Discussion of the paper of DAVID COLE, presented at the New York meeting, February, 1915, and printed in Bulletin No. 9S, February, 191.5, pp. 431 to 444. R. H. RICHARDS, Boston, Mass.-The Butchart riffle seems to violate, according to our preconceived notions, some of the very essential principles of the Wilfley riffle, and therefore ought not to succeed, but it does. On this account it must conform to other very important principles, or it would not succeed. It would beinteresting to know what these principles are which enable it to succeed. E. P. MATHEWSON, Butte, Mont.-I cannot, explain the principles on which this riffle acts, because I have not given it personal attention. All I can say is that I first saw the riffle in operation several years ago at the Steptoe Valley mill in Nevada, and I was told that a man had been around there guaranteeing that these riffles would make the table do twice as much work and do it better than with the ordinary Wilfley riffles. I heard nothing further about it for a long time. I heard about a year ago, from David Cole, the author of this paper, that the riffles were a success, and that he was using them at Morenci, and if, we were interested he would send the inventor to show us how they worked. As we knew of David Cole's reputation, we invited Mr. Butchart to come up and show us how his riffles worked. We did not have sufficient confidence in the invention to guarantee Mr. Butchart his traveling expenses, but lie came up entirely at his own expense and put in a set of the riffles on one table. THE influence of various elements in retarding or accelerating the absorption of carbon during the process of carburization is fairly well known. In general those elements which forth carbides accelerate the absorption, while those which do not retard it. It has sometimes been wrongly stated that those elements which raise the temperature of the critical range increase the absorption, while those which lower this temperature decrease it. Silicon is a notable exception to this rule, for its influence is to raise the critical range but to lower the absorption of carbon. Some elements which do not form carbides have no apparent influence upon the absorption rate. Carbon itself retards the absorption rate. With a view to obtaining more exact data upon the subject the following experiments were undertaken : 208 steels of different chemical composition were selected to represent most of the types of modern constructional steels. Specimens 3 in. in diameter and in. in length were weighed to milligrams. They were then packed in the special carburizing box shown in Fig. 1, and kept in .the furnace for 10 hours at a temperature of 900° C. A duplicate experiment was conducted at 1,000° C. At equal' intervals of time the box was rotated in the furnace so that. two complete revolutions were made in the 10 hours. This precaution was taken to neutralize as much as possible any effect of unequal heating. At the end of the 10 hours the box was allowed to cool in the furnace with the doors open. The specimens were then weighed again and the increased weight (carbon) determined. In. the following table are given the analyses of the various steels, together with the. increased weight of .carbon expressed in milligrams.

Being much interested in efficiency-work in general, and an ardent reader of writings on this subject by Frederick W. Taylor and others, as applied to manufacturing-plants, and having served my apprenticeship from mucking to the engineering design of ore-dressing and underground plants, I hope that this paper will lead others to investigate the field more fully, to the improvement of general mine- and mill-operations, as well as the advancement, intellectually, physically, and financially, of the employee and his relations with the employer. If a man who is prepared to look closely and observe broadly starts in Canada and zig-zags from camp to camp to southern Mexico, taking time casually to inspect mines, mills, and smelters, he will be pitifully impressed by the great difference in customs, and the general waste of labor, time, and money throughout the country. He will so seldom observe a dollar's worth of results given in exchange for a dollar spent that he will form a poor opinion of operating-efficiency and management. This highly-scientific department, requiring an amount of skill and executive ability equaled in few, if any, of the professions, certainly falls short of the standard established in our greater manufacturing industries. It is easily said that this is due to the diversity of conditions in mining, milling, and smelting. But on second view it must be admitted that there is room for tremendous improvements in nearly every mining-organization. The proposal of such improvements is often met by the argument that any mine is but a temporary affair, yielding such profits as to make efficiency-work of no consequence; but any business which is profitable and worth doing at all is worth doing on a basis which gives the greatest return on the investment.

