The U.S. National Institute for Occupational Safety and Health (NIOSH) and the former U.S. Bureau of Mines (USBM) have put significant effort over the past four decades into researching and developing engineering controls and interventions to reduce mine workers’ dust exposures during the bagging and palletizing of industrial minerals. Workers who perform the manual bagging and palletizing of 50- to 100-lb bags typically have some of the highest dust exposures of all workers at mining and mineral processing operations. This paper provides an overview of available dust control technologies for bagging operations and presents the findings of a recent case study conducted at four industrial sand operations to identify the current types of bagging and palletizing technologies being used and to evaluate their effectiveness in reducing workers’ exposures to respirable crystalline silica dust. An evaluation is also performed to determine if further reductions in respirable dust levels can be achieved by incorporating additional modifications or improvements into the existing technology.

"Violent damage to overlying strata can occur above the large mined-out space left by high-intensity longwall mining. For the safe mining under the aquifer and surface water body, it is imperative to investigate the criteria of overburden failure degree due to high-intensity mining. In this paper we present the characteristics of high-intensity longwall mining panels and overburden critical failure. Based on the geological and mining conditions of a high-intensity mining panel, 3D numerical models that consider the maximum horizontal principal stress and minimum horizontal stress and their orientations with the panel advance direction were established by using the 3DEC software. Sizes of the panel reaching the critical failure of the overburden under different mining thicknesses (3.5 m, 6.5 m, 9.5 m, 12.5 m, and 15.5 m) were analyzed. Further, criteria of overburden critical failure were proposed for the high-intensity mining. The coefficient of overburden critical failure (Cf) is the ratio of the strike length (Ls) to the mining depth (H). Through curve fitting analysis, a fitting equation between Cf and mining thickness was obtained. The results showed that overburden failure criterion with high-intensity mining panel is 0.38 = Cf = 0.97 with different thicknesses. Field measurements validated the results from the numerical models.INTRODUCTIONHigh-intensity longwall mining refers to a coal mining method with thick coal seam, large panel width, fast face advance rate, and severe damage to the overburden and surface in China (Guo et al., 2018). Violent movement of the roof rock and severe damage to overlying rock strata occur in the large mined-out space left by a high-intensity longwall mining panel, which is a 3D (three-dimensional) structure layout with highly non-uniform stress distribution. Recognition of such fact a will facilitate this overlying rock strata failure problem investigation (Peng et al., 2019).The studies of overlying strata failure due to longwall coal mining have been reported by some scholars with different methods. Kang et al. (2018) studied the sudden massive roof collapse during longwall coal retreat mining by a large-scale two-dimensional physical model and a UDEC numerical model. Ghabraie et al. (2015) researched the mining-related strata movement by applying the three-dimensional laser scanner, optical transducer, and digital image processing techniques to two-dimensional physical models. Wang et al. (2015) analyzed the structural characteristics and fracture failure process of overlying hard and thick main roof by a 3DEC numerical model; this study also investigated the geostress reduction and permeability enhancement redistribution of the adjacent coal measure strata by FLAC3D. Guo et al. (2012) performed a three-dimensional finite element analysis and shared some insights into the dynamic interaction between mining induced strata stress changes, failures, and gas flow patterns. Meng, Shi, and Li (2016) proposed a 3D coupling model between stress and permeability, investigating the dynamics of a stress, permeability coefficient using FLAC3D. Khanal, Guo, and Adhikary (2019) used the 3D numerical modelling approach (COSFOW) to investigate the strata deformation and the change in permeability in the overburden strata due to the underground extraction. However, few studies considered the influence of the horizontal stress on overburden failure in a high-intensity longwall mining panel, and the critical failure criteria of overlying rock strata is unclear."

