Sales: I began in Butte, Montana, on August 22, 1900 as an assistant engineer for the Boston & Montana Consolidated Copper and Silver Mining Co., and continued at that job for about a year. The general manager was C. S. Batterman, and the mines- Mountain View, Pennsylvania, Leonard, East Colusa, and one or two others-were part of Boston & Montana.

THE war is now behind us. We in the mining industry feel a just pride in the part that our industry and our men and our products played in defeating the enemy on the fighting fronts around the world. In five years of mobilization and actual combat, our mines and oil wells produced over 3 billion tons of coal, a billion tons of petroleum, 500 million tons of iron ore, 21/4 million tons of lead, 31/2 million tons of zinc, 5 million tons of copper, 14 million tons of bauxite, 17 million tons of sulphur, 68 million tons of salt, and 3 million tons of potash. It was an unparalleled performance. But what of today? Why the present low production and high costs? Among the black clouds in the mining sky none are so black as that presented by the labor situation. We know it is the result of the legislation and the interpretation of that legislation in the past ten or fifteen years. Since the passage of the Norris-LaGuardia Act in 1932, we have had nothing but a succession of laws, regulations, and decisions that have intensified the strength of the unions and made the operators of the mines and the sources of their financing prartirally impotent

No new oil fields were discovered in Brazil during 1945. Production for the year reached a total of 79.329 bbl., all coming from the four fields in the Baia basin; the Lobato-Joanes field produced 6728 bbl.; Aratu, 6717 bbl.; Candeias, 36,663 bbl. and Itaparica, 29,211 bbl. The total cumulative production from the Baia basin from 1939 to 1945 inclusive amounts to 210,000 bbl., all of which is utilized locally.

THE "miracle of production." which was such an essential element in winning the European war, was nowhere more in evidence than in our Western States. In shipbuilding alone the Pacific Coast States -et a mark never before equaled, and in production of war goods of many kinds, both Rocky Mountain and Coast States accomplished more than their proportionate share if measured by population standards. This was only possible because of the building of immense new plants of many types, largely financed with Government money. Their operation has built up payrolls in the West and brought a measure of prosperity which Westerners are naturally anxious to have made permanent. A widespread doubt obtains, however, throughout the nation and even in the Western States themselves, as to whether, and if so to what extent, this may prove possible. The question has been raised as to whether the national treasury has not been raided to stock the Western ranges with a voracious breed of white elephant .

AT the end of September, ' the metal-producing industries were almost prostrate, the production of fuels was largely curtailed, there was a fair degree of activity in general manufacturing, while retail trade was moderately good. Looking at industry on the whole, there was a large percentage of unemployment, the degree of which has increased, progressively, month by month since the beginning of 1921. There is the prospect of much destitution and misery this winter; yet while' in some, quarters, idle workers are already being fed from, commissaries; in other quarters profligacy; in "spending continues, unabated. Amid this confusion in conditions there is;' much that appears paradoxical, but in fact it is not so and indeed everything is running pretty true to form: Such activity in production as there is to be seen is mainly in textiles; - leather goods, foodstuffs, etc., i.e., consumption goods for immediate use. Even in hard times 105,000,000 people must buy a good deal of clothing and food. Besides this there is indispensable repair work and- maintenances. Thus, the good business of the year in white lead for painting. The chief uses for the metals, however, are in the production of capital goods, and except for occasional and special reasons nobody in his senses is capitalizing anything at present prices for labor. Hence several millions of men are idle. The impoverishment of Europe and the exhaustion of her credits adds to this by curtailing our export trade.

LONG regarded as nearly worked out, the anthracite region still shows promise of a hundred years of life, for means are being found to get bottom, top, pillar, and other coal that earlier generations disregarded as too expensive to mine. Rock drivages and, still more, machinery are making it possible to get such coal. Mechanical methods enable the owner of thin beds to mine these with profit, and the miner recognizes that he must permit the use of machinery or the inexorable laws of economics will deny him opportunity to work. E. L. Dana, Jr., well outlines this situation, which in the past year became definitely established. Stripping also is recovering, safely and inexpensively, coal that past generations regarded as too hazardous and costly for mining.

