Bessac's presence in Singapore started in 2014 with the construction of the Thomson metro line, which includes 18 miles of twin-bore tunnels and 22 stations split into 17 construction packages. Bessac joint venture was allotted the T219 lot. The works include the construction of a new 660-foot (200-meter) long transfer station, two parallel 19-foot (5.8 m) ID tunnels and a pedestrian underpass. The urban context and the very soft ground stratum imposed to utilize unusual tunneling techniques, from upgrading a slurry TBM to a high-density slurry TBM to launch with very low cover and canopy pipe roofing completed with a MTBM without retrieval shaft.

Requirements of flue gas desulfurization (FGD) for Eastern and Western U.S. coals will not be the same because of differences in coal sulfur content, ash analysis, and beating value. The effects of these differences and of limited availability of water in the West are the subjects of this paper. Eastern and Central bituminous coals are generally high in sulfur and require removal efficiencies in the range of 70 to 90 percent to meet the Federal emission standard of 1.2 lb SO2/MMBtu. Ash in Eastern coals is low in alkali content and is relatively insoluble in scrubber solutions. High sulfur content and market availability make salable product methods more attractive in the fast and Central United States than in the West. Western subbituminous coals and lignites are generally low in sulfur content, however, only a few deposits could reliably meet the Federal emission standard without FGD, Required removal efficiencies generally fall in the range of 0 to 60 percent to meet the 1.2 lb SO2/MMBtu limit. If the standard were raised to 2 lb S02/MMBtu, approximately two-thirds of Western coals could be burned without FGD. Some Western coals contain ash high in alkali, some of which is soluble in scrubber solutions. This complicates scrubber chemistry, but it also provides the meant for displacing some or all of the limestone requirements when only moderate S02 removal is required. Dry areas in the West would benefit from full commercial developement of dry processes of FGD.

In 1995 I was asked to participate in a litigation matter between a corporation and its insurance carriers concerning insurance coverage for remedial costs at a large, environmentally contaminated closed-down former industrial facility. One of the buildings on this site became known to the lawyers representing the company as “the infamous Building 8”. This building housed millions of documents retrieved from various locations at the facility while it was being shut down. It became apparent that the facility management had no document destruction policy, and thus Building 8 contained internal memoranda, notes, copies of correspondence, permits, operating records, inventory records, and the like from fifty years of operation. Needless to say, some of these documents, all of which were subject to discovery by the insurance companies in the litigation, contained material that was less than helpful to the company’s case. Of course, there were also a few helpful documents, but the overall usefulness of these records was outweighed by the negative impact they had on the conduct of the litigation. A second example involves e-mail. Several years ago, acting on an anonymous complaint that we later discovered was made by a disgruntled former employee who had been fired, a small army of federal environmental investigators descended on a client’s operating facility and, armed with a search warrant, literally commandeered the facility’s EH&S department. The investigators impounded the computers of the EH&S personnel and extracted all of the data from the hard drives of those PCs, as well as all EH&S related files from the hard drives of several servers used by the facility. These computers contained many years’ worth of stored e-mails, draft letters and memoranda, and other documents that provided grist for a four and one-half year criminal grand jury investigation of the facility and its EH&S staff. Both of these companies would have benefited from following a rigorous, enforceable, corporate records policy. Here is a third problem. My client had, during the 1960s, made a brief, and unprofitable foray into the nuclear fuel processing business. It ultimately sold the subsidiary, and was forced to give the purchasing company a broad indemnity against future liability. As might be expected, years later the facility was found to have considerable soil and ground water contamination both by chlorinated solvents and low-level radioactive material. Several years into the remediation program, my client discovered a tractor-trailer load of files, apparently removed from the subject facility, sitting in a parked trailer in a company-owned lot 300 miles away from the facility, where they had been for nearly thirty years. These documents were not helpful to the client, but had to be reviewed, at considerable cost, by paralegals. Moreover, several of the boxes turned out to have been mildly radioactive, setting off a chain of health and safety issues that consumed tens of thousands of dollars of legal expenses before they were resolved. Today, formal, enforceable corporate records management programs have become an extremely important element of overall corporate management. What was for most of the last century little more than a low level warehousing function is now a critical, actively managed, operating function that affects every level of corporate management. The rapid assimilation into corporate culture of electronic document management and the prevalence of e-email as the primary means of internal communication have created records management complexities the likes of which were not even conceived of fifteen years ago. Record preservation and destruction are no longer matters that can be handled on an ad-hoc decision making basis. Because of regulatory requirements affecting various classes of documents and the litigation consequences of ad hoc retention and destruction of corporate business records, and the need to have the ability to quickly retrieve documents in either a litigation or business negotiation context, a set of records management norms have evolved over time that have become the core elements of virtually every corporate records program. The U. S. Bureau of Mines has been investigating methods and technology that, when applied to existing continuous coal mining machines, may improve production and safety. Toward those goals, a microcomputer network has been designed that provides automated control and monitoring of all mining machine systems using a single twisted pair cable (two conductor stranded wire twisted together to provide a level of noise rejection). The network also provides -connections for intelligent sensors and systems for navigation and diagnostics. The flexibility of the network is demonstrated in that features can be added and removed without redesigning the whole system. A general description of the network's integration to a Joy' 16CM, Joy 14CM, Jeffrey 102, and a custom built auger machine is provided. The microcomputer networks for the Joy 16CM and the Jeffrey 102 have been installed onboard the mining machines and have been extensively tested at the Bureau of Mines test facility. The Jeffrey 102 system has also been tested in an actual highwall coal seam. Both systems have performed satisfactorily. The microcomputer networks for the Joy 14CM and the Auger Miner have been tested and await installation on the respective machines.