Introduction My first contact with industrial milling was during the time I worked in the electricity generating industry in the United Kingdom. In visits to power stations to investigate either deposits in the boiler furnaces or polluting deposits settling around the stacks. I had to check the performance of the vertical coal pulverizers, since poor pulverization aggravated both problems. Naturally, then, when I came to the USA in 1957 to take a PhD in fuel technology at Penn State, I was put to work to review the science of coal pulverization. After this reviewing, I was completely confused. On one hand, there was a well-developed understanding of stress-strain equations, and a rap- idly developing knowledge of how stressed, brittle solids fractured, based on the Griffith crack theory. On the other hand, reading in the grinding literature gave me: • Kick's Law, which was clearly not correct in the light of modern fracture theory; • Rittinger's Law, which was also clearly not correct; • Bond's Third Law of Comminution, which was claimed to have something to do with the Griffith crack theory, but where the connection between the two was made by intuitive pseudo- scientific reasoning I could not accept; • the choice of mill motor power for the most common type of coal mill, the Raymond pulverizer, was calculated from the fan power required to move air through the mill. Although I could accept the empirical connection between the two, it made no sense from the point of view of fracture energy. Even today, most books or review chapters on size reduction start from these laws. incorrect statements abound in the literature, such as “the Hardgrove Index is based on Rittinger's Law," which it is not, "The Bond theory states that work input is proportional to new crack tip length produced in particle breakage," which is not true, etc. My own test work showed that these "laws" did not fit the data for grinding of coal. At about this time, Epstein (1 948) and Broadbent and Callcott (1 956), following the original work by R.L. Brown (1941) at the British Coal Utilization Research Association, proposed describing breakage as a series of fracture stages. I took their concepts and developed the basic differential equation for a batch grinding process continuous in time, analogous to a batch chemical reactor. Robin Gardner then joined the project and did his PhD on treating batch grinding in the same way as a batch chemical reactor. He found that the basic equation had already been partially derived by Sedlatschek and Bass (1 953) in Germany. We confirmed experimentally the validity of the equations for describing batch grinding (1 962) and formulated the equation describing steady-state continuous grinding in a fully-mixed mill. At about the time this work was published, Gaudin and Meloy (1962) and Filippov (1961) independently published essentially the same equations, but without experimental proof of the validity of the concepts. I will give a brief overview of what these beginnings had led to in the design of mills for size and power, and show some of the results of this more detailed understanding of grinding processes. Concepts of Fracture Mills such as tumbling ball, rod, pebble and autogenous mills and vertical mills such as the Raymond, and E-type apply compressive stress to lumps or particles relatively slowly. Compressive stress applied to a particle of an elastic brittle solid imparts overall strain energy to the solid and produces local regions of tensile stress, (Fig. 1) (Berenbaum and Brodie, 1959). Irwin (1949) showed from solution of the stress-strain solutions that a small hole in a region of tensile stress reduces stress concentration at the hole, that is, the tensile stress at the tip of a crack or flaw in a solid is much higher than the general tensile stress in the region. The longer the crack, the higher the stress concentration. Griffith (1920) hypothesized that when the regional tensile stress is large enough, then the chemical bonds at a preexisting crack tip are stretched to breaking point, as illustrated in Fig. 2. When the bonds break, the crack becomes longer, the tensile stress concentration increases, the situation is unstable and a crack opens up (propagates) a surface of tensile stress, creating its own tensile stress at the leading edge. Stored strain energy is converted to the kinetic energy of the moving stress field, which is analogous to sound propagation through the solid, so the crack tip accelerates to velocities approaching those of sound. The moving crack will pass through regions that were previously under regional compressive stress. Introduction The mining industry has long been associated with a high incidence of low back disorders and pain (Klein et al. 1984, Leigh and Sheetz 1989, Brinckmann et al. 1998). It is believed that the higher incidence of these injuries among miners is the result of high exposures to postural demands, heavy manual work, and exposure to whole-body vibration (WBV). Recent work has indicated that miners involved with heavy lifting (especially in restricted spaces or on uneven ground) or who have been exposed to whole-body vibration in undamped seats experience noticeable changes in their spines that are consistent with degeneration of the intervetebral discs of the spine (Brinckmann et al. 1998). As will be described shortly, there is mounting evidence that disc degeneration plays a large role in the development of low back pain, particularly chronic back pain. Until fairly recently, medical doctors generally assumed that back pain was the result of muscle strain, ligament pain, or so-called “trigger points” (Bogduk, 1997). However, research supporting these mechanisms of pain has been very scant. When subjected to scientific scrutiny, none of these mechanisms has been shown to relate to back pain in a convincing manner. On the other hand, there are three mechanisms that have been shown to be highly associated with back pain in controlled scientific studies: sacroiliac pain (present in 13% of back pain sufferers) (Maigne et al. 1996), facet joint pain (present in 15 % of back pain sufferers) (Schwarzer et al 1994), and disc disruption and degeneration (present in 39% of chronic back pain sufferers) (Moneta et al. 1994). The latter mechanism, which bears the highest relationship to back pain that has been objectively demonstrated, will be the focus of this section. Scientists now believe they have a good idea how back pain may develop in cases involving disc disruption and degeneration (Bogduk 1997). As the spine experiences loading during lifting tasks or whole body vibration, the first structure to fail is called the vertebral endplate, which is a structure that attaches the disc of the spine to the vertebral body (Figure 1). The endplate typically experiences a fracture, which the body will attempt to heal by means of scar tissue. Unfortunately, this scar tissue impedes the flow of nutrition to the disc itself (discs are dependent on nutrition from the vertebral bones), and if the supply is reduced sufficiently, the disc will start to degenerate. As this degeneration process proceeds, fissures or tears in the fibers of the disc start to develop. If any of these tears is a grade 3 fissure (Figure 2), an inflammatory response occurs in the disc, which will lead to the well-known sensation of low back pain (Peng 2006).

