Two examples from surface machinery are most fuel efficient haul trucks as well as the Highwall mining system which allows access to coal reserves which are lost not making use of this kind of system. Two examples from underground machinery are Bucyrus’ automated plow systems for the mining of medium and thin coal seams with minimum rock and Bucyrus’ intelligent CST drive system for high-powered armored face conveyors (AFCs) for efficient use of energy."

A ventilation study using tracer gas was conducted at a western US coal mine. The objective of the study was to evaluate the movement of longwall face air exchanges between the face and worked-out area and to document the presence or absence of face airflow pathways between these locations. The mine operator uses a bleederless longwall ventilation system with a back return and a blowing mine ventilation system. The study was conducted on an active panel and included both underground and surface monitoring sites. The study used sulfur hexafluoride (SF6) released as a slug on the longwall face and in the front of the gob inby the face. The velocity of the tracer gas movement in the gob was 0.019 m/s (3.7 fpm). The rate of movement for the overall tracer gas slug averaged about 0.0091 m/s (1.8 fpm). A separate tracer gas test initiated with the release of SF6 into the legs of the first shield showed the existence of more than one pathway of face air in the general direction from the headgate towards the tailgate corner. Maintaining adequate ventilation air on longwall faces is important for worker safety and for the dilution of methane emitted from the face and caved gob. A more detailed characterization of longwall system air and gas movement allows a mine to better assess its ventilation design for controlling gas on the face and in the gob.

The collection efficiency of dust particles was determined in a laboratory dust chamber equipped with a water spray. Measurements were made in the presence of selected nonionic, cationic and anionic surfactants. For the nonionic and the anionic reagents, efficiency was maximum in a narrow range of concentration. The surfactant concentration corresponding to high collection efficiency was usually much below the commonly used concentration of l%, however. In comparison, much higher collection efficiency was observed for a cationic surfactant at extremely low concentrations. For delineating the mechanism of capture of dust particles, surface tension and contact angle results were used to obtain a correlation between the work of adhesion and the efficiency of collection. Such a correlation was reasonable for the nonionic surfactants but not for charged surfactants. In the latter case, electrostatic interactions between charged droplets and particles were more important, especially for the cationic reagent.

The Delaware County Regional Water Quality Control Authority (DELCORA) will be adding tunnel infrastructure to its wastewater conveyance system. This program involves the construction of a conveyance/storage tunnel and related facilities. The proposed 12- foot to 14-foot (±) finished diameter, TBM mined deep rock tunnel spans over 8.5 miles and lies approximately 80 ft-120 ft below the surface. The system is connected to the surface by at least five vertical online shafts and one offline shaft with associated 800ft long adit. This paper provides project details including data on the geologic conditions in which the tunnel will be constructed.

Traditionally, chromite ores are regarded exclusively as a monomineral raw material for extraction of chromium. The results of the investigations indicate a wide range of PGM in the Ray-Iz chromites, amounting to 1-3 ppm PGM. The study of products of primary gravity concentration from heavily and lightly disseminated ores (Tsentralnoe deposit, Ray-Iz block), showed that the platinum-group minerals are concentrated in the tails and slimes of the processed products, containing 10-30 ppm total PGM. Preliminary data make it possible to conclude that an in-depth study of the platinum mineralogy of the Ray-Iz block chromite ores is necessary to develop a process that will produce both chromium and the PGM.

One of the major problems of mineral exploration is the ability to reliably distinguish between uneconomic mineral deposits and economic mineralization. While the mining industry uses many geophysical methods to locate the mineral deposits, until recently, there was no reliable technology for mineral resources identification and characterization. The main goal of this project is to develop a new geophysical technique for subsurface material characterization, mineral exploration and mineral discrimination, based on electromagnetic methods. The proposed new technique is based on examining the spectral induced polarization effects in electromagnetic data using the modern distributed acquisition systems and advanced methods of 3-D modeling and inversion. The recovered parameters of the relaxation model will be used for the discrimination of different rocks, and in this way will provide an ability to distinguish between uneconomic mineral deposits and zones of economic mineralization using geophysical remote sensing technology (Zonge, 1976). The proposed research and development is undertaken using multi-partner collaboration between the University of Utah, four major mining companies, Kennecott Exploration, BHP Billiton World Exploration Inc., Placer Dome Inc., Phelps Dodge Exploration, and Zonge Engineering Inc., which is equipment manufacturer and service provider to the mining industry. The multi-partner collaboration between the academic institution, the University of Utah, and mining industry helps to identify the appropriate mining target and conduct the field experiment for practical demonstration of the developed new technology, which is an important part of the this project.

