An active list of permissible explosives was published in July, 1931, as part of United States Bureau of Mines Report of Investigations 313, under the title of "Active List of Permissible Explosives and Blasting Devices Approved Prior to June 30, 1931." Changes in that list were authorized in August, September, October, November, and December, 1931, and. January and March, 1932, as published in Reports of Investigations 3l40, 3147, 3l50, 3155, 3158, 3161, and 3163, respectively. This report summarizes the results of the Narragansett Win Projec't's activities during the U.S. Bureau of Mines (BOM) Phase 1, which was transitional from and which followed the National Science Foundation (NSF) Phase which initiated the investigation of New England's potential roil resource. The 960 sq. mile basin is structural and topographic lowland containing 12,000 to 20,000 ft. of terrigenous clastic sediments of late Pennsylvanian age, and which rests on an upper Precambrian and Cambrian basement. The Rhode Island Formation, which is the coal-bearing unit, comprising the bulk of the Pennsylvanian rocks consists, in order of decreasing abundance, of sandstone, conglomerate, silts tone, shale, and coal. In the NSF Phase, 24 drill-holes yielded 17,900 ft, of core; in the BOM Phase I study, 4 drillholes yielded 2,100 ft. of core. Anthracite and semi-anthracite was encountered in beds Up to 30 ft. thick in widely spaced parts of the Basin. The coal, typically very low in sulfur, and a high ash anthracite, won mined in substantial volumes from 1808 to 1959 from shaft and open lit in Portsmouth and Cranston, R.I., and in lesser volumes in Mansfield, Mass. Currently coal is now being mined in Plainville, Mass. as a fuel in the manufacturing of light-weight aggregate from the same quarry that serves as the source of the rock being processed. The structurally complex Narragansett Basin is now known to have a greater extent than earlier since recent drilling by others (Chapter 2) has confirmed our interpretation that the Basin extended offshore south A Boston. The, Basin also extends into Rhode Island Sound to the south. The geological structure is more complex in the southern part of the Basin than in the northern part. Three episodes of folding have been documented on Aquidneck Island and four episodes of faulting have been demonstrated for the Basin as a whole. Relatively less well exposed rock in the northern part of the Basin, increases the difficulty of recognizing and correlating structural episodes in the northern part of the Basin. The Basin his hewn subdivided into six structural domains which appear to have distinctive structural, metamorphic, paleontological and sedimentological differences that mw assist in isolating important events in the evolution of the Basin and its component parts. The tentative structural model recently developed in POP Phase I has important implications for exploration and mining. In the first and second folding stages the coal is mobilized and thickened in the crests and troughs of folds whose axes are horizontal to subhorizontal. While conventional coal exploration and mining methods are not applicable, great thickening in the crests and troughs of large scale structures, which can he defined by geology, geophysics and drilling, may provide compensating advantages. Bedrock over most of the Basin is 0-50 ft., but thicknesses of glacial deposits up to 150 ft. are present locally. Pro-Pleistocene topographic trends are controlled by structure and rock hardness; Pleistocene deposits aligned to the S. F. are superimposed on earlier trends. The southern part of the Basin is mainly dominated by high grade Barrovian metamorphism and plutonism of Permian age, related to the Alleghanian Orogeny. About 300 sq. miles of the 960 sq. mile Basin has been affected. The remaining 660 sq. miles, in the chlorite and subchlorite zones of metamorphism are compatible with the presence of high quality anthracite and semi-anthracite. Illite crystallinity studies begun in the NSF Phase, have been carried out in the BOM Phase l with important results. About ME of the northern Basin is now known to be in the diagenetic (unmetamorphosed) or subchlorite zone and the remainder in the chlorite zone of metamorphism. Mite studies, probably best recording temperature effects, show a generally progressive increase from the NW corner of the Basin near Plainville, Mass. toward the south and southeast. Reflectivity and coal petrography studies, probably best recording pressure and effects related to shearing, indicate a generally opposite pattern. Thus these methods provide powerful tools for the ultimate solution of problems important to coal exploration for coals of higher combustible volatile content and exploitation of these. Due to the complex nature of the coal, chemical data may not he easily used to determine rank. The coals have been tectonically deformed and mineralized. This deformation plus thermal metamorphism have altered the coals, in some cases by producing natural coke. Brecciated coal is often coated with a secondary depositional carbon. The coals' hydroscopic nature and high ash contents are due to the deformed nature of the coal and the presence of this secondary carbon. The stratigraphy and sedimentology of the coal-bearing Rhode Island Formation is similar to described alluvial fan deposits. The non-geological studies al-low three conclusions to be made: 1. A substantial number of areas have been identified in the Narragansett Basin in which mining could be carried out without undue difficulty from a land use point of view. 2. Substantially more than two hundred instances of past or current- mining activities have been identified in the Basin. Many of those are in areas defined as geologically interesting, and may be advantageous From the point of view of future exploration. 3. The map synthesis technique developed for this contract is successful and may easily be adapted to future exploration in its current form and also in its expandable form dealing with unit measurements of one-tenth mile. We recommend that BOM Phase 2 exploration should accomplish the intent of the Congressional language in House Report No. 95-1251, to continue a substantial drilling and geophysics program: "The Committee expects the Bureau to continue studies involved in ascertaining the extent and quality of low sulfur coal reserves in the Narragansett Basin in New England including necessary drilling and geophysical studies. The knowledge of the extent of such deposits is of great importance to this 'energy pour' area".

