The Southern African Development Community (SADC) aims to harmonize mineral policies and regulatory regimes in the minerals sector. This paper provides a review of the progress made towards harmonization of mineral regimes in the region. It singles out only the mining fiscal environment, as this is normally one of the key issues of interest to potential investors as well as the host state. Indications are that the region is slowly progressing towards a more harmonized approach, and there is evidence that the ?race to the bottom? has been prevented, which is the basis for an integrated mineral sector that the region aspires to.

This case study shows that for a set of lognormal data with a low coefficient of variation the semi-variogram of the logs has almost the same shape as the semi-variogram of the raw data. This means that the variogram of the logs, which is numerically more stable, can be used to krige the raw data. This technique is tested on samples from a sedimentary gold deposit and the results compared to those obtained from ordinary and simple lognormal kriging.

Skorpion Zinc is located 25 km north-west of the small settlement of Rosh Pinah in southern Namibia. Commissioned in early 2003, Skorpion Zinc became the first mine-to-metal operation to commercially apply a purely hydrometallurgical process route to exploit a zinc oxide orebody. The novel technology, known as The Modified ZincexTM Process patented by Tecnicas Reunidas, comprises sulphuric acid atmospheric leaching, zinc solvent extraction (SX) and electrowinning (EW) to produce London metal exchange (LME) Special high grade (SHG) zinc. Forming the core of the process, the SX step has thrived in its role as a barrier to impurities and also in the upgrading of the pregnant liquor solution (PLS), converting it into a loaded electrolyte (LE) sufficiently rich and pure for EW. Against this successful run, a number of challenges have, however, been encountered in SX due the emergence of upset conditions largely emanating from upstream processes. This paper outlines some of the major deviations that have beset the SX process in its first five years of continuous operation. Impurity excursions, temperature depressions, changes in phase continuity, excess aqueous entrainment, the effect of colloidal silica and the accumulation of rare earth elements on the organic phase will be discussed in detail. "The synthesis of 3-hydroxy-2-naphthyl hydroxamic acid (H2O5) as a collector for bastnaesite is described. The flotation performance of H2O5 with respect to bastnaesite was investigated by flotation tests, measurements of the surface adsorption capacity, and polarizing microscopy. The results indicated that H2O5 exhibits superior collecting performance compared with direct flotation recovery of bastnaesite, with recoveries above 90% at pH 8–9. The adsorption mechanism of H2O5 on bastnaesite was studied by solution chemistry analysis and ?-potential tests. The results showed that the adsorption of H2O5 is associated with the types and concentrations of hydrolysis products of rare earth cations on the bastnaesite surface. At pH 8–9, the hydrolysis-dominant components RE(OH)2+ and RE(OH)2 + of the rare earth cations were adsorbed onto the bastnaesite surfaces, which were considered to be the major positive active points and were beneficial to chemical adsorption of the reagents. The pH range of 7–10 was optimum for bastnaesite floatability, and the adsorption of H205 on bastnaesite was by means of chemical adsorption through formation of a five-membered ring chelate. IntroductionThe rare earth elements (REEs) have long been known as ‘industrial gold’ and are widely used in the petroleum, chemical, ceramic, metallurgical, and permanent magnet material industries because of their special physicochemical properties (Chen, 2011; Krishnamurthy and Guptac, 2002; Esquivel, Bohe, and Pasquevich, 2002; Abrahami, Xiao, and Yang, 2015). Demand for REEs is growing in response to continuous advances in science and technology. Currently, most REEs are extracted from bastnaesite ((Ce,La)CO3F) (Chelgani et al., 2015; Yosry, 1990), which is recovered from rare earth ores by flotation. Typically, hydroxamic acids are used as bastnaesite collectors (Xu, 2015; Ren, 1997; Mousumi and Venugopal, 2016). Research into the mechanism of interaction between hydroxamic acids and bastnaesite is important for improving the recoveries of bastnaesite. However, there have been few studies that examine this mechanism."

