Many reports and papers have been delivered on projects under construction or already in operation, but we believe there are few that have been written about projects yet to be built specifically dealing with advanced mine and environmental planning. This paper describes such planning for Atlantic Richfield Company's Black Thunder mine. Project planning is a cyclic phenomenom involving four broadly overlapping planning steps (Figure 1). The demands of the public include needs that can be satisfied through planned resource development. Using a base of information that partly exists and must in part be gathered and updated, the preplanned development can be, evaluated. The evaluation process, with built-in environmental constraints leads to an implementation procedure. Implementation results in the development, including the release of the affected area to other public demands that follow.

Since the term "abandoned hazardous sites" was first coined in the 1978 environmental report of the Council of Environmental Specialists, a number of different types of technology has been developed in the Federal Republic of Germany for the remediation of contaminated soils /l/. At former sites of the mining industry, such as metallurgical and coking plants whose soil has been contaminated by organic and inorganic pollutants over decades of industrial activity, there is an exceeding necessity for soil remediation. Also, many former locations of metal processing works, battery factories or scrap yards have been contaminated in particular by heavy metals. Wet mechanical soil decontamination has proven successful over the past 10-15 years in the purification of these soils The process goal is the enrichment of the pollutants in certain plant products and the separation of a pollutant concentrate from the decontaminated soil. Table 1 lists the steps of the highly advanced wet mechanical soil decontamination process to achieve this process goal. Table 1 lists both the name of each process step and its goal in terms of a direct separation of the pollutant or the preparation of the soil for subsequent separation steps. For the separation of heavy metals, density sorting and separation techniques utilising flotation were specifically used. The use of chemical auxiliaries such as acids and lye is limited to special cases because these in themselves produce additional environmental impact and the economical effficiency of these techniques compared to conventional methods is lowered by supplementary process steps for water purification. The subject of this presentation is to consider how soil decontamination processes can be effectively improved through a description of the material properties of soils contaminated by heavy metals, and through carrying out basic investigations about the adsorption of heavy metals. Soils of different origins, especially those from former mining and metallurgical sites, were used for the experiments.

Recent ore pass failures have underlined the need for improved designs, standards, structural monitoring methods, and better hang up prevention and removal techniques. Researchers at the Spokane Research Laboratory of the National Institute for Occupational Safety and Health (NIOSH) are investigating methods to improve safety during transport of ore in ore passes. Design criteria and hang-up prevention and remediation strategies involve studies of the effects of static and dynamic ore and waste rock loads on chutes, walls, gates, and support structures. Particle flow analysis methods were used to simulate the response of various ore pass designs to a wide range of ore loading conditions. A full-scale mock-up of actual ore pass and chute assemblies was duplicated and tested for load response. Data from a particle flow code and the mock-ups were com-pared. Loads on an active ore pass chute were measured.

The rocks exposed in the phosphate district are of Neogene age and consist of clayey quartz and phosphorite sands overlying phosphatic dolomite. The Bone Valley Formation is redefined as a marine phosphorite containing primary phosphorite and abundant terrigenous sediments. It contains a Middle Miocene vertebrate and invertebrate fauna and conformably overlies the Hawthorn Formation containing similar invertebrate fauna. A new, unnamed formation, with Pliocene and Pleistocene fauna and containing reworked phosphorite, overlies the Bone Valley disconformably. Its phosphorite is derived from the subjacent Bone Valley by post-Middle Miocene erosion and deposition in stream channels and marginal marine environments. The Bone Valley contains two main types of primary marine phosphorite. Orthocbemical phosphorite, a direct precipitate of microcrystalline phosphorite (microsphorite), occurs as a cement or binder in thin beds. Allochemical phosphorite consists of clastic phosphorite particles that were originally formed as microsphorite on another part of the shelf. Microsphorite was deposited in a very shallow open marine environment which had an abnormally high phosphorous content caused by upwelling currents. The mechanism of deposition is still in doubt, but organisms probably were a major factor. Soon after deposition, microsphorite was indurated, periodically torn up, and the resulting fragments transported and deposited elsewhere on the shelf. These processes account for a great portion of the clastic phosphorite in the Miocene deposits of Florida. The primary fossil skeletal material is of minor importance.