Freeman, the English historian, said that he had learned from Macaulay "never to be afraid of using the same word or name over and over again if by that means anything could be added to clearness or force. Macaulay never goes. on, like some writers, talking about ' the former ' and 'the latter ', 'he ', 'she ', 'it), and 'they’, through clause after clause, while his reader has to look back to see which of several persons it is that is so darkly referred to". He might have learned also from Macaulay that a preposition makes a feeble ending for a serious statement. How often do you hear 'the former' and 'the latter' in conversation? Good conversation is a guide not to be disdained. When you must use 'the latter ', do not confuse it with 'the last '. Cheap labor, cheap fuel, and cheap transport are essential, the latter [last] being particularly important in base-metal mining. The apparatus may be used to determine such gases as hydrogen sulphide, chlorine, oxides of nitrogen and some others, as well as sulphur dioxide. In the case of the latter two, etc. The two last mentioned are "sulphur dioxide" and "some others". He should have stated which two, and he should have avoided that wretched phrase "in the case of ". Pinning may be partly prevented by use of chalk, oil, or turpentine. The latter [last] is beat. "Partly prevented" is a poor phrase. 'Prevented' is a word that does not lend itself readily to modification. He means ' checked ' or 'corrected '. These steps are necessary to produce the gas, crude oil, and ammonia, the latter [last] of which is in solution in the water obtained along with the oil.

The opening session* was held in the hall of the Franklin Institute, on Tuesday evening, June 20th, President Holley in the chair. The President introduced Mr. Franklin B. Gowen, who addressed the Institute as follows: Mr. President and Gentlemen : It has been made my pleasant duty to welcome you to the city of Philadelphia, but in so doing I shrink, with some natural reluctance, from appearing before an audience so much better fitted than I am to cope with the subjects which are usually presented to your association, and I can assure you that no trembling neophyte, first venturing within the groves of the Academy, or walking, with sacred reverence, in the gardens of Plato, felt more natural dread at the consequence of his own temerity than I do in appearing before an audience composed of geutlenlen belonging to a scientific society of which I am but too sensible that until now I have been a member only in name. Gordon Parr (University of Alberta) —While we appreciate the difficulties involved in any investigation of this system, and we wish to congratulate the authors on their comprehensive efforts, there are several aspects of their paper that are not clear to us. 1) If the 6 phase is, in fact, isomorphous with Ti3Sn, it should not be designated Ti,Al. An 4B structure cannot be isomorphous with an ordered structure of the DO type. Anderko et al.' suggested that the structure be called Ti3A1, and we believe this to be a more reasonable designation. The confusion is compounded when the authors designate the phase Ti3Al—yet the composition limits of this phase (according to their diagram) are approximately Ti,A1 and Ti,Al. Further, while Pietro-kowsky is said to have pointed out that the structure of the 6 phase is isomorphous with Ti3Sn, we understand that this was only a suggestion that was not confirmed. Margolin and Ence do not appear to have presented any evidence to support the suggested isomorphism. 2) In referring to the precipitation observed microscopically during the initial breakdown of high A1 a during quenching, the authors state that "such precipitation is not likely to be detected by Debye-Scherrer techniques". We suspect that if the precipitate was visible by optical microscopy, it must have at least one dimension of the order of 1 or greater, and would therefore be readily detected by diffraction techniques. 3) The authors state: "The basis for this suggestion (that 6 forms peritectically P + L—6) is the observation that the ,'3 + 6 and 6 phase fields were

Joseph E. Thropp, Jr., Indiana Harbor, Ind.:—To what do you attribute the fact that in some localities the by-product coke sells at a premium over the ordinary bee-hive coke for foundry use ? If the cell-structure is preferably soft and rather thick in coke for foundry use, as I understand it, do you mean that by-product coke has soft and thick cell-walls ? William H. Blauvelt, Syracuse, N. Y.:—As I say in one of the paragraphs of my paper, the tendency seems to be towards the manufacture of foundry- and furnace-coke under somewhat different conditions. The development of the best cell-structure in coke, of course, has not reached perfection, but we are making progress, and we are inclined to believe that under ordinary conditions the best furnace-coke, that is, coke with the hard cell-wall and the well-developed cell, is produced at fast coking-time and high heats, whereas the best foundry-coke seems to be produced at somewhat lower heats. In one of our plants we are making furnace-coke in 16-hr. coking-time, and foundry-coke in 20-hr. time. Foundry-men want the strong, tough coke. I think the furnace-men present will agree that the best furnace-practice requires a hard coke, with a well-developed cell-structure. Replying to the question as to the reason for higher prices being realized for by-product foundry-coke than for bee-hive coke, of course, the immediate reason is that it suits the foundry-men better. Perhaps one cause may be that we are able, by the selection of coals, which is not usually practicable at bee-hive plants, to get a quality and analysis best suited to foundry-work, with high carbon-content, and with cell-structure and physical strength especially suited to the foundry-men's ideas.

