This paper describes the development of an approach to sustainable development for application at the feasibility study stage for a proposed bauxite mine near the community of Aurukun, south of Weipa on the western coast of Cape York Peninsula, Queensland, Australia. The general environment for development was complex in all dimensions. In particular, the socio-demographic profile of the Aurukun community (population 1200) characterised it as being amongst the most disadvantaged communities in Australia. The traditional owners of the area, the Wik and Wik-Way people, were at the forefront in the efforts of Indigenous people in Australia to secure land rights over the past 30 years, and they had previous experience negotiating an Indigenous Land Use Agreement (the Western Cape Communities Coexistence Agreement) with Rio Tinto Alcan, the operators of the Weipa bauxite mine. Through this they had shown a well-founded sense of entitlement with respect to the development of resources on their traditional land. The Queensland State Government had recently cancelled an existing mining lease over the bauxite resource as the holder of the tenement had not fulfilled the terms of a development agreement that had been in place for 30 years. The Government was anxious to avoid any future æbankingÆ of the resource, and had decided to offer tenure to the resource on an international competitive basis, subject to the requirements of the Commonwealth Native Title Act 1993. This would require a negotiation process with traditional owners and potentially involve companies with whom the traditional owners had no existing relationship (typically developed during the projectÆs exploration phase) and who possibly had no project development experience in Australia. As well, the State Government envisaged an approach to development that drew on the significant work that industry and other stakeholders had undertaken over the previous ten to 15 years, commencing with the mining, minerals and sustainable development (MMSD) process. This work was aimed at rectifying acknowledged deficiencies with industry recognition of stakeholder interests, in particular with respect to environmental management and socioeconomic development. The approach adopted aimed to define the strategic community interests and sustainable development outcomes to which the development of the resource would be expected to contribute, and to embody these within an easily usable management structure that could be applied to each stage of project development from feasibility study through to mine closure. The logical framework (AusAID, 2006; ICMM, 2005) was the management tool utilised to order the identified interests and desired outcomes. The structure included components aligned with the key areas of development interest expressed by the community, and the initial baseline sustainable development plan (SDP) developed established component objectives, outcomes, indicative outputs and activities for the feasibility stage of the project. This established an objective framework to guide potential bidders when developing their response to the State GovernmentÆs Request for Proposal. The paper will describe the evolution of the competitive process and the parallel process for development of the SDP. While the institutional environment was politically and socially complex, the use of simple visual representations of the environment and the analysis and ordering of issues, objectives and criteria through methods such as stakeholder analysis and the logical framework approach, enable the development of a dialogue on the contribution that the development of a mining project can make to sustainable community development, and for the development of an agreed program of community support to capture the contribution. The use of the logical framework was found to have good functionality for plan development. Achieving plan outcomes though, is highly dependent on the skill of key project personnel in facilitation, team building, conflict resolution and leadership, as well as their ability to influence the behaviour of key stakeholders with the capacity and authority to require the integration of local economic development criteria in to key project development decisions.

The role and importance of a well designed test work program during the development of an orebody is often underestimated. A test work program should be tailored to deliver very specific answers to relevant questions. With a clear purpose, the results from the test work program will enhance the outcome of the feasibility study and provide the information required to meet the requirements of all stakeholders. With regard to test work programs there are three main areas that should be considered: orebody characterisation and definition, process flow sheet development and engineering design information.Orebody definition relies on reliable analytical methods to characterise and assess the economic minerals present in the ground. In mineral sands, the physical processing characteristics of the minerals play a significant role in the definition of an orebody. The analytical method therefore has to be customised using a combination of laboratory techniques. These techniques can include heavy liquid separation, gravity separation and magnetic separation and are usually combined with chemical and mineralogical analyses to create a picture of the orebody. During the definition phase of test work programs, an appropriate analytical technique has to be developed to evaluate drilling samples, but also to support the information collected during flow sheet development.Process flow sheet development is usually done once there is a reasonable understanding of the size and variability of the orebody. Selecting the best sample for test work is critical, as any flow sheet design is tied to the specific characteristics of the sample used for development. There are other factors that can improve the outcomes of flow sheet development test work, including the skills and knowledge of the operator and allowing sufficient time to process and analyse the results. Very often this work is conducted under pressure with limited time and resources, only to result in a suboptimal flow sheet. During this phase of flow sheet test work, iterative testing will provide the information required to develop an optimal metallurgical flow sheet. The data collected will provide indicative recoveries and yields that are required for feasibility studies.Equipment specification is often included as part of process flow sheet development. This includes comparative test work between different equipment suppliers, assessment of operating conditions such as the loading to determine the number of processing units required, as well as other design information required such as particle size distributions, density and operating temperatures.While restricting the time and costs expended on test work programs may seem to meet a short term need to meet investor requirements, neglecting to develop a proper framework of the requirements that has to be met in the long-term can lead to significant long-term cost overruns. This is mainly due to a need to repeat test work, or do confirmation test work, as insufficient information was collected during the initial program.