MY conclusions apply to the engineer in California ore hunting; and, because the product has been overwhelmingly gold, that means gold-ore hunting. But, I wish to think of ore hunting, not as employment for engineers, but as engineering. I wish, moreover, to think of it as productive of ore in significant quantity. The small mine, even if good, means little. Only new districts, or large extensions of old districts can engage our attention here. The conclusions are summarized as follows: (1) The bright color of California mining history comes from the suddenness and intensity of its outburst of gold. Had the mining been averaged from the start, it would soon have become dimmed among greater industries. For fifty years, California has proceeded as an agricultural, timber and oil, but not a mining region. 1

Raymond, New York City: As was announced in the Secretary's note, appended to the pamphlet edition of Dr. Ledoux's paper, I have undertaken to superintend the preparation of the samples required by his plan, and the ollation for publication of the results reported. Promises of cordial co-operation hare been received already from a number of leading assayers;? and it is to he expected that the data thus collected, and the discussion to be based upon them, will shed much light upon the important question raised in this paper. Although a detailed discussion of methods on the present occasion might be deemed premature, I am sure that suggestions on the subject from members engaged in assaying would be timely and valuable as a preliminary to later and more detailed criticism. Many independent studies are being made on slag-metal relationships in the open-hearth furnace, and these studies cannot help but result in an ultimate improvement in the quality of open-hearth steel of both the open and killed types. In maintaining quality control at the National Tube Company's plant, emphasis has been placed on an evaluation of the iron oxide content of the steel in as quantitative a manner as possible, in order that the most desirable level of oxidation might be obtained for a given type of steel, and to secure a more precise basis for final de-oxidation. In the past, various methods were used for estimating FeO content of the metal at tap to ensure uniform and thorough deoxidation of killed steel, avoiding overdeoxidation to minimize the amount of inclusions present and to make as sound a steel as possible. For the open-type steels, such control involves obtaining the necessary level of oxidation for the most suitable action of the steel in the molds to provide good surface quality and cross section for the specific grade involved. While rapid analytical methods are available for determination of FeO in the liquid metal, such methods are still not sufficiently rapid for routine control on the open-hearth floor, nor do such analyses provide information as to what causes high or low FeO values. The method of sampling can still be considered a problem in view of the variability encountered in taking simultaneous duplicate tests. With the accurate rapid methods now available for determining carbon in the metal, estimating slag basicity and obtaining temperatures of liquid metal, it was believed possible to determine the influence of the various furnace reactions in establishiug the state of oxidation at a given time. Simultaneous slag and metal tests were used in this analysis, aided by statistical methods, to determine the factors that affect the metal FeO, and also to make a quantitative evaluation of these factors. Data obtained are from actual iurnace operations, the metal test being of the I spoon, Herty type, and taken in duplicate. Metal temperatures were taken with the open-tube bath pyrometer developed by the Research Laboratory of the United States I Steel Corporation. This method of taking open-hearth metal temperature was invented by Collins and Oseland,l and was developed into its present form by L. 0. Sordahl,2 of the Research Laboratory. The instrument and its mode of operation have been fully described by Sordahl and Sosman in three publications.3,4,5 lag components were obtained by chemical analysis. Data were taken from four 165-net-ton furnaces during the working period of the heat. Recognizing that additions of ore affect the metal FeO. no tests were included within 30 min. after ore additions. In all, 65 tests (48 heats) were used in this study.

