THE National Coal Association held its annual meeting at Cleveland on Nov. 14-16, 1928, having changed the time from the spring to the autumn to avoid conflict with the great number of meetings ordinarily held in the spring. Institute members were \\yell to the fore in its activities, the president, E. C. Mahan (who was reelected for another term!, C. E. Bockus, treasurer, and the secretary, H. L. Gancly, being A. I. M. E. members, as are many of the directors. At the first session, our past president, S. A. Taylor, presented a 1;aper which is reprinted in part herewith. At the Thurs- day session W. D. Brennan presided, Walter Barllum led the discussion on membership, and Otis Mouser led the discussion on taxation. In the afternoon, J. P. Williams, Jr., led the discussion on research. Rembrandt Peale presided at the annual dinner in the evening. At the concluding session on Friday resolutions were adopted, among them one in which the Association "reaffirms its attitude toward proposed Federal legislation affecting the bituminous coal industry by saying that it opposes legislation which would seek to single out this industry for regulatory action. This particularly applies to such bills as S4490."

ON MAY 22 the American Institute of Mining and Metallurgical Engineers will commemorate the sixtieth anniversary of its founding at Wilkes- Barre, Pa., in May, 1871. The Directors have transferred the May meeting of the Board to Wilkes-Barre, and the Pennsylvania Anthracite Section has invited as many members of the Institute as can to be present at this time and to join with their fellow-engineers at Wilkes-Barre in the inspection trip through a portion of the anthracite district that has been planned. Ac- cess to Wilkes-Barre is easy, from nearby points, over excellent automobile roads, or by train. The distance from New York is only about 140 miles. , It is hoped to engage a special car for those travelling by train from New York, which will leave the Pennsylvania Station over the Lehigh Valley Railroad at 11:50 p.m., arriving in Wilkes-Barre the next morning. Return can be made from Wilkes-Barre by sleeper the same evening, arriving in New York Saturday morning. Other trains are available for those who prefer a daylight journey.

THE fundamental hydrodynamic principles governing the production of oil from wells have been carefully studied and evaluated by many investigators. These prior studies are quite complete and cover virtually the entire field of oil production and recovery.1 One of the most impor-tant measurements in production studies is that of the bottom-hole pressure at various rates of production.2 It is the purpose of this paper to outline the technique and economics of fluid-level measurements as applied to pumping wells and to review briefly other methods for obtain-ing bottom-hole data. The applications of bottom-hole pressure or fluid-level measure-ments are based on simple hydrodynamic principles. Under equilib-rium conditions, pbh = hd + pg + pch [ l] when pbh = bottom-hole pressure, lb. per sq. in. absolute, h = height of fluid in well, ft., d = average fluid density, lb. per sq. in. per foot, pg = weight of section of gas column 1 in. square from fluid level to casing head, pch = casing-head pressure, lb. per sq. in. absolute. In words, equation 1 states that the bottom-hole pressure is equal to the weight hd of the column of fluid plus the weight of the column of gas between the fluid and the casing head plus the casing-head pressure. At moderate rates of flow, the rate of production is approximately proportional to the difference between the reservoir, or static bottom-hole, pressure and the flowing or producing pressure; i.e.: Q = c(pr - pbh) [2] pr = the reservoir pressure, c = the constant of proportionality. The theory of probability with respect to the failure of structures is discussed. It is shown that the probability of safety, probability of failure, and factor of safety are directly related to each other and that as standard deviation approaches zero, the probability curves approach a unit step function which can be interpreted as the conventional factor of safety. The factor of safety is numerically the ratio of the load to the strength of the material at a particular point or plane in an engineering structure. Mathematically, it can be illustrated as a unit step function undefined at the point where the factor of safety is one (Fig. 1). The uncertainty of variation of soil and rock strengths require factors of safety much higher than those used in other engineering structures. The factors of safety used are generally determined from past experiences with similar structures. However, the factors thus determined do not have any theoretical meaning or do not indicate any relationship to actual safety.' It seems, therefore, logical to develop a system with a sound theoretical basis to obtain a more suitable factor of safety for structures. An application of elementary theory of probability indicates that it is possible to relate this number to theoretical and practical engineering facts.

