In the mining industry blasts are usually designed to fracture the in situ rock mass and prepare it for excavation and subsequent transport. The run of mine (ROM) fragmentation is considered good when it is fine enough and loose enough to ensure efficient digging and loading operations. Mining optimisation strategy is hence usually focussed on minimising total mining costs and maintaining these ROM fragmentation characteristics. Although this approach ensures an efficient mining operation it ignores the potential impact on crushing and grinding. Investigations by several researchers have shown that designing blasts to produce ROM fragmentation to optimise crushing and grinding performance enhances the overall efficiency and profitability (Eloranta, 1995; Kojovic et al, 1995; Bulow et al, 1998; Kanchibotla et al, 1998; Scott et al, 1998; Simkus and Dance, 1998). Field experimentation in this area is often found to be difficult because of high implementation costs and insufficient understanding about the effect of fragmentation at different stages in a comminution circuit. Modelling and simulation of blasting and comminution processes provide a more economic alternative to explore the impact of blast design changes on the down stream operations (Kanchibotla et al, 1998; Kojovic et al, 1998; Adam and Siddall, 1998; Bulow et al, 1998). However, the reliability of such simulations depends on:the ability of the models to reproduce the physical processes that take place; characterisation of rock mass in terms of its blastability and comminution characteristics; and in the case of blast modelling the ability to predict fines (-10 mm) has been found to be particularly important as this fraction has a significant effect on mill throughput.

In a modern economy there is a compelling case why governments should not own property rights to mineral deposits. Assuming they do, however, governments will use these constitutional rights to raise revenue. They have two basic instruments to achieve this; a royalty charge on price or a rent tax on income/profits. On the one hand, a royalty charge creates a 'deadweight loss' to society by increasing cut-off grades and decreasing the life-of-mine. They are also regressive. However, they are easy to administer. On the other hand, a rent tax avoids the problem of 'deadweight loss'; it does not impact on the life-of-mine because the tax structure is neutral. But, they are difficult to administer correctly, particularly in the determination of rents and the definition of mining per se. If rents are incorrectly determined capital markets are distorted. And, if mining activities are incorrectly defined, downstream activities could be adversely affected.

Fine-grained coal tailings slurry undergoes only limited settling and self-weight consolidation, and tends to remain slurry-like and unsuitable for conventional laboratory consolidation testing. In addition, constant rate of loading consolidation testing is more representative of the continuous disposal of tailings slurry into a tailings storage facility (TSF) than conventional step loading. The laboratory consolidation testing of coal tailings slurry under a constant rate of loading has been carried out in a purpose-built, large-scale, slurry consolidometer, instrumented with load cells and pore water pressure (PWP) transducers. In the slurry consolidometer, the rate of loading may be varied to represent the actual rate of rise of the tailings in the TSF. A slow rate of loading increases the test duration, while too fast a rate of loading may build up very high excess PWP, without achieving significant consolidation. For the particular fine-grained coal tailings slurry tested, the rate of loading in the slurry consolidometer is varied to access its effect on the development and dissipation of excess PWP. Strategic planning in mining is an important value accretive process. One of the most important aspects during the planning phase is determining the correct mine and plant design. The traditional mine site design (mine, plant, stockpiles, dumps) develops a fixed system for one set of conditions or expected values. A robust design is a fixed system that is designed to deal with a large range of conditions without changing the system design. A flexible design changes the system dynamically in response to changes in uncertainties. It is hypothesised that a robust design generates less value than a flexible design as it fails to realise the value of actively managing the operation. One of the most critical aspects in creating strategic value from a project is embedded in the design of the system. A flexible design has components that allow the design of the system to change over time. An operational plan is proposed as a hybrid of a robust and flexible design. This paper seeks to compare these different design methodologies. An analysis of the same case study is undertaken to compare these approaches, showing an a traditional net present value (NPV) of $1678 M, robust design NPV of $1787 M and an operational plan NPV of $1867 M - an increase of $170 M.