Traditional acid and metalliferous drainage (AMD) wastewater treatment focuses on the iron co-precipitation/adsorption process as this is a very effective method of reducing heavy metals, including copper, lead, zinc, arsenic, etc, to parts per billion (ppb) levels in AMD wastewater streams. One of the drawbacks to this method however is the large volume of sludge produced and subsequent disposal costs for the mine site concerned.A proprietary metals treatment system called high density sludge (denoted HDS) which significantly reduces the quantity of waste generated is described in this paper. This process generates a dewatered sludge that contains in the order of 50 to 55 per cent solids. This sludge is denser than conventionally dewatered sludge, which typically contains only 20 to 30 per cent solids. This advanced process has a wide range of applications and can be easily retrofitted into existing AMD treatment systems. It has been successfully installed at several mine sites to treat AMD wastewaters. Various Australian and international regulatory bodies (Environmental Protection Authority, 2015) require an early assessment of the geochemistry of waste rock. This usually includes estimates of the locations and volumes of potentially acid forming (PAF) materials and requires sampling of the waste rock zones as well as submitting the samples for a series of tests. We know that the required number of samples will vary depending on rock type, mean sulfur levels and spatial variability of sulfur as well as total volume. The U.S. Department of Interior, Bureau of Mines, is investigating the treatment of refractory gold ores. Chlorination in the treatment of refractory gold ores is applicable in many low-grade gold operations. When usable, this treatment provides an economic means of consuming sulfides and deactivating disseminated organic carbon. Chlorination, however, is a pretreatment technique that requires the neutralization of the chlorine prior to leaching the ore with cyanide. Research by the Bureau has extended the present chlorination technology to allow for the recovery of gold without the use of cyanide and allow treatment of some ores presently deemed untreatable by gold operators using cyanidation or chlorination/cyanidation techniques. Chlorination without carbon of two carbonaceous ores extracted between 1 and 20 pct of the gold; however, carbon-in-chlorine (CICL) treatments resulted in about 90-pct recovery with a reduction in carbon loading. A statistical design campaign for stripping metallic gold from the carbon loaded in a chlorine environment demonstrated elutions exceeding 90 pct.

This paper summarises the influence of slurry rheology on the grinding throughput of batch laboratory and continuous plant-scale mills operating in open and closed circuit configurations. The results of controlled changes in percent solids, particle size, slurry temperature, and viscosity control chemicals are demonstrated. An underlying rheological explanation of the above factors is offered which involves tying the specific rates of breakage that are occurring in the mill with the specific rheological character that the slurry is exhibiting at any given set of operating conditions. Some industrial scale operating guidelines are presented which have proven useful in increasing the net pro- duction capability of grinding circuits.

