This publication describes a study by the Federal Bureau of Mines of devices and methods used for testing and splicing 4,160-volt and 440-volt cables and for providing ground-fault protection for 440-volt circuits, as developed and used by the electrical staff of the Tecumseh coal mine, an open-pit operation at Boonville, Ind. The testing and ground-fault devices described should find ready application in other open-pit mines, and, with suitable modifications for voltages involved, in underground mining. The devices and testing methods are based on sound engineering principles and are time-tested and economically feasible, Four devices are used: A high-voltage tester, and a low-voltage high- current tester, both for testing 4,160-volt cables; a tester for 440-volt cables; and, electronic ground-fault protective device for 440-volt cable circuits. All the cable testers and the grounding device were designed and built at the mine from standard parts. They are inexpensive, dependable, and job tested, An attempt has been made here to describe them in enough detail so that interested persons can assemble duplicate units.

This progress report on a national survey of the use of detachable bits in metal mines covers 10 mines. It presents comparative costs for drilling with conventional and detachable bits, describes the reconditioning of drill steel, and gives various data on rock drilling at these particular mines. Reports to follow will include similar data on drilling at other metal mines in the United States. ACKNOWLEDGMENTS This report is based on costs and data developed and furnished by the operators of the mines visited. This report is presented in the hope that it will assist in determining what method to use. The experiments have been designed to show the effect of the principal factors involved in the conditions of firing, and the results give information that seems to have some value.

Under the terms of the act establishing the Bureau of Mines, this bureau was authorized to carryon the work of testing and analyzing fuels which had been conducted by the technologic branch of the United States Geological Survey. That work included in its scope an investigation of the availability and uses ofliquid as well as solid fuels, for the original outline of the fuel-testing investigations contemplated, as soon as the funds would be available, a study of the liquid-fuel resources of the country and the making of related researches to determine how these resources could be utilized with greatest efficiency. Owing to the fact that many difficulties were being encountered in the adaptation of the heavier fuel oils for convenient use in internalcombustion engines, it was deemed best to begin the investigation of liquid fuels with tests of gasoline, a fuel in more or less general use. When this investigation began, the extensive introduction, especially by foreign powers, of liquid fuels for small naval craft had awakened much interest. However, the quality of gasoline was reported to vary materially in different countries and the quantity available was said to be rapidly decreasing, with the probability of a prohibitive increase in price. At the same time the claim was made that denatured alcohol, of fairly uniform quality, could be procured in all parts of the world, that unlimited quantities could be readily produced at a low cost, and that this fuel could be used much more efficiently than gasoline in internal-combustion engines. Such statements naturally led to a widespread belief that the time was near at hand when denatured alcohol would entirely displace gasoline as engine fuel. Therefore, the first investigations of the liquid mineral fuels logically embraced a careful series of comparative tests of gasoline and denatured alcohol in engines. A series of over 2,000 such tests was conducted at the Government fuel-testing plants at St. Louis, Mo., and Norfolk, Va., details of which are given in the following pages. The report is published by the Bureau of Mines because of the transfer of the fuel-testing investigations to this bureau.

As part of a study on high-temperature ceramic materials, the ammonium sulfate, carbonate, nitrate, oxalate, and sulfate salts of yttrium, lanthanum, and cerium were analyzed thermogravimetrically. The temperature ranged from room temperature to 1,500° C. Each salt was decomposed by heating at a rate of 2.5° C. per minute, and some of the salts were subjected to additional rates of 5° C. per minute or 10° C. per minute. The decomposition sequences have been identified, and the temperatures of formation of intermediate compounds and of the oxides have been determined. The minimum oxide formation temperature of a given lanthanum salt exceeds that for the similar salt of yttrium, and both exceed that for the same salt of cerium except for one cerium carbonate. Variation of the heating rate indicates a thermal lag in the materials and produces the shift of formation temperatures to higher values and loss of resolution in the weight-loss distribution as the heating rate increases.

The effect of oxygen content in the anode metal on titanium electrorefining characteristics was studied. Increasing quantities of oxygen in the anode resulted in increased anode scale formation, decreased anode and cathode current efficiencies, lower titanium recovery efficiencies, and higher oxygen content of the cathode products. The titanium electrorefining process performed best when the anodes did not contain more than 0.5 percent oxygen, although anode dissolution was recorded for alloys containing up to 25 percent oxygen. Back emf affords a useful index of an alloy to electrorefining.