A RESIDENCE of 14 years in the Republic of Colombia, spent in almost continuous traveling and prospecting-trips, has given me an intimate knowledge of the resources of that wonderful country. The man who best knows Colombia is unquestionably General Rafael Reyes, President of the Republic for the past three years, and with seven years more to serve in his present term. Such is the strength of his personality and the wisdom of his policies that his term of office will no doubt endure as long as he is willing to serve. The vastly improved economic situation and the brilliant outlook for Colombia are so directly due to the influence of President Reyes that a few lines concerning him. will not be amiss, if they serve towards a better understanding of his personality. Born of a distinguished ancestry in the mountains of Boyaca, he is now 57 years old, just the age of his friend Porfirio Diaz when be began the work which has placed Mexico in the rank of great modern nations. It was Reyes who came to Washington to protest against the action of the government of the United States of America in reference to the establishment of the Republic of Panama, and, without entering into a discussion of this affair, it can be fairly said that there was not an American in Colombia whose feelings of justice were. not outraged at the government action and subsequent refusal to submit the matter to the impartial judgment of the' Hague. President Reyes is an accomplished linguist, speaking English, French, German, Portuguese, Spanish, and Italian. He has a remarkably. powerful voice, which can readily be heard by a large assemblage. The practice of introducing acid into oil wells to increase production of oil and gas has been in use since 1894, when it was first used in the Pennsylvania oil fields30.‡ It is only since 1928 that it has been used to any extent in the Mid-Continent18. The process has proved successful in increasing production, at least temporarily, in depleted oil fields where the producing formation is highly calcareous and where water drive is not too pronounced. In the Zwolle field in Louisiana, where the producing horizon is a chalk, increases of 100 per cent have been recorded25. In north-central Texas, where the oil is produced from the Marble Falls limestone, equally pronounced increases have resulted3. The production also in some fields yielding oil from quartz sand cemented with calcitc has been benefited. The evidence of actual increase in total recovery of oil, however, has been questioned by some engineers18. It has been pointed out that the results of the treatment of a well in a now district, where the process has never been tried out, can never be predicted with certainty, since other factors besides percentage of calcareous content of the oil sand play a large part in determining the success of the method. Numerous articles have been published on acid treatment and on the effects of acid on limestone1-35, yet very little has been written concerning experimental work on the actual effect of acid on capillary pores and larger oil-coated voids of oil sands. This is due partly to difficulties in duplicating field conditions in a laboratory and partly to the fact that the process has been carried out largely by contracting companies that have been unwilling to publish details of their results for fear of loss of business to competitors. The authors, using equipment developed to measure the radial permeability of oil-sand cores2', have developed a method of investigating the results of acid treatment which has enabled them to test numerous cores and to study in some detail the action of acid on the different types of rocks, particularly fine-grained rocks.

INTRODUCTION In this paper we derive an expression to predict the onset of growth of a crack in a quasibrittle material. We employ an energy criterion, which was first proposed by Griffith (1920), and is essentially equivalent to the first two laws of thermodynamics. The criterion is applied to the elastic-plastic crack of Olesiak and Wnuk (1968), which is a three-dimensional generalization of the Dugdale (1960) crack. Our expression for the onset of growth differs in several respects from a criterion based on a crack in a brittle material (i.e., using linear elastic fracture mechanics) . Furthermore, the new features are in qualitative agreement with the experimental data. Among these new features are 1) the dependence of the apparent surface energy, or critical strain energy release rate on crack size (the shape of the R-curve); 2) the effect of in-plane stresses (i.e., the stresses that do not lead to any traction on the crack faces) on crack growth; and 3) a brittle-ductile transition. The energy criterion, as a necessary condition for crack growth, rests on a firm theoretical basis. However, its role as a sufficient condition is less secure. Several alternate criteria have been proposed as necessary and sufficient conditions for the onset of crack growth. We will contrast several of these, including critical strain (Olesiak and Wnuk, 1968; Goodier and Field, 1963) and crack opening displacement ("COD", Burdekin and Stone, 1966) with the energy criterion. We will show that these alternate approaches are inconsistent with the energy criterion, in the sense of being necessary conditions, and so should be rejected as criteria for growth--at least for the elastic-plastic crack.

