Much advance has been made in offshore hydrocarbon exploration and exploitation in India. But the same amount of success could not be achieved in the case of other offshore minerals which are amenable for mining. However, employing present technology, there should not be any difficulty in successful exploitation with minimum environmental hazards. A demonstration is provided by considering the conditions prevailing in the Kerala offshore (southwest coast of India) scenario of monazite, ilmenite, phosphatic mud and calcareous deposits. Mud banks are unique phenomenon of the Kerala coast during monsoon season. Acting as barriers to waves, mud banks protect portions of the beaches from being eroded and trap sediments from either side facilitating growth of adjacent beach. The easy minable possibilities of the phosphatic mud during non-monsoon season with less pollution hazards and dumping back the waste material after processing for phosphate at the breaker zones to reduce the erosional effects on the coast make the exploitation economic and ecofriendly unlike the benefication of the lowgrade phosphate ores on land on a comparatively larger area and subsequent crushing, transport and resulting pollution.

The traditional approach to mineral resource development is to identify the resource and then to undertake an environmental impact assessment of the effects of developing the resource. However, the traditional approach tends to ignore or underestimate cumulative, indirect and synergistic effects (Therivel et al., 1992). Moreover, traditional environmental impact assessment puts the project proponent in a position where the environmental impact assessment is used to defend on environmental grounds, a decision which has already been taken on technical and economic grounds. An alternative approach is to undertake an area-wide or strategic environmental assessment, (United States Department of Housing and Urban Development, 1981; Kelly et al., 1987). Strategic environmental assessment consists of the compilation and analysis of environmental data and information on an area. The data and information includes physical and chemical oceanographic data, biological surveys, social and economic parameters such as recreation and resource use, and ecosystem stressors such as dumping areas and sewage outfalls. Strategic environmental assessment is being increasingly used in the U.S. to provide scientific information to evaluate national or regional objectives for development and conservation of coastal and oceanic resources (National Oceanic and Atmospheric Administration, 1991). The strategic environmental assessment process lends itself very well to an evaluation of offshore sand and gravel re- sources in Atlantic Canada, because although the potential resource is widespread, the environmental constraints on development are potentially serious, but highly variable. The approach has the merits of identifying areas which are least susceptible to environmental damage, and of concentrating the exploration efforts on that part of the resource which is most viable from the perspective of integrated resource management and marine conservation.

This study presents a model to predict fate of resuspended sediment in the development of deep-sea mineral resources including manganese nodules under Clarion-Clipperton area of the Pacific Ocean. The manganese nodules are expected to be developed near future and major research is undergoing in Korea recently concerning many aspects of the mineral resources development. One aspect is about environmental concern related to the deep-sea development, and a major environmental problem is the resuspended deep-sea sediment. In order to quantitatively analyze the resuspended sediment in the water column during the deep-sea development, particle size distribution (PSD) was considered an important factor in this research. The model developed here includes PSD and coagulation process, as well as sedimentation process. The model is one dimensional in the vertical profile, and was designed to describe the change of particle size distribution in the water column in the given vertical point. Based on the mathematical modeling, a numerical model was developed. Using the model, basic simulation was performed under representative environmental setting of the deep-sea environment. The simulation showed the dynamics of change of particle size distribution for 50 m depth of water column from the deep-sea bed, up to 10 days of simulation time. The simulation results indicate that coagulation seemed an important factor in the fate of resuspended deep-sea sediment. As a result, this research shows that the particle size distribution approach, as well as considering the coagulation process, is needed and may be effectively applied to environmental impact analysis of deep-sea resuspended sediment. We present a science-based infrastructure for continuous online monitoring of the ocean interior including benthic, pelagic and the demersal habitats. It will reduce expensive ship based monitoring costs associated to offshore and coastal industries. We combine established Norwegian cabled observatory technology and German mobile seafloor robotic technology and thus supports the transition from local to spatial ecological monitoring. Both technologies are developed through science - industry partnerships. In Norway, the Institute of Marine Research has worked with Statoil ASA and Metas AS to install and operate the LoVe cabled observatory. The German technology is developed by iSeaMC and Kraken Robotik, two spinoff enterprises of the Helmholtz Alliance “ROBEX”. GEOMAR has recently developed a lander-based deep-sea crawler that operates autonomously based on the original iSeaMC crawler system using the Kraken Autonomy. Combined with the Spanish image processing and modelling expertise in the SME Deusto Sistemas SA the consortium hosts the capacity to establishing a complete semi-autonomous real-time monitoring system. Merging of existing technologies into one operational autonomous product through the unique competence of partners’ support international ambitions (e.g. Blue Growth, GES, Horizon 2020), and renew monitoring that assess impact of human use of the marine environment. The consortium has been invited to contribute to technology/science programs for the Yellow Sea and for European mining and offshore decommissioning industries, which demonstrates the leading role of our consortium. The project is funded through the EU Martera program and started in June this year.

