Computer-related accidents have caused injuries and fatalities in mining as well as other industries. Normal accident theory (NAT) explains that some accidents are inevitable because of system complexity. NAT is a classic argument in organizational sociology although it has been criticized as having imprecise definitions and lacking criteria for quantifying complexity. These limitations are addressed by a unique approach that recasts this organizational theory into an engineering-based methodology to quantify NAT complexities of computer-based systems. In this approach complexity is categorized as external or internal. External complexity is defined by the external behavior of a system, and is quantified by these dependent variables: system predictability, observability, and usability. Dependent variable data contain the perceptions of 32 subjects running simulations of a system. The system?s internal complexity is characterized by modeling system-level requirements with the software cost reduction (SCR) formal method. Model attributes are quantified using 15 graph-theoretical metrics?the independent variables. Five of 15 metrics are correlated with the dependent variables as evidenced by structure correlations exceeding 0.25, with standard errors <0.10 and a 95% confidence interval. The results also show that the system predictability, observability, and usability decreased as NAT complexities increased. This research takes a step forward in operationalizing NAT for computerized systems. The research benefits mining and other industries as well.

The survey, which provided information on Appalachian region coals only, indicated that such important coal- beds as the Upper and Lower Freeport and the Upper Kittanning show significant sulfur reductions when crushed to 14-mesh top size. Design, fabricate, and test a machine capable of operating in coal seams 48-inches and thicker that can reduce the time, expense, and injury potential inherent in extending and retracting mine-wide section belt conveyors, while eliminating the need to use additional machinery or equipment in accomplishing such moves. The Problem Many underground coal mines use a belt haulage system to move cut coal from the face to the loading area. This system usually consists of a main line belt conveyor fed by section belt conveyors. A shuttle car at the face carries the coal cut by a continuous mining machine to a feeder breaker that breaks the large lumps of coal into smaller, transport-able pieces and unloads them onto the tail piece of the section conveyor. This tail piece is skid-mounted so it can be readily moved as needed. The conveyor is kept close to the face during mining in order to shorten the haul distance of the shuttle cars. Section belts can be lengthened by adding belting, wire rope, and support hard-ware. During pillar retreat mining, these section belts are shortened to keep pace with pillar extraction operations. However, these belt moves, either the extensions or retractions, usually require six to eight workers and three to eight hours to complete. In addition, a 100-foot belt move requires workers to handle up to 4,000 lbs. of material, not including the tail section. Strain and sprain injuries can be incurred during this heavily labor-intensive task. The time required to move the section belt can also create losses in the mine&apos;s production. Conservation in the utilization of any product is always subject to improvement if the composition and properties of the product are known. Petroleum is no exception, and knowledge of the characteristics of crude oils, even when given on the broad basis of routine type analyses has proved useful to chemists, engineers, and geologists in improving pro- duction and utilization of petroleum. For a quarter of a century the Bureau of Mines has sought to provide such information regarding crude oils and has analyzed many samples of petroleum by its standardized rou- tine method. Most of these analyses have been published, sometimes in special compilations, other times in connection with reports of research on petroleum. This report is a finding index for all analyses published up to January 1, 1948. The routine method used for all these analyses is basically the same as that described by Dean, et al.. Briefly, the procedure consists of testing by standard methods, small samples of a crude oil for gravity, sulfur, color, and viscosity, and of distilling a sample of the crude oil by a standardized procedure and determining certain properties in the sep- arated fractions and residuum. Careful records are made during the proce- dure, and the distillation data obtained are used to calculate the approx- imate amounts of products present in the sample such as percents of gas- oline, kerosine, gas oil, and lubricants. The data obtained are recorded on a standard analytical report form. An analysis of a sample of typical midcontinent crude oil is shown in table 1. Compilation of these analyses, sometimes in tabular form and usually for specific geographic areas, are published from time to time. Analyses are often shown in connection with other studies, such as engineering field reports. This report presents the findings from a l-yr Bureau of Mines program in which sulfur concrete reinforcing materials were tested and evaluated to determine their resistance to corrosion. It also summarizes the permeation characteristics of sulfur concrete and the exemplary performance of precast, reinforced sulfur concrete structures in various industrial environments. The Bureau is furthering the development of sulfur concrete technology as part of a larger effort to find uses for the Nation&apos;s plentiful sulfur resources in construction materials. Sulfur concrete is a corrosion-resistant material that can be used in acid and salt environ-ments where conventional materials fail. Penetration of corrosion-inducing agents is minimized because of the low permeation characteristics of sulfur concrete.