The early work of Terzaghi1 showed that the true stress state of a rock can be expressed by the principle of effective stress. This principle states that effective stress is equal to total applied stress minus the pore pressure. Since the introduction of this principle, a great effort has been made to measure the pore pressure of rocks so that the true stress state can be determined. For clean, permeable sandstones, it is usually found that the effective stress principle can easily be applied. Direct measurement of the pore pressure is achieved with a hydraulic pressure device and the effective stress state thereby computed. However, for fine-grained rocks which contain large amounts of clay (referred to herein as shales), pore pressure measurements are usually quite difficult because of the adsorptive forces of the clay platelets, which produce negative internal pressures. No suitable device is known for measuring internal pressures of dry shales; the effective stress approach is therefore not feasible and data are usually presented in another form. As an example, data from compressive strength tests are presented as a function of rock wetness, rather than effective confining stress. The work of Belopoloskii2 and Colback and Wiid3 are examples of such data. It was pointed out by Lambe and Whitman4 that a better way must be found to express the effective stress of argillaceous rocks. The information presented herein is an attempt to fill that need. Various authors have been able to measure moderate negative pore pressures (0-240 psi) within rather wet, argillaceous rocks by means of various pore pressure devices. In 1961 Lambe5 resented information which shows that pore pressures in argillaceous rocks are indeed negative ; he presented values of suction pressure as low as - 14 psi. Likewise,

HOSTILITIES in Europe, Asia, and northern Africa were responsible for dislocations in rare-metal supplies during 1940. Although the consumption of some of the rare metals is small the dislocations may be relatively large. In some cases these are advantageous to North America and in others they are disadvantageous. Specific instances will be cited later. Barium T HIN films of barium metal on special steel balls greatly improve the life and reduce the friction of rotating anodes in highly evacuated small X-ray tubes and make possible the operation of these anodes at relatively high temperatures. These remarkable results are described in an article by Atlee, Wilson, and Filmer in the Journal of Applied Physics for September, 1940. Oil could not be used because of the high temperatures on the one hand and its volatility on the other. Fig. 3 shows diagramatically the rotating anode and the method of coating the steel balls with barium. The letters K.I.C. refer to "Kemet Iron Clad." THE Engineering Education Committee of the Institute convened at the Engineering Societies Building on Feb. 18, .1929, with. E. A. Holbrook, dean of the Schools of Mines and Engineering, University of Pittsburgh, in the chair. STATISTICAL' STUDY OF STUDENTS IN MINING The first paper, a statistical study of the students enrolled in courses leading to a mining degree in 40 institutions, was presented by H. D. Keiser,, assistant editor of the Engineering and Mining Journal; who gave a brief outline of an article he was about to publish in ?that journal?. The complete article appears in the issue for March 30; 1929: To avoid repetition the results are summarized as follows: A request was sent to 42 institutions which give courses in mining' for the number of students enrolled as freshmen; sophomores; juniors, seniors and special students in mining for the years 1925-26, 1926-27, 1927-28, 1928-29. Two of these colleges replied that there were no students in mining. Students' enrolled in courses in metallurgy, geology and engineering, other than mining, were excluded from the statistics:. Measurements of grain boundary sliding were made on polycrystal and bicrystal tensile creep specimens of Al-2 pct Mg at 500oand 700oF. Grain and pain boundary orientation factors were studied with respect to their effect on the magnitude and direction of grain boundary sliding. It was concluded that a large part of the observed sliding may be caused by the operation of slip crossing the grain boundaries. Supporting evidence for this model from other investigations is also given. GRAIN boundary sliding in metals during elevated temperature deformation has frequently been thought of as an independent mechanism with its own characteristic stress, temperature, and structure dependence. Further, it is common to regard