Marine mineral resources have been reviewed in great detail on numerous occasions over the past few years. A summary of these efforts would indicate there is little new on the horizon as far as economic programs are concerned. Deep ocean minerals, though not forgotten, hold little promise for development in the immediate future, i. e., manganese nodules, cobalt crusts, polymetallic sulfides, etc. Nearer to shore, within the EEZ, and particularly within waters under state control greater industrial interest is expressed. Interest in sand and gravel not only persists but is growing, dependent largely upon the construction industry. Precious metals demonstrate the greatest growth potential.

With the exponential growth of demand for minerals and need for diversification of supply channels, deep-sea mining is rapidly becoming inevitable. Productivity of underwater mining technology is salient to justify the deep-sea explorations. Methods for enhanced productivity of mobile mining equipment in a system level are investigated in this paper. Lessons learnt from the land-based mining has been the basis of this investigation. In general, mining productivity can be enhanced in two ways; firstly, by maximizing the amount of recovered material per unit time and secondly, by minimizing the cost of operation per unit material. Equipment that enable faster excavation, loading and transport in the seabed contributes significantly in increasing the amount of slurry per unit time. Improved mean time between failures (MTBF) of mining equipment will reduce the operational down time, thereby, contribute to maximize the amount of mined material per unit time. Several factors influence the operational cost minimization per ton of slurry. Higher efficient motor drive systems including the motor and PWM-fed inverter not only will save power but also will emit lesser heat thus the heat management can be less complex. This leads to more compact drive systems that allows higher power density, thus increased payload weight per empty vehicle weight. An energy storage method in the form of an utracapacitor in the electric drive system will also save the energy supply from the upstream.

With New Zealand?s ratification of the United Nations Convention on the Law of the Sea in 1996, the government of the day increased work on developing an oceans strategy to help create a governance framework for the country?s extensive existing and potential maritime territories. This project took a new direction in 2001 with the establishment of an ad hoc committee of 6 Ministers, and their appointment of a Ministerial Advisory Committee (on which the senior author served) to consult with the public, identify widely held values and inform the development of a Vision for subsequent policy development. The current second stage of the policy development process involves a working group of officials from the relevant agencies completing a stock-take of existing laws and regulations to identify overlaps and gaps that should be addressed in the third and final stage. The public consultation process revealed, as might be expected, a wide range of perspectives but a solid consensus in favour of a coherent, and balanced, framework to enable the realization of economic benefits of ocean development so long as appropriate environmental standards (broadly expressed in terms of sustainability) are not compromised.

Development of a deep-sea mining system is a new and interesting field of research. Commercial mining of the ocean floor for SMS deposits is yet to occur, and while exploration of the undersea has been undertaken by various research institutes exploitation of SMS deposits is yet to be investigated in detail. Industry has been stimulated by the potential development of economically viable deep-sea mining methods. The establishment of deep-sea mining production has also been encouraged by industry trends. These include the success of the oil and offshore diamond industries, scientific advances in computer modeling, technological advances in undersea exploratory equipment and further development of the Law of the Sea. This project also presents an opportunity to build on UNSW?s established reputation, positioning the Mining Research Centre as a leader in this specialized field of research. This project aims to form a greater understanding of the environmental conditions associated with SMS deposits, detailing the physical, biological and chemical characteristics of typical ocean floor sites from an environmental management perspective. With the aid of previous numerical models and disturbance experiments that have been conducted at various ocean floor sites worldwide, new virtual reality models will be developed to enable assessment of the environmental impact of the undersea mining process. These models will simulate seafloor systems prior to mining through various stages including particle distribution and sediment disturbance, to illustrate the impact of a number of proposed mining techniques. The model will allow users an interactive virtual experience of a potential SMS deposit site where hotspots can be identified and mining processes can be demonstrated. This initial baseline model will help to establish generic parameters, which can then be modified and tailored to simulate a wide range of deposit sites and differing mining processes. These models will be validated with the development of appropriate physical modelling.