This reflects the current concern about damage inflicted on the environment by our growing and increasingly affluent society. Mine Health and Safety research, along with investigations related to all other aspects of coal extraction and use, also continued to be implemented and expanded.

An investigation of the hazard of spillage of liquefied natural gas (LNG) onto water is described. About 2,000 gallons of LNG were consumed in various tests. The initial vaporization rate of LNG following spillage was found to be 0.037 lb/ft2 sec; when the spill was confined, this vaporization rate was moderated after about 20 seconds by the growth of an ice layer on the water surface; when the spill was unconfined, a coherent ice floe was not observed and the vaporization rate was essentially time independent. The maximum diameter (in feet) of the spreading LNG pool was found to be given by 6.25 Wo 1/3, where Wo is the weight of LNG in pounds, Downwind of a natural gas source, time-averaged methane concentrations were given in good approximation by standard air pollution equations. However, peak concentrations were as much as twentyfold higher than average, adding an additional factor to the assessment of hazard. The effect of layering by the cold vaporized natural gas was similar to the effect of a temperature inversion on normal gases in the atmosphere. Small-scale explosions were observed on pouring LNG onto a water surface; no single explanation seems pertinent to all of the incidents observed.

EARLY in 1949, the Economic Cooperation Administration requested the Bureau of Mines to assign a coal-mining engineer to study milling conditions in Greek lignite mines; to make recommendations for the introduction of methods and practices that should increase production and decrease the cost of mining; and, from the results of a geological reconnaissance by geologists of the United States Geological Survey, to suggest plans for the development of mines to supply fuel for a thermal power plant, Albert L. Toenges was assigned to this investigation and arrived in Athens, Greece, March 15, 1949. The study of mining operations and the geological reconnaissance (which was made by W. G. Pierce and X. M. Denson, geologists, United States Geological Survey) Were conducted concurrently. The Geological Survey will publish the results of its investigation separately. Washability studies of lignites from Aliveri and Kimi were made at the Central Experiment Station of the Bureau of -Mines, Pittsburgh, Pa. The lignite fields mentioned in this bulletin are shown in figure 1.

1. From the standpoint of present production and recoverable reserves, there are two beds of major importance in Allegheny County -Pittsburgh and Upper Freeport -and one of lesser importance -Redstone. 2. Known measured and indicated reserves in all beds, based on a minimum thickness of 14 inches and 1,800 short tons per acre-foot of coal in place, are estimated at 832 million short tons as of January 1, 1953. Of this total, 768 million short tons is in beds 28 inches and more thick. Areas in some beds were omitted from the estimate because available data relative to the bed characteristics are too meager for making an estimate that conforms with the definitions of measured and indicated coal adopted for this study. Should future drilling or development prove reserves in these areas, such reserves should be added to the total estimated reserves.

This paper presents the results of intermittent study begun in 1956 by the Federal Bureau of Mines of yieldable steel arches and yieldable steel ring sets installed for support of development openings in metal mines. Observations were made of this type of support in several iron mines in the northeast and north-central states. The sets, both arches and rings fabricated in the United States, are made from a hot-rolled, cold bent, structural U-shaped steel section in two weights, 15 pounds and 21 pounds per foot. The lighter section is generally used, It is 4.41 square inches in cross section area, and the calculation is that a 6-foot length of this structural shape installed as a supporting column, will safely carry the same load as a Douglas fir post of the same length but of 22 times the cross-sectional area of the steel.