By understanding the ore breakage characteristics and utilising comminution circuit modelling, the benefits of SAG mill feed size manipulation can be readily assessed. This paper looks at the benefits and problems of total secondary crushing of mill feed and advocates partial secondary crushing as a means of improving grinding efficiency for certain hard ores. Case studies are reviewed for new and existing SAG mill circuits.

Open pit copper mines in Arizona have found themselves in a tangled web of changing rules, regulations, and guidance documents regarding storm water and process water discharges. Large mining properties must come up to speed on a myriad of issues including the definition of zero discharge, what constitutes a process related spring or seep, and tailings and waste rock Best Management Practices. The example of the Pinto Valley Mine in Arizona is used to illustrate National Pollution Discharge Elimination System regulatory issues.

At the end of the first decade of digital computing in the minerals industry, geostatistics in North America was still in its infancy. This was in contrast with the rest of the world where the technique of kriging was already widely practiced. By the end of the 1970s, there was increasing awareness among practitioners of its potential. But it was not until the late 1980s that geostatistics was universally applied and accepted. This was due, in large measure, to contributors at Applications of Computers and Operations Research in the Minerals Industry (APCOM) symposia. Such an evolution in new computer methods could again be observed at APCOM 26.

Nowadays, stakeholders have a strong say to the enforcement of best practices by mining and quarrying companies. In most cases there is a direct relationship between sustainable development principles and best practices. Mining companies try to apply best practices in order to sustain their operation without lost time and effort to litigation, and other obstacles. However, when and where there is a lack of state or regional mineral policy, or when the mineral policy is fragmented and touching on conflicting laws, mining operations may be subject to additional administrative hassles, and, thus, operators feel threatened and tend to apply best practices loosely. This paper argues that the only way that mining and minerals operations can be a source of development is to ensure that they are working within the framework of sustainable development. Furthermore, in order to follow the paradigm of sustainable development they would need to be guided by a regional, national or even transnational (i.e. European) minerals policy.

The combined 80th Annual Minnesota Section of SME Meeting and 68th Annual University of Minnesota Mining Symposium was held April 17 and 18, 2007, in Duluth, MN. About 350 mining industry professionals attended the conference, including engineers, executives, mining managers and suppliers from the United States, Canada, Australia, Finland and Brazil. This year’s theme was “Consolidation – Growth – Technology.” The 80th Annual Minnesota Section of SME meeting included concurrent technical papers sessions, a keynote session that featured two distinguished speakers and a general managers session in which taconite mine operators provided updates on their operations. The Minnesota Section meeting also offered an SME short course titled “Control the Feed, Control the Mill.” More than 50 individuals at-tended the short course.

When activated carbon is used for recovering gold in gold industry, carbon fine materials are generated in stripping, acid-washing and kiln regeneration circuits. The carbon fines at the Fort Knox mine, Fairbanks Gold Mining, Inc., contain up to 0.68 kg/t (20 oz/st) of gold. In laboratory tests, gold in the carbon fines was effectively transferred to coarse virgin carbon when the carbon fines were mixed with virgin carbon in cyanide solution at a cyanide concentration higher than 0.10%. A plant-scale test conducted at the Fort Knox mine also shows effective gold transfer from the carbon fines to virgin carbon with a 95% gold recovery in a two-stage gold transfer process.

