The mechanism of materials transport was studied in a model experiment in which a silver sphere was sintered to a silver plate under an applied external stress near 800° C. For this purpose the rate of growth of the neck between the sphere and the plate which is proportional to the strain rate of the creep process involved in a neck growth was determined by measuring the change in electrical resistance of the away. This rate of neck growth will depend upon the magnitude of the applied external stress. By measuring the rate just before and just after a change in the external load and therefore the applied stress, the relationship between strain rate and stress can be derived. For material transport by slip in a pure metal it is expected that the strain rate should be proportional to the 4.5th power of the stress, while for transport by diffusional flow the strain rate should be proportional to the first power of the stress. It was found that for stresses above 5 X 10' dynes per sq cm (70 psi) the exponent in the stvain rate-stress relationship was near 4.5 while for a stress of 0.7 x 108 dynes per sq cm (10 psi) an exponent of 1.8 was determined indicating that under the conditions of the experiment the transport mechanism for creep in silver shifts from diffusional flow to slip in the region of 0.7 x 106 dynes per sq cm (10 psi). The importance of these findings for an understanding of the mechanism of material transport in conventional sintering (without an external load) is pointed out. In a paper by Early et al.,' the mechanism of material transport during sintering was treated as a creep process. It was pointed out that two possible types of creep processes could operate during sintering. In one of these material transport takes place by vacancy diffusion due to a gradient in chemical potential. The vacancy sinks in this diffusion process may be either grain boundaries, as in Herring-Nabarro microcreep, or regions beneath a surface of small radius of curvature. The diffusive transport may be by volume, grain boundary, or surface diffusion. In the other mechanism, creep takes place by slip, i.e., dislocation motion with its rate generally controlled by dislocation climb. One method of distinguishing between these two modes of materials transport is to investigate the creep rate, i.e., the rate of material transport as a function of stress. For material transport by vacancy diffusion, the creep rate is proportional to the stress.' For creep by slip, controlled by dislocation climb, the creep rate is proportional to a power of the stress. For pure metals this power is 4.5;374 for dispersion-strengthened material a fourth power relationship can be derived.5 This difference in the stress dependence of the strain rate is illustrated schematically in Fig. 1, in which the logarithm of strain rate is plotted vs the logarithm of the stress for material transport in a pure metal by vacancy flux and by dislocation climb. The stress range in which the two types of material transport overlap would be expected to be relatively small. In the experiments described by Early and coworkers compacts pressed from spherical copper powder were sintered isothermally under an applied axial external load in a dilatometer. During sintering the magnitude of the applied external load was changed and the rate of axial shrinkage of the compact before and after the load change determined. In order to find the stress dependence of the strain rate the magnitude of the stress acting on the neck area between the spherical particles before and after the load change had to be calculated. This stress is the resultant of the stresses due both to the externally applied load and to surface tension. The stress due to surface tension is a function of the geometry of the powder compacts. It can be determined, at least for simple geometrical arrays,'76 but it is difficult to obtain exact values of the stresses for actual powder compacts when only average values of particle diameters and of neck diameters between particles are available. The calculation of stress and the strain rate-stress relationship is therefore only very approximate.

REQUIREMENTS for war materials have led to large scale experimentation upon metallurgical innovations. It is of interest to inquire what this may contribute of permanent value to our existing technology, as innovations adopted during war are apt to be discarded promptly at its end. This is because utilization of substandard ores usually requires a new technology for ore treatment, and a new use-pattern for employment of the products. Thus two very different problems are involved: first, devising a process; then, adopting its products by industry, with readjustments of the use-pattern if necessary. A new process may be as good or better than an old one, but the readjustments required for use of its products may prevent its general adoption if this implies scrapping existing plants and investing much additional capital. Metallurgical innovations are of three kinds: I. The use of substandard material in processes already established; 2. The grading-up of substandard material to render it more suitable for established processes; 3. The adjustment of technology and use-pattern to the raw materials that we have.

IN an ideal mill, with perfect milling operations, the mineral extraction would be 100 per cent, the, concentrate would be 100 per cent mineral, the tailing would assay zer.0 mineral and the milling cost would be zero dollars. Such an operation can, of course, never be attained. We can only strive to approach it as nearly as possible and in doing so most recognize .the fact that the three primary factors in milling: assay of concentrate, assay of tailing, and cost of operation bear a definite economic relationship to each other. This relation will change from time to time and will be different for different mills, depending on milling equipment, character and quality of feed, market conditions, and other factors. It is granted that for a given operation there is an economic point, but the location of this point is difficult. It is for the purpose of making some of these economic points a little more tangible that this paper has been prepared.