Theoretical and analytical analyses of three mitigative measures- plane fitting method, trenching, and tension cable led to the development of a total protection plan to eliminate or reduce damages to the residential structures subjected to surface movements caused by underground longwall mining. The protection plan was applied to twelve residential houses and two external garages. The success rate is overwhelming. This paper describes the methods employed for protection and results of those case studies.

To properly analyze and apply mining equipment, a systematic, current, inclusive, and simple classification scheme is required. This paper provides such a classification for Roadheaders. This Roadheader classification is based on factors, such as the rock cutterhead, the boom type, and the chassis configuration. It first assigns Roadheaders as an equipment type within the larger group of Integrated Excavators. The Roadheader type is then delineated into the following subtypes: the standard, the extended boom, the tunnelers, and the miscellaneous. Next, these subtypes are devolved into kinds, and finally variants and attachments are considered. To resolve inconsistencies in characterizing the Roadheader, cross-referencing is employed within the classification scheme.

In the past, health concerns in coal mines have primarily centered on those elements which have been essentially inherent to the mining environment. These would include respirable coal mine dust, respirable crystalline silica, excessive noise levels, and diesel exhaust particulates. Commercially-available chemical products are prevalent on mine property. These potentially toxic materials are chemical formulations that can degrease, clean, and lubricate metal parts, separate coal from rock in float/sink operations, and aid in roof consolidation, among other uses. As the general public has become more aware of the hazards of chemical exposures, miners have likewise become more concerned about working with an ever-expanding variety of chemical products on the job. Often, product or chemical specific hazard communication training is inadequate or ineffective, and miners do not know exactly what the ingredients are in the products they handle, or the health hazards involved with their use or misuse. Currently, the Mine Safety and Health Administration (MSHA), by law, enforces 1972 Threshold Limit Values (TLV). MSHA is making preparations to adopt new personal exposure limits for enforcement. The values given throughout the article are 1994 TLV's and are not enforcement standards, but are used for discussion purposes. They reflect the current scientific thinking regarding personal exposure to these chemical agents. An overview of these products is presented, and the potential health hazards associated with their use are discussed. Controls needed to prevent overexposures, such as proper handling procedures and personal protective equipment, are covered. Methods used to collect and identify contaminants are presented.

"This study sought to identify changes in continuous mining machine (CMM) operators’ risk perception and risk behaviors as a result of adding a proximity detection system (PDS) into their environment. To accomplish this research task, 9 CMM operators from 5 locations were interviewed. Interviews were thematically analyzed for constructs including patterns in risk perception and behavior before and after PDS integration and the process of adapting to the PDS. Operators discussed standing in the red zone less than they did before using the PDS; however, they also discussed other risky decisions they made while learning how to operate their CMM with the PDS technology such as “cheating” the technology and working faster to meet production goals. The process of relearning job tasks with technology and unintended behaviors as a result of that relearning process need to be taken into account when introducing new technology into the mine environment. The study results show an in-depth view of mine workers’ perspectives and how their job tasks and environment could be or are affected when learning how to use new technology that are relevant to companies and mine operators when introducing new technology into the mine environment. INTRODUCTION Established “red zones” can help prevent striking and pinning incidents by providing guidance to continuous mining machine (CMM) operators about where they should stand and not stand while operating a CMM. Although red zones influence operator placement positions, these guidelines are not foolproof safety mechanisms. Depending on the job task and circumstances of the mine environment, a CMM operator may unintentionally or intentionally stand in a red zone. For example, CMM operators may work in close proximity to their CMM for better visual attention cues and the ability to work at a higher rate of production [1-3]. To further enhance protection and prevent collisions between vehicles and mine workers, a proximity detection system (PDS) was developed for the industry. The PDS determines an individual’s position relative to a specific piece of machinery, issues visual and/or audible warnings to the mine worker to change positions, and, if necessary, disables machine motion [4]. The introduction of new technology within other sectors has been identified as a factor that influences work decisions. Specifically, previous research demonstrates that when technology debuts there can be an initial intrinsic risk perceived among users about how the technology will interact with their current environment and behaviors; however, these ambiguities, including the possible risks and benefits, are seldom studied [5]. Some research suggests that the constant presence of technology can disrupt situation awareness and decision-making capabilities by increasing worker responsibilities and worker cognitive demands [6-8]. Further, if workers’ perceived risks both with and without technology are misjudged, unsafe decisions that result in human error and injury may be more likely [9-11]. Although these statements are provided within a broad contextual framework, they support the need to study how technology is perceived among end users in their own environment. Because research about technological impact on worker behaviors has suggested both positive and negative consequences of technology, this issue is worth addressing in the mining industry. Specifically, research has not determined whether CMM operators view their placement choices in the red zone as safe or risky and what effect PDS technology has, if any, on risk perception and subsequent risk behavior."