Studies on continuous - circuit leach - aluminum precipitation and leachelectrodeposition of mercury were made by the Bureau of Mines to determine optimum conditions and cost estimates for recovering mercury from mercury sulfide flotation concentrates . With 150 grams of sodium sulfide and 50 grams of sodium hydroxide per liter , from 98 to 99.8 percent of the mercury was extracted from flotation concentrates , with about 0.5 pound of sodium hydroxide used per pound of mercury produced . Precipitation of mercury from the caustic - sulfide solution with minus 8 - mesh aluminum shot required about 0.2 pound of aluminum per pound of mercury produced at a cost of $ 0.05 per pound of mercury . Electrodeposition cost with 7 mill power , based on 50 percent current efficiency , was below 2 mills per pound of metal deposited . Feed solutions ranged from 10 to 130 grams of mercury per liter , and current densities , from 2 to 70 amperes per square foot . The cost of open- pit mining 250 tons per day was estimated at $ 1.75 per ton , and flotation - leachingelectrodeposition of the ore , at $ 3.54 , resulting in a cutoff grade of about 0.1 percent mercury . The cost of underground mining 50 tons per day was estimated at $ 20.00 per ton , and the cost of milling the ore was estimated at $ 13.33 , which resulted in a cutoff grade of 0.6 percent mercury .

Rock property data is needed over a wide range of parameters for the optimum execution of rapid excavation research. Eight rock types were chosen by the Bureau of Mines for a standard rock suite for such research. Large rock blocks were quarried and the standard physical and mechanical properties measured and documented. The eight rock types that comprise the rock suite are Barre Granite, Berea Sandstone, Dresser basalt, Holston Limestone, Salem Lime-stone, Sioux Quartzite, St. Cloud Gray Granodiorite, and Westerly Granite. Geologic, petrographic, physical-property, and mechanical-property test data are reported for each rock type. The information is the first step in the building of a comprehensive property listing for the eight rock types. A limited number of rock cubes are available from the Bureau of Mines Twin Cities Mining Research Center for use by researchers to broaden the information available on the suite.

The U.S. Bureau of Mines is engaged in many diverse programs fur improving mine safety. One area of interest to the Bureau is new and improved means for minimizing the hazards of accidental gas ignition or electrical shock should the frame of an off-track machine assume potential above ground. Various means presently used to prevent such occurences are the use of ground fault detectors for phase to ground faults in ac machines, and grounding conductors and diodes in dc machines. In a three phase ac power center, a phase to ground fault may be detected by monitoring the current in the grounding resistor which is required between the power center neutral on the load side of the power center transformer and ground. Another method for detecting a ground fault is to pass the three load conductors through a toroidal core transformer. The phase currents vectorially add up to zero if none of the phases are faulted, and hence the voltage of the transformer secondary is either zero or not zero if one of the phases is unbalanced or faulted.

Using bench-and pilot-scale coking facilities, the Bureau of Mines produced experimental coke from blends of char with Sunnyside coal (high-volatile A bituminous) from Carbon County, Utah. At bench scale, additions of char made from lignite improved resultant cokes when concentrations of up to 60 pct were used in the blends. At pilot scale (500-pound movable-wall oven), four chars made by entrained-bed carbonization techniques from the parent Sunnyside coal and from a North Dakota lignite were used in two-component blends with the Sunnsyide coal. Chars from Sunnyside coal had volatile matter contents of 5.8, 9.8, and 16.0 pct, moisture-free basis; the char from the lignite had 16.6 pct. In twenty-five 500-pound tests, improvement in coke quality was observed from all blends at char concentrations to 17.5 pct. The best coke, produced from a concentration of 12.5 to 15 pct of S.8-pct volatile char, exhibited physical properties approaching those of an industrial coke produced from Sunnyside coal blended with three higher rank blending coals. Studies were also made of the effects on coke quality of char source, of particle size, of comparative use of char and of a blending coal, and of prolonged coal storage.

The Bureau of Mines is testing a dewatering technique for phosphatic clay waste that will recover a portion of the water lost using conventional waste disposal methods and produce solids suitable for land reclamation. The technique utilizes a flocculant, polyethylene oxide (PEO), that forms strong, stable flocs that can be dewatered on a static screen followed by further dewatering on a rotary screen. In field tests conducted in northern Florida, clay wastes containing a nominal 2.5 pct solids have been consolidated to greater than 20 pct solids. The rate at which PEO-treated material continues to dewater in a mine cut also was monitored. Preliminary results indicate that PEO--treated material will dewater to 30 pct solids in 140 days. Pretreatment of phosphatic clay waste with lime and H202 was shown to improve the dewatering technique for problem clay wastes.

The Tenth International Conference of Directors of Safety in Mines Research was held in the United States from September 28 through October 2, 1959, at Hotel Webster Hall, Pittsburgh, Pa. The Conference was organized by the Federal Bureau of Mines. In accord with the program outlined at the Ninth Conference (1956, Heerlen, Holland), the papers submitted dealt with the following three subjects: 1. Safety of coal mine explosives 2. Explosion hazards in mines 3. Ignition and fires in mines Seventy papers were presented. There were eight technical sessions followed by an extended tour of the Bruceton facility of the Bureau of Mines on October 2. Simultaneous translation was provided in the three official languages of the Conference--English, French, and German.