Gallium phosphide epitaxial layers were grown from the vapor phase on undoped single-crystal galliurn arsenide substrates in silica tubes by an open-tube wet-hydrogen process. The epitaxial layers were grown over a range of water pressures at three substrate temperatures. Excess donor concentrations were determined by surface barvier capacitance measurelrzents without removing the layers from the substrates. The excess dmlor concentration, ND-NA, is fo~ind to vary approxilnately inversely with the pressure of water added to the hydrogen carrier gas. This is the relationship that would be expected for singly ionized silicon donors on gallium sites in extrinsic galliunz phosphide, with the silicon coming from the SiO generated by the reaction of hydrogen with the silica tube. An increase in the partial pressure of water in the hydrogen stream decreases the SiO pressure. The results indicate that ni, the intrinsic hole and electrmt concentration for gallium phosphide at the three substrate temperatures, is smaller than the concentration estimated from available data for the density of states effective masses and the energy gap. Mass-spectrographic measurements confirm that the dono?, introduced into gallium phosphide is silicon. The equilibrium concentrations of silicon in vapor-flown gallium Phosphide have been estimated from available thernzodynamic information that includes the solubility measurements of silicon in gallium phosphide in equilibrium with a gallium-rich liquid phase. Satisfactory agreement with the measured silicon concentrations is obtained. FROSCH1 has described an open-tube process for growing single-crystal Gap from the vapor phase by a GazO transport mechanism. The method depends upon the reaction of H20 in an H2 carrier gas with a heated source of polycrystalline Gap which provides the necessary vapor species. When the temperature of these vapor species is lowered, super saturation occurs and single-crystal Gap will deposit on a suitable substrate. Unintentionally doped single crystals of Gap grown by the wet H2 process in silica tubes are n type. Evidence is presented to show that the donor introduced is silicon, and that a qua si-equilibrium model accounts for the inverse dependence of the donor concentration on the water partial pressure and predicts the magnitude of the donor concentrations. Ainslie et al. experimentally showed a similar inverse relationship between the carrier density and oxygen pressure for GaAs. Emission-spectrographic analyses showed a decrease in the silicon concentration with increasing oxygen overpressure for GaAs. Cochran and Foster suggested the theoretical possibility of suppressing silicon contamination by using Ga20 generated by the reaction of gallium with water vapor. 1) EXPERIMENTAL The apparatus and procedures are essentially the same as those described by Frosch.' The apparatus consists of a 25-mm-ID SiO2 tube extending through a controlled high-temperature flat zone for the location of the polycrystalline Gap source and a downstream temperature gradient falling at a rate of about 14°C per cm. The latter provides the region of super saturation for the location of the single-crystal substrate. The partial pressure of water in the inflowing hydrogen stream, pA2, O was controlled by mixing me-tered proportions of dry H2 with H2 saturated with H2O vapor at 0°C. The total gas flows were about 200 cu cm per min in all experiments. The Gap sources were prepared by pulverizing boat-grown polycrystalline ingots to pass a 20-mesh sieve. The substrates were cut from an undoped single-crystal boat-grown GaAs ingot purchased from Monsanto. This ingot had a carrier concentration of about 1015 atoms per cu cm, a resistivity of about 5 ohm-cm, and a mobility of about 5000 sq cm per v sec at 25°C. Substrates with dimensions of 1 by 1 by 5 x lo-' cm were employed. The growth faces were chemically polished (111) arsenic faces. Epitaxial layers, at least 7.5 x 10-3 cm thick, were grown,. This required from 1 to 24 hr depending upon the Pii2Q values and the temperatures. In all of the runs, the source temperatures were 50°C higher than the substrate temperatures. and eventually we would have trouble. That is, these little localized overstresses may not be important if the structure is loaded a few times, but may be important if the structure is loaded many thousands of times. The existence of localized stress has been demonstrated by direct experimentation with delicate extensometers by the elaborate investigations of Coker. Localized stresses four, five, and six times those that we would get by the ordinary laws of mechanics exist in most of our structures. These stresses, ordinarily, under steady load do no damage but if they are repeated many times may start progressive failure. So far, we have seen no failure that could not be explained by localized high stress at a nick, a crack, a point where one heat treatment stopped and another began, or where there was local faulting, or any one of a dozen causes. In the case of drill rods, the actual distribution of stress must be different from that which any mathematical analysis could predict. It would seem that the spread of damage from the localized overstresses, so far as we can see now, explains the phenomenon known as fatigue. The Ideal Drill Steel By Frank H. Kingdon The essential qualities of a drill steel are: (I), It must be easily forged; (2), the forged bit end must permit easy heat treatment to obtain hardness to resist chipping; (3)) the bar or body must be stiff to resist bending or twisting and yet tough to resist shock and vibration, with resulting breakage, (4), the forged shank end must be easily heat treated to obtain hardness with great toughness. Minor requirements are that the bit and the shank are in alignment with the body; that the shank is of the proper shape and length and the shank collar or lugs of the proper diameter and length; that the hole is free from obstruction; that the striking end of the shank is flat and square; that the bit is of the proper shape, with the cutting and reaming edges formed full and to the required size; that the reaming edges are concentric with the axis of the steel, and that there are no sharp corners at the shoulder where the bit blends into the body. The essential qualities of a bit, are: That its shape be such that maximum cutting speed can be maintained for as great a distance as possible before wear of the gage and cutting edge reduces the speed of penetration to a point where a change of steel is made necessary; that the size or diameter of the drill hole corresponding to the gage of the bit can be maintained with the least possible reduction as the depth of the hole increases, and that the bit can be correctly and readily formed and heat treated. THE Newport mine, located at Ironwood, Gogebic county, Mich., on the Gogebic iron-range, is owned and operated by the Newport Mining Co., for the mining of iron-ore. I. GEOLOGY. The general geology of the Gogebic range has been determined and recorded at different times by well-known geologists,) and their work will be referred to briefly in connection with the local conditions in the mine. The strike of the formation across this property is about 15° north of east. The, general dip is 68° to the north. At the base of the formation on the south lies the granite. Looking north, at right angles to the strike of the formation, we have the foot-wall of quartz-slates and quartzite about 400 ft. wide; the iron-formation about 800 ft. wide, and the hanging-wall of black slates. The iron-formation is composed of banded jasper and quartzite together with iron oxide and concentrations of iron-ore. In character the ore is a soft red hematite, with occasional masses of hard blue "steel ore." The formation is crossed in many places by diorite dikes, which cut through at various angles, the larger or main dikes dipping into the foot-wall in a SE. direction at angles varying from 15° to 30°, while numerous small dikes occur which strike through the formation in a vertical plane and at approximately right angles to the main dikes. There are various theories concerning these dikes, especially as to the time of their origin with relation to the ore-deposition. The commonly-accepted theory is that the dikes were there first, but there are some who contend that they were formed