Under the names of Conservation, Social Justice, the New Nationalism, and Progressive Democracy, many earnest reformers are calling for a new system of Federal government to replace the one which they ascribe to our fathers, and declare to have been outgrown. They are proposing the lease by the United States of certain natural resources on the public domain, for the profit of the U. S. Treasury, instead of the sale of such resources to private citizens or associations of citizens. In the present paper, I shall try to show that this notion is neither new nor good. It is clear that the United States is owner, as well as sovereign, of public lands acquired through conquest or purchase from other nations, as it was owner of the public lands expressly ceded to it by the original thirteen States. Its policy with regard to such lands involves, therefore, two entirely distinct questions: What shall it do as owner ? and, What shall it do as sovereign ? The latter question, it must be confessed, has played but a small part in our history. All the prerogatives of sovereignty which were not explicitly conferred upon the Federal government by the original States were retained by them. The ownership or control of precious or other metals or minerals in the earth, for instance, was thus reserved to the several sovereign States. New York, South Carolina, and other States have passed laws on this subject, without regard to Federal authority. As new States have been successively admitted to the Union, the tacitly accepted theory has been, that they thereby acquired all the reserved rights of the original States. These newer States largely outnumber the first thirteen; and it is inconceivable that they would submit to any deprivation of sovereignty based on historical grounds. IT has been shown1 that in the absence of heavy metal salts, the nature of the alkali used to promote differential flotation-whether caustic soda, lime or sodium carbonate-is unimportant. The hydroxyl ion is the active depressant upon which differentiation depends, and the pH value determines whether a film of collector forms on any given mineral surface. Even when sodium cyanide is used in conjunction with alkalies, it is the pH value and not the nature of the alkali or its concentration that is important, for upon the pH value alone depends the fraction of the added sodium cyanide that is present as cyanide ion, which is the true depressant. When heavy metal salts become dissolved from partly oxidized ores, or are added intentionally as activators, conditions are different, and metallurgists have found that lime and sodium carbonate do not give identical results, even when added in amounts sufficient to produce the same pH value. In the few instances in which we had attempted to confirm this view, we had failed to do so, for, with nothing to guide us, we had inadvertently chosen solutions that gave contact curves of a "stand-ard type," which correspond to conditions of ready floatability. Now, however, we find that, in the presence of copper salts, and within a restricted range of reagent concentrations, the nature of the anions present is important, and that sodium carbonate does influence the results, apart from the usual effect due to its influence on pH value. With the recognition of this anion effect, and with the control of temperature already introduced,' it appears that the factors of major importance in connection with this set of reagents have been taken into consideration, and that the results obtained and the conclusions drawn from contact tests will be of more immediate value to the operator.