Coal preparation men today are confronted with problems brought about by changing feed characteristics. The size consist of the coal going to preparation plants has been getting finer and finer. In order to handle these sizes economically, operators are turning to Notation. American Cyanamid Co., in an effort to enable coal flotation plants to produce efficiently at maximum quality and capacity, wnducted experiments which demonstrated that synthetic flocculants are useful for increasing the capacity of coal and refuse filters and for clarifying coal and refuse slurries, and a wetting agent is beneficial in reducing the moisture content of filter cake. Coal preparation men are today confronted with problems brought about by the changing coal markets, changing feed characteristics, and ever increasing labor and supply costs. Small mines are finding it difficult to exist, and the larger mines are rapidly converting to fully mechanized and automated operation to survive. The size consist of the coal going to preparation plants has been getting finer and finer, and the problems facing the preparation plant personnel are growing larger and larger. Facilities can be provided to handle this plant feed in new plants, but the problems are generally not so simple in existing plants where equipment must often be used to perform tasks far beyond its rated capacity. In addition, various state conservation departments, water commission boards, and other Federal and state agencies are endeavoring to eliminate stream pollution. These problems, and many more not mentioned, have been forced on the preparation engineer for reasons of economy and the public interest. In the matter of stream pollution, a determined effort is being made by the coal industry to cooperate with the Federal, state, and local agencies. Economists predict it will be necessary to produce 600 million to 700 million tons of coal by 1970. Bear in mind that the greater proportion of this increased tonnage will have to be processed in existing plants, and you get an idea as to the problems facing the preparation engineer. Methods presently in use for preparing fine coal do an acceptable job down to 48 to 100 mesh. A very large percentage of the - 48 or -100 mesh fraction of the tonnage of coal produced now is being sent to settling ponds or sold at a low figure for reason of quality. This has caused operators to turn to flotation. Building settling ponds and impounding fines is a costly and, at times, impossible method of handling these sizes. Recently a number of flotation plants have been installed to beneficiate material finer than 48 mesh, and these plants have demonstrated that flotation can be successful and increase the plant realization. Coal is a low cost commodity and processes for its beneficiation must be low in cost. Flotation is such a process. It is easily adapted to handling fine coal, requires very little supervision when properly installed, and is economical to operate. Flotation separates coal from refuse and fine clay. The massive and martensitic transformations in ß Cu-Ga alloys were studied by optical microscopy and by transmission electron microscopy and diffraction. These types of transformation are distinct and do not merge into one another. An internal fine structure due to stacking faults was found in both the massive phase (m) and the martensite, but the origin of the faults is believed to be different in each case. The faults in the martensite are due to the lattice invariant or "second" shear of the phenom-enological theory, while those in the are probably growth faults and deformation faults arising from the transformation volume change. Evidence is presented for ordering in the ß phase prior to transformation into martensite, and the crystal structures of and ß' and ßi martensites are discussed. THE results from some previous investigations1,2 have led to the suggestion that martensitic and massive transformations have certain common characteristics. It presently seems established that massive transformations like martensitic transformations are essentially diffusionless,1,2 but unlike martensitic transformations, when a new phase forms massively there is no shape change or surface relief.= If the massive-type transformation is crystallographically similar to martensitic transformations, one would expect a fine structure as a result of the lattice invariant shear4 which is a part of the transformation mechanism. The existence of such a fine structure (i.e., slip, twinning, or faulting), if any, can be verified by transmission electron microscopy, and thus the present investigation was undertaken to compare the internal structure of massively and martensitically formed phases in Cu-Ga alloys which were derived from a parent of the same composition. The transformation characteristics of ß Cu-Ga alloys were also studied. The bcc ß phase in the Cu-Ga system, Fig. 1, is stable above 616oc.' Depending upon the cooling rate, ß Cu-Ga alloys can undergo three different types of phase transformations. The ß phase of eutectoid composition (23.7 at. pct Ga) decomposes into the ? phase (hcp) and the phase (complex cubic) by means of a eutectoid reaction. When the cooling rate is increased so that the decomposition of 0 into [ and ? is suppressed, the ß phase transforms into a nonequilibrium hcp phase, herein denoted ?m by a process of very rapid growth called a "massive" transformation. At even faster quenching rates the massive transformation can be suppressed and the ß transforms martensitically. Massive transformations, apparently similar to those in the Cu-Ga system, have