The recent discoveries of hydrothermal activity in the ocean off New Zealand have created interest in the business community in the commercial possibilities of mining associated marine polymetallic sulfides. This interest is more so, as this hydrothermal activity is in much shallower depths, between 120 ? 1800 meters, than the typical 2400m in other parts of the oceans. Mining for other ocean deposits around NZ, such as phosphate nodules and off-shore deposits from gold bearing river beds is also attracting interest. The question is: - how can these deposits be mined without spending the enormous sums of money required for specialized mining technology? There are no dedicated off- the-shelf systems designed exclusively for underwater mining. Such systems require expensive development and manufacturing processes and then, are most probably designed for only one specific purpose. The costs involved place such equipment beyond the means of smaller entrepreneurial groups and only the big companies have the resources required. However, large companies are normally reluctant to take the risk of investing large sums of money into deep ocean projects. Australia and New Zealand, until recent times, have been somewhat isolated from European and North American technical resources - especially in the field of underwater technology. Over the past century such isolation has often led to solving problems with what has become locally known as ? ?the number 8 gauge wire method?. This approach to problem solving entails using whatever is available to get the job done and keep costs down. In the old days with NZ technology being mainly based around farming, a piece of No. 8 gauge fencing wire, although not designed for the purpose, was often used to fix various problems ? hence the term.

Cold Ocean Placers: Polar storms, interstadial littorals and crustal adjustments. Polar storms with consistent strong winds in the Southern, Antarctic Ocean are responsible for placer deposits on both the east and west coasts of Australia, on the west coast of New Zealand, as well as on the coasts of South America and Africa. Arctic winds, confined by both land and ice, generate similar placers in Labrador and Greenland as well as on the coasts of Scotland, Norway, Hudson's Bay, Nome, Goodnews Bay, Kamchatka and the north coast of Siberia. Tasman and Labrador seas have several parallels to Newfoundland, including north-south polar waterways, young spreading ocean floors, and youthful coastal escarpments with glaciated coasts. Black sand beds in beach deposits on the modern and Pleistocene transgression strandlines, skewed to the distal ends of beaches, and set into either bedrock or sediment fill, are the locus of the light-heavy mineral placers with titanium, zirconium and rare earth elements; chromium; iron; and tin. Gold and platinum group elements are the ultra heavy minerals at one end of the spectrum and tend occur in proximal placers generated, either directly from bedrock sources, or as minor by-products in distal light-heavy mineral placers. Diamonds are unusual in that the value is only in the larger stones, despite the formation of beach sand and aeolian placers in the littoral zone, and the sites of concentration are in very high energy bedrock traps, on terraces that are mined to depths of 100 metres below sealevel.

The International Marine Minerals Society has now come of age! Previously known as the International Marine Mining Society, it was an informal group without officers, by-laws or official status. Despite the lack of formal structure, the Society has cosponsored symposia both in Europe and in North America including the 16th Annual Underwater Mining Institute in Halifax, Nova Scotia, last year. The roster of members is now sufficient to emerge as a fledgling professional society. To this end an ad hoc committee was appointed to prepare by-laws stating the objectives of the Society, provide the procedures for the election of officers and other guidelines essential for the operation of the organization. This paper briefly summarizes the history of the group, the by-laws, together with membership requirements.

Geochemical exploration for marine placers involves the acquisition, processing, and interpretation of geochemical data. Recent technological advances such as in-situ analysis systems and microcomputers have greatly improved our ability to acquire and process data, but their full benefits cannot be realized until we also develop improved methods for reducing and interpreting large amounts of raw geochemical data. Toward this end, our research has sought to identify existing and/or develop new geostatistical techniques for use in marine placer exploration. Each technique has been tested by evaluating its performance in the analysis of existing data sets. The data sets typically include the results of chemical analyses of suites of sediment samples collected from areas of known or suspected platinum and gold placers along the Bering Sea coast of Alaska. Results to date indicate that three geostatistical methods (subpopulation partitioning analysis, comparative factor analysis, and end-member compositional factor analysis) are useful in identifying elemental groups which can serve as "pathfinders" in the search for marine placers, and are also helpful in discerning the generic geochemical basis under lying observed statistical correlations between pathfinder elements and placer minerals. Commercial mining of manganese nodules is expected to begin within the next 20 to 50 years in large areas of abyssal sea floor in the Pacific Ocean. While deep sea mining is expected to realize significant quantities of rare metals that are needed for modern technology, the mining operation will cause extensive resedimentation over large areas of deep sea floor, the effects of which are thought to be harmful to the benthic community. Our present knowledge of deep sea benthic ecology is so limited that we cannot predict the magnitude of the impact. In November 1994, the United Nations Convention on the Law of the Sea was enforced and giving added impetus to improving our understanding of the effects of future mining operations. In order to fully understand the impact of deep sea mining and to mitigate the harmful environmental effects, it is necessary to accumulate more information on the deep sea environment and benthic communities. To achieve these objectives and to understand the relationship between resedimentation and biological reaction, artificial impact experiments are being conducted by the USA and Germany. The former named BIE (Benthic Impact Experiment) began in 1991 and is being performed by NOAA (National Oceanic and Atmospheric Administration of the United State of America) in the North Equatorial Pacific Ocean. The latter named DISCOL (Disturbance and Recolonization Experiment in the Deep South Pacific Ocean) was started in 1989 and is being conducted in the South Equatorial Pacific Ocean by a scientific group from Hamburg University. The Metal Mining Agency of Japan (MMAJ) is also carrying out environmental studies. These studies, commenced in 1989, are being conducted in association with NOAA and include an experiment named the Japan Deep Sea Impact Experiment (JET).