This paper focuses on the use of a numerical tool known as the discrete element method (DEM) to study the motion of ball charge in ball mills (14-18 ft). DEM is employed to simulate the motion of individual balls. While doing so, the effect of liner design on the grinding performance of the mill is studied. Two important factors such as the configuration of the liner and the geometry of the lifting surfaces are correlated with the overall mill performance. An attempt is made to show the effectiveness of the lifter bars in transmitting power from the mill shell to the interior of the mill with particular emphasis to large diameter mills.

Personnel from the Spokane Research Laboratory of the National Institute for Occupational Safety and Health integrated the results of studies from a seismic tomographic survey, a finite-difference analysis, laboratory measurements of compression wave (ultrasonic) velocities in rock cores, and site geology to evaluate the use of seismic tomography for identifying induced pressures in an underground pillar at the Edgar Mine, Idaho Springs, CO. The key findings were that (1) the seismic tomograms showed that seismic velocities in rock adjacent to mine openings were low, (2) a difference tomogram in which in situ stresses on the east and west sides of the slot were compared showed that velocities increased west of the slot but decreased east of the slot, (3) geologic features (rock types and a fault) identified through geologic mapping were recognizable in the seismic tomograms, (4) ultrasonic velocity measurements on the rock cores agreed with seismic velocity measurements in the tomograms, and (5) results from a finite-difference analysis compared well to the seismic tomograms west of the slot but not east of the slot. The significance of this research is that seismic tomography is a useful tool for determining relative stress in underground pillars.

Prolonged subzero climatic conditions impose some unique engineering problems for the developer and operator of open-pit mines in the Far North. The remoteness of the job site and the extremely cold, long, dark winters severely tax both man and machine in the quest for the Arctic's rich mineral wealth. Undoubtedly the singular most troublesome problem for the engineer is Permafrost which underlies about 201o of the land area of the world and about 85% of the state of Alaska. Permafrost has its impact on building construction and mine excavation, while posing a more pervasive threat to the-delicate ecologic balance within the Arctic wilderness. Yet the difficulties associated with mining up North may not be as overwhelming as has been previously supposed. For example, the lowest temperature recorded at Point Barrow is -560F, whereas Montana has recorded -69.7° F.. There are no specially designed machines for mining and construction in the Arctic, and efficient equipment utilization is maintained through proper operation and servicing techniques. However, neither equipment or people can be assumed to function normally at -40°F. Special techniques in drilling, blasting, and ripping are being used to yield economically competitive ores. Overall, a fundamental understanding of the nature of Permafrost will allow the engineer to deal expeditiously with an Arctic mining venture and at the same time to deal fairly with Arctic environment.