The use of paste backfill in room-and-pillar coal mines in the United States needs to be fully investigated. This paper discusses a series of physical tests that were conducted to examine the support benefits of theoretical paste backfill regimens in Illinois Basin room-and-pillar coal mines, which necessarily included consideration of weak floor conditions. The series of tests included those simulating strong floor conditions, weak floor conditions, under-confined scenarios, and testing of actual coal-based paste backfill samples. The testing indicated that a paste backfill regimen utilizing a minimum backfill strength of 22 psi at a minimum fill height of 50% of pillar height could significantly increase the longterm stability of coal pillars in the Illinois Basin. Considering typical coal wash plant recoveries, 50% fill would be feasible.

"INTRODUCTION Conventional tailing storage and management practices typically utilize engineered facilities, such as ring dikes and valley impoundments. To reduce the environmental costs associated with disposing of mine wastes in tailing storage facilities (TSFs), several beneficial re-use strategies have been developed over the years. For example, thickened tailings have been used for paste backfill. It is common for tails to comprise up to 60% of the material’s total weight and it has been estimated that TSF volumes can be reduced by 60% when using this strategy, (Benzaazoua, et al. 2004). Other beneficial re-use strategies have produced unpaved temporary access roads, hot and cold asphalt, chip seals, self-compacting concrete, and golf course sand traps. This project sampled mine tailings from two different TSFs in Colorado and produced structural concrete that could potentially be used for commercial foundations, sidewalks, and paved roads. The tailings were substituted for the fine aggregates typically found in conventional concrete. The two main objectives of this study were to investigate the structural integrity of the produced concrete samples and the leaching of heavy metals from the resulting concrete. The ratio of tailings to fine aggregate (T/FA) was carefully studied to find if there was a correlation between the substitution rate and the structural integrity. The potential maximum substitution rate was also investigated for the produced concrete specimens. The potential of leaching mining impacted water (MIW) was evaluated by comparing the leachability of the raw mine tailings to the encapsulated tailings by using standard shake extraction prediction tests. MATERIAL AND METHODS Materials The four components that make up the concrete mix design for this project are: cement, coarse aggregate (gravel), fine aggregate (sand and mine tailings), and water. The type I/II ordinary Portland cement (OPC), gravel, and sand came from local cement and concrete companies in Denver, Colorado. Mine tailings were collected from two different TSFs in the Rocky Mountain Region, where Pride of the West TSF in Silverton, CO will be denoted as Site A. The primary metals of interest at the mill site are gold, silver, lead, copper, and zinc. The location of Site B will not be mentioned in this report due to confidentiality agreements with the mining company"