the grain boundary as the weak link during creep deformation since: 1) the strength of apolycrystallinemetal, as meas-sured by creep rate or rupture life, decreases at\a more rapid rate when sliding comes into action, and 2) grain boundary sliding, as revealed by "boundary darkening" and fold formation is often the first visible deformation. On the other hand, more quantitative observations, in both polycrystals and bicrystals, have shown boundary deformation to be closely related to the over-all deformation of the specimen. The curve of grain boundary contribution to elongation vs time takes a shape similar to that of the total creep curve,',' and the apparent activation energy for sliding appears in most cases to have the same value as that for total creep.3 In order to reconcile these observations, one is left with these possibilities: 1) The grain boundary and grain deformation rates are both controlled by the same rate limiting processes. 2) The rate of sliding is limited by accommodation deformation in the grains. 3) Sliding is the consequence of grain deformation. 4) Grain deformation is dependent on prior grain boundary deformation. Alternatives 2) and 3) would view grain boundary sliding as occurring in series with another deformation process which could be rate controlling. McLean prefers item 3) as the sliding basis,4 where subgrain rotation results from dislocation accumulation in the substructure at the grain boundary. Crussard and Friedel's5 treatment of grain boundary migration considers that dislocations are forced into the grain boundary and are dissociated into dislocations with Burgers' vectors nearly parallel to the grain boundary. The movement of these partial grain boundary dislocations then produces the sliding. The results of this investigation have indicated alternative 3) to be the most appropriate and it is this aspect of grain boundary sliding which will be analyzed. EXPERIMENTAL PROCEDURE Three types of tensile creep tests were employed in this study: (I) A constant load test of one very coarsegrained polycrystalline specimen at 500° F, 3600 psi, 1 pct per/hr strain rate to examine the grain and grain boundary orientation factors in grain boundary sliding. (II) Constant strain rate tests of polycrystalline specimens at 510o and 715o F, 2 pct per/hr strain rate to determine the grain boundary contribution to elongation at very low total strains. (m) Constant strain rate tests of bicrystals of various grain and grain boundary orientations at 500°F, 2 pct per/hr strain rate to obtain further information on the orientation effects in grain boundary sliding. The material used in the tests was a high-purity Al-1'.92 mg alloy, kindly furnished by Alcoa. Its composition is given in Table I. The alloy is a solid solution at the test temperatures. The coarse grained polycrystalline specimen for test (I) was prepared by recrystallizingthe machined specimen, straining it about 1pct intension at room temperature and annealing at 900°F for 8hr. The constant strain rate specimens (11), with an 178 in. sq. by 1/2 in. long gage section, were cut from 1/8 in. thick sheet of cold rolled and annealed (8 hr at 1000oF) material. The latter specimens were supported in a special jig during the milling operations to avoid any bending, and the gage section was subsequently heavily electropolished to remove the cold-worked surface layer. The interpretation of notched-bar impact results has been a matter of controversy since the introduction of more or less standard tests by Fremont,' Charpy2 and others at the turn of the century. Many investigators3-l1 have contributed to the understanding of the significance of such tests. Several symposiums12,13 have been held with the express purpose of discussing the significance and interpretation of the impact tests. It is not the purpose of this paper to review all these contributions to the development of the knowledge on this subject, but rather to present an interpretation of notched-bar impact tests that appears to be in agreement with the available published data. Fundamentally, the interpretation discussed in this paper of the brittle failure of some steels in notched-bar impact test is similar to the qualitative analysis presented by Ludwik3 in the I92o's. Essentially, Ludwik stated that the function of the notch was to increase the tensile stress necessary for yielding, and that brittle failure occurred when the stress necessary for yielding exceeded the normal stress required for fracture (with no plastic deformation). Ludwik, however, had no means of measuring this normal stress necessary for failure of