"The benthic environmental impact experiment addresses environmental impacts at a specific site related to deep-sea mineral resource development. For such a purpose, since 2010 we have carried out essential environmental research at both the BIS and a preservation site. We have acquired several tens multi- or box core samples at 32 sites within the BIS especially between 2011 and 2013, aiming to examine the basic properties of surficial deep-sea sediment as the potential source for deep-water plumes.In this study, we present physical the properties such as water content, shear strength and also geochemical properties such as major elements, rare earth elements (REEs), heavy metal contents at the BIS. Such proxies vary distinctly according to the Facies association. The lithology of all core sediments in the BIS corresponds to both Association Ib (Unit I/Unit II) and Association IIIb (Unit I/Unit III) on the basis of the KORDI classification (KORDI, 2004); Unit I is watery mud and dark grayish brown (10YR4/2) to dark brown (10YR4/3). Unit II is highly bioturbated mud and brownish yellow (10YR6/6). Unit III is very dark brown (10YR3/2) to black (10YR2/1) mud. Physical properties of these sediment types show that Association Ib is distinct from Association IIIb. The vertical profile of water content changed more sharply in Association IIIb probably due to compaction; water contents varied from 230 to 300% in Association Ib and changed from 200 to 250% in Association IIIb. The vertical profiles of shear strength are also quite different between Associations; the profile curve in Association IIb is much more gentle due to bioturbation."

The design methodology of the planned Second Avenue Subway Project (SAS) led to development of the initial support design to estimate cost and quantities in the Preliminary Engineering (PE) stage. Careful selection of the cavern design rules that recognized the impact of rock quality, rock cover, excavation geometry, and excavation sequence helped to overcome the design challenges of large, shallow caverns for the initial ground support. In the course of the design verification process prescribed by the design methodology, the design team was continuously reviewing and updating the support quantities. The design procedure includes methods using different approaches of empirical, continuum, and discontinuum analyses, which are currently advanced in the Final Engineering (FE) stage. The paper is a continuation of the RETC 2005 “Trials and Tribulations” and focuses on the procedures that led to the changes in the initial support as a result of the ongoing design development.

What decision making tools and methods are available to a project owner when there is no clear differentiator between construction alternatives? A team led by a joint venture of Parsons Brinckerhoff and PGH Wong Engineering (PB/Wong) has been providing preliminary engineering services to the San Francisco Municipal Transportation Agency (SFMTA). The SFMTA and PB/Wong team developed several alternative construction methods for the tunnels and stations of the San Francisco Central Subway Project, none of which could be judged clearly better than another using traditional approaches and metrics. The team employed a risk assessment and analysis frame-works as a means of comparative analysis, drawing upon the knowledge of industry experts in the geotechnical, tunneling and construction fields to assist in the effort. This paper presents the approach and results of a cost and schedule risk analysis for two such analyses designed to answer two different questions regarding the advisability of different construction approaches. These assessments paved the way for key decision making in the preliminary engineering phase of the project and formed the foundation for continuing risk management efforts on the project. The focus of this paper is primarily the first two stages of risk management?identification and assessment?and some of the organizational dynamic issues that arise in such efforts.

Although only used in a few U.S. longwall mines, bleeder-less ventilation systems can be an effective spontaneous combustion control method in mines having a demonstrated history of spontaneous combustion. To provide insights for the optimization of bleederless ventilation systems for U.S. underground coal mines, a computational fluid dynamics (CFD) study was conducted to model the spontaneous heating in longwall gob areas using a bleederless ventilation system. A single longwall panel with a bleederless ventilation system was simulated, and typical longwall mine ventilation data were used in the simulations. The permeability and porosity profiles for the longwall gob were estimated using a geotechnical model and were used as inputs for the CFD modeling. The effects of gob permeability and resistance of the collapsed entries on the spontaneous heating were studied. The effectiveness of using nitrogen injection to prevent spontaneous heating in the gob was also examined.1