In 2009, the Queensland Government developed a series of amendments to environmental authorities (EAs) for mines throughout the Fitzroy Basin in response to studies that assessed the cumulative impacts of mine water discharges in the basin. One of the key amendments was the requirement for all mines in the Fitzroy Basin to develop and implement a receiving environment monitoring program (REMP). The intent of the REMPs was to provide baseline information on the condition of the receiving environments of the mines and any impacts resulting from release of mine-affected water. Since this time, the requirement to complete a REMP has been incorporated into new or revised EAs for mines (including metalliferous mines) in other regions, as well as for other industries that discharge to natural watercourses (such as coal seam gas). This paper discusses the approaches that can be used to incorporate biological monitoring and direct toxicity assessments into REMPs. It highlights the importance of collecting biological data using sound experimental design principles to investigate whether releases resulted in environmental harm; and the use of monitoring data, coupled with direct toxicity assessments, for setting more realistic, site-specific trigger values and release limits (compared to the default guidelines such as Australian and New Zealand Environment and Conservation Council (ANZECC), which may not be appropriate to the region). The Marvel Loch Operations (MLO) plant was treating ores from up to six MLO sources and in addition needed to blend externally sourced ores with its own ores. This presented a metallurgical accounting dilemma, which was subsequently addressed by the design, implementation and testing of an automatic sampling system. The MLO automatic sampler was well designed and has been the subject of previous internal and external reviews. The sampling action is fully automated and the unit is essentially self cleaning particularly when sampling primary ores. The purpose of this paper is to document the rationale behind the design, the specific details of the sampling station, its use for ore purchase purposes and an assessment of the sampling system to meet the needs of the operator.

The semi-autogenous grinding (SAG) mill at the MMG Century operation has failing load cells that are essential to the control strategy used to stabilise the mill. Currently, mill-bearing pressure is used as a proxy for the load cells, but it has been found to be a noisy signal and lacking in useful sensitivity. It is also prone to variations and drift due to temperature. After consideration of a number of options, a non-contact acoustic array has been installed around the SAG mill to provide a more stable proxy load signal as well as other information about the internal operation of the?mill.The installation consists of 12 microphones to provide some detail into the operational differences that occur during normal operations at the MMG Century SAG mill. This acoustic approach acknowledges that operational grinding mills emit significant acoustic emissions that are a consequence of the dynamic environment prevailing inside them.Previous studies have attributed the acoustic noise to a range of events that occur inside these mills (Pax, 2011; 2012). Consequently, non-contact acoustic determinations of in-mill behaviour can provide powerful insights into the operation of the primary comminution tumbling mills. By measuring key microphone signal attributes at different positions around a mill, a holistic picture of mill internal operation can be developed.This paper will describe the installation of the 12 microphones and discuss the use of the acoustic load signals as a proxy for failing load cells. It will also present data from new observations of internal mill dynamics and the results of implementation of control using these acoustic signals. Recently Mount Isa Mines undertook a study to review the lead-zinc orebodies to extent of resource and reserves and determine the new life-of-mine schedule, as the Mount Isa and Hilton orebodies had not be reviewed for many years. Also, the recovered value of the Mount Isa, Hilton and George Fisher orebodies had been increased by major performance improvements in the lead-zinc concentrator. The Mount Isa Lead-Zinc concentrator processes fine-grained lead-zinc ore from the Mount Isa, Hilton and George Fisher orebodies. These orebodies have varying levels of pyrite and large variation in the grain size and texture of the galena, sphalerite and pyrite. This variation has a large effect on the recovery of the lead and zinc in the concentrator. Some ores achieve 90 per cent recovery at target grades, yet other ores are unable to achieve æsaleableÆ concentrate grade, with no metal being recovered to concentrate and therefore effectively losing the contained metal to the final tailings. Models were created to predict the metallurgical performance of these orebodies, to better reflect the variation that occurs. These improved metallurgical models and economic data allowed the determination of the Net Smelter Return (NSR) for each block in the geological block model. This NSR is the return to MIM of the metals contained in concentrate. The NSR was used as the cut-off grade criteria when determining the value of the ore. This formed the basis of the lead-zinc life-of-mine schedule and the optimisation of the lead-zinc business.