a plastically* undeformed metal, therefore he could not extend his interpretation beyond the qualitative stage. Kuntze14 and recently Mc-Adam15 attempted to determine the effect of deformation on the stress necessary for fracture by testing, in tension, specimens notched to various depths and angles. Because of the uncertainties in Kuntze's (and McAdam's) analysis of the stresses (which have been pointed out by Sachs16) and the inherent nonuniformity in the stress distribution in notched bars, the results of such investigations are difficult to interpret. A more direct method of measuring the effect of deformation on the fracture stress was suggested in previous papers"-18 and has been utilized in the present investigation. The present paper concerns itself primarily with the behavior of notched impact specimens. The effects of strain rate, temperature, and stress distribution, which are discussed with reference to the impact specimen, apply just as well to the behavior of metal at the bases of notches in any engineering structure. All that is necessary is to determine the stress distribution in the structure at the base of the notches.

A new theory of work hardening is developed which rests on only a few simple principles and is applicable to a wide variety of materials and dislocation structures. It explains, qualitatively, the general characteristics of the three-stage shear stress-shear strain curve of fcc metals, as well as the most important features connected with easy glide. The value of, the work-hardening coefficient in stage 11, is derived quantitatively, from first principles, and is shown to be insensitive to many changes in detailed dislocation behavior. The low rate at which energy is stored during mechanical working in stage 11, the dependence of slip line length on stress, and the so-called Cottrell-Stokes law are explained. Although the theory is primarily developed for fcc metals and alloys, it is largely applicable also to some other materiuls, and in particular apparently to poly crystalline simple steels in theh linear range of hardening. FOR pure fcc metals and alloys, after many different pretreatments and under a great variety of testing conditions, the well-known three-stage work-hardening curve is commonly observed. Moreover, the work-hardening coefficient in stage 11, 011, bears an almost constant relationship to G, the modulus of rigidity, such that K = G/Brr" = 300, within a factor of about 2 either way. The very fact that the three-stage curve and the value of K are so very persistent, can hardly be understood except on the assumption that some quite simple phenomena are responsible. In this light all available theories of work hardening must be judged unsatisfactory: Each of them is based on some quite specific dislocation model, while it is known that metals with similar values of K may have widely different dislocation structures, for example, dislocation tangles in the case of pure fcc metals, and piled-up groups of dislocations in a-brasstype alloys. Thus, while a particular theory might conceivably represent a special case with a reasonable degree of accuracy, it cannot possibly have illuminated the underlying principle. Another severe criticism applying to the presently most widely discussed theories is that they employ empirical or even quite unexplained parameters in order to arrive at a numerical value of K. This indicates that some vital aspect of the work-hardening process has remained unexplained. In the present paper, a new theory of work-hardening is developed which does not suffer from the above shortcomings. It is derived from first principles, and is founded on the realization that the underlying causes for the three-stage work-harden- ing curve and for the persistence of the numerical value of O,, must be few and simple. As a first step it is shown herein that the experimental oklservations on "easy glide" can be explained on the assumption that in this stage dislocations multiply, beginning in a number of restricted area:;, and from there penetrate into crystal regions still substantially free of glide dislocations until a quasi-uniform dislocation distribution has been established. During "easy glide", the resistance to the movement of the foremost dislocations, advancing into still largely a dislocation-free regions, is believed to control the flow stress. This resistance is determined by various factors, among them the reaction of the dislocations against bowing-out into loops, which is due to their line tension. Without such bowing-out no dislocation multiplication would occur, but the corresponding