The US economy continued to grow steadily in 1988, reaching an annual rate of $5 trillion in the last quarter (US trillion = 1012). The value of domestically processed mineral-based materi¬als rose 20% to $300 billion (US billion 109). The value of metals produced from US ores rose 40% to more than $10 billion, industrial minerals rose 6%' to $20 billion, and recycled scrap more than doubled to $10 billion. Increasing economic activity stimulated metal prices. Yearly lows and highs were 95 cents and $1.68 for copper, 52 cents, and $1.30 for aluminum, 34 cents and 42 cents for lead, and 43 cents and 75 cents for zinc. A number of mining and metal companies experienced significantly increased profitability. Consumer demand strongly affects mining because the US economy is relatively saturated with long-lived products. Consumer, mortgage, and Federal debt continued to rise. About 246 million US citizens already possess 170 million licensed motor vehicles and 100 million dwelling units. New car production remained at the 1987 level of 7.1 million units. Truck and bus production, however, rose 7% to 4.1 million units. New housing starts fell 7% to 1.5 million units. Imports supplied a significant proportion of total US consumption of several important mineral materials. By year-end, imports of crude and refined petroleum exceeded domestic crude oil production. Such imports cost $42 billion. Imports of nonfuel mineral-based materials were valued at $44 billion and exports at $35 billion. The US and Canada-the world's two largest trading partners-consummated a historic free trade agreement. In February, President Reagan transferred responsibility for stockpiling strategic and critical materials to the Secretary of Defense. And, in July, the GSA group that bought, stored, rotated, and sold stockpiled materials was transferred to the Defense Department's Defense Logistics Agency. Concern about apartheid in South Africa continued, resulting in increasing attention to chromium, manganese, platinum-group metals, cobalt, vanadium, and gold. The Defense Production Act, authorizing priorities and allocations, supply expansions, voluntary agreements, and the National Defense Executive Reserve, was amended to include provisions for averting harm to national security from foreign takeovers. The DPAct, in effect through September 1989, is now up for further extension. Under the Act, the US Bureau of Mines maintains the Emergency Minerals Administration. During the year, consultations were held with Canada to strengthen the North American Defense Industrial Base. Coal production, 60% from open pits, rose 5% to 870 Mt (960 million st). Nearly four-fifths was burned to generate 57% of US electricity. Exports included 56 Mt (62 million st) of metallur- gical coal and 29 Mt (32 million st) of steam coal, with a total value of $4 billion. Domestic petroleum produc¬tion fell 2% to 574 hm3 (3.6 billion bbl). Uranium mining, including recovery from phosphates, was unchanged at 5.9 kt (6500 st). Nonfuel minerals Major metals Raw steel production-a major con¬sumer of many minerals-rose 14% to 92 Mt (102 million st). Domestic iron ore production rose 25% to 59 Mt (65 million st), about 96% pelletized. Net imports rose 37% to 16 Mt (18 million st). Raw steelmaking capacity of 102 Mt (112 million st) was unchanged. Voluntary Restraint Agreements with 21 steel exporting nations limited im¬port penetration to about 20% of the domestic market. The mechanical properties of the rocks surrounding an orbital vibrator alter the shape and amplitude of the vibrator’s orbit. Detecting these changes with driving point impedance measurements promises to reveal fractures and, possibly, identify the in situ stress state and significantly increase the depth that can be investigated. Our research emphasis has been on detecting vertical fractures through casing. Experimental and numerical results to date indicate that our new logging tool has excellent potential for determining both the vertical extent and azimuthal orientation of such fractures. Fracture and in situ stress orientations are useful in mine planning.

This report describes Koppelman's work to develop the K-Fuel® Series C Process used to dry and stabilize Powder River Basin coal. It also contains summaries of the results of bench-scale and pilot plant tests conducted to prove the Series C Process. The process is being used by the KFx-Thermo Ecotek partnership for a 500,000 ton per year commercial plant that has been constructed near Gillette, Wyoming. The plant is presently undergoing shakedown.

In 1999, 1,100 million short tons of coal were produced in the United States, 38 percent from the Northern Rocky Mountains and Great Plains region. This coal has low ash content, and has sulfur content in compliance with Clean Air Act standards (U.S. Statutes at Large, 1990). The National Coal Resource Assessment for this region includes geologic, stratigraphic, palynologic, and geochemical studies and resource calculations for 18 major coal zones in the Powder River, Williston, Green River, Hanna, and Carbon Basins. Calculated resources are 660,000 million short tons. Results of the study are available in U.S. Geological Survey Professional Paper 1625-A (Fort Union Coal Assessment Team, 1999) and Open-File Report 99-376 (Flores and others, 1999) in CD-ROM format.

