The opposition is all kinds. There are extremists. There are quiet, sensible sounding folk who can twist numbers and facts to make their point. But they are all out to shut you down! Some of them are genuinely concerned about miners' impact on the environment. Others are just anti- society, anti-big business - small is beautiful - live naturally. The opportunity for them to make those statements on television was provided by us, the Uranium Public Affairs Task Force, as part of a media tour of the State of Idaho in May. We fielded four representatives of the industry and got 25 hours of television coverage, 22 hours of radio coverage, and print coverage by every paper in Idaho. The tour included several debates, and these clips are from two of them. Our folks creamed them! This one was so upset that he ran off the set while his mike was still plugged in, trailing studio equipment behind him. But we don't always have the opportunity to rebut them. They are making these statements all the time, everywhere they can. They have learned their trade well. They use the hearing process like A1 Hirt uses the trumpet. If the process of intervention should shut us down or prevent us from getting a license, so much to the good. But even if it doesn't - they win - for it causes delay - delay costs money and so does complying with regulation. If they can make us uneconomic, and that's not too hard to do these days, they have won. Regulation restricts the decision process. Any time the decision process IS restricted, you face the possible loss of a more economic alternative. They are out to pile every regulation on you they can and every delay they can. Initiatives! They came after us - the uranium industry - in South Dakota and Montana last year. They won in Montana. We tried to reverse it in the legislature, but they were too frightened of public reaction to do it. They did put it on the ballot for reversal in November of '82. That puts it squarely up to us to influence the public so we can win a campaign. There will be more initiatives, and at local levels as well as at state. We must join together and win! The public generally supports the continued operation of nuclear power plants. They about split on whether to build more. But they strongly support regulating the industry more stringently. Every survey reflects concern about safety and the desire for the government to take responsibility and regulate. You and I know that regulation nearly always adds cost, and only sometimes increases safety. We need to influence the creation of regulation. We need to accept responsible regulation and fight that which is counter-productive. To win in hearings, to win initiatives, to win in getting responsible regulation, we need public support. We need an informed, understanding, and supportive public. To accomplish this, we need two kinds of efforts. The first is to reach the people at the local level with local representatives of our industry. Informal conversations at church, PTA, cocktail parties, whatever. Presentations to Kiwanis Clubs, League of Women Voters, church groups - wherever we can. Facts, information in printed form, to these same local audiences with the credibility of the local sources. The second is to reach mass audiences through the media. Positive media. This can be done by advertising, but it is very expensive. We have to look to influencing the reporters and editors to get more balanced and accurate reporting. We need to get free time - interviews, debates, letters to the editors, etc. The Uranium Public Affairs Task Force was created last year to provide tools for you to use to reach these audiences (it is affiliated with the Atomic Industrial Forum). Twenty-two companies provided money and man- power. A consultant, Denver Research Group, was retained to produce materials. In this Phase I effort, we first researched what issues were of greatest concern and what were felt to be the greatest needs in materials. We determined that we did not have the funds to go out and do the job for the industry, so we decided to develop tools for the Industry to go out and do the job for itself. From the research, we determined what tools we should develop for you to use. We first developed a set of the quest- ions most likely to be asked of you and the issues most likely to be thrown up to you. We have developed a loose-leaf notebook. Each page contains one of those questions or issues, a short verbatim response that you can use, a short discussion of the subject, and references you can cite or research for further information. It is organized by subject: tailings, water radiation, etc. This book is an extremely handy tool for anyone in the industry. Each uranium location should have at least one.

THE pioneer mining company in Idaho to use airplanes extensively is the Yellow Pine project at Stibnite now owned by the Bradley interests. From 1901 to 1903 the gold boom at Thunder Mountain, in central Idaho overflowed to adjacent areas, prospectors discovering cinnabar and stibnite near the present site of Stibnite in Valley County. The workings were practically abandoned by 1911 through lack of capital and high costs of transportation on pack train roads over several mountain passes open only five months each year. During the World War there was some prospecting and production, and in 1921 twelve of the original companies were merged. Small-scale mining up to 1927 proved that an expenditure of several million dollars would be necessary to operate profitably. These properties were purchased by the Bradley interests during the period of 1927 to 1930. In 1927, there was no mining equipment except hand tools, no telephones, and only one building. Most bituminous coal mined near Eastern industrial areas requiring high-Btu pipeline gas is caking and therefore unsuitable for fixed-bed pres- sure gasification by present techniques. If the caking property of such coal can be destroyed, the resulting fuel can be gasified in a fixed bed at pressure with steam and oxygen as a preliminary step in making a high-Btu gas. To find a practical way to convert strongly caking coals of granular or small lump size to noncaking fuel was the object of this study. In previous work, strongly caking coals of 1/8- to 1½ -in. size were converted to a noncaking coal char by treatment in a static bed in about 3 hours1 and coal of 18-100 Tyler mesh in a fluidized bed in about 5 min.2 An inert gas such as steam, nitrogen, carbon dioxide or a mixture of all three with a small amount of oxygen was used in both studies. In our work a strongly caking bituminous coal from the Pittsburgh seam of 4-8 Tyler mesh size was converted to a noncaking form in free-fall in about 2 sec by dropping it through a countercurrent flow of steam containing 4% to 7% oxygen at 1150º-1200°F and 300 psig. This method should also be applicable to smaller-sized material.

