cast surface mining requires blast hole drilling with many interesting facets in order to achieve mine planning forecasts. Interestingly, no single method or combination of theoretical hypothesis of mining economics is right for all conditions. On occasion mine planners introduce a project with little or no regard to drilling and blasting. Generally, drilling and blasting costs are a significant percentage of total mine overhead. One such drilling and blasting method which can be utilized to reduce overall mine expenditure is inclined or angle hole drilling. One must bear in mind, that angle hole drilling per-se mill not reduce costs, unless a set of required circumstances is met. An attempt will be made to detail when conditions of the mine design criteria dictate the use of angle drilling.

For the REM (Réseau Express Métropolitain) project, a 2500 m tunnel was built using a tunnel boring machine (TBM) under the Montreal Pierre Elliott Trudeau Airport (ADM). Although the geology under the Montreal Airport (ADM) would have been suitable for an excavation with a hard rock machine, the rst section reuired an earth pressure balance (EPB) TBM due to the soft soil located under wetlands. After excavating 280 m, the TBM was blocked in a transition zone of unconsolidated, water-bearing soils directly above the underlying bedrock. A free air intervention was not possible due to these geological conditions. After several failed attempts to create a slurry cake for hyperbaric interventions, a ground freezing system was designed and implemented, incorporating angled pipes drilled from outside the wetlands to directly in front of the cutterhead. This paper discusses the engineering reuired to form a frozen, water-tight zone in front of the cutterhead using liuid nitrogen. It also describes the complex method of replacing the disc cutters while holding the ground freezing system active in a manner protecting the health and safety of the workers.

All mineral beneficiation processes require water for its execution. Therefore, the availability and adequate management of water are key to the existence of any mine operation. However, many mines’ operations are affected by water scarcity and risk an increase of operational costs or even production in some cases. This paper proposes a model to minimize the losses of water due to evaporation and re-absorption by adjusting the active and inactive periods of the discharge in different points of the tailing. When applied, the model determines optimal or nearly optimal discharge operation in all the scenarios that were evaluated.

New tunnels of significant alignment lengths such as mountain tunnels, base tunnels, as well as beneath urban centers pose unique environmental challenges. This paper highlights key environmental considerations for planning, design, construction, and operations by sharing lessons-learned from the authors' extensive project experience on these types of tunnels. Discussion of unique constraints include limited right-of- way, ventilation and emergency egress during the construction phase and revenue service, safety and security, and protection of existing structures. Practical approaches and applied innovative state-of-the-art solutions addressing distinct sustainability challenges and unique requirements are shared from US and international project examples.

Discussion by Stephen Semeniuk Discussion As a valuator and SME member, I view Ross D. Lawrence's position as based on unproven and faulty assumptions made with regard to the pragmatic evidence presented in his paper. Moreover, his call for the inclusion of all mineral resources in discounted cash flow valuations is redundant, if not irrelevant, as there are procedures that already take all classes of mineralization into consideration for valuation purposes. In my experience as a valuator, I find that Canadian securities regulators are more than accommodating in allowing any valuations of mineral properties to be based on cash flow calculations. In other business areas, the same regulators usually reject discounted cash flow valuations of projects or businesses with no operating history. Instead, the regulators prefer valuations to be based on other transactions tested in the marketplace. Valuations based on actual market transactions are less subjective than discounted cash flow calculations and/or the capitalization of arbitrary, untested or undemonstrated earnings projections. In the mining and minerals sector, such projections may be made by persons not qualified to make such projections. In support of this statement, I direct readers to the article "Valuation of mineral properties which do not contain exploitable reserves" by Lionel C. Kilburn, which appeared in the August 1990 issue of the CIM Bulletin. To quote from the article: "Value of a mineral property depends basically upon metal prices, recoverable grades, mining and metallurgical practices, commodity supply and demand, and political-economic conditions, all of which vary with time. Five fields of expertise influence the value of a mineral property: •geological engineering, •commodity markets, •financial markets, •stock markets and •mineral property markets. The skills of geologists and engineers properly apply to the first field of expertise. Knowledge and consideration of the other four fields is important, but such advice is more properly sought from marketing experts, economists and stockbrokers." Securities regulators have created no hardship for valuators by excluding unsubstantiated resources in discounted cash flow valuations. In the field of engineering, best design practices apply. A margin of safety is built into the design criteria for any new equipment or structure that will exceed normally expected load levels and stresses, even though such considerations imply higher front end costs. In accounting, the comparable operating principle is conservatism. It explains why, for balancesheet presentation purposes, inventory is stated at cost or market, whichever is the lowest value. Similarly, when the engineering or geoscience-based valuator plays in the field of finance, the rules of accounting and applied economics apply. Regulators in their skepticism of income-based valuations are in tune with similar views already expressed in mining literature. To quote H. Van Tingley, in Mining Magazine, July 1996: "... the DCF method has inherent dangers when applied to undeveloped resources. Firstly, it presents an often-undeserved aura of accuracy. A mineral deposit has been discovered and explored sufficiently to establish the presence of ore in ?commercially marketable quantities," This is the point at which exploration ends and development begins, Of course, when the presence of commercially marketable quantities of ore are thought to be present the deposit had to be evaluated before this decision could be reached. If, on the other hand, it was thought that commercially marketable quantities of ore are not present, either more exploration has to be done or the project must be abandoned. It is this decision with which this paper is concerned, more particularly, the influencing factors behind this decision. The final question to be answered is: what profit can my company reasonably expect to make by developing this property and putting it into production? The answer must be expressed as a figure for final profit per ton, money which can be used to pay dividends or to build up cash reserves. Some acquisition cost has probably been paid and the exploration cost incurred at the time of decision, (abandonment or development). In addition to returning these acquisition and exploration costs, the deposit must pay development, mining, milling, capital expense of new plants and equipment, taxes, and various other related costs.