The paper relates to the laboratory and pilot plant studies that have been carried out by Sherritt Gordon Mines Ltd., Metallurgical Research Div., in developing the ammonia pressure leach process for extracting Cu, Ni, Co, and S from high grade Ni concentrate produced from Lynn Lake ores and describes in some detail the chemistry of the process. In the leaching stage air, ammonia, and sulphide minerals react in a sequence of inter-related steps to produce soluble amines of Ni, Cu, and Co in a solution containing sulphate, thiosulphate, polythionate, and sulphamate ions and a controlled amount of free ammonia, the iron and other components of the concentrate remaining as an insoluble residue which is separated from the leach solution by filtration. The pregnant solution produced in leaching is further treated by boiling to precipitate and remove Cu as cuprous sulphide, leaving a copper-free solution with a composition suitable for subsequent precipitation of Ni and Cu by H,

COAL preparation, or coal washing, is not a new subject to the Pacific Northwest. Most of the coals mined in this state smaller than lump, and nearly all such sizes mined on the Pacific slope of the Cascade mountains, require washing before marketing. A large proportion is being put through some washing process, but coal washing in this state, has not reached the efficiency it is practicable to obtain. In fields where the coal, as mined, contains less impurities, where working conditions make it practicable to eliminate some of these impurities under- ground, or where a large proportion of the run-of-mine coal is lump, coal preparation does not present the problem it does in our local field. Here the coal is associated with considerable impurities and the slack, or steam sizes, aggregate about 80 per cent. of the output. Therefore, approximately 80 per cent. of the coal mined must be washed to become a valuable fuel. Washing then becomes a major operation, as hand picking of the 20 per cent. of lump is a standard and comparatively simple operation. Some coal beds here are so interstratified with bone, of a more or less massive nature, that hand picking of lump is not economically efficient. In such cases the coal must be crushed fine enough for it to be freed from the bone, so that the two may be separated. Coal cleaning in this field, therefore, must receive skilled attention to purify this fuel and raise its stand- ard. Without greater efficiency in cleaning, the importation of coal from outside the state will be even greater than in the past.