The estimation of TBM utilization rate can be problematic due to the uncertainty involved in the tunneling system reaction to various geology along the tunnel. Moreover, the impact of operational and management issues on TBM performance is unsettled. This includes the occurrence and duration of downtimes and the uniqueness of projects relative to the geology, machine type, backup system, site setup, crew experience, and operational restrictions imposed on the project by localities. The CSM2020 is a model based on discrete event simulation that predicts machine utilization for single or double shield TBM. This model was developed by the Earth Mechanics Institute (EMI) team, using the database of tunneling activities which was compiled based on field observation and measurements in pertinent projects. In the current study, CSM2020 was modified to simulate the workflow of slurry TBMs. The operating principle of slurry shield TBMs is different than open-mode TBMs. The model was verified by comparing results with a recently completed project in the United States. As a result, the model offers reliable utilization rate estimation in different types of TBM by implementing appropriate workflow.

Elastomeric liner products have been used for over two decades in a wide variety of uses including pond liners, hazardous waste barriers, dam face rehabilitation and mining applications. Asphalt blended with polymers is enjoying renewed interest in the engineering community because of its durability, high yield attributes, fewer CQA steps due to seamless installation, and ease of installation and repair. As in other lining technologies, advancements in polymer chemistry and improvements in installation techniques have had dramatic impact on the quality of fluid-applied asphalt (FAA) membranes. Membrane 6, man­ufactured by Deery Oil, Inc. for over 16 years is a hot-applied polymer modified asphalt membrane that can be applied to a variety of substrates in a reinforced configuration or installed directly on an asphalt surface. By blending thermoplastic polymers with asphalt, very favorable stress/strain characteristics can be achieved (Chambers, 1980). Typically the membrane will yield under rel­atively low stress and also exhibit high elongation capability. In service applications where puncture resistance is a concern, fluid applied asphalt materials have the flexibility and com­pressive strength under heavy loading that leach pad designers may find attractive. Additional security is achieved if long term service life is important as in the case of radioactive waste con­tainment. The Department of Energy selected Membrane 6 over seamed liners for a surface barrier that must isolate and contain radioactive waste for 1000 years. Asphalt has a long history of use as a water-stop material and it is believed that this natural construction material combined with SBS polymers will per-form for a millennium. (Freeman, 1994) The process of installing Membrane 6 varies according to job size and the type of surface to be protected. Lining applica­tions on compacted substrates require the membrane to be applied to a scrim cloth (fig 1). Some early pioneers in FAA technology neglected this step and therefore never achieved per­formance levels that satisfied regulatory guidelines. The scrim provides a cohesive surface that promotes membrane flow while achieving high impermeability (2Xl0 '11).

"The weathering of coal mine waste rock releases iron, calcium, sulfate and associated trace elements like selenium (Se). Nitrogen species are also found in association with coal-mining drainages mainly due to the leaching of residual blasting compounds. Elevated concentrations of Se are a ubiquitous occurrence in coal-mining environments in British Columbia. A major concern with waterborne Se in British Columbia is the potential for its bioaccumulation in aquatic food chains.Treatment to remove Se from coal-mining waste waters has proven to be challenging for conventional water-treatment technologies. Compounding this challenge, many streams are characterized by high flows and low selenium concentrations. Conventional membrane and ion exchange treatments produce concentrated brine streams that are difficult to treat or require disposal. Conventional biotreatment systems use excess nutrients to provide the required electrons to compensate for inefficient and variable electron availability, as well as to adjust reactor chemistry.This paper's electro-biochemical reactor (EBR) technology provides a controllable and consistent supply of useable electrons to the microbes directly at a low voltage potential (1-3 V) and low current. In this manner, the EBR technology overcomes the shortcomings found in conventional systems, as it reduces the required nutrient addition and provides a more controllable, efficient, economical and robust biotreatment system. Additionally, the EBR process does not produce excess solids or biomass; therefore, solids management post-treatment is not required.Laboratory EBR bench-scale and on-site pilot-scale systems were used to treat five British Columbia coal-mine waste waters; influent Se concentrations ranged from 35 µg/L to 531 µg/L. Se treatment targets for the tested waters ranged from 5 to 10 µg/L. Mean Se concentrations in EBR effluents ranged from 0.5 µg/L to 1.4 µg/L, while reducing sulfate concentrations. The test data demonstrate that the EBR technology is an effective Se removal option for British Columbia’s coal-mining waste waters.IntroductionSelenium in Mining. Selenium (Se) is a naturally occurring trace element, which is an essential nutrient in small amounts (Thompson and Robinson, 1980; Brown and Arthur, 2001). However, it is also toxic to aquatic life, birds, and humans at very low concentrations. A major concern with waterborne Se is the potential for its bioaccumulation in aquatic food chains, resulting in acute and/or chronic toxicity to fish, water birds and amphibians (Besser et al., 1996; Conley et al., 2009)."

