The production of ferrochrome alloy from chromium bearing chromite ores is conducted at high temperature under highly reducing conditions. However, albeit completely unintended, it is impossible to completely exclude oxygen from all high temperature process steps, with the corresponding possibility arising for the generation of small amounts of Cr(VI) species. Certain Cr(VI) species are regarded as a carcinogenic, with specifically airborne exposure to these Cr(VI) species being associated with cancer of the respiratory system. With approximately three-quarters of the world?s viable chromite ore reserves located in South Africa, and annual ferrochrome production approaching almost half of total annual global output, aspects of Cr(VI) generation and control are of particular relevance and importance to the local industry, and naturally to the global industry at large. This paper seeks to examine theoretical and practical aspects associated with Cr(VI)generation (based largely on experience within the local South African industry, but considered to be generally encountered in the broader global industry context), together with mitigating measures that can be applied within the context of the production processes. From the discussions it is clear that significant improvements in various Cr(VI)-related aspects have been made by the South African ferrochrome industry. However, it is also evident that several areas of uncertainty still exist, which require further research in order to better quantify risks and enhance the efficacy of mitigating steps. Middleburg Ferrochrome (MFC), a company in Samancor Chrome, commissioned a new ferrochrome smelter in March 2009. This is a 60 MW DC-arc furnace with a DC power supply for the smelting of Transvaal chromite ore fines. With the benefit of 12 years' experience with this technology while operating a 44 MW DC-arc furnace, MFC mitigated all known challenges and considered up-scaling risk in the new plant, which had a rapid ramp-up to full power in 02 of 2009. Good operating practices, as made possible by robust equipment selection, including a thyristor rectifier set of proven technology, and operation with optimal slag chemistry, leads to a safe and effective plant operation. With the optimized furnace design and a correctly sized power conditioning system, using only standard (static) harmonic filters and a correctly sized smoothing reactor, the arc furnace is not a 'dirty load' for the utility, staying well within IEC limits for power quality. A patented arc compensation system is installed and allows for full arc position control (to compensate for magnetic field induced arc deflection) so that a symmetrical crucible is maintained, significantly benefiting refractory life. The principal benefits gained from the MFC process is the fact that ore fines are processed, without metallurgical coke, and higher chrome recoveries are achieved compared to other smelting technologies when using a DC open arc for smelting. "Blind headings in room and pillar coal mines are a major source of methane and coal dust. Most methane and coal dust explosions therefore occur in the blind headings. The primary cause of these explosions is the disruption of the local ventilation system. Line brattice (LB) ventilation systems are used to ventilate blind headings by directing air from the last through road (LTR) into the heading. The amount of air available to ventilate the face of the empty heading depends on the heading dimension, settings of the LB, and velocity of air in the LTR. LBs are commonly installed by underground supervisory staff based on work experience, which may result in ineffective ventilation. The correct installationof LBs remains a challenge. In this study, a validated computational fluid dynamics (CFD) model has been used to analyse the effect of the LB ventilation system variables on the air flow rates close to the face of the empty heading. Full-scale three-dimensional models with various heading heights, heading depths, LB settings, and LTR velocities were simulated. The air flow rates and patterns at various locations inside the heading were analysed. A comparative study was carried out to quantify the effect of each of these system variables on the flow rates close to the face of the heading. Based on the findings, a user-friendly numerical model was formulated that can be used to estimate the flow rate close to the face of an empty heading for different practical settings of the system variables. This model can help the supervisory staff to swiftly implement the ventilation plan according to the regulations and the mine standards. The model can also serve as part of the curriculum for educating future mining engineers."

Mixed integer programming (MIP) has been used for optimizing production schedules of mines since the 1960s and is recognized a shaving significant potential for optimizing production scheduling problems for both surface and underground mining. The major problem in long-term production scheduling for underground orebodies generally relate to the large number of variables needed to formulate a MIP model, which makes it too complex to solve. As the number of variables in the model increase, solution times are known to increase at an exponential rate. In many instances the more extensive use of MIP models has been limited due to excessive solution times.