also been studied in the Cu-Zn2,6-8 and Ag-Cd systems.9 Definitive characteristics if the Massive Transformations in 0 Cu-Ga Alloys1 1) The most remarkable feature of the massive transformation in Cu-Ga is that there is no bulk composition change on transformation. RECENT investigations have elucidated many of the phenomena of the grain growth process, but have also revealed some conflicting and unexplained results. Beck and his co-workers1,2,3 have shown that grain growth continues with continued heating at one temperature until the average grain size approaches the thickness of the specimen, Plotting the logarithm of the average grain diameter, D, against the logarithm of the annealing time, t, they find the straight line relationship given by the equation: [D=Ktn [11] with possible small deviations at short annealing times. K and n are constants at constant temperature. On the other hand, Walker4 finds that, in alpha brass, the rate of growth falls off more rapidly than indicated by Eq I after long annealing, so that an equilibrium grain size is approached. Burke5 showed, using Walker's data, that time and temperature for grain growth are apparently related through an activation energy, H, according to the relationship: [t, Hr i '_ III t„ = R \T, - ~) [2]] where t1 and t2 are the annealing times necessary for the average grain size to increase from Do to D at temperatures T1 and T2 and R is the gas laws constant. In the case quoted, H had the value 60,000 cal per mol. The apparent validity of this relationship, at least up to 700°C, and the approximate value of H were later confirmed by Beck.' The results obtained by Beck, Kremer, Demer and Holzworth2 for aluminum and aluminum-magnesium alloys could not be satisfied by such a relationship, since the slope of the isothermal curves increased with increasing temperature. These data indicate and Beck, Holzworth and Hu6 later demonstrated experimentally that the only apparent factor controlling the rate of grain growth at constant temperature is the grain size. While many of the phenomena have been elucidated, a reasonably quantitative explanation of the process is lacking. There exists uncertainty even as to the primary driving force for grain growth, although there is a considerable body of indirect evidence that the interfacial energy of the grain boundary is responsible.7,8,10 Making implicit use of this assumption, several authors14,15 have pointed out that grain boundaries should migrate toward their center of curvature. Harker and Parker' have advanced this concept furthest, and show that one can expect grain boundary migration to occur only when the grain faces are curved, or when they meet at non-equilibrium angles. When the face is curved toward a grain A, for example, the atoms in the surface of grain B, on the other side of the boundary, are on the average more surrounded by the atoms of their lattice than the atoms on the surface of grain A. In ingots of silicon-killed carbon steel-made without addition of aluminum, transparent spherical or nearly spherical inclusions, up to about 0.15-mm diameter, are generally present. They may be glassy or crystallized, wholly or partially In steels of high carbon contents they consist of silica,4,12 in steels of lower carbon contents and, in consequence, higher oxygen contents, of iron-manganese-silicate with higher iron and manganese contents the lower the carbon content. Small silicate inclusions, about 0.01 mm or smaller, may occur, just as sulphide inclusions do, in portions that have been the last or nearly the last to freeze,l0,12,17 this location being verified by primary etching.10 Hence, it may be concluded that they have separated from liquid steel that has become enriched in oxygen through segregation during freezing. Silicate inclusions with a diameter larger than about 0.02 mm appear, at least in ingots of moderate size, to be distributed at random in relation to the primary structure and therefore may be assumed to have existed as droplets in the liquid steel before freezing started at the point in question. The average size of such large inclusions has been found to increase toward the axis1' and their amount to increase from the top downward in the axial region.2,10 It has been assumed that this accumulation is a result of the droplets being brought down by the slowly settling metal crystals.2 It has been suggested that large silicate inclusions generally form,6 or may form,'' by coagulation of smaller ones, or by small drops being caught by larger ones during the rising of the latter.9 The occasional occurrence of a large inclusion surrounded by a swarm of small ones has been taken as a proof of this mechanism but, as suggested later, may be explained in another way. It has been pointed out that an inclusion droplet in the liquid steel may grow at the expense of an adjacent one, which implies diffusion of soluble inclusion-forming elements in the liquid steel.'