A current trend amongst producers is the increase in dewatering of iron ore fines (<0.5 mm), due to an increase in wet beneficiation processes used to upgrade lower quality ore deposits, increased water content in orebodies located below the water table, and increasing focus on transportable moisture limits (TML). Vacuum filtration is commonly used for dewatering of iron ore fines, and as with all filtration processes performance decreases with particle size. Significant improvements are possible with the use of filter aids, usually anionic surfactants and flocculants. Anionic surfactants reduce the surface tension of the associated water, which is then removed more readily leading to improved filtercake moistures. Anionic flocculants used correctly can improve cake permeability, in turn, decreasing cake formation times and increasing filtration rates. In addition to increased throughput, savings and benefits for producers can include: moisture limit penalties, improved handleability, along with energy and water savings.The effect of filter aids on two iron ore fines samples from the Pilbara region were evaluated using a lab scale vacuum filtration unit. The first sample showed a reduction in the filtercake moisture content by 2.3 per cent weight/weight (w/w) with the use of BASF’s Drimax® 1234. For the second sample a reduction in the filtercake moisture of 3.4 per cent w/w along with an increase in filtration rate of 20 per cent was achieved by using a combination of Magnafloc® 5250 and Drimax® 1239 NF, as both filter throughput and cake moisture were considered important by site.CITATION:Haskell, T, Dickie, S and Joe, Y, 2017. The installation of the Flotation Capacity Project flow sheet in the copper concentrator at Mount Isa Mines Limited has recently been completed. The project involved increasing the flotation capacity with Wemco tank cells and Jameson cells as well as changing the copper cleaner circuit layout. The engineering design and construction for the brownfield expansion had significant involvement from operational, maintenance and technical personnel adopting the same approach as the highly successful George Fisher project in the Lead/Zinc Concentrator at MIM. The involvement of people familiar with the concentrator allowed for smooth integration of the changes into an operating concentrator with minimal downtime. Detailed circuit analysis over many years identified opportunities for improvements in the flotation circuit for both grade and recovery. This paper describes the program of work that led to the Copper Concentrator Flotation Capacity Project, and the implementation of the circuit expansion and flow sheet changes that resulted in an overall improvement in the circuit recovery.

Pilot-Plant Testing of Ammoniacal-Cyanidation for Gold Recovery from Copper Gold-Bearing Ore The results of pilot-plant tested ammoniacal-cyanidation of gold recovery from copper gold-bearing ore are presented in this paper. This ore is from a deposit of Russian Federation with gold and copper grade 9.5 g/t and 0.4 per cent, respectively. Copper is largely present as malachite and azurite. The presence of chalcopyrite and bornite is also observed. In order to recover gold, gravity is recommended. Two options of ammoniacal-cyanidation using leaching of gravity tails, CIP and filtration, were tested. It was found that ammoniacal-cyanidation using filtration of leaching tailings and recycled solutions is the most optimal option. The proposed flow sheet provides for 89.7 per cent gold recovery from gravity tailings at the consumption of NaCN 0.9 kg/t and (NH4)2CO3 7.5 - 9 kg/t. Compared to conventional cyanidation, this technology decreases the consumption of sodium cyanide from 4 up to 0.9 kg/t at the same gold recovery. It can be recommended for the treatment of copper gold-bearing ores with the similar composition.

Mining companies have recognised that characterisation of particle breakage plays an essential role in the design and optimisation of comminution circuits. Recently the JKMRC comminution research team has developed a new breakage model incorporating the effect of particle size, and a new breakage characterisation testing device, called the JK Rotary Breakage Tester (JKRBT), which allows rapid testing of particle breakage under high energy single impact and low energy repetitive impact conditions. The latter is believed to be the dominant breakage mechanism in AG/SAG mills. Existing devices, such as the JKMRC Drop Weight Tester, are not suitable for performing repetitive impacts since they are too time consuming. Positive feedback received from mining company sponsors to the new technology has prompted the JKMRC to further validate the device and the model through a formalised experimental test program on professionally designed and manufactured JKRBT machines. The first JKRBT was installed at the Anglo Research laboratory in Johannesburg in March 2007 and four more major mining companies will participate in the project in 2008, with commercial release expected in early 2009. The JKRBT has the potential to revolutionise ore testing, with applications in laboratory impact breakage characterisation of rock samples, drill cores, coal and other materials. It also stands poised to significantly advance the process control of comminution circuits since it is readily adaptable to on-line ore hardness measurement. Can any mine afford to miss out on this technology?

New and existing gravity and aeromagnetic data are used to determine the structure of the Waihi region and to investigate any relationship between structure, hydrothermal alteration and epithermal mineralisation. The 24 mGal, 10 km diameter, negative Bouguer gravity anomaly which occurs south of Waihi has been modelled as a I.5 km deep asymmetrical basin. This basin, the Waihi Depression, is interpreted to be infilled with low-density volcanic rocks of the Uretara Formation and Whitianga Group, overlying older andesites of the Waipupu Formation. To the north and west, the margins of the depression are defined by the Waihi and Mangakino Faults, which have been modelled with dips of 45 - 60¦ to the south and west respectively. The southern and eastern boundaries of the Waihi Depression are defined by smooth, shallow dipping (15 - 20¦) boundaries. The Waihi Depression is interpreted as a fault-angle depression, resulting from southeast extension in the early Pliocene. The Waihi Fault is modelled as an approximately E-W feature, located to the south of Waihi. Small 2 - 4 mGal positive Bouguer gravity anomalies occur north and west of the margins of the depression, and correlate with known areas of hydrothermal alteration and areas of low magnetic gradient.