"The Langmuir model has been widely used for the coal-methane sorption process via an isothermal test. However, even though the temperature-dependent Langmuir model were recognized theoretically and experimentally, the quantitative relationship between the Langmuir’s constants (a & b) and temperature have not been clarified and confirmed by lab test data. This paper collects 158 methane-coal sorption data under different temperatures, which apply the Langmuir model to consider the relationship between Langmuir’s constants (a & b) and temperature (see APPENDIX I). Even though the Langmuir model cannot be used to show the physical state of methane adsorption on coal, it is widely used because of its simplicity and the reasonable explanation of its parameters (a & b). The results from these published isothermal tests confirm that 1) there is no consistent relationship between Langmuir’s constant-a and temperature; 2) the Langmuir model is a temperature-dependent model, and the temperature-dependent feature is mainly shown by the relationship between Langmuir’s constant-b and temperature; 3) The relationship between Langmuir’s constant-b and temperature can be described by both the exponential and linear relationship with dried coal. This paper provides a database for temperature-dependent Langmuir’s model, which can be used for reservoir simulation of coalbed methane reservoir, coal seam degasification modeling for underground coal mines considering the heating effect induced by geotherm and heat injection (via hot water, hot steam, ultrasonic, etc.). INTRODUCTION The isothermal test for gas sorption on coal is one of the fundamental tests in Coalbed Methane (CBM) recovery fields, such as underground coal mine methane degasification, CBM gas-in-place estimation, and carbon dioxide sequestration in un-minable coal seams. Generally, two methods, volumetric and gravimetric, are employed to obtain isothermal data (Bush, A. & Gensterblum, Y., 2012). Based on these two approaches, a series of commercial and self-assembled instruments are built and several calculation methods are used to obtain isothermal data (Bush, A. & Gensterblum, Y., 2012, Gasparik, K., 2014; Goodman, A. L., et al, 2004; Zhang, L., et al, 2013). In the post-processing stage, many models are provided to analyze isothermal data in order to understand the storage mechanism of gas in coal. Common models include the Langmuir model (and its extended forms), the pore-filling model, multilayer adsorption model (BET), and the Gibbs’ model. "The mining industry tends to focus on very large numbers, whether it’s talking in terms of size of deposits, tons of material mined, the equipment used or the dollars spent. The numbers associated with mining projects are often in the hundreds of millions, but sometimes it’s the little things that can have the biggest impact.Take, for example, the Rosemont Copper Project in Arizona. Owned by HudBay Minerals, the Rosemont Copper project, when in production, is expected to be one of the largest copper mines in the United States, accounting for about 10 percent of total copper production with annual production expected to be 110 Mt/a (243 million lbs/year). However, the project is currently mired in a years-long permitting process. At the 2017 SME Arizona Conference in Tucson, AZ, Kathy Arnold, director of environmental and regulatory affairs for Hudbay Minerals, spoke about the project and the efforts to get it into production.She opened her presentation with the unfortunate news that her 2017 presentation would not be that much different than the 2016, 2015 or 2014 presentations she gave to the same conference. That’s because, as of Dec. 4, 2017, the project had been in the permitting process for 3,797 days, more than 10 years. The process began when Rosemont submitted its initial mine plan in 2006 and a revised one in 2017. The official start to Rosemont Copper’s National Environmental Policy Act (NEPA) started in 2008.In June 2017, the project received its Final Record of Decision from the U.S. Forest Service, moving it a step closer to production. Yet it still faces stiff opposition from opponents while it works to secure the Clean Water Act Permit from the U.S. Army Corps of Engineers and to complete its final mine plan of operations.In her presentation, Arnold said the long process taught her many lessons, including approaching things with a different mindset. More than 130 pages worth of public comments have been collected over the years. The concerns expressed range from lighting issues to pavement to preserving land for a jaguar that was spotted on the property and named El Jefe.“A lot of things that people worry about seem to be small things, but we had to have a different mindset and be open-minded to the concerns,” Arnold said. “That is the commitment we made.”"