contribution to the flow stress stays practically constant all through stage I. According to the present theory, stage TI begins as soon as there are no more areas left into which newly formed dislocations have not yet penetrated, i.e., as soon :is a quasi-uniform dislocation density has been attaned. Regardless of how, in detail, the dislocations should happen to be arranged at the end of "easy glide", whether in pileups or tangles, on one glide system or on several, the stress necessary to overcome the line tension of the segments must now increase, because the dislocation density increiises while the average free dislocation length decreases. It is argued that all other contributions to the flow stress stay at about the same level as in stage I, and that the said increase in the stress necessary to bow out dislocation segments into loops is responsible for the major part of work hardening in stage 11. Stage TII of the stress-strain curve is explained by largely follouing the ideas of Seeger and his co-workers; however, it is pointed out that the start of stage m may on occasion indicate the onset of "conservative climb" instead of cross slip. Indirect evidence indicates that linear work hardening persists even under the profuse action of cross slip, but at a lower rate. Only when, in addition to cross slip, climb operates extensively, does the work-hardening rat,. drop sharply, ultimately down to zero. BRIEF SURVEY OF EXPERIMENTAL EVIDENCE The stress-strain curve of crystals of many different substances are qualitatively similar. No significant permanent plastic deformation takes place below the so-called "critical resolved shear stress". The iron ore bodies of the Iron Springs district are replacement deposits of magnetite and hematite in Jurassic limestone around the borders of three intrusions of quartz-monzonite porphyry. Production in the period 1923-1965 was about 72,000,000 tons, nearly all of which was direct-shipping ore from open pits. The intrusions are laccolithic in form; all three were emplaced at the same stratigraphic horizon, which had been a zone of decollement gliding during the Laramide orogeny. The intrusions and associated volcanic rocks are post-orogenic. There was no change in the thickness of the limestone during the metallization. Comparison of the composition of the limestone and stratigraphically equivalent replacement ore indicates that, with every million tons of iron, there were additions of 40,000 tons of silicon, 20,000 tons of magnesium, and 10,000 tons of aluminum. The ore-forming fluid was derived from the exposed porphyry. The iron was first incorporated in hydroxyl-bearing mafics, which crystallized in depth and were carried upward in the magma that formed the hypabyssal intrusions. The mafic phenocrysts decayed deuterically in the new environment, releasing iron into the interstitial fluid of a consolidating crystal mush in the interior of the intrusions. Primary tension joints, which opened in areas of late intrusive distention, served as roots through which the ore-forming fluid was drawn from the crystal mush.

THE proposition to make pig-iron from magnetic concentrates and cobbed ore with charcoal-fuel weighing from 12 to 20 lb. per bushel is, on the face of it, not inviting; but the successful work that has been done under these adverse conditions warrants a permanent record in our Transactions, especially as it furnishes a comparison with, coke blast-furnace practice under similar conditions. The record of the furnace-practice is briefly summarized as follows:-The charcoal was made of hemlock, pine, spruce, balsam, maple, beech and birch woods. All the concentrates containing from 62 to 65 per cent. of iron would pass in. screen, of which about 34 per cent.. would pass an 80-mesh sieve. The cobbed ore, varying in composition from 32 to 47 per cent. metallic iron and from 23 to 32 per cent. of. silica, would pass through a I-in. ring, of which about 25 per cent. would pass a 1/8 in. screen. The furnace was blown in October 20,1903, with charcoal which was supposed to weigh when dry 18 lb. to the bushel. Some charcoal similar to this was stored in the stock-house for about a year and was then found to weigh 12 lb. per bushel. During the first 10 days of the blast, the furnace produced 362 tons of pig-iron, using 200 bushels of charcoal per ton of iron. From November 1st to 12th, the volume of the blast was increased gradually from 2,808 to 5,460 cu. ft. per minute, with practically no increase of output. The silicon-content of the resultant pig-iron averaged 0.75 per cent., with sulphur about 0.035 per cent.