The peak in Sulphur price late 2008 caused again intensified investigation into the decomposition of sulphates and spend acid. One option is the recycling of sulphur from spend acid, which already started more than 40 years ago in the field of spend acid from organic processes in refineries and acrylic glass manufacturing. Since this acid couldn't be neutralized and discarded due to high organic contents, another source of SO2 to produce sulfuric acid is the decomposition of metal sulfates. The decomposition of metal sulfates was investigated at the next peak in Sulphur price in the 80?s. The first major scale pilot tests and studies of gypsum decomposition were carried out for clients in Florida. The decomposition of gypsum was quite often mainly influenced by the strategic decision of some countries to get own and independent acid production. In other cases the industry doesn?t have enough space to dump the gypsum. Therefore the company was also forced to convert the gypsum into ?saleable? products to avoid these residues. Other projects were made for the recycling of iron-sulfates from the pigment industry. The motivations for these projects were not only given by acid price. For the German pigment industry it was no longer permitted in the 80?s to dump the iron sulphate residues into the sea. These regulations forced the industry to develop new technology, which allows converting of the FeSO4-residues into iron oxide and acid. Therefore economical and mainly environmental factors influenced the decision of the companies to develop and to build these plants. Beside the above mention iron- and calcium-sulphates many other process exist, which produce metal sulphates as an intermediate product. These cases are not forced by environmental or strategic factors. In cases like Ni, Co or Mn-decomposition the main product of the plant is treated in the decomposition plant and later on used as ferrous-alloys. These final products are higher in price compared to e.g. CaO, which exclude the high-energy consumption for the endothermic chemical decomposition reaction. The reaction of SO2 generation based on acid or sulfate decomposition takes place in the range of 1000°C. The energy demand of the endothermic reaction is considerable and leads due to the high fuel-combustion off-gas stream to a diluted SO2 gas. Energy prices are usually increasing at the same time like sulphur. Sulphuric Acid based on decomposition is therefore more expensive than as acid based on sulphur combustion. The paper describes fluid bed technology and possible process concepts for decomposition plants. Additionally the thermodynamic background of the decomposition process and the main influence factors are provided to receive a better understanding of this technology.

Definition of mineral resources and reserves forms the basis for effective mine planning and reliable public reporting of mineral assets. Historically, the mineral resource and reserves declaration process has been the domain of the geology and surveying disciplines, with the declaration of the reserves by the surveyor being based on the application of modifying factors to the declared resources available for mining. As part of an ongoing process to improve efficiency, reliability, and reproducibility of results, this approach has been revised and enhanced through the introduction of a revised process and reconciliation tools. The revised approach to reserve definition is based on the definition of scheduled resources, at an appropriate confidence estimate in the context of an approved business plan, over the anticipated life of the mineral asset being applied to define reserves. This planning and scheduling is developed, during the annual business planning process, by the mine planning department using tools such as CADSMine?. The scheduled area together with the application of revised modifying factors is tabulated in the BME (basic mine equation) and reflects the mine production plan over time. Simplification of the modifying factors to dilution and losses underpins the simple yet robust approach to improved definition of reserves in this process and in the basic resource to reserve equation (BR2RE). Dilution intrinsically affects grade but not metal content, whereas the losses reflect both the efficiency of mining and planning and are reflected in metal losses, area losses, or both. Reconciliation of the derived 'resource converted to reserve' area (which is based on the business plan from CADSMine?) versus the 'resource available for mining' (which is derived from Datamine?) underpins the robustness and auditability of the reserves declaration. This R&R accounting and reconciliation approach is transparent and facilitates interrogation of the logic and rationale of long-term business planning and project strategy. These numbers are processed and reported in the logic of the basic resource equation (BRE), which also addresses aspects such as white areas (future and historic), tail management, and partial extraction (non-scheduled pillars, etc.) in compliance with SAMREC definitions. Areas that do not have the necessary confidence and data support to be declared as resources find their space as pre-resource (outside the domain of public reporting), outlining existing potential for future extraction and reporting. Use of the BRE leads ultimately to a complete, refined accounting and reconciliation-oriented approach for all production entities. The revised resource and reserve process includes the discipline of mine planning as intrinsic to the definition and declaration of resources and reserves. Subsequent to the change in process, the resources and reserves have truly become the domain of the mineral resource management discipline. This paper defines the logic of the basic resource equations and outlines their application in the definition and reconciliation of mineral resources and reserves at Anglo American Platinum Limited.