= Further, it has been pointed out that, on cooling in ladle or mold, the metal-silicate equilibrium is displaced in the direction of separation of silicate. Thus inclusions may grow in size and amount.2,3,8,12,13,17,19,20 The exposure of the liquid steel to the oxygen of the air during tapping and pouring, and the consequent reaction, has been mentioned as a source of the formation of inclusions19.20 but this possibility has not received particular attention. Further, the admixture of furnace slag during tapping1 or of refractory material from various sourcesl,20 has been considered. The inclusions due to the latter may be recognized, however, through their resistamce to hydrofluoric acid, imparted by the alumina content. Geophysics differs from geology and physics in in many respects. In the first place, geophysics is a complex science embracing the fields of seismology, geomagnetism, geoelectricity, geodesy, meteorology, vol-canology, physical oceanography, physical hydrology, tectonophysics and exploration geophysics. Geology is also a complex science and so extensive in its various fields that no one can master them all, and no part of geology deals in any sense with several of these fields of geophysics. In the second place, geophysics makes use of methods and instruments that are derived primarily from the science of physics. Geology, on the other hand, has methods of its own and it draws its borrowed techniques and its instrumental equipment not only from physics but also and perhaps primarily from chemistry and biology. The difference, therefore, between the geophysicist and the geologist lies partly in the phenomena that are observed, partly in the methods and instruments with which each carries on his exploration; but partly also, and perhaps principally, in the habitual attitude of mind and in the background of specialized training with which each approaches the problems presented by this planet of ours. The geologist as such, therefore, is no geophysicist. On the other hand, the physicist is not a geophysicist either. Isolation of each problem in a closed laboratow system under complete control is fundamental to the methods of the physicist. The geophysicist must apply physical instruments and physicomathematical reasoning to the study of physical quantities in their undisturbed natural environment. What, then, is a geophysicist? In the sense that he is a trained expert in all of the geophysical sciences, I do not believe that such a person ever existed. It would be beyond the possibilities of a single lifetime. I think there is confusion in our ideas and in our use of terms. We are not all thinking of the same thing when we say geophysics or geophysicist; yet we seem to talk as though we were. It is as absurd to say that the whole of geophysics belongs to geology because the field of a particular type of geophysicist—the exploration geophysicist —calls for some knowledge of geology as it would be to say that the whole of biology belongs to geology because a particular type of biologist—the paleontologist— needs some knowledge of geology. Development of a Geophysicist Since it is impossible to become an expert in all the fields of geophysics, and since students entering college seldom know the field they will choose as a career, what would we suggest as the best general preparation for work in geophysics, whether as a meteorologist, an oceanographer, a seismologist, a geodesist, a geomagneticist, a volcanologist, a tectonophysicist, a hydro1 ogist, or an exploration geophysicistp we may distinguish five phases in the development of a geophysicist: (I) his mathematical and scientific studies in high school; (2) the general mathematical and scientific

G. W. THOMPSON,* Brooklyn, N. Y.-This subject has two aspects, neither of-which can be ignored: these are the economic aspect and the technical aspect. Under ordinary conditions, economic law will take care of the conservation of tin. Under present conditions it seems desirable that economic law should still be permitted to operate as far as is practicable. It is true that this law operates rather slowly, and that under war conditions it cannot be depended upon to give our Government the supply it immediately needs. There should, therefore, be a designation of the essential industries by the Government, and tin should be supplied for those needs, letting the non-essential industries take what is left. At the same time, information ought to be forthcoming as to how tin can be conserved; with tin selling at 80 c. per pound, more or less, it is to the interest of every consumer to get the best information he can as to how he can save tin. Economic law would properly punish those who do not study their own interests in this way. I deprecate, therefore, any centralized socialistic effort toward avoiding penalties through failure to observe and obey economic law. In saying this, however, I am not unmindful that it is desirable for our Government to take such control of the tin situation as may be necessary to the prosecution of the war, practically regardless of the effect of such action upon individual industry, which should studiously seek to adjust itself to the new condition. The Government should promulgate such technical information as it can collect, showing how tin can be conserved, and should urge upon every consumer the exercise of his common sense in self-protection. There is very little danger of any one attempting to hoard or corner tin, in the present state of the market. Most consumers will be glad to live from hand to mouth, covering their sales by purchases, or vice versa. As to the technical aspects: Tin and tin alloys are used to give certain practical and also certain artistic results. The practical factors are those involved in proper adhesion, continuity of surface, protection, the right degree of hardness, proper working qualities, etc. The artistic results are those that appeal purely to the eye or to our cultivated sense of what is desirable. There is no doubt that a great deal of tin could be saved if there were not a demand for certain pleasing effects. How can this saving be brought about? The users of tin hearing alloys are not the only ones involved in this question. The manufacturers of solder and babbitt have for a long time sought to