As part of a national canvass of water use the Bureau of Mines compiled data on water requirements in the petroleum and natural gas industries for the calendar year 1962, specifically in well drilling, secondary-recovery operations, and natural gas processing plants. Total new water use in the petroleum industry of the United States, excluding refining, was 5.3 billion barrels. Secondary-recovery operations and natural gas processing plants required about 2.5 billion barrels of new water input; each of these requirements was about eight times greater than that for well drilling. Total use, including recirculated water, was 45.3 billion barrels of which 3.4 billion barrels was consumed. The greatest use of recirculated water was for natural gas processing, amounting to 38.2 billion barrels. Projections of total water use show that by 1975, 75.4 billion barrels will be used by the petroleum industry, of which 10.2 billion barrels will be new water. By 1985, the total use requirement will be 92.8 billion barrels, of which 13.1 billion barrels will be new water.

The Bureau of Mines developed a process using ion exchange to recover cobalt from spent copper leach solutions. A preliminary economic evaluation of the process indicated that about one-third of the capital cost was attributed to the total resin inventory, and one-third of the operating cost was required for reagents to remove iron from the ion-exchange eluates. An agitated Pachuca elution system was investigated in place of a fixed-bed elution system. The Pachuca system reduced the resin inventory by 27 pet when compared with the fixed-bed elution system. Processing fresh spent copper leach solution reduced the resin inventory by 20 pct and resin iron loading by 80 pct. Reagent requirements for removing iron from the eluates were decreased because less iron was extracted. The Pachuca system, along with processing fresh spent copper leach solution, reduced the total resin inventory by 47 pct. A revised cost evaluation of the cobalt recovery process was obtained to determine the effects of these process modifIcations. The estimated total capital cost for a plant processing 10,000 gpm of spent copper leach solution containing 26 ppm Co was $23.1 million. With credits for nickel, zinc, and copper byproducts, the estimated net operating cost was $5.10/lb of cobalt.

The Bureau of Mines has been developing and evaluating methods for beneficiating the large deposits of nonmagnetic (oxidized) taconite located on the western Mesabi Range. In this segment of the research, a sample representing about 0.5 billion tons of nonmagnetic taconite from near Grand Rapids, Minn., was beneficiated using a reduction roasting, magnetic separation, flotation process. The sample contained 32.1 pct iron and 49.1 pct silica. Tests were conducted both on a bench scale and with a 1,000-lb/h pilot plant. In the bench-scale research a con-centrate containing 69.0 pct iron and 4.5 pct silica was produced with an iron recovery of 82.1 pct. In the pilot plant, reduction roasting was conducted in a 35-ft kiln using lignite as the reductant and major source of fuel. Dust from the kiln exhaust was pelletized and recycled to the kiln. The roasted taconite was beneficiated by magnetic sep-aration and flotation to produce a product containing 67.9 pct iron, 5.5 pct silica, and 69.7 pct of the iron in the kiln feed. The cyclone separation in the grinding circuit was sharpened by demagnetizing the cyclone feed in a 400-Hz, 1,000-Oe magnetic field.

The Bureau of Mines studied the costs of transporting fossil fuels, coal, and residual fuel oil from areas of production to consumer regions. Transportation data were stratified by type of carrier, size of shipment, and distance to determine what general effects these variables have upon transportation costs. Economics of haul for coal exist for longer versus shorter distances, and for larger versus smaller trainload sizes. Tanker and barge transportation of residual fuel oil does not show economies of haul for longer distances. It is shown that tanker size and seasonal variation are primary factors influencing the cost of shipping. Railroad transportation data show that coal from western coalfields could be competitive with foreign residual fuel oil in selected midwestern fossil fuel markets. However, the western coal would not be competitive in the New England and the eastern seaboard energy markets.

About 100 tests of flammability were carried out with H2, CH4, and CO in mixtures with air using the Federal Bureau of Mines 12-ft-diameter spherical pressure vessel as an explosion test chamber. The LeChatelier approximation gave slightly conservative estimates of the limits of downward flame propagation (onset of significant pressure rise) using the following measured values for the individual gases, in percent: H2, 8.5; CH4, 5.25; CO, 13.0. No justification could be offered for using the LeChatelier law for upward flame propagation limits and indeed reported data suggest that calculated values would not be conservative. The observed upward limit for methane-air mixtures (4.85 pct) was less than the widely accepted lean limit for this fuel; those for lean hydrogen-air mixtures and carbon monoxide-air mixtures did not differ from the lowest accepted values. Diffusional effects on the propagation of single, binary, and ternary fuel mixtures are discussed.