The current version of the computer program ADINA/BM (Automatic Dynamic Incremental Nonlinear Analysis for the Bureau of Mines) for linear and nonlinear, static and dynamic finite element analysis of mine structures is described. The complete report is divided into four parts. In Part A the program solution capabilities, the finite element library, the logical construction of the program and storage allocations are discussed. In Part B the theory and numerical techniques used in the program are summarized. In Part C brief problem descriptions and solution results for some sample solutions that have been transmitted as data cases with the program are presented. In the last section of the report, Part D, the users? manual of the program is presented. Program ADINA/BM is a general effective tool for coal mine structural analysis. The program is an extension of the computer program NON SAP (which was developed under an earlier contract with the U.S. Bureau of Mines). The important additional capabilities of ADINA/BM are: (1) the occurrence of all elements is time dependent, (2) all elements can be used in geometric and material nonlinear analysis, (3) the truss element can be used in elastic-plastic analysis, (4) the three-dimensional element can be employed in orthotropic, elastic-plastic and cracking and crushing analysis, (5) the program executes an out-of-core solution and thus allows the analysis of very large and complex coal mine models, (6) the truss elements can be employed as 2-4 variable-number-nodes elements, (7) a rock material model has been implemented, (8) displacement constraint equations can be imposed in the solution, (9) more flexibility in specifying the incremental solution strategy and an acceleration procedure in the equilibrium iteration are available

Burning coal-mine refuse banks were surveyed in 15 States. The following characteristics were tabulated for 495 hanks: County; name, population, and distance of nearest town; size and status of bank; status and stage of fire; and topography. Ways of controlling fires were reviewed, the compacting and sealing method proving most satisfactory. Means for preventing refuse-bank fires by proper construction of banks are described.

The mechanics of coke formation are complex, and the specific properties of certain coals that tallow them to "cake" or form coke are still unknown. Coke is a hard, cellular, carbonaceous mass, formed by heating coal in the absence of air. It is porous, irregular in size and shape, and is similar in appearance to wood charcoal. Coke, however, is denser, more porous, and more abrasive than charcoal.

The influence of thermal treatments on the grindability of low-grade hematitic iron ores from Michigan and Minnesota was examined in bench-scale tests. Treatment factors were roasting temperature, roasting atmosphere, and ore cooling conditions. Bond ball mill grindability and work indices were used as response indicators in evaluating the condition of the ore. Of the three treatment factors evaluated, roasting atmosphere, which brought about the con version of iron oxides to magnetite, had the most significant effect; roasting temperature had the next most important effect; and cooling condition had the least effect. Optimum grindability was obtained with reduced-quenched products of both ores at 650° C, near the alpha-beta phase transformation of quartz.

It is interesting to study the noise standards that have been promulgated in the US over the last decade or so. These regulations are likely to have long-lasting impact. The Occupational Safety and Health Administration (OSHA) Hearing Conservation Amendment (March 1983) continues to have influence not only in the workplace but in the debate over new regulations. Both the Mine Safety and Health Administration (MSHA) and Federal Railroad Administration (FRA) regulatory preamble documents state the desire to be consistent with OSHA. An examination of Table 1, which compares the major components of the three regulations and the 1998 NIOSH “best practices” criteria, depicts the extent to which that intent is met. There has been some regulatory activity in the last decade which may give some hope for evolution and updating based on the wealth of science that has occurred during the last quarter of a century since the OSHA regulation was enacted. However there has also been some “back-sliding” toward more lenient standards. The MSHA noise standard made regulatory progress in September 2000 by emphasizing engineering and administrative controls, followed by personal protective equipment, in the hierarchy of noise intervention. MSHA’s requirement for technician certification (today only available from CAOHC) strengthened the training requirements for audiometric testing in hearing conservation programs and MSHA also added the requirement of dual hearing protection at 105 dB TWA. There were many subtle differences between OSHA and MSHA based on comments and a desire to clarify some of the vague aspects of the OSHA noise standard, and meet the needs of the regulated mining industry. One example pertains to the ceiling for exposures. OSHA says, “no exposures >115 dBA,” which is interpreted to mean no unprotected exposures above that level, giving credit for the assumed effectiveness of hearing conservation programs, hearing protection devices and administrative and engineering controls. MSHA specified that a “P” code1 violation be issued for any protected or unprotected exposures >115 dBA. The Federal Railroad Administration (FRA) noise standard for railroad operating employees, which went The Modern Evolution of Hearing Conservation Regulationsinto effect February 26, 2007, was expressly based on the OSHA standard but also uses MSHA for comparison. The preamble states that the FRA defers to OSHA as the “primary regulator of noise in the workplace,” but also acknowledges the need for some departure from the OSHA regulation (FRA Preamble II.B). As an example, FRA requires testing at 8000 Hz “because it will allow employers to identify hearing loss sooner.” The FRA rejected MSHA’s hierarchy of noise controls in favor of requiring specific engineering interventions and focusing on appropriate hearing protection which would still allow communication and audibility, and identification of excessive noise through employee-filed “excessive noise reports.”2 Where OSHA has no specific mandate requiring employees to take advantage of the employer-paid audiogram, it has been traditionally a condition of employment and is generally accepted that OSHA-covered workers require an annual audiogram. MSHA addressed this issue in its preamble; however, they made no significant change. MSHA employers are required to offer annual audiograms but MSHA stopped short of requiring employees to comply with annual audiometric testing. This information circular documents the status of a laser-based guidance system to track and control the tramming maneuvers of a continuous mining machine. The work is part of a multiple project effort at the U.S. Bureau of Mines to develop technology for computer-assisted mining systems. The system includes stationary offboard laser-scanning sensors that report the angular coordinates of retroreflective targets on the mining machine. A microcomputer system processes the angular coordinates, determines position and heading, handles requests for data, and controls tram maneuvers of a continuous mining machine. This report describes the hardware for the sensor and computer systems and the software algorithms for continuous miner position and heading determination, closed-loop tramming, and data request handling. Improvements made to the system since previous documentation include the rewriting of the software on a stand-alone real-time microcomputer system, the implementation of real-time programming techniques, the use of a new version of the laser sensor, and the design and development of explosion-proof enclosures for the lasers and corresponding power supply.