The management of wear surfaces in mining operations has remained largely unchanged since the inception of mining. Sacrificial wear liners are installed on the inside of chutes, hoppers and other equipment used to transfer bulk ore to protect the asset from abrasive wear caused by the flow of material. These liners are generally replaced at fixed intervals which may be determined based on historical wear rates or may be driven by other maintenance requirements for that asset. This approach does not always yield satisfactory results, especially for critical assets where the impact of downtime on production can be substantial. For such assets, a condition-based maintenance strategy has the potential to significantly increase productivity and reduce the total cost of ownership associated with the asset. However, for such a strategy to be successful, timely information on the actual condition (remaining thickness) of the wear liners is essential. This paper describes the development and implementation of a wear monitoring system that can be used to remotely and continuously report on remaining liner material thickness in real time. It details some of the challenges that were overcome when developing the system, including the design of a patented thickness measuring system that can be used in a variety of liner materials and is tolerant to the presence of ore on the wear surface. The paper also explains how a cloud-based approach enables data from the wear sensors to be integrated into external systems such as a data historian, which has been demonstrated through a collaborative project with one of the largest iron ore producers in the Pilbara. This ability to combine real time liner thickness information with other data sources, such as throughput, provides the foundation for the transition to a condition-based maintenance strategy.

With lower and increasingly variable Fe grades in iron ore resources, the monitoring of Si, Al, Mg and other light elements to meet quality requirements is gaining importance in the iron ore beneficiation industry. The high cost per manual assay and associated manpower requirements often limit the frequency of shift composite samples and laboratory assays. Furthermore, the shift composite assays represent past performance of a plant but are not useful for immediate reactions to feed variations, detection of equipment malfunctions or process control. Automated online analysis of light elements radically reduces the cost per assay and provides repeatable, timely data for process analysis, control and optimisation.A light element online slurry analyser, based on laser-induced breakdown spectroscopy (LIBS) optical emission technique, will be presented. This paper discusses the analyser design for the iron ore industry and also reviews the performance of the analyser against the manual laboratory. Additionally operator safety, user friendliness and maintenance requirements are discussed.A case study will also be discussed in this paper. The sophisticated measurement technique has been implemented in an industrial automated analyser and sampling system to allow for slurry measurement for up to 12 sampling points. Real-time data collection and plant historians are becoming common place in mining and processing plants. This vast quantity of data must be turned into easily accessible and actionable information for all levels of the organisation.Queensland Nickel use a combination of Microsoft and SAP business intelligence tools to collect, cleanse, aggregate and present plant information to the appropriate people for supporting decision making in the business. SAP Business Objects, for visualisation, and SAP MII, for integration, allows complex and accurate metrics to be delivered as real-time dashboards. Designing a rigid data management architecture to segregate the data collection, integration and logic and visualisation into distinct logical layers, allows for rapid report development and greatly assists with IT maintenance, while also minimising the complexity of any customised programming. This type of architecture ensures a common data source for all business reports, ensuring one version of the truth. The past few years at Queensland Nickel have seen process and maintenance engineers spending considerably less time collecting and integrating data and spending more time analysing what is happening in the plant. Real-time reports and dashboards have been developed around the business needs rather than around the data. Two years ago Queensland Nickel introduced an employee bonus scheme based upon meeting monthly performance targets; an easy to use dashboard that allows everyone, from operators through to management, to monitor these metrics day-to-day.

The Que River and Hellyer polymetallic massive sulphide ore bodies are located 3 kilometres apart in the Cambrian Mount Read volcanics of Western Tasmania. Both deposits are classic examples of the Kuroko volcanogenic style. Base and precious metal rich hydrothermal solutions rose through a deep fracture system and vented on the sea floor, causing sulphides to accumu- late in adjacent topographic lows. Together the preproduction geological resource is approximately 23 million tonnes at greater than 18% zinc plus lead, with economically significant silver and gold. Exploration by Aberfoyle in the Mount Read volcanics com- menced in 1970. Que River was discovered in 1973 following a comprehensive data review, a regional stream geochemical survey and a helicopter-borne electromagnetic survey. Production began in 1981, and the mine is currently producing 300,000 tonnes per year. The ore is sold to the Electrolytic Zinc Company of Aus- tralasia Ltd mill at Rosebery. Ten years of extensive geological mapping, soil geochemistry, and induced polarisation, combined with continual study of the Que River orebody and its host rocks, formed a strong frame- work for the discovery of the Hellyer deposit, which was found as a result of drilling .a subtle time domain electromagnetic anomaly in 1983. Hellyer is currently being mined at a rate of 250,000 tonnes per year, with the ore being concentrated at Aber- foyle's converted Cleveland tin mill. Treatment of 1 million tonnes per year will begin in early 1989 at a new mill located near the Hellyer site.