The successful commissioning of the Cerro Verde project in Peru at the end of 2006 marked the culmination of the efforts of many in the industry over many years to have high pressure grinding roll technology recognized and accepted as a legitimate alternative to the conventional approach to large-scale hard rock comminution circuit design. Other hard-rock projects that have recently adopted HPGR include Freeport (Indonesia), Boddington (Australia) and Amplats Potgietersrus (South Africa). With the increasing acceptance of this technology, the need for technical presentations and articles exhorting the industry to adapt has diminished somewhat, and it is considered appropriate now to shift the emphasis to the provision of information for those considering embracing change. This article endeavours to answer frequently asked questions on the subject of high pressure grinding roll technology, with particular reference to its application in the hard rock minerals processing sector.

Several possible physico-chemical properties of composite electrodes for oxygen evolution are presented to describe experimental data for which a mathematical model had been developed. On this basis, local electrical and electrochemical properties of a composite electrode were investigated with conductive atomic force microscopy (CAFM) and scanning electrochemical microscopy (SECM). It could be shown by CAFM measurement that the boundary between matrix and catalyst particles seemed to have special advantageous electrical properties. The SECM measurements showed the presence of mass transport phenomena with increased surface concentrations, whilst the thickness of the Nernst diffusion layer was very small. An intermediate was detected and assigned to be hydrogen peroxide. From all species involved in the oxygen evolution reaction (H2O2, H+ and O2), it was concluded that local active spots exist on the electrode on which hydrogen peroxide reacts to oxygen and protons. A two?step two-material process was suggested to explain the whole oxygen evolution mechanism.

The development of an accounting code for the metallurgical industry has been debated for many years. Following the series of tumultuous economic events in the nineties and earlier this century that have affected business, there was much need for legislation to be passed to minimize potential risk. One of the consequences to affect the mining industry was the enhancement of existing geological codes for reporting. In parallel the sponsors of AMIRA have taken the brave step to develop a generic code for metal accounting that embraces the full gamut of industry. In this paper the code will be reviewed in the context of metallurgical accounting as it applies to coal preparation. This paper provides the background for this development and an insight into the mechanism for the debate for the generation of this code. The key elements of the code as it applies to the coal industry are explained but most importantly the key opportunities are highlighted.

A modified germanium recovery process in conventional zinc metallurgy, based on the understanding that ferric hydroxide has strong ability to coprecipitate germanium element, was presented. The relaxed lab-scale experiments were conducted to evaluate its technological feasibility. The experimental results obtained show the new process has great competitive advantage over the conventional one.

Environmental impact assessment (EIA) in South Africa is administered by the Department of Minerals and Energy (DME) for the mining industry, and the Department of Environmental Affairs and Tourism (DEAT) for all other sectors. Thus far, EIA research has focused on the process under the auspices of DEAT but none has focused on the EIA process that has been mandatory in the South African mining industry since 2004. Using the Lee and Colley(Lee et al.13) review package as a basis, a review model specifically tailored to the needs of the mining industry was applied to review the quality of a sample of 20 environmental impact reports (EIRs)approved by the DME. Results reveal that 85% of the EIRs are of a satisfactory quality. Presentational and descriptive components generally achieved higher quality grades than the analytical components such as impact magnitude and alternatives. The results show that in spite of some areas of weakness, and in spite of being conducted in terms of different legislation, EIR quality in the mining sectors appears to conform to the overall standard of quality of EIRs in other sectors in South Africa, and is also on a par with quality abroad. Hence, despite the criticism that DME is usurping the role of DEAT, it is concluded that EIRs of comparable standard are being produced, and that the quality of EIRs in the mining sector do not provide supporting evidence for this criticism. However, EIR quality is only a single aspect of EIA effectiveness, others including action and implementation of EIA proposals and mitigation measures.