That you are giving the Daniel C. Jackling award to me is a great personal honor. But more significantly, it is a recognition that geostatistics has come of age. And since I am considered by many as belonging to an older generation of geostatisticians, I thought that it would be fitting that I reflect on where geostatistics came from and where it might be going. First, though, let me propose a definition of geostatistics. Etymologically, paraphrasing Webster's definitions of "geo" and "statistics," it is "a branch of mathematics dealing with the collection, analysis, interpretation and presentation of masses of numerical data taken from the earth." This definition is most appropriate in the context of mining geostatistics. It includes both classical and spatial statistics. It emphasizes the earth aspect, or the analysis of geologic features. And it should remind the practitioner that geologic input is a critical part of all geostatistical applications. In the 1910s, statistical methods were already used to analyze geological data. However, the origin of geostatistics, as we know it today, is best set in the late 1940s, when H.S. Sichel recognized the lognormal distribution of sample values in the South African gold mines. In 1951, Daniel Krige observed that "it can be expected that the gold values in a whole mine will be subject to a larger relative variation than those in a portion of the mine." In other words, samples taken close to each other are more likely to have similar values than if taken farther apart. This observation is the foundation on which spatial statistics, which characterizes values defined in a multidimensional space, is built. However, the 1950s were marked by studies based on classical, as opposed to spatial, statistics. It was only in the 1960s that the need was recognized to model the similarity between sample values as a function of the distance between samples and that the semivariogram was defined. A theoretical framework was developed by Matheron that supplied an elegant mathematical explanation to the empirical observations made by Krige. Matheron coined the term "kriging" in recognition of Krige's pioneering work on the geostatistical evaluation of mineral deposits. As soon as this theoretical framework was developed, it was possible to bring geostatistics to the academic world. The "Centre de Geostatistiques" was founded in Fontainebleau. Numerous students were trained there, disciples eager not only to improve the theory and develop more sophisticated mathematical tools, but also to spread the new faith throughout the world. The Dulles Corridor Metrorail Project is a $3-billion project that will link Dulles International Airport with the downtown center of Washington D.C. by way of a single seat train ride. The project is mostly above ground, but it does include two short, yet complex, tunnels through the area of Tyson?s Corner. The project is being completed in two phases. The Dulles Transit Partners (DTP), led by Bechtel, was awarded the first phase, a $1.6-bil-lion phase that includes 17 km (11 miles) of track with five stations. At Tyson?s Corner, the project includes twin 730-m- (2,400-ft-) long, 6-m- (20-ft-) diameter tunnels. Bechtel is self-performing construction for the $1.6-billion design-build job. Gall Zeidler Consultants was hired by DTP as designer for the NATM tunnel portion of Phase 1, and Beton-und-Monierbau was hired as tunnel subcontractor. Tyson?s Corner is an affluent and congested area that sits 152 m (500 ft) above sea level. To get through the area, it was decided that tunnels would be the best option with the least amount of disturbance to the surrounding areas. However, with extremely shallow groundcover above some points as well as soft soil throughout, the tunnels are also the most complex aspect of Phase 1. About 213 m (700 ft) was constructed utilizing the cut-and-cover method. The remaining 518 m (1,700 ft) is being constructed using the New Austrian Tunneling Method, which integrates the principles of the behavior of rock and soil masses under load, and monitoring the performance of underground construction during construction. ?The tunnel only falls 2 m (7 ft) from one end to the other and we pass through two soil conditions, they are both soft ground,? said Dominic Cerulli, tunnel task manager for Bechtel. ?Soft ground is very tricky because you have to close the ring in a timely manner to minimize settlements at the surface. If you don?t close the ring quickly to achieve a round structure that?s good in compression, the tunnel could start necking and squatting and the ground above it will settle. We are under major roadways, so excessive settlement would be a bad thing.?

Two recently published papers describing the use of psychological tests for selection and placement of coal mine personnel have created considerable interest within the Coal Industry, one paper, published in the April 1957 "Mining Congress Journal," entitled "Personnel Evaluation and Training," discusses the use of tests by the Christopher Coal Company, The second paper, published in the "West -Virginia Coal Mining Institute's 1957 Report" and in the September 1957 "Coal Age," entitled "Testing to Select Better Personnel for Coal Mining Today," outlines Hanna Coal Company's test and selection procedures. Since these rather detailed sources are readily available, and to avoid repetition of the material in them, we will confine this paper to a very brief review of the essential steps already taken by these companies and a more extensive look at newer material. Briefly, the Personnel Managers, Mr. Harold L, Durrett and Mr. Albert M,. Rowe, of the Hanna Coal Company and Christopher Coal Company, in conjunction with Dr. Quin F, Curtis, Head of the Psychology Department of West Virginia University, developed two different groups oftests for coal mine personnel, The first group oftests was designed to assist in the selection of supervisors. These tests of the supervisory group were "The California Short Form Test of Mental Maturity - Advanced Series," which gave an I.Q. rating, and the second test is known as "The Minnesota Multiphasic Personality Inventory," which measures several personality characteristics, These tests must be given, grade, and interpreted by a person trained in psychological testing. As a result of testing all of Christopher's supervisory employees (seventy in number) by this method, and then comparing the individual results with the individual ratings of the foremen on the job, a so-called foremen's scale was developed. If this resulting foremen's scale had been used to select the foremen who were rated as, the best men in on-the-job performance, it would have correctly identified seventy-four percent of that group.