Respirable dust exposure has long been known to be a serious health threat to workers in many industries. In coal mining, overexposure to respirable coal mine dust can lead to coal workers? pneumoconiosis (CWP). CWP is a lung disease that can be disabling and fatal in its most severe form. In addition, miners can be exposed to high levels of respirable silica dust, which can cause silicosis, another disabling and/or fatal lung disease. Once contracted, there is no cure for CWP or silicosis. The goal, therefore, is to limit worker exposure to respirable dust to prevent development of these diseases. The passage of the Federal Coal Mine Health and Safety Act of 1969 established respirable dust exposure limits, dust sampling requirements for inspectors and mine operators, a voluntary x-ray surveillance program to identify CWP in underground coal miners, and a benefits program to provide compensation to affected workers and their families. The tremen­dous human and financial costs resulting from CWP and silicosis in the U.S. underground coal mine workforce are shown by the following statistics: ? During 1970?2004, CWP was a direct or contributing cause of 69,377 deaths of U.S. underground coal mine workers. ? During 1980?2005, over $39 billion in CWP benefits were paid to underground coal miners and their families. ? Recent x-ray surveillance data for 2000?2006 show an increase in CWP cases. Nearly 8% of examined underground coal miners with 25 or more years of experience were diagnosed with CWP. ? ?Continuous miner operator? is the most frequently listed occupation on death certificates that record silicosis as the cause of death.

The Bureau of Mines investigated separating HF from HF-SiF4-H2O mixtures by passing the mixed gases through a sodium fluoride slurry in an airlift scrubber and forming a mixed precipitate of NaHF2 and Na2SiF6. The oven-dried precipitate was thermally dissociated in two stages. The first stage was carried out at 400° C and dissociated NaHF2 to NaF and HF. Condensation and analysis of the evolved HF proved it to be 97 to 99 weight-percent HF containing 0.79 to 0.99 weight-percent H2O and 10 to 93 ppm silicon. The second stage was carried out at 700° C and dissociated Na2SiF6 to NaF (for recycle) and SiF4. The quantity of HF recovered from gaseous HF-H2O-air mixtures decreased with increasing relative H2O concentrations. Air was beneficial when scrubbing extremely dilute wet HF gases. At HF partial pressures of 0.24 and 0.013 mm Hg in the scrubber entrance gases, HF partial pressures of 6.2 x 10-4 and 9 x 10-6 mm Hg were obtained, respectively, in the scrubber exit gases. Scrubber efficiencies were 99.7 and 99.3 percent.

Toward the end of 1920 , the average grades of ground feldspar offered to the pottery industry were so poor and so generally unsatisfactory that many of the largest consumers decided to take active steps for their own protection . A few of the potters made arrangements to grind their own feldspar , while others asked the Bureau of Mines to make a detailed study of the problem and to suggest methods of improvement . Accordingly such a study was undertaken, the partial results of which are outlined in this preliminary report . The outstanding features of the present feldspar industry which are of interest in this connection are stated below. (1 ) Many grinding companies do not own or control all or even a major part of their sources of crude material , but buy in job lots from many sources . (2 ) There is great need of more adequate engineering and chemical control over mines and mills . ( 3) ~ Out of date , inefficient methods and equipment for mining and grinding are in common use . (4) Little or no cooperation exists between feldspar producers , but on the contrary many feldspar companies are exceedingly secretive . This tends towards (a) preservation of obsolete methods ; ( b ) want of knowledge of the essential features of production , market requirements , and the relation between total milling and consuming capacities of the country; ( c ) inefficient and often mistaken trade practices ; ( d) unprofitable and even ruinous competition in dull periods . (5) The small size of many feldspar deposits precludes maintenance of an efficient organization at each individual mine . ( 6 ) Many of the best deposits of feldspar situated close to railroads are becoming depleted , which results in gradual lowering of grades , and increase in cost for better grades . (7) There is a lack of exact mowledge of the ceramic properties and behaviour of feldspar by some consumers , which results in ( a) purchase of feldspar on the basis of price alone , thus encouraging low production costs at the expense of quality , and ( b) inefficient and expensive cross- hauling of both crude and ground feldspar .