Manganese ore from the Black Rock, Kramer, and Black Jack mines in Tooele and Jaub Counties, Utah, are of acceptable grade, the U. S. Bureau of Mines has announced. Payment of a premium price of 252¢ per lb to the Copper Range Co., of Michigan for the output of its White Pine mine, has been agreed to by the DMPA. The contract will be limited to $28.6 million worth of copper. The agreement follows an RFC loan grant of $57 million to bring the White Pine property into production within three years. Increases of 5 to 6 cents over the Lake copper ceilings have been granted to the Calumet & Helca Consolidated Copper Co., for operation of "high cost" deposits, according to Jess Larson, DMPA administrator. Mr. Larson expects the move to add about one million lb of copper per month to the supply. The agreement can be cancelled on 60 days notice and is terminated automatically in the event copper ceilings are removed.

One of the most unusual assignments in the his¬tory of Loffland Bros. Co. is now in progress with the drilling of a 72-in. diam. shaft in Nevada for the United States Atomic Energy Commission. Projected depth being 3200 ft, by volume, this is the same as a 216,672-ft hole 83/4 in. in diam. Every aspect of the operation is king-sized. The 15,000-lb bit moves into position over the well on a specially-made railroad car riding on rails 14 ft apart. The single drill collar weighs 300,000 lb, is 60 in. in diam., and 43 ft long. The drill pipe is 133/s-in. 72-in. N-80 casing fabricated with special tool joints. The bit chews up 1.05 cu yd of rock for every ft of penetration (This is equal to the volume of 67.71 ft of 83/4-in. hole.

Western Mining Corp. has announced plans to expand its mining operations at Kambalda, and to build a nickel refinery at Kwinana, near Perth, Western Australia. The refinery will use the ammonia-leach hydrogen reduction processes of Sherritt Gordon Mines Ltd., and it is expected that by 1970, when the expansion is scheduled for completion, Western will be the world's fourth largest nickel producer. Although estimates have not been finalized, the total cost is expected to be about $55 million. The mine and mill facilities at Kambalda, which began production in June 1967, are now producing at the rate of 11 million lb of contained nickel per year. The company estimates the sulfide ore reserves at Kambalda and St. Ives at 10.4 million tons averaging an usually high grade of 3.8% nickel, or about 790 million lb of contained nickel. In addition, silicate and oxidized ores have been located in both areas.

Scandium is a pseudo-rare earth which is truly rare and expensive. It has special properties which may make it desirable even at the present price of $2750 per lb. Recently the price was lowered from $5000 per lb which had prevailed since 1952, and it is anticipated that usage will be stimulated because of the lowered price. This metallic element is distributed widely in trace amounts in the rocks of the earth's crust. In addition to micro-amounts found in most uranium ores, concentrations of 50 to 100 ppm have been found in Colorado ferberite ore, lateritic nickel ore, heavy sandstone from Utah, Wyoming, and New Mexico, and various zircon sands and monazites from the western part of the US. Scandium has been found as an essential constituent of very few minerals, the most important being thortveitite, a scandium silicate. At the present time, this mineral commands a price more than twice that of gold.

ROTARY-percussive drilling is a new method of drilling hard rock. Designed to give variations in thrust, revolutions per minute, and torque ranges, these drills combine the high efficiency of the rotary system in soft rocks with an increasing amount of percussive action in rocks more difficult to fragment. Fundamentals of the rotary, percussive, and combination systems have been described in detail in various papers-most recently by C. Fairhurst and W. D. Lacabanne1-but there is still much basic work to be done on the interplay of actions in the rotary-percussive system to enable the drill designer to achieve the highest efficiencies. Whereas the original units struck light blows of only 15 to 30 ft-lb, adequate for medium hard rocks, the present trend is to piston blows of 50 to 65 ft-lb in order to cope with the granites and other rocks having Shore hardnesses of 75 or more.

YOUR committee asks that I speak today on the relations of the engineering profession to public affairs. That takes in a lot of ground. This being a cheerful occasion, I will assume that I should exclude the engineer's function as a taxpayer. This being a nonpartisan occasion, I will assume that I should not refer to his voting emotions in 1940. Perhaps what was in the minds of your committee was the application of engineering thought to the confusions of the times. That is also a lot of ground. I fear, however, its boundaries disappear in mirages and rainbows on all sides. Now any entry of the engineer into public affairs involves his breaking into the fields of the sociologists, the economists, and the politicians. However I don't know why, seeing the difficulties these professions are having, they should not welcome a little help.