give certain appearances to their fabricated bars and ingots in order to make them more salable. The user of a solder is very apt to judge of its working qualities by the appearance of the bar; the same thing is true with regard to babbitts. Geophysics differs from geology and physics in in many respects. In the first place, geophysics is a complex science embracing the fields of seismology, geomagnetism, geoelectricity, geodesy, meteorology, vol-canology, physical oceanography, physical hydrology, tectonophysics and exploration geophysics. Geology is also a complex science and so extensive in its various fields that no one can master them all, and no part of geology deals in any sense with several of these fields of geophysics. In the second place, geophysics makes use of methods and instruments that are derived primarily from the science of physics. Geology, on the other hand, has methods of its own and it draws its borrowed techniques and its instrumental equipment not only from physics but also and perhaps primarily from chemistry and biology. The difference, therefore, between the geophysicist and the geologist lies partly in the phenomena that are observed, partly in the methods and instruments with which each carries on his exploration; but partly also, and perhaps principally, in the habitual attitude of mind and in the background of specialized training with which each approaches the problems presented by this planet of ours. The geologist as such, therefore, is no geophysicist. On the other hand, the physicist is not a geophysicist either. Isolation of each problem in a closed laboratow system under complete control is fundamental to the methods of the physicist. The geophysicist must apply physical instruments and physicomathematical reasoning to the study of physical quantities in their undisturbed natural environment. What, then, is a geophysicist? In the sense that he is a trained expert in all of the geophysical sciences, I do not believe that such a person ever existed. It would be beyond the possibilities of a single lifetime. I think there is confusion in our ideas and in our use of terms. We are not all thinking of the same thing when we say geophysics or geophysicist; yet we seem to talk as though we were. It is as absurd to say that the whole of geophysics belongs to geology because the field of a particular type of geophysicist—the exploration geophysicist —calls for some knowledge of geology as it would be to say that the whole of biology belongs to geology because a particular type of biologist—the paleontologist— needs some knowledge of geology. Development of a Geophysicist Since it is impossible to become an expert in all the fields of geophysics, and since students entering college seldom know the field they will choose as a career, what would we suggest as the best general preparation for work in geophysics, whether as a meteorologist, an oceanographer, a seismologist, a geodesist, a geomagneticist, a volcanologist, a tectonophysicist, a hydro1 ogist, or an exploration geophysicistp we may distinguish five phases in the development of a geophysicist: (I) his mathematical and scientific studies in high school; (2) the general mathematical and scientific

Y.-I should like to ask Mr. Neale how the members of the production committees at the individual mines, who came from the mine workers themselves, were chosen or appointed; also from what classes of employees they usually came? J. B. NEALE.-In the union fields, they were chosen by a local. In the non-union fields, they were chosen either by the men in mass meeting or by the company officials. The last way was very unsatisfactory because it gave the men an opportunity to say that they were going to be passed upon as to whether they were slackers or not, by men chosen by the company. When they were chosen by the locals or at mass meetings of the workers, the appointments have been very much more satisfactory. R. D. HALL, ? New York, N. Y.-The matter of inefficiency on the part of the operator is one that I think we may well take into account, because there is a very large inefficiency on the part of the coal operator; it has arisen from reasons almost beyond his control and will continue for these same reasons. It is no use arguing a moral responsibility on the part of the operator, when you make efficiency very largely a loss to the operator who puts it in force. If you ask a man working on a clay wage to work with more efficiency. he says, "Well, I may do it or I may not," it all depends how he feels, but he does not lose anything financially by not working hard. If you ask the man who is working by the ton to put out more tons, he makes a profit by putting out more tons. How is it with the operator? If he gives a man all the cars he needs and all the power he needs, if he runs after his working men and waits on them, he does not get his coal out any cheaper than before.. He gives the man a better chance and there is more efficiency, but at the same time he has increased his expenses all along the line. At the end of the year he finds that his profits have been less than if he had had less efficiency. The efficiency is really against him in many ways. Because he gets a larger tonnage, he reduces the overhead to a certain extent; but hiss tonnage may not be any greater because he may work fewer days. As Mr. Taylor remarked some tine ago, supposing he puts in a machine that is very much more effective than any he had before, he has the same scale; the miner gets out more coal, but he himself does not get any benefit out of it because he has a scale fixed, so much per ton.