Firedamp drainage has become an essential part of many mine environmental systems, and new applications are arising. Installations are evolving further to satisfy ever changing basic requirements, standards, and iniilny needs. In this paper, water seal, vacuum based installations are considered, as well as moni- toring, protective and control systems which have been developed for continuous, manless, and trouble free operation. Some factors affecting plant capacity and extractor per- formance are identified and assessed. INTRODUCTION Firedamp drainage applications are incr- easing world wide as mining engineers strive for improved safety and security, and further concentration of coal output. Fewer and fewer mines are able nowadays to satisfy coal prod- uction and firedamp control requirements solely by air dilution or by air dilution and underground firedamp extraction plants. As a result, dependence on surface extraction plants is increasing. This paper deals with som requirements and applications of such installations. I. The Bureau of Mineral Resources has been engaged in regional geological and geophysical field work in the Alligator River and Cobourg Peninsula area since 1971, following the discovery of major uranium deposits. Geophysical work commenced with a regional airborne magnetic and radiometric survey which was followed up by some helicopter and ground work in August 1973. The interpretation of the earlier radiometric work is presented in conjunction with the results obtained from the follow-up work. Analyses of 100 outcrop and drill core samples collected have provided basic information on the physical properties and concentrations of uranium and thorium in various rock types. The uranium determinations were made by X-ray fluorescence and delayed neutron analysis, good agreement being obtained between the two methods. X-ray fluorescence was the main analytical technique used because of its ability to produce both uranium and thorium determinations.

The Mount Isa Mines (MIM) Copper Concentrator has an extensive history of reagent trials, with different reagents coming in and out of favour over the years. The research and use of carbon depressants is particularly prevalent, as carbonaceous pyrite is a major source of concentrate dilution. Years of research led to the use of naphthalene sulphonate due to its excellent carbon depression properties. However, due to rising reagent costs carbon depression ceased in the late 1990s. This led to the loss of knowledge about the use and value of naphthalene sulphonate. Cyanide is used at the Copper Concentrator for the sole purpose of pyrite depression and over the years multiple projects have been devoted to finding alternatives to it. In 2012 the neighbouring MIM Lead-Zinc Concentrator replaced cyanide with naphthalene sulphonate which resulted in cost savings and the elimination of a hazardous reagent. In 2013, plant trials were conducted at the Copper Concentrator in hopes to replicate the outcomes obtained at the Lead-Zinc Concentrator. The results of the trials conducted at the Copper Concentrator showed that naphthalene sulphonate could not replace cyanide and this work was set aside to pursue more promising projects. Further research conducted in 2014 found that mineralogy and a better understanding of the depressing mechanism of naphthalene sulphonate held the key to improved pyrite depression at the Copper Concentrator. The findings showed that Mount Isa copper ore contains two forms of pyrite; euhedral pyrite (cubic pyrite) and framboidal pyrite (carbon rimmed spheres of pyrite), both of which require different reagents to sufficiently depress them. Naphthalene sulphonate was found to be an excellent carbon depressant, suitable for depressing graphite and framboidal pyrite, whilst cyanide specifically targets euhedral pyrite.In 2015 laboratory test work was conducted to examine the use of naphthalene sulphonate in conjunction with cyanide to selectively target both forms of pyrite. This work led to a full plant trial, the results of which showed a significant increase in plant performance, with higher copper concentrate grades and recoveries being achieved.