Ion exchange resins were investigated for the effective recovery of platinum, palladium, and gold from a pregnant cyanide heap leach solution. Screening results indicated that strong-base anion exchange resins proved to be most effective in the recovery of these metal cyanides. Gold was selectively recovered with the use of Minix, while effective recovery of gold, platinum, and palladium over the base metals, copper, and iron, was achieved with Amberlite PWA-5. Successful elution of these metal cyanides was possible from both Minix and Amberlite PWA-5, using a 2M potassium thiocyanate solution at ambient temperature. Acidic thiourea was unable to elute platinum from either Minix or Amberlite PWA-5. Effective elution of palladium and gold were, however, achieved with use of acidic thiourea. Using these results, two conceptual flow diagrams for the recovery of these metals from cyanide solutions are proposed.

This paper summarizes a behavioural safety project undertaken in seven quarries in the UK in order to investigate its applicability as a means of raising the standards of health and safety in the UK quarrying industry. A behavioural safety methodology was developed and trialed at two quarry sites in the UK. During the study the number of unsafe acts and minor accidents had decreased and at one of the quarries there was a 95% reduction in the number of working days lost. It was then introduced at a further five sites of varying sizes and within this focused specifically on lone workers as well as behaviours that affected quality and environmental issues. Positive improvements were noted in most of these operations. The project also looked at the effectiveness of health and safety performance indicators. Here, the common lead and trailing indicators for both safety and health that are commonly used by industry were identified. In consultation with the UK quarrying industry these were then used to identify specific performance measurement criteria that can be used by the quarrying sector to measure performance. Following on from this, a quarry specific health and safety management system specification was developed for large and small quarries.

The main purpose of this paper is to introduce the main strategic restructuring aspects of companies that are directly (coalmines) or indirectly (companies that depend on coalmines) linked to coalmining. An attempt is also made to determine the principal factors required for the successful execution of a restructuring process in companies focused on the basic activities of coalmining, such as companies that provide supporting activities. The restructuring process exerts an influence on the whole area that relies on coalmining. So coordination of activities among the government, the local community, and the coalmine is very important. This is the major premise of this paper. The first section of the paper focuses on identifying and analysing the key factors in restructuring and a selection of key methods, drawing on past and present practice. The key factors to be considered in a model of enterprise restructuring in the coalmining sector are considered. The second section is dedicated to the actual design of the model of enterprise restructuring in the coal industry. The proposed model is based on positive experiences in the restructuring of coalmining companies in Europe, with an emphasis on Slovenia, successful approaches to crisis management in corporations, and identifying key areas in bringing about a strategic turnarounds in company operation. To support the argument for the key business areas, a brief summary of empiric findings has been included to demonstrate the applicability of the proposed model and the restructuring process. The summary is based on the survey done in both Slovenian coalmining companies (especially in Velenje Coal Mine) and their subsidiaries. Thirty-one years ago, African leaders met in Lagos for the drafting of the Lagos Plan of Action for the Economic Development of Africa, 1980?2000. The main objective of the plan was to increase Africa?s self-sufficiency and in this regard, the plan had a section pertaining specifically to redressing the ills of an unproductive mining and minerals industry and harnessing its potential for socio-economic development. However, if we look at the nature of this sector on the continent today, its characteristics resemble the diagnosis of the sector given in the plan back in 1980: lack of information on endowments of minerals; lack of value added in the sector; low development and use of those endowments that are not of interest to transnational corporations (TNCs); and most importantly, low contribution to socio-economic development. The primary consequence of the lack of visible benefits to African states, despite growth and development of the sector in terms of increased mining activity led by Foreign Direct Investment is that countries with mining industries are characterized by dysfunctional internal processes. Improvements in governance, monitored with indices such as those set out in the Extractive Industries Transparency Initiative, the Millennium Development Goals, and other such ?good governance? agendas, are being asserted. However, before we prescribe the introduction of initiatives or guidelines based upon highly subjective norms which we believe to fit this diagnosis, it is necessary to review how it is that we got to this situation that we are in today. How is it that, 31 years after the Lagos Plan of Action, we have not seen any major changes in the role the industry can play in socio-economic development, despite the vast increase in mining activity on the continent?

The role of viscometers for rheological characterization in the hydraulic transport of solids is discussed, and rheological models and phenomena pertinent to the hydraulic transport of backfill material are reviewed. The two main branches of viscometry (rotational and tube) for the measurement of mining slimes rheology are compared. The effects of solids concentration, particle size and chemical additives and the practical application of rheology in backfill system design are presented.