Mineral ownership determination is not always straight forward as in many cases the relevant details are not recorded on the latest Land Transfer title held in the local Land Registry Office. To determine mineral ownership can be difficult, time consuming and expensive especially in a confused sector. Non statute minerals can be owned by the Crown, Land Owner or other persons. Statute minerals (Gold, Silver, Petroleum, Uranium) are always owned by the Crown and thus present no problems. In simple terms the only accurate and reliable method of determining the mineral ownership under subject land is to historically search back to the first registration when the land and minerals were definitely intact. Then carefully ascertain from the evidence gathered along the way to the present day whether any legislation or private agreement altered or affected the status quo.

The 372 MW Ulu Jelai Hydroelectric Project is a peaking power scheme located in the Cameron Highlands, Malaysia. The main features of the project include an 84 m high roller compacted concrete dam; two weirs which divert flows from adjacent catchments via transfer tunnels into the main reservoir; an underground power waterway; and an underground power station complex comprising three large caverns with connecting tunnels approximately 240 m below surface level. The project includes approximately 25 km of tunnels excavated in fresh granite rock mass with some distinct shear zones of weaker material. The majority of the tunnels are being excavated using drill and blast, with the two transfer tunnels being excavated with a tunnel boring machine (TBM).This paper focuses on the design and construction of the Telanok underground power station complex and also some aspects of the design for the headrace tunnel. Lightning Ridge, Australia, is the largest opal producing area in the world. Most opal is mined from shallow underground mines by individuals or small partnerships with the industry having been protected from large-scale development to date. The safety performance of opal mining has lagged both general mining industry standards and community expectations. The application of geotechnical analysis to the opal fields has the potential to considerably reduce injuries and fatalities. With consideration of the local culture, preliminary geotechnical analysis has been applied to some current methods of work utilised at Lightning Ridge. Practical solutions have been advocated and are presented in this paper. Improvements to safety generated by these practical solutions indicate that further geotechnical research at Lightning Ridge is warranted and would be beneficial.

concentrations) and physical nature of receiving streams, which in turn affects the stream ecosystem. Benthic macroinvertebrates are used to illustrate these impacts, and to investigate natural recovery in affected streams. In Charming Creek, a severely impacted stream in the Buller District, the macroinvertebrate community recovers diversity and the proportion of sensitive species (EPT) in the community is more significant with increasing downstream distance from the source of AMD. This is most likely due to dilution of AMD contaminated water by tributaries to the Charming Creek mainstream. Other impacted systems with less dilution from tributaries did not display similar levels of recovery. The effectiveness of remediation products BauxsolÖ and Zeolite was investigated using laboratory trials. Both products mitigated the toxicity of AMD and enhanced the survival of mayflies exposed to AMD contaminated water. Such products may be of use in the New Zealand environment but are likely to be most effective in conjunction with other systems (eg wetlands). Mitigating the impacts of AMD on stream ecosystems needs to include systems to directly address water chemistry issues (low pH, high metal concentrations) as a component of a holistic approach to restoring environmental conditions.

The cover (cap) over the tailings pit at Nabarlek uranium mine must be structurally stable as it will act as a barrier to radon gas emission and have to contain other long-lived radionuclides. Structural stability is primarily an issue of erosional stability in the context of a design life of thousands of years. The primary agent of erosion is fluvial, dominated by rainwash, overland flow, filling and gullying in the local area. Other agents of erosion are of less concern although biogenic agents of erosion (eg termites and windthrow) may enhance fluvial activity. Several methods may be used to assess erosional stability. They fall into two main categories, namely erosion modelling and geomorphic modelling. The former is illustrated by the Universal Soil Loss Equation in which parameters describing aspects of the geotechnical and hydrological properties of the rehabilitated surface are used as input for the modelling of erosion rates. The latter is illustrated by estimates of gully and valley erosion using empirical models. Estimates of the erosion rates and stability of the Nabarlek cover are presented. The two main techniques are complementary and it is argued that rehabilitation design must make use of both approaches when estimating erosion and geomorphic stability. More recent developments in geomorphic modelling using numerical techniques incorporate both approaches.