This paper captures the essential steps employed in developing Outotec?s new FloatForceTM mechanism. The development of a flotation mechanism essentially revolves around the efficient transfer of installed power, or capital cost, to optimum flotation performance. Optimum flotation performance will be achieved if a balance between metallurgical results, operating and capital costs is maintained. The development of the FloatForceTM mechanism was done by careful evaluation of each of these three areas. This paper focuses on how experience, CFD and laboratory equipment, pilot and plant tests are used to test and evaluate a new flotation mechanism. Validated variables include mixing profile, power draw and local air hold-up. Metallurgical and mechanical design considerations are not covered in this paper. Besides using the FloatForceTM mechanism in new flotation equipment, the FloatForceTM mechanism can be used in existing flotation cell installations, thus enabling improvements in the mixing profiles, solids suspension and metallurgical performance of operating flotation circuits. Results of several tests carried out in existing plant operations are presented.

"Peirce-Smith converters (PSCs) are extensively used in the copper, nickel, and platinum group metals industries to remove iron and sulphur from the molten matte phase. This technology has not changed significantly since its inception in the early 20th century. The typical converting operation involves lateral purging of air/oxygen-enriched air into molten matte through a bank of tuyeres. This blowing operation occurs at low air pressure from the blowers, and the induced bubbling regime is considered inefficient from both a process and an energy utilization perspective. Inherent drawbacks include recurrent tuyere blockage, inevitable tuyere punching operation to clear airways, and low oxygen efficiency as a result of substantial air losses due to leakages.Investigations in the 1980s demonstrated1 that jetting into Cu and Ni converters could reduce or eliminate some of the process difficulties. In spite of these findings, very little progress has been made in the application of these concepts for converting of non-ferrous melts on a commercial scale.As part of its operational improvement and energy reduction initiative, Western Platinum embarked on a full-scale industrial evaluation of generating a jetting regime by using sonic injection. Prior to full-scale industrial evaluation, a numerical assessment was conducted to ascertain the feasibility of implementing sonic injection on Lonmin converters. The work included flow characterization at high injection pressures achieving sonic velocity at the tuyere exit. The 2D and 3D simulations of the three-phase system were carried out using the volume of fluid (VOF) and realizable k- e turbulence models to account for the multiphase and turbulence nature of the flow, respectively. These models were applied using the commercial CFD numerical code FLUENT.This paper discusses the key findings regard ing understanding of gas plume extension, velocity distribution, shear wall stress analysis, and phase distribution characteristics in the system. Plant trials are also discussed with reference to the commercial aspects of a fullscale implementation of sonic injection in the smelter."

In the processing of sulfidic ores, pyrite is usually depressed and ends up in the tailings. However, pyrite is the most common species responsible for acid mine drainage (AMD) due to its spontaneous oxidation. This AMD affects the tailing chemical stability by dissolving some toxic or heavy metals species such as As, Cd, Co, Pb, and Zn, which can migrate into the surrounding ecosystems. Therefore, the strategies to reduce pyrite’s environmental impacts are a crucial point to produce more chemically stable tailings. Consequently, numerous studies have been made to find procedures that could inhibit or restrain AMD. This work aims to develop a procedure for designing conceptual flotation circuits that can produce tailings with low content of pyrite and to assess this type of circuit with traditional flotation circuits. The method consists of applying optimal flotation design where three products are considered: metal concentrate, pyrite concentrate, and tailing with low content of pyrite. Two approaches are considered; in the first, a flotation circuit is designed to generate a concentrate rich in all sulfide minerals and to obtain a tail with low pyrite content. Then, a second flotation circuit is designed for the selective separation of the bulk into metal concentrate and pyrite concentrate. This is called fractional separation design. In the second approach, a flotation circuit design is realised that generate the three products simultaneously. This is called integrated separation design. Both fractional separation design and integrated separation design are assessed in this paper. This methodology is focused on cleaner production (waste prevention and resource minimisation) rather than end-of-pipe technology (treat existing waste). The methodology was applied to a copper sulfide ore from a local company in the Antofagasta region (Chile). This ore contains chalcocite, covellite, iron oxides, and pyrite. Underground mines require electricity to operate both the main surface fans and auxiliary systems, with primary ventilation systems typically accounting for approximately 40–60% of the mine’s overall electricity consumption. The primary reason for this considerable expense is that most underground ventilation systems are designed for peak demand, regardless of the actual demand, which is commonly dictated by diesel equipment usage in trackless mining operations. Most platinum mines on the Great Dyke in Zimbabwe tend to operate their ventilation systems at this peak level, despite the mine’s air quantity being well in excess of the ‘true’ ventilation needs. This is due to a lack of appropriate ventilation controls. The authors designed and installed a ventilation-on-demand system at one of the bord and pillar platinum mines to minimize the use of redundant air in underground operations. Fourth industrial revolution techniques were applied to the environmental monitoring and tracking systems thereby optimizing air quantity demands. The mine managed to reduce its annual power consumption by 23% through the implementation of manual control and time-of-day scheduling levels of the ventilationon- demand concept. There was also a 6% productivity improvement, mainly attributable to an increased face time as a result of the significant reduction in the re-entry period following a blast. This paper introduces a novel concept of ventilation optimization through digital transformation targeting mainly room and pillar platinum mines. A system was designed, installed, and commissioned, though there is currently an ongoing optimization process to harness the full benefits such as productivity enhancement, reduced power costs, and improved worker health.