The North Fiji Basin (NFB) is a mature intraoceanic back arc basin with an age of ~12 Ma. Recent volcanism and spreading activity are focused along the Central Spreading Ridge (CSR), A ridge segment more than 800 km long, composed of four main segments, the N160°, N15°, north-south (N-S), and southernmost segments from north to south. The dominant volcanic rock in the entire central spreading ridge is normal mid-ocean ridge basalt (N-MORB), very similar to those emplaced along mid-oceanic ridges. Conversely, influence of an oceanic island basalt (OIB) source increases northward from 18°20'S. Several basalts which show a significant subduction-related component are also observed in the southern part of the NFB. Hydrothermal activity along the spreading centers of the North Fiji Basin was investigated by several previous works, especially by the STARMER project in 1989 and 1991. Both extinct and active hydrothermal vents are found on the N15° and N-S segments. In contrast, only traces of hydrothermal activity have been found on the N160° segment. Although high temperature activity and related massive sulfide deposit on the N15° segment was further investigated by several follow-up studies, no systematic survey for other hydrothermal sites was conducted after their discovery. In 2012 and 2013, KIOST performed two hydrothermal expeditions aboard the R/V Onnuri in the three targeted areas of hydrothermal activity along the CSR of North Fiji Basin. Low- to intermediate-temperature, diffuse-flow hydrothermal fields and associated mineral precipitates have been found at many locations along oceanic spreading centers, back-arc basin spreading axes, and midplate hot-spots. However, this type of hydrothermal field has not been found in oceanic fracture zones until recently. We mapped and collected samples from an active hydrothermal field in the Blanco Fracture Zone (BFZ) located in the northeast Pacific. The BFZ connects the Gorda and Juan de Fuca spreading centers and is divided into east and west segments by Cascadia Depression, a small spreading center. Small pull-apart basins occur along both the east and west segments. A complex set of basins near the western end of the BFZ includes from east to west, Surveyor Depression, East Blanco Depression (EBD), and West Blanco Depression. The hydrothermal field described here is located in the EBD.

Managing sediment plumes under multiple jurisdictions Management of activities in the New Zealand EEZ can be characterized as a distributed basis of decision-making with each independent and separate decision-maker focused on specific elements of a proposal (environmental, work place safety, wildlife management, fisheries, navigation, oil spill). The New Zealand EEZ Act 2012 was intended as gap-filling legislation to address the lack of an environmental assessment lens for permissions to undertake certain activities in the New Zealand EEZ. These activities relate mostly to marine scientific research, dumping and discharges, oil and gas exploration and development, and seabed mining. The regulatory decision-maker for most EEZ Act marine consents is the New Zealand EPA. Since 2013 when this gap-filling legislation took effect, the EPA and its decision- making committees have processed three seabed mining applications. Two consents were refused, one consent was granted in 2017. A common feature of all consents has been the assessment and consideration of the scale, significance and effects of sediment plumes arising from the activity. One consent is for irons and mining in about 40m of water where the plumes reach the nearby coastal waters and shoreline, the second consent is far offshore but plumes extend far beyond the mining area (850 km2) in to rare coral habitats and in to a significant offshore fishery. A significant consideration for decision-makers is how the assessment and management of plumes under the EEZ Act interact with, and potentially overlap, management of such plumes under other legislation (Resource Management Act, Marine Mammals Protection Act, and Wildlife Act). This is in a statutory context where the EEZ Act requires explicit consideration of the nature and effect of other marine management regimes over the matter under consideration.