Noranda's Grey Eagle mine and mill, in the Siskiyou Mountains of northern California, began shakedown operations in the late fall and early winter of 1982. This paper describes some of the unique features in mineralogy, milling, and water treatment operation at Grey Eagle. In addition, major start-up problems in the mill and water treatment plant are discussed along with measures taken to correct these problems.

IN COMMON with every other good citizen I long for conditions that will make perpetual peace a reality throughout the world. I have studied the statements of our public men relating to what we must do to bring this about after this war is over. In most of these I find one common error. They always build their plans on the unstated, subconsciously accepted premise that there can be such a thing as an ideal nation whose citizens are possessed of infinite wisdom and actuated only by motives that are above reproach. This heavenly vision fails to correspond with the facts. We wish it could be true but we are forced sadly to admit that the human beings that will live here after this war is over are going to be much like the fallible race that has occupied our planet for the past centuries.

THE aftermath of a world war brings up a number of economic problems for the consideration of all thinking and patriotic citizens. The solution of the problems which confront the country at this time cannot well be accomplished by reference to past experience, for such conditions as confront us today have not existed in the past. We must, therefore, in any attempt to solve the present problems, rely to a great extent upon a careful analysis of present conditions to determine what is wrong; and after this is determined, seek the remedy and apply it. It needs no argument to establish the fact that, in the effort to win the war, the cost of so doing, and the waste in connection with it were, to a large extent, lost sight of; and this situation caused high wages, high cost of all materials, and of food supplies.

HAVING taught you to make aqua fortis and to cleanse and reduce it to perfection, before I teach you the work of parting on a large scale, I wish now to teach you how to make an assay of the amount of gold present in a quantity of silver, so that you may proceed to your work with open eyes in order to become aware of mistakes when you have erred yourself or have been deceived by someone else. Therefore it is necessary to know very exactly, before you take it out, how much gold should be in your cucurbits from the weight of the silver that you put in. Thus you may see the gain or loss, if you had to deliver it to someone else or if you had bought it. If you did not do this you would proceed blindly in your work.

Until recently, the universal practice in New Zealand was dry-crushing and direct cyaniding. With ores containing no mineral sulphides, and little or no coarse gold, 'this method, in spite of its many disadvantages, gave excellent results, and was by far the best one available, pending the solution of the slimes-problem. But the situation has now been changed. The successful treatment of the slimes, enabling the mines not only to do away with dry-crushing, but also to deal with the mineralized ores of the lower levels, which are, for obvious reasons, quite unsuited to that method of treatment, has made wetcrushing universal; and this may be taken as satisfactory proof of its superiority over the former practice. Ever see a curvaceous conveyor belt? Reports from Europe indicate appreciable interest in a relatively new system that has revamped some of the concepts of what single-belt conveyors can and cannot do. Invented about ten years ago by two German engineers, the so-called "Serpentix" single-belt conveyor, patented by the firm of Albert Stuebbe, is now operating at more than 100 foreign installations. The system boasts of three unique capabilities-climbing, turning and side discharge of load-which give it, the advantages of a multiple-unit system. The new conveyor needs only one drive station (which may be combined with tensioning), and except for the immediate area of the drive, is capable of conveying loads over a non-linear route. Transfer points are eliminated, and discharge points, which may be located anywhere along the route, may be operated automatically or manually, by direct or remote control.