In the past three years there has been a great amount of attention given to phosphates world wide, and in particular to the Florida Phosphate Industry. I would like to relate some of the most recent history of the industry and give you a personal outlook for the future. Phosphate rock has been produced in Florida since its discovery on the Peace River in the 1880's. Through 1976, approximately 720 million ST of rock had been mined from Florida reserves, and it is my opinion that there are at least 1.2 billion tons remaining which are consolidated, accessible and can reasonably be expected to be permitted for mining. Over half the 1.2 billion tons will be deeper, more scattered, leaner and will produce lower grade rock than the Bone Valley of Central Florida has tradition-ally produced. In 1973, '74, '75 and '76 the Florida Phosphate Industry produced 32.6, 34.0, 38.2 and (38.0) (P) million ST of phosphate rock respectively. This rock was produced by ten mining companies, Agrico, Borden, Brewster Phosphates, Gardinier, Grace, IMC, Mobil, Occidental, Swift, and USS Agri-Chem; mines are located -17 in Polk County, one in Hillsborough County and two in Hamilton County, Florida. Phosphate rock is used by local companies in Florida primarily to produce phosphoric acid from which DAP and TSP is manufactured. Florida acid producers use about 15 million STPY in acid plants in Florida, and another 7.5 million STPY is consumed by acid producers in plants on and near the Mississippi River. Somewhat

Close integration of mine planning and operation is a long-sought goal. Success is achieved in varying degrees depending upon mine complexity, size, and sophistication, but too often is more limited than desired. Despite tremendous strides in the development of computer-aided mine planning, digital plans usually must still be converted to error-prone paper maps and physical ground surveys for actual excavation and reclamation. However, advances in GPS, operator displays, and mobile computers now enable equipment operators to work directly from on-board digital plans. CAES offers reduced survey costs, faster field transition time and improved excavation accuracy coupled with faster, more informed decision making regarding key mining operations.

INTRODUCTION The Raleigh-Durham International Airport (RDU) in North Carolina is the fourth largest airport in the southeast region of the United States. The Raleigh-Durham Airport Authority is currently underway with planning, designing and constructing are placement Passenger Terminal as part of the Major Capital Improvements Program at Raleigh Durham International Airport. The Terminal C Expansion and Renovation Project will replace the existing Terminal C structure with a new processor building and concourse. The project is separated into several contracts. The early stage contracts are constructing a west side storm water management facility, relocating taxiways, installing new drainage systems, installing new aircraft apron pavement, Demolition, the Central Energy Plant and Early Foundations. The later projects are the Terminal Building, Passenger Boarding Bridges, Information Technology Systems and Integration, Furniture, Furnishings & Equipment and Specialty Millwork. The Terminal Building will be constructed in two phases. Phase 1 constructs the north half of the new terminal. Airline operations will move to the new terminal at the completion of this phase. Phase 2 completes construction of the south processor building. The full build out of the project, subject to funding availability, will replace the remainder of the south concourse. The Program’s primary focus is to replace the existing passenger Terminal C with a new terminal that will provide more passenger gates and larger passenger screening, ticketing and baggage handling facilities. The planning for the New Terminal C Program began in 2002 with construction starting in March, 2003. The continuing growth of passenger airline travel in the Raleigh/Durham metropolitan area requires RDU to expand its facilities to keep up with the present and future growth within the Region. In October of 2002, the RDU Airport Authority selected Parsons Transportation Group as the Program Manager/Construction Manager to help assist in the development of the Terminal C expansion program. RDU Airport Authority selected the Seattle Washington Office of URS Corporation as the Engineer of Record for the West Side Storm Water Management Facilities. The Westside Storm Water Management Facilities Project became one of the early critical path activities of the overall RDUAA Terminal C Expansion Program. The Briar Creek Reservoir had been constructed to accommodate storm water runoff to the west of the Airport. The existing 1.5 m culvert that drained runoff from the airport terminal (area) to the reservoir was insufficient in supporting the additional flows