The United Nations Convention on the Law of the Sea (UNCLOS) entered into force, for those nations who had ratified it, on November 16, 1994. The Convention deals with nearly every aspect of ocean affairs, including marine scientific research, fishing zones, freedom of the high seas, protection of the marine environment and deep seabed mining. Article 76 of the Convention defines edge of the continental shelf in a way that many earth scientists find bizarre. Out to this limit, a coastal state has sovereignty over the seabed and sub-seafloor resources. Beyond that limit, the key principle of UNCLOS, that "the resources of the deep seabed represent the common heritage of mankind and should be developed to benefit all nations" is invoked. Establishing that limit and managing development in the different areas of jurisdiction is no small task. Canada's continental shelf as defined by UNCLOS covers an area approximately equal to half the area of the Canadian land mass. Interpretation and application of the convention is therefore highly significant for Canada. For example, the sedimentary basin in which the offshore Hibernia oil field is found, extends beyond the 200 mile limit but lies predominantly within the limits of the (UNCLOS) continental shelf. Responsibility for development of inshore placer deposits rests firmly with the coastal state. However, development of deep sea mining, in which the international community plays a management role under UNCLOS, has raised many concerns. Of particular interest to Canada will be the application of the provisions of the convention to interest in the polymetallic sulfides sampled on the mid-ocean ridges such as the Juan da Fuca Ridge. A further complicating factor for Canada is management of fishing stocks. Canada has sought to resolve this "problem" through multilateral negotiations under the UN. Under its "Oceans Act," currently being debated by Parliament, Canada intends to become a world leader in oceans and marine resource management. Similar activity in most maritime nations is setting the stage for a revolution in the way in which use of the world's oceans is managed. Much of this revolution will be guided by UNCLOS. Coastal states that have ratified the convention have ten years in which to define the limits of their continental shelves the clock is already ticking for them! We have yet to see how their actions will guide, or be guided by, those who have not yet ratified. We also have yet to see how national legislation and aspirations will mesh with international conventions that were drawn up in a previous era of environmental standards. This is a time in which many questions have been raised and few firm answers received. However, we must ensure that everyone is aware of what is happening, with what potential consequences, in order that rational decisions can be made. Canada has taken a few small steps that it is happy to share with the world community.

The ocean is increasingly seen as the answer for a myriad of challenges facing humankind. In effect, in addition to being vital for transportation and communication, the oceans contain living and non-living resources that are essential to meet the demand for food, and to the development of pharmaceutical products, energy resources, and high-technology products. This entails that the oceans are under pressure by different activities: navigation, fishing, oil and gas exploration and production, renewable energy development, laying of cables and pipelines, marine scientific research, bioprospecting, and deep-sea mining for minerals and metals. The growing demand for essential minerals and metals such as cobalt, nickel, zinc, copper, and manganese, seen in tandem with technological advances in deep-sea mining, makes the latter an increasingly attractive activity, both in areas within and beyond national jurisdiction. At the same time, the further development of deep-sea mining adds to the problem of the competing uses of maritime space and accentuates the need to balance and articulate the interests of the different users of the seas (States, sponsored deep-sea mining investors, oil and gas investors, fishermen, shippers, etc.). Furthermore, as deep-sea mining activities increase and move on to an exploitation phase so does the possibility of new disputes (for instance during deep-sea mining exploitation a communication’s cable is severed, a vessel conducting deep-sea bottom fisheries damages deep-sea mining equipment, etc.).

On 13 July 2000, the ISA adopted the Regulations on Prospecting and Exploration for Polymetallic Nodules in the Area. The first contracts for such exploration were issued by the ISA the same year. The duration of exploration contracts is 15 years, after which the contractors are expected to go into exploitation. In 2013, ISA with the LTC initiated the process for developing the regulations for exploitation, and are currently working on the first draft to put forward for the Council. In the meantime, the first seven exploration contracts have expired, and been given five years extensions in order for the contractors to get ready to apply for exploitation contracts. According to the current draft of the exploitation regulations, an application for an exploitation contract shall be accompanied by all data acquired during the exploration phase, a mining plan, a financing plan, and a set of environmental plans (i.e. an environmental impact statement, an emergency response and contingency plan, environmental management and monitoring plan, and a closure plan). All of these plans have to be based on substantial scientific and technical data and information. The mining plan requires geoscientific data regarding the mineralogy and grade of the nodules, and the physiography of the mining site as a basis for the consideration of critical aspects, inter alia for making reliable resource estimations, design the mining operations, and forecast revenues. The environmental plans require the input of a substantial set of bioscientific data and information on the exploitation technology in order to establish base-lines, and monitor and evaluate the effects of the mining operations. Under the exploration contracts, such scientific data have been acquired and reported on an annual basis to the ISA. Some testing of mining equipment and experiments on the extraction of metals have also been performed by some contractors. These scientific and technical data from the exploration phase will be the basis for the for the preparation of the studies, plans and documents required for the applications for exploitation. No time frame is specified for the preparations of an application but it must be assumed to take place before the expiration of the exploration contract.