The electron photomicrographs shown in this paper are of samples of the A.P.I. Reference Clay Minerals Montmorillonite No. 27 and Kaolinite No. 4 and of a shale from Spraberry Oilfield in Texas. These samples are part of a larger collection whose physical properties, composition and internal structure were previously studied by ultra-sonic and X-ray methods. ' Elastic anistropy was indicated in the montmorillonite and shale samples by sound velocity measurements parallel and perpendicular to the bedding. In the montmorillonite the velocities parallel and perpendicular to the bedding were 2.12 and 1.92 km/sec respectively, a difference of about 11%; in the shale the same velocity measurements were 4.18 and 3.75 km/sec, a difference again of about 11%. Within the bedding plane the sound velocity was also found to be independent of direction. The electron photomicrographs of the montmorillonite sample, which are shown in Fig. l(a) and (b), clearly indicate the preferred orientation of the mica-like clay particles parallel to the bedding. In Fig. 2(a) and (b) similar orientation in the shale sample can be seen although not quite as clearly. This is probably because, in addition to the clays illite and chlorite, the shale sample contains grains of quartz, calcite and dolomite which do not as readily show an alignment pattern as the clays do. This suggests that the elastic anisotropy of these two samples is derived from a preferred alignment of component mineral grains which are themselves elastically anisotropic. The bulk elastic properties of these two samples therefore appear to be much like those of mica. PERSONAL INJURY ACCIDENTS According to statistics compiled by the National Safety Council, US Bureau of Mines, American Medical Association, and other agencies, accidental injuries cause more deaths than all the leading diseases. NO one is immune to an accident. Probably the best way to describe an accident is to say that it is an unexpected happening. The automobile driver is not expecting a terrifying crash, the electrician does not expect to be electrocuted, nor is the coal miner expecting the roof to fall on him. All personal injuries will not result in death. There is a multitude of victims who arc living proof of what accidents can mean to an individual-victims who are blind, paralytic, missing arms, legs, etc. In most instances the earning power of these individuals is gone, and they arc utterly dependent upon family or welfare. For many years there seemed to be an attitude that prevailed in industrial America that accidents were inevitable, and that so many fatalities and injuries should be expected. This, of course, was utter nonsense. Since the birth of such organizations as The National Safety Council, American Society of Safety Engineers, and the US Bureau of Mines, much progress has been made in reducing accidents. The enactment of compensation laws greatly contributed to the progress that has been made. Does this mean that all accidents can be prevented? Unfortunately, it does not. Human psychology indicates that men will work unsafely or perform unsafe acts for the following reasons : 1) Lack of Knowledge or skill. 2) Conflicting motivations, such as: (a) to be more conformable, (b) to save time or effort, (c) to be accepted by a group. 3) Physical or mental condition. Nearly everyone desires his own safety, hut not all individuals are willing to do what they know to do to insure their own safety.

POWELL*-I would like to ask either Mr. Ash or Mr. Eaton if they know of any place where the Mine Inspectors' for¬mula has been used that water has flowed from one colliery to the other. W. L. EATON (authors' reply)-We have made considerable study but we have not gotten around to very many of the barrier pillars. I would not say that any or all of them have been designed to the strict figures of this formula. Most of those ex¬amined will not hold back the water that they are supposed to hold back. E. T. POWELL-If the pillar remains ac¬cording to the Mine Inspectors' formula? W. L. EATON-We have not found very many where the provisions were followed. E. T. POWELL-Where the Mine Inspec¬tors' formula has been fully complied with, have there been failures or not? W. L. EATON-I cannot say. Most of these barrier pillars probably were designed in accordance with this formula, but most of them, if they were so designed, are not in that shape now because a large number of them will not hold back the water; they have been reinforced, and they are punc¬tured in various places. Holes have been driven through them to relieve the hydro¬static pressure to avoid a failure. They do not dare to have a failure. In many instances, the barrier is punc¬tured to avoid a failure. In order to mine their coal safely, many companies must pump water from mines that were aban¬doned many years ago. R. MAIZE-That is true, Mr. Eaton, but do you know of any case where a barrier pillar actually failed and flooded an ad¬joining mine when the pillar had been left in accordance with the Mine Inspectors formula?

It is well known that particles of different sizes are not distributed evenly throughout the average charge in an iron blast furnace. Just how great the disparity in particle size in different parts of a single plane in a furnace may be is indicated by the results of some recent investiga-tion1,2 conducted by the Bureau of Mines on a furnace operating on Lake ores. The wide variations found in gas velocity, gas composition, and temperature from the periphery to the center of the upper charge column were caused by the great variation in particle size of the raw materials used and were also greatly influenced by the methods of charging. This paper summarizes the results of an investigation of the influence of different methods of charging and of the treatment of raw materials upon the size distribution of the solid particles in the blast furnace. A more complete report will appear later as a Bureau of Mines technical paper. Importance of Gas-solid Contact One of the authors has pointed out in a previous report? that the operation of the blast-furnace process is entirely dependent on contact between the gas stream and the solid particles in the stock. The gas stream carries the necessary heat as well as the carbon monoxide molecules that do the work of rednction. In the parts of the furnace in which there is little or no contact between the gas stream and the solids there can be little work of reduction. Obviously, the part of the apparatus that is not doing the work for which it is intended is inefficient; the ideal condition is one in which all portions of the stock column are