I speak to you today on the subject assigned to me, "Subsidence - a Real or Imaginary Problem", as a representative of Consolidation Coal Company (a wholly owned subsidiary of Continental Oil Company). The information I relate to you is our experience in the Pittsburgh Coal Company Division of Consol and covers the Pennsylvania properties and mines with particular emphasis on the mines in the south- western portion of the State or in the immediate vicinity of Pittsburgh, Pa. Mining of Freeport and Pittsburgh seams of coal in the Pittsburgh vicinity dates back over one hundred years. Consol, or its predecessor, Pittsburgh Coal Company, has been actively engaged in mining in the area since Pittsburgh Coal Company was organized in 1900. Pittsburgh, Pennsylvania came into prominence as the Steel City largely because of the vast reserves of high grade metallurgical coal readily available in the immediate vicinity and also because of its favorable river transportation. Early in the 1900's we operated over 100 small coal mines, with operations located in the Counties of Allegheny, Fayette, Washington, Westmoreland. We have also operated mines in Somerset and Greene Counties. Titles in Pennsylvania can be in three estates: (1) title in fee, (2) title to the mineral, (3) mining rights permitting the removal and extraction of the mineral with or without waiver of surface damage. Consol has over the years acquired good legal title to the coal lands purchased from individual farm owners, with good broad mining rights, and in 98% or more of its title has a complete waiver of surface damage or the right to subside the surface land. In the early days of our Company, individual coal farms were purchased from land owners. Many of these titles severed the coal estate from the in fee title and good mining rights with waiver of surface were conveyed in the original severance deed. Thus, minable coal reserves were put together by the purchase of the coal under many individual farms in an area. In the early years, the mines practiced hand dug mining - later going to mechanical cutting with hand loading of the coal. Systems used were entry driving with room and rib panels. We have practiced full recovery mining as far as practical during the years of hand loading, as well as in the later years when the mines were mechanized. Mining system layouts, methods and procedures have changed from time to time to keep pace with improved mining machinery and new inovations, such as roof bolting and rubber tired haulage.

INTRODUCTION The principal means for transporting men, supplies, and mined material in an underground or surface mine are rail systems, conveyor belt systems, or a combination of the two. Typically, large underground mines use rail haulage from the mining sections to the hoist, with conveyor belts being used within the sections. Small mines use conveyor belts in the mains and sub- mains as well as in the panels. The size and layout of surface mines also contribute to variations in the way these haulage systems are applied. The following sections address the typical problems confronting mining engineers in designing these haul- age systems. For rail, these include rail selection and turnout design, locomotive tractive-effort calculation, and motor sizing. Belt haulage calculations include belt width and speed specifications, tension and take- up requirements, idler spacings, and motor sizing. TRACK LAYOUTS Introduction The adequacy of mine track layouts is dependent upon such factors as rail weight (Table l), suitable ties, a well-drained roadbed, and properly designed curves, grades, and track alignment. As long as the installation conforms to the manufacturer's recommendations, good service can be expected from the rail system. Typically, mining-engineering calculations for rack layouts have dealt almost exclusively with the design of turnouts. As such, the following section provides the necessary information for computing the theoretically correct dimensions of turnouts. Turnout Design Fig. 1 shows a typical turnout with an identification of the component parts. Fig. 2 identifies the variables that are used to determine the turnout dimensions. In 1971, Bituminous Coal Research, Inc~ established a program to provide the coal industry with the necessary information and technical capability to investigate and evaluate potential problems concerning trace elements in coal and coal-related materials. The initial efforts at BCR in developing or adapting analytical procedures for the precise determination of trace elements in the parts per million to parts per billion range were detailed in a report titled "The Development of Analytical Methods for Determining Trace Elements in Coal and Coal-related Products." A subsequent reports contained descriptions of reliable analytical methods refined by BCR for determining mercury in coal and coal ash and also in coal mine water. his paper reports initial progress in applying recently-acquired trace-element analytical capabilities to solving potential coal industry problems. In this case, the effect of a coal-cleaning process on the distribution and removal of potentially harmful trace elements in coal was evaluated. Coal cleaning offers the possibility of controlling potentially harmful emissions resulting from combustion of large tonnages of coal by removing the pollutants prior to combustion.