Production of crude petroleum in the Middle East (southwestern Asia) and in South America has increased greatly during recent years and has become a significant factor in the world&apos;s production of crude oil. Crude oil from fields in the Middle East increased from 256,164,000 barrels in 1946 to 305,833,000 barrels in 1947 and 417,201,000 barrels in 1948. Production from South American fields increased from 446,417,000 barrels in 1946 to 518,652,000 barrels in 1947 and 574,837,000 barrels in 1948. Crude-oil production from Canadian fields increased from 7,726,876 barrels in 1947 to 12,370,875 barrels in 1948, most of the increase being attributable to two fields, Leduc and Redwater, both represented by analyses in this report. Present indications are that production of crude petroleum from all these regions will continue to increase.

[IN COMPILING the table of analyses of this bulletin every available source of information was studied. These sources, as listed at the end of the table, were many and varied, and it believed that the tabulation gives the best general information obtainable. However, its known accuracy and completeness of coverage necessarily fall far short of published data on coals of the United States. A table of world production of coal and lignite, as and published by the Bureau of Mine, of world resources of coals, brown coal, and lignite, as published in the Yearbook of the World Power Conference, 1948, are included for convenience of the reader. The six continental maps at the end of the bulletin show the general location of the principal coal fields.]

The Bureau of Mines has been active in promoting the purchase of coal for Government use under specifications that define the requirements in terms of heating value of the coal , expressed in British thermal units , and the composition as shown by proximate analyses . To these , when required , are added the ash- softening temperature , the free- swelling index , and the Hardgrove grindability index . Under most of these specification contracts the bidders guarantee the quality of the coal , and that guaranteed by the successful bidder becomes the standard of his contract . The deliveries are sampled in accordance with instructions 4/ issued by the Bureau of Mines ; the samples are analyzed in the Bureau laboratory to determine whether the coal is of the quality guaranteed by the contractor and , if it is not , a price adjustment is made . Analyses of the delivered coal and tipple samples (samples collected at mine tipples as coal is being loaded into railroad cars or trucks ) provide valuable data for use in evaluating future bids . In addition , the continuous sampling of coal as delivered is a check on the practical results obtained in burning the coal . The Government purchased approximately 5 million tons of coal in fiscal year 1963 . In connection with these purchases , the Bureau analyzed 6,999 samples . These are published ( table 1 ) for the use of Government officials and the public . A series of publications has been completed on coal analyses by States or , where production is small in any one State , by groups of adjacent States . "This report describes an examination and preliminary exploration of the Magnet Cove Rutile Co. property in Hot Spring County, Ark. The company in 1944 was producing titania for use in-the welding-rod and metallurgical industries but later ceased operations. The deposit appeared to contain potential reserves of rutile ore, and the Bureau of lanes in 1945 conducted an examination designed (1) to obtain samples for ore-dressing tests and (2) to gather information regarding the grade, character, and size of the deposit. This report presents the data obtained by geologic mapping, geophysical surveying, churn drilling, and core drilling. Beneficiation tests are being made at the Bureau of Mines Rolla, No. station, on the samples taken and will be discussed in a later report.The Magnet Cove operation had been called to the attention of the Bureau of Mines, and in view of the potential reserve of titanium-bearing material, it was decided to obtain samples for ore-dressing tests. Churn drilling was selected as a means of obtaining representative samples, and geologic mapping and geophysical surveying were done to throw more light on the nature of the deposit. Subsequently, a few holes were core-drilled.The property contains the NE1/4, W1/2 fractional NW1/4 and 82 acres of the N part of SE of sec. 18, and -29 acres of the SW1/4 NW1/4 sec. 17, all in T. 3 S., R. 17 W., Hot Spring County, Ark. The mine and mill are about 1 mile by graveled road northeast of U. S. Highway 270, a paved road connecting Malvern, 10 miles south and Hot Springs, 12 miles west. The area is served by two railroads, the Missouri Pacific, which passes through Malvern and Hot Springs and the Chicago, Rock Island & Pacific,,has a line connecting Malvern and Hot Springs an passes about 2 miles south of the property. A natural-gas pipe line and an electric power line reach the property."