Introduction The requirements to investigate a wide range of alternatives and analyze a variety of ‘what if’ questions make the automation of pit design a requirement in today’s rapidly changing mining industry. The wide-spread application of computers has relieved the engineer of much of the tedious and error-prone work related to mine design. He is thus free to do the creative and innovative thinking for which he is trained. It is now possible to investigate a large number of alternative pit designs in a reasonably short time period. In the past it was very easy for a team of engineers to consume 12 to 14 man-months in the detailed hand design of a large open pit. The pressure of today's mining industry, the desire to investigate a variety of alternative designs, and the shortage of qualified engineers make the slowness of hand design less preferred.

Would you give us a short biographical sketch including your birthplace, education and current activities? I was born Jan. 16, 1920 in Minneapolis, Minnesota, and lived there the first 22 years of my life. I also spent quite a bit of time on a farm about fifty miles north of Minneapolis owned by relatives. During the Depression, we lived off of ten cows and about fifty chickens. I'm a full-blooded Swede all along the line, and I'll be the last one in my family since my wife is not of Swedish descent. I attended Macalester College, a small school in St. Paul, to study for the ministry originally. However I soon realized that I really didn't have the talents for the ministry and I could probably do as much or more in a field where I did have some talent.

The paper discusses the effect of aeration and agitation on grade and recovery of molybdenite. A series of factorially designed flotation tests were carried out in a "Leeds Automatic Laboratory Flotation Cell." Analysts of flotation results indicate that molybdenite has fast floating and slow floating components. The rates of fast floating components, which do not create a problem inflotation, could be varied by changing agitation or airflow rates. However, the rate of slow floating components was stable and was only a function of residence time. Aeration has a significant effect on the grade of MoS2 and only a slight effect on the recovery of MoS2. Agitation has a slight effect on the grade, but does not effect the recovery of molybdenite. The implications of the results on the design of flotation cells and control and optimization of the existing circuits are also considered.

In accordance with good industrial practice, Canadian metallic-ore concentration plants have always recycled a high proportion of process water to save reagents, save power, conserve water resources, and to protect the community water supplies, to give only a few reasons. In the last few years there has been awakened public concern for the environment and, consequently, government regulations have been added as additional reasons. Present recycling practices are summarized as a basis for improved plant design and operating procedures and for further research. In addition, an attempt is made to determine why plants do not recycle water in certain situations. Although not all Canadian mills are covered, the many examples given indicate the problems and the effort being made to solve them. Wherever available, the chemical quality of the water and the process requirements are indicated as well as the other parameters affecting water recycling at each operation.

Robert T. Walker and Woodville J. Walker (Walker Engineering Corp., Salt Lake City)-Mr. Kinkel's article embodies, in condensed form, the results of the first detailed and complete geological survey that has ever been made of the long neglected but potentially very important West Shasta Copper-Zinc district, in Shasta County, California. In view of the difficulties of the terrain and the complexity of the geological structure, this represents a notable achievement, and it is with regret, therefore, that the writers find it necessary to differ from Mr. Kinkel's conclusions on two important points. The first has to do with the interpretation of two members of the stratigraphic column of formations in the district; for purposes of comparison, the description of these two members according to Mr. Kinkel is shown parallel to the description of these members according to the writers, see Fig. 14, Mr. Kinkel's nomenclature being used

Under the hot, baking sun, engineers at the AEC's Nevada Test Site have been busy for several years in the sinking of 48-in. diam shafts to depths varying anywhere from 1800 to 4800 ft below the surface. In so doing these men have evolved several new techniques which should be of interest to the mining industry. Surface Facilities Designed For Speed: "Expediency plus efficiency" is a key phrase at the Site. Because of the relatively short duration of actual mining operations, all equipment has been packaged to decrease time and cost of "set up" and "take down". The headframe, designed specifically for use over 48-in. cased shafts, can be erected or dismantled within 48 hours. The back legs are pinned and hinged to the front legs for ease of installation and, when dismantled, for movement to another site with a minimum of delay.

Cost and price inflation and financial gearing through loans are characteristic of modern resources projects. Conventional discounted cash flow and 1P.R analyses, in real terms, and without financing, have inadequacies which can yield misleading results. The degree of improvement in value for project equity owners is limited to the value of the additional tax benefit accorded through the financing instrument used. Debt financing may be low in price and value, but its priority means that the equity owners assume a higher risk, thereby increasing the cost, or price, of their capital. The cost of equity capital, or investment hurdle rate, is related to the Capital Asset Pricing Model. Distortions do occur, with inflation, due to depreciation effects, which can cause the adoption of misleading project rate of return or hurdle rate criteria.