The ldaho Cobalt Belt represents a unique geologic environment containing some of the largest known reserves of cobalt in the United States. Stratabound cobalt-copper-gold deposits formed within a sedimentary basin that was generated by the rifting of an Archean cratonic block. Host rocks for these deposits are the Early to Middle Proterozoic Yellowjacket Formation comprising a suite of clastic sediments, volcaniclastics, and mafic tuffs that accumulated in the intracratonic rift basin about 1.7 b.y. ago. Rifting was probably initiated during a regional heating and doming event that may date back to 1.8 b.y. ago. During this time, other rift basins were likely to have formed in the region. They probably represent the precursors of a much larger depositional environment having characteristics of an Atlantic- type or passive continental margin where younger formations of the Belt Supergroup were deposited. The Yellowjacket Formation has been subdivided in the Idaho Cobalt Belt into three genetic units representing various subenvironments of a deepwater clastic fan complex. A northwest- trending deep-basin structural trough accumulated fine-grained muddy sediments that were periodically interrupted by distal turbidites of the subaqueous fans. Subsequent progradation caused the deposition of coarser-grained clastics of the more proximal portions of the fan complexes. Submarine fan lobes were built across northwest-trending tectonically active basin growth faults. These in-basin structures caused a great deal of penecontemporaneous deformation within the Yellowjacket sequence. Northeast-trending fault zones formed an orthogonal set of fractures that controlled the shape and size of sub-basins, and were also an influence on lateral migration of dominantly fine-grained clastic material. The eruption of mafic tuffs at about 1.7 b.y. ago added a new component to the Yellowjacket sedimentary sequence. Around the Blackbird mine area these tuffs commonly occur either near the base or within some of the sandier sequences. Since most of the sand influxes were largely controlled by basinal tectonism, the tuffs were probably erupted during tectonically active periods of basin development. The dynamic nature of the sedimentary environment probably caused much of the tuffaceous component to be mixed with other clastics and even resedimented as volcaniclastic material. In time, the change to a higher energy sedimentation regime resulted in such a dramatic clastic dilution of the tuffs that they could not survive in the areas of the vents, and, if present, they must have been distributed elsewhere in the basin.

Numerous underground coal mine ventilation seals have been installed in the United States of America prior to 2006 and after implementation of the Mine Improvement and New Emergency Response (MINER) Act. Seal engineering, design, placement, and construction is regulated in industry, but post-construction monitoring of seals is limited to visual inspection of the outby face and seal perimeter, convergence measurement, and atmospheric monitoring. To monitor seal integrity and to provide safe working conditions, a form of non-destructive testing (NDT) is necessary to accurately reflect the health of the seal by detecting post-construction changes, deterioration, or defects within in-situ seals in underground coal mines. Previous research from the National Institute of Safety and Health (NIOSH) has indicated the potential for utilizing ground penetrating radar (GPR) for assessing in-situ mine seals. This paper provides an update to the assessment of proposed NDT methods for seal evaluation using commercially available GPR technologies and systems. Full-scale free-standing seals and large-scale seal specimens were analyzed with an array of GPR units from various manufactures using multiple frequencies.

Controlling long overland conveyors with multiple drive stations is a complex problem. The methods for controlling these belts in a steady state are well-covered in existing literature, but a discussion of starting and stopping strategies is absent. This paper outlines different control strategies for starting, stopping and running conveyors with multiple drive stations. To illustrate the benefits of applying the methods described in this paper, the authors show how their adoption corrected many of the control system problems at Essroc Cement’s overland conveyor, which features three drive stations separated from each other by long lengths of continuous conveyor belt.