An investigation is made of the feasibility of developing compact transmit antennas and/or other means to efficiently couple VLF to MF band radio energy between portable wireless communication units in coal mines. The completely wireless communication ranges between two portable radios equipped with practically-sized reference loop antennas in representative coal mine environments are estimated. Antenna technology is assessed with respect to transmit moment, range, intrinsic safety, battery and wearability requirements to deter- mine the most suitable antenna types for use by miners. It is concluded that air-core bandolier loop antennas, and perhaps ferrite-loaded loop antennas, having peak transmit moments of about 2.5 ampere-m5 will be the most effective antenna choices for portable units. This choice, however, will not allow the range goal of 1350 feet to be attained in mines having unfavorable signal attenuation and noise environments. Rectangular air-core loops are compared with grounded horizontal-wire and vertical-wire mode exciters for fixed station applications. The potential for significantly increasing the wireless communication range by inductively coupling to communications and power lines in a mine is evaluated and found to be considerable based on theoretical coupling equations. Lastly, the theoretical performance of a hybrid noise cancelling diversity receiving technique that utilizes both the electric and magnetic field components of the ambient noise to improve the receiver output signal-to-noise ratio under certain adverse conditions is estimated and shown to be favorable when the magnetic and electric field noise components are highly correlated.

"This report is the second of a series dealing with electrical methods of underground communication nd signalling, and is a discussion of some of the factors involved in -applying radio in mines.A previous report2 described the results obtained by the use of the ""T.P.S."" of ground-conduction method of signalling, and outlined in a general way the requirements for a practical mine communication apparatus.The popularity of radio, the development work on new apparatus, a desire to render humanitarian service to entombed miners, and an endeavor to find new uses and applications for radio stimulated many persons to attempt the application of radio to mine rescue purposes. A number of experiments on underground reception from surface broadcast stations have been conducted by different experimenters in various parts of the country and the widespread interest in the subject is shown by the fact that these tests have been con¬ducted in many States, The Bureau of Mines has received information regarding, underground tests in Illinois, Pennsylvania, Arizona, Utah, Idaho, Colorado, Michigan, Wyoming, Kentucky, New York, Connecticut, and in England, Germany, Italy, and Franc.From occasional press notices and illustrations in different papers it may appear that radio communication in mines and in tunnels being excavated is en established fact, and that the method is comparatively simple. As a matter of fact the reverse is the case."

The Government purchased approximately 5-1/4 million tons of coal in fiscal year 1953. In connection with these purchases, the Bureau analyzed 11,435 samples. These are published for the use of Government officials and the public. A series of publications has been completed on coal analyses by States, or, where production is small in any one State, by groups of adjacent States. In addition to analytical data showing composition and quality of coals of the States, the publications con- tain brief descriptions of the geological structure of the coal basins, typical mining conditions in the various districts, the principal economic data of the industry, and the relationship of mine or channel samples to delivered and tipple samples. The present publication covers many States but deals only with the analytical data of the coals.