Inspiration Consolidated Copper Company is currently mining in four pit areas; Live Oak, Red Hill, Thornton and Joe Bush Extension, near Globe, Arizona. Small satellite orebodies lying outside the main pits have been mined out in a series of small open pits. Major slope instability has affected production in every pit. Some consequences of the instability have been; (1) Serious interruption of mining plans, which resulted in deferred ore production, lost ore, reduced mining rates and increased stripping requirements. (2) Forced replacement of crushing facilities. (3) Serious effects on other production facilities. The introduction of a slope stability monitoring and control function as an integral part of mine planning has been successful in reducing the impact of these failures and will eventually result in economic pit design based on probabilistic slope analysis. This case history presents a brief review of the problems associated with slope instability at Inspiration's mines followed by a more detailed report on one specific failure area in the Thornton pit where the use of horizontal drain holes for slope stabilization appears to be successful. Relationships between slope movement rate, rainfall, and mining activity are shown.

The market for thermal coal has recently been growing rapidly and it is projected to continue to do so in the foreseeable future. Both the national and international markets often demand high-Btu low-sulfur thermal coal in order to minimize the cost of utilization and meet the environmental restrictions. High quality thermal coal can be prepared to compete in the utility market by desulfurizing the high-Btu midwestern coal and blending it with low-sulfur western coal which is usually low in Btu content. The methods that can be used for optimizing the coal preparation plant operating parameters for physically desulfurizing coal are presented.

Engineering truths are not best expressed by adjectives, yet my wish, today, is not to attempt a quantitative measure of the dominant position of the mineral industry of the United States in the existing scheme of material things, but rather to seek a clualitative appraisal of what mining and metallurgical engineers are doing to promote and make secure our , national progress. Statistics help when we wish to gage material prosperity, but they fail when we desire to determine what share the engineers have in adding to the happiness and welfare of our people

At the end of the year 1914, the main North Star incline shaft had reached the 6300-ft. level, and encountered a vein dipping southwest, or exactly opposite to the North Star. Subsequent development failed to find the North Star vein continuing beyond this intersection, so the 6300-ft. level proved to be the bottom level of the North Star vein, and very little ore was found below the 5300-ft. level. The new vein was called No. 1 vein. Development work carried on for the next 10 years discovered a third vein, called No. 2, branching off about 1200-ft. to the east, with a north-south strike and a west dip. No. 1 vein had about 900 ft. of backs above the 6300-ft. level before reaching the boundary line of the property, and No. 2 vein died out about 800 ft. above. During these 10 years, the money spent on development was increased from $54,000 in 1914 to $184,000 in 1924; the ore reserves steadily diminished until it was evident that the mine must close down unless by some means a large tonnage of ore could be developed quickly. Problems and Plans In order to understand what follows, the general layout and equipment of the mine as it was at this time must be briefly described. Fig. 6 indicates the relative positions of the shafts. The North Star (incline) shaft extends from the surface to the 6300-ft. level following the vein, with an average pitch of 26", between limits of 11" to 38. There is at present no hoisting equipment in this shaft between the 2700 and 4000-ft. levels. The Central (vertical) shaft connects with the North Star shaft at the 4000-ft. level, at a vertical depth of 1600 ft. In two compartments of this shaft 4-ton skips made a vertical turn of 15 ft. radius at the 4000-ft. level and ran down the incline to the 6300-ft. level. A cage operated in the third compartment to the 4000-ft. level. Men and supplies were transferred to a truck running on a third track down the incline shaft to the 6300, operated by an electric hoist on the 4000-ft. station. When the shifts changed double-deck cages were substituted for the skips in the vertical shaft, but they stopped at the 4000-ft. station.