An account is given of the development of ferritic stainless steels since their discovery in the early years of this century. The alloys became very widely used in the 1950s, the market during that decade being driven strongly by a demand for automobile trim made of ferritic stainless steel. The production of ferritic stainless steel declined as a proportion of the total at the end of the 1950s as consumer preferences changed. However, the market is now growing strongly again, this time driven by a demand for oxidation-resistant alloys for motor-vehicle exhaust systems. The tonnages produced, applications, and market shares of the various alloys are discussed and compared. Trends in world stainless-steel production, product forms, technological development, and usage are examined.

Small A computer system to aid in the planning of production in mines and its application to a complex colliery are descrIbed, The system consists of three phases, the data base maintenance program the 'production simulator' and the report generation facility, In the first part of the paper the categories of information kept on the data base and the functions of the simulator are described in general terms. The application of the system to a multi-product colliery operating a variety of mining methods in a number of superimposed seams is described m the second part. In conclusion some comments are made on further applications and intended future developments.

Consideration is given to the problem of the estimation, from limited data, of the likely grade and tonnage for a new mining property that is to be exploited by the selective mining of two metals that have substantial contributions to make to the total revenue. In particular, the case of a new gold and uranium mine in South Africa is analysed as follows. (I) The applicability of the underlying lognormal bivariate model for different support (i.e. ore unit) sizes is examined. (2) The necessary parameters for the bivariate lognormal models for different block sizes are estimated from abundant chipsampling data from a section of the Hartebeestfontein Gold Mine using alternative approaches, and the results are compared. (3) A method is given for obtaining the necessary parameters for a tonnage-grade relationship relative to a joint pay limit from the very limited information likely to be available at the end of the exploration stage of a gold mine, and the results are compared with those obtained from the large volume of data available from a minedout area.

The primary factor contributing to the profitability of a platinum mine and its associated concentrator is the time taken from the first hoist of material from underground to the first batch of concentrate shipped. To minimize the time it would take to produce concentrate without stopping because of a lack of feed material a project was undertaken to integrate the mining model with a concentrator production schedule () in the most capital-effective manner. A secondary goal was to ensure detailed stockpiling requirements, as the concentrator is in an area where ?visual pollution? is to be avoided. To achieve this a dynamic stockpile model was created utilizing the mine production schedule resolved into a daily production figure. Four different concentrator development models were then proposed. The difference between the mine production and concentrator consumption was integrated over the life of the mine to provide the accumulated stockpile tonnages for both Merensky and UG2 ores. The stockpile levels were never allowed to fall below zero to prevent a situation where the concentrator was operational without feed material,. When a development option was selected, the standard metallurgical performance calculations were used to derive a concentrate production schedule, that was then used as a basis for commercial concentrate sale negotiations.