"INTRODUCTION Background Diesel Particulate Matter (DPM) has been a critical issue during the last decade in underground mines. This problem is threatening the health of mine workers, as well as the mine’s productivity. It has been confirmed that the diesel engine exhaust is the main source for the diesel particulate matter (DPM), and that it has the highest impact in raising carbon monoxide, carbon dioxide, oxide of nitrogen, and hydrocarbons in the underground environment. Miners who are exposed to this kind of emission are at high risk for developing lung cancer and other lung diseases. The Mine Safety and Health Administration (MSHA) has issued standard rules to regulate diesel emissions in underground mines. The final ruling confirmed in 2008 that the total carbon should not exceed 160 µg/m3. (MISHA, 2008) Monitoring DPM in underground mines has become important to ensure compliance with the MSHA regulations. There are many different types of DPM monitoring systems that are currently being used in underground mines. Two methods are typically used for DPM sampling: the personal sampling method or the direct exhaust sampling method, which takes a direct sample from the engine’s tailpipe. Many mines do not recommend using the direct exhaust sampling method since it involves complex measuring equipment and procedures, as well as it is not regulated in the United States or Canada. Thus, the personal sampling method is the preferred method in many mines when taking DPM samples. Even this method includes many variations, such as the Respirable Combustible Dust (RCD) method and the method devolved by the National Institute for Occupational Health and Safety NIOSH 5040. The NIOSH 5040 method is the preferred method overall because it gives more accurate measurements compared to the other methods. This method does not allow organic carbon sources other than those coming from diesel engine exhausts to interfere with the measurements, which otherwise would lead to overestimating the actual amount of the DPM in the mine environment. An impactor feature in the cassette, which holds the samples in the instrument, characterizes this method. Since the diesel particles are less than 0.9 micron, this impactor does not allow particles more than 0.9 microns to be collected in the cassette filter. The cassette is then analyzed in a lab and the concentrations of organic carbon (OC), elemental carbon (EC), and total carbon (TC) are determined. Lately, the National Institute for Occupational Safety and Health (NIOSH) has developed a new instrument that can use the same concept of NIOSH 5040, but with instant measurements of elemental carbon. It utilizes laser radiation with the cassette so it can give a real time measurement. The real time measurements give instant information about the underground environment that will allow the mining engineer to take immediate action and enact plans instead of waiting for results from the laboratories where NIOSH 5040 method may take several weeks to get the measurements."