Selective flocculation and dispersion processes for the concentration of hematite ore are strongly dependent on the ionic content of the process water. It has been noticed that magnesium ions are more detrimental to iron recoveries during desliming and flotation processes than calcium. This phenomenon was studied by measuring the zeta potential of hematite ore at various concentrations of magnesium, calcium, strontium and barium at a pH of 11. Results show that zeta potential inverts from negative to positive at very low concentrations of magnesium ions in the solution. It takes a significantly higher concentration of calcium, ions to achieve the same effect. This difference may be attributed to the ability of magnesium ions to adsorb to all surface hydroxyl groups, whereas calcium, due to their larger size, can only adsorb to every other hydroxyl group. This hypothesis was confirmed by results similar to those seen with calcium when this test was repeated with strontium and barium ions. The tendency for calcium ions to adsorb to every other surface hydroxyl group causes higher concentrations of calcium to be less detrimental to hematite concentration processes than magnesium.

In the past ten years, the Geotechnical Baseline Report (GBR) has arguably become the key document for tunnel construction. This report not only allocates much of the risk involved with the work, it serves as the basis for bid preparation and is used extensively in resolving disputes during construction. This paper discusses some important issues related to the GBR and presents suggestions for improving these vital reports.

The behavior of the immediate shaly roof within a drift mine in eastern Kentucky, operating in the Coalburg seam, was monitored with roof bolt dynamometers. The dynamometers used were capable of providing readings up to a maximum load of 66.72 kN (15,000 lbs), + 0.022 kN (5 lbs). To observe the influence of moisture on the rate and extent of roof deterioration, 57dynamometers were installed on roof bolts anchored in intake and neutral airways. Monitoring was conducted during the period January 1985 through January 1986, in order to cover a full cycle of dry and wet mine conditions associated with seasonal changes. Analysis of the data showed a trend of roof deterioration induced by condensation and eventual penetration of moisture within the immediate roof bedding planes, leading to rapid disintegration of the mine roof.

We present a review of research and development for coal based clean energy systems aiming for zero emissions to the atmosphere. These systems can utilize all kinds of coal or other solid carbon sources such as tar sands as well as liquid hydrocarbons. The chemical energy of carbon is transferred to hydrogen and used in power generation, in fuel cells, or hydrogen combusting turbines. The waste products of these future power-generating systems are ash, sulfur compounds and CO2. We also summarize current and developing technologies for processing of CO2to produce mineral carbonates for permanent disposal, and associated byproducts.

The Georgia Department of Transportation (GDOT) undertook an exploratory feasibility study to one of the most ambitious tunneling projects in the United States. HNTB Corporation was retained to perform the study, deemed the Atlanta North-South Tunnel, which is approximately 7 miles long and consisting of four lanes (or six lanes) starting at the southern terminus of SR 400 extending to the south connecting with the northern terminus of I-675, providing substantial relief to the Downtown Connector (I-75/I-85), the most congested portion of Atlanta?s freeway system. This paper summarizes the analysis performed during the first phase of this challenging assignment which, if constructed, would be one of the longest roadway tunnels ever built in the United States.

The WMC Olympic Dam Operation in South Australia is an integrated site, involving brown fields exploration through to production of copper cathode, uranium oxide, gold and silver bullion. The Geology and Analytical Services (GAS) Department reflects this totality and, therefore, is perhaps a unique construct in the industry. It comprises Geology, the Metallurgical Laboratory and the Analytical Laboratory, offering a single point of contact in matters of metal discovery and tracking through mine design, production, beneficiation and final product certification. This structure promotes value adding by removing traditional barriers between groups that can deliver more, collectively, than as individual units. This approach to value adding by bringing disparate groups together is echoed in each of the three sections where enhancements in the traditional value adding activities have been delivered by multi-skilling and encouraging overlapping involvement.