"Mining in the Carletonville area of the Witwatersrand Basin predates 1934. Owing to the depletion of higher grade ore, the current activities focus increasingly on the extraction of lower grade secondary reefs as well as remnant extraction. Of particular interest is multi-reef remnant extraction. Numerical modelling was conducted to investigate some rock engineering aspects of remnants being understoped on a secondary reef horizon. An analysis of the stress evolution in the middling between two reef horizons indicated that a zone of high major and low minor principal stress develops between the two reefs. This indicates a high risk of violent shear failure. Some pillars were nevertheless successfully understoped in the past and a study was conducted to better understand this phenomenon. An ’extended’ energy release rate concept introduced by Napier and Malan (2014) proved to be useful for investigating this problem. It was found that bedding planes and lithology appears to play a role in the stable dissipation of energy in multi-reef remnant geometries. The study indicated that the stope convergence and the various energy components are affected by the presence, position, and properties of a bedding plane. The energy solutions are complex and sometimes counterintuitive. Care should be exercised when modelling specific cases. The modelling was nevertheless valuable as it indicated that energy dissipated on weak layers may reduce the risk of violent failure in a multi-reef mining scenario. Additional work is required to investigate if crushing on the reef plane plays a prominent role when mining these remnants. IntroductionTo extend the lives of the Witwatersrand gold mines, work is being conducted to include a larger number of remnants and pillars in the reserve base of the mines. According to Jager and Ryder (1999), a remnant is an unmined block of ground surrounded by extensive mining. Remnants are typically left because of adverse or difficult mining conditions caused by geological structures, poor ground conditions, low grade, or rockburst damage (Durrheim, 1997). In contrast, pillars are typically the result of rock engineering designs to control energy release rates (ERR) and seismicity. During the early 1900s, remnants formed by the practice of scattered mining layouts had a significant effect on seismicity. Numerous task teams were appointed during this period. As the industry expanded, the severity of rockbursting increased and the research was formalized after the 1960s. Various recommendations were made and many of these are still used as best practice today (e.g. Jager and Ryder, 1999)."

This paper describes pilot-plant tests on the recovery of apatite from a hitherto untapped material. This materialhydro- separator overflow-is very fine (80 per cent smaller than 45 µm and 32 per cent smaller than 10 µm). . The pilot-plant tests proved that the recovery of apatite from this material is economically and technically viable. This was confirmed by plant trials, which, in the early stages, produced concentrate assaying 36,6 per cent P2O5 at a recovery of 65,5 per cent.

An International Ferro-alloys Congress, arranged by the Ferro Alloy Producers' Association of South Africa, the South African Institute of Mining and Metallurgy, and the National Institute for Metallurgy, will be held in Johannesburg, South Africa, in April 1974. The technical programme, occupying five days, will cover the following topics in relation to all ferro-alloys: 1. Burden preparation, blending, pelletization, handling, reducing agents. 2. Electric smelting furnaces-design, operation, management,- smelting optimization, shop practice, refractories. 3. Mineralogy, reduction behaviour, smelting reactions, slags. 4. Automation, Pollution control. 5. Applications, trends in comsumption, trends in composition specifications. There will be no parallel sessions. Papers in the above topics are invited; review papers will also be welcome. Proposed titles and abstracts in not more than 200 words should be submitted before the 30th of November, 1972, to The Chairman, Programme Committee, INFACON 74, Private Bag 7, AUCKLAND PARK, South Africa. Total bound moisture (TBM) is a typical quality indicator of industrial-grade gypsum. This gypsum is comprised of three distinct phases, namely anhydrite, dihydrate, and hemihydrate, of which only the latter is of much industrial use. TBM analysis is a lengthy laboratory procedure, and an artificial neural network (ANN) TBM inference measurement is proposed as a fast and online alternative. An ANN inference model for gypsum TBM based on plant data was developed. The inputs to the network were primarily focused on the plant's calciner, and different network topologies, data divisions, and transfer functions were investigated. Furthermore, the applicability of the TBM value as a quality indicator was investigated based on a gypsum phase analysis. A strong correlation between TBM and the gypsum hemihydrate and anhydrite content was found, validating the plant target TBM of 5.8% as a quality indicator. A network topology consisting of one hidden layer with logarithmic-sigmoid (logsig) and pure linear (purelin) transfer functions showed the best performance (R > 90%).