D.G. Wilder I found the suggestion that the amount of displacement of a fault can be numerically related to the thickness of gouge or breccia to be both intuitively satisfying and intriguing. I have long agreed that there is some type of relationship between the amount of gouge and the amount of displacement of faults. I congratulate the author for developing a numerical relationship between them. However, I am concerned that the limits for applying this relationship be fully understood. An underlying assumption in this approach is that there is either a uniform thickness of gouge or breccia along a given fault or the thickness does not vary widely. Since it is not always possible to confirm this, the displacements derived by this method should be viewed with caution unless significant fault extent can be observed. At the Nevada Test Site, in drifts constructed in granite for test emplacement of spent nuclear reactor fuel, we found a fault with 0.3 to 0.4 m (12 to 16 in.) of clay gouge. Within a few meters of this location, the fault had no clay gouge, but rather consisted of a highly fractured zone with significantly altered rock and some slickensides. Based on Fig. 1, the 0.3 to 0.4 m (12 to 16 in.) thickness of gouge would indicate a displacement in excess of 30 m (98 ft). However, no gouge thickness would indicate essentially no displacement. Based on a quartz vein that terminated on the fault, and is not identified nearby, an estimated displacement of more than a few meters was made. This estimate is consistent with that obtained using the regression line proposed in the paper if the 0.3 to 0.4 m (12 to 16 in.) thickness for the gouge is used. However, using the regression curves with zero thickness would not yield results consistent with what was observed in the field. Therefore, it is important to recognize that the suggested procedure would properly yield a range of probable displacements. ? *Work performed under the auspices of the US Department of Energy by the Lawrence Livermore National Laboratory under Contract W-7405-Eng-48. Reply by E.C. Robertson It is certainly true that the t (thickness) of gg-bx (gouge and breccia) on a fault does vary along the fault. My observations have been that near the termination of a fault, the displacement d is small and the t is also small, whereas the maximum d and t will usually be found in the central part of the fault. The information on gg-bx and t of the fault found in granite in the NTS tunnel by Mr. Wilder could be interpreted somewhat differently than he does. He speaks of the fault changing within a few meters from 0.3 to 0.4 m (12 to 16 in.) of clay gg to "a highly fractured zone with significantly altered rock and some slickensides," but no gg. The highly fractured rock may be taken to be bx, rock not so finely ground as gg but still crushed by the fault movement, equivalent to the gg in my usage, and probably occupying about the same t. Mr. Wilder's estimates for the fault in the NTS tunnel for t of 0.3 to 0.4 m (12 to 16 in.) and for d of a quartz vein, in excess of "a few meters," would place the point on the low side of the central trend line in my Fig. 1, at the lower limit. There is, of course, a problem with determining d using displacement of only one planar surface. It would be greater or lesser depending on the rake of the movement. Finally, estimating the d of a fault from its t should be made with awareness of our present uncertainties, as pointed out by Mr. Wilder. Although the central trend line in my Fig. 1 has a ratio of d/t of 100, I have put the limiting ratios at 10 and 1000. Understanding of the values of the ratio will be improved only with collection of more data, for which the discussion of Mr. Wilder is much appreciated. G.C. Waterman E.C. Robertson's paper provides significant information to a geologist attempting to deduce fault offset by noting the products of structural dislocation. However, considerable mapping in underground and open-pit mines, and examination of structures produced in different geological settings, have convinced me that gouge and breccia thickness are controlled by geological conditions and fault movement. The following paragraphs suggest geological variables that control them. 1. Depth of Loading A near-surface fault resulting from tensional stress has more breccia/gouge than is produced by a similar stress at considerable depth. A deep-loaded compressional stress may produce a linear zone of schist, or structural dislocation may occur along an earlier formed belt of schist. Such "shear zones" are common in Canadian mines in precambrian rocks. In neither case can offset be directly deduced by an analysis of the minimal gouge/breccia in the shistose rocks. At greater depth, stress may be partially to wholly relieved by flowage. I vividly recall first noting the regional "Midas Thrust" in the Lark mine, Bingham Mining District, UT (where we called the structure the North Fault). My recorded notes, as I remember them, showed a narrow gouge streak separated the `Jordan" and "Commercial" limestone units from impure, muddy limestone beds of uncertain stratigraphic position. In the environmentally conscious social atmosphere today, reclamation in surface mines has become a main issue to the public and the regulatory committees. In response to this increased attention, many regulatory committees have begun to enact more stringent regulations on surface mining operations. Operations across all spectrums of the industry have seen changes. Recently and most visibly the mountain top removal mines have seen several new regulations focusing on environmental protection. Specifically regulatory committees have emphasized a focus on the methods of reclamation and recovery of layers suitable for vegetation. These layers are the most visible once the operation has concluded. Also, these layers have the most human interaction (farming, hunting, and house development). Often times the new regulations enacted are shifting from a performance base to a standards base. The key differentiator being a performance base dictates the final result while a standards base dictates the method to achieve the result. The very nature of many regulations (especially those that are standards based) not only challenges the physical limitations of the equipment used today, they come with a financial impact. For the purpose of this paper, the model will be a surface coal operation, utilizing draglines as primary overburden movers. The coal seam is ten feet thick, the overburden ninety five feet thick, the pits are 150 feet wide, and the dragline is a Bucyrus Erie 1570.