The productive potential of the Nation's principal active and inactive silver mining districts has been evaluated, using 1964 economic conditions and assumed silver prices ranging up to $3 per ounce. On this basis, the United States has an estimated 5 billion ounces of unmined silver, excluding minor byproduct silver in gold deposits. Approximately 3.5 billion ounces are contained in deposits requiring higher silver prices to be economically minable, and about 1.3 billion ounces are in currently operating mines. An analysis of silver consumption trends since 1954 indicates that the free world industrial market will climb to nearly 800 million ounces annually by 1985. U.S. industrial silver consumption has been projected to increase at an annual rate of 4 percent from 1965 to 1985. Average annual increase for the remainder of the free world has been 8.1 percent since 1953; this is expected to level off with an estimated average increase of 5 percent to 1975 and 4 percent from 1976 to 1985. Foreign silver production has, in the past, exceeded consumption, but in 1960 the supply deficit was over 100 million ounces. U.S. production, also traditionally exceeding demand, was suddenly overtaken at the start of World War II. By 1964 the annual deficit, excluding coinage, was over 84 million ounces. World coinage requirements of silver are fast declining and expected to total only 25 million ounces annually by 1985. In fact, coins are already becoming major short-term source of silver to fill the large deficit between industrial demand and current production. The larger, long-term deficit (to 1985, the limit of this study) must be balanced by silver from the hoards and new production from silver deposits. Eventually all of the deficit must be met by new production or silver prices will rise until consumption is greatly curtailed. To balance free world supply and demand, it is estimated that the free world must produce an additional 85 million ounces by 1975 and 375 million ounces by 1985. The estimated proportion expected from U.S. deposits is 17 million ounces by 1975 and 74 million ounces by 1985.

In coal mining, longwall mining is a preferred method to maximize production by extracting large blocks of coal that have been outlined with a set of development entries. In U.S. mines, longwall panels are typically 305 m (1,000ft) wide (with a continual trend towards even wider panels), and usually over 3,050 m (10,000ft) in length. The increasing size of longwall panels, while helping to increase coal production, may also increase methane emissions due to the exposure of the mining environment to a larger area of fractured, gas-bearing strata. Thus, understanding the impact of increased panel widths on methane emissions, and designing gob gas ventholes and bleeder systems accordingly, can enhance the safety of the underground workforce by reducing their exposure to potentially explosive accumulations of methane/air mixtures. As part of its mine safety research program, NIOSH’s Pittsburgh Research Laboratory has initiated a reservoir modeling effort to better understand the interaction of the various geotechnical factors influencing gas flow within and to the underground longwall mining environment. A focus of this modeling effort has been 1) the prediction of the incremental amount of methane emissions to be expected due to increasing longwall panel widths, and 2) optimizing gob gas venthole completion practices to capture more of the gas in the subsided strata above longwall panels before it can enter the ventilation system of the underground workplace. The history matching phase of the study has been carried out on a 381-m (1,250ft) wide panel in the Pittsburgh Coalbed. Simulations have also been completed for a 442 m (1,450ft) wide panel to estimate the incremental increase in methane emissions and the performance of current gob gas venthole placement configurations. Additional venthole placement configurations were simulated to investigate options for optimizing methane capture from the subsided strata above the wider longwall panel.