VERSLAG- REPORT No. 1365 STUDIES OF INCIPIENT FUSION IN THE SYSTEM CHROMITE- MgO- Al2O3-SiO2-C 5th January, 1972 Investigator: N. A. Barcza SYNOPSIS A fundamental study was made of twelve chromite ores by use of a thermobalance under atmospheric and reducing conditions. It was found that their thermal behaviour under atmospheric conditions can be related to the mineralogical composition of the chromite spinel and the gangue. The overall mechanism of reduction with solid carbon over the temperature range of 1 200 to 1 500°C was shown to be diffusion of carbon through the reaction product. The effects of additions of fluxes and variations in particle size on the kinetics and mechanism of reduction were determined. It was shown that carbon monoxide does not reduce chromite ore up to temperatures of 1 550 °C, and it can therefore be eliminated as the diffusing reducing species. However, the reaction product of reduction, namely a mixed carbide of iron and chromium, was shown to be an effective reducing agent for chromitc ore, while also facilitating the transport of carbon. VERSLAG - REPORT No. 1380 AN ELECTROCHEMICAL MODEL FOR THE LEACHING OF URANIUM DIOXIDE 10th January, 1972 Investigators: C. R. S. Needes, M. J. Nicol SYNOPSIS A correlation between the rate of leaching of UO2 and the electrochemical properties of the oxidant concerned has been derived. This correlation is found to be borne out by experimental results. Certain effects observed in UO2 leaching and hitherto unexplained have been clarified in terms of an electrochemical mechanism. Experiments have shown that the mixed potential of a UO2 electrode gives a measure of the rate of dissolution of UO2. Its significance to commercial practice is discussed. CONCLUSIONS (I) The dissolution of UO2 in the presence of a number of oxidants can be explained in terms of an electrochemical mechanism. (2) The mixed potential of the UO2 electrode is a measure of the rate of UO2 leaching. This principle could be used in the control of industrial leaching operations. (3) A simple treatment has provided a mathematical basis for a fundamental correlation between the rate of U02 dissolution and the chemical properties of the oxidants concerned. This relation has been found to agree well with experimental results. (4) A number of phenomena occurring during the leaching of UO2, hitherto not explained in a satisfactory manner, have now been clarified in terms of an electrochemical mechanism.

The Zelazny Most Tailings Storage Facility (TSF) is the largest reservoir of post–flotation tailings in Europe. The total amount of tailings from the mines in Lubin, Rudna, and Polkowice are stored each year at the disposal facility, which reaches approximately 30 million tons. It is crucial to accurately monitor and maintain such a huge storage facility, for the safety and economics of the entire region. In general, the monitoring network installed at the Zelazny Most TSF includes four groups of components: (a) geotechnical network (VW pore pressure transducers and inclinometers), (b) hydrological network (open piezometers, water level gauges, drainage discharge measurements, (c) geodetic survey network (e.g. surface and in-depth benchmarks, laser measurements, GPS measurements within GEOMOS network and (d) seismic network (e.g. accelerometer stations, cone penetration tests.) Apart from the above, chemical water analyses, tests of soil samples, monitoring of spigotting processes, and monitoring of relief wells’ discharge are also conducted. In total, approximately 2900 monitoring instruments are installed within the area of the Zelazny Most TSF. Such large amounts of data from the various information sources makes manual data analysis by the engineers almost impossible. In this paper we discuss a machine learning driven approach to improve the quality of the monitoring and maintenance of such facilities. We focus on the seismic cone penetration test (SCPT) data analysis. First, we carefully describe the collected data, its quality and availability. Then we discuss possible events that can occur in the TSF that need to be predicted using SCPT. Based on the information obtained in these two steps, the applicability of several machine learning methods is estimated. Some of them are then tested on available historical data. The algorithms described in this article will be further developed in the IlluMINEation project (H2020).