MOST illustrious Princes, often have I considered the metallic arts as a whole, as Moderatus Columella2 considered the agricultural arts, just as if I had been considering the whole of the human body ; and when I had perceived the various parts of the subject, like so many members of the body, I became afraid that I might die before I should understand its full extent, much less before I could immortalise it in writing. This book itself indicates the length and breadth of the subject, and the number and importance of the sciences of which at least some little knowledge is necessary to miners. Indeed, the subject of mining is a very extensive one, and one very difficult to explain ; no part of it is fully dealt with by the Greek and Latin authors whose works survive ; and since the art is one of the most ancient, the most necessary and the most profitable to mankind, I considered that I ought not to neglect it. Without doubt, none of the arts is older than agriculture, but that of the metals is not , less ancient ; in fact they are at least equal and coeval, for no mortal man ever tilled a field without implements. In truth, in all the works of agricul- ture, as in the other arts, implements are used which are made from metals, or which could not be made without the use of metals ; for this reason the metals are of the greatest necessity to man. When an art is so poor that it lacks metals, it is not of much importance, for nothing is made without tools. Besides, of all ways whereby great wealth is acquired by good and honest means, none is more advantageous than mining ; for although from fields which are well tilled (not to mention other things) we derive rich yields, yet we obtain richer products from mines ; in fact, one mine is often much more beneficial to us than many fields. THIS paper deals with the- methods of mining the high-grade clays of California. Although the majority of the clay pits in the state are operated on a scale that is small by comparison with most metal mines, this very fact results in a diversity of methods and gives rise to problems of selection of the method best suited to given conditions. Two or three operators in California produce approximately 500 tons per day of a single kind of clay from a single pit. About five varieties of clay are mined on a scale of 200 to 400 tons per day; not over fifteen varieties are mined on a? scale of 50 to 200 tons per day; and more than 50 varieties are mined at a rate of less than 50 tons per day. It is the aim of this paper to delimit, insofar as the data at hand permit, the conditions and scale of operations that favor the selection of each dominant method of mining that is actually being applied at California properties. Details of the occurrence and utilization of the clays of California have been given in a recent bulletin and are not considered here.

IRON ore and bituminous coal are the two basic raw materials for the whole iron and steel industry. The ore furnishes the iron and is absolutely necessary-all iron and steel products come directly or in- directly from the iron ores. The bituminous coal furnishes the carbon needed for the smelting of the ores and for the fuel used in all the processes of iron and steel manufacture. The necessary carbon could be furnished in some other form besides bituminous coal. In fact, it is only since the Civil War that bituminous coal has been the chief source of the carbon for metallurgical fuel. For many years only charcoal made from the forests furnished the carbon for smelting iron ores. About 90 years ago, anthracite coal was first used as blast-furnace fuel and for many years continued to be the chief blast furnace and steel making source for carbon. Even in my own blast-furnace experience, I have used charcoal in Canada and anthracite in Pennsylvania for smelting ores in an iron blast furnace. Bituminous coal, now almost exclusively the source for the carbon used in smelting iron ores, also furnishes most of the heat used in the steel-making processes. It is seldom used in blast furnaces in its natural condition, hut is first coked in beehive, or in by-product coke ovens; such bituminous coal is called "coking coal." Bituminous coal that is suitable for making the producer gas used in the open-hearth steel process is called gas coal. Any bituminous coals suitable for making blast-furnace coke or foundry coke, or that can be satisfactorily used for making producer gas, are classed as metallurgical coals and as such are to be considered in my proposed plan for the evaluation of metallurgical coals. According to Bureau of Mines Bulletin No. 449 these coals comprised 22 per cent of the bituminous coals mined in this country in 1923.

PHOSPHATE ROCK is a low- priced commodity. This fact has influenced the choice of mining and beneficiating methods to a greater degree, perhaps, than in most other low-grade mining operations. The fact that many yards of everburden and matrix must be stripped and mined per ton of salable "rock" produced and sold has necessitated he development of relatively simple btneficiating plants having high capacity and low capital and operating costs. The law of diminishing returns must always be reckoned with in phosphate mining and washing, and often recovery must be sacrificed in favor of costs in order to achieve the highest over-all economic efficiency. The phosphate-bearing formation, known as "matrix," is composed of (1) phosphate pebbles, which are somewhat rounded in shape and which vary in size from 1-in, to micron sizes, (2) rounded quartz grains usually smaller than 10 mesh, and (3) clay, of varying "stiffness," which is the binder of the matrix. The phosphate pebbles vary in hardness. Their color, which varies from white to black, is not a reliable indicator of the Bone Phosphate of Lime (B.P.L.) content of the