G.F. Learning The paper by R.V. Ramani and R.J. Sweigard is a wonderful description of the labyrinthine web that has been spun about the mining industry by energetic bureaucrats and politicians over the past 50 years. The remedy for the problem, however, is not more of the same, but less. That may be difficult for the industry to achieve, for it is not a technical solution but a political one. And the current fervor for more detailed planning at all levels of government and private enterprise has become deeply ingrained. The authors recommend the provision of more information about mining and mineral resources to "macro" (i.e., government) land use planners. They apparently overlook, however, the already strong tendency on the part of most government land use planners to consider themselves omniscient. Thus, giving them more information about the technical problems of mining will only make them want to get more and more involved in the "micro" (private, site specific) mine development and production plans of the individual mining firm. In fact, this has already happened at all levels of jurisdiction from municipal to federal government. Examples are legion. The most effective way to ameliorate the adverse impacts of government land use planning on existing and potential mining operations is to: (1) introduce greater flexibility in the definition of land use zones by local and state governments; (2) adopt realistic and relevant ambient environmental performance standards in governing relationships between mineral land uses and concurrent or subsequent nonmining land uses; (3) allow greater leeway for economic considerations in land use decisions in contrast to the explicit legalistic approach now in vogue; (4) recognize that all minerals are not the same and that sand and gravel mining should not be treated the same as underground metal mining, coal stripping, oil field production, or in situ leaching; and (5) eliminate the notion that mining operators should be responsible for determining in detail the use of land by subsequent owners of mined land. This last bit of conventional ethic really makes no more sense than requiring the builders of every shopping center or government office complex to provide detailed plans for the use of that land when its use for shopping or government is ended. Did the builder of Ebbetts Field plan for Brooklyn after the Dodgers went to Los Angeles? Should the developer of the Bingham Pit plan for suburban Salt Lake City after the copper mining goes to Chile? The nation's mining industry must address these questions before further bankrupting itself to provide more data to planners and spending thousands of dollars per acre to create land that when reclaimed is worth only a few hundred dollars per acre. Reply by R.V. Ramani and R.J. Sweigard We thank Mr. Leaming for his valuable contribution. His views on the problems of land use planning and mineral resources are most welcome additions to our paper. As the title indicates, our paper was more concerned with the impacts of land use planning on mineral resource conservation than with the details of the planning process. On the whole, his five recommendations would be helpful for mineral resource conservation. However, we would suggest that the argument he presents for his final recommendation does not address the differences between mining as a land use and commercial or institutional uses. We believe that this difference is the crux of the issue. We share Mr. Leaming's desire to ameliorate the adverse impacts of land use planning. Possibly the most detrimental impact is the loss of mineral resources. Any development, whether mineral or community, that does not give proper consideration to other resources can result in permanent loss or sterilization of resources. With proper planning, some of these losses can be avoided. As our paper indicated, one factor that limits the consideration of mineral resources, and ultimately leads to their sterilization, is the generally inadequate levels of resource characterization and understanding of the unique nature of mineral resources and mining operations. The last point raised by Mr. Leaming is also important. In terms of reclamation and land use planning in mining districts, we certainly do not advocate spending more than what the results are worth. The main thrust of the paper was to explore the avenues for conserving the mineral resources so that, at some appropriate time, the issue of mining and reclamation can still be addressed.

As nations advance through various stages of economic development, the patterns of demand for minerals change. For example, as a nation develops from a subsistence economy through industrialization and into a service based economy, the use of minerals is at first low, then grows rapidly, and finally stabilizes. The past trends in the use of agricultural minerals by the currently advanced nations provide a pattern that the world as a whole may follow as it progresses through the stages of economic development. Future needs for agricultural minerals are estimated using this approach.

Fine screening, as discussed in this paper, pertains to the use of the Rapifine DSM Screen to make a 65 to 325-mesh separation at production tonnages. The greatest number of Rapifine Screen installations are in magnetic taconite plants where the unusual relationship between the grinding mill, cyclone classifier, magnetic separators, and fine screens makes the Rapifine Screen application unique. Since the initial fine screening installation on magnetite in 1961, (1) additional installations and further testwork have contributed to the fund of information which is the basis of this paper. The addition of fine screens to the grinding-classifying circuit of a magnetic taconite plant creates a change that effects all components of the circuit. Pine screens in a non-magnetic plant have also been investigated, but here the benefits have not' been as clearly defined. Screens classify according to the particle size. Hydrocyclones classify by a combination of particle size and particle weight. The change in the type of classification minimizes overgrinding of the mineral. The resultant savings in grinding power can be used to increase the throughput, upgrade the product, or increase recovery.

Discrete Element Method (DEM) software has been successfully used to simulate various machine/soil interactions and provide insight for industries such as mining and bulk material processing. This paper will investigate typical calibration techniques used in particle models for DEM simulation and physical calibration experiments with soft ground TBM cutting tools to incorporate parameters such as tool drag forces that contribute to required TBM torque. With a well calibrated DEM model, it is expected that TBM simulation results will be more meaningful and provide better insight into TBM performance, power requirements, cutting tool placement, and overall cutter head design.