In order to overcome our reliance upon foreign energy sources for both crude supply and finished products, we must realize the goals proposed by Project Independence. In general this involves expanding production of existing and new oil, gas, and coal resources, utilizing and improving nuclear technology and the developing of new energy sources such as solar, geothermal, oil shale, tidal, wind and stimulation techniques. There is a continuing debate, both in the scientific community and the consuming public as to the potentiality of nuclear power generation being cost effective and environmentally and safety conscious. The development of new sources of energy does not occur overnight; it is rather a continuing effort in time and money to achieve the goal of providing energy to an ever increasing demand. The public has been accustomed to the availability of energy whenever and wherever it was needed. The era of "energy gluttony" has begun to fade into the realm of "energy awareness". Unfortunately, it required the action of another country to bring the picture that has been discussed many times in the past by energy suppliers into correct focus. Nevertheless, the public responded by conservation efforts to reduce energy wastefulness. Still, the demand for foreign importation of energy supplies is on the rise. What is our recourse? The largest known unexploited energy resource available in the United States is our coal resources. Moreover, the Department of the Interior has noted that 63 counties in Montana, Wyoming, and the Dakotas hold 60% of the nation's least expensive strip minable coal. This western coal is the most abundant and least costly Fossil Fuel in the United States. It is acknowledged that western coal is an important input in meeting the energy needs of our nation.

I.- In order to keep pace feeding its fast growing population, Mexico with only about 20% of its surface suitable for intensive agriculture, will need the application of modern foodgrowing techniques. To assure greater crop yields it will be necessary to apply more fertilizers than used at present (yearly average of 29 Kgs/hectare)** For its fertilizers production Mexico still depends mostly on imports of phosphate concentrates from Florida, U.S.A., Morocco and Spain. To reduce or eliminate this dependence on foreign providers, the Consejo de Recursos Minerales -a Federal Government exploration Institute- started in 1974 an exhaustive exploration program for phosphate deposits more amenable to commercial exploitation than the phosphatic limestones contained within the La Caja Formation of Upper Jurassic, found along the Sierra Madre Oriental. After studying literature on the origin and deposition of marine phosphate and visits to deposits in Florida, U.S.A., the Baja California peninsula was selected as most favorable for starting this program because of its geologic and sedimentary history and also for its geographic location, where the cold California and warm Counterequatorial currents meet. Exploration activities executed by FORNOS, S. A. (1956) led to the disco very of low grade phosphate (3 to 5% P2O5) in the recent beach sands along the Bahia de Magdalena (Fig. # 1). In his doctoral thesis Bruno D'Anglejan Chatillon (1965) reports the presence of nodular phosphate on the continental shelf, between Isla Margarita and the Vizcaino peninsula. He estimated reserves of up to 1.5 million tons. A Mexican-American marine exploration company attempted in 1966 the evaluation of this deposit with negative results.

Coal preparation plants play an important role in modern society by providing high quality feeds for coal-fired utilities, industrial boilers and metallurgical coke facilities. Unfortunately, field data indicate that preparation plants are often not operated under optimum conditions, resulting in lower productivity and lost profits. In many cases, this shortcoming can be attributed to a failure by plant operators (i) to recognize the importance of correctly adjusting plant operating conditions to accommodate requirements dictated by coal sales agreements within different coal markets and (ii) to properly account for variations in product moisture with particle size across different plant circuits. This paper discusses the important influence of moisture constraints on preparation plant optimization and provides a case study to illustrate the potential gains that can be realized via proper understanding of plant moisture control.

This paper will address methods for minimizing liability and protecting materials from disclosure as result of self- evaluative audits and internal investigations. Specifically, the paper will cover the role of counsel in the investigative process and how best to design and conduct internal investigations to minimize the development of problematic material and disclosure of information. The paper will also address the extent of privileges that may be relied upon to protect materials and information from disclosure. These include the attorney-client privilege, the self-critical analysis privilege, and the attorney work product privilege. These privileges are qualified and understanding the limits of their coverage is essential to minimizing liability.