The following tables summarize data on crude nonfuel mineral production for the United States, its island possessions, and the Commonwealth of Puerto Rico. Although crude mineral production may be measured at any of several stages of extraction and processing, the stage of measurement used in these tables is what is termed "mine output." It usually refers to minerals or ores in the form in which they are first extracted from the ground, but customarily includes the output from auxiliary processing at or near the mines. Because of inadequacies in the statistics available, some series deviate from the foregoing definition. For copper, gold, lead, silver, tin, and zinc, the quantities are recorded on a mine basis (as the recoverable content of ore sold or treated). However, the values assigned to these quantities are based on the average selling price of refined metal, not the mine value. Mercury is measured as recovered metal and valued at the average New York price for the metal. The values shown are in current dollars, with no adjustments made to compensate for changes in the purchasing power of the dollar.

"Electron spin resonance (ESR) measurements on solutions and isolated powders provide direct evidence for the involvement of Cr(V) species in the reduction of Cr(VI) by NAD(P)H. ESR analysis of an isolated Cr(V)NAD( P)H solid yields 6 11 = 1.9831 and 6.i. = 1.9772, indicating that the unpaired electron occupies the d22 orbital of the Cr(V) ion, with square-pyramidal geometry. Addition of hydrogen peroxide (H2 0 2 ) to the N AD(P)HCr( VI) reaction mixtures suppresses the Cr(V) species and generates hydroxyl (""OH) radicals. The ""OH radicals were detected via ESR spin trapping, employing 5,5-dimethyl-1-pyrroline-N-oxide and a-(4-pyridyl-1- oxide)-N-tert-butylnitrone as spin traps. The dependence of Cr(V) and ""OH radical formation on the H20 2 and Cr(VI) concentrations indicates that the Cr(V) species react with H20 2 to generate the ""OH radicals. Similar results were obtained by using various diols (arabinose, cellobiose, FAD, fructose, glyceraldehyde, ribose, and tartaric acid), a-hydroxycarboxylic acids, and glutathione. Investigations with superoxide dismutase showed no significant participation of 02 in the generation of OH radicals. These results thus indicate that the Cr(V) complexes, produced in the reduction of Cr(VI) by cellular reductants, react with H20 2 to generate ""OH radicals, which might be the initiators of the primary events in the Cr(VI) cytotoxicity.In this paper we report an electron spin resonance (ESR)3 spectroscopic detection of Cr(V) species in the reduction of potassium dichromate, henceforth called Cr(VI), by NAD(P)H and other diols. Also reported here is the detection of the hydroxyl (""OH) radical in the reaction between hydrogen peroxide (H2O 2) and a variety of Cr(V) complexes. This work was undertaken because while the reduction of Cr(VI) to lower oxidation states has been suggested as a key step m the mechanism of Cr(VI) toxicity, mutagenicity, and DNA alteration, the details are not yet clear (1-5).Earlier studies on the mechanism of Cr(VI) reduction in cellular systems include those on the reduction of chromate by microsomes (6-8), rat liver DT-diaphorase (9), and aldehyde oxidase (10). All these studies imply that Cr(VI) can be reduced to Cr(Ill) by cellular constituents. Regarding the mechanism of Cr(Vl) carcinogenicity, Jennette postulated that Cr(V) is the ultimate carcinogenic form of chromium compounds (8). This conclusion has led to many further investigations of the formation of Cr(V) in the reduction of Cr(VI) under biologically relevant conditions (11-33). More recently, however, Kawanishi and co-workers (34) have investigated the mechanism of DNA cleavage induced by Cr(VI) in the presence of H20 2 and have argued that it is not Cr(V) itself that is carcinogenic, but it is the reactive oxygenated species (02, 10 2 , ""OH) (produced by the decomposition of the Crv(02) ¾ - ion) that cause the DNA alteration."

This paper is one of a series comprising the Mineral Industries Survey of the United States, which was begun in 1935. It describes the simple methods of mining and beneficiating manganese ore, in eastern Tennessee and compares these methods with those used elsewhere in the Appalachian region. The report contains general information on manganese to give a clearer understanding of the methods and costs of mining and. beneficiating manganese ore foam a widespread deposit, an in addition presents zone difficulties normally fond in these operations. The marketing, uses, and value of manganese ore are discussed as well as the amount of capital necessary for effective operation on given scale of production, and requirements are outlines for successful operation of manganese, property in this region.