Were the legislators and politicians responsible for the closing of the U.S. Department of the Interior?s Bureau of Mines (Bureau) in March 1996 fully aware of what they were doing? Throughout the United States? history, the domestic mining and minerals industry has been largely responsible for the nation?s growth and prosperity that had made it a world leader. The mining and minerals industry made it possible for the young nation to catch up with Europe during the Industrial Revolution, played an essential role leading to victories in World Wars I and II and was a core ingredient for continued economic growth. For a number of decades, America?s import dependency on non-fuel mineral materials has continued to increase. (USGS Mineral Commodity Summaries). Developing domestic resources to meet current and future demands ? particularly those resources considered to be of strategic and critical value to national security ? is necessary. Federal involvement is required since many of these resources are located on public lands. Another reason for federal involvement is that the success of the industry depends on long-range research programs and advances that may take up to 25 years to become commercially available. This situation requires federal partnership to coordinate the programs necessary to collectively involve the industry, individual mining companies and colleges and universities. So, how was it possible to close a federal agency that had contributed so much to the nation?s welfare in a mandated 90-day period, with more than 1,200 employees losing their jobs?

The prevention of AMD in situ is more attractive compared to subsequent downgradient treatment alternatives that do not involve source control. AMD source control can be achieved by shifting the microbial activity in the sulfidic rock from pyrite oxidation to anaerobic heterotrophic activity. This is achieved by adding biodegradable organic carbon amendments to the sulfidic rock. This technique was applied in an abandoned mine pool with a pH of 3-3.5. Following treatment, near-neutral pH and decreased effluent heavy metal concentrations were achieved. In situ bioremediation by enhancement of bacterial iron and sulfate reduction is a promising technology for AMD prevention.

In 2006 Arch Materials initiated the development of an underground limestone mining complex. The decision to proceed with the project was the end result of several years of market research and geological reconnaissance. The scope of the project included the construction of two declines to the mining horizons located approximately 900 feet below the surface, the means and methods of this phase will be the primary focus of this discussion. The design, fabrication and erection of a state of the art crushing and screening processing plant which when completed will have the primary crushing located on the mine level allowing uniformly sized material to be brought to the surface by means of a highly efficient conveyor system and a surface portion of the plant where material would be additionally processed, screened and stockpiled into specific product types. Also included in the scope of the project is the construction of offices, warehouse and shop facilities necessary to support the operations, commercial sales and distribution of the finished products.

In many industries, the applications result in productivity improvement and energy savings. Plant specific examples include operating experience and benefits realized in sorting, blending and beneficiation processes. Instruments of the future not only measure specific parameters of the process and monitor its own health combined with self-corrective mechanics but also acts with intelligence to effect the quality of the process or regulate the primary apparatus.

The bromine review did not arrive in time for publication in the June issue. Bromine production in the United States during 1992 amounted to 171 kt (376 million lbs), a 453-t (I-million lb) increase from 1991. Data compiled by the US Bureau of Mines indicates this increase was due mainly to greater exports of elemental bromine and bromine derivatives (flame retardants). Exports increased despite the economic slowdown in Europe and Japan. The United States remains the world's largest bromine producer, with about 42% of the total. Israel is ranked second, followed by the United Kingdom, the former Soviet Union and Japan.