In July 1997, Krupp Canada obtained the contract to design and supply the conveyor system for Chile's Los Pelambres copper mine expansion project. Progress on the overland conveyor system is currently on schedule. It is a challenging task to convey copper ore from an open-pit mine located on a mountain site 3,000 m (9,840 ft) above sea level down 1,300 m (4,265 ft) to the processing plant at the valley floor below. The Los Pelambres conveyor system moves copper ore at a rate of 8.7 ktlh (9,600 stph) and at a speed of 6 ml sec (1,180 ftlmin) for 12,750 m (41,830 ft). The distance is divided in three conveyors, each 1,800 mm (71 in.) wide. The largest conveyor is 6 km (3.7 miles) long. To protect against avalanches and rockslides, the conveyors run through a 12-km- (7.4-mile-) long tunnel system. The lowest of the three conveyors is equipped with a shuttling head end. With this, the conveyor discharge point can be moved back and forth by 100 m (330 ft), allowing it to build up a longitudinal stockpile at its end. To meet the extreme design parameters, the limits of conveyor design had to be pushed to record-setting marks. For instance, the ST-7800 steel cord conveyor belt is the strongest belt ever installed in a conveyor system. A total drive power of 25 MW (33,535 hp), consisting of 10 2.5-MW (3,352-hp) drives, is included in the design plans. In loaded condition, the electric motors act as generators and feed electric energy back into the power grid. The motors are controlled by variable frequency inverters that provide an infinite adjustment of motor speed. This technology allows starting and stop- ping the conveyors precisely along predetermined acceleration and deceleration ramps. This is done so harmful belt jerking and stress waves can be avoided.

To evaluate the influence of uniformly tensioned roof bolts on roof stability, mechanically anchored roof bolts were installed using the conventional bolter and a specially developed thrust and torque controlled retrofitable box mounted on a bolting machine. Thirteen thousand bolts were installed over 19 crosscuts in a 4 heading development in an operating coal mine. Geological , bolt and mine parameters were recorded at bolt installation, and bolt tension histories, roof sag and other changes evident in the rooms, crosscuts and intersections were recorded over a 2 month period. In all, 24 variables and 11 responses were quantified at 67 bolt clusters. These data were analyzed statistically to determine the significant variables influencing roof stability. As the mine development was safe and stable during the monitoring period, roof sag after two months was used as an index to quantify "stability." The variables of significance were shown to be coefficient of variation of bolt tension, bolt anchorage capacity, roof lithology, roof shape, standard deviation of bolt tension, and dip of roof lithologies. It was concluded that of the variables with which the mine operator has control, bolt tension uniformity was the most significant parameter at this mine. Other variables, such as intersection type and time between mining and bolting , were not significant, whereas, some other potentially significant variables such as horizontal stress or roof joint frequency did not vary sufficiently for their influence on stability to be evaluated.

For many years The Hanna Mining Company has been investigating the flotation of the non-magnetic iron ores located in the Western Mesabi Range of Minnesota.1 During the 1950's a number of anionic iron procedures were evaluated and in the late 1950's and early 1960's the anionic silica floats and the cationic silica floats were tested with improved results.2 The cationic float became more attractive and effective by the use of the improved ether amines. About 1962 a desliming process by selective flocculation was developed by the U.S. Bureau of Hines at Minneapolis', Minnesota.3, 4, 5 This is a very efficient method of desliming and was first tried with the anionic silica float and then the more practical cationic silica float. In the mid 1960's The Hanna Research Laboratory began studies to optimize the selective flocculation process for our ores. This was followed by studies to optimize the cationic silica float after desliming by selective flocculation. This testwork was done on large, 500 to 1000 tonne bulk samples of oxidized taconite which were later successfully piloted at .68t/h (1500 Lbs. /hr.). A program was then begun to test the oxidized portions of numerous taconite drill holes to outline the ore bodies and develop mining plans. This paper will discuss our optimization results of both the selective flocculation and the cationic silica float as applied to our various ores. In addition the pilot plant studies and drill core testwork will be discussed.

Selective flocculation of iron ores is extremely sensitive to the type and the amount of soluble salts in pulp solutions. Chemical precipitation of alkaline earth ions combined with ultrasonic treatment deactivates their adverse effects without using any environmentally ill-defined reagents. The manner in which ultrasonic treatment affects starch adsorption on hematite, dissolution of quartz, and selective flocculation process was investigated. Selective flocculation tests were conducted in the presence of up to 400 ppm calcium ion on a quartz-hematite mixture by precipitation as calcium carbonate, and the role that silicate ion generated by ultrasonic treatment plays in achieving the selectivity of separation is discussed.