The very high cost of exploration and development for new mines requires that a carefully planned, complete, and technically competent geotechnical evaluation be applied to the ore body and the surrounding rock. The ground conditions must be predetermined sufficiently so that, during the development and exploitation stages, unexpected conditions will be of minor consequence. Ground conditions are a major factor affecting the cost of excavated items such as shafts and inclines. For example, shafts cost less to sink in tight dry ground than in highly pervious ground below the water table, with all other factors being equal. The proper mining methods also is dependent upon the ground conditions. Bad ground for room-and-pillar mining may be ideal for caving methods; whereas, ideal ground for room-and-pillar mining would be extremely difficult for a caving operation. To do a proper engineering design, the parameters of strength, deformability, and permeability must be determined, in addition to the loads that will be applied as a result of the mining activity. The required degree of accuracy for each parameter depends upon the individual case. For example, the strength of massive rock in which openings of small cross-sectional area are to be driven at shallow depths needs to be resolved only within several thousand kilopascals (pounds per square inch). Under such conditions, the rock strength is not likely to be of great economic importance unless the rock is very weak. Large openings at great depths require a much more accurate appraisal of rock strength and deformation characteristics. Ground water conditions are important at any depth. Today, a number of techniques exist for evaluating conditions before opening up the ground for development. These techniques and their applications are described in more detail later in this text. The evaluation of ore body ground conditions should start at an early stage, as soon as the deposit has been proven viable for a mine. Economic geology investigations mainly serve to define the value and limits of the ore deposit. To do this properly, the geology of the site is determined in at least as much detail as is necessary to define the "controls" for the ore body. The ground-condition evaluation must determine the engineering properties of the ore body and the surrounding material. This includes the structural geology as it relates to rock strength; i.e., the frequency, extent, and orientation of discontinuities such as faults, joints, bedding, etc. Ground water conditions also must be determined. It is important that the detailed geology of the site be determined at an early date. Reasonable geotechnical parameters must be established during this time period, so they can be used in mining model studies that include both physical and mathematical models. The ultimate goal bf-the geotechnical evaluation is to predict the ground behavior as the excavations are made and how the ground behavior will affect the safety and economic well-being of the mine. The formulation of a ground-condition evaluation program should be planned carefully to determine the particular geotechnical parameters only in as great a detail as will have a bearing on the mine design. For instance, it is not necessary to make numerous triaxial tests in strong rock when the mining will be conducted within a few meters (feet) of the surface in a regime of gravity loading and an absence of tectonic stresses. Similarly, it is not necessary to invest large amounts of time and effort in the determination of joint strengths if the orientations of the joints are such that the failure could not occur along them. Generally, the determination of ore body ground conditions can be divided into four main steps: 1) The general and structural geology of the site must be determined; this is determined primarily during the economic evaluation. 2) The material behavior characteristics of the deposit and the vicinity must be determined. 3) The ground water hydrology of the deposit and the vicinity must be determined. 4) Miscellaneous ground support considerations must be established. Gross features are defined first, followed by a series of increasingly detailed investigations. Specifically, the geology study should start by utilizing techniques such as remote sensing, topographic map interpretation, geologic mapping, etc. After the gross features, such as major faults, have been delineated, the studies are directed toward defining the more detailed elements of jointing, rock strength, ground water hydrology, and other characteristics. This information is used to formulate an assessment of the strength of the ore body and the surrounding rock. Finally, all of the gathered information is integrated to make an assessment of the rock behavior in relation to the types of openings, the excavation methods, the support requirements, etc., that should be used for the rock conditions that are present. The mine design and the geotechnical assessment should be an iterative process. General conclusions about the rock conditions will dictate a type of mine plan. The specific mine plan then should be modified by specific geotechnical considerations. For example, an initial assessment may conclude that the ore body is strong and that a strong rock unit is present over the ore body. Thus, one definite possibility is to mine the deposit by room-and-pillar methods. However, subsequent investigations may reveal faults through the deposit, requiring relocation of the mine openings so that pillars and other structures are in sound rock. In other words, the final mine plan should be compatible with the geotechnical aspects of the ore body.
